A MESSAGE FROM YOUR MAYOR On behalf of Council and Staff, I am pleased to present the 2018 Spring & Summer Recreation & Leisure Guide. As always, staff have worked hard to pack these pages with fun and interesting programs, camps and activities for people of all ages. This will be a year of exciting changes and additions to our recreation programs and amenities. The 2018 budget includes a number of items related to parks and recreation, including a new splash pad for Elmvale. The splash pad was originally in the 6-year capital plan for the year 2023, but at the request of residents it was moved ahead in the schedule to be built this year. Throughout the year we will also see additional baseball diamonds put in at Tree Nursery Sports Park, a pavilion built in Midhurst, basketball and tennis courts in Snow Valley and updated rink boards in Phelpston. Many of these projects are made possible by the dedicated volunteers on the Community Recreation Associations who tirelessly fundraise to make these special projects a reality. Council recently assumed responsibility for the operation and funding of the hall facilities located throughout the Township, so that the Recreation Associations are able to focus their time, energy and talents on providing the many recreational activities and events you will see in the following pages. These associations are always looking for people to lend a helping hand, so I encourage you to get involved in your community. We are halfway through winter and the sunny days have everyone starting to think spring is close! Although the weather will be changing soon, there is still lots of time to enjoy some of our outdoor rinks, or put your snowshoes on and explore the trails throughout the Township. Many of our settlement areas enjoy the outdoors with activities and events taking place in February.
We are excited to continue to offer March Break Camps and Summer Camps in some of our local communities. We always hear positive feedback from our ‘camp families’. Our field trips and beach days add variety, excitement and swimming to each week! We ensure our campers are always active and involved with plenty of physical and creative play. Please read about our “Camp Experience” on page 29 of the guide to learn more; and consider enrolling your children this year. 2018 is proving to be an exciting year for the Parks, Recreation and Properties department! Springwater residents will see new additions to recreation offerings in a number of our communities. Some of the new initiatives we will see are: new picnic shelters at Doran Park and O’Neill Park, the completion of the Doran Park pavilion, and new basketball and tennis courts in Snow Valley Highlands. We will also see the addition of two baseball diamonds at Tree Nursery Fields and a splash pad in Elmvale! The Recreation Team is very excited for all of these new additions to the Township and we look forward to seeing our residents out enjoying them! MUNICIPAL GOVERNMENT DEPARTMENTS Administration The Administration Department is led by the Chief Administrative Officer who is responsible for the day to day running of the Corporation. In addition to overseeing the Senior Management Team, the Chief Administrative Officer directs the Human Resources, Legal, Corporate Communications and Information Technology service areas. Fire & Emergency Services We proudly serve a sub-urban community of over 18,000 people. The Director of Fire & Emergency Services/Fire Chief leads the Springwater Fire Department made up of 90 Volunteer Firefighters operating out of 4 Fire Stations. The Fire Department also issues fire permits, conducts inspections to ensure compliance with the Fire Protection and Prevention Act, provides fire safety training and oversees the Emergency Plan. Clerk’s Office The Clerk’s Office works closely with elected officials, other levels of government, boards and committees and facilitates access to information under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). The Department provides secretarial, administrative and clerical supports, and is responsible for scheduling Council meetings, publishing agendas, minutes, by-laws, issuing burial permits and business licences. Planning Services Planning Services oversees all development applications and administers the Township’s land use planning documents such as the Official Plan, Zoning By-law and Community Improvement Plan. Applications to the Committee of Adjustment for land severance (consent) and minor variance to the Zoning By-law are processed by the Planning Technician / Secretary Treasurer. The Director of Planning Services & By-law Enforcement also oversees the by-law enforcement function. By-law Enforcement The Municipal Law Enforcement Officer is responsible for the enforcement of the Township’s by-laws through the investigation of complaints, such as vicious dogs, noise, waste control, weeds, illegal dumping and zoning infractions.
Finance The Finance Department is responsible for handling all of the financial affairs of the municipality on behalf of and in the manner directed by Council. The Department’s roles and responsibilities include: collecting money that is payable to the municipality; depositing all money received on behalf of the municipality; paying all debts of the municipality and other expenditures that have been authorized by the municipality; maintain accurate records and accounts of the financial affairs of the municipality; provide Council with such information with respect to the financial affairs of the municipality as it requires or requests; and ensures investments of the municipality are made in compliance with the Municipal Act. Recreation, Parks and Properties The Director of Recreation, Parks & Properties oversees the operation of all Township recreation facilities, including the Elmvale Community Arena, Township parks and the community centres. The Director is also responsible for all recreation programming offered by the Township of Springwater. Building Services Under the direction of the Director of Building Services, the Building Department authorizes and regulates the issuance of building permits in compliance with the Ontario Building Code, as amended, Township by-laws and other municipal requirements. Library The Springwater Public Library operates three branches in the municipality offering books in all formats including large print, magazines, DVDs, Blu-rays and Wii games. Public computers, wi-fi, e-books and online databases are also available. A variety of programs for patrons of all ages are also offered. Please visit www.springwater.library.on.ca for more details. Public Works The Director of Public Works heads the Public Works Department, and is responsible for the construction and maintenance of all Township roads, ditches and street lights. The Public Works Department is responsible for nine water systems and four sewage treatment plants throughout the Township; which are operated by the Ontario Clean Water Agency.

2018 Municipal Election
Who is running for Council?
Every four years citizens have the opportunity to be active members of their municipal community and vote for their council representatives. The next municipal election takes place on Monday, October 22, 2018.
The Township’s website will maintain a list of persons who have submitted nomination forms. Following the closure of the nomination period on July 27, 2018, the Clerk will certify the nominations. The certified list will be the final list of candidates.
Many changes have been made to the rules and regulations that govern municipal elections for the 2018-2022 term, which will be from December 1, 2018 to November 14, 2022.
How can I vote? Springwater constituents will have the opportunity to cast their ballots by internet, by phone, or in person at multiple polling stations during the 2018 municipal election.
I would like to run for office, when can I do this? Nominations can be accepted starting at 8:30 am on Tuesday, May 1, 2018, during regular business hours (Monday to Friday, 8:30 am to 4:30 pm). The last day for nominations to be filed is Friday, July 27, 2018 from 9:00 am to 2:00 pm.
Who can I vote for? In Springwater’s municipal election you can elect the following positions: • Mayor • Deputy Mayor • One (1) Ward Councillor for each of the five (5) wards • School Board Trustee (English-Public, English-Separate, French-Public, or French-Separate)

Registration Options: Online Registration: Visit www.springwater.ca/recreation and follow the easy step-by-step instructions to register and pay for programs you want from the comfort of your own home! Mail in Registration: Mail registration, complete with registration form, cheque (payable to Township of Springwater) or credit card information - no cash - to: Township of Springwater Attn: Recreation, Parks & Properties Department 2231 Nursery Road Minesing ON L9X 1A8 Drop Registration in Box: Drop boxes are located at the Township Administration Centre and each of the library branches. Faxed in Registration: Fax in completed registration form with credit card information to: 705-728-2759 Post dated cheques are also acceptable when registering for a program but must be dated two weeks prior to the first day of the program or camp. Program Information The Township reserves the right to withdraw, postpone, cancel, re-locate or combine classes, limit registration or change instructors. If there is space in a program after it has commenced, participants may register but will be required to pay the posted fee. Individuals not registered in the program are not permitted to participate in the class. NSF Fees A fee will be applied to all payments that are returned due to non-sufficient funds (NSF).
Refunds A $20 administration fee is applicable for any cancellation. Full refunds will be provided if the program is cancelled by the Township. No refunds will be provided unless at least 14 days notice is given to the Recreation, Parks & Properties Department prior to the start date of the program. Participants will receive a pro-rated refund if a medical certificate is submitted to the Township before the halfway point of the program. Cancellation of registration may be submitted by telephone or email. Three weeks may be required to receive the refund. Cash/Interac/Cheque payments will be refunded by cheque from the Township. Credit Card payments will be refunded to the original card. Program Disruptions Weather or other circumstances may force the postponement or cancellation of a class.The instructor or Township will attempt to contact each participant in the course to notify them of the cancellation. The Township will also update staff phone messages, the Township website www.springwater.ca and Twitter @springwatertwp to note program cancellations.
Course Cancellation The Township may cancel any program that fails to meet minimum registration numbers. Registrants will be notified by phone of any cancelled programs. Those participants will be offered a full refund, credit or a transfer to another class (based on availability). INCLUSIVE RECREATION SERVICES The Township of Springwater is committed to providing programs that are both accessible and inclusive to people with disabilities. The Recreation, Parks & Properties Department will work to support the inclusion of children with disabilities or multiple special needs, including but not limited to, developmental and/or communication disabilities. MEC is excited to host an 8-week trail running clinic at the site of one of our favourite races of the year, Tree Nursery Sports Park, in the Township of Springwater. This gradual training program is designed to prepare participants to run 5km on trails over the course of 8 weeks. Participants often begin at different levels of fitness and are encouraged to complete each training session to the best of their ability. It is progressive and fun, and the amount of running varies. No running experience is required. Weekly sessions will consist of a short class covering topics such as form, nutrition, injury prevention, GPS/Heart Rate, Making a Training Plan, Cross Training, and more, followed by a 25-45 min group run session. A training plan will be provided to you at the first session outlining the entire clinic. Weekly emails will keep you in touch with your coach and on-top of the training plan.

BALL HOCKEY LADIES LEAGUE
KIDS LEAGUE
This non-competitive ball hockey league gives ladies an opportunity to get active and get moving while having a night out with friends. It’s a great chance to make new friends and meet some ladies in your community! This season will run for 10 weeks with one hour games on Wednesday nights. Register individually or as a team (must have 16 players).
This is a 7 week recreational league for children between the ages of 4 and 12. The league is open to both boys and girls. Coaches will work with the players to enhance their ball hockey skills and encourage them to have fun and make new friends. Each week, players will have a warm-up session, drills session and a scrimmage/game. This league is ideal for parents with children who are new to hockey but is challenging enough for experienced players. The season wraps up with a player against parents game and pizza party!

Helmets, gloves and shin pads are mandatory. Teams are required to provide own goalie/ equipment.

THE CAMP EXPERIENCE Age: 5 - 12 years Hours: 8:30 am – 4:30 pm Program Goals: To provide a fun, enjoyable, safe and positive experience for all campers. Typical Day at Camp: Campers will participate in a variety of activities throughout the week, including games, water-play, arts & crafts, nature walks, and physical activity. Music is incorporated into the day as often as possible, through clapping, singing, musical games and more. Camp Trips: Tuesdays: Wasaga YMCA for swimming (excluding the 4-day weeks: July 3 and August 7) Wednesdays: A fun-filled trip or activity day for each camp! Fridays: The beach for camp games, activities and swimming. Extended Care Available: Extended care provides supervised activities before and after the regular camp hours. Our extended care hours run from 7:45 am to 8:30 am (before care) and from 4:30 pm to 5:15 pm (after care). The fee for before and after care is $25.00 for the week, per child. Lunch Program: Don’t forget to pre-order your campers Thursday pizza lunch and Friday hot dog lunch. There are small and large lunch packages available. Youth Leadership Camp: This two week Leadership Camp has been especially designed to give youth valuable experience, leadership skills and program/camp planning. Campers will have ample time to participate in experiential learning activities that will test and challenge them. During the first week campers will test their limits in a Tree Top Trekking experience! During the second week, campers will participate in a guided leadership placement at our Summer Quest Camp Program. Leadership shirts are provided. * This course is a prerequisite for volunteering in our day camp programs throughout the summer.

Junior Golf Camp: This camp is excellent for both the beginner and avid golfer! Campers will spend half a day at Orr Lake Golf Club, refining their skills with lessons from golf professionals and partaking in the game of golf. Hockey Camp: This camp is excellent for any young hockey player! One hour will be spent with Scott Grover for a Power Skating session. March Break Hockey Programs March Break Hockey Camp This camp offers power skating, development of hockey skills and other recreational activities. A daily one hour power skating session with Scott Grover. Instructors from South Simcoe Hockey School will be working with players to develop their hockey skills and build confidence. Remember to pack a nut-free lunch and snack and bring a pair of indoor shoes, as well as full hockey equipment and skates! All-Star Hockey Development Program The All-Star Hockey Development Program focuses on a high-intensity hockey development session, refining skills for players. It will keep players focused, engaged and moving at all times. This is done by creating smaller stations, focused on high tempo, high intensity drills with more repetition and opportunity to stop and correct. This is matched with having fun while building their overall confidence. Full hockey equipment is required. Instructors from South Simcoe Hockey School will be working with players to develop their hockey skills and build confidence. Off ice supervision is required by parents/guardians. Home Fire Safety Tips When Seconds Count
When an emergency occurs, Springwater Fire & Emergency Services is there to help, but some common problems may prevent us from getting to you as quickly as possible. Take a few minutes to review the following points and ensure your home is ready in case a disaster strikes. Clear your driveway to make room for emergency vehicles. A long, narrow, over-grown driveway or laneway leading to your home or cottage can prevent emergency vehicles from getting to you. If your car just fits, a firetruck or ambulance won’t! Cut back all vegetation to a distance of 12 feet wide by 12 feet high. Ensure your 9-1-1 emergency number is visible from the road. Take time to cut back vegetation, clear long grass or remove snow to ensure that your green 9-1-1 sign is always visible from the road. Your sign should be perpendicular to the road and not parallel. This allows first responders to see it from further away.

Never block access to fire hydrants. Your fire hydrant should always be easily accessible. Never grow gardens or shrubs around your hydrant and in the winter months, take time to clear snow and ice accumulation to ensure firefighters can respond quickly. Ensure your house number is visible during both the day and night. Use bright contrasting colours on the number and place under a porch light. Remember, if you’re having trouble seeing it, so will the responding emergency services personnel.
Investing a few minutes now to correct some common issues, could make a big difference in an emergency situation when seconds count.

FIRE & EMERGENCY SERVICES Did you know that burning of any kind in Springwater Township requires a permit? RECREATIONAL FIRE PERMITS: Recreational fires are the only outdoor fires permitted in Anten Mills, Centre Vespra, Elmvale, Hillsdale, Midhurst, Minesing, Orr Lake, Phelpston and Snow Valley, and any built up residential areas. Permits can be obtained at 2303 Ronald Rd, Minesing (Station 3) or 2231 Nursery Rd, Minesing (Township Administration Centre) between the hours of 8:30am and 4:30pm, Monday to Friday (excluding holidays) or at any of the three library branches (Midhurst, Elmvale and Minesing) during regular business hours. Recreational Fire Permits are also available online. Please visit www.springwater.ca/burnpermit for more information and to obtain your permit. Cost $15.00 OPEN AIR FIRE PERMITS: Open air burn permits are only issued to rural properties within the Township. You can obtain an open air fire permit at 2303 Ronald Rd, Minesing (cheque only) or at 2231 Nursery Rd, Minesing (Cash, cheque, debit or credit) Cost $15.00
