Welcome
With days getting longer and temperatures on the rise, it’s time to get out and enjoy all the great activities that Springwater offers! Whether you’re looking for information on camps, a new fitness class, or special community events, this guide is the perfect resource to help keep you and your family active this season. We’re excited to continue to offer March Break Camps and Summer Camps, both filled with fun field trips and cherished camp traditions. Our trained camp staff ensure that our campers stay active and involved with plenty of physical and creative play. Residents and visitors can now enjoy the new Midhurst Pavilion, Elmvale Splash Pad and accessible surface upgrades to the playgrounds at Doran Park and Vespra Downs Park. In 2019, we plan on completing the picnic shelter at O’Neill Park and two additional ball diamonds at Tree Nursery Sports Park. New community space and enhanced programming is coming to Elmvale in partnership with the renovated Elmvale District High School. Program instructors and Township staff are continually working to develop and adapt programs and services to meet the needs of our community. Take time this season to rediscover an old hobby, check out a community event, or challenge yourself and your family to try something new! Remember that Springwater residents are eligible to participate in any recreation program offered by the City of Barrie at the same rate as a resident of Barrie. As a growing municipality, we understand the need to develop new programming to appeal to our community. We are always looking for different ways to keep our citizens active, engaged and healthy. New this year are various improvements to our parks and playgrounds, including the Midhurst Pavilion and incoming ball diamonds at Tree Nursery Sports Park. As an inclusive and safe community, Springwater strives to offer accessible programs and welcoming spaces for people of all ages and abilities. This includes recent upgrades at Doran Park and Vespra Downs Park, and the approval of our new Rzone Policy (see page 8). Residents can also look forward to new community space and programming at the renovated Elmvale District High School. I encourage you to check out fun community events this season, many of which are made possible by dedicated volunteers from Community Recreation Associations. Municipal Departments Administration
Library
The Chief Administrative Officer (CAO) leads the Administration Department and is responsible for the day-to-day running of the Corporation. The CAO oversees the Senior Management Team and directs the human resources, legal, corporate communications and information technology service areas.
The Springwater Public Library has three branches in Springwater—Elmvale, Midhurst and Minesing. Visit the library for books, DVDs, programs and more. All branches offer free Wi-Fi, computer access, e-books and online databases. Visit springwater.library.on.ca for more information.
Building Services
Planning Services and By-law Enforcement
The Building Department authorizes and regulates the issuance of building permits in compliance with the Ontario Building Code, Township by-laws and other municipal requirements.
Clerk’s Office
The Clerk’s Office works closely with elected officials, other levels of government and boards and committees. The department facilitates access to public information, schedules Council meetings, and publishes agendas, minutes and by-laws. The department also issues burial permits and business licences.
Financial Services
The Planning Department oversees all development applications and administers the Township’s land use planning documents, including the Official Plan, Zoning By-law and Community Improvement Plan. Planning processes applications to the Committee of Adjustment for land severances (consents) and minor variances to the Zoning By-law. Municipal Law Enforcement Officers execute the Township’s by-laws through the investigation of complaints, including animal control, noise, waste control, weeds, illegal dumping and zoning infractions.
Public Works
The Finance Department handles the financial affairs of the municipality. The department manages accounts receivable and payable and maintains accurate financial records of the municipality. The department provides Council with guidance on the municipality’s finances and ensures investments of the municipality are made in compliance with the Municipal Act.
The Public Works Department is responsible for the construction and maintenance of all Township roads, bridges, ditches and street lights. The department manages nine water systems and four sewage treatment plants throughout Springwater, which are operated by the Ontario Clean Water Agency.
Fire & Emergency Services
This department oversees the operation of all Township recreation facilities, including the Elmvale Community Arena, municipal parks and the community centres operated by Community Recreation Associations. The department is responsible for all Township-operated recreation programming and works with community groups to host events.
Protecting a community of over 18,000 people, the Fire Department includes 90 Volunteer Firefighters who operate out of four fire stations. The Fire Department issues fire permits, conducts fire safety inspections, provides safety training and oversees the Township of Springwater’s Emergency Plan.

Waste Management: The County of Simcoe is responsible for all waste management services for the
Township of Springwater. If you have any questions or concerns related to your garbage or recycling pickup, please contact the County at 705-735-6901 or toll-free at 1-800-263-3199.

Mail or drop off Mail or drop off a completed registration form and payment (cheques payable to the Township or credit card information—no cash) to the Township Administration Centre at 2231 Nursery Road in Minesing. A drop box is located at the Township Administration Centre for after-hours drop off. Post-dated cheques are accepted when registering for a program but must be dated two weeks prior to the first day of the program or camp.

Inclusive Recreation Services The Township is committed to providing programs that are accessible and inclusive to people with disabilities. The Recreation, Parks & Properties Department will work to support the inclusion of children with disabilities or special needs. If you or a family member have a special need, please contact 705-728-4784 x2100 or recreation@springwater.ca before registering for a program. All information is confidential and used strictly for planning successful integration into our programs.
Returned Cheques/Declined Credit Cards Payments made by cheques which have not been honoured by the bank, declined credit cards or credit card chargebacks are subject to a non-sufficient fund (NSF) fee. New payment must be received to enrol in the program. Please contact us at 705-728-4784 x2036/2063 to make arrangements for payment.

Age Requirements Programs and camps are grouped by age ranges. Participants must be the required age on the start date of the program.

Cancellation & Withdrawal Cancellation & Withdrawal You receive: A full refund or credit with no administration fee: • If the Township cancels a program due to weather, low registration or for other unforeseen circumstances. A full credit on your account or refund less a $20 administration fee: • If you cancel with at least 14 days’ notice before the start of the program. A prorated credit or refund: • If you provide a medical certificate before the midway point of the course/camp and can no longer attend the program due to medical reasons.
Notification of Program Cancellations or Disruptions The Township of Springwater reserves the right to postpone, cancel, re-locate or combine classes, limit registration or change instructors due to low registration or unforeseen circumstances. Registrants will be notified by their instructor or the Township by phone or email of any cancelled programs. Those participants will be offered a full refund, credit or a transfer to another class (based on availability). The Township will also post program cancellations on the municipal website— springwater.ca—and the Township’s Twitter and Facebook @springwatertwp.
Sorry, no refund or credit is provided: • If you cancel within 14 days of the start of the program, without providing a medical certificate.

Little Kickers®: Mighty Kickers
Little Kicks introduces children to the basics of soccer (dribbling, shooting, goal scoring etc.) in a play-oriented yet structured environment. Classes help them develop physically and improve cognitive and social skills. We use big imaginations and rotate through themes to keep things FUN. Parent participation is required for kids under 2.5.
In Mighty Kickers, children continue to build their individual skills for part of the class, but we also introduce matches and the importance of team play. A perfect class for complete beginners or children who are familiar with soccer already. Classes are structured, but the focus is always on FUN! Some parent participation is required.

Pound: Fitness for Youth
Batter up, baseball players! Indoor and outdoor tryouts for hardball begin in April/May 2019. Two age groups are welcome to tryout: Bantam (kids born in 2004-2005) and Peewee (kids born in 2006-2007).
Sweat, sculpt and rock with POUND. Using weighted drumsticks, this awesome full-body workout combines cardio, conditioning and strength training with yoga and pilates inspired movements.

Camp on Wheels
This non-competitive recreational league is open to both boys and girls. Dedicated and enthusiastic coaches work with the players to enhance their ball hockey skills and encourage them to have fun and make new friends. Each week players will have warm up sessions, drill sessions and a scrimmage or game!
Join us this summer for our NEW Camp on Wheels program. Instead of you driving to camp, camp is coming to you! Camp games, camp crafts and camp activities—it’s going to be a fun time for sure! There will also be a mobile skate park.

Ladies join in on the Dance Caravan—it’s an energizing dance party (and fun workout) every week! Instructor Kim McGrath teaches participants dance moves and combos from Brazil, India, Spain and more. Improve muscle strength, coordination and balance.
This non-competitive ball hockey league gives you a chance to get active with friends and neighbours in your community! The season will run for 10 weeks with one hour games on Wednesday nights. MEC Learn to Run 5 km Mountain Equipment Co-op (MEC) in Barrie is excited to host an 8-week trail running clinic at the site of one of their favorite races of the year! The gradual training program is designed to prepare participants to run 5 km on trails over the course of 8 weeks. No running experience required. With a variety of fun low-impact cardio and strength workout programs, you’ll surprise your body every week and never get bored! Before & After Care If our day camp hours aren’t long enough for you, try our extended care program! Extended care is a separate program that provides supervised activities, with minimal programming before and after the regular camp hours. Before Care: 8:00 a.m. – 9:00 a.m. After Care: 4:30 p.m. – 5:30 p.m. Before & After Care is $30.00 per child/per week. Please select the extended care option when registering. A late fee of $5.00/15 minutes will be charged for late pick-ups.

Camper to Staff Ratio Our camper to staff ratio reflects our commitment to quality program supervision. Our ratio is 1 leader for every 10 campers. These ratios are supplemented by inclusion and leadership staff.
What is HIGH FIVE®? HIGH FIVE® is Canada’s quality standard for children’s recreation, culture and sport programs. These standards support the safety, well-being and healthy development of children who participate in our programs. All of our camp leaders are HIGH FIVE® certified to best address the needs of your child and their experience. They are caring leaders who help all of our campers participate, play, learn new skills and make new friends.
Inclusion Services
Camper Pick Up & Drop Off
All summer camp programs offered by the Township of Springwater provide an inclusive environment. We welcome participants of all abilities to enrol in the various camp programs provided. Inclusive leaders are available for participants who need assistance.
Campers aged seven years and under must have adult supervision at all times during morning drop off and afternoon pick up. Please ensure that regular escorts and emergency contacts are recorded on the “Camper Information” form. Only those adults listed on this form are permitted to pick up your child. Photo identification must be shown at time of pick up (e.g. driver’s licence).
Personal Mediators are welcome in any camp program. If you have any questions, please contact the Recreation Coordinator at 705-7284784 x2100. •

We’re an allergen-aware environment.
Refunds will be provided if, at least, 14 days’ notice is given to the Recreation Department prior to the start date of the camp program. A $20 administration fee is applied to any cancellation. Participants will receive a prorated refund if a medical certificate is submitted before the halfway point of the program.
Volunteering Being a volunteer is a great way to meet new people, to be active in your community and to have some fun! It’s also an excellent opportunity to gain valuable work experience, to learn new skills and to complete your mandatory high school community service hours. If you have completed a Leaders in Training (LIT) program
Our Recreation Department offers an allergen-aware environment—an environment that minimizes the risk of exposure to life threatening allergens through: information sharing and awareness, training and education, avoidance practices, and an established emergency action response protocol. To protect program participants with severe nut allergies, camps are a ‘nutaware’ environment. We request all parents avoid sending their children with a lunch or snack that contains peanut or nut products. Should items that contain nuts be found, the product will be removed from the camp area and returned to the parent or guardian at the end of the day.

Programs for All Ages The library offers programs and clubs for kids, teens and adults, as well as targeted programs for parents and seniors. Children & Youth • Storytime: Preschoolers and their parents/ caregivers will discover new stories, sing songs and create simple crafts together! This program runs from September to June, every Tuesday, at the Midhurst branch and every Friday at the Elmvale branch, starting at 10:30 a.m. • Home Alone & Babysitter Courses: Register and pay at your local library branch for the St. John Ambulance Home Alone ($45) or Babysitter Course ($65). Courses are offered January 26 (Elmvale), March 1 (Minesing) and May 11 (Midhurst). • March PA Day & March Break: Check out the library’s website for an amazing selection of programs, including a special program with a Stunt Ventriloquist on March 15 at 2 p.m. at the Minesing branch.

Adults & Seniors • Book Clubs: Stretch your brain and socialize at the same time! Book Clubs are offered in Elmvale (every third Monday at 10:30 a.m.) and Midhurst (every last Saturday at 2:00 p.m.). Contact your local branch to find out what we’re reading this month. • Brain Health: This program at the Midhurst branch covers topics of brain health as we age. This program runs on Mondays for four weeks starting on May 6.
