Net Zero Programme SR21 Update We are continuing our ambitious plans to complete various projects as part of our drive towards Net Zero. This includes LED lighting upgrades, Photovoltaic (PV) (Solar), as well as Heating, Ventilation and Air Conditioning (HVAC) upgrades to the Government's office portfolio. Our Net Zero Offices Programme funding will allow for Project B of the Whitehall Boiler System. This includes replacing the plate heat exchangers throughout the central Whitehall Estate, allowing a drop in operating temperature to achieve 17.1% carbon emissions reduction (from a 2014 baseline). PUBLIC SECTOR DECARBONISATION SCHEME For projects where a fossil fuel boiler is reaching the end of economic life we will work with departments to submit bids through the Public Sector Decarbonisation Scheme (PSDS) managing the initial application and ongoing required reporting. This will take a fabric-first approach to ensure new Air Source Heat Pumps are sized effectively and will also include additional energy efficiency measures such as LED lighting and PV installation for onsite energy generation. The PSDS will fund delta costs only between a like-for-like replacement and for Air Source Heat Pumps. For our onboarded estate, we will fund the like-for-like costs through our Lifecycle Replacement Programme. To ensure we can plan the bids effectively we will work with departments to understand the current boiler asset conditions to ensure we have a plan of works in place.
We will look to undertake LED upgrades, HVAC efficiencies and PV Installations for buildings where there is no associated heat decarbonisation project - either because they are already connected to a district heating system with plans to decarbonise or where the boiler is not coming to the end of its economic life. We currently have a programme of works for c.420 buildings across the Government's office portfolio to understand potential interventions which will continue over the next three years. This will enable early planning and provide further support to PSDS applications. These will also include a condition survey included as part of the works. Our due diligence surveys are undertaken by our strategic partner, Atkins, and the team will be in touch before the planned interventions to arrange access and to obtain upfront information. Finally, we aim to complete smart submetering at all of the properties where interventions are planned for installation in order to prove outcomes and ensure ongoing analysis of energy use within the buildings. We continue to work closely with all departments to ensure our list of in scope sites is correct and to ensure that we can work with you to develop robust Net Zero plans.
