Greene County Extension Council Minutes Date: Monday, November 30, 2020 Place: Via Zoom Meeting Attendees: Larry Adams, Tony Ahart, Morgan Ash, Lisa Bakerink, Harold Bengsch, Greg Boehne, Karen Dowdy, Tyler Gunlock, Alex Greiwe, Joseph Hoffman, Ray Meyer, Chris Schulz, Scott Smith, Sam Snyder, Rick Stenberg and Jason Whitesell.

Guests in attendance: Beau Buffington, Gail Eubanks, Betsy Fogle and Christina Hammers.

The meeting was called to order at 12:01 pm, by Council Chair, Greg Boehne, who welcomed those in attendance, and the Pledge of Allegiance was recited. Secretary Morgan Ash called roll and it was determined that a quorum was present.

vegetable garden donated over 2,800 pounds of produce. The Christian County chapter received an award for the small chapter of the year. Soil testing is going very well and the lavender grant has been funded at $39,274.

There will be three test sites, one at the Botanical Center. Sherri Hull reported that the Jefferies Elementary classes have started in person. Online classes continue. Myra Dickensheet has in person classes at Mercy and Macedonia preschools. She has also been helping with the Crosslines food pantry and holiday food assistance programs. David Burton reported that neighboring classes have started online with 75 participants. After the first of the year cohort classes will start. Drury will offer 3 credit hours for the leadership and neighboring classes online through the council.

Old Business:

Consent Agenda: A motion was made by Joseph Hoffman and was seconded by Harold Bengsch, to approve the October meeting minutes. Motion to approve passed by unanimous vote.

MOU for Salary Offset: MOU’s must be made for certain set percentages, it has been learned.

Regarding Kelly McGowan’s salary offset there is a resubmission of the proposal to be evaluated.

A motion was made by Sam Snyder and was seconded by Joseph Hoffman, to approve the October financials and bills to be paid. Motion to approve passed by unanimous vote.

A motion was made by Tony Ahart and was seconded by Joseph Hoffman, to submit an MOU for the salary offsets of 3% of fulltime pay, per campus requirement. Motion to approve passed by unanimous vote.

Staff Reports: Amber Allen has been working with 10 parents at the Boys and Girls Club. A Boost Your Brain Class continues with 30 participants. She is working on online trainings. Amy Patillo has had great attendance at her Survival Skills For the Job Hunt a local union and the Job Center. The hot spot internet program has provided 5 hot spots to the Republic Library branch. She has completed 5 trainings with the librarians on workforce resources. The leadership conference online was an overwhelming success. Kelly McGowan reported that the statewide Master Gardeners awarded the Greene County chapter for the largest project. Their

Elections: The upcoming Extension election will be held the third week of January. There are 8 spots open and 10 nominees running for election. Lisa Bakerink could be appointed as a City of Republic appointee. The City of Battlefield may be big enough to have its own appointed spot too. The MFA appointed position is currently open. The appointed spots can be designated in January, after the election.

A motion was made by Joseph Hoffman and was seconded by Lisa Bakerink, to approve the slate of nominees for election. Motion to approve passed by unanimous vote.

County Extension Council minutes New Business: Give Ozarks 2021: CFO has decided to bring back this program for March 24, 2021.

We should know more about this program after a training is held in January.

Mizzou Founder’s Day and Annual Meeting: This will be held as an online meeting. We cannot meet in person. Please watch for details. We may have a regular February meeting for swearing in candidates virtually or may have to make appointments at the Greene County Courthouse for swearing in.

Greene and Lawrence County members. Jay Chism and the CES’s in each county would teach the sessions. They may wait to see how the pandemic situation stands before scheduling in person sessions.

Next meeting will be on Monday, January 25th at noon. There is no December meeting.

A motion was made by Joseph Hoffman and was seconded by Alex Greiwe, to adjourn the meeting at 12:52 pm. Motion to approve passed by unanimous vote.

Missouri State of Emergency: The current pandemic state of emergency has been extended to March. We are not able to meet in person. Meetings will continue via Zoom, until the state of emergency has been lifted.

2021 Budget Update: The budget is still uncertain due to Covid and tax funds raised.

So far, funding of Extension is marked as flat.

Brainstorming: David Burton may ask for help on ideas for assisting Extension Council. He will approach individuals for contribution.

Whether it is how Extension’s customers’ needs and expectations evolve, how our system is funded, or how technology is being used to deliver research-based educational programs to the local level, today’s modern Extension Service looks very different from what it has been in years past. As an elected Extension council member, you play a very important role in leading and shaping Extension services for future generations in your own local communities. This session introduces you to five competencies of leadership and how they relate to your leadership role as an Extension council member.

UPDATE: Extension Advertising in 2021 This ad will be running in the Lawrence and Greene County shopper known as EXTRA that is delivered to every home and business in eastern Lawrence County and western Greene County as well as with The Commonwealth and Lawrence County Record newspapers. The cost on this is $180. I plan to run something similar at least monthly.

Since we can no longer advertise on Facebook (someone complained about our neighboring class ad, and Facebook imposed an advertising ban on us), I am exploring other options for getting the word out.

This is in addition to our regular media releases, regular TV spots on KOLR, and weekly columns in the Greene County Commonwealth and Springfield News-Leader. I am also writing and submitting letters and columns to the Springfield Business Journal this year.

This same sized ad in the Springfield Business Journal would cost us $3,200. I’ve been studying their rate sheet, and I just don’t see how we can do something that is effective and fits our budget. The NewsLeader and Penny Power are also out of reach due to cost unless we were to try a classified ad.

We can do postcard mailers via Vista Print if you allow enough lead time (need a month to create and submit, including the mailing list). This method runs about 50 cents per address. I’ve had mixed results with this in the past.

It depends on the program and the quality of your mailing list.

I am open to thinking about radio spots if any of you have ideas or a contact.

I’m working with KADI right now for the engaged neighbor program since they are giving a BOGO rate.

I would encourage specialists to use email, especially DotDigital, to grow an audience and stay in contact with class members. Likewise, direct mail can be useful. I will be doing a quarterly neighborhood newsletter for the pilot neighborhoods (600 homes) and I’m glad to include information in that newsletter about any relevant classes.

My number of pages is a limitation.

I am working on advertising in Unite (African-American publication for Springfield). Samuel Knox has sent me a rate care and a 1/4 page ad (similar to what is at right) will run $300. Perhaps we do this quarterly in 2021.

I also have some ads running on Google for search strings like soil test, engaged neighbor and Greene County Extension. We may test some expansion of this approach.

MU Extension offers agriculture town halls online for farmers, gardeners University of Missouri Extension is offering online town hall meetings led by agronomy, livestock and horticulture specialists.

We will have monthly Town Halls every second Wednesday of the month through the winter. Dates are January 13, February 10, March 10. We will begin weekly Town Halls again March 31.

The sessions offer easy access and will be held using the Zoom teleconferencing system. Advance registration is required to receive email with the Zoom link and instructions. Register and submit questions online at ipm.missouri.edu/TownHalls
