Report to the People HERE IS A NEW TYPE OF BANK IN TOWN, but instead of operating in the world of deposits, withdrawals and making loans, it deals with property - specifically, dilapidated, worn out, vacant, tax-delinquent, underutilized, unwanted property where it might be impossible to determine who holds title or ownership. This new entity is known as a land bank. Blighted properties can impose significant costs on local communities and homes nearby that are being kept in good shape. That’s why legislation passed by the General Assembly in 2012 allowed for the creation of land banks by local entities - whether counties or municipalities acting on their own or as a group - so long as the combined population within the land bank’s jurisdiction is a minimum of 10,000. The thought behind the concept is that it will be singularly focused on returning the types of property it obtains, whether by donation or purchase, to the category of productive and taxpaying use. According to those in favor of land banking, the responsibility of handling the task of vacant and underutilized property is often spread between redevelopment authorities, municipalities, sub-departments of both, non-profit development corporations, etc. and, due to legal restraints, lack of expertise, and “mission creep” the problematic properties become, in essence, no one’s responsibility. As described by the Housing Alliance of Pennsylvania, land banks will be able to “discharge and extinguish real property tax liens and claims, with the approval of taxing bodies, and pursue a quiet title action through an expedited procedure.” Those appear to be the main advantageous powers of a land bank in the battle to eliminate blight - and they are powers not possessed by redevelopment authorities, which would logically be the existing entity one would believe is charged with the role of eradicating blight and doing the job land banks are now charged with. Land banks are prohibited from using eminent domain and are permitted to operate only in the territorial limits outlined in the ordinance creating it. The state law does not authorize or establish a funding mechanism for land banks. Funding is left up to the municipalities or counties that establish them. If taxing bodies and those with claims against a property agree to it, a land bank can discharge or eliminate liens and thus make the property free and clear of the troublesome things that tie up a property and keep it from moving to productive reuse. The land bank has to maintain an inventory of the property it has acquired and make the information available on its website and at its business office. Once a land bank ordinance is passed, the Pennsylvania Department of State must grant it a certificate of incorporation. As of August 1st four such land banks have been incorporated: Dauphin County, Westmoreland County, Philadelphia, and the City of Pittsburgh. As these land banks are still getting up and running we cannot perform an evaluation of how well they have carried out the mission of taking problem properties and eradicating blight. However, it is instructive to examine how these land banks will be governed. The ordinances creating these four land banks describe the composition of the board of directors, which vary in size and appointment method. State law stipulates that the board must be an odd number no less than five and no more than eleven. Elected municipal officials and municipal employees are eligible to serve on the board, but one member must be a resident of the land bank jurisdiction, not be either an elected official or a municipal employee, and must be a member of a civic organization within the land bank jurisdiction. The board is responsible for the by-laws of the land bank, incurring debt, hiring and firing employees, adoption of annual budgets, and property acquisition and disposition. They are to serve without compensation except for reimbursement for expenses incurred related to the land bank. Two land banks (Dauphin and Westmoreland) set aside seats for the board of the redevelopment authority in each respective county (meaning a seat on the redevelopment authority board means a seat on the land bank board) and the appointment of the board is vested solely in the county commissioners. Having redevelopment authority board members constitute a majority of the land bank board could go one of two ways: it could lead to cooperation and collaboration since both deal in the world of redevelopment, but since the state opted not to vest redevelopment authorities with land banking powers and instead allowed for the creation of separate entities, there could be issues with jurisdiction and responsibilities that these board members will have to navigate. It seems a better legislative solution would have been to grant redevelopment authorities the powers given to land banks and thereby avoid unnecessary duplication of efforts and potential conflicts. In Pittsburgh and Philadelphia appointment is shared between the executive and the legislative body and their appointees likewise get a say in the rest of the composition of the board. The land banks in these two municipalities add additional requirements: in Philadelphia board membership is to include people with a background in real estate, planning, and architecture and four members of the board have to have association with a housing or community development organization. In Pittsburgh six of the appointees must have background in those areas and are to be reflective of the geography of the City. The three members that are selected by the board have to be selected from Council districts based on the level of distressed and vacant parcels. There will certainly be more land banks that will come on line as time progresses, and as properties are acquired and disposed there will be plenty of opportunity to examine the work of these new entities.

OBIN WILLIAMS' SUICIDE LAST WEEK shook up people across the political spectrum -- and for good reason. When a highly successful, incredibly popular figure from our culture decides to take his own life, it feels as though suicide could

happen to anyone. It can't. Robin Williams reportedly suffered from mentally illness. He stated during an interview in 2006 that he hadn't been formally diagnosed with depression or bipolar disorder, but stated, "Do I perform sometimes in a manic style? Yes. Am I manic all the time? Williams' death has spurred multiple writers and celebrities to announce their own struggles with such issues; virtually every family has suffered through the horrors of mental illness. My grandfather was diagnosed with bipolar disorder decades ago, and routinely battled suicidality until his introduction to lithium. Raising awareness is praiseworthy - the stigma attached to getting help for mental illness should be wiped away as soon as possible. By the same token, we ought to ensure that normalizing mental illness helps no one, and damages those who truly are mentally ill. The lack of awareness surrounding mental illness comes from two directions: first, those who pretend that mental illness represents a lack of willpower or dedication; second, those who pretend that serious mental illnesses are not mental illnesses at all, but representations of free thought and behavior. Forty years ago, the first group predominated; today, the second does. Forty years ago, men and women feared career destruction should rumors spread that they were seeing psychologists or psychiatrists. That fear has largely dissipated. But a new threat to the well-being of those suffering from mental illness has replaced the original threat: the threat of diversity campaigners leaving those with mental illness to suffer in the name of heterogeneity. This is not to suggest that all of those who are "different" are mentally ill, or vice versa. But it is meant to suggest that we ought to consider the mental health of those who are homeless, rather than labeling them, in blanket fashion, advocates for free living spaces. It is meant to suggest that those who suffer from gender dysphoria may not be suffering from societal bigotry, but from something far deeper and more dangerous, and that physical mutilation and stumping for tolerance will not solve their problems. In other words, if we are to recognize the importance of mental illness as a society, the left must stop papering over mental illness with platitudes about diversity, and the right must stop treating mental illness as a moral problem rather than a medical one. Those racked with mental anguish are crying out for our help. If we don't hear them, it may be because too busy pushing political viewpoints rather than listening. Q. WHATEVER HAPPENED TO common courtesy? I work as a marketing consultant, and I notice increasing number of people who don’t return phone calls, who expect my time for free, and who don’t even show up for scheduled meetings! How do I handle such common rudeness? A. Courtesy is no longer common. The good news is that if you return phone calls the same day, respect others’ time, and keep your commitments, you’ve got an automatic advantage over most competitors. The bad news is that most professionals won’t return the favor. We can all get into heated diatribes about ways in which the world ought to be different. But as the nursery rhyme goes, “If wishes were horses, beggars would ride.” The bottom line is that you have to set up your business practices to assume rudeness and be pleasantly surprised if you get courtesy. Here are some tips: -If you need people to return a phone call within a specific time, give them the motivation for doing so. For example, let them know that your time will be booked, you will be out of town or a deadline they care about will expire. -Anticipate a real lack of promptness on e-mails and voice mail and call people for action or information well ahead of the time you need it. -Create financial penalties for those folks who blow off

appointments or commitments, such as cancellation policies, project fees paid partially up front, and rush fees. -Make your limits clear up front. If you don’t want to give your time away, have an assistant call or let people know you only have five minutes to talk. Huffiness never gets people to change their ways. Setting up rewards others care about and consequences they want to avoid works beautifully. A big part of the problem with assuming courtesy these days is many people don’t share your value system, and you’re bound to be disappointed. By building your business so that courtesy isn’t the prerogative of people who work with you, you’ll screen out people who are entitled and demanding and who won’t value your expertise. These people make poor customers and will further damage your business by referring their rude buddies. You don’t need that kind of business. You’ll also get an emotional paycheck when you go to work because you’ll adore your customers and feel respected! There’s no more satisfying feeling in the workplace! Q. I recently was offered a new and more exciting job. Can I get away with not giving two weeks’ notice to my current employer? A. Sure, as long as you will enjoy the very acrid scent of bridges burning. It’s really not a good idea.

No more. This time I'm taking matters into my own hands and dealing directly with

the Russians, specifically the crime ring that recently stole over 1 billion user name/password combinations and 500 million email addresses. This figure is even more alarming considering that, according to the International Telecommunications Union, only a scant 78 million of the world's population uses the Internet. Simple math says those naughty Russians now have 7.8 of my passwords. And if you're reading this column on line, guess what? They have 7.8 of yours, too! I'm going to assume one of the passwords in their possession is the one that unlocks my computer, so they are probably reading this column as I type it. Russian gangsters, I'm not going to grovel; I don't even know how to type, "Pretty please?" in your language. Instead, let me explain that my passwords are useless to you and should therefore be returned. What could you possibly want with my Panera Bread password? My Netflix password is next and this is the closest I'll get to begging. You see, I'm in the middle of binge watching "House of Cards" season two and I can't bear the thought of logging on one evening to watch episodes 15, 16, 17 and 18 only to find the account has been tampered with. Have you ever tried to contact a Netflix customer service rep? I'll miss all of season three before I get an answer. I'm a movie junkie and need my Netflix. DEAR AMY: I have a 3-year-old child. During the pregnancy it became very clear I would be a single parent. My ex is not able to provide a stable environment for our daughter. He drinks heavily and involves himself with people (and some family members) who do illegal activities. He often claims he loves our daughter but says he feels undeserving because he can't support her, and he says this is the reason he doesn't see her. However, he has done nothing to better himself or disconnect from bad influences. He rarely sees her and isn't physically, emotionally or financially supportive. His family seems to believe that I have ousted him from our lives and that this is the reason he is not taking on the full role of a loving father. How do I correct this idea with his family without crossing any lines or being disrespectful? I want our daughter to know both families, but I don't want to take the blame for someone else's immature actions. -- Single Mom DEAR MOM: You should tell these family members the truth as you see it. You say, "I'm doing the best I can. I'm sorry my ex is having such a hard time, and I hope he'll get it together someday. He knows I want the best for him." Mainly, this is for your own satisfaction, because these family members will believe what they want to believe. You should never criticize your ex to your child or to his family, because there is simply no point. Let his actions speak for him, and continue to advocate for your daughter to have peaceful, loving relationships with people who will be positive role models for her. DEAR AMY: I live on a wonderful street with my husband and two children. We love our street and everybody that lives on it. Our next-door neighbors have a privacy fence surrounding a portion of their backyard. The bottom half of one of the panels is broken off, and it's big enough for my daughter or the neighbors' children to kneel on the ground and put their face up to the fence. Sounds crazy, but this has become an intrusive problem. We have had company over, dinners outside, and a lot of playtime interrupted by their children. Either they stare at us while we're playing or eating, or they call my daughter to the fence constantly and order her around (she's younger than they are). These kids even call over to us from the fence and invite themselves over! There have been many dinners and playtimes interrupted by my daughter being called over to the fence because the neighbors' children are staring at us. Sometimes we don't even want to go outside when we know these kids are out and will come over to the fence. I would love to fix the fence or put a board over the broken piece, but it is not our fence and it is not on our property. Life must otherwise be very tranquil for this to qualify as an unsolvable problem. These are your neighbors. You say you are close to them. You're driving us bonkers."The second thing you do is to say to the parents: "Could you do us a favor and repair your fence in the back? The kids are playing Tom Sawyer back there and driving us crazy. I'd be happy to repair it myself, if you want."
