RECENT NEWSPAPER STORY about the recently released School Performance Profiles contains the following quote from the acting superintendent of the Wilkinsburg School District: "You didn't even need to look at the scores .... All you need to look at is the market value of commercial and industrial buildings in the district and wealth-to-aid ratio to see how well those students perform.” Once again we see a superintendent of his/her failing school district trying to blame lack of resources for the deplorable academic achievement in the district.

Well, let’s take a look at the superintendent’s assertion that poor districts do not have adequate resources to achieve academic success by comparing his district to another Pennsylvania district, namely, the Windber School District in Somerset County.

Using the latest data posted on the Department of Education’s website, one sees that the state calculates three aid ratios using a formula comparing districts to the state average: the personal income (PI) per student ratio, the market value (MV) of real estate per student ratio and the ratio of the two ratios. Because of the way the ratios are calculated, the higher the value of the income and market value ratios, the less able a district is to fund education locally. These numbers correlate strongly with the amount of state aid per student.

Wilkinsburg has a PI ratio of 0.5684 based on 2011-12 data. Windber’s PI ratio was 0.6662, 17 percent higher than Wilkinsburg’s and thus shows Windber to be less able to fund education based on income.

On the MV ratio, Wilkinsburg stood at 0.7518 while Windber was slightly lower at 0.7492. The overall ratio, using a combination of the two funding ability indicators puts Wilkinsburg at 0.6783 versus 0.7159 for Windber, suggesting Windber is actually less able financially to fund its schools than Wilkinsburg and thus needs more state help.

And that is what happens. In 2012-2013, Windber received $ 8,606 per student from the state while Wilkinsburg received $8,049 in state funding. Bear in mind that the average state funding for all districts in 2012-13 was $5,200 per pupil with many wealthier districts receiving less than $3,000. But state funding is only part of the picture. In that same year, Wilkinsburg had total revenue of $21,002 per pupil and Windber $11,369. In addition to state funds, Wilkinsburg generated over $8,600 per student in local taxes and received another $3,500 per pupil from Federal and “other” sources. Windber, on the other hand, raised only $2,464 locally and got a mere $300 per pupil from Federal funding to get to the total of $11,369.

Thus, Wilkinsburg schools are receiving $11,549 per pupil from non-local sources, $3,000 more than Windber gets from non-local sources and Wilkinsburg is tapping local taxpayers for $6,200 per student more than Windber collects.

Given the large difference in spending, the superintendent’s argument would point to a better educational outcome in Wilkinsburg than Windber achieves - or at least that Windber lacks sufficient resources to do well. But that would be as wrong as wrong gets.

Here is a comparison of the high schools for school year 2013-14. Windber’s School Performance Profile score is 80.1 with 81 percent of 11th graders proficient or advanced on the reading test and 74 percent proficient or advanced in math. The average SAT combined result for math and verbal is 1009. The graduation rate is 96 percent and attendance is 94.2 percent. Not top tier among Pennsylvania high schools but test results are better than the state average. Indeed, in 2013, Windber High school ranked in the top 20 percent of all high schools in the state.

Meanwhile, the School Performance Profile for Wilkinsburg high is placed at 34.6. Only eight percent of 11th graders scored proficient or advanced in math and only 13 percent in reading. The average combined reading and math SAT score for the school is a woeful 768. Attendance last year was a stunningly low 82 percent, which means the average student missed 32 days of school.

Thus, despite spending far more money than Windber, Wilkinsburg’s academic results in the high school do not rise to the level of dreadful. The 34.6 score on the School Performance Profile reflects 1.6 points actually earned for academic results. The remainder is basically a gift from the scoring system adopted by the state and is essentially a reward for the school being open.

Is the academic picture better for the middle and elementary schools? In a word, no. Because the School Performance Profile methodology is a joke in that it gives so many points for merely being open, the comparisons will be based on academic achievement. At Windber Middle School, 92 percent scored proficient or advanced in math and 80 percent scored proficient or advanced in reading, both well above the state average. Attendance was a very high 96 percent.

At Wilkinsburg Middle School, 24 percent of students scored proficient or advanced in math and 33 percent proficient or advanced in reading. Attendance was 88 percent. That is not a good number for middle schoolers.

Finally, for elementary schools, Kelly School in Wilkinsburg had 39 percent proficient or advanced in math, 29 percent in reading. Surprisingly, only 35 percent of 3rd graders score proficient or better in reading. That is a closely watched result. Meanwhile, at Windber Elementary 84 percent of students were proficient or better in math and 77 percent in reading. 85 percent of 3rd graders were proficient pointing to good results in later grades.

In short, Wilkinsburg is getting state, Federal, and other aid in generous amounts. To which it is adding considerably by hitting its local tax base pretty hard as well. And it is spending far more per pupil than Windber, almost twice as much in fact. But for all its spending, it fails miserably at educating its children and cannot compare academically with a district even poorer than itself.

It is time to quit complaining about lack of resources and get to work figuring how to get kids to go to school and learn. The endless complaints of unfairness are starting to fall on deaf ears. Once the public begins to understand the real facts, perhaps the education establishment in the poorly performing districts will be held accountable. Wilkinsburg is a strong argument for vouchers for parents of children who truly want to learn.

Q. THERE ARE some specific recurrent problems in my job that I am obsessing about. I end up feeling frustrated, stuck and powerless to come up with solutions.

Are there just some situations you can’t improve, or am I looking at the problem without the right tools?

A. You are probably looking at the problem without the right tools. If you keep staring at an issue at an altitude of 10 feet, you will miss multiple opportunities and solutions.

The more you see your problems from a higher and larger perspective, the more you will also see the solutions.

Say you think your boss is a controlling jerk. Yes, from a 10-foot altitude he looks just like a controlling jerk. Then again, if you ask yourself a bigger question like why is he a jerk, it might occur to you he is merely an anxious guy.

The next time you want to bite him, you might answer in a way that addresses his con-

stant state of fear. Now you might end up being his new best friend since you are the only one who sees him as anxious, not obnoxious.

Human beings naturally stare at problems at work in an obsessive, repetitive manner. We also tend to default to powerlessness, which tends to keep us stuck. Yes, there are things we can’t control but not nearly as many as we believe.

To improve your altitude, you have to ask broader questions than you typically ask. First, never assume anything is about you. It never is; people just don’t focus on others that much.

The next guideline is to ask, why is this happening? Use your self-knowledge to figure out why people are doing what they are doing. For instance, when you act in a controlling way, are you worried or just being mean? If you have zero psychological insight into yourself, you need

THE GREEN SHEET to find a way to learn about your own psychology. You are very limited in your understanding of others by your understanding of yourself.

You can learn about your inner world through meditation, identifying a skilled therapist, and hanging out with wise people. Do all three if you want to easily navigate office politics.

In our intensely interconnected world you absolutely cannot afford to have little insight into yourself and others.

The one skill you must possess to make money and enjoy your work is the ability to influence and motivate others. If you don’t have this skill, increases in salary, peace of mind, and promotional opportunities will be scare.

You can argue my point and go out and see how that works for you. Like the law of gravity, there is physics behind workplace success. At some point in a successful career, observant professionals discover that they need the help of other people to get what they want at work. Walk into your workplace and use your higher perspective to tackle tough challenges.

falsehoods permeating the original media accounts of the shooting; he explained that Brown had, by all available physical and credible witness evidence, charged Wilson after attempting to take his gun from him in Wilson's vehicle.

black man. President Obama stepped to the microphones to denounce American racism. He did not recapitulate the evidence; he did not condemn rioters and pledge that law enforcement would crack down on them. Instead, he said that protesters and rioters -- all of them ignoring the fact that a white police officer had not murdered an innocent black man in cold blood -- were justified in their rage.

Indeed, the president said, they had feelings. And those feelings were legitimate, all evidence to the contrary. "There are Americans who agree with it, and there are Americans who are deeply disappointed, even angry. It's an understandable reaction," Obama said.

What made disappointment and anger over an evidence-based verdict "understandable"?

Obama explained: "There are still problems and communities of color aren't just making these problems up. Separating that from this particular decision, there are issues in which the law too often feels as if it is being applied in a discriminatory fashion."

The key word: feels. Obama did not cite a single instance of the law being applied in a discriminatory fashion -- because in Ferguson it was not. Instead, he made a general statement, of the sort leftists often make, that broad feelings of discontent must be inherently legitimate -- because, after all, if people feel, those feelings must have a basis.

Now, there are certainly individual instances of racism by law enforcement in American society. All such instances should be investigated and prosecuted. But to suggest, as President Obama and the media do, that such instances provide the basis for a justifiable and generalized feeling of discontent is to declare the war on racist activity unwinnable. We cannot fight a shadow-enemy. We can never overcome feelings on a public policy level.

That is why President Obama and the left love discussing feelings. Talking about feelings avoids more difficult conversations about prosecuting individual cases or fighting crime. Feelingstalk means evidence becomes irrelevant because we need no evi-

DEAR EDITOR: The Federal trial of the Millvale Police Officer Nicole Murphy who tased a handcuffed man is over and the verdict was guilty. Since I was not present at the trial I cannot comment on the outcome as to her guilt or innocence. Certainly what was seen on a news video is quite disturbing but videos in themselves rarely tell the whole story.

Officer Murphy's defense was that she used her stun gun to stop the individual from inflicting harm on himself, but a jury has decided otherwise. The video which was shown to the public after the incident unfortunately creates more questions than answers and it's unknown if the jury studied and understood what was happening in the video before rendering their verdict.

In the original video Officer Murphy is shown seated at a desk filling out what I assume was her report on the arrest as one of the medical technicians is seen pulling the intoxicated man from the wall where he was acting in a violent manner smashing his head on the corner of the wall attempting to inflict injury upon himself. At that time Officer Murphy runs from her desk and uses her stun gun on the suspect.

Since medical personnel are cautioned against and not required by rules to intervene in violent police matters, one medic found it necessary to drag the man from the wall since the arresting officers "to include the officer who was videotaping the incident" did nothing to subdue the man. Had the incident been allowed to continue the prisoner would have most definitely inflicted serious injury upon himself and undoubtedly would have filed charges of police brutality against the officers. In my eyes Officer Murphy certainly appears to be in a "damned if she did and damned if she didn't situation".

It's evident that Officer Bonincontro, "Officer Murphy's partner" began taking the video before the tasing incident occurred and one has to question why for some unknown reason he found it more appropriate to video the incident rather than to do his job by assisting to subdue the person in his custody and that alone seems to be a crime in itself. Officer Bonincontro chose to continue to video the incident even as medical personnel are attempting to handle a situation which he himself should have been trying to stop.

Another question which must be considered is why Officer Bonincontro took it upon himself to send the video to someone other than borough officials who then anonymously sent it to the news media? This certainly sounds like a set up to me.

It's easy to criticize someone when we have not walked in their shoes and even easier to criticize when only part of the picture has been painted.

Police bashing by the public seems to have become fashionable in today's society and police officers are expected to do what at times is a disgusting job that few choose to do. For those who do take the job, they are expected to perform those duties with a smile on their face no matter what the ugly and disgusting circumstances.

Worst yet is the absence of support from superiors who are ever ready to stand proud when awards are given out but cowardly and shamefully hide behind a cloak of "no comment" to the news media when the crap hits the fan rather than lend support to the accused officer.

From what I've read in news accounts, Officer Bonincontro who is reported to be a part time officer, was given a one day suspension for his actions while Officer Murphy faces a maximum of 10 years in jail and a hefty fine as a result of his inaction to assist his partner. In my humble opinion Officer Bonincontro should have been fired for conduct unbecoming an officer and dereliction of duty.

An Rx For The Common Wedding Cold

AM SNEEZING IN BETWEEN PARAGRAPHS, coughing at the completion of each sentence and wiping my bloodshot eyes as I proofread this column. I see no need to visit the doctor, for I know this horrible cold will pass. The symptoms always dissipate approximately one week after I have attended a wedding.

I don't know what it is about an event that bonds two people in holy matrimony, but I always end up sick after partaking in one...and that includes my own. A mere two days after saying, "I do" to the love of my life, the "sickness" of "in sickness and health" took center stage as I spent the next seven days sneezing and expelling phlegm off a Hawaiian balcony. My bride was sympathetic to my plight, collecting tissues and making trips to the gift shop for cold medicine, but I think that's only because, in 1993, iPhones and mobile apps were a mere glint in Steve Jobs' eye. Otherwise, she would have been perfectly content to play Candy Crush and eat macadamia nuts on the beach until I felt better.

I've even caught summer wedding colds, an illness that garners no sympathy. Tell someone in January that you are suffering from nasal distress and they will offer chicken soup, babysitting services and maybe even a willingness to take your shift driving the weekly car pool. Do the same thing in August and you come off as not tough enough.

Maybe it's all that hugging, touching and kissing that goes on during a wedding reception, particularly in the receiving line. A recent study in the biomedical journal Micro-

CONSUMING CONTAMINATED FOOD or drink puts you at risk for a foodborne illness. Foodborne pathogens do not discriminate based on genetic background or family history of illness. Bacteria and other dangers in poorly handled food can cause a small outbreak or illness that affects thousands upon thousands of people.

The Centers for Disease Control and Prevention as well as The Mayo Clinic estimate that 31 pathogens are largely responsible for the 48 million cases of foodborne illnesses that occur each year in the U.S. About 127,000 people are hospitalized annually and approximately 3,000 do not survive.

Norovirus, salmonella, campylobacter, staphylococcus, and listeria are a handful of pathogens known to cause foodborne illnesses. While

norovirus can be spread from one infected person to another, many other cases of foodborne illnesses can be traced to the presence of bacterium on raw meat and poultry. That bacteria is then spread through improper food packaging, handling and cooking procedures.

Symptoms of foodborne illness may include gastrointestinal distress, diarrhea, fever, cramps and vomiting.

Listeria can cause confusion and convulsions, and the CDC notes that a listeria outbreak in September 2011 claimed several lives.

Because you cannot see or smell bacteria, you must always assume it is present in your food and take the necessary precautions to safeguard yourself and the people you cook for from illness. When shopping for groceries, select food carefully. Shop for non-

According to the "Job Outlook 2014" survey from the National Association of Colleges and Employers, employers anticipated hiring nearly 8 percent more 2014 graduates for their domestic operations than they hired from the class of 2013.

That's good news for new grads, but members of the class of 2014 should still expect a competitive job market in which companies can afford to be patient as they attempt to find the best possible candidate for each opening.

Oftentimes the best candidate, especially for entry-level positions, is the one who combines some experience with a willingness to learn and do whatever it takes to help a company succeed.
