Report to the People HE PITTSBURGH PROMISE PROGRAM that provides scholarships of up to $10,000 for four years to graduates of Pittsburgh Public Schools who meet certain qualifications continues to grab headlines. The program boasts of having spent over $55 million on 5,500 students. Most of the money goes to those who earn a 2.5 or better grade point average and meet the 90 percent attendance requirement. Note that no standardized test score minimum is necessary, such as ACT or SAT. Hence, the grade point average is virtually meaningless. Consider the Keystone exam results for the graduating class of 2014 who were 11th graders in 2013 when they took the exams. 51.1 percent of these students scored proficient on the math test. That test is on Algebra 1, and is taken immediately upon completion of the course. Most 9th graders should have taken Algebra 1. In any event, the math exam is not covering extremely difficult material. 63.5 percent were proficient in literature (used to be reading but is now literature) and only 23 percent scored proficient on science (biology). In short, the Keystone exams are not SAT level exams and should be considered very basic. Note that the average combined math and reading SAT score for the non-magnet high school students is only 827, with half the schools failing to reach the 800 mark. Nonetheless, 71 percent of the student cohort that began 9th grade together graduated in 2014. If these graduates had to have earned a 2.0 grade point average, then the grade point average is meaningless in terms of indicating education that has taken place. Then too, consider the 90 percent attendance requirement. If a student misses 10 percent of classes that means they have missed 18 days during the school year. Given the attendance figures for the District’s high schools one can easily see why the overall academic performance is poor. At Perry High, attendance last year was 82 percent, Carrick 80 percent, Westinghouse 87 percent, Milliones 85 percent. Bear in mind that Milliones and Westinghouse have 6th, 7th, and 8th graders in the student population who typically have much better attendance than high schoolers. It is a virtual certainty that the attendance rates of 10th, 11th and 12th graders at Westinghouse and Milliones are comparable to Perry and Carrick. Here’s the problem. As stated, Perry’s overall attendance is 82 percent and that means the average student is missing 32 days per year. And since that is the average, there must be many students missing 40 or possibly 50 or more days per year. Little wonder that only 28 percent of 11th graders meet the Keystone math standard and 5.6 percent the science standard. High rates of absenteeism are undoubtedly highly correlated with lack of motivation to learn. The issue with the Pittsburgh Promise then is threefold. First, the Promise program has not resulted in any meaningful improvement in academic achievement of graduates. Presumably, that was a motivating factor in creating the program. Indeed, as we suggested years ago, the promise of scholarship funds for hitting low qualification criteria could actually work against improving academic performance since the scholarships are guaranteed for low qualifications. V To be sure, students going to the purely magnet schools appear to be more highly motivated than those attending the non-magnet schools. At CAPA for example, 82 percent of 11th graders scored proficient in math, 89 percent in literature and 60 percent in science. The combined reading and math SAT scores averaged 1032. All these test results compare very favorably to statewide scoring. And one of the most conspicuous differences between the CAPA magnet high school and non-magnet high schools: the attendance rate at CAPA is 93.4 percent - far above the other schools. Second, the Promise program has not succeeded in boosting school enrollment. And there can be little doubt as to why. Parents for whom their children’s education is very important to them will be very skeptical of moving into the City in order to qualify for the scholarships given the generally poor quality of education, particularly in the high schools. Only those fortunate enough to get into a magnet school would be interested, and except for CAPA, you must be a resident to apply to a magnet school. Moving into the City is made even less attractive by the fact that a student must enter Pittsburgh schools in kindergarten and go all the way to graduation to be eligible for the full $10,000 per year for four years of scholarship money. Given the poor quality of educational results, why would a concerned parent put a child through 12 or 13 years of Pittsburgh schools? Then too, coming to the District later qualifies only for a reduced amount. And students coming to the City after the ninth grade are disqualified from any Promise funding. So, there is no inducement to move into the City related to the Promise program for a family with a 10th grader. Note that graduates wishing to attend a trade school are eligible for Promise funds under certain criteria. Third, by giving scholarships to so many graduates who by almost every measure are not prepared to do four year college level, or even community college level, work does two unfortunate things. It leads to high failure and dropout rates and that means large amounts of Promise funds are being wasted.. The Promise program ought to look at ways to offer parents of children who want to learn more options for quality education than just a roll of the dice chance of getting into the better magnet schools. The program ought to set aside some of the money it is not using wisely to offer scholarships for students still in school to attend a private or parochial school. And if Pittsburgh Promise won’t do it some of their concerned private sector board members ought to take up the challenge. There is one thing for certain: The Pittsburgh Public School District has had decades to get its act together and has not done so. The Promise program is a good thing for the motivated, qualified students who are ready to go to college. But if the funders and supporters of the Promise really want to help, they must do something meaningful to give k-12 students in the City who want to learn a better opportunity than they now have. And that would be scholarships to attend private or parochial schools. There is no prohibition on the use of private money to give children scholarships to non-public schools. After a long enough period of time, perhaps the City schools will improve. But the evidence suggests it will not be soon enough for thousands of children who deserve a better shot at a good education. It is a moral issue. Letting kids languish in the poorly performing schools ought not to be acceptable. Giving those parents who want more for their children the funds to get out of public schools if they choose is the right thing to do and it ought to be done sooner rather than later. Those who argue against giving parents that option should at least be consistent and recommend the closing of magnet programs. What is that but offering choices? And what’s worse it is a lottery that sends a terrible message about life’s unfairness to parents and children who do not win by luck of the draw.

What's more, Hoque's first encounter with the law was in 2008, when he was found guilty of making "Tomb Raider"-style pictures of fictional kids. You may not love a guy who spends his spare time doing that -- or you may. Either way, we're talking about a hobby. Less disingenuously, we're talking about someone who wants to look at pictures that probably excite him. Sort of like how lots of people find "NCIS" exciting even though they don't intend to go out and murder anyone. No kids were violated by Hoque's hobby, so why is this anything other than a private matter? As Hoque's barrister, Richard Bennett, said, "this case should serve as a warning to every manga and anime fan to be careful. It seems there are many thousands of people in (the United Kingdom), if they are less than careful, who may find themselves in that position, too." We've seen just this past week how third-rail the issue of child porn is. Author John Grisham was practically pilloried as a child rapist for wondering whether our sentences for child porn possession are too high -- a thought bubble he felt forced to deny ever having had. (See Radley Balko's Washington Post blog post titled "In defense of John Grisham" for a gimlet-eyed look at how dangerous it is to even suggest there may be some overkill in our child porn laws, even though someone with a small stash of the stuff can end up with a much longer sentence than someone who actually raped a child.) So perhaps Judge Briggs is onto something: If you want to fill the jails, just arrest anyone who has ever had a sexual fantasy that involved something other than one man, one woman, a notarized letter of consent (just to be safe) and a condom (ditto).

RECENTLY TOOK A BUSINESS TRIP to Poznan,Poland, a city renowned for having the world's longest street names. If you don't believe me, please visit the historic Poznan Town Hall district. Simply head south on Aleje Marcinkowskiego and hang a left on Paderewskiego. When you hit Wroclawska, you're arrived. I have always prided myself on

the ability to navigate strange cities, either by foot, car or public transportation. Barely 10 hours after landing in Japan, I successfully boarded a subway car and took it to Tokyo'sfamed Akihabara District, a consumer electronics mecca featuring gizmos you won't see in America for years. Okay, the subway ticket dispenser perplexed me and I'm sure I inserted enough Yen to pay for a month's worth of subway rides, but it was a small sacrifice. I LOVE my iPhone 12. However, like most consumers, I have grown more reliant on technology when it comes to directions. In moments of true hypocrisy I scream at my kids for staring at MapQuest while walking down a city street. "Be aware of your surroundings, memorize landmarks, what if your phone dies?" I bark at them before subtly punching an address into my own phone and following the commands until I arrive at my destination. Unfortunately, my phone was useless in Poznan. Wi-Fi was spotty at best and so was a decent GPS signal. Even if one were available, I wasn't sure if the commands would be in English, Polish, or worse, a combination of both. "Skr w lewo, a nastpnie szybki prawo and then your destination is ahead," I feared it would say. If Google Translate is correct, the first part of that sentence reads, "Take a left and then an immediate right." The concierge at my hotel seemed to think technology was not necessary when touring Poznan's historical sites. "Here we are," she said, producing a paper map and circling the hotel's location with a ballpoint pen. "Now just cross this roundabout and continue walking along this road about two kilometers. That's where you want to be." "Huh?" I replied, a word that never needs translating. "Take the map," she said. "It's really quite easy."

Forget the fact that I have no idea how far a kilometer is. I realized, upon assuming ownership of the tri-folded paper, how long it had been since I had actually used a map. Long Ago Abuse Haunts Survivor By Amy Dickinson

DEAR AMY: My sister's ex-husband tried to molest me from the time I was 11 years old until I was 17. It never went beyond forced kissing and touching, and I never told my parents or my sister because I was afraid that my father would literally kill him. He divorced my sister after abusing her, which resulted in her trying to commit suicide and being committed to a hospital for several months. This happened over 50 years ago. He took custody of their children and we never saw them again (nor did my sister). She remarried, had more children and is now deceased. I have been contacted via social media by two of the children he had with my sister. I am continually upset when I view family posts portraying him as the beloved family patriarch (even though he went on to have more children with various women and I know he was not a good parent). The obvious solution is to stay off the social media site (duh!), but I have a burning need to confront him about what he did to me all those years ago. I feel guilty that I didn't "out" him years ago. He is elderly and ill now, but I feel no compassion for him. I feel at the very least he owes me an apology. The abuse was scary and affected my entire life. How can I put this to rest? I don't want knowledge of this to affect my nieces, as he is the only parent they have. -- Survivor DEAR SURVIVOR: You will put this to rest by doing what you need to do, after which you will continue to wrestle with your feelings until you make a choice to close the door and free yourself of shame, guilt, fear and hatred. Write him a letter and tell him how his behavior affected you and how you feel. Do you want to actually send this letter? Sit on it for a week to decide, because writing it might have been enough. This issue is between you and him -- not between you and his children. Be prepared: You will not receive an apology (or an acknowledgment). Anyone who had the experiences you had early in life would benefit from therapy. You deserve to heal. DEAR AMY: I have a co-worker (who is also a good friend), who is in an unhappy marriage. I have known her and her husband since they were both single. She is controlling, and he is a bit of a wimp. She keeps him on a short leash. Whenever he tries to stand up to her, she gives him the silent treatment and he immediately feels guilty. She constantly complains about him, even though I have asked her not to tell me the sordid details. I've suggested she seek counseling for herself or both of them -- to no avail. I value her friendship, but this constant complaining is driving me to madness. How can I tell her this without ruining our friendship? -- Frustrated Friend DEAR FRUSTRATED: You are worried about ruining your friendship, but your friend is the one who should be concerned. In a balanced friendship, each party has an (unspoken) social contract not to burden the other with huge and constant heapings of whine. Your friend does not bother following your advice and she has no incentive to see a therapist because she has her daily dose of you. You might convey an important message by ceasing to engage. When the broken record starts, just sit quietly. Don't react, offer up any ideas or make your, "I'm so sad for you" face. Just sit. After she finishes, say, "It's kind of the same story, over and over. I'm all out of ideas."

I was impressed by the more recent “Saving Private Ryan,” although the graphic depiction of injury and death were almost too much to take. The American Revolution, The Civil War, the two “great” world wars, the Korean conflict, Vietnam and our incursions into the Middle East have all produced films of integrity, superior acting and directing. There are some pretty bad ones, too, but I won’t cite them because I want to believe they were well-intentioned. Recently, movie audiences were taken with yet another World War II film, “Fury.” Directed and written by David Ayer, the film stars Brad Pitt, Shia LaBeouf and a new star, Logan Lerman. Logan is not really new. He’s best known for “The Perks of

Being a Wallflower” and the “Percy Jackson” film series. But “Fury” is his defining moment. So far! Interestingly, his first film was 2000’s “The Patriot,” playing one of Mel Gibson’s young sons in a tale of Revolutionary War revenge. I won’t detail every aspect of “Fury” because I don’t want to tell too much. “Thanks for spoiling it!” is a note I have received more than once. It takes place near the end of the war, as the Allies push into Europe. Brad Pitt is the commander of a Sherman tank and an exhausted, butbonded-by-combat, five-man team. Michael Pena and Jon Bernthal round out the group. If the violence is not as gory as “Saving Private Ryan,” it’s pretty close. So I will warn you of that. It’s war. It’s not nice. In fact, it’s filthy and rotten, heroic and bewildering. Is anything worth the agony? I don’t think “Fury” or any feature film, documentary or political demagoguery can adequately, fully explain why men “have” to go to war. But once there, reason doesn’t make sense. Only survival and sticking together - matter. “Fury” is more character-driven than plot-driven. Each

engagement reveals more about every member of the unit. Do cliches abound? Yes, and this is inevitable. Not just in the war genre, but all movies. There is nothing new under the sun, or under fire. This is harrowing stuff. Brad Pitt is terrific as the leader. He has always been, to me, an excellent actor, but his perceived good looks which aren’t that unusual or welldefined and the glamour of his image with various ladies has led to a misconception about his talent. Pitt’s no kid anymore and he looks appropriately battered here. The aforementioned Mr. Lerman, Bernthal and Pena are also splendid. “Fury” redeems Shia LaBeouf. Not that his acting ever needed redeeming, but his off-screen antics over the past year or two have made him something of a joke. There’s nothing jokey about his performance in “Fury.” I think he, Mr. Pitt and several of their co-stars are looking at Oscar campaigns this fall. GLENN CLOSE seems to be coming into a new age of appreciation, all decked out in white-tie and tails on the latest cover of The Hollywood Reporter, as photographed by Ruven Afanador. A COUPLE OF YEARS AGO I had won some haunted dolls I had bid on. One was a doll owned by a murdered teenager; the obituary and article about her murder was included with the doll. This is the one I think may have brought on much of the phenomena. My sister heard knocking on my bedroom door from the inside. We live in the same apartment. I didn't tell her that I had the haunted dolls until she told me that. I tried to debunk it by saying that I may have knocked on the door while I slept, but she said no, she heard me up, getting ready for work, getting my clothes out of the drawers. I didn't hear it from the inside, though. It happened one more time the next morning, but she asked the spirit to leave and it then stopped. But other things started to happen. Our music box
