HERE IS A STRONG LIKELIHOOD that pension reform will be a significant topic

in Harrisburg this coming year, but it is clear that if pensions are to be discussed the focus will be on the “big two” - SERS and PSERS, the plans that cover state workers and school employees. The big two are facing a serious funding crisis.

Local government plans are unlikely to be on the Legislature’s agenda.

Act 44 of 2009 was concerned with Pennsylvania’s 3,000-plus municipal, association, and authority plans that cover personnel delivering local services. In Allegheny County alone there are close to 300 pension plans that offer a fascinating case study of analysis regarding the size of the plans, their characteristics, and financial health.

We first wrote on municipal pension plans in 2007, and every two years thereafter we have presented a full-length report on the pension plans within Allegheny County. This year will be no exception with a report scheduled to be released in a few weeks. In the meantime we will highlight a few of the most interesting findings from the newest data (it reflects 2013 reporting by local governments to the state’s Public Employee Retirement Commission) as it compares with how things stood in 2009, specifically on the types of pension plans as well as measures of pension health.

A review of the types of plans - where most of the difference depends on whether the plan is a defined benefit plan where the pension benefits are based on age and years of service, or defined contribution, where the contribution rate is agreed upon by the employer and the employee - shows the makeup of the plans in Allegheny County has not changed much. In 2009, roughly 82 percent of the nearly 300 plans were defined benefit plans, and 18 percent of the plans were not (either defined contribution or similar arrangement). In 2013 those percentages repeated.

There was a significant change to the County’s own defined benefit pension plan when the state enacted changes at the end of 2013 on vesting period, service years, final average salary calculations, and overtime for new hires of the County.

offering defined benefit plans for police employees. In recent years the Port Authority closed two defined benefit pension plans and new hires are now enrolled in plans the Authority’s financial statements describe as “…similar to private sector 401(k) plans.”

Act 44 also placed a distress score on local pensions based on the funding ratio (assets divided by liabilities) with a sliding scale of distress from “none” to “severe”. This latter classification applies to municipalities with plans funded at 49 percent or less. In

2009 eight pension plans had a funding ratio in this range, including the three large plans administered by the City of Pittsburgh.

Readers of Allegheny Institute's Policy Briefs will recall that Act 44 specifically directed Pittsburgh to get its aggregate funding ratio to 50 percent or above by the end of 2010 (the aggregate ratio was 35 percent in 2009’s data) or face a state takeover of the pension system. After a proposal to have a long-term lease of the City’s parking system, the adopted plan was an “infusion of value” that made a 30 year pledge of parking tax revenue above and beyond what was already dedicated to the pension system.

So the state takeover was averted and as of 2013 the aggregate funding ratio for the City of Pittsburgh’s plans stood at 58 percent, moving the three plans to the “moderately distressed” category. Pittsburgh’s move out of the “severely distressed” category will be accompanied by an increased amount of parking tax revenue going to the pension

system in the coming years. Then too, the late 2013 decision to lower the anticipated rate of return on investments from 8 percent to 7.5 percent means that a lot more money will be going to the City’s pensions.

HE WEST HAS THE CAPACITY to win a war on radical Islam. But it won't. It won't because the West is too busy soul-searching to defend its core values. Western leaders mouth slogans about #JeSuisCharlie in the aftermath of the murder

of 12 at the Charlie Hebdo headquarters, but they don't mean it; they suggest that the world stands united against radical Islamic terror even as they ignore the bullet-ridden bodies of four at a kosher supermarket in Paris.

The proof: Look at the list of those who attended that unity march in Paris.

T ALWAYS GOES SOMETHING LIKE THIS: "Please Read! Your Safety Matters!" And it's an email or Facebook post about some horrible story that makes you want to run and hide under a rock (after you've forwarded the item to all your friends). The one I got recently was about a "smart woman" who just barely managed to save herself. Apparently, this "woman" had gone out to the mall parking lot and found she had a flat tire. She was about to fix it, when a nicely dressed man with a briefcase walked up and offered to help. She gratefully accepted.

When he was done, he threw the tools in her trunk, shut it and asked for a ride to the other side of the mall, where he'd parked his car -- but something felt strange. She told him that first she had to run back to the mall for something. Run she did. When she returned with a mall guard, the man was gone. They opened the trunk, and there was his briefcase -- filled with rope, knives and duct tape!

"When the police checked her 'flat' tire, there was nothing wrong with it. The air had been deliberately let out," read the email. "Please forward to all the women you know. It may save a life."

Yeah, and so may warnings about the Abominable Snowman.

Look, this story is clever. It's creepy. It's just like the ones we used to tell at slumber parties: "Their wish on the monkey's paw had come true!" It sends a chill up your spine, apparently leaving your brain too frozen to ask some simple questions, such as: --A serial killer lets the air out of someone's tire at the mall and then hangs around hoping the owner will come back, what, an hour later? Two? Four? He just keeps hanging around?

--No one notices him?

--He just hopes that the car belongs to a single lady and not a family of five?

--He bothers with a huge, elaborate plot when he could just snatch someone from a seedy rest stop?

As my friend who passed this along noted with annoyance, "please. Has this EVER happened to ANYONE?" And the answer is: No. You can find the scenario, word for word, on Snopes.com, the very valuable website that tracks and cracks urban myths.

Now, obviously, urban myths have been around for a long time. Spider eggs in Bubble Yum, anyone? Heck, witches in Salem, anyone? What's different is that today, thanks to social media, they keep getting recycled, almost always by well-meaning people. Unfortunately, those people are making the world a little LESS safe each time.

After you've read your third or fourth email about a good Samaritan who turns out to be more devious than the Joker, it's hard to trust anyone who says, "Can I lend you a hand?" It even becomes hard to offer a hand, knowing how suspicious you may look. Thus begins the breakdown in community. People feel stupid reaching out.

Moreover, urban myths portray a society in which the worst is commonplace. Just the other day, my friend told me she was scared to take her eyes off her daughter while shopping because she'd heard of a little girl who was snatched from the aisles of a Target and found minutes later in the bathroom with half her head shaved! (The better to disguise her and smuggle her out.) That's an urban myth that dates back to the '50s, if not before, according to Snopes.com, and over the years, it has "taken place" at the county fair, at Sears, at Ikea... The fact that it never dies means parents still are being scared out of their wits by an event that never occurred.

Really, why would a predator waste valuable getaway time staying in the store? What about all the hair on the floor? And how common are child snatchers anyway?

In truth, they're very uncommon. Ditto serial killers with butcher knives in their briefcases. But when we are warned about them constantly, they start to seem as common as a shopping trip turned deadly.

ENCOUNTERS Ghosts In Old El Paso Adobe House By: 33indigo@charter.net

IN THE MID-1960'S my brother and I stayed for two months in a 100-year-old adobe house in El Paso, Texas, with mud-brick walls so thick that there were stairs within the walls. The very first night the resident ghosts appeared to both of us. Something awoke my brother, who saw a figure of an elderly Mexican man, in oldfashioned dress, leaning over me, peering down into my face as I slept. At this very moment I was dreaming that something very oppressive was pushing down upon me, and I began to writhe in my sleep, trying to push it away and resist it. My brother feared I might die of fright in my sleep, so threw his pillow at me to wake me. As I waked the oppressive feeling left and the figure disappeared.

The next morning my brother spoke to the man who rented the downstairs apartment, who reported that he had lived there comfortably with the ghosts for the past 20 years.

"They're only curious as to who you are," he said. "the man you saw was the brother, and only appears on the top floor.

The sister often is seen walking along the downstairs corridors on moonlight nights, appearing solid for a while, then gradually fading out and fading in again farther along. She's very benevolent," he said, "One night she gently kissed me on the forehead when I was going to sleep." We learned the history from elderly neighbors in the area. Eighty years before, in a fit of rage, the sister had pushed her brother to his death down the stairs, then walked down the stairs and hanged herself from one of the exposed ceiling beams. They've been walking the place ever since.

I was very curious myself to see what I could learn about the afterlife from these beings, so I stayed on for two months.

When the landlady came for the rent I asked if she knew the place was haunted. She immediately went into a panic, wailing now I'd want to leave, like all the other renters had done. I reassured her that I'd be staying on, that I wasn't afraid. Despite my bravado, I did find it difficult to get a good night's sleep there. Late at night I'd wake to a strong field of some kind of energy hovering directly over me. I'd be totally paralyzed and all the hair on my arms and legs would be standing straight on end. The energy field would last about 20 or 30 seconds, then fade away, and I'd eventually get back to sleep, only to have it happen again later in the night. Instead of fear I'd describe my feeling as totally paralyzing awe. After more than a month of this, I wasn't learning any more about these beings, so I began to think of some kind of exorcism to quiet down the spirits. I consulted a local Mexican lady about hiring a witch, to do a cleansing ceremony on the house. I was warned not to involve myself with any powerful local sorceress, that I might bring on more problems than I eliminated. So, knowing that these traditional Mexican people of 80 years before were no doubt devout Catholics, I borrowed a large silver and ebony crucifix and hung it directly above the head of the stairs that the brother had been pushed down to his death, and all apparitions stopped instantly from that moment on, and I slept soundly for the remainder of my stay in that house. ©theshadowlands.net

I don’t know exactly when Ms. Heckerling made that remark, but recent years have seen something of a reversal.

I think about Meryl Streep, Julia Roberts, Viola Davis, Sandra Bullock, Jodie Foster, Jane Fonda, Jennifer Aniston, Cate Blanchett, Kyra Sedgwick, Renee Zellweger, Robin Wright, Helen Mirren and Maggie Smith. (I know I’m missing quite a few.)

None of these ladies will see 40 again. All are still pretty much, if not a lot, in demand for movies or TV, or both.

But the trend, is to look toward youth. Social media and magazines still trash women for gaining weight, aging, or for artificially maintaining their youth. There were more than just a few wisecracks made about that at the Golden Globe Awards.

I was reminded of the struggles of women who are of a certain age when I went to see “Nightcrawler” and there was the striking Rene Russo, who was co-starring with Jake Gyllenhaal.

The movie itself is not exactly a pleasure - it’s a grueling commentary about just how far some people in the media will go for grisly onthe-spot news and images.

Jake has received raves, the best notices of his career. The film is a very chilling portrayal of a soulless sociopath.

I’m still not sure whether Jake is as good as he is because the role requires him to emphasize and exaggerate our own feelings about the extreme cynicism of news coverage or if he’s just a brilliant

actor. Either way, it is without a doubt one of the most compelling performances of the year; and in the world of sick cinema puppies - Anthony Perkins’ Norman Bates has nothing on Jake - it should be impossible for Oscar to ignore nominating him.

His sister Maggie, won a Golden Globe and they were interviewed together on the red carpet. Jake charmingly said she had always been his hero!

But, the most interesting thing about “Nightcrawler” was the at-long-last return of Rene Russo to the screen. Except for a small role in the “Thor” films, it’s been a while since this striking beauty and excellent actress has been seen. Rene plays the station manager of a failing newscast who becomes almost as ruthless as Jake’s character. I was impressed by Rene. It’s a juicy role and she takes the bit in her teeth and runs with it - no small feat, with Mr. Gyllenhaal acting up a psychotic storm. The director of the movie is Rene’s hubby Dan Gilroy, and he did his wife proud.

I don’t know why Rene hasn’t appeared in more films. She’s made only 25 in her entire career. Perhaps, being a mature woman, who’d already seen a good deal of show biz, she decided

DESPITE some good speeches - George Clooney, Michael Keaton, Billy Bob Thornton - I found the annual Golden Globes telecast somewhat lacking. It just seemed less zesty, even with Tina Fey and Amy Poehler hosting.

Maybe it was me who was lacking and less zesty! Sometimes three hours of movie and TV stars is two hours and 45 minutes too much, though there was unexpected fun in seeing the elusive music icon Prince onstage.

But there have been an overload of great performances this year, so I am hardpressed to criticize any of the wins, although I was surprised by Amy Adams’ taking an award for “Big Eyes” in Musical or Comedy - the money was on Emily Blunt.

To be honest, the most memorable moment of the night - was when beautiful Jennifer Lopez hove into sight wearing a truly hideous gown that attempted to emphasize all of her charms.

The gown did seem perfect, considering the exploitive thriller in which she is about to appear - “The Boy Next Door.”

Lopez was accompanied by a nervous, unhappy looking Jeremy Renner - perhaps still smarting from his recent marital troubles. He felt compelled to make a comment on Jennifer’s “globes.”

Perhaps there’s too much real stuff going on in the world to get into the unreal world?
