Report to the People
U
NDER THE TERMS OF Act 72 of 2013, the law that reformed the Port Authority (PAT) board of directors, the Pennsylvania Department of Transportation (PENNDOT) was directed to complete a study to determine if consolidation of PAT and other providers of mass transit in southwestern Pennsylvania and a study of whether privatization of PAT operations would result in cost savings. The study, which is now complete and available on PENNDOT’s website, is separated into two parts (one on consolidation, one on privatization). We will focus on the consolidation report. A follow up will examine the privatization report. The 2013 law allowed for 270 days to complete the report and that put the deadline at April of 2014. The report was finally released in very late March 2015. Why the nearly yearlong delay? It is not as though PENNDOT wrestled for a year with whether to come out with a stance on whether or not to consolidate (the report’s introduction notes “this document contains a description of the approach, findings, and results of the consolidation study. It does not express an opinion on whether or not consolidation should occur”) and if one is looking to find out how bus routes, bus drivers, fares, or public money would be affected, the PENNDOT report will greatly disappoint. Indeed, the seven month delay (as of November) in releasing the report was extremely unfortunate in that it might have had some impact on the debate over the amount of aid that should be forthcoming for PAT during the debate over Act 89 that provides massive increases in state funds for PAT. The report presents a compilation of statistics and data of 14 agencies that provide a variety of mass transit service in 10 counties in southwestern Pennsylvania, including statistics on how the agencies are governed, whether or not their operators are “in house” employees or contracted, and collective bargaining unit representation. Approximately 32 pages of the report are devoted to providing detail and narrative on the current characteristics of the agencies, and eight pages cover proposed organization charts for administrative functions for a consolidated 10 county agency. That plan would contain a central division that would essentially keep intact PAT’s bus, light rail, and incline services. Three alternative consolidation models for the 10 county agency are described, including two that would involve just the agencies outside of Allegheny County. Reading the report was almost a walk down memory lane for the Institute since we have written about the topic of transit consolidation as far back as 2005, and did an analysis of a regional transit agency in 2011. In that report we noted that “Dissolving…separate transit agencies and molding them into one would require a delicate balancing act on two of the key topics highlighted in the analysis on the carriers, namely contracting and wages/union status. A third factor is the issue of legacy costs, particularly the extraordinarily high levels at PAT.” PENNDOT’s report notes that a consolidation of PAT and other carriers “… would present the following absolute and potential challenges: ensure that no portion of [PAT’s] financial losses and legacy costs are subsidized by surrounding counties, varying labor costs and work rules within the single regional entity, and potential requirement to amend state legislation regarding [PAT]”. All that time and work to reach the inevitable, glaring conclusion in a report that was a year overdue. And at what cost? The issues involved in a consolidation of transit agencies are the same that come up in proposed municipal, school district, and City-County consolidations. How do you prevent the built up legacy costs of one of the consolidation partners from becoming the obligation of someone else? How would unionized employees co-exist with non-unionized employees? How would different bargaining units co-exist? How do pay levels get equalized? Six of the 14 agencies purchase (contract out) operations fully, seven have no labor representation, and only PAT and the New Castle Transit Authority have a benefit to wage ratio of 100 percent or more. As a share of the 10 county region presented in the report, PAT carries 93 percent of the passengers, accounts for 86 percent of the total expense, and has 86 percent of the full-time equivalent employees. How the Allegheny County agency would not inevitably dominate a new five or 10 county regional authority would be hard to fathom. This is not to overlook the fact that the study does point out possible benefits that could come from a consolidation in the way of savings, and improving the coordination of regional travel, reverse commuting, and integrated service plans. And the study does note that there are already things that are being done that could be considered “regional” cooperation in nature, such as being able to get to Allegheny County on services provided by six separate agencies, integrated fare collection, buses from various counties that can drive on exclusive rights of way, and park and ride lots located on the Allegheny County border. But these hardly rise to the level of consolidation. So how much could be saved from a consolidation? The report “… focuses on administrative services and assumes no change to existing service, fare structure, and rates”. By looking at the administrative positions in the 10 county area - non-represented employees and supervisors, secretaries, dispatchers, first level supervisors, and janitorial staff as described by the report - the net impact in headcount would be a decrease of 72 positions. The projected annual savings from the salaries and benefits from these positions, as well as savings in fees, rent, supplies, information technology and a boost in advertising would be in the neighborhood of $7.5 million annually. That represents about two percent of the total operating costs of mass transit in the 10 counties. Thus, if mass transit and elected officials in the 10 counties like the sound of the administrative savings and decide they want to go further, then additional study on “facility, fleet, fare, and technology” would have to be undertaken. But then the issue comes back to the desire to keep PAT costs separate and still come up with an integrated system that is heavily represented in terms of service and headcount by that agency. In short, the overwhelmingly prohibitive hurdle of how to work PAT’s extraordinary cost structure into a combined regional transit agency makes further investigation useless. Too bad the state had to spend hundreds of thousands of dollars chasing this chimerical proposition. One last point. Why does the PENNDOT study not mention the role of the Baker Company with whom it had contacted to do the study and whose spokesman said in October of 2013, the study would be ready on time? Cops have a tendency to notice such things, which he did, and took the guy to the lockup.

When police confronted him about this, he said that he had just found it lying beside him when he came to after passing out at a party. Q: THERE’S ONE GUY in my office who drives me up a wall. He’s self-centered, arrogant and always putting others down. I’ve tried rising above it, but that doesn’t work. I try feeling sorry for him and that doesn’t work. The truth is, I’d like to tar and feather him and ride him out of town. How do you work with someone you truly detest? A: To work with someone you truly detest, start out internally allowing all of your really nasty emotional reactions to be present. You don’t need to externally act out these feelings. Rather than rising above negative feelings, pettiness, or revenge plots, sit down and have lunch with your feelings. The last thing in the world most of us believe is that our negative feelings could actually be sent as a guide to inner work we need to do from some universal source of wisdom. Mostly we judge ourselves for the fact we even have negative feelings. Somehow we believe we should only be happy, peaceful, patient and without judgment. Our work world is crazy wrong with the theory that only bad people have bad feelings. The truth is that everybody has bad feelings. The people who act well are more likely to acknowledge and get to know their negative feelings so they have the impulse control to not act badly when they feel badly. The silly and impossible idea that we should always rise above our
negative emotions is the cause of most suffering in our workplaces. When we all go to work pretending to be mature, the irrational child in us is free to roam the office corridor. Since being around our adversary makes it clear that we feel like a baby, we get a shot at admitting emotions that are going on everywhere else, as well. Once we can admit what we feel, we can respond differently to the challenge our adversary triggers within us. The people we hate are the people who make us feel the way we already feel, but don’t like to admit. Everyone has a different nightmare they’d like to avoid. For some, it’s the fear that you truly are an idiot; for others, it’s that you don’t deserve to ask for anything; and for still others, it’s that you should never have any needs. Believe it or not, your worst adversary is constructed to show you the nightmare you avoid. The next time your enemy behaves badly, ask yourself this, “What nightmare do you enter when your adversary triggers you?” Realize that this belief is probably irrational, but nevertheless it currently has great power over you emotionally. Now, ask yourself how long you’ve feared that this nightmare is true? When do you first remember believing this idea about yourself? Who do you believe told you these things during your life? Ask yourself if everyone has agreed with

America Needs The Alabama Facebook Mom
S
OME PEOPLE ARE JUST NATURALLY LUCKY. Take Kyesha Smith Wood for instance. By now most of the country is familiar with Wood, the Alabama mom whose unsupervised kids behaved poorly in a movie theater, much to the chagrin of fellow movie patron Rebecca Boyd, sitting one row in front of them. Boyd politely tried to si-
lence the kids to no avail. When Wood heard about the situation from her son, who told on his sisters, she made her children apologize and used their allowance to pay for Boyd's movie tickets. The two women even appeared on "Good Morning America." What makes this story amazing is that Wood first had to find Boyd, seeing the two did not know each other prior to the incident. So how to locate her? Here's what I would have done: Gone to the movie theater, asked the manager to turn over security footage of every paying customer, taken the footage to the FBI, demanded that a team of agents drop whatever it was doing and employ the bureau's facial recognition software to identify all the customers, Googled every address and then conducted a door-to-door search with my kids until I found Boyd. Of course my plan would be in ruins after the first court challenge but it seems like a good idea, right? Wood elected slightly simpler tactics: Search for the victim viaFacebook with a post that began, "I know this is a long shot, but I'm looking for a woman that was at Tannehill Premiere tonight seeing 'Cinderella' at 7 p.m." Darn right it was a long shot. Sure, over a billion people haveFacebook accounts but what are the odds that Woods' post would find its way onto Boyd's wall? Or that she would actually read it? How many Facebook users vowed to shun social media during Lent? Or how many were tired of Facebook after reading one too many posts angrily debating the Indiana Religious Freedom Restoration Act. IN ALL CAPS BECAUSE, YOU KNOW, THIS IS DISCRIMINATION IN SPITE OF WHAT THE INDIANA GOVERNOR SAYS!!! But Wood apparently lives under a lucky star or is just very adept at finding a needle in a haystack, a contact lens in shag carpeting or a complete stranger in Alabama (population 4.8 million). Her query went viral, Boyd read it and within 24 hours the two had connected. Meanwhile, I'm still trying to locate a sock that I dropped somewhere between my closet and the washing machine. So I propose that Ms. Wood parlay her talents and her luck into solving some of our nation's most vexing issues via Facebook. I can write the first few lines of her posts but she'll have to

AD MEN" IS IN ITS FINAL SEASON? Get me some Valium! I love everything on that show, from the ashtrays to the highballs to the ham at the center of it all. Jon Hamm. Something about the show inspires lust, and it's not just the fact that everyone's sleeping with everyone else; they always do on cable. No, what's drawing viewers and Emmys and essays such as this one is the heady whiff of '60s style, when folks threw cocktail parties and the dresses weren't little black tubes and Jell-O molds jiggled without irony. So much has been lost since then, and what have we gotten in return? Oh, right. My job. Feminism. Civil rights. Pilates. Is it worth the trade-off? Here's a look: LOST —Men in hats. Why, oh, why have these gone the way of the cha-cha? Men looked better in hats — taller, richer, smarter. They looked great taking them off, too, as a sign of respect. What simple gesture can men do now to show their respect to women? Unlock the car door using their key chain remote? Oh, boy. I'm swooning. —Women in hats. We looked better, too. —The brilliance of brilliantine. The only men still slicking back their hair are the villains in action movies. Yet even the most dweebish guys in "Mad Men" look polished because their hair is polished. It shines. It stays in place. And when it doesn't, it gets put back there several times a day. An informal survey of my male friends disclosed exactly how many of them even carrying a comb? Zee-ro. And yes, these are guys who still have hair. —Bras that did all the work. Exercise all you want, ladies; we never will look as good as the women in "Mad Men." They're so shapely it's as if someone taped party hats up there. "Those were firm bras," Nancy Deihl, director of the costume studies program at New York University, explains. "If you had the bust, it got shaped. If you didn't, there was lots of structure available, padding (not just from below like our Wonderbra), concentric circles, batting." Let's hear it for concentric circles. —Station wagons. How did we ever decide these aren't cool? How did we ever decide chunky, clunky SUVs are? In SUVs, the back seat faces forward! Sorry about that, kids. —Posture. They had it. We lost it. In the 1950s and '60s, standing straight was more important than working out. It still is; guys just don't know it. —Meat. And here's the secret most women don't know: Meat is important, too — on us. The "Mad Men" women have an extra 10 pounds they'd be working like crazy to get rid of today. A little roundness makes their skin look young and legs look nice. On the show, everyone also always seems to be eating meat, too, and no one is talking about cholesterol. Not even the doctors. Of course, they weren't talking about the rampant alcoholism, either. But still, it would be nice to eat more steak. —Vests. Nowadays, they make a guy look like a lawyer. But when everyone was wearing them, they just looked great. Same with cuff links. Same with a smirk. —Lunch hour. Imagine a time when people actually took a whole hour off to eat someplace else. Even as I write this, I am picking at the chicken kebab next to my keyboard. So what's on the plus side? GAINED —Post-lunch sobriety. When you're eating a chicken kebab at your desk, you're not going out for any three-martini lunches. That's progress. I guess. —A smoke-free work environment. It's lovely we don't have to smell cigarettes at work. Now we can smell the kebabs. —Pantyhose. Whoopee. We've got 'em; the women in "Mad Men" don't. They all seem to be wearing stockings held up by garters. How do we know? The drunken guys always are trying to paw them off. (See cable TV, above.) —Self-service elevators. I'm really relieved no one is pressing the buttons for us anymore. Also that we get to grab our own paper towels in most bathrooms. But I'm kind of sorry we have to pump our own gas. —Cellphones. No longer do we need an operator to place a call. No longer do we even need to be at our desks. The phone is wherever we are. So is our office! And our work! And — oh, wait. I meant to put that in the "lost" column. —Equality. Women, men, blacks, whites — we're all better off. We just don't look so good as we did.

THE HOUSE WE CURRENTLY LIVE IN was built in 1893 in Noblesville, IN. We bought our house in January of 2007. The first night and many nights after, I woke up around 3 am and felt my bed lightly shaking. To

About 10 years ago, a musical version of Anne Rice’s vampire novel, “Lestat,” was made into a musical. It featured songs by Elton John and Bernie Taupin. It was hilariously awful; one of the best “bad” nights I’ve ever had in the theater. I’m sure Joe Allen restaurant must have the poster up on its “wall of flops.” However, never say never when it comes to unusual musicals or the very unusual woman who is Anne Rice. She revived the vampire genre, then drove a stake through its

for this one! I can’t imagine what the “big numbers” are going to look and sound like. It is, after all, a dicey subject. I learned of the second Anne Rice musical while lunching with my good friend, producer Howard Rosenman the other day. This show is based on a dream that Howard had back in the ‘80s. Apparently Howard told Rice his dream; she was very impressed and wrote a treatment. Titled “Voce,” it is about fame and immortality - familiar Anne Rice themes. No vampires for this one, either. Howard will be one of the producers. I’m looking forward to “Voce.” Well, I always knew Howard dreamed big. LUNCHING WITH Howard Rosenman is always invigorating. We discussed the differences between Jerusalem and Tel Aviv. The former is more orthodox and all for Benjamin Netanyahu. The latter is more liberal and doesn’t care what is, or is not given to the Palestinians. Howard described Tel Aviv as “a cross between Berlin in the 1930s and New York in the 1980s totally cosmopolitan and incredibly wealthy. There are skyscrapers everywhere, and it’s one of the most sophisticated and sexy cities in the world. Howard comes by his view legitimately. Studying to be a doctor, he served in Israel’s Six-Day War, leaving America to do so. Howard has so many fish frying in so many pans he’s like a one-man show-biz restaurant on wheels. TALKING INCOME taxes with my accountant recently, he asked why I was receiving several small amounts on big important looking checks, which sometimes paid only $14.08 - or even less than that. I told him I guessed the checks were for my much-ignored TV appearances - such as on “The Nanny” or “Murphy Brown.” And a few of them were movie turns, such as “Buffy the Vampire Slayer” or even more recent, a modest $8.54 for appearing in the “Smurfs” movie, which was a hit. Joan Rivers and I had been window dressing for the latter; we sat around at tables on the roof of Rockefeller Center, pretending we were at a party while around us whirled our friend the fashion maven Tim Gunn, who had a real part with many lines. Joan and I thought our unrehearsed comic asides were good, but somehow they disappeared from the final film. This naturally led to Joan and Liz wondering how much our pal Tim was - and still is - receiving for his larger role. But we agreed that Tim had earned it. He was very busy and, of course, well-tailored at the filming and Tim is better known for his hosting of the “Project Runway.” Tim is that rare thing, one of the truly good guys of TV. Now he has written another book. The title? “Tim Gunn: The Natty Professor.” Tim Gunn deserves to keep getting those big checks. He is, as Heidi Klum says, “the consummate gentleman.”

DEAR AMY: I am a stay-at-home mom, married to a Marine. I have made many friends who also have small children. However, I am frustrated because most of the moms I know are flakes. I get it -- motherhood is hard, especially when your spouse often is not available to help. But I've found that moms use lots of excuses for canceling, even when they extended the invitation, and almost always at the last minute. I've been canceled on because people say they have made other plans, they are stressed out from taking care of their kids and even because they want to catch up on housework. Do you have any advice for dealing with unreliable people? With a husband who is often gone and no family around, I feel that an unreliable friend is better than none. -- Frustrated DEAR FRUSTRATED: I completely sympathize with you. However, as long as you continue to maintain that an unreliable friend is better than none, you won't be motivated to react honestly to this behavior. The best remedy for a burned-out parent is not to stay home, but to connect with other parents. If your friends are also married to the military, you all would be wise to share duties, caretaking, kid wrangling and fun with one another. A collective is much more efficient and much less lonely than going it solo. You may not be able to change these other parents' flakiness, but you really should give them a nudge about how their behavior affects you. This approach won't work if you react with anger. Instead say, "Do you realize that you have broken off plans the last four times you've made them -- and always at the last minute? This makes things tough for me sometimes. Are things OK with you?" Reliability is an underrecognized quality, but it is vital in highfunctioning relationships. DEAR AMY: I am the only family member who knows that a dying relative has had a secret romantic relationship for more than a decade. This relative has been divorced for almost 20 years. My relative does not know that I know, and I've had no contact with the significant other. My relative is suffering from a terminal illness and lives in my household. I believe this person would find great comfort in the physical presence of this significant other but is forgoing that comfort out of fear that the family will not be supportive. It pains me there is something that might make this difficult experience more bearable, especially because I firmly believe that our family would be accepting. My relative can only consistently muster the energy to open letters that come every few days from this person. Other mail stays untouched. Energy and motivation to leave home have rapidly deteriorated for this relative, who is fighting depression in addition to the diagnosis. Precious time is passing by and I just can't decide if the possibility of comfort outweighs the potential devastation of having this carefully guarded secret revealed. What if the significant other is married? -- Worried Family Member DEAR WORRIED: I believe you are overthinking this. Your family member is spending his or her final days in your home. You can -- and should -- offer anything to help. "Is there anyone you want to see?" "Can I take you to see someone -- or bring someone here to visit with you?" "Do you want me to contact anyone, say or do anything on your behalf?" Your family member will either welcome an offer or shut you down. Be there; be open; be loving and generous. Don't make assumptions. Let all bets be off.
