OR THE SECOND YEAR IN A ROW the Department of Labor and Industry has made downward benchmark revisions to the establishment payroll employment data for the Pittsburgh region, altering the jobs picture as portrayed in the numbers originally released the prior year. In March of 2014, the revisions erased virtually all of the strong employment net gains initially reported for 2013. Recently, the Department released revised numbers for 2014. While 2014's originally released numbers showed employer payrolls to be growing at a less than robust pace, the revisions produced gains that were even more anemic than the initial reports depicted. For example before the revisions, the monthly average of nonfarm (including government) payrolls in 2014 increased by just over 6,100 compared to the 2013 average. After the revisions that number fell to just over 3,600 jobs, a growth rate of less than three tenths of a percent. A similar change happened with private employment as the rise in the monthly average was lowered from 7,760 to just fewer than 5,000 with the benchmark adjustments. Going back even further, we can see that job growth in the Pittsburgh MSA has cooled considerably since the rebound following the end of the recession that began in late 2008. From the pre-recession peak in May 2008 to the low point in February 2010, seasonally adjusted nonfarm jobs fell by 42,500. As the economy rebounded from early 2010 to March 2012, nonfarm jobs recovered the losses incurred during the downturn and tacked on 12,000 beyond the May 2008 peak. However, since March 2012 growth has virtually stopped with the March 2015 job count at almost the same level it was in March 2012. In short, nonfarm employment recovered rather quickly after the recession, but has sputtered along since 2012. A similar pattern emerges for private jobs. Employment dropped by 41,000 from February 2008 to February 2010. Growth then resumed and accelerated throughout the year and into 2011 finally returning private jobs to the level from the same month in 2008 with the September 2011 reading. Job gains continued at a strong pace through the summer hitting new record levels in 2012 and then slowed sharply throughout with virtually no growth for the year. The pace picked up again in the second quarter of 2014 but remained much weaker than the heady expansion months of 2011 and 2012 - a pattern that has persisted into 2015 thus far. Bear in mind that, as noted above, the private job counts were lowered by an average of over 2,500 for each month of 2014, this on top of very large downward revisions in the 2013 numbers. How did the individual sectors fare in the revisions? For the goods producing sector overall the average annual employment count was adjusted upward by about 2,400 jobs. There are three goods producing industries - construction, manufacturing, and mining and logging. The construction sector was virtually untouched by the adjustments, while, promisingly, manufacturing picked up nearly 1,800 of those jobs with mining and logging realizing the rest. However, the private service providing sector did not fare as well as the average annual number of jobs was revised downward in the aggregate by nearly 5,000 employees. Most of the subsectors such as trade, transportation, and utilities, information, professional and business services, and education and health services were virtually unchanged. The financial services sector was revised downward by about 700 employees. The biggest change occurred with the leisure and hospitality sector which is explored in more detail below. During the recessionary period from mid-2008 to early 2010 the drop in the average annual job total for the leisure and hospitality sector was very slight - fewer than 300 jobs. In the first two years of recovery jobs grew 3.7 percent (3,950) before slowing a bit from 2012 to 2014 (2.6 percent or 2,950 jobs). But what made this sector noteworthy are the enormous revisions to the 2014 employee count. Based on the original data, the monthly average for jobs for 2014 was listed at 119,933. But when the figures were released in the spring of 2015, that number was adjusted downward by 5,300 jobs to 114,633. At the MSA level, only the accommodation and food services subsector is large enough to be estimated. Accommodation and foods services had its 2014 average monthly job count revised downward by about 1,270 jobs. However, the remaining subsector, identified by the BLS as arts, entertainment, and recreation but not tracked for the Pittsburgh MSA, had its jobs count lowered by the remaining 4,000 plus jobs. While this subsector accounts for only a tiny fraction of total employment, during 2014 it was responsible for a large share of private job growth. After revisions, those unexplainably large gains were a mirage. Something we have repeatedly suggested was likely to happen. The revisions to the last two years' jobs number show just how volatile and unreliable labor data can be. As was just demonstrated, on first reading, the 2014 Pittsburgh MSA economy appeared to be sluggish compared to 2013. Then revisions pushed the economy from looking sluggish to being anemic when the one sector with strong employment gains during the year, leisure and hospitality, saw those gains wiped away. All of this underscores a key point. The Pittsburgh economy has been languishing under the weight of heavy taxation and a restrictive regulatory and labor environment. Until the area and state adopt more business friendly, pro-free market growth policies, we can expect more of the same for years to come.

HEN WALT DISNEY WAS 16, he forged his parents' signatures and lied about his age so he could join the Red Cross. That's how he found himself in Europe, just after World War I ended, driving ambulances. He loved it. He said it "added up to a lifetime of experience in one package." He later put it

I have to thank the book "Teen 2.0," by Robert Epstein, for that story and for putting the whole idea that teens are lazy, incompetent and irresponsible on trial. Is it that "kids today" are really so immature? Or is that we treat them as if they are and they respond the way most of us do when dissed or diminished -- by disappointing? Over the past generation or two, we have come to think of young people as less and less competent. I usually notice this with younger kids -- how we drive them to school, as if it's always too cold or too far. How we insert ourselves into their squabbles, as if they couldn't sort things out by themselves. How we organize their lives for them -- I've done this myself -- as if leaving them to their own devices would mean wasted time, a teachable moment that we failed to fill.

Q: IS IT my imagination, or do more people seem to be losing their minds in workplace settings? When I watch how often people make stupid decisions, I can’t understand what they’re thinking. Is there any way you can get people to act in a more sane way at work? A: Yes. Make it your first priority to be sane yourself. To do this, you’ll need to venture into the unexplored territory in the human experience: inner space. We tend to try to run our lives from the control tower of our intellect, but the older we get, the more our heart and unconscious mind con-

But teens, man! Lately, we act as if there's no difference between 13 and 3. In my town, New York City, there is no specific minimum age for latchkey kids, thank goodness. But Illinois law states that no one should be home alone until age 14 -- an age when many kids in my generation had already been baby-sitting for two or three (or four!) years. Now the 14-year-olds are the babies themselves. Or how about crossing guards? My crossing guard when I was a tyke was a 10-year-old. Now the 10-year-olds are the tykes, and the guards are all adults. Deliver newspapers? The folks who bring ours here in Jackson Heights do it by car. Most newspapers require their delivery people to have a license and liability insurance. If you're just a kid with a bike? Too bad. And as for the laws about sex, we act as if anyone with any stirrings of anything before 18 is either a perp or a victim. Sometimes they're both. A case in 2006 involved a 13-yearold Utah girl who had consensual sex with her 12-year-old boyfriend. I don't know of anyone who loves the idea of kids that young sleeping together, but here's something worse: She was found guilty of having sex with someone under 14. And so was he! That makes them both sex offenders (and both victims). As I learned from Nicole Pittman, an expert on the sex offender laws I heard speak at an NYU School of Law symposium, of the 800,000 or so people on the sex offender registry nationwide, 200,000 are younger than 18. That's because teens have sex with other teens -- a fact that shouldn't be news -and when the sex is consensual, it shouldn't be considered rape. Shackling a teen with the label of "sex offender" often means they are not allowed to go to school (because there are other kids there) or even live at home, if there are younger siblings in the house. Sometimes they can't live near a park, a church, a day care center -- even though it's not that they ever raped a toddler; it's that they slept with someone about their own age, as teens always have. It's only now that we're treating teens like toddlers themselves that we are stunting them as humans and hunting them down for having sex. Really, it's time for someone to grow up. Us.

When clients first come to me, they believe they’re victims of unfair people or situations. DEAR AMY: Almost two years ago, I fell hard for a man who at the time was my professor (he's seven years older than I). I managed to stuff down my feelings and carry on to have a mutually beneficial professional relationship with him. A number of months after graduating, I had the opportunity to visit with him. After staying up late, talking and drinking, I found myself spilling what had been a long and well-kept secret. I explained that I understood his position in life, and that I knew he had a wonderful partner, and that I expected no action in return on his part. I thought confessing was the right thing to do. I was shocked when he said that the feeling was mutual. What followed was a stunned conversation about how impossible and sad this situation was. We live in different cities, and he has a partner. I started stress-drinking and he advanced for a kiss, and I didn't have the presence of mind (or desire) to refuse. A twist of fate has occurred, whereby I have since begun to have a friendship with his partner. She and I will move to the same city in the fall for a school program. She has even proposed that we share housing. My instinct would be to avoid closeness with her, but she's an amazing person and I can imagine becoming a close friend. Now my moral compass is spinning. Do the kiss and other brief signs of affection constitute some sort of pre-friendship betrayal? Or can I move forward without guilt and become roommates with her because I've done what I can to behave with integrity? In addition a picture had fallen off the wall but for some reason the glass in the frame did not break even though the frame itself splintered apart. As you can imagine this made us a bit nervous. I had almost put it out of my mind when experience number two occurred. Perhaps 10 days later I was awakened by my cell phone going off at 2 am. The number was a local number that I didn't recognize but I answered it anyway in the off case it was a friend of ours in trouble. I answered sleepily "Hello?” A woman's voice on the other end said "Hi! Did she give you a hard time?” When I asked who it was the woman replied, "It's Gia." I told her, "Gia, I think you have the wrong number," and hung up the phone. As soon as I put the phone on the nightstand I heard a woman's voice in the hallway start to whisper softly and then progressively get louder. I could not hear any words but it was a woman's voice. At that point I told myself I did not want to hear any more and closed my eyes and pulled the covers over my head and forced myself to go back to sleep. For several days I did not mention this to Patrick because I did not want to upset him but finally I mentioned it five days after the fact. He said he remembered that night when my phone rang and he said he heard not just a voice but voices. He heard two female voices and one male voice. He claimed he almost got up to go see what it was but just couldn't bring himself to do it. We both agreed that the sounds we heard were in our hallway and not outside. Like I said it was 2 am and our neighborhood is very quiet. In addition we know what voices sound like outside our home and what they sound like inside. In the hallway we have photos of our families both living and deceased. Our guess is that their father (gone for 11 years) and a grandmother of theirs were trying to help her to what they call the other side. That's just our opinion. Impossible to prove of course. The last thing that occurred was at a birthday party for a friend. We had mentioned a few minutes earlier that if Dian was still around she would have loved to have been at this party. There were many people there who had known her. A few moments later Patrick took a picture with a digital camera and looked at the shot. He said "I guess Dian is here." He had taken a picture of our friend and in the photo she was almost completely obscured by a heavy white mist that trailed off at one point. At the end of the trail of mist there were what appeared to be two or three orbs. The incident with the photograph was the last occurrence that we have experienced. ©theshadowlands.net
