HE ALLEGHENY INSTITUTE will be reprising some older Policy Briefs for the remainder of this year - about one per month. We hope to demonstrate the persistent, long running nature of important, unresolved problems and highlight some successful inroads that have been accomplished. The following marks the beginning of this journey back in time.

Education spending and education performance, the state’s role in funding the cost of education, and reforming the funding allocation system have been themes that the Allegheny Institute has examined over the years. With this week’s recommendations of how to distribute state funding from the Basic Education Funding Commission and recent proposals to reduce local school property taxes by raising state taxes on income and sales it is obvious these topics are still front and center in the Legislature’s important interest.

In light of the upcoming developments, let us look back at this Brief from January of 2003 in which we examined spending and performance, the debate over the state share of funding, and reforms that should have been made a long time ago. Clearly, not much has changed in terms of the positions held in the debates. The only significant change has been the level of education spending over the 12 years.

In his inaugural address, Governor Rendell pledged that the quality of a child's education in Pennsylvania would not depend on where that child lives. The clear implication of the Governor’s statement is that students in economically poorer school districts are denied the same access to educational quality as students in better off districts because of differences in funding. This commonly held misperception persists despite clear evidence showing that many districts that spend well below the state average per-pupil are achieving a better academic performance than many districts that spend well above the state average. Moreover, it is easily shown that many so-called “poorer” districts actually spend much more than the state average thanks to huge allocations from the state and yet still rank at or near the bottom in academic achievement.

Notwithstanding these facts, there seems to be a high level impulse to embark on a course to have the state fund 50 percent of education expenditures despite the improbability of reaching any consensus on what the 50 percent share actually entails. The reality is that any reform of education funding will require the acknowledgement of three facts: first, the overwhelming majority of districts are spending enough money per-pupil to achieve respectable results; second, districts that spend well below the state average still manage to achieve above average academic performance and lastly, "poorer" districts vary widely in how much they spend on their students. All this suggests that we need to be learning from the lower spending, good performance schools rather than trying to solve the problem of academic achievement with more money.

What is the true spending picture? According to the most recent Pennsylvania school data from the Standard and Poor's Evaluation Services report, total expenditures per-pupil--a measurement that includes not only general fund dollars but also debt service, capital, and special revenue funds as well--stood at a state average $9,969 in 2001. After compiling data for all districts in the state, we are able to sort the districts by range of spending.

There are only 6 districts that would be considered poor as gauged by per- pupil expenditures-those that spend $6,999 or less per student. And, that figure is higher than the average spending in many states. Another 14 percent of schools spend between $7,000 and $8,000. A majority--60 percent-- falls in the range $8,000 to $10,999 while 24 percent of districts spend more than $11,000 per-pupil. In other words, 84 percent of Pennsylvania districts are spending more than $8,000 per student, which is well above the average in most states.

Moreover, the evidence that calls into question the proposition that spending and performance are related is not limited to a few isolated examples. Data from 2001 showed two-fifths of the state's 501 districts spent above average on their students and yet only half of those received above average results on the PSSA exams. These data lead to an inescapable conclusion: there is no justification for the claim that spending more on the districts that are below average in performance will improve their standing.

It should be obvious by now. The new Governor should not fall into the education establishment’s trap of false and misleading assertions about the need for more money. If the Governor wants to address the problem of education quality statewide in a meaningful way, he must start by requiring schools to be accountable for the performance of their students. Rather than accepting the unending litany of excuses from the educational establishment on their inability to deliver educational achievement, the new Administration and the Commonwealth would be better served by making a firm commitment to produce better results with the money that is currently being spent. That will mean getting rid of teachers and administrators who cannot get the job done. It will not be possible to get real improvement as long as the incompetent and the mediocre are protected by contracts and state labor laws.

Pennsylvania already has per-pupil expenditures and teacher salaries that are among the very highest in the nation while languishing near the bottom in SAT score rankings for several years.

It is an easy prediction that simply spending more tax dollars will inevitably lead to worse results.

So there were 24 deputies on the premises when the guy tried to make off with a DVD player. He didn’t get far.

WHERE ARE YOU!? … Two funeral processions entered a rotary in Wales at the same time, and some of the grieving relatives wound up following the wrong hearse to a gravesite nine miles from where they were supposed to be. They realized their error when several mourners who were at the correct cemetery called to ask them where they were.

A married accountant passed himself off as a wealthy bachelor to a woman he met on a dating website, and then proceeded to steal more than $750,000 from the business he worked for in London to lavish her with expensive gifts. The premise immediately gets more gravity, then,

as Jackman plays a near-future cop caught up in the dilemma that arises when a police android is stolen and reprogrammed to enable it to think for itself. UNFINISHED BUSINESS: Vince Vaughn takes his trademark brand of humor overseas in this comedy that sends up other cultures as well as the business world.

Apparently, because any adult who simply wants to sit on a bench and watch kids at play could be a creep, it's best to just ban them all. The idea that children and adults go nat-

There was a case here about three years ago when seven chess players playing outside were fined for ... wait for it ... playing chess. Their chess tables -- concrete ones, placed there by the city -- were deemed too close to the kids, so the men were booted.

It didn't matter that they hadn't caused any trouble. In fact, the grizzled guys had taken it upon themselves to teach some of the local kids how to play the game of kings.

Most kids making their way to school or playing in the park are not going to need major assistance from anyone, adult or otherwise. But if they do, I'd like to think most of us would give it ungrudgingly.

Old and young have always interacted. Adults who enjoy being around kids are, for the most part, just that. Not predators.

And kids who are out and about in the world are just that. Not a big unpaid job for the rest of us.

DEAR AMY: My husband and I are aware that our daughter-in-law has been cheating on our son for over a year. The person she is cheating with is also a "friend" of our son. We are afraid to say anything because we have no hardcore proof, such as photographs or tapes. Our son is very trusting and there is no way he will believe us without such proof. If we tell him, the end result will be that we won't be permitted to see our grandchildren, and perhaps our son as well.

We are devastated. The level of lies and deceit is astounding. I am trying just to look the other way, but this is becoming more and more difficult. Can you give us advice to help us deal with this?

-- Distraught Mom DEAR DISTRAUGHT: Investigating your daughter-in-law in search of hardcore proof of her infidelity is an offensive concept.

If you see something with your own eyes, then you should tell your son what you saw ("On Tuesday we saw Carol and Steve walking into the Notell Motel together, hand in hand"), but not draw conclusions for him. If someone else has direct knowledge, then that person (not you) should respond.

You know your son intimately. Would he want to know about your suspicions? From what you say, the answer probably is "no."

It is most ethical to act in a way that causes the least harm. If you know without a shadow of a doubt that the children are somehow at risk, then you must act. However, if you simply want to prove what a dishonest, wretched woman your son is married to -- or if your son's being a chump embarrasses you (or him) -then no, you should not act.

It is wisest to stay out of other people's marriages. This is not ignoring unethical behavior -- it is making a determination that you don't know everything that goes on between two people and that you won't interfere unless there is very clear danger.

If your son is locked in an abusive relationship, then the most important thing is to keep the door open to him -- free of shame or blame -- so he always knows he has a safe space to land with his children.

DEAR AMY: My husband and I have been married for 18 months. Our former spouses each died five years ago. During holidays he still insists on going to the home of his deceased wife's family, because that's where his children will be.

I go to my family celebrations alone. I have created celebration times at our house and have included his children, but he still goes to the home of their mother's family during holidays, instead of mine. This hurts me deeply and I recently told him how I feel about this, but he thinks I just don't understand.

Understand that it might be painful for his late wife's family to invite you to things; your husband is going to have to help pave the way.

Ask your husband to help you get to know his late wife's family and invite them to join you for a backyard barbecue in your home with the kids. A good compromise is to understand that the two of you will occasionally be with your respective families, but over time you will build a home together that is at the center of your celebrations.

Melissa McCarthy is a talented woman who is now one of the most profitable female movie stars in the world. She is a product, like all popular stars are, and she is not going to veer too much, at this point, from the aspects of her image that have made her so popular. Most of her characters - except for her Molly, on the TV series, “Mike and Molly” - are going to indulge in some low comedy - physical and verbal - and she is going to exhibit an underdog quality mixed with an inexplicable, but appealing brass.

McCarthy’s worst critics almost always bring her weight into any assessment. It’s just wrong, they insist, of her to be overweight, even if the scripts she accepts don’t make that an issue. Her movie, “Bridesmaids” didn’t reference her size at all. Interesting. John Belushi, John Candy, Chris Farley, W.C. Fields, Oliver Hardy, Lou Costello, to name a few, were males who scaled the heights and were rarely criticized for their size. The weight was part of their shtick. The public loved them. HBO’s “Game of Thrones” finally gave fans, after five seasons, what they have been panting for - Daenerys Targaryen - Emilia Clarke -flying on the back of one of her enormous dragons. The firebreathing beast, wounded but faithful to “mother” Daenerys, rescued her from certain death, and it was something to see.

Alas, something fans did not really want to see or hear was the burning at the stake of young Princess Shireen, by her own father - a sacrifice to the gods, to ensure victory.

It was ghastly - the off-camera shrieks of actress Kerry Ingram were very horrifyingly realistic. But “GOT” specializes in this sort of thing and nobody should be too surprised or “outraged.” Fans always insist they’ll never watch again after some controversial slaughter, but they’re always back.

Soon “GOT” comes to its season finale, with what has become usual procedure for almost all cable series; they meander for six or seven episodes and then produce three final shows that are supposed to “make it up.” A year then passes before the next season debuts. Fans who invest so much in these shows think they deserve all the episodes to be great - no filler, please. The producers and writers of these series disagree.

ABOUT 12 YEARS AGO, my college friend and I skipped class at MU and drove out to the Devil's Backbone road, east of Englewood - out past the airport south of Columbia, Missouri. It was a warm spring day, middle of the week, maybe early afternoon. He wanted to try out his 4WD on the Backbone road. It is massively steep and narrow; just a crushed rock road. It leads down to an old skeleton of a steal beam and girder bridge. This road used to be one of the few Cedar Creek crossings between Boone and Callaway County back in early 1900's. The road is no longer used and the only thing left of the bridge is the steel girders.

We drove down to the part where the bridge meets the road, parked, and got out to just enjoy the warm sun. We walked down the bank to just below the bridge, almost to the creek's edge.

We were just standing there shooting the guy talk back and forth and we started hearing something coming down the gravel road we had just come down. At first, it sounded like tires on gravel. As the sound approached it was heavier, and obviously we saw no car.

The sound eventually changed to what I have described to many as "the sound of an old buckboard wagon on a plank bridge." You could hear the wooden wagon
