ARLIER THIS YEAR WE WROTE ABOUT the 2014 appeals of assessed values heard by Allegheny County’s Board of Property Assessment Appeals and Review. That Brief showed that appeals on residential and commercial property brought by the owners of the properties, governing bodies that levy taxes on those properties, and,

in some cases, a combination of the two resulted in an increase from the pre-appeal to postappeal values of those properties as taxing bodies were more successful in appeals to bring values higher than were owners seeking to lower values. Of course, that is but one of the three rounds of appeals that have occurred as a result of the 2013 countywide property reassessment. Since 2013 there have been more than 100,000 appeals of property values in Allegheny County heard by the Board. The 102,281 appeals from all three appeal dates accounted for a net total $6.3 billion reduction from the pre-appeal value of $31.2 billion to the post-appeal value of $24.9 billion. Of all these appeals, 42,571 resulted in no change of value, 51,112 led to a decrease in property value, and 7,826 led to an increase. It should be noted that a small percentage of the 102,281 cases are still under review. The assessment data provided by Allegheny County is thorough in providing information on each appeal case. The database not only assigns each property a parcel number, but also provides information on who initiated the appeal and the type of property being appealed. For the purposes of this study, the appellant falls into one of three categories: individual property owners, governing bodies, or a combination of the two. Along the lines of the type of property under appeal, each property has been assessed as either commercial or residential. Out of the 102,281 appeals, 87,925 were classified as residential and 14,356 were classified as commercial, equaling a near seven to one ratio of residential appeals to commercial appeals. The 87,925 residential appeals led to a $1.4 billion net reduction of property value. With considerably less appeal cases, the commercial property appeals led to a net decrease in property value of $4.8 billion. Averaging out these totals leads to an interesting conclusion. Even though commercial property appeals account for only one seventh of the total

number appeals, these appeals account for 75 percent of the net property value change and average $392,336 of change per appeal compared to residential property at $18,263. It is interesting to note that while the number of owner-initiated appeals decreased over the two years (2013 and 2014) the number of governing body appeals has done the reverse. Last year there were 4,344 appeals brought by school districts and municipalities. We noted in two Briefs on municipal led appeals that there was an effort by the General Assembly in 2008 to put a halt to governing bodies going after properties that had recently sold as a pri-

mary target of where to concentrate appeals. That effort was vetoed by the Governor at the time and the remedy suggested was to create legislation to mandate more frequent and regular reassessments. Such an undertaking seems quite unlikely in 2015 as it did seven years ago. Again this drives home the point that the longer the time between assessments the greater the sticker shock for taxpayers and the more likely they are to appeal assessed values. Then taxing bodies are more prone to appeal properties that they feel are undervalued, especially

by targeting recent sales of properties that occur after the reassessment. Sticker shock has to be a concern in Blair County, which has not had a reassessment since 1958 and new values are expected to be produced by July of 2016. In a brochure that has been made available to Blair County taxpayers and is available on the County’s website, it is noted that there are “myths and misunderstandings about countywide reassessment” and points out two. First “a countywide reassessment means that my taxes are going to increase” and second “the countywide reassessment will provide new revenue for taxing bodies”. One must compare their change in assessed value to that of the taxing body as a whole. Those whose property values increased significantly, and above the average for the taxing bodies as a whole, will likely see a tax increase. Those that have increases less than the overall changes will likely see a tax cut. Owing to changes to state law that mandate millages to be rolled back to be revenue neutral (as opposed to being allowed to take 105% or 110% after a reassessment) there is some additional clarity on where millage is to settle. It exploded in his backyard, causing injury to three people. Apparently, residents of his village had been stealing natural gas in this manner for more than 20 years without incident.

Q: EVERY MONDAY I walk into work, I face a lot of power struggles. At the end of the day, I end up exhausted and really pondering my options. How should I deal with these power struggles so I can enjoy my work again? A: Stop fighting the battles you can’t win. Most battles we can’t win are not about solving problems but defending our egos. Defending our egos is a difficult but liberating habit to break. We often get intensely upset when someone in the office makes a comment about us that we secretly fear may be true. Obviously, people have good ideas or valid points to make about how we can improve. However, no valid feedback starts with an insult. If you want to exit the Ego Wars, make an honest list of everything you secretly worry people may think about you. Notice that some issues are a

version of “purple hair” for you. With your list in hand, write the last four power struggles you’ve had at work. How many of these conflicts started after you began defending your point of view? Now, ask yourself: “How would I feel if that person I’m talking to is right?” Of course, the answer is that you’d feel bad about yourself. But mounting a defense against such accusations won’t solve our emotional problems. The only permanent solution is to learn to tolerate fears that we are “bad” or “inadequate.” Practice these words: “You may be right.” Write down a list of the worst things someone could possibly say about you. Then take a very deep breath, have a friend start reading down the list, and after every accusation, say calmly, “You may be right.” Notice that the other person

really has nowhere to go if you resist defending your ego. The only thing left to do is to solve work problems - and that’s what we are paid, appreciated and promoted for. In a way, we have more of an ego crisis than an energy crisis in this country. Most of us waste a lot of time, resources and conversation in a sincere attempt to silence a battle with our own insecurities. Tomorrow morning, when someone invites you into a power struggle, consider the cost. We each have the right to a peaceful, drama-free and

effective work life. Give yourself the gift of disengaging from those few conversations about your ego and focus instead on what you really want at work. You’ll find that when you walk into work on Monday morning it will be better.

MILY HOROWITZ SPENDS A LOT OF TIME with people other professors don't. Criminals. Domestic violence victims. Domestic violence perps. Sex offenders. Guys convicted of murder. She teaches sociology and criminology at St. Francis College in Brooklyn and she introduces her students to the same folks she's meeting, in an effort

to change lives -- the students' and the convicts'. Actually, sometimes those are one and the same. Horowitz is one of those people who walk the walk. Before coming to St. Francis, she got her PhD in sociology at Yale, concentrating in women's studies. As research, she decided to spend a year in domestic violence court, watching as women finally got justice. But...that wasn't what she saw. "I was shocked that it was just poor and unemployed men being slammed over and over," says Horowitz, herself the mom of four. "If a man slapped his partner, yes, he should be punished." But the extraordinarily harsh sentences she witnessed didn't seem designed to improve anyone's prospects. The courts were treating every case as if it was inevitably going to end in murder. She began to regard the criminal justice system with curiosity: How much was overkill baked into the system? To find out, she started inviting convicts who'd been exonerated to speak to her class. "Marty Tankleff, he falsely confessed to killing his parents. He spoke to my class -- from prison," says Horowitz matter-of-factly. "We had Jesse Friedman" -- notorious from the movie "Capturing the Friedmans" -- "And we had Bernard Baran." Who? "Bernard was a working-class, gay teenager who dropped out of high school because he was bullied. This was in the '80s. He started working at a day care center, which he really liked," says Horowitz. "But a couple went to the head of the day care and said they didn't want a 'homo' watching their son. ' And the day care said, 'Well, we can't fire a person because of that.' And lo and behold, the couple started alleging that Baron molested their son," says Horowitz. This was at the very dawn of day care sex abuse panic. Baran was quickly found guilty and

ANOTHER ROMP WITH ‘MAGIC MIKE’ AND PALS: I very much enjoyed “Magic Mike” back in 2012. I liked the no-nonsense approach that it was going to be an exploitive, male-objectifying movie. Sure, there was a plot, of sorts, and yes it had Matthew McConaughey as the aging, somewhat sleazy, funny, stripper-turned-manager/club owner. Matthew was on the road to his 2014 Oscar, finally discovering his essence and space on screen. And I admired the smarts of Channing Tatum. “Magic Mike” was his baby, based loosely on his own career as a dancer, before he modeled and then became an actor. Tatum made a glass of lemonade out of what many others might have considered an embarrassment. I guess you could say he took a page from Marilyn Monroe’s nude calendar scandal - face up to it with a broad smile and a few handy quips. But I didn’t expect much out of the sequel, “Magic Mike XXL.” Film follow-ups often fall flat on their pectorals. But, I actually liked the new one even more! Honestly, it has less of a plot, but more feeling, more heart. Mike and some of his buddies decide to give stripping a final bump

and grind - there’s not a cast member younger than 35 - do the road trip thing, meet a lot of interesting people along the way and make a more vital connection with one another, some of the women they encounter and inevitably with the audience - in the movie, and in movie houses. Channing has charm, and part of that is that he’s kind of ordinary. He’s got the builtup body and the amazing dance moves, but he’s not handsome in a traditional way. One of his co-stars, Matt Bomer, has the real leading man looks. In this, and other efforts, Channing seems like a pleasant, realistic, no-bull, young man. He’s charming on talk shows, too. I don’t know if he’s a good actor, but he has that “little something extra” that spells stardom. He’s simply appealing to watch, in or out of clothes. Special mention must go to Joe Manganiello, who is a riot, and Jada Pinkett Smith, playing a club owner with a smart, sizzling vivacity she hasn’t shown in a long time, not even in the TV series “Gotham.” Jada, the kids are growing up, the hubby is doing OK. It’s time to stop giving peek-a-boo interviews about how you and Will trust each other, but what will be

And if in the end, you simply don’t care what the characters say, who they are, or where they might go after the last G string drops, there is still plenty of good old-fashioned flesh and some amazing choreography. Mr. Tatum, knows how to shake everything his Mama - and grueling workouts - gave him. So now it’s time for Channing to attempt Hamlet. OK, maybe not. But I’d allow him the opportunity and go with an open mind if he did. The humor with which he has approached his own beginnings, and transforming that brief, tawdry time into a heck of a hot time for the masses, puts him in my good books. He’s a male Cinderella, covered not in ashes, but in kisses from eager women. As actor, producer and box office magnet, he’s yet another version of the upwardly mobile American success story. Also I loved him in “The Eagle.”I keep hoping for a sequel!

Many choose careers in law enforcement. "Now they will have a much more nuanced view of the people they're dealing with. They're seeing people who have been affected personally by the system." It changed Horowitz herself. This past year she arranged for five folks who were formerly incarcerated to matriculate at her college. If you believe in second chances -- and especially if you don't -- consider this: One of those students has already proved such an amazing scholar, straight A's, that the school is sending her on a Franciscan pilgrimage to Assisi. St. Francis was all about redemption. Horowitz, too. Here's hoping her students -- and the rest of us! -- are likewise stirred.

MY FAMILY AND I moved from St. Petersburg, FL, in the summer of 2001, to a small town in Illinois called Jacksonville. In South Jacksonville, we moved into the first house ever built in the area. Sometime during the early 1800s. It was owned by a very prominent family who helped during the Civil War. The upstairs of the house had not been used for 20 years up to our moving in. It was cold and drafty up there. The activity did not start until we started construction on it. A couple months after we moved in, we'd all be fast asleep, then be woken suddenly by a loud crash. We have this large chandelier in the foyer. The crash always came from the foyer. Mom and Dad would go to see what it was, and nothing would have happened. That went on for a couple weeks. I was alone in the house about a year after we moved there. I was watching TV in one part of the house when I started hearing whispering. Loud whispering of a man. I knew none of my family was in the house, so who was whispering? I called my dad, who said to go see what it was, but keep him on the line. I went into the front living room of the house, and the whispering started up on the second floor. Someone started pacing up there as well. I went upstairs, no one was there, but then someone was walking on the front porch. I turned on all the lights in the house and cranked the TV volume up high until someone got home. Dad still doesn't believe me, but Mom does. About six months after we moved in, Mom was putting away laundry upstairs in one of the bedrooms. She heard a little girl call out for her mother, not in distress though. Mom turned around and a little girl in 1800s dress came skipping towards and past Mom. A woman was sitting in a rocking chair on the other side of the room, watching the little girl. That's the last we've seen of the little girl, but we have heard the woman. The woman likes to pace, around 11 pm for about an hour, between the kitchen and the formal dining room. She just paces. Around midnight, the man will start whispering, and I've heard the woman as well. My bedroom is in the basement, and we have hardwood floors, so I hear pretty much everything. And recently, there has been a new entity in the basement. My brother does leather working as a hobby, and has his tools in the room next to my bedroom. Just before I go to bed, between 11 pm and 1 am, a banging like my brother is working on leather will come from that room. I have heard it walking into where I am laying, and rustling papers and such, even shaking my bed. I've felt it watch me and that freaks me out. I don't like it when they just watch. It would be better if they just showed me themselves and then I'd know they were there. Not knowing where it is, if it's on my bed, or if it's standing right behind me. That makes me feel unsafe. The other spirits I know would never harm me, I've never gotten that vibe from them, but this one I'm not so sure. My brother is having his room re-decorated, but when he moves out of my room upstairs, I plan on moving back upstairs. ©theshadowlands.net

Alan Shepherd faced a personal matter that could permanently end his career. The Grissoms’ marriage was in trouble when Betty received an unsettling letter about Gus. BECOMING US: Ben and Sutton were uneasy over why Carly invited them to dinner. It turned Carly wanted to explain why she transitioned. Emilia encouraged Ben to get his photos into a gallery. Both Suzy and Danielle’s mother, bonded over the changes in their lives.
