Consumer Advisory: Attorney General Kane Warns College Students

Here are some important tips when considering applying for a credit card: • Limit the number of credit cards you have. The more credit you have, the more likely you are to spend.

Even if you don’t use all your available credit, some companies may treat unused credit as money you can spend, and may deny you a car loan or school loan because of a high credit line.

• Shop around for the best “terms.” Not all credit cards are the same. One card may offer special rebates, but charge a higher rate. Others may require an annual fee.

• Be sure to understand all the language used in the agreement. Does the company begin charging interest from the day you make a purchase, or is there a grace period until the bill is due?

• Pay your credit card bill in full and on time. Keeping a balance on a credit card, often at the highest rate allowable by law, is a very expensive way to get a loan.

Students who run into difficulty with credit should talk with their parents. There are no quick fixes for bad credit.

Paying your bills regularly is the only solution for getting back on the right track.

N LATE JUNE, buried in the fight over the budget and liquor store privatization, a bill cleared the Pennsylvania Senate that would create a statewide school district called the Achievement School District (ASD). This district’s sole purpose is to take over elementary and secondary public schools that are among the one percent of bottom performing schools in the Commonwealth. While the premise and the effort to help students escape poorly performing public schools are laudable, the ASD falls short of adequately addressing the issue of failing schools and severely underperforming students.

The ASD does recognize a very important element in the whole undertaking of trying to eliminate poor and mediocre schooling in Pennsylvania. And that involves having students taken out of the failing schools and taught in non-public school options. The bill would allow administrators of the program to contract with private operators, both for profit and non-profit organizations, to deliver academic programs to the students.

The authors are to be congratulated for this provision in that it has the potential to open Pennsylvania to a dramatically different approach to education.

There are several important concerns with the ASD legislation in its current configuration. First of all, the proposed managerial authority is too cumbersome and likely to be a political and logistical nightmare. The Senate bill specifies that the Governor will make one appointment to the board of directors while the president pro tempore of the Senate and the speaker of the House get two apiece with the minority leaders in each chamber receiving one each. Currently that would be four Republican and three Democrat appointees. It is highly improbable the Governor will sign a bill that puts his party in a minority position on the board. Indeed, it is unlikely the Governor will sign any bill that includes the power to remove students from government schools and place them in a private education program.

But the prospect of a gubernatorial veto aside, the envisioned statewide school district that will be governed by political appointees is fraught with problems. Having a board of directors, each of whom is, or is expected to be, loyal to the elected official who appoints them will make the board a place of intense partisan bickering given the great divide on the issues surrounding educational problems and how to solve them. It is a virtual certainty that stalemate after stalemate will develop on crucial steps that need to be taken.

However, the larger point is that more bureaucracy, especially one rife with partisanship, is not the answer to a pressing problem.

The bill calls for the new ASD system to take severely failing schools and either operate the schools themselves or contract with private organizations to operate them. A key part of the bill’s provision would authorize the operator of a school that has been removed from the home district to refuse to accept up to 50 percent of the teachers and the principal of the failing school, although the turned away employees would remain employed by the district. And since the district will be required to pay the expenses of the school being taken from their jurisdiction for a minimum of five years, the employees not accepted by the operator of the new school would represent additional expense to the district or force the district to make layoffs - a guaranteed nightmare because of seniority considerations.

Staff hired by ASD run schools would be eligible to join a union and receive pension and other benefits.

This is another powerful reason for the removed schools not to be run by a state government entity. Moreover, since the school will be returned to the district if, and when, it improves sufficiently there will inevitably be numerous problems with the re-integration of the school back into the fold. This will need a lot of planning.

Would it not be far better for the Legislature to mandate that the Department of Education hire a firm with a proven track record of success to manage and operate the failing school program? The Legislature would give itself special authority through one of its offices to monitor the Education Department and the selected firm as it carries out the program.

Such a plan would cut through all the issues associated with board appointments, hiring an executive director, transferring current school employees and the horrendous practical, legal and contract problems that would arise. For the funding of the program, the state would simply withhold from each affected school district’s annual education allocation the amount per student being spent by the district multiplied by the number of students in the failing schools selected from that district for the program.

As currently written, the bill would have the ASD remove schools from school district management by selecting from the bottom one percent of academically performing schools as measured by the state’s School Performance Profile. In the first year of operation, five schools would be taken to be followed by as many as 15 in the following years up to a maximum of 75 schools in the ASD group any one time.

There are several problems with this approach. First, the bottom one percent of schools would put the number of schools to choose from in the first year’s selection process at about 30 schools. And removing five would still leave 25 of the worst schools in operation. That could be partially remedied after a number of years as more schools are removed each year. But even when the 75 number is reached, it will have hardly made a dent in the actual failing school count. Moreover, the Performance Profile ranking is totally inadequate as a means of evaluating student achievement as we have shown in earlier. Indeed, the ranking should be based on actual student scores on Pennsylvania Assessment exams (PSSAs).

Consider the bottom one percent schools in the secondary and elementary categories. Based on PSSA results, Foose Elementary in Harrisburg is the highest ranked school in the bottom one percent of elementary schools and Benjamin Franklin High in Philadelphia is the best of the bottom one percent of secondary schools. In 2014, the latest recorded scores, only 12 percent of Foose fifth graders scored proficient or higher on the math exam and just 14 percent on the reading exam. Meanwhile, at Benjamin Franklin High, 12 percent of 11th graders achieved as high as proficient on the math exam and 16 percent were proficient or better in reading.

These two schools were the best of the bottom one percent in the elementary and secondary school groups.

To be sure, their performances are deplorable and frightening in light of the fact that there are even worse schools. But it gets worse. Even the bottom 10 percent of academic performers have to be considered failing schools.

The highest ranked elementary school in the bottom 10 percent of academic performers in the state is George Bancroft School in Scranton. In 2014, only 22 percent of this school’s fifth graders scored at the proficient or better level on the math exam and only 32 percent reached proficient or better in reading. When almost 70 percent of fifth graders cannot read at fifth grade level, how can that school not be considered a failure?

Horace Furness High in Philadelphia was the highest ranked school in the bottom 10 percent of high schools. In 2014, 30 percent of this school’s 11th graders scored at the proficient of higher level on math and only 22 percent reached proficiency or better in reading. Obviously, even the 10 percent of poorest performing schools are academically dreadful.

The point here is that selecting schools from only the bottom one percent of performers will ignore the plight of students in a very large number of Pennsylvania schools that should be considered failures.

And even more concerning is the huge number of kids attending schools that are in schools above the lowest ranked decile of schools who are not achieving at anywhere near grade level. Granted, the goal of 100 percent proficient in all public schools in the state is probably not achievable considering the very best traditional schools are not there yet. And only three of the elite magnet high schools have 100 percent proficient in math and/or reading. But, it is not prudent or appropriate to ignore the situation in the lowest decile of schools wherein the students simply are not ready to proceed to the next grade or in the case of high schoolers to move on to college or the labor market.

As we have demonstrated previously, this is not a money issue. There are schools with plenty of money that perform poorly and schools with less than state average spending that are doing extremely well.

Thus, rather than setting up a complex new state school organization that would be beset with a myriad of political and legal issues, why not allow parents who want to send their children to a school operated by a private provider as authorized by the state an opportunity to do so? The state would provide scholarships equal to two-thirds of a district’s per student outlays or $12,000 per year, whichever is greater by taking the money from district allocations where students are opting out to go to an alternative school.

This would permit more students who want to learn to get out of poorly performing schools, even those schools well above the bottom one percent of performers.

It is obvious that something dramatic needs to be done and soon. The failure to educate the kids to a level where they can be self-reliant, responsible members of society is a horrible reflection on the education system and a gigantic misuse of taxpayer money.

Turns out there was: an ad exec named E.B. Weiss, who wrote a column in Ad Age in the '50s and '60s.

In one 1960s column, Weiss wrote that someday it would "be possible to communicate with anyone, anywhere, at any time, by voice, sight or written message -- instantaneously.

Oh, they had a good run. The kind Apple -- and Facebook and Uber, etc., etc. -- is enjoying now. But someday some curious historian may paw through dusty posts and have to Google (or whatever they'll be doing by then) to find out: "What was this 'Apple' company?"

Is Daughter a Hoarder - or a Slob?

DEAR AMY: I have a 19-year-old daughter whose bedroom is a total disaster. Clean and dirty clothes, garbage, and assorted other things cover her bedroom floor. She refuses to pick up anything, saying she's just your typical teenager. She works (sporadically) and has a social life. When she runs out of her own stuff she comes into my room and takes mine (towels, socks, etc.).

I've had to start keeping my bedroom door locked at all times.

I'm at my wits' end; I've threatened, stopped cleaning her room, stopped washing her clothes and even bagged up some of it and put it out with the trash.

Nothing changes -- one time she even filled her drawers with dirty clothes and garbage. How do I get her to realize she's becoming a hoarder?

-- Distraught Mom DEAR DISTRAUGHT: Hoarding is a serious but relatively rare disorder caused by underlying issues such as anxiety and depression. It's possible that your daughter filled her drawers with dirty clothes and garbage because this is how she "cleans up."

Let's assume that she is actually neither a hoarder nor a "typical teenager," but a young adult who can't be bothered, with a mother who has been tolerating it. She needs an incentive to behave differently.

You should NOT have to lock your own bedroom door in order to assure that she will respect your privacy and possessions.

It's time to stop picking up for her, stop cleaning up after her, stop washing her clothes, stop trying to convince her to correct her behavior, and stop letting her drive you crazy.

If she starts trashing common areas of the house, bag whatever she has left lying around and put it in a garbage can outside.

At 19, she should be working full time or attending school and working. If she has health issues, then one condition of her living at home should be that she start taking responsibility for her physical and mental health. She should be evaluated for alcohol/marijuana abuse.

It sounds as if your daughter has few life skills. Give her a reasonable deadline to get her act together (say, two months), after which her choices would be to show vast improvement and continue to live at home -- or live elsewhere. If she needs motivation, goals and direction, the military might be a game changer for her. Hand her a brochure from the nearest recruitment center and start the clock ticking.

DEAR AMY: A little over a year ago, I applied to graduate school and was accepted. Unfortunately, I panicked and declined admission. The adviser said that if I ever changed my mind, I should contact him. I'm ready now and I want to do it, but I'm nervous and unsure about how to get back in touch with him. What can I say/write that will convince them that I am ready this time around?

-- Mary DEAR MARY: Write an email to the adviser, reminding him of who you are. Don't use the word "panic." Say, "Last year I was thrilled to be offered admission to your graduate program.

Unfortunately I wasn't able to join the program at that time, but you generously left the door open to a deferment. Over the past year I have (provide positive examples of what you've been doing), and am now ready, excited, and hopeful to open the door again. I hope you will consider me as a candidate for admission now and would appreciate some direction on the steps I need to take to officially reactivate my application." Be as plucky and brave as you can be -- and good luck.

THE GREEN SHEET ‘TRUE DETECTIVE’ TRULY WEIRD AND KIND OF GREAT: “My boyfriend?

Listen, I was just a kid, and he didn’t pull anybody’s teeth out!” That line, uttered with a straight face by Kelly Reilly to Vince Vaughn, is one of the reasons that the second season of HBO’s “True Detective” is so much fun.

Although many fans of the acclaimed first season, which starred Woody Harrelson and Matthew McConaughey, beg to disagree.

I didn’t feel totally committed to the first. “TD” changes cast and story each season.

Maybe I was just Matthew McConaughey-ed out. But I am paying attention to this eightepisode saga, primarily because it stars one of my favorite actors, Colin Farrell.

This current story is convoluted. I’ve actually lost track of the original crime, what with all the subplots and weird touches, and incredibly bizarre dialogue. Most of the heavy lifting of the best lines are performed by none other than Vince Vaughn, whose character speaks in terse, tense sentences that come out like aphorisms on acid. He’s supposed to be a tough guy that everybody is afraid of.

And despite the fact that Vince looks fitter than he has in a long time, he’s not terribly menacing. This aspect has come in for a lot of eyerolling, but I am convinced it’s deliberate - to unsettle and disturb and annoy the audience.

Vince’s wife, played by the above-mentioned Miss Reilly, has equally loony lines and performs as if she has been given a small whiff of chloroform before each take.

Colin Farrell, a troubled detective, is simply great. He’s become the kind of actor who needs nothing more than a lifted eyebrow or a throwaway word to make his point.

Taylor Kitsch, also a troubled and sexually confused cop, is excellent, making up for lost time and money on feature films such as “John Carter.” Although I did not find that as bad as critics insisted it was.

tortured soul with a badge and a gun. McAdams, playing against type, allows herself to look more than a little rough around the edges, and plays it convincingly tough. She makes beef jerky look like an easy meal. However, when she and Colin share scenes together, I admit I am distracted by the bad hair on both of them - greasy, badly cut, a mess. But perhaps this lack of attention to coiffure is intended to convey inner turmoil, even though little of the turmoil is inner. It spills right out all over the seedy sidewalks of L.A. The mood is always midnight, even at high noon.

I don’t mind the slow, complicated unfolding of the case, especially as the original crime seems like something we shouldn’t even care about too much.

A recent episode ended with a bloody, almost hilariously lethal 10-minute shootout totally unreal, completely riveting. That’s how I would describe “True Detective 2” totally unreal, completely riveting. I’m staying tuned.

I WANTED TO SHARE my story with you guys about an experience I had back in 2003 after my cousin, Scott passed away. I haven't seen any shapes or figures in the shadows because this spirit is one of the good ones! My cousin and I were very close, much like brothers are. So I feel we had that special bond created that was still there after his passing in 2003. He passed away from injuries sustained in a Tough Man Boxing Contest in Saginaw, Michigan (remember this name). After his match he was taken to a hospital in Saginaw, Michigan where he layed in a coma for nearly a month. Meanwhile, I was at home in NC waiting to hear any news from his family.

At this time I had just sustained a massive knee injury and couldn't travel up to see him in Michigan. All this time I kept having these crazy sick feelings at night all over me like he was there with me telling me things are going to be ok, it's almost time to go! Then I would wake up in a cold sweat every time. But these visions were so vivid it seemed like he was whispering in my ear. I think he was trying to tell me it was his time to pass on and to make that connection with me for further contact. And in January he passed away from a blood clot that moved from his abdomen up into his heart.

After his passing was when the really weird stuff started happening at my house. Before Scott had went and fought his Tough Man fight at Saginaw, Michigan I had hardly ever even mentioned that city's name but maybe one time in my entire 37 years of living.

But now all of a sudden it started showing up everywhere I turned around. The first place it had showed up was in a subscription of my Sports Illustrated that I had sitting on my table. I was watching TV one day and gently reached up to grab the magazine and a cool breeze came across me and blew open the magazine to a page and as I got to reading the story, it was about a superstar athlete from Saginaw, Michigan. I was like OK...that is very weird. I just played it off to being a coincidence. So as the weeks went on and I just had started thinking about him more and more and this is when the TV would start to turn on and off all by itself. Just out of the blue it would turn on late at night and cut off before I would get up to check on it. And trust me I checked everything about it to make sure something was not turning it on. The more I got to thinking about this over time I realized it was him trying to get my attention. This would happen at night like about 12-2am, this is when he would call me sometimes from Texas where he lived at the time before his death. This went on for a couple of months until I got back into my normal routine again. Then it subsided for a while and would happen from time to time again.

Other instances where the city name would come up is when memories of Scott would just pop up into my head and in a matter of minutes something around me would be related to or directly mention Saginaw, Michigan and I would get cold tingly feelings like something moved around or through me, but it was always in a good way or good feeling. Another example of this was one early morning I was up drinking some coffee and got to thinking about him and in a commercial somehow Saginaw, Michigan was mentioned in the commercial. And it just made me smile! At no time was any of these actions ever scary to me, because I knew what was going on and could feel Scott's presence or spirit near me. He was there telling me it was ok and he was ok! Move on and keep the memories we had! And still today I have these experiences with Saginaw, Michigan and every time I hear it or see it this feeling of cool air runs literally through me and around my bones and makes my hair stand up on end because I know it's him! ©theshadowlands.net
