Report to the People ARGE HIKES IN THE PRICE TO PARK at the Pittsburgh Parking Authority’s garages and lots went into effect August 1. The higher rates will boost the City’s parking tax revenue from Authority garages by an estimated $2 million per year. The parking tax is set at 37.5 percent and that percentage is written into a state law that deals with municipal pension reform. Because the City can’t legally increase the tax rate, the Act 47 team recommended that the City ask the Authority to raise parking prices at its facilities. Additional parking rate hikes are planned for 2015 and for 2017 as well unless the Authority decides to delay implementation. While private garages and lots are allowed to set their rates independently of the Parking Authority rates, they are no doubt heavily influenced by the prices charged by the Authority. And if they do, by what amount. If they raise their prices, it will automatically produce more parking tax revenue for the City since they also must pay the 37.5 percent tax. So what does all this mean for parking customers and for the City? Rate hike percentages vary across the Authority’s garages and some are quite hefty. For a customer parking a car for an eight hour day, the increases in rates range from 23 to 33 percent with the largest hikes at the Oliver, Second Ave, Mellon Square, and Smithfield/Liberty garages. Only the Grant Street structure will see no change in its 4 to 24 hour parking rate. For example, at the Smithfield/Liberty garage rates will rise from $13.75 to $18 for a customer parking for a typical work day. Based on the effective parking tax rate (27.3%) the amount of tax remitted for each vehicle daily to the City from that garage will rise from $3.75 to $4.91. Similarly, at the Oliver Garage, based on rates rising from $12.75 to $17, the City’s take from the parking tax will increase from $3.48 to $4.64. Using recent Parking Authority and City data we have estimated the impact on City revenue resulting from the Parking Authority price increases. The estimate of revenue change resulting from parking price hikes assumes that demand for parking is very inelastic and that the number of cars being parked will not drop appreciably as a consequence of the higher parking costs and revenues will rise in proportion to the increase in price. To the extent that the large jump in parking rates diminishes parking facility use, our estimate will be too high. However, given past experience and the supply - demand imbalance in Pittsburgh parking, our assumption of inelastic demand seems reasonable. Currently, the City is receiving parking tax revenue from Authority garages at an annual rate of around $8.2 million. This is based on recent Parking Authority revenue of about $30 million per year. With the parking rate increase and no falloff in the number of cars being parked, the annual rate for revenue will climb to an annual rate of $10.24 million in 2015. The hikes will also boost City parking revenues garnered from the Authority by $0.9 million over the last five months of 2014. Keep in mind that the Authority will net over $5 million for its own use over the following the boost in parking costs. As mentioned above, it is not known how private facility owners will react to the higher prices being charged by the Authority. But we can construct reasonable scenarios. One has the average private price rising by 10 percent, another by 15 percent. If either occurs it would produce a substantially higher level of parking tax revenue for the City as well as more revenue for the owners. Bear in mind that private parking facilities remit well over $40 million of the $50 million or so in parking tax revenues the City collects. Thus, a ten percent boost in the average private parking price would generate an additional $4 million annually for Pittsburgh’s treasury while lifting the owners’ revenue by $10 million. On the other hand, a 15 percent rise in private parking rates will generate an additional $6 million annually for the City’s coffers and about $16 million more for owners. Note that in either of the private price increase scenarios, the tax revenue from private garages would swamp the amount of additional tax revenue coming from the Authority.

OK, WHO ORDERED THE PEPPERONI? … A young man, in custody for shoplifting and public intoxication in Kentucky, used his cellphone to have five pizzas delivered to the police station under the name of the officer who had arrested him. Additional charges resulted.

YOU’D JUST BE HAPPIER SOMEWHERE ELSE ... A soldier and his wife returned to their home in New Port Richey, Fla., after a two-year deployment to find that two ex-convicts had broken in, changed the locks and refused to leave. Officials said that the squatters had established residency, and could not be forced out. However, upon hearing about this, a group of military veteran bikers announced that they were going to pay a visit to the home to make the interlopers “uncomfortable.” The squatters immediately packed up and left.

BEST BURGLAR EVER … Someone had broken into a woman’s home in Athens, Georgia, stole a set of headphones and then cleaned the house. The burglar mopped the kitchen floor, cleaned the cat’s litter box, bagged the trash and placed it outside. The place was so clean that police found no fingerprints.

THE GREEN SHEET OK, OFFICER, I KNOW HOW THIS MUST LOOK … A man flagged down two police officers in Linden, N.J., at 1 a.m., told them that he had locked himself out of a car, which he said he had borrowed from his aunt, and asked them if they could help. The officers, who tend to be suspicious during early morning encounters, did a quick check, and found out that the car had been stolen.

A shoplifter apparently didn’t know it was Shop with a Cop Night at the local Walmart in Gretna, Nebraska, an event in which deputy sheriffs take underprivileged folks to shop for Christmas presents. So there were 24 deputies on the premises when the guy tried to make off with a DVD player. He didn’t get far.

It is a truism that wars are started by old men who send young men (and now women) to die. What was then called The Great War turned out to be "great," but only in its carnage. The figures, though still in dispute, are staggering even to this day. According to figures compiled by the U.S. Justice Department, there were more than 37 million casualties, including dead, wounded and missing. Russia and Germany lost the most (1.7 million and 1.73 million respectively), followed by Austria-Hungary (1.2 million), France (1.35 million) and Britain (908,371). The U.S., because of its late entry into the conflict, suffered 116,516 dead, 204,002 wounded. Contributing to the slaughter was Germany's use of modern weaponry, including machine guns. Other European nations employed weapons and tactics used in previous wars. Inept

STARTING THIS WEEK: DIVERGENT: Veronica Roth’s novel of a world divided by people’s personal traits translates well to film, particularly sparked by Shailene Woodley’s fine performance as young heroine Tris. She learns she encompasses several of the dividing qualities, thus making her a Divergent ... and a danger to her society’s rulers, or so they perceive it. Along with a mentor - Theo James, she goes on the run. Kate Winslet, Ray Stevenson and Ansel Elgort also appear. NEED FOR SPEED: It’s not quite “Breaking Bad,” for which he won a number of awards, but Aaron Paul literally is in the driver’s seat for this action-adventure tale. He plays a wrongly incarcerated ex-convict who gets a chance to even the score when an illegal coast-to-coast car race pits him against the driver who framed him - Dominic Cooper. The true stars here are the stunt drivers, who did earn their paychecks. OCULUS: In this supernatural tale, a woman played by Karen Gillan, tackles a big challenge in trying to prove that during childhood, her brother - Brenton Thwaites didn’t kill their parents. She’s convinced that a force contained within an antique mirror was the culprit, and she sets herself up as the next potential victim when she acquires it. Katee Sackhoff, Rory Cochrane and James Lafferty also are featured.

COMMUNITY: THE COMPLETE FIFTH SEASON: Series creator Dan Harmon returned for what turned out to be the final round of the NBC sitcom. Chevy Chase is absent from the cast here, but the other regulars have a lot to do particularly Joel McHale as Jeff, who is now a teacher at the community college. A professor, played by Jonathan Banks, mentors him as Troy - Donald Glover - decides to leave the school. PING PONG SUMMER: Tales of growing up in the 1980s have gotten a boost lately, and this comedy is another one. On a yearly summer trek with his family to Ocean City, Md., a youngster - Marcello Conte - has a variety of misadventures that will color his life going forward including his first crush, a run-in with bullies and an unexpected friendship. SOFIA THE FIRST: THE FEAST: ENCHANTED Youngsters can get lessons from this compilation of episodes from the animated Disney Junior series. In the main story, the scheming Miss Nettle - voice of Megan Mullally - assumes a different identity to try to relieve Sofia - the voice of Ariel Winter, of her special amulet. If My Kids Ever Appeared on Shark Tank Y KIDS' CURRENT FAVORITE SHOW is "Shark Tank," where budding entrepreneurs pitch ideas to a team of corporate tycoons who double as potential investors. While listening to concepts for, among other things, collapsible kayaks and colored fur spray for dogs, my daughters vigorously interrogate the television. "What are your yearly sales?" they ask, before Dallas Mavericks owner Mark Cubanmakes the same inquiry. Often they throw their hands up in disgust, exclaiming, "I'm out," together with venture capitalist Kevin O'Leary. "Think you could be on this show?" I asked one evening. "What, as a shark?" my 12-year-old asked. "I'm not rich enough. Not with my allowance." "Very funny," I replied. "Could you get the sharks to back you on an idea?" "Sure," my 17-year-old said. "You just have to be creative and convince them that there's something in it for them." "Why don't you try it?" "What? Like, go on the show?" "No. Find something you're really passionate about. Pitch the idea to Mom and me. If we like it, maybe we'll make an initial investment. Then you can go on the show. " "You're on!" she said. Q. THERE ARE many people I admire in my career, but I think they were all born with a lot more courage than I was. I know they had to risk failing or looking foolish or being disappointed. Do you think that some people just start out with more self-confidence? How can I compete with people who are simply born braver than I was? A. You can compete with people who were born braver than you were by recognizing that no one is born with all that amazing self-confidence. Courage is a habit and not an inborn trait. Starting with a college application, an internship or a job interview, we must all muster the ability to be rejected or fail if we want to succeed. People who appear to have more courage have just accepted that achievement demands risks.

Obviously, there are some foolish, not hardy, souls who would jump off any cliff without a parachute just to prove they are brave. Taking risks without preparation is simply stupid not courageous. Wiser souls figure out what they need to pack to go on a journey that they dream to achieve. They realize that in order to end up anywhere worth being, they will feel really uncomfortable repeatedly. And then they begin their adventure. People who end up feeling bitter at the end of their careers think others were luckier, but that is inaccurate. The world ends up seeing the one real success that a person achieves. What the world tends not to pay attention to are the hundred mistakes, disappointments and setbacks that preceded that one visible success.

Grandparents Favor Male Child Over Baby Girl By Amy Dickinson

DEAR AMY: My new daughter is almost 4 months old, and I feel as though my in-laws don't love her as much as they do her male cousin, who is 2. They take the boy for sleepovers and are always buying him toys but don't do these things for my daughter. When everyone is together, not nearly as much attention is focused on my baby, compared with her little cousin. They are Middle Eastern, so I know it's common for them to place higher value on boys as opposed to girls, but I always thought that this wouldn't be the case in my situation. This breaks my heart. Our baby is young now, but once she is older, then she will definitely be aware of the favoritism, which I won't be able to tolerate. Am I overreacting? My husband says it's because she is so young right now and that they will be showing her the same love once she's older. -- Upset Mom DEAR MOM: You are overreacting, but it is understandable. Your in-laws have had two years to get to know their grandson, and if he is their first grandchild, they may have a powerful attachment to him. You should assume that as your daughter grows, she will coo, smile and toddle her way into their hearts too. What you must not do is to continue to project your hurt feelings onto your young daughter. If this favoritism continues, your insecurity and anger about it will only highlight the imbalance for your child. Good grandparents, like good parents, learn that they have ample room in their hearts for all of the children in their lives. They may not love each child in the exact same way, but they love them individually and abundantly. Give your in-laws opportunities to hold and enjoy her. See if they want to have her with them for two or three hours one afternoon while you run an errand or two. This will give them a chance to get to know her gradually. DEAR AMY: My one true love and I met 12 years ago. I was divorced and at the time he was separated from his wife. We hit it off like fireworks. I didn't know that he was also seeing someone else at the time. After my four months of bliss with him, his ex-wife decided she wanted to make another go of it for their kids' sake. I told him I didn't want to stand in his way. It didn't last long and the marriage broke up again. He then told me a few weeks later that he was back with the girl he was with before he dated me. They got married. They have two small kids (ages 7 and 3). Recently he's been texting me and emailing, saying he misses and loves me. He has told me his wife only loves his bank account. My husband, one of the most courteous people I've ever met, had an ingenious solution. When someone next to him in a quiet corner of a bookstore (no less!) began talking loudly on a cellphone, he simply started reading aloud at the same volume from the medical text he was perusing. Oh, and one of the great gifts from making ‘Forrest Gump’ was it turned Gary Sinise into a star. He advanced from his acting as an amputee to doing great real work for wounded veterans. HERE’S NEWS ON two of my favorite women. Chita Rivera, whose honors and accomplishments would fill this column, is returning to NYC’s Birdland this fall. “Chita’s Back!” will run for seven shows only. She’ll do everything you expect and want. And then she’ll surprise the heck out of you! Channel-surfing the other day, I landed on The Cooking Channel and who do I see fussing over a stove, making delicious Italian food? The adorable actress Debi Mazar. The show, which also features her husband, Gabriele Corcos, and their two daughters, is titled “Extra Virgin.” Seems like a nod to her recipes and the old Madonna days! The show’s been around a couple of years, I found out, but it’s new to me. Debi and Gabriele are terrific in the kitchen together, and this year put out a new cookbook, “Recipes & Love from Our Tuscan Kitchen.” Debi never loses her appeal. I love her recipes, but I’d love to see her acting just a bit more. She does a lot of indie films and will also be seen in next year’s movie version of the show “Entourage,” reprising her role from the TV series. WE SEE ALL kinds of honors being bestowed in art, music, food and the honorees are often people most of us never heard of. So it’s a real pleasure to write about someone who is both generous and glamorous being honored on September 3rd at the Lincoln Center. I do mean the wonderful Carolina Herrera, who gets a high-toned lunch and it benefits The Museum at FIT. Last year, 600 fashionistas attended this event which honored Michael Kors.
