S OF AUGUST 30, the USAirways’ (now American) flight operations center, subsidized by taxpayers, will close. Around 650 jobs will either move to Fort Worth or disappear altogether - the result of the airline’s merger with American Airlines. Such is the nature of business. Government placing expensive bets on the success or retention of specific businesses is

problematic on several levels. The first and foremost is that taxpayers should not be bankrolling private investment and second is that there are issues of favorable treatment for some companies and third there is the moral hazard issue. Yet politicians seem to be unable to stop doing it. So many examples of recent memory come to mind; Solyndra and other solar energy companies, Kvaerner Shipyards in Philadelphia, and locally Sony, Lazarus, Lord and Taylor’s to mention a few prominent ones. Recall that USAirways in 2007 asked three cities to put together a financial package to bid on getting a new flight operations center. USAirways had just merged with America West Airlines, who had such a center in Phoenix but deemed it too small (150 people) to accommodate the new combined airline’s needs. Pittsburgh, which at the time had the USAirways’ flight operations center, was asked to compete against Phoenix and Charlotte to host the new center. Naturally the news reports of Pittsburgh’s victory were glowing. The center was to cost $25 million and employ 600 people - with 450 coming from USAirways’ current center with 150 new jobs although as reported in the news “the 150 employees in Phoenix will have the option of moving to Pittsburgh once the consolidation is complete.” The financial aid package put together by the state and County totaled more than $16 million which consisted of $3 million in grants, $12.5 million in loans and $750,000 in state tax credits tied to the number of jobs created by the project. We asked at the time “will government officials ever learn that lavishing tax dollars on firms is not an antidote for market trends?…” We noted the inexplicable loyalty to USAirways from elected officials. “Still the most galling case is the region’s support for USAirways over the years. Allegheny County

In 2007, the time of the bidding process, O&D traffic came in at just over 9.8 million but was slipping and recently has settled in at about eight million origination and destination passengers. We also noted in 2007 regarding the airline’s financial difficulties: “Almost continuous financial problems arising out of extraordinarily high costs as the airline finally led to bankruptcy in 2002 and again in 2004. Those bankruptcies eventually resulted in a merger and a dramatic drop in the airline’s presence at Pittsburgh International Airport with flights falling precipitously from well over 500 per day to just over 100 currently. USAirways’ employment in the region fell in concert with the decline in flights from 12,000 in 2001 to below 3,000.” Another red flag was raised not long after the announcement Pittsburgh had won the rights and the expense to host the new center. Flights were again cut from 108 daily to 68 beginning in January 2008. These flight reductions came with 450 local jobs being lost and the relocation of 500 pilots and flight

attendants. Employment at USAirways in Pittsburgh fell to 1,800. As we commented, “so the more than $16 million in subsidies used to guarantee 450 flight operations jobs, for which ground was also broken in September, will not offset the loss of 450 jobs and the relocation of 500 others.” The CEO of USAirways at the time commented that the cuts may continue while the then Allegheny County Chief Executive responded, “the flying public makes that decision. I wouldn’t hold my breath until they figure out how to be competitive in Pittsburgh.” And of course he was correct. Upon the announcement of the merger with American Airlines in March 2013, the CEO told the media that the flight operations center would close “a couple years from now.” News reports place the final cost of the 72,000 square foot flight operations center at $32 million and employed 650 people. It opened in 2008 and lasted seven years. It is not clear if USAirways repaid the $12.5 million in loans used to build the center, but state and county money ($3.75 million) and the gamble using taxpayer money did not reap the rewards for which elected officials had hoped. As we concluded in that Brief from 2007: “The ongoing USAirways saga should be an object lesson for government officials. Stop using taxpayer money to support private firms in decisions that are not financially viable absent the subsidies. It is far better to keep taxes low and create a favorable labor climate. But of course if those were present, all this doling out of subsidies would not be necessary to persuade companies to invest in the region and state.” And we might add in this case that given the awful experience with USAirways in the first few years of the new century, the decision to reward them again for a chance at some jobs that were likely to be gone in a few years anyway - not to mention the other significant cuts that were already scheduled was ill advised at the time and the repercussions are now in full view. Then, he went in and drank a bottle of Tabasco sauce, later telling arresting officers he did it because he was thirsty. Alcohol was said to be a factor. COME ON DOWN; WE NEVER CLOSE ... A man who is wanted by police in Australia, complained on his Facebook page that he didn’t like his mugshot, and asked that it be changed. The police responded to his request as follows: “Please visit your nearest police station, and we’ll arrange for a new photo to be taken.” YEAH, IS BOB HERE? ... While Illinois State Police were conducting a raid on the home of a drug dealer, 10 people showed up looking to buy some heroin.

WHADDAYA GONNA DO? … A man was arrested for arson in Florida, after police saw him cleaning his motorcycle in his driveway, and appeared indifferent to the fact that his house was on fire.

A man, who was armed with a knife, snuck up to the side of a parked car in Florida, late at night, intending to steal it from the two men who were seated inside. He flung open the door and demanded that they get out. The two men, who were undercover detectives as it turns out, whipped out their pistols. The guy dropped the knife and ran, but he didn’t get far.

THIS CALLS FOR DRASTIC MEASURES ... A man was pulled over while driving a stolen Mercedes in Florida. He was in possession of a fake ID, three fraudulent credit cards and a concealed firearm. Since there were two warrants out for his arrest and he is in this country illegally, he did not want authorities to know his identity. So, while he was in the back of the police car, he tried to chew off his fingerprints.

OH, SO SORRY; TWO CHEESEBURGERS AND A COKE, PLEASE ... A heavily intoxicated man pulled into line at the drive-through of a McDonald’s in Florida, at 2:40 in the morning, and passed out at the wheel just before it was his turn at the window. Employees tried to wake him by banging on his window, but it didn’t work. They finally called the cops after he had sat motionless for 5 to 10 minutes.

ONALD TRUMP AND BERNIE SANDERS represent two sides of the same

engaged president. We can't seem to win wars, or know why we are fighting them. People are afraid of losing their jobs or unable to find one. While the treasury takes in record amounts of money from working people, it outspends its income. Sanders and Hillary Clinton want to spend (and borrow) even more. Why the anger? Is it justified and more importantly, is anger a winning strategy? Our anger should be directed less at politicians (although many are deservedly targets) and more at ourselves for expecting more from government than it can deliver. When the Founders pursued liberty, their intention was not only liberation from an oppressive English monarchy, but liberty for themselves and their posterity. With liberty comes responsibility. John Adams warned: "Posterity! You will never know how much it cost the present generation, to preserve your freedom! I hope you will make a good use of it." We have not made good use of it, but we are blaming the wrong people. The politicians care mostly about their careers. They will increasingly provide "benefits" in exchange for votes. Republicans, who promised to end the gravy train, or at a minimum slow it down, have done little to reduce the spending spree. And so voters are angry at Republicans. Democrats have not reduced poverty or elevated the middle class, despite record amounts of spending on "anti-poverty" programs and empty promises to support those who languish between wealth and poverty. And so Bernie Sanders and his growing number of followers are angry at them. Where is the politician who will say "enough"? Where is the politician who will tell voters, "We can't do more for you than you can do for yourself"? Character doesn't come from Washington; it comes from within each individual. That is a message that might still resonate in a country where the Puritan ethic runs deep in its DNA. In sports, boundaries determine the limits of a playing field and rules define how the game is played. The Constitution was written to put boundaries on government and provide the maximum amount of liberty under the law to its citizens. Thomas Jefferson made that point in 1801 when he said, "...a wise and frugal government, which shall restrain men from injuring one another, shall leave them otherwise free to regulate their own pursuits of industry and improvement, and shall not take from the mouth of labor the bread it has earned -- this is the sum of good government." Government has become dysfunctional because it has exceeded its constitutional boundaries. That's why liberals and conservatives are discontented, though for different reasons. The left wants more of what's not working, and the right wants less, but because

PUBLIC FUNDS THE GREEN SHEET 404 NORTH AVENUE, MILLVALE PA, 15209 DEAR EDITOR: In an audit of 2013 Community Development Block Grants administered by HUD, Congressman Patrick McHenry revealed that a lack of proper oversight left the agency open to waste, fraud, and abuse. The audit found $770 million in questionable costs, and that money intended primarily for housing was used for parks, pools and other community projects. While every politician talks about cutting waste, here is a prime example where the abuse of public funds is recognized, but neither political party has the moral courage to stop funding this program. They are not helping the poor; they are only defrauding the taxpayers. Even the City of Pittsburgh is under a multi-million dollar lawsuit for alleged abuse of Community Development Block Grants. If the City loses this suit, the taxpayers will be on the hook for triple damages and legal fees. (Already the Pittsburgh taxpayers have shelled out hundreds of thousands of dollars in legal fees.) A new community group in Pittsburgh called "Supporters of Arsenal Park" questions whether former City Councilman Patrick Dowd had the legal right to use residual funds from four HUD projects to fund a $70,000.00 study for Arsenal Park via the Pittsburgh Parks Conservancy and subsidiary groups. Recognizing that Arsenal Park had been sadly neglected by the City of Pittsburgh, several hundred people signed a petition in 2012 asking for routine maintenance, increased security measures, repair of the facility, and restoration of the historic walls and stone gunpowder magazine. They never asked for a $70,000 study nor did they ask for a major overhaul of the park. When it was revealed that the $70,000 study proposed destruction of portions of the historic walls to make the park more open, 1800 people signed a petition calling for historic preservation of the structures. Nevertheless, it appears that the proponents of the Arsenal Park Plan intend on proceeding with destruction of our heritage. Sadly, the advocates of the plan will do whatever they want, and they will do it with our tax dollars. In fact, an 1899 survey found only 10 delis there, "and that was the most crowded place on the face of the earth. Hundreds of thousands of Jews there, and it wasn't a big part of their lives." Poverty was. It wasn't until the Jews became a little less poor -- and sandwiches became a much bigger part of city life -- that the deli took hold. This new convenience was not without controversy. "There were real concerns, particularly among the more conservative social commentators, that the deli was destroying civilization," says Merwin. After all, women had just gotten the right to vote. They were taking college classes, dancing in jazz clubs. And now, thanks to the deli, "they could come home five minutes before their husband and run to the corner deli and have a whole meal waiting without having to cook anything at all." Horrors. By the 1930s, there were 1,550 kosher delis throughout New York City. "Sunday night in the kosher deli became the secular equivalent of Friday evening in the synagogue," says Merwin. At the same time, glamorous midtown Manhattan delis were opening that flagrantly

It's hard to say the exact number of delis left in New York, in part because of the fluidity of the term. Is a deli a place with salami omelets and rude waiters? Or is it where you can buy a plantain at midnight? Today's tourists digging in to massive meat sandwiches in midtown will say they're there for the "New York food." The Jewish link is lost. Adult Daughter Judges Parents’ Enabling Behavior By Amy Dickinson

DEAR AMY: I'm a happily married woman in my late 30s with a home, career and beautiful young daughter. My much-younger sister is 20 and still lives with our parents. She has made questionable choices, and at one point her boyfriend lived with my parents even though he was selling drugs. This led to a home invasion where my father was held at gunpoint. The boyfriend no longer lives there, but I often question my parents and their enabling of my sister and her choices. I don't agree with their decisions, yet I'm considered "judgmental." My parents had the audacity to say I'd understand their decisions when I'm "older." I'm not sure I want my daughter around this environment and so I limit my contact with them. Am I the bad guy here? -- Judgmental Daughter DEAR DAUGHTER: There is the quality of having good judgment, which is different from being judgmental. You seem to possess both characteristics. Given how you describe your parents' behavior and their situation regarding your sister, your good judgment is laudable; your being judgmental is perhaps inevitable. People who "enable" tend to see their behavior as an expression of devotion. But enabling is its own form of dysfunction because the enabler is avoiding the discomfort that results from saying "no." It is not a function of being "older" but of being afraid and insecure. Your relationship with your parents will improve if you continue to exercise your own good judgment, while accepting their considerable flaws without passing harsh judgment. This is the life they are choosing to lead, and if they ask you for help, offer it compassionately. DEAR AMY: My mother-in-law, 84, needs physical therapy. She lives alone. Her two daughters (both retired) live in town and check on her daily, alternating their visits. There are several adult grandchildren in town. We live in another state. Both my husband and I work full time. This morning my husband received an email from his sisters, stating it is very tiring for them and they request he come home for a week to take her to her physical therapy and keep her company, "Or else I will do something desperate." These two daughters have each, this summer, had extensive vacations. My husband and I have had little vacation time due to the trips he has made to his mother's in the past two years. We have no plans for a vacation ourselves because of that. I think in their retirement, his sisters have forgotten what it is like to be working. I don't know how to deal with this, or is it my place? -- Working Wife DEAR WORKING: It is not appropriate for you to put your husband's sisters in their place. My own take is that you and your husband may lack some insight and perspective on how depleting long-term elder caretaking can be. If his sisters are older than he, they might be experiencing some of their own health problems, or simply be exhausted from the daily toll of taking care of his mother. He should offer to help any way he can; if he can't take a family leave from work to check in on his mother, perhaps he can pay for a local caregiver to take some of the burden off of his sisters. At 4 years old, I guess you could say I was self-centered and had no qualms about waking my grandmother up in the middle of the night to ask her to make some toast for me.
