HE WORST RANKED PENNSYLVANIA SCHOOL DISTRICT that offers K-12 education is back in the news. Wilkinsburg School District made it known a few months ago that they are struggling to provide a quality education and would like to enter into a partnership arrangement and get help from other districts. Middle and high school enroll-

ment has plunged as charter schools are taking students from the district schools. Population loss might be responsible for some of the decline as well. School district officials constantly complain about inadequate resources despite the fact that in school year 2013-14 Wilkinsburg schools had revenue of just under $24,000 per ADM (average daily membership, an estimate of student count). They note the student count district-wide is a very low 1,260 - making it one of the smallest districts in the state. Notwithstanding the fact that the Pennsylvania Department of Education reports that 93.5 percent of classes in the high school are taught by highly qualified teachers with an average 13 years of education experience, only 8.5 percent of 11th graders are proficient in math and 13.3 percent proficient in reading. The scores are only slightly better for middle school students. With scores like these, is it any wonder that parents who can get their child into a charter school are doing so? The problem is not that charter schools are taking away resources; the problem is the academic performance of the Wilkinsburg public schools is simply atrocious and drives away students who want to learn. Consider the Windber School District in Somerset County. It has 1,200 students of whom 36 percent are economically disadvantaged. Windber had revenue of $12,620 per ADM in 2013-14, about half of the Wilkinsburg revenue total. And yet despite the well below state average per pupil funding and having 36 percent of its students classified as economically disadvantaged, Windber ranks among the top 20 percent of school districts in Pennsylvania based on academic achievement. Perhaps a big difference with Wilkinsburg is that high school students in Windber miss an average of fewer than ten days per school year while in Wilkinsburg high schoolers miss an average of 32 days per year. Poor attendance is indicative of low interest in learning. And high absenteeism students are likely to be a negative influence in the classroom, making it harder for serious minded students to learn. The problem is not money; the problems are far deeper and cannot be solved by throwing more money at them. Failure to address adequately these problems long ago has allowed them

Indeed, the Wilkinsburg School District is an ideal candidate to be taken over by the Department of Education and forced to enter into contracts with private, for profit or non-profit, education providers that would be supervised by the state. These organizations could hire or not, as they see fit, from the pool of existing teachers. A separate school for perpetual malcontents who refuse to attend classes or to learn would be established. Something Wilkinsburg should have done long ago on its own. For Pittsburgh schools to take on more ill- prepared students when it has far too many of its

own already will not be of lasting benefit to either district. Would Pittsburgh have to take Wilkinsburg teachers along with their students? What will the teachers’ union in Wilkinsburg have to say about the contemplated move of students to Pittsburgh? This idea needs a lot of study and some hard headed realism applied. How Helicoptered Kids Grow Up to Become Hypersensitive College Students

HERE'S AN IDEA TAKING ROOT on college campuses that students cannot be exposed to any ideas, words or phrases that discomfort them in any way, even if that wasn't anyone's intent. That's why schools are embracing "trigger warnings" -- warnings placed at the top of readings that mention a topic that

might "trigger" a flashback to some awful episode in a student's life. One law student at Harvard went so far as to request that the school not teach rape law because hearing about that crime might re-traumatize anyone who lived through it. The cover story in this month's Atlantic, "The Coddling of the American Mind," discusses triggers and also "microaggressions" -- remarks made, even innocently, that are received as blows by the person being addressed. For instance, asking "Where were you born?" of an Asian or Hispanic student could come across as a hint that the speaker does not consider the other student totally American. That's the "aggression."

For goodness' sake, I got a press release last week from the Environmental Working Group asking restaurants to pledge to give kids only "asbestos-free" crayons -- as if a tiny amount of exposure to a tiny amount of asbestos in a crayon while waiting for the chicken nuggets would scar their lungs for a lifetime. Our society sees every "micro" as "macro." In our loving but misdirected desire to keep our kids super-safe, we have succeeded in making them super-sensitive instead. I THOUGHT I'D JUST SHARE with you a short, but strange happening as reported to me from my daughter, who called in last night on her way home from a weekend stay with her in-laws. My daughter's in-laws have just recently taken on a job as caretakers at the golf club in the small town of Manjimup, Western Australia. They are very family orientated and as they have moved a few hours drive away from their children, they encourage them to come and stay for a night or two. Both my daughter, her husband and kids and on separate occasions, my youngest son, who is dating my son in law's cousin, have stayed there previously without incident, but last Saturday 29th of July, was different. Here is the story as related to me: Earlier in the evening my daughter and husband had put the children to bed (two sons 3 and 5 and a daughter 10 months). Some time after they had tucked them in, but not yet gone to bed themselves, their eldest son, Steven, came in, frightened and telling his mum of a scary shadow in his room. My daughter calmly reassured him about how sleeping in new places can make you a bit nervous, but there was nothing to worry about and tucked him safely back into bed. She thought nothing more of it. Later however, she and hubby had retired for the night and had gone to sleep, when my daughter awoke to hearing creaking floor boards as if someone was walking around the room. She assumed it was her sons and called out their names, asking why they were up and beaconing them to come to her, reassuringly in case they were feeling spooked again, but although the creaks continued and it definitely sounded like someone was there, no one answered her. By this time she was sitting up in bed and her husband had been roused by her calling out to the children. As he was enquiring sleepily about what was going on she saw a shadowy figure, about the size of her oldest son, beside her bed. In the darkness she thought it was Steven and reached out her hand to him, but her hand just went through the shadow and she realized no one was there! At this point, she got up and turned on the light, to find no one in the room. Her husband went to check on the children and found them all peacefully sleeping. In the morning she asked Steven about the shadow that had worried him and he described it just as my daughter had seen it. Like that of a child about the same height as himself. I did look on the net for any other similar experiences at that golf club, but have not found any, but you have to admit... it was a bit weird! ©theshadowlands.net

DEAR AMY: Back in 1999, I shared a house with a friend. She was going through a rough time, using drugs and staying up all night. She had a boyfriend who was a terrible influence, and she never defended me from him. When I moved out, what had been a solid friendship was severely damaged. She has since cleaned up her act, but she has never apologized for the way she behaved during that time. I still wish she would. She is planning a weekend 50th birthday party for herself. Another of our good friends is going to attend, and this makes me remember how much I cherished these women -- before. The unresolved past with the first friend makes me balk about attending the party. Should I ask the birthday girl to call me to discuss the past and ask her to acknowledge how bad things were between us, or should I not attend the party and go see the second friend at another time? -- Rehash? DEAR REHASH?: This gathering is an ideal opportunity for you to integrate your past with your present, and I hope you will take it. It is always a good idea to ask for what you want/need, as long as you don't attach specific expectations, which will just add extra weight to this friendship's freight. Promising to see your grandparents at this stage in their lives might seem like a drag to you, but if this makes things easier for them, then why not do it?

Parents will brag about how fast a child was learned to walk or gave up a pacifier. In truth, whether a baby learned a skill early or late makes no difference in their life success. In adulthood, this parenting priority can carry over and limit our capacity for productivity. We often don’t see others as resources to help us achieve goals, but as speed bumps in the way of our efficiency. For my dissertation, I gave individuals a test for independence. I then placed participants into three groups; high, medium and low independence. Next, I gave each group a test to measure productivity. The highly-independent people couldn’t even complete the productivity test. Those with a low independence did superbly. The medium independence folks completed the task, but not well. The truth is, greatness in and out of the workplace requires others. Your ability to get work done with and through people will be the determinant of whether your job is not only profitable but fun too.
