Report to the People AST YEAR THE SCHOOL DISTRICT MERGER between Center Area and Monaca in Beaver County was reviewed. Those districts merged to become Central Valley. Combining the districts did in fact result in some cost savings, albeit minor. Recently two neighboring Allegheny County school districts, Moon and Cornell, have openly discussed the possibility of merging. There are several factors that will pay important roles in a decision to merge or not to merge. Obviously, one of the key reasons to merge will be a potential, meaningful reduction in expenses of the combined district. Potential cost savings can be realized in several areas where duplication of functions can lead to cuts - such as administrative expenses, athletics and related personnel expenses, duplicative music and extracurricular program savings. Presumably, only one superintendent, one football coaching staff, etc. would be needed. Likewise, depending upon the size of the two merger candidates and space utilization, closing school buildings and reconfiguring school coverage areas could be a major source of savings. Furthermore, there are efficiencies to be gained from reorganizing programs and teaching assignments. A larger district should be able to offer more programs such as advanced math and science courses or more offerings in foreign language - all of which have the potential to enrich and boost the quality of the academic experience. Other relevant factors can support the notion of a merger. For instance, declining enrollments in both districts and forecasts of continuing decline could be an incentive to better utilize facilities and staff by combining. Another factor that makes a successful merger more likely is whether or not the academic performance of the students in the two districts are similar and therefore likely to be compatible in a merged district. Of course, merging two districts will present some serious challenges that must be confronted. First and foremost will be political and labor considerations. How will the two school boards approach the prospect of merging? After a merger, how will the board be comprised? That said, combining two boards may not be nearly as complicated as merging labor contracts. Problems will arise when there are differing pay scales for employees in the two districts, as well as differences in work rules, grievance procedures and benefit packages including healthcare. Then too, long-term liabilities such as debt levels and pension issues plans must also be dealt with. Center and Monaca districts worked through these issues to merge successfully. Can the Moon and Cornell school districts follow in their footsteps? The most interesting thing about these two districts is that they are very different in terms of enrollment and pattern of enrollment change. Moon, whose board directed the superintendent to pursue a merger with Cornell, has almost six times the enrollment of Cornell (3,700 vs. 650 as of the last school year, 2013-2014). In addition, Moon’s enrollment, drawn from Moon and Crescent Townships, has remained fairly steady over the last five years while Cornell’s, coming from Coraopolis Borough and Neville Township, has fallen during that time. Moon has many more buildings - one high school, two middle schools, and five elementary schools. Cornell has but one building that houses both elementary grades (K-6) in one wing and the upper grades (7-12) in the other. Based on this information would the Cornell building be closed and its students folded into the Moon system? Local news reports indicate that the Moon district is shuttering one of its elementary schools for the upcoming school year. How would a merger affect this decision? News reports indicate Cornell is willing to listen to Moon regarding a possible merger. It is noteworthy that comments from parents in the Cornell district focused on the opportunity to improve academic and athletic offerings from a merger with Moon as a result of efficiencies from reorganizing programs. They also mentioned the possibility of lower tax rates - which is naturally on property owners’ minds these days because of the huge pension funding requirements that are coming over the next several years. According to school financial data from the State Department of Education, the equalized millage rate for Cornell stood at 30.6 mills for the 2012-2013 school year (latest available) while Moon’s equalized millage came in at 24.5. Local real estate tax revenue was $6.9 million in Cornell and $38.8 million in Moon. Of course, the Moon District covers a much larger area and has a much larger aggregate market value for taxable property ($1.84 billion vs. $273.8 million). However, on a per pupil basis they collect nearly the same amount of local real estate revenues ($10,700 for Cornell and $10,400 for Moon) owing in part to the higher millage rate in Cornell. Obviously, the ability to save money will depend on how finances, especially expenditures, are handled in the merged district. For virtually all school districts, personnel costs account for the majority of expenditures. On a per pupil basis, Cornell tops Moon with $18,500 in total outlays compared to Moon’s $16,500. They are also higher per pupil in the broad categories of classroom instruction, administration, operation and maintenance of plant services, and student transportation services. Thus, it is apparent that Cornell is receiving more dollars in state or other education assistance per student than Moon - on a per pupil basis, Cornell received roughly $5,200 from the state while Moon received $3,350. A potential serious problem arises due to the differences in teacher pay levels. Average salaries are significantly higher in the Moon District than in Cornell. Note that for the most recent year with available data (20122013) average teacher salaries in Moon ran $10,000 higher than in Cornell ($61,000 vs. $51,000). The spread was even larger for administrative personnel where the average salary in Moon was more than $102,800 while in Cornell it came in just below $82,000. As mentioned above, merging the two labor contracts will be a major challenge. Consider that prior to merging Center Area’s teachers had an average salary of $57,150 while Monaca’s average was $52,350. In its first year of the merged district the average salary for Central Valley classroom teachers was $57,200. Of course the number of teachers had fallen from a combined 207 to 139 in that first year while the most recent data pegs it higher (157). Another problem that is almost certain to arise is the gap in academic performance as measured by the latest available PSSA scores from the two districts. For all grades, twenty percent more Moon students score at the advanced or proficient level than Cornell students in both math and reading. For 11th graders the scores are even further apart for the two districts. In math, Moon had 76 percent advanced or proficient, Cornell only 49. In reading, Moon had 80 percent advanced or proficient while Cornell had only 44 percent. Even more concerning, 39 percent of Cornell students scored below basic in math compared to 13 percent in Moon. Thus, the merger of the two districts is likely to encounter problems unless or until those gaps can be reduced. Nonetheless, despite the challenges faced in a possible merger between the Moon School District and the Cornell District, both have expressed a willingness to talk about merging their districts. Whether or not these two school districts proceed past talking about a merger remains to be seen.

interpersonal edge Obsession With Perfection Won’t Help Career
Q. WHEN I make mistakes at my office, I become my own worst enemy. I replay my errors, talk about them when I get home, and some nights even dream about what I did wrong. My boss is perfectly happy with my performance, but I see how I can do a better job. I’m driving myself up a wall with perfectionism and am afraid it will start to affect what I do. How can I snap out of picking myself apart? A. You can snap out of picking yourself apart by seeing that you have a sort of emotional anorexia. Instead of thinking you are fat, you believe you are completely incompetent, despite plenty of evidence that you do an excellent job. Part of this type of perfectionism is fueled by a brain this is overly anxious. When the brain is flooded with fear, people seek to control and believe that only being perfect will keep them safe.
The truth is you are never safe from problems. No matter how competent or lucky or careful you are, the world is full of unexpected adversities. The only safety is learning to trust that you can cope with what is thrown your way - not to believe you can avoid all problems. If, in addition to your perfectionism, you notice you have trouble sleeping and are irritable and high strung, consider whether seeing a psychiatrist to consider an anxiety medication might be helpful. Psychiatry is truly just not for people who are “crazy.” Psychiatrists understand the ins and outs of the human brain and how to optimize our unique wiring. There is no reason to suffer with your compulsion of perfection if it turns out that part of the reason for it is brain chemistry. The other part of your challenge is to figure out how to stop hammering your-
self intellectually and emotionally about every misstep you believe you made. The answer here is to shift your focus away from beating yourself up. Make a habit when you get home to start your evening by reviewing every right thing you did during the day. You can write things down or tell your family about what you did well. Make a bargain with yourself that you will limit your self-criticisms to five minutes after work. Make your usual list mentally or in writing and shift your intellectual focus. In tandem with changing what you focus on, consider

your deepest fear that you are inadequate. Let’s just say you are inadequate. Is your imperfection the end of the world? If you look around, you’ll see lots of imperfect people having fairly enjoyable lives despite their flaws. Sometimes we live our lives in the shadow of a fear we refuse to name and face. We think we wouldn’t survive an encounter with our deepest fears. The truth is that by facing our nightmares we have much better odds of not dreaming about them at night and not living them during our workday. This leads to a less stress free day at work and at home!

N THE WEEK BEFORE LABOR DAY, Eli, a poor country farmer won $480,000 in the local Lottery. As a treat he took his wife and their four children to see the Labor Day parade in New York. They booked into the Sheraton International at the corner of Park Circle and Central Park North. Having never been further than their local town, Benton in Arkansas, they were bowled over by glitz and excitement of the "Big Apple." Eli and his son Clem were especially mesmerised by a shiny box with silver walls. They had never before met with doors that could move apart, and then automatically come back together again. Neither had seen an elevator before. Therefore, they were amazed when a little old lady entered the shiny box and the door closed. The lights outside on the wall flashed for a minute, then the doors opened and out came a beautiful young woman. Eli turned to his son Clem and said, 'Son, go get your mother.'... and as they say in looney Tune Land, tha's all folks!

N MONDAY, RASMUSSEN RELEASED A POLL of Americans regarding the guilt or innocence of Officer Darren Wilson, the police officer who shot unarmed 18-yearold black man Michael Brown six times in Ferguson, Missouri. Those polls show that 57 percent of black adults think that Wilson should be found guilty of murder;
56 percent of whites, by contrast, are undecided on the matter. The latter position is the correct one. Witnesses, including one Dorian Johnson, claim that Brown was pulled over by Wilson, attacked by him and pulled into the car, ran, stopped when told to freeze by Wilson, held up his hands, and was then shot. Other witnesses -more than a dozen of them, according to local media -- say that Brown attacked Wilson, went for Wilson's gun, fled before being told to stop, then charged Wilson before being

Here's what we do know: Despite original media reports labeling Brown a "gentle giant," Brown and shooting witness Dorian Johnson did participate in a strong-arm robbery of a local convenience store. We know that despite original witness reports suggesting that Brown was shot in the back, he was not. We know that contemporaneous witness accounts caught on tape suggest that Brown charged at Wilson. And we know that a young black man is dead with six bullets in him at the hands of a white cop. And to huge segments of the black community, that last fact is the only one that matters. The full facts do not matter to extremists in the black community and to their white leftist enablers, particularly in the media. A full 41 percent of black Americans believe that riots and looting represent "legitimate outrage." Not protesting -- riots and looting. Just 35 percent of blacks think that looters and rioters are criminals taking advantage of the situation.
DEAR EDITOR: Usually I agree with Ben Shapiro but he was wrong in his July 28th column. The Senate does not impeach a president. The Senate can remove an impeached president from office. Two presidents have been impeached while in office. Andrew Johnson was impeached after the Civil War ended. William Jefferson Clinton was impeached, not for naughty sex, but lying to a Federal Court and encouraging others to do the same. Yes, both presidents were not removed
from office but they remain impeached presidents. The House of Representatives impeaches the president. The Republicans currently control the House. It is true that the Senate would not remove Obama from office, party poilitics. However, Obama's impeachment would reflect in future history books his corrupt regime. Also it might slow our descent into tyranny.
There is a pattern here: a widespread belief in the black community that the justice system is rigged against them. That belief is not without basis -- there is no question that America has a history of racism within the criminal justice community. By the same token, there is also no question that American law enforcement is the least racist it has ever been, by a long shot, and that racism within the law enforcement community is broadly considered unacceptable and vile. But the belief in a racist justice system seems to have maintained its stranglehold inside the black community. That belief, taken to its extreme, means support for black criminality. It is no coincidence that during the O.J. Simpson trial, 60 percent of black Americans did

not believe O.J. was guilty. It is also no coincidence that many white Americans perceive black support for murderers like O.J. Simpson and riots in Ferguson as support for lawlessness, and therefore pooh-pooh charges of police racism. When crying racism becomes crying wolf, it is hard to take such charges seriously.
continued targeting and prosecution of individual racists in the police community, of course -and far more importantly, it lies in less criminality within the black community. The high levels of crime in the black community contribute to heavier policing, which in turn reinforces perceptions of racial targeting; those perceptions then create resentment against police than ends too often in violent encounters and failure to report crime. And so the cycle starts anew. It's time to break the cycle. The only way to do that is to focus on the fact that police have no excuse to shoot anyone unless those people are committing criminal acts. On that we can all agree. Yes, we must arduously insist that police hold to that standard, and we must prosecute those who do not to the fullest extent of the law. But by the same token, we must insist that criminal acts stop -- and to do that, we must move beyond simple antipolice sentiment. VER GET A CARD SAYING "Happy Labor Day!"? Of course not. Because there is no such thing as a happy Labor Day. It's like wishing someone, "Have a great splinter!" "Enjoy your SATs!" "May your work
on the chain gang bring joy and satisfaction." Labor Day is just about the only Monday off that it is impossible to look forward to. Who needs a three-day weekend when that third day basically serves as a sign: "STOP! You have come to the end of summer! Please gather all your beach balls, playful breezes and lazy, hazy days. You must exit the hammock and proceed to the time clock. There is no re-entry. "But if you are really desperate, you can always look forward to Columbus Day. "That's pretty desperate." Yes, Labor Day is simply the embodiment of gloom, which, if you think about it, is actually right there in its name. LABOR Day. Not Day Off Day. Not Sleep Late Day. WORK Day, which is what it's all about until two equinoxes from now, bub. Even if you barely got a day off all summer, even if the closest you came to a sunbonnet was a do-rag, it was still a different time of year. Lifeguards were on duty. Hot dogs were on sale. Eating ice cream was a right, not a privilege. Labor Day harbors hints of diets to come, chips to forgo and, for so many parents, lunches to start packing again in bags the color of dead leaves. Sure, in many ways, parental life is actually easier once the school year be-

THE ‘ARCHAEOLOGY’ OF SALLY KIRKLAND: “My attitude is always one of sensuality and aggressive enthusiasm and a kind of outrageousness of expression. I suppose if I’d wanted to be the girl next door, I could have been. I think America is confused by someone who appears sensual and spiritual at the same time.” So said the actress Sally Kirkland, about 14 years ago. She might have said the same thing 14 years previously. She might say it today. Kirkland is a remarkable character on the American film landscape. She has made more than 100 films. She was nominated for an Oscar for “Anna” - famously losing to Cher, who won for “Moonstruck,” and not bothering to hide her displeasure. Her penchant for flamboyance, an almost childish glee in going over-the-top and a total lack of inhibition has inhibited her career. She’s often “too much”
and the art gets lost under the defiantly blonde hair and her enjoyment of dressing up and undressing. She has appeared in every medium. She teaches, lectures and is deeply spiritual, but full of rowdy fun, still. So it was with a great deal of interest I approached her 2012 film “Archaeology of a Woman,” which will debut at the Village East Cinema next month in New York. Sally’s people sent me a DVD, and the actress herself, wrote me, hoping I’d take a look. And so I did. “Archaeology of a Woman” which was directed and written by Sharon Greytak, tells of an aging lady, who is descending into dementia. Alzheimer’s, acerbated by a terrible, lifelong secret she has maintained. Her pressured daughter - an excellent Victoria Clark - does her best - while losing lovers and jobs. But she is fought at every turn by Kirkland, who can be de-

Just contemplating the ammonia smell of first-day hallways, the stomach churns like an electric pencil sharpener. Which, by the way, is just one of the 6,423 things you have to buy for "back to school," including more glue sticks than it would take to actually re-cement most schools. And then there are the back-to-school outfits to gather and the back-to-school calendar to contemplate. (Only 36 days to Columbus Day!) And then, before you know it, comes that first fall day that everyone loves to call "crisp." Sure it's crisp. Like an old stick of gum. All this -- and freezing rain -- looms like a mound of mulch in the holiday we celebrate on the first Monday in September. May you have a great one.

ceptively put together one minute and terrifyingly out of control the next. Kirkland’s role is a performer’s dream. Every emotion is on display - rage, violence, aching, aging sexual fire and fear - of her future and her past. This is scenery chewing material at its finest and I thought of several actresses in whose hands the role would be unbearable. Not Kirkland. She seems to stand slightly away from the over-dramatics, tempting therefore giving far more realism to her character’s agony than a lot of shrieking or twitching or turning on the tear ducts endlessly. The “thriller” aspect of the film seems somewhat at odds with the main tale, but it holds interest. Now let me warn you, before you write in complaining. There is no real “resolution” to Kirkland’s secret. We have to be grown-up people and use our imaginations. Kirkland will never be the average lady. Or even the average off-putting movie actress. So what? She is a great actress, and I hope when “Archaeology of a Woman” begins, she receives her proper due. I mean, awards! USUALLY we print positive mail, but somebody wrote in saying that, though they enjoy my column, they did not believe my personal recollections of Lauren Bacall were written by me! So sorry to disappoint, but those encounters with Bacall were all mine. Now, the dissertation on how Bacall stole “How to Marry a Millionaire” from Marilyn Monroe and Betty Grable was informed and expanded on by my associate Denis Ferrara, who knows movies, books, what’s happening now and what happened then.

As the co-hosts of the first two hours of NBC’s “Today,” Guthrie and Lauer are the faces of an enterprise that Wall Street deems essential to the financial workings of NBC. They say the show is emerging after a real rough patch that gave ABC rival Good Morning America room to seize the first-place slot that “Today” held for years. While their portion of “Today” ends at 9 a.m., their day is only revving into gear. They may have to broadcast a fresh opening for viewers on the West Coast. They also regularly attend a daily postmortem on the show they just finished as well as a subsequent discussion about what stories ought to be highlighted in the days ahead. They have to conduct interviews, and even help with bookings. In the evenings, they must keep abreast of the latest details on the topics that will be relevant by dawn.
In a lightly edited July interview that is one of the first substantial talks the two have held with a media outlet in some time, the hosts discuss newsier focus, Today’s Lauer’s recent decision to stick with the show and balancing the close ties they form with their audience and the need to keep things from getting too familiar. Variety: In your mind, what is the brand of the show? What is the filter of ‘Today’? Lauer: I think our show has always been driven by news. It’s what motivates us to get up each morning. It’s our mission statement here to cover the news of the day. I think it’s also news with the ability to find a way to lift up people at the end of a day. We cover the news completely and thoroughly with no holds barred, every story that’s breaking, but each day we try to find something to hang on to that each day people go off to work with a little bit of hope in their hearts. Guthrie: The best legacy of the “Today” show I think is just excellent coverage of news. The other part of it is this great balance we have with having some fun, doing

Does that add some pressure for you folks to add that dimension to the show? Guthrie I don’t think so. Those are real people working at Good Morning America and those are real struggles Amy and Robin have been through. It’s not easy to go through that on national television. And so I don’t think I’ll speak for myself: I don’t think that we look at that as a competitive issue, or find ourselves needing a way to compete. Lauer: I think you need to do what makes you comfortable. It has to be genuine to the type of person you are. And some of us are more willing to share everything about our lives than others. Some of us are more private about our lives after 9 a.m. than others. There are some events in our lives that are joyous to share. Variety (to Lauer): Can I ask you about your decision to re-sign and your thought process there? Lauer: I don’t really think it was a difficult decision at all. I have had now 17-something years on this show. I have always said and truly believe it is the best job in television, but, slash, the job I am best cut out to do. It is the job if I had to look, and I did 25 years ago... if somebody said, “What was your dream job?’ it was always, ‘I want to be involved with the ‘Today’ show.” Now that I have this job, I can’t think of another job that I want. I can’t imagine another job that would fit my limited skill set as well. I love the people I work with. I blame Savannah. I love working with her.

THIS HAPPENED TO ME and a friend back in the mid 60's, when we were 12 or 13 years of age each. We were camping with our Church group and while we had some "free time" we decided to do some exploring on our own. We set off towards the perimeter of the park where we found a fence (that we could squeeze through) surrounding the park property. Bordering some large open cow pasture land was a grove of trees right smack in the middle of it. We set off across the pasture land towards the grove of trees and much to our delight (for it was a hot day) we found a meandering stream in the grove of trees that was about 6 feet deep and about 6 feet wide and it wandered all throughout the grove. We realized that we were wearing blue jean pants and a Tshirt and had not brought along our swimsuits since we were not planning on going swimming until later when the springs in the park was less crowded, so we had nothing to wear to go swimming at that time. But my friend convinced me that there was nobody around to see us, and we could go swimming like they used to do in the "old days" by going swimming in the nude, or "skinny-dipping" and nobody could tell we had nothing on once we were in the water. Not wanting to be labeled a coward (or chicken) by my friend, I quickly got undressed and we dove in. We swam around in the water for about 15 minutes when we were startled to see a young boy about our age dressed in some dusty old-fashioned looking overalls, and bare-foot staring at us from the bushes. My friend said "Hi" to him. The boy came out of the bushes, but didn't get near the banks, and he looked at us and said "Hi" back, and we asked him if he wanted to go swimming too, and the boy said, "No, he couldn't swim very well, but could we come out and play?" and we said, "Sure." But just as soon as we started to crawl up the crumbling banks, the boy just stepped back about 5 feet and disappeared before our very eyes, just kind of blinked out of sight. Neither my friend nor I wore glasses and our vision was perfect, and we were looking straight at the boy as we climbed out of the stream, and like I said, the boy just disappeared before our very eyes, just kind of blinked out of sight. We got into our jeans and looked around for him, but he was nowhere to be found in the bushes, and if he wanted to play with us, why did he disappear? And if he had left the grove of trees (which he didn't), we would have seen him in the wide open pasture land. Afterwards we talked about our experience between us, but I didn't tell anyone of this, knowing that no one would ever believe us. We both wondered later, if the boy might have fallen in the stream and drowned many, many years ago. Kids our age wouldn't be caught dead wearing old-fashioned looking overalls like he had on, when all of the kids we knew were wearing the latest looking fashions. Was it even remotely possible that perhaps we saw a ghost that day, one who was lonely and just wanted to play? ©theshadowlands.net
