While she was at the police station making a complaint, he called her repeatedly. Police said he had called her 85 times in eight hours, and sent her too many text messages to actually count. In those messages he was threatening to hurt her and her family with a baseball bat. As police were hauling him to jail for aggravated menacing, he repeatedly said he couldn’t “believe this is happening.”

Non-farm job growth over the twelve months from July 2014 to July 2015 was very robust in several metro areas including Pittsburgh (2.5 percent), Harrisburg-Carlisle (2.9 percent), Scranton-Wilkes Barre (3.6 percent), Lancaster (2.1 percent), and Reading (1.6 percent). Most other metro areas registered 12 month gains generally in the one percent range with Johnstown, Williamsport, and Lebanon posting small declines.

Interestingly, the 18 metro areas posted a total 12 month increase of 92,800 non-farm jobs. That is 26,300, or 40 percent, more than the state’s reported total gain. Does that mean the other 32 counties not in the 18 metro areas suffered declines sufficient enough to make up the 26,300 higher number than the state total? As it turns out, the answer is no. In fact, the other 32 counties posted a 12 month combined rise of 7,700 jobs. That brings the total for all counties and metro areas to 100,500, 51 percent above the reported state total - far too large to be discounted as an anomaly. While the jobs data from the micropolitan areas and 16 other counties are not seasonally adjusted, that should not affect the analysis since we are comparing July to July.

Is the state non-farm job increase too low, or is the combined labor market total too high - or is it some combination of both? Either way the size of the gap indicates some serious issues with job counting estimates.

What are possible explanations for the gap? It could be a number of things but likely it is in sampling design and collection issues and assumptions made about the arithmetical adjustments. For instance, we know from previous recent experience that large 12 month jumps such as the ones reported for Pittsburgh and Scranton-Wilkes Barre often get revised downward to show much smaller gains.

Consider the growth by industry category in the metro areas posting the largest 12 month increase in non-farm jobs. The large 3.6 percent jump in jobs in Scranton-Wilkes Barre was led by an eight percent surge in Health and Education sector employment over the July 2014 to July 2015 period. Possible, but realistically this is not an accurate measurement. Then too, Professional and Business services employment spiked by 10 percent. It could happen but there should be some plausible explanation of gains of that magnitude. Finally, Retail employment was up seven percent during the 12 months. It is a virtual certainty that gain will be revised downward.

In Pittsburgh, where non-farm jobs climbed a very robust 2.5 percent over the 12 months ending in July of this year, Leisure and Hospitality employment surged by eight percent, led by limited seating eating places which jumped 10 percent. This sector has been notorious in recent years for posting out-sized gains in initial reporting that have to be revised downward. The Professional and Technical services sector reported a six percent increase. Again possible, but we simply do not know from the available data which industry subsectors account for the gains, thus confirmation of the growth will not come until after the revisions are completed next spring.

Finally, it is noteworthy that the Harrisburg-Carlisle metro area, with its 2.9 percent rise in nonfarm jobs, was led by a stunning 20 percent jump in Education services employment and a seven percent pickup in eating and drinking establishment jobs. Neither of these are credible numbers and downward revisions are a virtual certainty. Gains across many sectors in the two percent or better range were also in play.

This excursion into the details of the job gains in these three metro areas is done to point out the volatility in small area sampling where variety in sizes of firms by industry is less than in the state as a whole. Errors are bound to work their way into the final estimates where “blow up factors” are used to go from sample levels to aggregate industry levels. And of course the data are self-reported by the employers so that small errors in their reports can lead to mistaken estimates for the industry.

By way of contrast, the statewide growth in the sectors showing outsized gains in these three metro areas is far more subdued. For example, Professional and Business services statewide posted a moderate 1.1 percent rise - well below the numbers posted in Scranton-Wilkes Barre and Pittsburgh; food and drinking services was up three percent but well below the Harrisburg gain of 7.8 percent. Likewise, the state’s 1.9 percent increase in Leisure and Hospitality employment was far behind Pittsburgh’s reported rise of eight percent. Nor was the statewide growth of 1.4 percent in Health and Education jobs in the same ballpark with Scranton-Wilkes Barre’s eight percent or Harrisburg’s 20 percent.

These few examples illustrate an important cause of the big difference in state non-farm job growth and the metro area gains over the 12 months between July 2014 and July 2015. The temptation is to blame inaccurate estimates of local jobs. Normally, the bigger state sample will produce a more accurate picture than the smaller metro and county samples. In that case, it is reasonable to expect major downward revisions in some metro and micropolitan employment growth when the new figures are released early next year. But that having been said, one wonders if there is not a systematic bias toward over-estimating metro area employment.

In any event, all this points out, once again, the need to treat the initial releases of monthly jobs data with some skepticism. Indeed, sometimes more than one year of rebenchmarking of data is necessary before the Department of Labor settles on what it believes to be accurate employment figures.

interpersonal edge Hate the Flakes Who Won’t Commit?

Force the Issue

Q: PEOPLE WHO won’t commit drive me crazy. They seem to think I’m waiting in suspended animation - just in case they decide to follow through! Is there a strategy to get those flaky people to either make a commitment or leave me alone?

A: I teach clients two tips for getting flaky people to stop dinking around on commitments. First, always set up a drop-dead date - after which you are not available. Second, create a reward and a consequence to get flakey people to follow through.

The drop-dead date is a way you can actually make an escape should a flake not make a commitment. Make it clear to the person you’re emailing, calling, or speaking to that after a specific date you won’t be available. Then, if they don’t get back, you’re free to make other plans.

The reward and consequence requires flakes to put some skin in the game if they want to get any of your time

and attention. You can always require part or full payment in advance, offer limited availability, or have a “competing” project that needs the same amount of time. If the flake snoozes, they’ll lose the opportunity to work with you.

When people who prefer avoiding commitments discover that you won’t play ball, they either commit or go away. If they withdraw, you were never going to get a commitment from them anyway and you can stop wasting your time.

People who truly want what you have to offer in the workplace understand that they have to commit to benefit.

They also inherently understand that people who are good at what they do refuse to play the hurry up and wait game.

Don’t make the common mistake of believing that if someone avoids commitment at the start of a relationship that this is a temporary problem. People show you who

they are right away in business relationships. If you fail to pay attention, you’ll regret it. It will soon be clear that this is how your new client, employer, or colleague will treat you forever.

If you put up with flakiness in a business relationship, perpetrator may decide that your tolerance is agreement.

You may have thought you were showing generosity, but the flake will see your tolerance as permission.

Sex Offender or Boy Next Door?

HIS SHOULD TELL YOU SOMETHING about how meaningless and capricious the "sex offender" label is: Zach Anderson, the Elkhart, Indiana, 19-yearold labeled a sex offender for having consensual sex with a girl who said she was 17 (but turned out to be 14), has had his sentence vacated. That means it's

as if his case had never been tried. It will be heard anew by a different judge.

The original judge, Dennis Wiley, had sentenced Anderson to a quarter-century of pariah-dom, including no Internet, no talking to minors, no living near a school, no smartphone and no staying out past 8 p.m.

But he grudgingly admitted that perhaps the case had been legally compromised by the prosecution. In Anderson's plea deal, the prosecutor had promised not to influence the judge's ruling. But right before sentencing, he reminded the judge that he had given two other young men harsh sentences for similar "crimes." (So similar they were almost identical. In one of them, a 19-year-old named Darian Yoder also went online, also met a girl who said she was 17 and also found out, after the fact, that she was younger than that. In his case, she was 13. Judge Wiley ruled that he was clearly a sex offender and should be labeled one for 25 years, which ended up being the same punishment Anderson got. I hope that somehow Yoder's sentence gets tossed, too.)

You may remember that this is a judge so repulsed by the very idea of hookup culture that he originally reprimanded Anderson: "You went online, to use a fisherman's expression, trolling for women to meet and have sex with. That seems to be part of our culture now: Meet, hook up, have sex, sayonara. Totally inappropriate behavior.

There is no excuse for this whatsoever."

Actually, there's no excuse for Wiley's behavior, considering that he had the legal authority under Michigan's youthful offender laws to give Anderson a mere slap on the wrist that would have kept him off the list of sex offenders and eventually erased his conviction.

Instead, he chose to ruin Anderson's life.

So here's the rub: If Wiley's sentence had stood -- which it most likely would have were

it not for Anderson's parents' activism, the South Bend Tribune's dogged reporter Virginia Black and the subsequent glare of public scrutiny -- most people who saw the dot representing Anderson on a sex offender map would have considered him human scum. They'd probably have been terrified to live near him or hire him. He would have been reviled as a child rapist.

But if another judge hears his case and rules the way most of us hope -- that here's a young man who had sex with a girl he thought was about his age and who herself begged the judge to drop the charges -- suddenly Anderson is just one of us. A normal young man, the end.

So, one judge can decide a human is vile and damn him to life on the registry. And another judge can decide that very same human is no menace to society at all.

The fact that the sex offender laws are so over-broad prosecutors have the right to create such draconian plea deals and that judges have the power to ruin lives on a whim should radicalize us all.

It is far too easy to be labeled "the worst of the worst" simply for getting caught having consensual sex (or consensually sexting) that someone else disapproves of.

There are almost a million people in America registered as sex offenders. I shudder to think how very few deserve that label -- and how very close Zach Anderson came to being one of "them."

Couple Needs to Work Through Retirement Plans

DEAR AMY: My husband and I have been together for 25 years. He has decided that he will retire in three years. He is in a union and has a good retirement plan through his company. I have been working the entire time of our marriage, but my company does not have a retirement plan. So I will have to continue to work while he is retired, and I imagine that I will be working for the rest of my life to keep up with the bills.

My husband also carries our health insurance through his work, so now the expense of the health insurance will be an added expense for us.

I am feeling quite angry over his decision to retire, leaving me to work. I have tried to discuss this, but he states it is not up for discussion. He says he's done with working, period.

I just can't seem to cope with my anger, and the feeling that I will spend the rest of my life getting up every morning and going to work while he leads the easy life.

What can I do to get him to see things from my point of view -- that as a couple, we should be able to retire together, and not just me working until the day I die?

-- Frustrated Working Wife DEAR FRUSTRATED: You don't provide details, but yes, this seems at its core a relationship issue. It is hard to imagine a secure and healthy marriage where one partner refuses to share his earned resources toward supporting the household. But you seem to want him to continue working past his retirement window -- and if so, why? And if you are (perhaps) younger, why should you retire at the same time as he?

Each of you should maximize your earning years.

You should see a financial planner to take a look at your own income, expenses, debt and retirement income from Social Security and (possibly) savings. Generally speaking, in case of divorce, pensions earned during the marriage are considered a shared marital asset (your husband doesn't seem to realize this).

A marriage counselor could help you two learn to negotiate.

You both seem somewhat intractable. If he refuses to discuss this or strategize with you, you might find going to work preferable to spending leisure time with him.

DEAR AMY: I'm a 61-year-old guy. I'm not married and I have no children. I regularly run into this cute girl (who is about 25) at a park where we both work out. We make passing comments to each other. Most of the time she is friendly toward me. I would like to ask her out. Do you think our age difference is too great or would it be OK to ask her out? IN CONNECTICUT recently I saw two movies. They were nothing alike but I had an absolutely great time at both.

MADISON, Connecticut, was recently called the greatest small town in the United States, mostly because of its amazing local bookstore, R.J. Julia Booksellers. I went there to a theater nearby to see Phoenix, a German-made gem about a woman who survives a Nazi death camp. She returns home to find herself rich and unrecognizable.

Without saying more, plot wise, this is one of the best movies I’ve seen. The suspense is killing.

There are subtitles, but you’ll understand the actors’ German anyway. I won’t tell another thing about it. This is a great “little” movie. Look for it!

When the writer Dominic Dunne was alive, he took me to a place called Du Village in the town of Chester, near the Connecticut River. This cafe was then very French and sometimes called the best on the Eastern seaboard. But, in time, not enough people agreed with that description.

Now, the town of Chester is getting raves again for this same spot, which is renamed Good Elephant, or E-and-L for short. You’ll also like browsing the small village of Chester. You just might see Morley Safer or Meryl Streep.

Actors really just love Connecticut.

THIS STORY ISN'T ABOUT ME, but it's about my mother’s childhood home. My mother and I are very close and she often tells me stories about a house she lived in when she was my age. She lived with my Grandma and her six sisters. This house is located in Honeybrook, Pennsylvania. It's a big three story house. My grandma now lives in Virginia. My family (my cousins and aunts and uncles) visit her for 2 weeks every summer.

I have a big family since my grandma had seven daughters.

I have 19 cousins all together. My cousin Josh and I are both 15 and are very close. One night last summer my family went out to eat and my cousin and I stayed at home with my grandma. We played video games for a while then I asked my grandma about the house they lived in. She said at night she would hear tapping sounds on the wall above her bed, and that the bathroom sink in her bedroom would often turn on by itself.

My aunt Loretta (Josh's mom) said that she used to see a little girl in her room at night playing with her toys and told my grandma about her. My grandma told us that she let Loretta sleep in her room, and she slept in Loretta's room.

The first night she didn't see the little girl but the second night she did. She said she wasn't scared of the little girl at all.

After that night more weird things started happening.

There were only four girls living with my grandma at this time because my three oldest aunts had moved out and got married. My mom and my aunt Tracy shared a room, and my aunt Loretta and my aunt Rose had their own rooms because they were older. One night about a week after my grandma saw the little girl, my aunt Rose came downstairs crying and asked if she could sleep downstairs. So my grandma let all the girls sleep downstairs that night and play since it was Saturday night. At about 1:30 a.m. they all went upstairs screaming and woke my grandma up. They told her that they heard the pots and pans in the kitchen being moved around. Then they said the curtains in the living room started to open and close. So they all sat on my grandma’s bed for awhile and they listened to the sounds downstairs.

When my grandma heard them she decided it was time to move. She looked around for a new house and found one she liked. About a month later she was packed and ready to move. It was their last night at the house and my grandma was laying in bed trying to fall asleep. Then she heard the door creek open but it was too dark to see who it was. She figured it was one of the girls coming to lay with her so she waited for them to get on the bed, and about 15 seconds later the cover flew off her. She turned the light on but no one was there and the door was closed. I believe this story is true because my grandma is a very serious person...and I've heard the same exact story from all my aunts. ©theshadowlands.net

With Cody discovering she’s pregnant, Billy outmaneuvered Wick and impressed Hap by gaining access to a rich oil field, but Wick’s way of getting revenge against his father was to steal Hap’s oil, and that could be deadly.
