Report to the People

T

HIS MONTH the Campaign for Fair Education Funding released the report “Lifting all Students: Why Pennsylvania Must Act Now to Fairly Fund Public Education and Secure our Future” and called for “a new basic education funding formula [to] be combined with increased investment to ensure every child has an opportunity for an effective education no matter where that child lives.” While the Campaign’s membership envisions “…increased annual state investment of $3.6 billion, phased in over six to eight years”, in the interim they would be happy to see $410 million as a “… true down payment …” toward that goal. Action on the Basic Education Funding Commission’s June recommendations would also be appreciated by the Campaign. As with so many other groups before, this effort wants us to believe that pouring more money into failing schools will fix them. This is in the face of massive amounts of data and analyses that show that not to be the case.

The Campaign’s report projects how the $410 million would impact school districts across the state, including the 43 in Allegheny County. In 2013-14, based on the Pennsylvania Department of Education’s data on annual financial report summaries, state revenue totaled $848 million and provided 32 percent of the total revenue (local, state, and Federal) of $2.6 billion in the County’s districts. The share of the $410 million that would flow to the County’s districts would be $33 million. This would range from $13.3 million to the Pittsburgh Public Schools to $81,000 in Quaker Valley.

If the additional state funding is calculated on a per-pupil basis, Wilkinsburg, Duquesne, Pittsburgh, Penn Hills, and Woodland Hills would receive over $450 with Wilkinsburg getting $822 more and Duquesne receiving $639.

Adding the respective amounts to the 2013-2014 level of per-pupil state funding would raise Wilkinsburg’s per-pupil amount to $10,040. It is probably a little higher because there was some increase in school year 2014-2015, but those figures have not yet been posted on the Department of Education website so the last known figure we can use is 2013-2014. Pittsburgh’s total state funds per student would rise to $9,596 and Penn Hills to $6,564. On the opposite end of the funding formula, Quaker Valley, Fox Chapel, South Fayette, and North Allegheny would receive less than $50 per pupil from the additional funding, and those districts would have state funding per-pupil in the neighborhood of $3,376 or less with Quaker Valley and South Fayette below $3,000.

Let’s look at the issue the Campaign says must be addressed. The group points out that “Federal data show Pennsylvania has the widest funding gap between wealthy and poor school districts of any state in the country. State and local per-pupil spending in the poorest districts is 33 percent less than in Pennsylvania’s wealthiest districts.”

Of the group Wilkinsburg and Duquesne would be considered poor districts in terms of the income levels and property values that determine the tax capacity measures used by the state in its formula for allocating state funds among districts. Both schools have revenues in excess of $23,000 per student. In 2013-2014, Duquesne had $20,310 per pupil from the state while Wilkinsburg had $9,217.

Meanwhile, the so called affluent districts of Upper St. Clair, South Fayette and North Allegheny had revenues per pupil respectively of: Upper St. Clair $15,409 ($3,107 in state funding), South Fayette $15,160 ($2,850 state) and North Allegheny $15,707 ($3,082 state). The overwhelming preponderance of school revenue in these districts is raised through local taxes. Note too that the state funds in these districts go largely to cover special education, transportation, and Social Security and pensions as required by law. Only about a third of the state funding goes to basic education in these districts (about $1,000 per student). Quaker Valley is the only truly wealthy district that receives over $20,000 per pupil in revenue and of that only $2,709 is from the state.

When proponents argue that combined state and local spending in poor districts is 33 percent less than in wealthier districts they are deliberately trying to deceive people into believing this is happening because state funding is too low. Honesty would require them to point out that wealthy districts can raise far more money locally with fairly low tax rates and that is the main reason for the disparity in spending - not inadequate state funding.

As we pointed out previously, “To be sure, there are differences in total funding per student among school districts, with some rich districts raising far more tax dollars locally and spending more per student than less well-off districts. But state funding, as we shall show, goes the other way with poor districts getting far more from the state than rich districts on a per student basis. As long as wealthy school districts with huge tax bases are able to levy local taxes to fund education, this situation will continue.”

Two points need to be emphasized. First - and for many people quite a surprise - many districts with high academic achievement spend far less than many of the districts with the worst education results, both in Allegheny County and statewide. Consider the per-student spending on instruction in South Fayette ($6,834) and Hampton ($7,834) as compared to the per student instruction spending in Pittsburgh ($12,530), Wilkinsburg ($15,830 (the highest in the state) and Duquesne ($13,634). South Fayette and Hampton rank among the best academically performing districts and best high schools in the state. Wilkinsburg High on the other hand ranks second from the bottom while Pittsburgh’s average high school test scores rank in the bottom half of schools - although some magnets are in the top half but not good enough to be in the top tier of high schools in the Commonwealth. Meanwhile, Duquesne’s elementary school, despite the prodigious level of funding from the state, is stuck in the bottom one percent of all elementary schools in Pennsylvania with only 17 percent of third graders scoring proficient or better in reading.

Bear in mind that third grade reading ability is touted as being a good indicator of how students will do in later grades.

Second, several relatively poor districts in terms of tax capacity manage to score very well compared to the state’s test score averages despite having below state average spending per pupil. Windber and Latrobe are good examples in the west. Earlier Briefs have also pointed to the example of the Peters Township District where outlays on current expenses, are only $11,759 per student, placing them well below the Pennsylvania average per student, but nonetheless Peters has the 5th highest academically ranked high school in the Commonwealth. The proponents of more spending as the key to better academic performance studiously avoid mentioning Peters Township.

The overriding point is that if higher spending levels alone could create better academic outcomes, Pittsburgh, Duquesne and Wilkinsburg schools would have long since moved into the ranks of the top performing schools in the state. Thus, the question. What makes promoters of ever increasing spending believe that $600 or $700 more per pupil in Wilkinsburg or Duquesne - or any of the other failing high spending school districts - will somehow magically produce huge jumps in academic achievement?

In order to change the status quo on state and local funding to meet their concerns, the Campaign should advocate a solution that would remove all taxing powers and budget making from school districts in Pennsylvania and turn all public education funding responsibility over to the state. Of course, the problem then arises as to where and how the Commonwealth might be able to raise the over $17 billion of additional revenue to replace the eliminated local tax collections for public education.

But if it could, then the state would decide on what it deems to be fair and equitable for districts, whether that means each district gets the same dollar amount per-pupil, or decides that some districts need more than others.

Be that as it may, all education dollars would come from the state. If wealthier districts do not want to lose the ability to raise and spend lots of money locally and wish to opt out of all state funding, they could be given the authority to raise and keep local funds to establish scholarships for district students to attend private schools and/or create an independent public school district. By not taking state funds, they could be released from most of the state requirements as they pertain to public education. A lot of details would need to be worked out regarding employee pensions, etc. but it should be doable if the districts that can afford public education using only local dollars buy into the idea.

The other option is to have the state takeover all the failing school districts and enter into contracts with forprofit and non-profit school operators to provide the education.

Drastic solutions? Perhaps, but they would be far superior to the Campaign’s call for increased spending to prop up failing schools. A plan that would not significantly improve education nor would it begin to eliminate the problem of haves and have-nots as long as local taxes for education remain in place. Besides, the state already does a good job of allocating education funds preferentially to both poor and poorly performing districts.

MODERN FAMILY: THE COMPLETE SIXTH SEASON: Technology plays a major role in certain stories in this round of the muchhonored ABC sitcom, as both Claire -Julie Bowen- and Phil -Ty Burrell- have to rely on it to stay in touch with the family while traveling. Haley Sarah Hyland - has a memorable 21st birthday, and the clan celebrates Halloween, Thanksgiving, Valentine’s Day and Alex’s high-school graduation. SAINT LAURENT: Anyone who knows fashion knows the name that gives this biographical drama its title. Gaspard Ulliel stars as Yves Saint Laurent, whose designs largely were inspired by the culture of the late 1960s and early 1970s ... though the times also caused him personal distress as he built his label into an internationally recognized force. Presented in French with English subtitles, and showcased at several festivals including Cannes, the film also features Lea Seydoux and veteran actor Helmut Berger.

THE RED ROAD: THE COMPLETE SECOND SEASON: The SundanceTV drama series continues a year after Season 1 left off, with Harold Jensen’s -Martin Henderson - police career on the ascent and a casino a possibility for the tribe. Major depression is one of the world's most common mental disorders. The World Health Organization offers that major depression also carries the heaviest burden of disability among mental and behavioral disorders. People often do not realize they are suffering from a depressive episode and as a result many never seek or receive the care they need.

According to "The Diagnostic and Statistical Manual of Mental Disorders," major depression is characterized by depressed mood, loss of interest or pleasure and at least four other symptoms. These may include problems with your own self-image, sleep, energy, ability to function and changes in one’s appetite.

The National Institute of Mental Health says that, as of 2013, an estimated 15.7 million adults aged 18 or older in the United States had at least one major depressive episode in the past year.

Depression is more common than one may imagine.

Oftentimes, however, people may delay seeking treatment because of embarrassment or the stigma that surrounds a mental illness diagnosis.

The NIMH indicates that women are 70 percent more likely than men to experience depression during the course of their lifetimes, largely due to hormones. Elevated rates of depression among women also may be due to the fact that they tend to be more vocal and proactive in seeking help.

According to Gail Lovallo, LCSW, owner of Peaceful Living Counseling Services, depression can be linked to any number of factors.

Depression may result from a traumatic episode in one's life and often accompanies post-traumatic stress disorder. Individuals can become depressed when diagnosed with a disease.

Women may experience post-partum depression after childbirth. A considerable percentage of people experience depression when seasons change, and that could be caused by the reduction of exposure to natural sunlight when fall gives way to winter.

Seasonal affective disorder, or SAD, is often more common the farther north one lives.

While depression is common, it also is highly treatable. Various therapies exist to mitigate symptoms and restore people to more wellrounded lifestyles.

Counseling and medication are two of the more common treatments for depression.

According to Psych Central, the Internet's largest and also oldest independent mental health social network, 60 to 70% of depressed patients who are given an antidepressant will recover from their depression in three to six weeks, provided that the medication dosage is correct and the patient continues to take the medicine as directed.

Depression can be a devastating illness that comes out of the blue. However, it's important for people to realize that depression is common and treatment methods are quite effective.

Consult with a primary care doctor or a mental health professional if you believe you are experiencing and need help with depression.

n 8-year-old cannot stay home alone, even for two hours after school, the Supreme Court of British Columbia just ruled. A mom had been doing just that, without any problems, until a social worker was alerted to the situation (possibly by the woman's husband, from whom she is separated). According to The Vancouver Sun: "A social worker visited the home and told the mother a child under the age of 10 could not be left alone. She asked the mother ... to agree to a 'safety plan.' When the mother refused, the social worker asked to speak to the boy, but the mother again refused."

If I ever meet that mom, I will have to give her a crown.

She refused to make a safety plan, because she raised the safety plan. Her son is clearly capable of being on his own for a few hours -- as are almost all 8-year-olds -- because that's how she brought him up. And she is not alone. In most of the world, kids start getting themselves to school, by foot, bike or bus -- on their own -- at age 7. Yet the social worker ordered the British Columbia boy to be supervised for six months.

Even worse, the worker testified that "children who are 8 years of age do not have the cognitive ability to be left unsupervised" and went on to cite various risks, including accidental poisoning and fires, which could arise "regardless of (the boy's) level of maturity." That was enough to persuade a judge to rule against the mom.

This is classic "worst-first thinking" -- thinking up the worst-case scenario first and proceeding as if it were likely to happen. Our culture has been trained to do this automatically, to the point where we believe that an unsupervised child is ipso facto in grave danger -- even though we all remember our own childhoods, when our parents legally let us play outside or come home to an empty house. An entire generation of latchkey children survived and thrived.

The mom appealed this first ruling and insisted that the social worker's opinion was just that -- opinion. But this week, the Supreme Court of British Columbia judge ruled that "social workers have a statutory duty to be truthful, to be honest, to be complete and to do their very best."

So social workers are doing their very best, but parents are slackers who couldn't care less what happens to their own children. Only the state cares enough.

Here's what's really happening in this case: A parent is protecting her right to raise her child the way she sees fit, while the social worker is protecting her job. Social workers have every incentive to overreact to even the most remote chance of danger because there are no negative consequences to going wildly overboard.

The court's ruling means that parents must now: 1) Find and pay for child care, even when a child is old enough not to need it.

2) Treat their kids like babies, even when they see them growing up. And worst of all: 3) Second-guess every rational, loving decision they were going to make about how they raise their kids. If the law states that you can't put your children in any "dangerous" situation, now you, too, must fantasize about all the far-fetched dangers that could possibly happen and overreact just as hysterically as the social workers and courts.

In other words, the state is insisting on mind control. You must think obsessive negative thoughts and act on them, "saving" your child even from the dangers of having a snack, doing homework and watching some TV. Helicopter parenting has become the law of the land in British Columbia.

cle. Christina was also very heavily and quite expertly made-up. I thought she was far too young and attractive to possibly need all that paint, but it was a striking look, overdone or not.

She was also smart, no-nonsense and all business. I managed to sneak in a couple of show biz queries, and she answered briefly, politely and with the definite implication that this was all I was getting - she was here for other things.

At the time, her image was hyper-sexual, but you’d never have known it from her manner. I never forgot that brief encounter. It reminded me yet again -that there is a world of difference between the image and the real person beneath.

I JUST couldn’t bring myself to sit through all of the recent MTV Video Music Awards.

Life is short and that was two or three hours I’d never get back. But I did switch to the show several times, just to check it out. How many brain cells would really die if I only peeked? Quite a few, as it turned out.

I saw the opening number with Taylor Swift and Nicki Minaj. It was quite spectacular-looking, even if I didn’t understand a word of what they were singing. Then I caught Kanye West blathering on and on. I don’t get what Kim Kardashian sees in him. That she could be first lady in 2020, perhaps?

I also clicked back just in time to see the end of Justin Bieber’s performance, which the crowd seemed to love. He

received a standing ovation, which brought him to tears. I know he has now received a lot of flak for this display of emotion, but what the heck, he’s only 21 and I do think he’s trying to untangle himself from the endless, pointless, bad-boy publicity and constant semi-nude selfies, in order to make some real music, and have a career that lasts.

MSNBC’s Joe Scarborough posted that Bieber was mentally unstable because he cried. This reminded me of Joe’s merciless take-down of Britney Spears some years ago. He and his pal Willie Geist went after a pregnant and clearly disturbed Britney like two mean trolls on the Internet. All heart, these guys.

Justin’s tears seemed real to me, and as somebody who has often wondered what the heck is up with this kid, it was a genuine moment.

As for the evening’s host, Miley Cyrus, she was her typical vulgar, loony self. She’s a long way from her Disney sitcom days. I am still waiting for Mike Huckabee to zero in on Miley instead of Beyonce, who is married and a mother.

Miss Cyrus, after all, is much younger than Beyonce and has far more of an influence on “kids” than Mrs. Jay Z. IF YOU’VE BEEN paying attention to us - then you know all about young Seth Sikes, whose show which celebrates the music of Judy Garland, has received raves. Even Rex Reed liked it. To remind you, the handsome Mr. Sikes does not imitate Judy or get into costume. He simply belts Garland standards in his own voice, and he’s great.

Sikes will return to 54 Below with a new show, “Seth Sikes Sings Mostly Judy Garland,” on Nov 24, Jan 22 and March 18.

WHEN I WAS ABOUT 13 my family and I went on one of our regular family trips, that ended up not being so regular. We traveled from Tucson Arizona down into Mexico by car. It was not our first trip through the country or the last but it was the most scariest. We ended up in a town called Los Alamos. The night we arrived it seemed so quaint. The cobblestone streets, low lying flat adobe buildings, bognavilla in the air. We had rented a room in a hotel that was the former home to a rich family of the town. It had a beautiful courtyard full of plants and the rooms surrounded it with a large arched entry way which had a huge metal gate closing us in at night.

My sister and I were terrified of the bathroom and bedroom. The ceilings were very high in both rooms but the bathroom was very small. We would only go if my mother came in with us. As you walked into the room the two beds were on the left a double and a single. There was a fireplace in the room that was near a closet. We had a single bed brought in for me that was placed in front of the fireplace along the closet. That night everyone awoke at different hours to hear a heavy breathing coming from the closet by my head towards the fireplace. My father, sister and I all assumed it was the dog and went back to sleep. But my mother investigated it when she awoke and figured the location. And it was not the dog sleeping along side their bed.

That night everyone but me had horrible dreams. My father dreamed that along time ago the people of the town were all at the front gate screaming, and clinging to it in fear.

It seemed they were all being attacked by something but the owners of the home would not let them in. My mother dreamed that the door to the room opened and a man and son dressed in the era of 1700's entered the room and the man says - “This is tu' hermano.” This is your brother and he points to the wall by my head where a man was doubled up in the corner chained to the wall. He was hairy, deformed, naked and breathing heavy. My sister to this day will not discuss what she dreamed. When we awoke in the morning all of us dazed and confused, none of us talked about the night before. My mom attempted to console my sister and soon we were on our way. It took us another three days to reach the border and the whole time my sister and I felt we were being watched.

We were traveling in a truck with a camper on top and my sister and I sat in the back. A few times I opened the door while we were moving cause I know we were being followed.

Finally at the border we had our first few conversations of what we had experienced. Years later when my dad was working at the U of A he spoke with someone familiar with Los Alamos as being a very good place for paranormal activity. Particularly the hotel and room we stayed in. DEAR AMY: I am 28 years old. My boyfriend of three years is 33. We live together. We both have daughters from our previous relationships. I have an 8-year-old and his daughter is 5. Do I have the right to discipline his daughter when she comes to our house? She comes to our house three days a week. I think she's a spoiled brat. Whenever she wants something, she never says please or thank you. When she doesn't want something, she just throws it on the floor.

My daughter is very polite. She has good manners and is friendly. She's trying to be the big sister but my boyfriend's daughter seems to like to bully my daughter. I'm not sure if I'm just overthinking this. I know she's only five. Your advice?

-- Frustrated DEAR FRUSTRATED: You should not discipline (I read this as "punish") a 5-year-old girl who is with you part time, especially when you characterize the child as a "spoiled brat." A parent who so easily uses this demeaning characterization is in no position to discipline a child effectively.

Please see the world through her eyes and react with patience and compassion. She is leaving her mother three times a week and moving into another household where she doesn't know her place. (Are you and/or your daughter moving back and forth like this over the course of a week? I don't think so.) This is extremely stressful. Acting out is her way of challenging you and also trying to assert some power.

Spend quiet time with this child. Let her create her own games where you and your daughter just go with it and follow her lead.

Let her make simple choices and respect these choices.

You should patiently show her how you do things. Show her how to set the table and let her do it for the family. Invite her to make brownies with you and praise her effort. Give her tons of affection and positive reinforcement. Soften and see the good in her. Of course, her dad also needs to spend lots of gentle oneon-one time with her. When it comes to discipline or course correction, he should deliver it.

When she misbehaves with you, tell her, "I know you can do better and I'll help you." But first -- YOU have to do better.

DEAR AMY: I have a grown daughter who is over 40. She has teenage children. My daughter makes wardrobe choices more common for a sexy young 20 year old than for a grown woman.

She is beautiful in her own right, but I think she may be conveying the wrong image to everyone and actually embarrassing her children.

I would like to give her a "makeover." I am offering to pay for a hairstyling appointment and some new clothes and shoes. How can I approach this and not hurt her feelings, or is that impossible? It's not just her Dad and I that feel this way about her appearance. Other members of the family have also mentioned this to me.

-- Mom Needs Advice DEAR MOM: What if your daughter accepts your generosity and uses her makeover to look even more juvenile and sexy-hot than before? The fact is that you want to be in charge of how she is made over.

What you will be saying, explicitly and implicitly, is -- "Your appearance bothers and embarrasses me."

One way to approach this would be for you set up a makeover swap. She gets to tell you exactly how to fix your hair and clothing, in exchange for you telling her. Alternatively, you could each submit to the same expert for help. Doing this with her is far preferable to imposing this on her.

A. You can balance your two sides by realizing people tell us who they are in the first minute. You are not being generous to them or yourself when you ignore signals they are generously providing that they act badly.

Notice that these few signals don’t need much translation from me.

Consider the people at work with whom you have problems. Think back to when you first met them. What are the first memories you have of them? Can you see that these memories may have contained warnings that you were in for rough waters with this person?

On the flip side, you’ll get positive signals also. People who are punctual will respect your time; people who are thoughtful will seek win/win solutions; those people who impress you with integrity will follow through.

We often generate our own suffering because we don’t acknowledge poor behavior when we see it. We tend to get side tracked by explanations, apologies or, worst of all, flattery. Many people who act badly will immediately tell you how important you are right after ignoring you.

Especially if you had neglectful or emotionally abusive parents, you may be a sucker for people who behave badly and then try to persuade you to forget what you just experienced. Don’t forget what you experienced or let them explain it away. They just gave you a warning flag that you can count on that behavior being repeated.

One of my clients was meeting interesting men in her industry. They would date her but they always seemed to be unavailable. She told me these guys always told her on the first date that they didn’t want to get married.

She thought she would change their minds. After working with me for about six months, she came in glowing with pride. I asked her what had happened. She told me she went out on a date with a terrific guy who told her he didn’t want to get married. I asked her what she did. She said with delight, “I believed him!” and didn’t go out with him again.

After a lifetime of ignoring what is right in front of our faces, it can be challenging to trust our initial experiences.

Everyone has the right to decide what kind of agreements they are willing to make. Just because someone else can put up with a certain behavior doesn’t mean you should. Not having boundaries does nothing but invite avoidable suffering.

When you want to walk away from a work relationship, state calmly that you have found you work best when some quality - let’s call it X is present. Let the person not doing X know you can see they are looking for a different style of working together and you would not be a good match.

It’s not cheating to make a person who will annoy you feel good about going away.

You will not benefit from spanking them when you invite them out your door.
