N 2009, THE ALLEGHENY INSTITUTE RELEASED A REPORT examining the pension systems in Pennsylvania’s ten largest cities based on population. Since municipalities administer their own pensions, subject to state law, and there are

separate pension plans for different types of workers in municipalities, there is a wide degree of variation in the health of those pensions based on assets, liabilities, active workers, retirees, and so on. This variation in funding health is even greater among the more than 3,000 local pension plans of other municipalities, authorities, and associations. What we found in 2009 was that the state’s two biggest cities - Philadelphia and Pittsburgh - had funding ratios (assets divided by liabilities) of 54 percent and 42 percent, respectively. Three cities - Harrisburg, Reading, and Lancaster—had funding ratios of 90 percent or greater. Other cities in the top ten fell somewhere in between.

It was later in 2009, September 18th to be exact, when the state enacted Act 44 that dealt with municipal pensions in the state and assigned a distress score based on the municipality’s funding ratio for all the pension plans it administers. A municipality with a funding ratio of 90 percent or greater would be considered “not distressed” while a municipality with a 50 percent or less ratio would be “severely distressed”. Those in between were “minimally” or “moderately distressed” depending on the percentage funded. Various remedies for improvement were outlined for municipalities based on the level of distress. Philadelphia was given special provisions under the act, including the ability to levy an additional 1 percent sales tax. Pittsburgh was allowed to keep its parking tax rate at

The state’s Public Employee Retirement Commission has assigned distress scores for municipal pensions in 2010, 2012, and 2014 based on the previous year’s pension funding ratio. The most significant upswing in terms of percentage points from 2010 to 2014 was in Pittsburgh, where it moved from a 34 percent funding ratio and a “severe” level to 58 percent funded ratio and a “moderate” ranking. Long Term Care - Is 90 The New 70? AMERICANS ARE GETTING OLDER. A new U.S. Census Bureau report projects that roughly one in five Americans - about 21 percent -will be 65 years old and up by 2050, compared with just 13 percent in 2010 and less than 10 percent in 1970. Taking a longer view, the numbers are startling. According to the 60 Minutes segment, Living to 90 and Beyond, “Since the start of the 20th century, we have increased life expectancy in this country by a 30 years - from just 49 in 1900, to almost 79 today ... Men and women above the age of 90 are now the fastest-growing segment of the U.S. population.” The key is to live longer with good health and that goal is a very tough one to achieve. The 2014 Medicare and You, National Medicare Handbook, says that at least 70 percent of people over 65 will need long term care services and support at some point in their lifetime. Many people do not realize that Medicare and most other health insurance plans, including Medicare Supplement Insurance policies, don’t pay for this type of care, sometimes called “custodial care.” Only those with limited resources qualify for coverage through Medicaid, which is a joint federal and state program that helps pay for certain health services. If you

qualify for Medicaid, you may be able to get government assistance for nursing home care or other health care costs. And those costs are breathtaking. Genworth Financial’s Cost of Care Survey for 2014 shows that prices for care have very steadily increased, though the cost of facilitybased providers has grown at a much greater rate than that for home care. In 2014, the national median cost for a private room in a nursing home was $87,600 (prices vary widely across the country), which represents a 4.19 percent compound annual growth rate over the past five years - that’s more than twice the annual rate of inflation during the same time period of time. (Note: bunking up doesn’t save as much as you might think: the cost of a semi-private room is a whopping $77,380.) If you don’t need a facility, care is more affordable. The national hourly median rate for a licensed home health aide rose by just 1.32 percent annually over the past 5 years to $20. The slower rate of inflation is attributed to competition among agencies and the wider availability of unskilled workers. Everyone has heard stories about folks who go through all of their savings, due to an extended illness, but the cost of protecting against that potential liability possibility can

According to the American Association for Long-Term Care Insurance, a typical long-term care policy for a 55 year old couple costs about $4,000 and about 15 percent of people in their 50s do get declined for long-term care insurance. Who needs long-term care insurance (LTCi)? Generally, speaking, those who have a total net worth, including a house, between $300,000 and $1.5 million may want to consider purchasing some baseline coverage. Those below $300,000 can rely on Medicaid, while those above $1.5 million can self-insure. Couples are vulnerable, because a sick spouse can eat into assets that would very dramatically change the healthy spouse’s life in the future. I am often asked about specific companies that provide LTCi coverage. Many insurers no longer offer this product, because it is so difficult to predict how many people will need long-term care and what the cost of that the care might be. Unfortunately, the more insurance companies that exit the LTC business, the fewer options there are for consumers. Some of the highly rated companies that are still committed to offering LTCi include: Genworth, John Hancock, Mutual of Omaha, MassMutual, New York Life and Northwestern Mutual.

V ARIET Y LOIS LOWRY MIGHT JUST BE THE GODMOTHER OF DYSTOPIAN YA FICTION: The author of over 40 books is best known for her 1993 novel “The Giver,” a story set in a utopian society where people no longer feel pain. But a sinister side is soon revealed when Jonas, a young boy, is selected to be the Receiver of Memories - responsible for painful recollections of past suffering so that he can advise a council of elders on how to best serve the community. Jonas is trained by the outgoing Receiver, now called The Giver, and realizes there is a price people pay for living without conflict. Since “The Giver” was published, books such as The Hunger Games and the new Divergent have emerged and proven to be popular at the multiplex. But plans for a film version of “The Giver” actually predates them all. For years, Jeff Bridges hoped to bring “The Giver” to the big screen, even going so far as to shoot a version on his home camera with his father Lloyd Bridges in the title role. Enough time has passed for Jeff Bridges to now play The Giver, with the feature film finally hitting theaters on Fri-

day. Directed by Phillip Noyce, the cast includes Brenton Thwaites as Jonas, Katie Holmes and Alexander Skarsgaard as his parents, and Meryl Streep as the community’s Chief Elder. The 77-year-old Lowry now splits her time between her homes in Massachusetts and Maine, but she admits “My favorite place is to be alone in a room, working.” I could be wrong, but it seems like this genre of dystopian young adult fiction didn’t really exist 20 years ago. No. People in the know say “The Giver” was the first young adult dystopian novel. I majored in English in college and I read the classic dystopian novels like “1984” and “Brave New World.” But apparently it had not been done for kids before The Giver. So I’m not quite sure what happened between “The Giver” and maybe 15 years later when these others suddenly burst forth. Nobody copied “The Giver.” Those ideas are out there and emerge. But I’m glad it happened. Although there’s too many of them now. But I think that trend is ending. We’ll go on to the next trend and we all wish we knew what that was so we could go out and write it. Dystopian fiction is

passÈ now. Jeff Bridges came to you 18 years ago hoping to adapt “The Giver” into a film. Over the years, who were some of the actors you heard mentioned for the roles? I heard a lot of names bandied about. I didn’t hear any names for the role of The Giver because it was always going to be Lloyd Bridges. Anyway, any bandying would have been in Hollywood, not my hillside in Maine. A number of kids were talked about for the role of the boy, but of course they’re all grown now. Haley Joel Osment from “The Sixth Sense” was one name I remember, he would have been great. Do you remember other directors who were interested?

Briefly there was David Yates. He was slated to direct and the last “Harry Potter” book was divided into two movies and he was going to be tied up for five years, so he dropped out. I met with Vadim Perelman, who wrote and directed “House of Sand and Fog,” which was a terrific movie. I’m not sure what happened. Things would get set and then you’d never hear about it again. Did you ever give up hope that it was going to get made? I didn’t really think about it. It was out there and now and then I would hear from Jeff and Nikki Silver, the producer. Every now and then it would ratchet up, then it would disappear again. But I didn’t spend a whole lot of time

I would have been disappointed if at some point they had called and said they were giving up, but that didn’t happen. Was there anything in the film you thought improved upon the story?

I wish I could go back and rewrite the book and beef up the character of the Chief Elder. It was beefed up by the writers and then blown sky high by Meryl Streep’s performance. She has become a complex character, but she was not in the book.

MY MOM LIVES IN A two bedroom bungalow war-time home that's around 50 years old or so. As a child growing up in this home I have experienced things I could not explain. Things like the feeling of being watched and the feeling of dread every time I was in the basement. You see my brother and I shared a rumpus room as a bedroom. And we would often hear a lady screaming and a baby crying in the basement. This would go on nightly. We often ran crying to my mom but she never believed us. The house had a real bad vibe to it that we could not explain, it was almost like the house was suffocating the life out of us. And it did when it came to my parents. They began fighting so bad that their relationship ended in divorce. I blamed the house, and the dreaded feel I often felt in it. My baby sister would have nightmares and often see a man in her room pointing a rifle at her. Just as she was about to scream for my mom it would vanish. She never saw this ghost again. I often saw black shadows in my bedroom. There were two of them and they would stand and stare at me -- which seemed like hours -- and then vanish. Whatever they were they haunted me for years, and stopped when I was 16. When I was 16 my brother was killed - a victim of a hit and run. Shortly after his death, my mother started to feel his presence and even credited him for saving her life. My mom was standing on a chair changing a light bulb when she lost her balance and felt a small set of hands on her legs. Those hands steadied her and prevented her from falling and possibly breaking a leg or hip. On another occasion my mom was washing the back landing floor and didn't realize that she was so close to the basement stairs. As she stood up she lost her balance and as she was trying to regain her balance she felt a small set of hands on her bum push her back on to the landing. My mom would have died that day if she had fell down the stairs. Shortly after my grandma had died my mom was making her bed. Just as she went to fluff her pillows there was an indentation of a head on an unused pillow on her bed. She believes it was my grandma. Also my mom had these birds on her dresser that would chirp when someone would walk by. Every night these birds would go off but the funny thing is no one was ever near them. Also my mom would come home and hear a male voice talking to her dog. The voice said, "Nice Honey," which is the dog's name. It was almost like a person was petting the dog. My mom thought someone had broken into her house but a quick search showed no one was there. Often the boarders who lived in the basement would often complain of having their arm grabbed in the middle of the night. They have also told my mom that she has a ghost of an old man in her basement. My mom said she never saw this ghost, or felt him. But my sister had reported while she was carrying a basket of laundry up the stairs, her son kept looking back as if he was being chase. Q. I AM astonished at the stupid things my coworkers, managers and customers tend to do. I try to be diplomatic when I point out to them what they are doing wrong. I also let them know that I am only trying to help them. People just get madder at me. Is there a better way to get my work done? A. A better way to get your work done is to quit equating being right with doing well. The need to be right is often rooted in shaky self-esteem. We think that if we get crowned as The King of Right that we will finally feel good about ourselves. The problem is almost everyone else has the same goal. Since there can’t be two Kings of Right on the throne of selfesteem, a power struggle ensues. The final result is everyone walks away with serious damage to their egos. If you set your deep and normal desire to be right to one side, you have a prayer of having the “right” fight. Once your ego is not driving your negotiation, you can afford to be genuinely curious about what the other party really wants. Now, I’m not talking about what they say they want. Usually, you’ll have to ask questions about what they say they want to finally figure out what really matters to them. Many people start out by complaining about what they don’t want. They will say you are arrogant, incompetent or lazy. They haven’t actually thought specifically about what behavior they would like from you when they are ranting about you in their head. When you ask them in an inquisitive way about what they want, they will realize they have no idea. They were just enjoying kvetching at you.

While purebred dogs will never go out of style, new breed combinations have spurred renewed interest in mixed breeds. According to adoption agencies, new breed names have helped increase the profile of mixed breeds. The group has begun the process of renaming its shelter pets with new, unique names. The monikers are based on physical characteristics of the animals as well as supposed breed makeup. Breeds such as the chubby-tailed German dobernauzer or the Alaskan collie fluffyterrier are just two of the newly dubbed dog breeds. Newfound interest in mixed breeds has been staggering, with adoption rates jumping 1,400 percent since the campaign began a short time ago. The ASPCA says more than 75 percent of dogs in shelters are mixed breeds. Though the widespread interest in dog rescues continues to grow, the number of adoptions has waned in recent years. It could be because most of the dogs in shelters are mixed breeds, and there has long been a stereotype that such dogs are not as valuable as their purebred counterparts. But many dogs that are now registered with American and international kennel associations can trace their genetic origins to a handful of popular purebred dogs. For example, in the 1990s the mi-ki was developed and shares the bloodlines of the maltese, papillon and Japanese chin, while the kyi leo is a small companion dog breed that resulted from a cross between the maltese and the lhasa apso. New breeds are frequently created for minia-

Many mixed breeds living in shelters were not intentionally crossed, but the resulting animals are still attractive to dog lovers, many of whom find mixed breeds more attractive than purebreds for a variety of reasons. * Mixed breeds tend to live longer and healthier lives because they may not be subjected to the inbreeding of some of the purebred varieties. * Mixed breeds may have a lower risk of some of the genetic diseases that plague certain pure breeds, including hip problems or eye diseases. * Very often mixed breeds are much less expensive than purebred animals. Mixed breeds are in abundance at area shelters and are frequently given away free to good homes.
