Report to the People PON HANDING $4 MILLION to a Downtown Pittsburgh construction project, Pennsylvania’s Governor was quoted in a newspaper article as saying, “It's going to make a huge difference in the central business district of Pittsburgh”. In the next paragraph, the report continued as follows: “developers say the project meets the most pressing needs of a growing Downtown: parking, new jobs and hotel space.” Are we getting mixed messages? How is it that a growing Downtown with pressing parking and hotel space needs cannot fund projects privately? Presumably, pressing needs imply profitable opportunities for entrepreneurs who can satisfy those needs. Pressing needs suggest demand is outstripping supply, the perfect situation for profits to be made. In short, tax dollars should not be necessary for this project. But the infusion of tax dollars does one important thing that most commentary will not cover. With public funds paying for a part of the project, the project becomes a public work and therefore workers on the project must be paid the prevailing wage. Consider the Supreme Court ruling of August 22, 2002; “PA State Building and Construction Trades Council AFL-CIO versus Prevailing Wage Appeals Board, no. 59 01 60 01. In that ruling the Court makes it clear that the requirements of the Prevailing Act were met. Quoting from the decision: 43 P.S. § 165-5 of the [Wage] Act requires that: Not less than the prevailing minimum wages as determined hereunder shall be paid to all workmen employed on public work. Thus, only workmen who labor on “public work” must be paid the minimum prevailing wage. Section 2(5) of the [Wage] Act, 43 P.S. § 165-2(5), defines “public work” as: Construction, reconstruction, demolition, alteration and/or repair work other than maintenance work, done under contract and paid for in whole or in part out of the funds of a public body where the estimated cost of the total project is in excess of twenty-five thousand dollars ($25,000), but shall not include work performed under a rehabilitation or manpower training program. The Court concluded the conditions outlined under 43 P.S. §165-5 of the [Wage] Act regarding “covered” projects were in fact found in the TIF project in question. Thus, the Court has established ample precedent to show that any construction project as described in the Act is a “public work” and if the value exceeds $25,000, must fall under the Prevailing Wage Act and workers must be paid prevailing wages. In all likelihood, the construction of the project in question - with an estimated cost of $134 million - would have been built with union, prevailing wage labor anyway, so the prevailing wage requirement would be moot. However, now that the state tax dollars have been provided, there is no way for the contractors to avoid legally the payment of prevailing wages. Indeed, one can interpret the $4 million as help toward paying the extra 20 to 30 percent in wages and benefits that will be required compared to the wages non- union workers would earn. Indeed, as we noted previously eleven years ago, tax increment financing of projects usually provided enough tax dollars to cover the extra costs incurred because of prevailing wage requirements. A real boon for contractors and developers who in Pennsylvania face extremely hostile labor environments and have to factor in the extra costs prevailing wages add to the projects they bid on. The Allegheny Institute has long ago demonstrated the costly effects on public projects such as schools imposed by prevailing wage requirements. But little has been written about the surreptitious way of making private projects into public projects through any type of public funding being used on the project. Perhaps it is time for the Legislature to amend the Prevailing Wage Act to remove the provision that says that a project becomes a public work if any part of the project is funded by public funds. Either that or stop providing funds to support private projects. Preferably, they should do both. Little wonder developers in the state are always at the government’s fund dispersing offices, along with local officials with ties to union voters, looking for project funding help. All this is unhealthy for the economy at many levels. And as we saw in the survey of Pennsylvania businesses we wrote about earlier this summer none of this is helping the state’s - or the Pittsburgh region’s - image in terms of business friendliness. Old habits are hard to break, especially when powerful interest groups are opposed to

interpersonal edge Career Advice From The Universe

Q. I HAVE been feeling like I need to change my career trajectory but putting it off. Then I had about 10 events all occur that seem like the universe is trying to give me a message. For example, my cell broke before an important meeting, my car battery died right before work, and my outlook calendar actually changed meetings. Do you really think it is possible something out there is trying to give me a message? A. Yes, you can use two theories about the meaning of events in your life. You can figure that when we die, we are worm food and events are random. Or you can figure we are in an eternal and infinite classroom and all events are symbolic messages helping us on our journey. Obviously, no living person can foretell what happens after we shuffle off this mortal coil. We can read about neardeath experiences or read transcripts of people who say

they talk to the dead, but we have no way of knowing what will happen once we leave the land of the living. Thus we’re all left to come up with our own best theories about what is going on here. I recommend my readers select the theory that lets them live the best professional and personal lives possible rather than worrying about proving their hypothesis. Play around with looking at your daily work life as a waking dream. In dream interpretation, you treat everything and everyone as part of your own psyche and consider what the symbols are telling you about your best course of action. You end up making some guesses. But you may discover that your guesses start making sense once you start paying better attention to events around you. A dead car battery may be you burning yourself out and not recharging. Your cell phone is

preventing you from engaging with your current business network. Your outlook calendar sounds like it had something better for you to do. Any one event at work is difficult to interpret, but when we add all the events up going on, we will usually see a pattern.

Try this. Tomorrow, when you get home, write down all the events of your work day. Then pretend this was a dream you had last night and on a separate piece of paper write down each significant event. Then brainstorm about what each event might mean.

Finally, sit back and see if you see a meaningful pattern to these “random” occurrences. When my clients start using this process at work, they begin to believe that the universe has a sense of humor. You get to experiment every day you walk into your

Police arrested a man for drunken driving when he rolled his car in Fletcher, Vt. The man’s brother drove up in his truck with their father to check on him, and the cops soon discovered that he was drunk too, so they arrested him. Then the father got behind the wheel of the truck to drive it closer to the scene. Also drunk. Also arrested.

I’M CURED! IT’S A MIRACLE! … A woman received more than $100,000 in welfare benefits because she claimed to be agoraphobic, that is, unable to leave her home because she is afraid to go outside. ROSIE O’DONNELL’S DAZZLING NIGHT FOR HER ‘KIDS’: “I know what it is to be bad. I’ve been bad.” That line in David Mamet’s “Speed-the-Plow,” spoken by the female character Karen, has always been difficult to utter, unless you’re - Judi Dench or Meryl Streep. It often evokes titters from an audience. Back in 1988, when Madonna made her one and only appearance on the legit stage as an actress, the vehicle was this famous play. Madonna was already being criticized for her film performances, few as they were, at that point. She was fine in “Speed-the-Plow.” But when she got to, “I’ve been bad,” snickers abounded. Now, Lindsay Lohan has made her stage debut in London with this Mamet play. The troubled actress has a lot more riding on this venture than Madonna. She never gave up her “day job” as a pop singer, cultural icon and

thorn-in-the-side provocateur. Lindsay’s initial reviews have been just meh. She appeared to be shaky on some lines, and didn’t exactly set the stage ablaze. At least one reviewer, noting her nerves, nevertheless said she handled herself “charmingly.” However, as with Madonna, when Lindsay had to utter, “I’ve been bad, etc.,” the East End audience hooted. Look, Lindsay defied the naysayers by simply showing up on opening night, apparently quite sober. This has taken a lot of guts. Maybe things are turning around for this talented girl so beset by life. ROSIE O’DONNELL looked very glamorous when she came onstage at the Marriott Marquis recently to launch her big successful “Rosie’s Kids” fundraiser. After remarks about how she and wife Michelle live with four teenagers and a 20month-old-baby - Rosie said she had a baby to remind

THE GREEN SHEET herself that she did like children after all - Rosie made a few wisecracks satirizing her quarrelsomeness on TV’s “The View.” This was along the lines of how she “doesn’t get along with anybody, including my really good friend, Whoopi Goldberg.” She went on and presented a great show of teenage talent and raised more than a million dollars. This is some formidable lady! No wonder ABC wanted her back. I have written about “Rosie’s Kids” before and how amazing Rosie O’Donnell is in giving underprivileged talented New York teens an initiation into theater. Most of her “students” have never gone to Broadway or offBroadway. They are usually struggling to get enough to eat, to stay in school and to learn while coping with underpaid, overworked parents, usually mothers. When Rosie transports them to their first theater musicals, they think they will have to stand in back, or sit in folding chairs to experience the magic of music and dance and drama. A therapist once advised me to write my own obituary. Creating this document helps you see the totality of your life, along with noting those things for which you'd like to be remembered. This is a quote from the book "The Natural" by Bernard Malamud: "We have two lives ... the life we learn with and the life we live after that. Suffering is what brings us towards happiness." Make a determination to start to live your second life. DEAR AMY: I am a 17-year-old introverted girl with an extrovert for a mother. For the past few months, things like advancedplacement classes, my job, sports and the constant presence of people have weighed me down. My energy is easily drained, and small stuff like people casually touching me or striking up meaningless conversations with me will wear me out. My mother wins the gold medal for violating my personal space. I try to explain that the last thing I can stand is yet another hug or more pleasantries, but she won't listen because she thrives on the stuff that drains me. She doesn't accept introversion, and I think she may be afraid of me being an introvert because she doesn't like my need for space. What more can I do to gain some space at home without hiding in my room? -- Going Insane DEAR GOING: You are in the midst of the most stressful year of your youth. Your introverted nature means that lots of contact with other people drains you to a husk. You need quiet and privacy to recharge. I am sorry that your mother doesn't respect this beautiful character of yours. It seems to make her anxious that your temperaments are so different. My suggestion does involve you basically hiding in your room -- although you could use any room in the house if your mother would respect your privacy for a set period. Start a new routine every day when you return from school or work to build in some necessary quiet. Tell your mother you are starting a yoga practice. Set a timer. Light a candle, put on some soft music (if you want), and do yoga, meditate or just sit very quietly. If you can spend up to an hour in this peaceful state, it would make you better able to cope with your mother's incursions.

We purchased another Sheltie. She barks and pulls on the leash, then jumps to meet other dogs on the street. Once they’re together, she’s happy. We tried the spray collar - which sprays citronella, and shock collar but they didn’t work. Nothing seems to calm her. She wouldn’t bite another dog; she just wants to play, but other owners and their dogs don’t know that. What can you suggest? A: Our dogs are always communicating with us. Your dog is “saying” that she’d really enjoy the company of a canine companion. Of course, if you have difficulty controlling one dog, how will you handle two? Veterinary behaviorist Dr. Nicholas Dodman, says you are approaching all this as most dog owners tend to, and that is using punishment. “It’s more effective and humane to use positive reinforcement. By shocking a dog you’re really not offering in-

formation for how you do want the dog to act.” Reward your dog for not pulling on the leash and for silence. Set her up for success by, at first, keeping away from those other dogs. Stay far enough away that she won’t be pulling and barking; then offer lots of praise and treats. Gradually get closer to other dogs, over a course of weeks. You may require a dog trainer to assist you. Dodman says to consider fitting your dog with a head halter - such as a Gentle Leader - or a body harness to provide better control. Meanwhile, if you’re unable to bring another dog into her life, be sure to allow her to socialize at dog parks. The lunging on the leash can’t be an issue if she’s off leash at the park. Q: We love your column, and now we need your help. We have had miniature Dachshunds for over 30 years. In October, 2009, we bought littermates. From the very start, they began to pull grass from the yard, and our flowers, too. Of course, this made us sick. They still have the same habit. Any advice? A: “The answer is one word: supervision,” says Chicagobased veterinary behaviorist Dr. John Ciribassi. Either keep the dogs on a leash or otherwise occupied with a game when they’re in the yard. Dachshunds are born to dig, they’ve been entrenched in this behavior since they’ve been on the planet, so in all honesty this behavior isn’t changing tomorrow. Perhaps, you can go with the flow. Consider creating their own place in the yard to dig. By hiding toys filled with treats in a sand pit, you’d no doubt create a Dachshund digging den. Otherwise, it’s back to that magic word: supervision.

It all started about 7 months after we opened the doors for the first time to the public. At that time I was promoted into management and took over 2nd shift.
