In 1978, negotiators for Egypt and Israel announced in Washington that they had reached tentative agreement on the main points of a peace treaty. In 1962, President Kennedy told a national television audience that United States spy planes had discovered Soviet missile bases in Cuba. With construction nearing completion, the bases housed medium-range missiles capable of striking major U.S. cities, including Washington. N 2009, THE ALLEGHENY INSTITUTE released a report examining the pension systems in Pennsylvania’s 10 largest cities based on population. Since municipalities administer their own pensions, subject to state law, and there are separate

pension plans for different types of workers in municipalities, there is a wide degree of variation in the health of those pensions based on assets, liabilities, active workers, retirees, and so on. This variation in funding health is even greater among the more than 3,000 local pension plans of other municipalities, authorities, and associations. What we found in 2009 was that the state’s two biggest cities -Philadelphia and Pittsburgh - had funding ratios (assets divided by liabilities) of 54 percent and 42 percent, respectively. Three cities - Harrisburg, Reading, and Lancaster - had funding ratios of 90 percent or greater. Other cities in the top 10 fell somewhere in between. It was later in 2009 when the state enacted Act 44 that dealt with municipal pensions in the state and assigned a distress score based on the municipality’s funding ratio for all the pension plans it administers. A municipality with a funding ratio of 90 percent or greater would be considered “not distressed” while a municipality with a 50 percent or less ratio would be “severely distressed.” Those in between were “minimally” or “moderately distressed” depending on the percentage funded. Various remedies for improvement were outlined for municipalities based on the level of distress. Philadelphia was given special provisions under the act, including the ability to levy at 37.5 percent and had to devote 6.75 percent of the collections toward pensions. The law stated that if Pittsburgh was in “severe distress” as of January 1, 2011 the pension plans would be placed under state control. After debating for close to a year over a plan to lease publicly owned garages and lots for an up-front payment toward the pensions to avoid the takeover, the City opted for a one-time transfer of money and a three decade pledge of parking tax money to avoid the takeover. The state’s Public Employee Retirement Commission has assigned distress scores for municipal pensions in 2010, 2012, and 2014 based on the previous year’s pension funding ratio. The most significant upswing in terms of percentage points from 2010 to 2014 was

increase in the city’s parking rates, which, in turn generates more parking tax revenue that is needed because of the amount of funding going to pensions. Scranton remained in “severe” distress through all three measurements but its funding ratio fell from 47 percent to 23 percent. The situation is so dire that the Auditor General mentioned the possibility of bankruptcy during a recent visit to Scranton. Philadelphia slipped 7 percentage points and moved from the “moderate” level to the “severe” level; this despite the additional one percent sales tax that was tacked on to help with pension funding. Allentown has moved from “minimal” to “moderate” distress due to a decline in funding ratio from 71 percent to 60 percent. Why these two cities have seen their pension plans worsen so dramatically is not immediately apparent in the data provided. One would think that being in Act 47 financial distress would indicate poor pensions, and certainly Pittsburgh in 2010 and earlier and Scranton through the period display that, but Harrisburg has had a funded ratio well over 100 percent and the Act 47 communities of Reading and Altoona have maintained relatively healthy funded pension levels. Given the political obstacles for getting major reforms to the two statewide pension plans, it is reasonable to surmise that it will be quite a long time before the state revisits municipal pensions.

When officers showed up, he told them his family was fine but that he hadn’t slept in almost a week. He was arrested.

Police stopped them later, and, thanks to a hospital X-ray, discovered that the woman had swallowed the ring in an attempt to conceal it. Authorities detained her and have implemented a plan to retrieve it.

Hmmm. Well, my perspective on Louis B. Mayer has always been that he was a genius and innovator who loved films and knew other geniuses - Irving Thalberg and great stars - “more than there are in heaven” - when he saw them. As to the dictatorial side of him, to do him justice we’d probably have to cut all the legendary tales in half, and exclude some of them entirely. Anything Judy Garland said about MGM, Louis B., her mother or, almost anything else in her life, has to be taken with a grain of salt. Garland was a phenomenal actress and a drama queen

who never really accepted responsibility for any of her actions. So many MGM stars told the same stories of being ushered into LBM’s office and being witness to one of the mogul’s fabled dramatic monologues about how he was their “father” and only wanted what was best for them, how could you be so foolish/ungrateful, etc. There has to be some truth, although we must never forget that we are dealing with actors. Elizabeth Taylor said he “foamed at the mouth” and cursed at her and her mother. Elizabeth also said “I do” eight times.

WEEK OF OCTOBER 20, 2014 Many were fond of Mayer and all reportedly benefited from MGM’s care. Anything from an acne breakout to a messy divorce, you were protected. It was business, of course, and sentiment went out the door when a star’s box office failed. Still, Mayer was loath to dismiss his favorites, or those who had been great bonanzas for MGM. For all of Judy’s complaining, few studios would have put up with her for as long as MGM. Joan Crawford was bitter at her dismissal after 18 years - but it seemed her star had faded for good. Yet Joan found a new, vital career - and an Oscar - at Warner Bros. Much to the displeasure of Bette Davis! Alicia Mayer points out that LBM founded the Academy of Motion Picture Arts and Sciences and other cornerstones of the business. He also funded spies who infiltrated

pro-Nazi groups. A documentary about his activities in this area is in the works. I am sorry if I hurt Alicia Mayer’s feelings. But, in the immortal words of Joe E. Brown in “Some Like It Hot” - “Nobody’s perfect!” ROCK mavens worship The Velvet Underground. It may never have achieved a wide commercial appeal, but it is considered one of the greatest groups ever - groundbreaking and influential in every vital way. Andy Warhol served as the group’s manager during its early years. It is very difficult to imagine the always vague Andy managing anything. But underneath the whispery voice and blonde hair, was a steel-trap mind. Recently, the band’s first and second albums were released in “super-deluxe” packaging with all sorts of extras and outtakes. Now the band’s third album, “The Velvet Underground” has been re-released by Polydor Records. This one contains 65 - count ‘em! - 65 tracks, a casebound book and liner notes by Rolling Stone’s esteemed David Fricke. I’m sure I heard the music of “The Velvet Underground” back in the day when I went to discos and clubs. It was to me all part of the glamorous background noise of the era. Real fans will love the cherished original album tracks and previously unreleased live versions of “Venus in Furs,” “Pale Blue Eyes,” etc. I can’t even imagine the price of this, but it will be worth it to those interested.

(Has that ever worked?) Anyway, here it is. Comments in parentheses are, of course, mine: Hi there! (Perhaps the company has not heard there are programs that automatically slot in the name of the person being emailed. I'm trying not to take it personally.) Add a little more to your trick-or-treat this Halloween season, and turn your sweet-filled month into a HalloWellness one! (Wow, what a catchy new phrase. "Mom! Can we get a bag of turnips? HalloWellness is coming up!") This year, treat yourself, your family and friends to an orange and black festive pairing of (brand name's) Turmeric and Chyawanprash. (And how festive that does indeed sound. Practically a party on the page.) Whatever Happened To Instruction Manuals?

UMEROUS STUDIES SUGGEST Americans are getting dumber. Perhaps such a study exists; I'm just too stupid to know where to look. So let's assume our brainpower meter is plummeting faster than congressional approval ratings. Now can somebody please alert technology manufacturers to this fact? If so, perhaps instruc-

tion manuals -- those nicely worded booklets that explained how to actually work the gadgets we buy -- might make a return appearance. A how-to guide has always been a welcome sight whenever I tear into clamshell packaging or whatever houses a new consumer product. As a dad, I can attest the manuals came in very handy when assembling toys on Christmas Eve. Dads everywhere, swallow your pride and defer to the experts. It beats standing helplessly in a sea of nuts, bolts and chains that, in three short hours, are supposed to magically morph into a Disney Princess bicycle. Not long ago, home computers came in boxes that small children could play in once the machine was successfully up and running. The PC itself took up a fraction of the box; the remaining space was reserved for manuals explaining every intricacy of the device's inner workings. "EVEN THOUGH YOU DON'T KNOW WHAT A SOUND CARD IS, READ THIS! AND THIS. DON'T FORGET THIS ONE!" DVDs, all containing backup copies of the factory installed software, spilled from the carton, providing comfort for the buyer. "Don't worry if, in your infinite cluelessness, you delete everything on your PC. We assume that's what you are going to do, which is why we've included these for you. Now all you have to do is locate your DVD drive. HERE'S THE MANUAL THAT SHOW YOU WHERE IT IS!" But recently I purchased a Hewlett-Packard Pavillion TouchSmart Notebook. It arrived in a box that could have just as easily held aThanksgiving Day pie. A single sheet of paper, labeled "Setup Instructions," was neatly folded width-wise, resembling a bookmark. I unfolded the document and learned how to plug the computer in, turn it on, locate the webcam, navigate the touch screen, search for apps and shut it down. That's it. No backup DVDs. For that matter, no DVD drive either. No explanation as to the usefulness of a multitude of apps and their respected icons that littered my screen. What was OneDrive? How about Pinger? Box? Fresh Paint? Help me out here, HP. Oh sure, there's always the Web if you're stumped. "Computer not working? Log onto our website and search for an answer. Oh wait, you can't log on, can you? Do you have a neighbor who works in IT?" It's as if detailed instruction manuals have become an annoyance rather than a necessity. "Everybody should be able to set up a home network by now," technology manufacturers seem to be saying. "All you have to do is configure your IP address and subnet mask. What's the big deal?" Motorola, a company known for innovations such as the first portable two-way radio and first handheld cellphone, actually used the word "crammed" in one of its setup booklets. As in, "We've crammed all of the main features of these (Motorola S10-HD Stereo Bluetooth Headphones) into this handy guide." Which is another way of saying, "we'll show you how to charge them and slip

Q. I JUST TURNED 50, and I feel like I’m turning into a grumpy old woman at work. Everything and everyone is irritating to me! The weird thing is even small things bug me more. Do you think this is just menopause or is something else going on? A. Hormone changes in both men and women only highlight the issues that are already going on. The good news is that those hormone changes will actually encourage us to clean up our bad habits. A little known fact is that men go through a version of menopause as well. Right about the age of 50 both genders have hormonal encouragement to get grumpy.

At the end of your week, make a note about what you could do about each item on your grumpy list. You’ll be surprised how many small things you put up with that drain your well-being every day. If all you do after reading this column is clean up every jammed stapler moment you have during the day, you’ll be much better off. Then there are those big problems, such as your boss leaving you out of a plum project. Brainstorm the root of your problem. Do you need to do better marketing of your skills to your boss or do you really need to look for a new job? If you don’t know, ask for a candid review from your boss. Worst case scenario, your new attitude of using your grumpiness will give you a heads-up that your job is on the rocks. Many of my clients have stayed too long in irritating dead-end jobs just because they were afraid to ask and get the facts about how their boss saw their performance. Please be keenly aware I’m pointing out the power of feeling grumpy, not of acting grumpy. If you walk around speaking and behaving in externally angry ways, you will only succeed in making enemies and not in making progress. From now on, when you start feeling grumpy, just figure you are about to start getting smart rather than judging yourself as having a “bad” attitude. Let your irritation be the finger of wisdom pointing at exactly what you need to change!

DEAR AMY: Recently I got a phone call from a local video game store advising me that my husband had won a new game console from a store contest. I called my husband, and he was excited to pick up his prize. Soon enough, I found out that my husband hadn't really won a contest, but had conspired with the assistant store manager to deceive me. It turns out he actually paid for the console but didn't want me to know. When I confronted him about the lie, he denied it, even after I had proof. After fessing up, he then flipped it on me and said that because I couldn't afford to buy him a nice birthday gift, he had the store call me about the contest in hopes that I would pick up the game system and pass it off as a gift from me. Now he has decided that he no longer wants to speak to me or have anything to do with me. Shouldn't I be the one who is angry because of his lies and deceit? -- All Played Out DEAR PLAYED OUT: Your husband certainly is a player. This scheme has more components than "Minecraft." He is hiding purchases -- and likely other financial issues -from you. He is acting like a child, and now that he has been found out, he is withdrawing. The store clerk's choice to participate in this domestic deception shows (at best) terrible judgment on his part and (at worst) a serious ethical lapse and possible firing offense. Don't worry about justifying your anger; it is simply beside the point. You and he have a lot of work to do if your relationship is going to survive. You have financial issues and communication problems. Your husband is deceptive and childish. You two need to put all your cards on the table; professional financial and marital counseling would help. DEAR AMY: I have been with my husband for almost 20 years. People think he is a prize. He has cheated pretty much from the start. I discovered it gradually. He admitted some of it, but there is way more. He went for an STD test a few years ago. He said it came up negative so it was none of my business. I want to know the extent of his infidelity, but when I bring it up he screams at me and makes me the culprit and storms out for the night. I agree I am a fool for sticking around. But I am in my 50s and I don't want to start over. I do want the truth. And the pain in my heart it causes when I see what is going on kills my soul. Every boyfriend I have ever had has cheated on me. No, I am not exaggerating. I have contracted STDs from each of them. Does a cheater ever quit? Is a cheater ever honest? -- Sad DEAR SAD: Not everybody cheats, but many people do -- at least once. According to one study I read, 57 percent of men admitted to at least one instance of infidelity (in any relationship). The percentage for women was about the same (54 percent). Because you are in a lifelong pattern, you need to examine the dynamics of your own life -- and your past -- to see what it is that makes this OK for you. This is sad, depressing and an unfortunate reflection of your self-esteem. There is no loneliness as deep as the one you feel when you are in a relationship in which you are devalued. Your cheater might not change, but you can. I hope you will get help to understand your own motivations. Of course you can start over. And you should.

CLARKSVILLE, AR UNIVERSITY of the Ozarks- There are actually quite a few places here that are haunted and some from personal experiences. Smith Hall: Late night/Early morning, people walking down the middle stairwell will experience pressure on their backs as if someone is pushing them down. People have tripped on those stairs saying they have felt someone pushing them. The showers here have actually gone on their own. In one case, I went in to shower late at night on the second floor. Next to me, a shower had been running since before I went in and continued long after I finished. I checked in because I didn't notice any feet and when I pushed the curtains aside, the water was not running and the entire area was dry. Maclean Hall: Eerie singing can be heard at night coming from the showers in the basement, this is especially true in the summer when there are rarely any, if at all, people in the building. Vorhees Hall (International Building): Lights turn on and off on their own. I was working houskeeping and my coworker and I went down to the bottom level. She asked where the lights were and they suddenly turned on. It's happened quite frequently. Ravens like to gather in the back area at night and the building has been switched from night shift to day shift cleaning for safety reasons. Walton Fine Arts Center: The ghost of a young girl is said to reside here. She has been dubbed "the Walton ghost." She hangs around the theatre department and the theatre majors say she is a form of good luck. If she is not seen around the time of a big event, the performance goes bad. That's why they all cross their fingers they see the girl at least once. In one incident, I was walking into the building late at night to meet my friend in the ceramics building. I saw a girl dressed in an old white frilly dress. She looked at me and disappeared into the theatre. Another guy who worked in that department came by and I asked what play they were working on. He looked at me confused and said there weren't any recent ones and that he was the only one back there. I ran out of there and told my friends some time later. Turns out, the girl that I saw fit the description of a a painting in the drawing room upstairs. No telling if she is the Walton ghost or related to the painting they showed me. The elevators will sometimes shut abruptly and can be hard to open. Robson Library: People have been seen walking around the bookshelves late at night. Munger Chapel: The bottom level sometimes has floating light orbs in the air at night and early morning. The temperature suddenly decreases drastically near Angel Hall. Seay Student Center (Dining Hall Second Floor): A ghost by the nickname "Ed" resides there. He has been known to do both good and bad things depending on the people he encounters. He has helped people find lost objects in the catering room and has thrown projectiles at people he doesn't like. In one instance, he threw an ice cream scoop at one of two employees that was working that night. ©theshadowlands.net

SHONDA RHIMES, DIVERSITY ON TV: On paper, “How to Get Away with Murder” certainly has the auspices to be a “Scandal”-sized hit for ABC - a charismatic lead in Oscar nominee Viola Davis, a “fast-paced and frothy” serialized story at its center, and the creative acumen of super-producer Shonda Rhimes and her Shondaland shingle at its back. Time will tell if the buzzed about thriller can reach the heights of pop culture dominance achieved by the Kerry Washington-fronted political drama, but the stars seem to be aligning in its favor, despite some unexpected controversy courtesy of The New York Times. Recently, Times critic Alessandra Stanley drew the Internet’s ire in a piece erroneously attributing the creation of “Murder” and Davis’ character, criminal law professor Annalise Keating, to Rhimes - among numerous inaccuracies).

V ARIET Y The show is actually created by Peter Nowalk, who has inhabited the twisted streets of Shondaland since 2008, starting out as a story editor on Grey’s Anatomy and then ascending the ranks to become a co-executive producer on “Scandal,” before finally creating “How to Get Away with Murder.” While Rhimes undoubtedly has a guiding hand in the series as an executive producer and mentor to the first-time creator, “Murder” is assuredly Nowalk’s show. Variety sat down with him at ABC’s Television Critics Assn. press day in July to talk about his inspiration for the project, his experiences working with Rhimes and the importance of diversity in both casting and writing characters.

How did you first come up with the concept for the show? I’m always coming up with ideas - maybe it’s because I’m unoriginal - where it’s a normal person caught in an extreme circumstance. There’s so much good TV on right now, I just wanted it to be loud and extreme and relatable. I was like, “What would happen if I murdered someone?” It started there and then I wanted to do something with a procedural element. The criminal defense lawyers and students committing the murder felt like the perfect little concept in order to launch the show. I also like playing with time - that felt fresh to me. I hope it doesn’t confuse people but I think it’s up to us to make sure that the story is told in a clear way. So many other shows have been doing that, and hopefully we’re doing it in our own way. Basically, through the future episodes we’ll see more moments from the night of the murder, so we’re going to keep doing that story and we’re going to focus on different characters’ perspectives through that night until we put the whole puzzle together and the final piece is who killed this character and why. To me, that feels fun; I would love it if we could eventually show all those scenes together in an episode and it just plays as its own little thing. Anything that feels new and fresh, I think, is what we crave, like, “oh, I can figure that out.” If it feels challenging then I can hook my fingers into it. Annalise is a particularly inscrutable character in the pilot - how much of what she presents to her students is a

facade or a way of manipulating them, and how much should we take at face-value? I think we’ll tell that story slowly. You’ll get to know more when she’s manipulating and when she’s being genuine. I think a lot of people assume she’s never genuine in the pilot and I love that people can interpret the scenes in different ways. I want her to be a character people debate about because I think that’s how we are in life. Two people can sit across from the same person and have different takeaways. Viola said this thing to me about masks, and she was very interested in the masks that Annalise wears - but every character is wearing one. We all wear them, all the time. It depends what situation we are in, which mask we’re wearing. She’s in the theater of a classroom, she’s in the theater of the courtroom, she’s in the theater of her office, she’s in the theater of her marriage. We’re all performing all the time. What’s cool is then when you get to see the mask off and you’re like “oh, the ugly, softer side.” We’re going to be doling those out, slowly but surely, for all the characters, and it makes it fun. Talk about working with Viola and what she brings to the role, because she’s a force of nature in this show. Yeah. She’s a really awesome person. I was obviously intimidated the first time I met her; I’ve adored her and watched that “Doubt” scene probably 50 times, but she’s not who you expect when you meet her. She’s very sweet; she’s very hardworking; she is humble. She doesn’t really realize what a genius she is, which is utterly charming, and she just brings it. She’s a Julliard trained theater person who’s like, “okay these things are meant to challenge me, I’m going to figure out how to make them work.”
