HILE IT APPEARS November will appear before a Governor signed state budget does, a large share of the Commonwealth’s government operations are going along as if there was no impasse. This is due to two important factors. First, while the budget disagreement between the Legislature and the Governor involves the state’s largest single op-

erating fund - the general fund, which stood at $29 billion in the 2014-15 Fiscal Year - the budget for last Fiscal Year completed on June 30th 2014 notes among its hundreds of pages that “The total 2014-15 operating budget for the commonwealth is $71.8 billion. It includes $29.4 billion in the General Fund, nearly $2.7 billion in the Motor License Fund, more than $24.2 billion in federal funds and $15.5 billion in fees and other special fund revenues.” Thus, $42 billion was to be spent during the year that does not flow through the budgeted General Fund. Second, the Office of the Budget has created a “frequently asked questions” document about the impasse which notes that the lack of a budget does not affect any operations that involve “… critical functions that impact the health, safety, and/or welfare of the citizens of Pennsylvania.” Of course, that covers a wide range of government functions. For instance, there is no restricted access to Commonwealth facilities and payments for services such as child care subsidy payments, prescription drug coverage under the PACE program, pension programs for Blind and Paralyzed Veterans, along with Medicare Part A and B premium payments which are being made. Highway work is not being halted. The Allegheny County Port Authority, which gets its state operating assistance from the Public Transportation Assistance Fund, is being funded, which presumably would be true for other mass transit operators across the state. Here is a look at three key areas, the first two of which are not affected by the impasse: • Commonwealth employee payroll, including pension contributions • State tax collections • State funding for school districts A 2009 Pennsylvania Supreme Court decision ruled that the Federal Fair Labor Standards Act superseded the language of the Pennsylvania Constitution and, according to a legal analysis of that case, “… does not prohibit payment of employee wages during an impasse”. Those payments are likely a large part of the $26 billion in “expense transactions” that have been processed since the start of the Fiscal Year by the Treasury. Also not affected are tax collections. The Department of Revenue has released three monthly to-

The Auditor General’s office noted in a September 29th press release that school districts, especially those more reliant on state money than local money, have had to borrow funds. In Allegheny County, Clairton, McKeesport Area, and Sto-Rox borrowed a combined $14.3 million (in Fiscal Year 2013-14 these three districts received a combined $58.8 million in state funding). Undoubtedly, as the impasse drags on, other districts that depend heavily on the state for funding will be asking for revenue anticipation loans. Note that some less well-off districts get 75 percent or more of their total revenue from the state while richer districts receive 15 percent or less. A request by the Erie School District for the Treasury to authorize a $47 million loan was rejected because "… [the] Treasury may only make payments pursuant to a request from a state agency -

Some social services agencies have complained about loss of funding but the total jobs in that sector are up by 4,700 between September 2014 and September 2015. So far, there appears to have been no major impact. Amazingly, for all the angst about the budget impasse there is not much evidence of real hardship.

DEAR AMY: My mother gave up a daughter for adoption before my older sister and I were born. She told us about our half-sister when we were in our late teens. About 10 years ago, this birth sister "Jane" found us, and we have met and kept in touch. We have all become close. My mother will NOT divulge the identity of Jane's father. She said she will go to her grave with this secret. My mother is now 87 and her memory is going. Jane asked her to write down his name on a piece of paper and put it in a sealed envelope. Mom says if she remembers it, she will write it down. I highly doubt she will. When prodded, mom says she is trying to protect Jane, but she won't say why. We've asked if it was incest, rape, etc., but she says no. We have some information that my mother gave to the adoption agency about his background and the information seems solid, but there is no name. My mother lived in a very small town at the time, and we feel someone knows something. We've even become amateur detectives trying to find out who Jane's father is. We feel Jane has a right to know. How do we go about persuading mom to give up the information? -- TV DEAR TV: At this point you should assume that your mother either cannot or simply will not supply the name of "Jane's" birth father. Given her advanced age, I think you should stop trying to get this information from her. You and your sister should continue helping Jane in her search. There is some likelihood that her birth father is deceased, but knowing his identity (and perhaps finding additional relatives) is a natural need of hers. I'm assuming that Jane's adoptive parents have cooperated by providing her with information. Depending on where she was born, locating her birth records might be as simple as going to the county courthouse and requesting a copy of her birth certificate. There are many online forums and "adoption angels" dedicated to helping reunite adopted people with their birth families. Given that you have Jane's birth mother's name and other identifying details such as the town and hospital where she was born, finding this information might be easier than you think. DEAR AMY: Recently I went out to dinner with my boyfriend's daughter. During dinner she excused herself to go to the bathroom. When she came back her eyes were slightly bloodshot and watery. Years ago she had a very serious bulimia problem and I have noticed that she has lost weight. I think she might be purging. I know the signs of this disease and am worried she has a problem again. I know I should mention it to my boyfriend but he is dealing with other issues with his kids. How should I talk to her -- or should I just talk to her Dad? -- Worried DEAR WORRIED: People with eating disorders often struggle with relapsing. Your guy's daughter might be dealing with anxieties, depression, family stress or any number of underlying problems that could trigger her disease. Talking about it is very tough, but if you are close to her and are concerned, you should tell her: "I'm worried that you might have relapsed." And yes, you should definitely mention this to her father. No matter what other challenges he is dealing with, this should be recognized and she should be offered help. The National Eating Disorders Assoc. has a help line, which you or your boyfriend, or his daughter) can call for advice.

If you want to find out how easily manipulated you are at work, ask yourself on a scale of 1 to 10 how much are you hurt or delighted by praise or insults. If you are highly affected by either then realize that all that anyone at work really has to do to manipulate you is insult or flatter your ego.

When a coworker tells you the truth, you will notice specifics, details and neutral clarity in the feedback. If you are told you need to doublecheck your math on a budget, this is feedback, not criticism. If you are told you are generally sloppy, this is an insult - and the worst part is that it is vague. Equally unspecific is flattery such as “You are brilliant.” You may think it is normal to prefer nice comments to uncomfortable truths, but being abnormal regarding feedback is a huge career asset. Stretch yourself when anyone at work respects you enough to give you specific true feedback, even if it stings at first. Another tricky aspect of getting true feedback is you will need to teach others to give it to you. If someone says you are irresponsible, arrogant or incompetent, don’t just get mad. Ask that person to give you an example of what he or she is talking about. If they can’t give you an example, you can discount the vague comment.

Equally useful is, when a person says you are marvelous, if instead of getting blissed out you ask that person to give you an example. If they cannot give the details then that person is hoping you will be so happy you will do whatever he or she wants. When you listen to what people say about you, realize that they always have an agenda. If their agenda is to just make you putty in their hands, making you mad or happy can make you stop thinking about what is best for you. The reason insults and compliments work so well to manipulate normal people is that most of us carry around a fair amount of insecurity. If people imply we are bad and incompetent, we end up trying to prove them wrong. If people imply we are very well liked and competent, we get so pleased we don’t question their motives. The most extraordinary skill one can cultivate is an attitude of curiosity regarding feedback. I know it’s challenging to listen when your ego isn’t pleased with what you’re hearing. Try this: Imagine that people around you are free executive coaches that potentially can teach you invaluable skills. The only price is to set your ego aside, ask for specifics, and be curious about what they are saying.

ENCOUNTERS It Came to Me!? By: ShWilky@aol.com.

I HAD AN EXPERIENCE about four years ago when I was 17 years old. My older sister had just left for the Army and I moved into her bedroom which was an addition over the garage with a set of wooden stairs leading down to our kitchen. This incident was my first experience with the supernatural. During the first few months I had moved into that bedroom, I had alot of stresses in my life. I had gone to school full time, worked two jobs and lost about three loved ones and four co-workers in a short time apart. One night, I was lying in bed with my back to the door and I remember waking up suddenly. My eyes just opened and I laid on my side wide awake. I remember looking at my alarm clock which said it was about 3 a.m. I had this urge to roll onto my right side but I had this deeper feeling that made me not want to. For a couple of moments, I juggled in my mind whether or not to turn over. I just laid there until the urge to roll over became stronger and stronger. I recall turning just my head to the point where I was looking at the ceiling and saw out of the corner of my eye a gray figure. My bedroom door was kept open that night but there were no lights on down in the kitchen to cast a glow and my bedroom window was dark which made me think the moonlight wasn't shining through. At the point when I saw the figure, I wasn't scared just startled and I remember hoping it was just my mother. Hoping she woke up early for work and wanted to borrow clothing or something. I can't remember if I actually spoke or just thought about what I wanted to say but I said, "Mom what do you need?" No response. Again I said, "Mom, it's 3 in the morning can it wait until later?" At that point the figure said very softly, "You have beautiful jewelry. I'd love to take this necklace." I said, in a frustrated tone for waking me up, "Take whatever you want but get out of my room." At that point, the figure turned it's whole body toward me and I recall it was wearing a long robe with a hood over it's head (like that of a monk) and it had no arms, no legs, and the scariest of all-- no face whatsoever. I said "Please leave I'm very tired." At that point the figure turned for my door and floated slowly out and down the stairs. The creaky wooden stairs never made a sound. Sometimes thinking back on that night, I wonder if it was one of the loved ones I lost considering the hard time I was going through. I felt no harm that night, just perplexed by it. To this day, I feel guilty for being rude to it. I wish I had communicated with it a little bit more because it obviously wanted something. I believe that spirits come to you in a time you need them whether you realize you need them or not. Or maybe the stress in my life caused me to conjure up this figure. I don't know the reason "it" came to me but after it all happened, I went back to sleep not thinking about it again until I woke up the next morning. It was then I realized that a necklace I was given for my 16th birthday was missing off of my dresser and has yet to turn up this day. ©theshadowlands.net

Jack placed the ember in a hollowed out turnip, one of his favorite foods which he always carried around with him whenever he could steal one. For that day onward, Stingy Jack roamed the Earth without a resting place, lighting his way as he went with his “Jack O’ Lantern.”
