A
POLICY BRIEF FROM JANUARY laid out the case that the School Performance Profiles (SPP) produced by the Pennsylvania Department of Education are misleading at best and useless at worst. The recently released 2015 SPP scores for high schools, generated by the same procedures and factor weighting as the SPP scores from school year 2013-2014, remind in starkest terms of just how far from giving a true picture of school academic achievement the SPPs are. To illustrate the absurdity of the SPP as an indicator of academic performance, this Brief examines two Allegheny County High Schools at opposite ends of the quality of education spectrum. First, Wilkinsburg is used because there is no other school with as much room for academic improvement. Indeed, things are so bad the 7th through 12thgrade students are scheduled to go to Westinghouse Academy next year - not a school known for academic achievement. Second, North Allegheny High is used as an example of what 11th graders at a good school are able to achieve. How did the schools fare on the 2015 SPP? Wilkinsburg High posted an SPP score of 40.7. North Allegheny High received a score of 89.9. Looking at these scores one might conclude that North Allegheny High is performing at a level that is just over twice as good as Wilkinsburg High. But as it turns out the gap between the academic performances is actually a vast chasm. To begin, it is important to note the horrendous shortcomings in the SPP measurement system. The fundamental problem is that comparison of actual levels of academic achievement has been rendered virtually impossible because of the weights assigned to the factors used to evaluate schools. Consider that scores on the math, English and Language Arts (ELA) and science tests, and Career and Technical Education program taken by 11th graders along with SAT/ACT College readiness account for 40 of the 100 points scoring system at North Allegheny and only 35 of the 95 points at Wilkinsburg which does not have Career and Technical Education. Meanwhile, indicators of meeting annual academic growth (with whatever validity that can be measured) are worth 40 points and indicators of closing academic gaps another 10, and other indicators add 10 more points to get to 100 and 95 possible final score points for each school. There are up to seven bonus or extra credit points that can be awarded for the percentages of students scoring at the advanced level on the tests. A major problem is that on the “academic growth” measure, the school is guaranteed 20 points because each of the three tests (math, ELA, and science) is arbitrarily assigned a minimum share of 50 percent for the number of students meeting annual growth expectations regardless of the actual percentage who do. Thus, every school is guaranteed at least 20 points out of a possible high of 40 points in this category towards its final profile score. And it gets worse. A total of ten points are allotted for four “other academic” factors at 2.5 points each: attendance rate, graduation rate, PSAT participation and advanced placement programs. Even a poorly performing school should get six or seven points out of the 10 with practically no effort or achievement. Indeed, as remarkable as it sounds a school with 80 percent attendance will get two points in that category despite the fact that an 80 percent attendance rate means the average student misses school 36 days a year and is almost certainly not learning very much. Attendance rates that low should be viewed as a negative and certainly should not count as a positive. Then too, a graduation rate of 70 percent will get the school 1.8 points even though a graduation rate that low should be a negative for any performance profile. Then there is the PSAT participation. Since everyone (according to the reporting) takes the preparatory SAT that is another 2.5 points toward the SPP score no matter how poorly the students do on the tests. In total, a school basically starts out with 27 points if it just opens its doors and hands out diplomas. And with a little actual annual “growth” in language arts, it takes very little effort to boost the profile points to over 30. Wilkinsburg manages to get 38.7 points on the SPP weighting scheme, which is then normalized by adjusting for the 95 possible points to give a total score of 40.7. Bear in mind that of the 38.7 points, 24.8 were in the “annual growth” component, 5.9 were in the attendance and graduation component, four came in the closing the gap section, and a mere four points for actual academic achievement. There were zero students proficient or higher in math; zero percent proficient or better in science and 26 percent in ELA. None reached the advanced level on any of the three tests. Because ELA has a multiplier weight of 15, it was able to account for the only four points earned for academic achievement. Math, science and college readiness are weighted at 7.5, 7.5 and 5.0 percent respectively. But with zero scores on these factors they contributed nothing to the academic achievement point count. In sum, only four of the 38.7 earned points (and of 95 total available points) can be viewed as reflecting actual achievement levels. And even that is questionable since a zero percent scoring proficient on a test does not tell how far behind academically those scoring below basic (far below grade level) have fallen. Sadly, an average of 40 percent of Wilkinsburg 11th graders scored below basic in math and ELA. Most of the remainder of the school’s profile points comes from artificial gifts including attendance (82 percent) and graduation (53 percent) that should, in a meaningful performance measurement, be viewed as a negative. All things considered, Wilkinsburg’s SPP at 40.7 is of no value whatsoever. Meanwhile, North Allegheny High has one of the best SPP scores in the County and ranks second only to Upper St. Clair in the number of students scoring at the advanced levels on the three tests. 11th graders at the school did very well with 92.5 percent proficient or better in math, 96 percent proficient or better in ELA and 100 percent SAT college readiness. And even more impressive, 44 percent achieved the advanced level in math, 28.6 percent scored advanced in ELA and 46.5 percent were advanced in science. And remarkably, only one percent of North Allegheny test takers scored below basic. The school’s achievements rank among the best performance numbers in the state. The problem? Only 40 of the 100 points in the basic SPP ranking process are available for academic achievement and only seven bonus points are available for all the superb achievement of the students scoring at the advanced level. Getting all seven bonus points would require 100 percent of students to be advanced. Thus, most of the very best schools will acquire only four or fewer points as extra credits. As a result of the seemingly jerrybuilt SPP methodology, a school with an academic record so bad it is hardly believable with only four points earned for actual achievement can score 40.7 on the SPP while a school with almost all students proficient in math and reading and large percentages scoring advanced receives a score of only 89.9. Clearly, the SPP is providing no real service to the schools or the taxpayers. It arbitrarily rewards factors that do not measure positive achievement and under values strong academic achievement. Only education bureaucrats and apologists for poor public school performance can believe this system is worth saving. A performance profile should measure performance, not ancillary factors. The SPP program should be thoroughly revamped to place far more weight on actual achievement with say 90 points instead of just 40 and only 10 points for “academic growth” (if it can be measured meaningfully) instead of 50. There should be no points for attendance rate, graduation rate, or taking the PSAT. Those are essentially free gifts, unless minimum levels for receiving points are set. Perhaps 95 percent attendance or higher could get two points and anything below would get none. Similarly, a graduation rate of 90 percent or higher could get two points with below 90 receiving no points. Merely taking the PSAT should receive no points. If students score above a certain minimum level, it might be a consideration. But if the PSAT simply verifies what the Keystone tests already reveal as being grossly inadequate progress, why should there be any credit for merely showing up to take the exam? Finally, some thought should be given to including a formula that would reduce a school’s profile point count if the percentage of students scoring below basic on tests rises above some level, say 20 percent. Those scoring at that level are far below grade level and that should be viewed as a negative in the rating system. Well intentioned the SPP in its current form might be, but useful it is not. If the Department of Education is unwilling to overhaul the SPP methodology, they should be instructed by the Governor and Legislature to drop it altogether. The PSSAs and Keystone test results speak for themselves. One can only imagine how much the design, implementation and yearly updating of this program has cost taxpayers. HALLOWEEN MESSAGE SIGNED BY 13 college administrators asked Yale University students to be sensitive about the costumes they chose so as not to demean, alienate or "impact" any groups or individuals. But when the associate master (faculty head) of one of the dorms on campus, early childhood educator Erika Chris-
takis, wrote her own note to students suggesting that maybe we don't want the authorities deciding what costume is or is not sensitive enough, you'd think she'd endorsed genocide. Students, hundreds of them, insisted they no longer felt "safe." They protested. They screamed. They demanded her ouster, even though in her letter, Christakis bent over backward to say she knows that the costume guidelines came from "a spirit of avoiding hurt and offense." What's more, Christakis wrote that she "lauds" those goals. There are towns that don't let people vote in the schools anymore for fear the voters could pounce on the kids, and there are local newspapers that no longer announce births for fear this would lead to baby abductions. The common thread? All these dangers are nearly nonexistent. There's a difference between a real danger (a baby bottle filled with bleach) and a product or practice that could, very rarely and unpredictably, result in serious injury (a laundry hamper, a birth announcement, a zipper pull). But we keep insisting that there is no difference and congratulating the authorities who refuse to acknowledge it. (Just think of all the nail clippers confiscated by the TSA.) When extraordinarily unlikely dangers are seen as enormous, immediate threats -- threats that the experts, the universities and the government feel compelled to take action on -- it's quite possible we have bred a generation of people convinced that everything they encounter that is not an organic avocado (or an organic avocado costume) is making them "unsafe." I'm not positive it is a straight line between society's obsession with far-fetched childhood dangers and the fear that leads to screaming college students racked with fury. But I am positive that when we grant credibility to nonexistent threats, nothing and no one is safe. How ironic.

Google Develops Smart Replies For Dumb Emails HE HELPFUL FOLKS AT GOOGLE are at it again, determined to automate every daily task so that mankind will one day wake up and immediately go back to bed upon realizing there is nothing for it to do. Having nearly mastered the driverless car -- statistics show Google road rage incidents are down markedly -- Google engineers recently turned their Gthoughts to email, specifically answering emails for us so we can devote our time to more important tasks, namely wondering what Googlereplied. And to whom? "UPS, please leave the package in the garage. Greg's security code is 6495. If that doesn't work, there's a key hidden in the third bush behind the patio furniture." The Google Smart Reply feature, currently in "roll out phase" (Translation? Like it or not, you have it), uses "artificial intelligence" (Translation? A common trait among all presidential candidates) to guess which emails can be answered in brief sentences, and then offers multiple suggestions sent via simple phone taps. Answers to, "Do you have any documentation for the new software?" included, "I'll send it to you," "I'll have to look for it" and "I was fired months ago. Why are you asking me?" Despite Google's most blatant Big-Brother-Is-Not-Only-Watching-But-Speaking-For-You-Too creation, Gmail users appear positively giddy that Google can now respond for us when we are checking our email in restroom stalls, as evidenced by the comments from the Google Research blog: "This is super awesome." "Pretty neat stuff." "Wowza!" I'll admit: I will most likely be drinking the Smart Reply Kool-Aid, for I receive an average of 143 emails per day; most from generous, unknown individuals who find me trustworthy enough to march into a bank and withdraw their 33 million dollar family fortune provided I share my bank account and social security number. The rest are from Groupon. On a good day I receive two, sometimes three relevant emails that I do not want Google answering for me. Instead, I prefer to use myNorthwestern University journalism degree and my years of experience in the newspaper trenches to compose fluid, well punctuated and carefully thought out responses: "Yeah, sounds good to me dude." Smart Reply can handle the rest. But, as is Google's policy, they neglected to ask me for suggestions before unleashing their latest productivity tool. I'm still waiting for Google to act on my recommendation that every Google Maps route also includes Hooters locations. Until then, let me propose a few responses for those emails that, as Google claims, can be answered via its "deep neural network" (Translation? Deep neural network). Subject: Please open this immediately! Responses: This looks like a virus My anti-virus software says this is a virus. Just opened it. Thanks for the virus. Subject: Attract more website visitors! Right Words Can Transform Antagonist Into An Ally A. I OFTEN FIND people at work will respond in a negative way to a word I use when I don’t mean anything bad by it. Then people become upset and think I want to fight with them. How do I stop these cycles of conflict before they begin? Q. You can stop these cycles of conflict by being keenly aware that many words are emotionally charged and not neutral. Also be conscious that most people listen for others to tell them what they themselves fear about themselves.
If you are facing a tricky conversation, go to a friend outside your workplace and practice your dialogue with him or her. Ask your friend to listen very closely to your words and tell you if you are using language that could be easily misunderstood. Also ask your friend to watch your body language and the tone of your voice to see if you are expressing contempt, judgment or anger. Practice with your friend until your friend tells you he or she doesn’t react negatively to what you are expressing in the conversation.

Obviously, we often get mad at work. The idea when we talk to others is to make the problem the enemy and not the person we might perceive as generating the problem. You may think it is mincing words to attack the problem and not the person, but the other person won’t help you if you attack him or her. When you slow down and get help from others to listen, you’ll be shocked at how often you invoke negative reactions in your word choice. Consider the following common words used at work: mistake, arrogant, stubborn, sloppy, slow, late, uncooperative. Can you see why using these words is an invitation to a fight? Become aware that word choice can evoke cooperation or hostility. When speaking, pay attention to the word you are about to use and any negative associations others may have to that word. If after reading this column your only change is to begin an experiment where you watch closely at what words you use tomorrow and what reaction you get, you will see the benefit of using words as a kind of social sorcery. You will fight many fewer battles if you learn to use language more consciously.

DEAR AMY: I married the love of my life in June. I've known him for about 10 years. He was in a serious relationship and ended up getting married to his now ex-wife. They were married for only six months. They were separated and she was already living with someone else when he and I decided to start our relationship. They had two young children together. I adore his children and they adore me. His ex-wife recognizes that I am good to the kids and that they love me. She once told me she thinks I am a blessing to her children. The problem is, despite all of this, she hates me and always finds a way to make life harder for us. She is always difficult and has even resorted to saying that the kids need to be picked up and dropped off at my mother-in-law's home so she doesn't even have to see me. My husband travels for work and oftentimes doesn't get home until after I've picked up the kids. Since I have no children of my own it's hard for me to understand how someone could be so cruel and hateful to someone who is trying to bring peace to the situation. It has gotten so bad that I had to go to my doctor to get anti-anxiety medication. I need advice on how to handle situations when she is being passive-aggressive and difficult. -- New Stepmom DEAR STEPMOM: Welcome, my friend, to the show that never ends. Stepparenting is very challenging -- especially when stepparents end up as primary parents during custodial stays. Contact with the ex-spouse can be extremely stressful. Stop trying to understand the mother's motives for her terrible behavior. This first year for a stepparent is an exercise in role-assignment and discomfort. Your husband should be the primary parent during this period of transition. He may need to get his lawyer involved to clarify arrangements and nip some of this nonsense in the bud. If your husband's ex wants to drop off the children at your mother-in-law's house before you transfer them to your household, and if it's convenient for you and best for the children (and if your mother-in-law is able to be supportive and/or neutral), then fine. Otherwise sorry; no deal. A family counselor will help you and your husband cope with shenanigans. Never discuss this with -- or in front of -- the children. Also, read "The Happy Stepmother: Stay Sane, Empower Yourself, Thrive in Your New Family" by Rachelle Katz (2010, Harlequin). DEAR AMY: I'm a millennial working in a small, mostly maledominant office (with a handful of women). Two of my colleagues' wives are undergoing treatment for their respective long-term illnesses. Seeing my colleagues distressed at work is hard. Is it appropriate to ask how they are when I know one has come back from an appointment and they look distressed? If so, how can I do this respectfully and appropriately? When one co-worker says he's taking his wife to an appointment, instead of offering a smile and a "Thank you for letting me know," how do I let him know that I pray everything goes smoothly? -- P in Boston DEAR P: It is important to maintain boundaries at work -- unless a personal friendship blooms. It is also appropriate to convey concern when someone is obviously distressed or when you are aware they are facing a challenge. You shouldn't say, "I'm praying for you," but you can say, "I'm keeping a good thought. I hope things turn out OK." This is not querying someone about his wife's medical condition, but it is opening the door if he chooses to talk about it. Please remember -- it's always OK to be kind, even if you don't quite know what to do or say.

Instead, O’Hara actually blushed and said, “You know, I wish I’d never put that story in the book. BUT, I can tell you it was definitely not John Wayne!” Later, Speck gingerly presented his copy of Maureen’s book to be signed - still a bit apprehensive, would she use it as a weapon? The beautiful actress sweetly scrawled her autograph and then said, in a whisper: “To your question, actually it was Tyrone Power! He was the most beautiful man in Hollywood.” Interesting! But I must say I’d never heard a whisper about Ford, until Maureen O’Hara’s revelation. Maybe I just wasn’t talking to the right people. I thought a little less of Maureen for including that story, especially the anonymity of the other participant, which led to a lot of speculation. Tyrone Power, after all, had died in 1959 and Ford in ‘73. Maureen was in no danger of a lawsuit. And it reminded me of Esther Williams’ extremely colorful autobiography, in which she outed her one-time lover - Jeff Chandler - as a crossdresser. Nobody, but nobody who ever knew Chandler had the slightest inkling of this, and Esther came in for a good deal of criticism. Many of her other stories, less scandalous, had the patina of embellishment. Esther did love to chat so! I recall an afternoon spent with her, while she was promoting That’s Entertainment III. PAGE 7 wood, and even though one reporter had passed me by, looking exhausted and said, “Be prepared!” I really wasn’t. She was tremendous fun, and a great looking woman - she still swam every day. But ask a question, get a pageant! Each tale became bigger, bolder, more MGM, as the afternoon waned and twilight fell. She also didn’t mind a drink or two. Or three. And loose lips might have sunk ships if I’d reported everything she said. However, the infamous Jeff Chandler story was not included that day. It was a raucous four or five hours and after it was over, I felt like I had watched every movie ever made at MGM. Certainly all of hers! I still have my doubts about Jeff Chandler in a polka dot sun dress or Tyrone Power in the arms of John Ford. But those were the actual stories Maureen and Esther told, and they stuck to them. Change just happens from the bottom up in nature ... it occurs in just about everything from genes, morality, culture, the economy, technology, the mind, personality, religion and the Internet.” The writer says, “Far more than we like to admit, the world is both a self-organized and self-changing place.” He points to the fact that geese arrange themselves to form a V in the sky ... termites build cathedrals without architects ... bees make hexagonal honeycombs without instruction, etc. I’ve got to get this book. HELLO, MY NAME IS BECKY and I am 21 years old. My oldest brother Bobby died two years ago of cancer. It was a peaceful death but not for me; I still have moments that I sit and cry. I miss him so badly. Anyway, not long after his death I started seeing him around the house. He just more or less smiles at me as if to say everything will be ok. Just so you know he was a big practical joker especially on me. He would do anything for a laugh. So even now he still does play jokes on me. The one that sticks out in

But, as he tried to leave, he accidentally went through a door that leads to a secure area and set off the alarm. Two thugs, apparently unaware that there are cameras at every public facility, attacked a passenger on a train as it approached the station in Ipswich, England, and stole his wallet. Then they got off the train where the cameras captured amazingly clear photographs of them, which the police are using to hunt them down. I DON’T KNOW HOW MY STUFF GOT IN THERE, HONEST ... A 14 year old boy stole a pastry van in Idaho, but the cops were able to track him because the vehicle was equipped with a GPS device. They located it in the parking lot of an apartment complex, and the kid was standing nearby. He told the cops that he didn’t steal the van, but they found his stuff inside.
