ARLIER THIS YEAR there was a considerable amount of attention paid to the study commissioned by the Port Authority (PAT) to plan the future of mass transit in the County. An Urban Land Institute panel was convened, information was collected, and a report was released. As we noted at the time of its release the report contains too

many logical and analytical flaws to be of practical value. Meanwhile, there are two studies required by state law that remain uncompleted well beyond the time when they could have had significant impact on PAT. They might be finished in 2015. First, Act 44 of 2007 calls on the Pennsylvania Department of Transportation (PENNDOT) to conduct performance reviews of transit agencies and the dollars received in order to highlight positives, make recommendations, and determine the effectiveness of financial assistance. To accomplish this the Department is to examine criteria such as passengers per hour, operating costs per vehicle revenue hour, operating revenue per vehicle revenue hour, and other criteria the Department may establish. According to PENNDOT this efficiency report on PAT is to be done in spring of 2015. Second, Act 72 of 2013, which reformed the PAT board of directors, calls on PENNDOT to “study the consolidation of [PAT] with other local transportation organizations within geographical proximity as a means of reducing annual expenses or increasing annual revenues. The study shall examine the creation of service regions to determine whether consolidation would reduce annual expenses or increase annual revenues”. Privatization was also to be examined as a way to reduce costs. The Act, which was signed into law on July 18, 2013, required PENNDOT to have a report ready to submit to the General Assembly, the Governor into effect July 18, 2013, that means PENNDOT should have completed the report by April 18, 2014 - seven months ago. Indeed, PENNDOT entered into a contract with Michael Baker Corporation to carry out the required study for $170,000. It is almost seven months past the date set by law for the study to be submitted. According to PENNDOT there is no firm date of completion of this very im-

portant study. At the rate things are proceeding, the current Governor will be out of office and the General Assembly session in which the law was passed will be history before the study is completed. In the meantime, PAT has submitted indicators to the House and Senate Transportation Committees to comply with the requirements of Act 61 of 2012, which gave the Public Utility Commission a role in approving mass transit carriers in Allegheny County other than PAT. The law directs that data on operations, budget, and labor contracts to be submitted annually. The delayed studies mentioned above could have had significant implications for policy actions. They were mandated by the Legislature before the passage of the massive transportation bill (Act 89 of 2013) with its substantial increases to the annual funding PAT will receive. The possibility of substantial savings might well have influenced the amount of additional funding PAT would be given. Common sense says these studies should have been available to the Legislature long before the vote on the transportation bill, and certainly before now. If there are opportunities for substantial expenditure reductions, then any delay in their implementation saddles taxpayers with unnecessarily high costs in the form of subsidies being provided to the transit agency. When one includes the Southeastern Pennsylvania Transit Authority (SEPTA) in the analysis and realizes that these two agencies absorb over 90 percent of all state transit subsidy funds, it seems the efficiency studies on PAT and SEPTA that have been required by law since 2007

IT’S A REAL MIRACLE! … A man who was facing fraud and forgery charges avoided trial by pretending to be a quadriplegic who was so very sick that he sometimes lapsed into a coma. Unfortunately, He was caught when he was spotted by surveillance cameras driving a car and strolling through supermarkets as he shopped in his home town of Swansea, Wales.

SURPRISE! I’M HERE! … A man went on six dates with a woman after meeting her on an online dating site. But he had her arrested after she showed up at his Thousand Oaks, California, home and tried to get in by going down the chimney, but got stuck. Officers said the woman’s “intent was unclear,” but it can’t be good. The sad thing is they usually don’t even know they lost out on all these rich opportunities. They end up feeling like hapless victims of cruel fate rather than victims of their unconsciousness. If you attempt to spend a few more minutes being present at work every day, you will see that you often are the master’s of your own fate by how you speak and act. Ironically, if you act to defend your ego and self-worth, you often end up in circumstances that make you feel worthless and miserable. For instance, imagine someone is rude to you in your workplace. You might naturally pout, say something snarky or act rude right back to the person. Think a minute about the outcome you will get with these choices. Will this result enhance your selfworth or career? My clients start to chuckle when they see that the more they defend their egos in their workplaces, the worse they feel. When you are in the moment, it will occur to you that what people are doing to you is not a personal attack. These people act in these ways with everyone. any way that I can." Her solution: refusing to suspend black and Hispanic students. "The only way I can think [to solve the disparity] is to take those suspensions back to the individuals and try and probe and ask questions," Johnson explained. Johnson will work with the Department of Education, which originally brought the disparity to light. Now, Johnson will have to review every potential suspension of a non-white, non-Asian student.

And I lie”... “Women prefer to hate each other at close range, where you get more bang for your buck”... “Any man who claims he’s not into strong women is fooling himself; he’s into strong women who know how to pout prettily and put on baby voices, and who will end up keeping his b—s in a makeup bag”... “I hate nostalgia; it’s laziness with prettier accessories.” These are a series of quotes, from a number of different characters, culled from the Tana French thrillers I have read recently - “In the Woods,” “Broken Harbor,” “The Likeness,” “Faithful Place” and the latest, “The Secret Place.” I had to be led to these books by a few readingcrazy friends whose opinions I revere. Tana French began writing in 2007. Her tales, published by Penguin Books, take place in Ireland - all involve a moveable cast of characters, men and women, from or aspiring to join Dublin’s “Murder Squad.” I have been amazed, confounded, frustrated and really angry while reading these novels. I often backtrack and reread, because Ms. French does not stint on complicated plotlines, many, many suspects, unlikable “heroes” and unresolved personal issues. There have been times I’ve

None of these flawed people make the right choices, including putting their own children at risk, until the final choice, which is always getting the bad guy, no matter what. The books are chock full of dialogue, pages and pages of it. Attention must be paid! Especially as quite a few of the characters speak in varying Irish idiom. Perhaps more than the murders, or the protagonists, it is the character of Ireland itself, the country’s complicated history, caste system, financial problems, cultural stagnation and religion that are the real “stars” of these books. The author is Irish, but was born in the United States. She did live in Ireland, the U.S, Italy and Malawi. She is also an actress. Perhaps this is where her almost ob-

Until we do it again. All the books are fascinating, challenging reading. I can’t wait to dig into the next one and get myself into a state. And a country - Ireland. THRILLERS are increasingly popular. The New York Times Book Review recently devoted an entire special issue to the onslaught of slaughter, murder most foul and various supernatural entries. I happen to loathe the super-natural. I was especially taken with Marilyn Stasio’s article on Scandinavian authors who have made it big ever since the success of the late Stieg Larsson and his “Dragon Tattoo” books. Ms. Stasio listed a whole slew of new and upcoming Scandinavian mysteries. I’ll likely investigate some of them. Although I admit the Stieg Larsson books take some getting used to, all those odd Nordic names, I found myself longing for a simple Joe, Jane or Mary! It seemed wise

to write down a list of who was who, just in case I got lost during a thriller snowdrift. Larsson’s early death in 2004 was a real loss to literature. I WAS AT A party for Barbara Walters recently and sitting down I felt a warm hand on my shoulder. Looking up, I found my longtime friend, Fox News emperor Bill O’Reilly, standing there. If you can make O’Reilly laugh, you are really gifted, so I tried. “Bill, what are you doing here?” This man doesn’t cotton to the aspiring social gettogether; he is serious! I went on: “Are you researching for another of your smash hit books - Are you and Martin Dugard preparing “Killing Barbara Walters”? As usual, I failed to make O’Reilly laugh and he simply said, “Why are YOU here?” Bill and I have known each other in New York since we were very minor broadcast figures, young wannabes, or since Hector was a pup before he got killed. Sex, Cancer and ‘Girls’

HAT DO LENA DUNHAM, sex and cancer have to do with one another? Quite a bit, actually. Last week, the Internet was abuzz with reactions to Dunham's autobiography, in which the "Girls" creator admits to having been fascinated by her 1-year-old sister's private parts when she was 7 and doing some stuff that is uncomfortable to read about. For this, some observers have branded her nothing short of a child abuser. This ignores the fact that kids are curious about everything, including -- maybe especially -- sex. That can lead to behavior that is not exactly pleasant to talk or think about. But calling it "abuse" ignores that: 1) Kids have always played doctor. 2) Enduring some disturbing incidents in childhood does not necessarily cripple children. Kids are far more resilient than our culture gives them credit for. What's more, there are consequences to "overdiagnosing" child abuse, especially when it's another child we label an abuser. An activist friend of mine, Josh Gravens, knows this because he was labeled a sex offender for inappropriately touching his 8-year-old sister twice back when he was 12. His mom called a counseling center to ask for advice, and the center was mandated to report any "abuse" to the authorities. Josh ended up spending 3 1/2 years in prison and four years on parole and went through what he calls "intensive and intrusive sex offender treatment." In an open letter Josh wrote last week, titled "To Lena Dunham: From A Person Placed on the Sex Offender Registry as a Child," he wrote, "While my behavior was inappropriate, I believe that (those) were punishments that went far overboard." He's almost 30 now and still a registered sex offender for that "crime" he committed before he was a teenager. (Two years ago, he got off the public registry, but he is still on the private one that cops see.) In Josh's state alone -- Texas -- there are almost 5,000 people on the registry who were younger than 18 at the time of their offense. Are so many kids raping other kids? Or are we punishing the normal along with the egregious? That is the question that brings me to the curious situation in South Korea, where (bear with me!) there has been a fifteenfold increase in thyroid cancer over the past 20 years. "Nowhere in the world is the rate of any cancer growing faster," writes Dartmouth professor H. Gilbert Welch, author of the new book "Overdiagnosed." Is it because South Koreans have been exposed to something toxic? In a way, yes. They have been exposed to the toxic belief that early detection of any and all threats, no matter how tiny or slow-growing, is beneficial. In 1999, the government started an intensive health screening program to root out cancer. One thing the screeners found a heap of was ... thyroid cancer! Why is it bad to catch thyroid cancer early? Because 1 in 3 people test positive for it -and most of the time, it would never hurt them. In fact, thyroid cancer is one of the rarest things people die from. So South Korea is detecting a threat that really isn't that threatening. But of course, once diagnosed, the "patients" get treated. This is costly in terms of dollars, as well as health; removing the thyroid has serious side effects. Now, for "thyroid cancer" substitute "child sexual abuse by other children" and you'll see the parallel. When we look for this rare and horrific problem, we are in danger of finding a normal, nonthreatening condition ("Your sister played doctor with you?") and diagnosing it as a cancerous problem ("You will never recover!") to be dealt with instantly ("Throw the kid in jail!"), without considering the consequences. Josh Gravens' experience illustrates the downside of overdiagnosing and overtreating the sexual abuse of kids by kids. Some of these interactions are horrifying. But much is normal and will not hurt the kids involved at the time -- or even later in life. Unless, that is, one of them is labeled a sex offender for a Lena Dunham-type "crime."

Make The Most Of The Next Polar Vortex HE INITIAL WARNING BELL SOUNDED in early August. I was grilling steaks on my patio, wearing my customary weekend summer attire of T-shirt, shorts and flip-flops. Smooth jazz from my outdoor speakers enveloped the backyard. Mixed with the aroma of hickory, it made for the quintessential summer evening. And then I heard the commercial, or rather, the first line of the commercial: "GET READY CHICAGO! ANOTHER POLAR VORTEX IS ON THE WAY!" My back tensed, my toes curled inward and, despite the humidity, a chill ran the length of my body. It was the exact same reaction myself and fellow Midwesterners experienced repeatedly during the blistering Arctic winter of 2013-14, one accompanied by a term that, seemingly overnight, leaped from obscurity into our daily lexicon. Kind of like "selfie." Suddenly every snowdrift, ice storm, stalled car, cancelled flight, missed field goal, congressional stalemate, you name it, was the result of the polar vortex. And now another one is on the way? When I first heard the term, I thought it sounded like a character J.K. Rowling would conjure up should she ever choose to resurrect the Harry Potter series. "Voldemort may be dead, but he's pittance compared to his menacing brother, 'He Who Shall Only Be Named by Licensed Meteorologists.' But we who choose to live in cold weather environs quickly learned that the polar vortex was a mass of ungodly cold air that somehow found its way to our front doors, invited itself inside and refused to leave. Night after night, forecaster after forecaster assured us this was a rare phenomenon, a blatant lie now that another one apparently broke free from the North Pole while we were all applying sunscreen and enjoying the lazy days of summer. But this time we've been warned. Now we have the chance to see the fun that a polar vortex can bring, something we neglected to do last year, most likely because our eyelids were frozen shut for two months. This winter, consider the following options: Remember, the polar vortex can be your friend, financially. When it first appears, save on energy bills by unplugging your freezer and transferring all of its contents to your driveway. This new way of preserving food should offset the heating bills caused by moving your thermostat to 80 because your wife is still cold. Purchase Amazon stock now. The online retail giant is poised for a huge holiday season since the polar vortex will keep everyone from venturing outside to purchase Christmas gifts. Order early; remember all gifts ordered after December 5 will not make it in time for Christmas due to the polar vortex. Laugh hysterically as Gore spends the whole movie explaining the crippling effects of global warming. Have spirited debates with those same friends over what causes a polar vortex. Democrats or Republicans? Show your dog videos of cats using a litter box and attempt to teach them a similar method of doing their business. Remember, it will be at least May before your dog sees grass. Don't feel like cooking? Turn on the oven (providing you have power) and make your kids frozen dinners for a week. Turn their complaints into an environmental lesson by explaining that the polar vortex can infiltrate a food supply. And if they're still hungry, remember there's plenty more food on the driveway. Finally, keep reminding yourself that a polar vortex is a rare occurrence and we shouldn't expect to see another one until at least 2016.

There was surely nothing even slightly frightening about it. It just felt to me that there were some old friends having a nice, friendly chat. Years later, there was a program on "Haunted Georgia" on one of the cable-type channels - may have been Travel Channel. They featured a segment on Bushy Park. I sat with my jaw hanging when they started discussing sightings of a young woman in an upstairs window and the rockers that rock by themselves. I guess I shouldn't have been surprised, but this was the first instance of a televised program actually discussing sightings that I had experienced. I maintain that all of the energy I encountered at Bushy Park was completely benevolent. I hope that, one day, the home will be reopened as a restaurant or at least as a location for special events.
