Report to the People HILE ALTERNATELY BLAMING HARRISBURG for her District’s woes and then asking for funding formula changes to provide more money, the Pittsburgh School District (PPS) superintendent, in testimony before a legislative commission, was completely disingenuous in failing to mention the serious educational disaster that exists in most of the District despite the expenditure of over $21,000 per student. Nor was she at all appreciative of the $9,000 per pupil the District receives from the state. And that in itself is interesting. The average amount of state funding across Pennsylvania is about $5,300 per pupil with a range from around $2,000 in several richer districts to a high of $14,264 in Duquesne. But even more interesting is that PPS - in terms of wealth and income - is much more able to fund its schools than the average district in Pennsylvania.

The Department of Education calculates what are called aid ratios used to determine the funding districts will receive. One of the ratios is based on personal income per student in the district; another aid ratio is based on market value of taxable real estate per student.

On both measures of financial ability the Pittsburgh District is better off than the state average with $431,597 in market value of taxable real estate per weighted daily membership (WADM) (latest data available from Department of Education website) and $204,998 in personal income per WADM. The averages for all 500 districts are $383,320 in taxable real estate per WADM and $154,093 in personal income per WADM. The WADM is calculated by multiplying the number of 7th through 12th grade students by 1.36. This gives a number that will be significantly greater than just counting the students enrolled. It presumably is done to account for the likelihood that teaching older children will be more expensive than teaching younger ones.

Of the 500 districts in Pennsylvania, PPS ranks as the 63rd most financially able (437 are less able than PPS) to fund education as measured by the personal income aid ratio and the 125th most financially able as measured by the market value of taxable real estate. And yet the District collects far more state revenue per student than the average district. In the 2012-2013 school year, PPS was allocated $8,648 per student in state funds and raised $10,095 per pupil locally in taxes and other local sources.

Meanwhile, the North Hills School District had virtually identical ratios of income per pupil ($204,185) and market value of real estate per pupil ($431,872) to those of PPS and therefore essentially identical calculated state aid ratios. However, North Hills received only $3,411 per pupil from the state and generated $12,776 per student from local sources - mostly taxes. Moreover, PPS got $2,362 per student in Federal funds while North Hills was allocated only $233 per student in Federal funds.

On its face, the difference in PPS and North Hills state funding per student of $5,200 is preposterous given the nearly identical aid ratios for the two districts. Note that to fund its schools, North Hills levies taxes sufficient to raise almost $13,000 per pupil, nearly $3,000 more than PPS. Thus, all the very generous state money and all the Federal money PPS receives relieve the district from having to burden its taxpayers as heavily as many suburban districts are forced to do.

Interestingly, at its current per pupil spending, if PPS enrollment per 1,000 residents matched the student to population ratio in say, Mt. Lebanon, PPS would need about $400 million more revenue to cover expenses.

And yet, despite spending well over $100 million in special education programs, early intervention, Pre-K programs and so on, PPS just cannot get the job done in terms of education. Outside of the magnet schools and Allderdice, educational attainment is dreadful. In fact, the PPS average scores on PSSA tests on math, reading and science are lower than in 2008 and much lower than 2011 notwithstanding a small improvement in 2014. Sadly, at the five non-magnet high schools over 70 percent of 11th grade students failed to score at the proficient level on the Algebra I test given in the 2013-2014 school year. But even if one is proficient in Algebra I, that is hardly enough math to score strongly on SAT exams.

One obvious explanation of inadequate high school performance is extremely poor attendance. Average attendance at the five non-magnet high schools was 82 percent with students missing an average of 32.5 days. Poor attendance is a strong indicator of a lack of interest in school, unwillingness to study, and a generally negative attitude toward education.

And almost as bad as the high schools, barely 60 percent of all K-8 PSSA exam takers in PPS schools scored proficient or better in math, with only one magnet school (CAPA) having 80 percent or more of its students scoring proficient. Worse still only 53 percent of K-8 students scored proficient or advanced in reading.

So how does North Hills stack up academically with $5,000 less per student to spend? In a word, it is doing very well by comparison with 82 percent of 11th graders scoring proficient or better on math and 85 percent proficient or advanced on the reading exam. Attendance at North Hills High is 94.5 percent. In the middle school 88 percent of students scored proficient or higher on the PSSA math exam with 70 percent advanced. The reading percentage was also 88 percent. Attendance was 95 percent.

In short, PPS spends $100 million on special programs for children to help them learn, receives over $7,000 per student more in state and Federal money than North Hills and yet, other than a few magnet schools, compares extremely unfavorably in academic achievement.

To top it off, PPS enrollment continues to fall. Over the last ten years from school year 2004-2005 to school year 2014-2015 enrollment dropped from 34,131 to 24,301. This despite the Promise Program that gives scholarships to PPS graduates if students attend a PPS school for at least four years. The slide in enrollment is related to overall population loss, parents taking their children out of PPS schools and parents with children leaving the City in search of better, safer schools.

To make matters even worse still, almost all the increase in state funding the District will receive is dedicated to shoring up the pension programs for the district. In fact, since 2010 PPS retirement contributions have climbed from $11.3 million to $45.3 million. As a result, the $28 million in salary savings achieved through cuts in the employee count over the four years have failed to produce net savings in employee compensation for the district.

No wonder the Superintendent wants the state to ignore enrollment declines in the funding formula and hold schools harmless, i.e., maintain previous funding levels regardless of enrollment declines. But, why should a district that is so bad academically that it causes people with school age children to leave the City be rewarded with more money for the students that remain as opposed to having that money follow the students to their new districts - if they are still in the state? Otherwise, total state funding would have to rise even faster than planned, which, given budget constraints, is very unlikely.

Here’s a better idea. Figure out how to get the kids to go to school and while there to pay attention and learn something. It is outrageous to have taxpayers pour all the hundreds of millions of dollars into a school system that cannot persuade its students to take full advantage of the education being offered to them. But even more outrageous is to complain about a state funding formula that is extraordinarily generous to PPS compared to funding of districts with similar financial ability.

According to newspaper accounts, the Superintendent told the legislative panel, “While I like you folks in Harrisburg, the ability of the commonwealth to actually run school districts in fiscal distress does not have a strong track record…”

The Superintendent might have exercised a little humility in light of her own district’s less than sterling record.

Far above average spending per student spending combined with well below average academic performance is hardly a platform from which to criticize people from whom one is seeking more money.

Spending large amounts of money is one thing. But not getting decent academic outcomes should never be acceptable.

Why We Still Lick Freud

R

OBERT RESNICK WAS LECTURING his psychology students -- one of them wearing an extremely short skirt -- about how hypnotism works. "I want you to focus here," the professor said, tapping his forehead. "Right between my thighs."

And that is what we call a Freudian slip.

As we enter the holiday season and celebrate the family, let us also celebrate the man who made us aware that the words that accidentally come out of our mouths actually come out of our brains via the slipping tongue.

"Speak to me, O unconscious!" laughs Resnick (now) about his gaffe. Like Sigmund Freud himself, he appreciates the fact that often the tongue gives its owner away. Only an hour after Resnick had called to tell me his thighs story, he called back to say a student had just stopped by his office to say, "I can't get my paper done on time; my printer's working." Oops.

This, in turn, reminded him of the time another student asked him to sign her chest.

Er -- request!

It was Freud's genius to realize that our minds are working on a couple of levels at once: polite and Howard Stern. What's more amazing is that one of the ways he reached this revelation was by trying to figure out where slips come from.

"The slip originates from two pressures," New York psychoanalyst Martin Bergmann explained to me a few years back. (He just died, at age 100.) "There is the pressure of the unconscious that wants to get its message out, and there is the pressure of censorship that wants to send it back."

These drives collide like speeding trains (to pick a random large, thrusting metaphor). The ensuing wreck represents the kind of slip my pal Matt Jackson experienced when he first met his future mother-in-law.

Admiring her spare, mission-influenced decorating style, Matt confided, "I like it missionary-style, too."

It's hard to forget a slip like that -- or any slip. Once, when I asked newspaper readers to send me their favorite Freudian slips, one woman told about a long-ago dinner party she'd been invited to where the meat was almost unchewable. Trying to think of something nice to say, she finally exclaimed, "My, this tough is tender!"

Another reader recalled the time a clerk was helping her try on a pair of shoes, when, unfortunately, she experienced some flatulence.

She was so embarrassed she ran out of the store -- forgetting her pocketbook. When she came back to get it, there was the salesman, putting away her shoes. "I'm sorry," she stammered. "I forgot my gas."

Q. THE LARGEST PROBLEM I have at work is with other people. Every time something goes wrong at my job, I’m staring at someone who did something stupid, incompetent or thoughtless.

How do you approach problems that are someone else’s fault?

A. The only way to get the “stupid” other person as an ally in problem solving is if he does not feel as if you see him as the problem. Yes, people do stupid things at work, but the minute you approach a problem by first blaming your coworker, you are dead in the water.

Instead, develop a habit of owning the problem. Yes, this is much less emotionally satisfying than blowing up at others. But, once you have a track record of getting what you want, the gratification of blaming might lessen.

Start out by replacing the word “you” with the word “I.” When you start a sentence with the word you, the other person gets ready to defend, counter attack or explain and none of these will result in a solution.

When other people hear you talking about yourself, everyone is happy to think about helping you. No one is happy

to hear how they were an idiot. Do evaluate whether you really want to blame or solve the problem. If you are willing to give up venting, then figure out anything you did that might have contributed to the problem. I know it isn’t your responsibility, but is there anything you could have done that would have helped avoid this problem?

Now start our your conversation by pointing out that you could have sent a confirming email, initiated a phone call or double checked the details. Yes, that might have been your coworker’s job, but your coworker can more easily take responsibility if you do the same.

Once you have used accountability to open up the conversation, follow up by asking your coworker for ideas about solving the problem in the future. Focus on not having the problem repeated instead of berating your coworker for past performance.

Once you get a reputation at work as someone who is capable of high accountability, assigns no blame and is all about solutions, your status, effectiveness and influence will soar.

Everyone wants to employ and work with people who can chose results over being right. Few people are emotionally capable of choosing results over the righteous judgment of others.

Q. I’m freaked about catching Ebola at work. I wonder if there is a conspiracy about not telling us the risk. Should I be concerned?

A. No, you are more likely to be bit on the butt by a unicorn right now then catching Ebola.

Freud may have been a heavy, changing the way we regard the psyche and all, but you can tell he was having some fun along the way when you read all the goofs he compiled for his 1901 classic, "The Psychopathology of Everyday Life."

One professor, Freud wrote, had just explained that notoriously complex organism, the nostril. When he asked whether his students understood how it worked and everyone replied yes, the professor couldn't believe it -- "for the number of people who understand the nostril can be counted on one finger." Er, hand!

Another Freud story was of an upper-crust woman deploring the fact that young girls need to be pretty to attract the opposite sex, whereas all a young man needs are "five straight limbs."

It's nice to realize that no matter how much we may cringe when we make one, we owe a lot to the humble blooper -- and so does Freud.

Making a slip? Embarrassing.

College Grad Returns Home To A Hoarder

DEAR AMY: My mother is a hoarder. I have had a tumultuous relationship with her all my life. I recently had to move back in with my parents (I'm 21) post-college. She and my father had both told me the house was "getting better," but upon coming back home I saw this is not the case. My mother continues to act like a selfish 5-year-old when it comes to the house and the junk in it. She blames everyone else for her issues while playing the victim. Alas, no one was forcing her to purchase any of the junk in the house.

I've been here for 10 days and I'm already fed up. She's my mother, and although I hate her behavior, she is still my mom.

Should I run, as all my instincts tell me to, or should I stay and keep trying to dig my family out?

-- Overwhelmed DEAR OVERWHELMED: If you ignore all of your instincts and stay, trying to dig out your family, what is the likeliest outcome?

If you answer: "I will be spiritually (and possibly actually) buried under a mountain of stuff," then the answer is that you should follow your instincts and leave home.

Hoarding can be the physical manifestation of a combination of mental and emotional dysfunction. People who hoard are able to change their behavior with extreme intervention (big-time cleaning, sorting and getting rid of), along with therapy and sometimes medication. If you see an extreme hoarder in the throes of anxiety over possessions, you know this issue is more challenging than one 21-year-old can tackle.

I have benefited from lessons from the "Fly Lady" -FlyLady.net - and organizer Peter Walsh - peterwalshdesign.com. Both offer wonderful ideas of how to get started -- and keep going.

None of this will help your folks, however, unless THEY decide they want to change. Your pressure and frustration will not help -- but will provide them with additional emotional "stuff" to throw into a corner.

Your job in life is to be respectful and loving toward your folks, while understanding that, unfortunately, you cannot save them from themselves. This is a very tough lesson to learn at your age.

DEAR AMY: I am very cautious after having my heart broken by my former husband. I have a phone relationship with a man I met online a month ago. He says he will come to visit "soon" - after he conducts some business.

I hear about people that are taken in by others who are married or have no intention of being in a "real" relationship. How do I determine if I am talking to an honest man?

-- Don't Want a Broken Heart DEAR DON'T WANT: Unfortunately, if you get taken in by false pretenses -- "catfished," in Internet lingo -- a broken heart could be the least of your problems. My first and most obvious warning is to not disclose any financial information. Do not "loan" or advance anyone money. Do what you can to verify a person's identity and profession on social media and through Internet search tools.

If this guy wants to visit you, he should stay somewhere other than your home. It might be best to offer to visit him (the same conditions would apply). If he refuses this offer, is vague or seems to keep putting you off, then you have your answer.

The reality is that any person can pose as any other person online. This is why it would be wisest to narrow searches to your local area. It is helpful to meet potential dates in person as quickly as possible after making arrangements online. That way there are fewer opportunities for online masquerades or manipulation.

Mr. Cohen is the executive producer of none other than The Real Housewives franchise. He also hosts and produces Watch What Happens Live. The latter show is just a real train wreck of inflated Housewives. Often, real stars also appear and have cocktails and engage in inappropriate gossip and games. The Housewives just drink and carp about each other.

Mr. Cohen is a big deal.

Honest. He’s friends with everybody. One of his many BFFs is Anderson Cooper.

Mr. Cooper, along with so many other of Andy’s pals, often text him with these words: “I’m bored.”

Cohen’s book, which ends just as Joan Rivers is being put on life support, is not up there with the memoirs of Saint-Simon or the diaries of Ned Rorem-Andy Warhol, though Cohen apparently dips into Andy’s tome when he’s bored. Still, it is a rather fascinating and often funny chronicle of what passes for real celebrity these days.

It’s true that Cohen’s book reads a lot like Page Six, and so there are some names that just go right over my head.

But, listen, I’m sure that 50 years after the publication of Petronius’ “Satyricon,” written back in the late 1st century AD, some Romans sighed, “That’s when things were fun!”

Therefore, I’m not going to be too critical of my ignorance or indifference to the many stars mentioned within.

Of course, there are many I do know. However, aside from the name-dropping and that is a huge aside! Cohen displays a good sense of himself. We learn a great deal about him.

Like everybody who flies too close to the sun and lingers for longer than a second, Cohen is not only scorched by the heat of his ambition and proximity to the stellar life, he’s often burned out, melancholy, self-deprecating and self-loathing. He recognizes his less pleasant side. But he is also given to sentiment and big bursts of emotion.

This, like all similar efforts, becomes giddily exhausting after a while. All the parties become one party, all the people become one person. And as Sissy Goforth said in Tennessee Williams’ “Boom!” “I’m tired of that person.” And to be honest, Cohen’s oversharing soon becomes tedious.

But that is the way it is now; there is no filter.

I HAVE BEEN READING all these great ghost stories and now I feel it is safe to share mine. First I need to give you a little background info so you can understand. I have been in the martial arts since I was 12 years old. When I was 14 I met a Brazilian Jiu-jitsu Black Belt named Sensei Ruah. I learned BJJ under him and we became inseparable, he was a second father and mentor to me. Fast forward to early 2010. I was going through a very tough time in my life. It was February 23 when I got the horrible news, he had passed away in a car accident. He had a brain aneurism and the accident made it bleed and he bled to death. I was crushed my mentor and hero was dead. To make things worse I was two weeks away from my Black Belt ceremony.
