Two men, who were recently arrested for burglary in Boynton Beach, decided to tell the cops that the stolen items found in their car belonged to another man who they had dropped off at a gas station. But the officers knew they were lying because they were discussing their alibi while they were handcuffed in the back seat of a police cruiser, despite the fact that a surveillance camera was pointed right at them. I TOLD YOU THAT’S NOT THE REMOTE! … A woman called police in Dubuque, Iowa, to report that a lady who lived with her was hitting her television set with a can of beans.

THIS OUGHT TO FOOL THEM … A fugitive from justice looked out his window and saw police staking out his home in Hayden, Idaho, so he called in a bomb threat to a nearby local elementary school to lure them away so he could escape out the back. Unfortunately for him, his phone number showed up on the school’s caller ID so the cops just went into the house and arrested him.

WHADDAYA THINK YOU’RE DOING, PUNK!? … A young man, who broke into a home in Teesside, England, and tried to steal a television set, awakened the homeowner who happened to be a very large, former professional rugby player. The man said that, when he pinned the intruder on the floor, he got kicked in the face, so “I thought ‘right son, you’re getting a whacking.’ ”

She is appealing, saying the settlement is “not fair,” and she should get more.

Report to the People S 2014 DRAWS TO A CLOSE, we wish our Policy Brief readers a healthy and prosperous 2015. This year saw developments in several critical issues the Allegheny Institute has followed and researched for several years. City Finances: At the start of 2014 the state had in its hands a recommendation from its fiscal recovery coordinators in Pittsburgh, who have been in that role since 2004, that their work was finished and that a second overseer (the Intergovernmental Cooperation Authority, or the oversight board) could handle the coming years for the City of Pittsburgh and its finances. The newly elected Mayor disagreed and asked the state to keep the Act 47 team in place. The state agreed and a third recovery plan was crafted which recommended a property tax hike, higher parking rates, and fee revisions. Separate from Pittsburgh, the state enacted major changes to the Act 47 statute to try to prevent fiscal distress and limit the amount of time a community can be in distress. Residency Requirements: Where Pittsburgh police are permitted to live is still up in the air following the City’s appeal of a Common Pleas Court decision upholding an arbitration ruling. The arbitration ruling would permit police officers to reside within 25 air miles of Downtown Pittsburgh. Natural Gas Drilling: Pennsylvania’s Governor-elect plans to seek a five percent tax on the market value of natural gas removed from the Marcellus Shale formation per his campaign promise. The plan is to raise at least $1 billion and use the money to fund education. But as our analysis shows, at the trending price of natural gas and the current production levels from these unconventional wells, this ambitious goal will not be reached anytime soon. Furthermore, the legislation authorizing the impact fee (Act 13 of 2012) will become void and those depending on that revenue stream, state agencies, municipalities, and counties to the tune of over $200 million, will fight to be compensated, putting further strain on any severance tax revenues. Metro Area Job Performance: Employment growth in the Pittsburgh metropolitan statistical area was somewhat weaker, although still fairly good, in 2014. During the first three months, the number of jobs fell slightly, when compared to the same month in the prior year, before returning to growth through October. Construction had a solid showing for most of the year owing to Act 89 that provided a big increase in road work dollars. That strength started to wane by the fall. Manufacturing suffered yearover-year losses each month during 2014. Surprisingly, the leisure and hospitality sector had 12 month growth of at least five percent from April through September (October was just shy of five percent). In fact, the gains from this sector comprised a large portion of the overall gains to private sector employment each month. There is not enough information within the subsectors to know where these jobs are being created and these are typically not high paying jobs. Education Funding: The perennial complaints about inequitable school funding in Pennsylvania turns out to be another canard propounded by those who will benefit most from more spending. Our research shows that the state’s funding formula takes into account the revenue generating capacity of the various districts across the Commonwealth. The actual problem in the so called lack of equitable funding stems from the fact that wealthy districts can fund almost all of their far above average spending per student from a large local tax base. These richer districts get very little money from the state. For example, in 2012-2013 the Upper Merion District spent about $25,000 per student while receiving only $2,120 per student from the state and raised most of the rest from local sources. Meanwhile, the Duquesne District got $14,264 from state taxpayers and another $1,563 from the Federal government. There is little chance the Legislature can or will ever place a limit on how much districts can raise locally for schools. School Attendance: One of the disturbing discoveries of 2014 was the Institute’s reporting on the egregious attendance problem in some schools that have inexcusably poor academic achievement. Several high schools in the Pittsburgh District report attendance at 80 percent. That means students are missing an average of 36 days per school year. Chronic absenteeism is rampant in Pittsburgh’s non-magnet schools. And Pittsburgh is not alone. Can there be any surprise to learn that fewer than 30 percent of 11th graders can score proficient on Algebra 1? In some schools fewer than 10 percent are able. And what’s worse? Pittsburgh spends over $21,000 per pupil. Are those who wring their hands over equitable funding worried about the attendance problem? Why do we not hear more about this preposterous situation? Teacher Strikes: The start of the school year was delayed in the East Allegheny School District as a result of a strike that lasted well into September and reached the maximum number of days permitted by law in order for students to receive 180 days of instruction by June 15th. Our Policy Brief in support of the school board’s refusal to yield to striking teachers was widely disseminated in the district. Mass Transit Funding: The state’s enactment of an omnibus transportation bill means a substantial revenue boost for the Port Authority with an estimated net increase in operating and capital dollars of close to $600 million through the 2019 fiscal year. Taxicab Competition: Residents finally got a taste of having an alternative option to the heavily regulated and oft-complained about taxicab providers when two new ridesharing businesses entered western Pennsylvania in the winter of 2014. Though there was strong support locally, the regulation of taxicabs in Pennsylvania (not including Philadelphia) falls to the Public Utility Commission, which in November decided to use its experimental license capabilities to allow ridesharing in Allegheny County. Airport Performance: Two new carriers, one small and dedicated to regional service while the other focuses on leisure travel to Florida, have agreed to begin service at Pittsburgh International Airport (PIT). This is a positive development for the airport, but origination and destination traffic for 2014, while an improvement over the previous year, remains low. Owing to two external sources of funds, gaming money and lease money from gas drilling - over and above airport operations - PIT has been able to reduce fees it charges to airlines such as landing and ramp rates. While still higher than comparable airports, reducing fees even further should help make the airport more attractive to airlines and could help boost flight offerings and lower ticket prices—a good way to increase the number of air travelers.

THE GREEN SHEET the abovementioned “Cleopatra,” “The Sign of the Cross,” “Reap the Wild Wind,” “The King of Kings,” “The Crusades,” “Madam Satan,” “The Greatest Show on Earth” Betty Hutton on the trapeze and giving her most appealing performance - and, but of course, “The Ten Commandments.” It is odd that DeMille’s “Samson and Delilah” is not being screened. It contains a great moment after Delilah gorgeous Hedy Lamarr - has shorn Samson - a voluptuous Victor Mature - of his magical locks. Strutting up to the chained Mature, surrounded by the Philistines, Lamarr explains her terrible betrayal: “Nobody leaves Delilah.” Then she sashays out. They just don’t make ‘em like that anymore - movies or movie stars like Miss Lamarr. DOLLY PARTON has racked up - pun intended -another triumph in a career that has spanned fortysomething years. I’ve received a number of notes from folks asking this question, and I’ve heard Chaplin’s 1940 satire mentioned endlessly, as an example of why Sony Pictures got it all wrong in stopping the release of “The Interview.” Chaplin plays a thinly disguised version of Hitler, two years before the U.S. entered World War II.

Good grief, people! I detest censorship and I am greatly appalled by the deadening political correctness that abounds - let’s destroy the career of somebody who used a bad word 20 years ago ... let’s sue the bakery that won’t make our gay wedding cake ... let’s force false apologies from people whose attitudes are only hardened in the face of public shaming. There’s a lot in the popular culture I find in poor taste, but I support the right of everybody to wallow wherever they want. There’s a cover for every garbage can. But I cannot say that they could have gone any other way, given the threats to life and limb in U.S. theaters, all over an absurd comedy. This is a watershed moment. Isn’t it only a matter of time before America is cyber-attacked and hacked for REAL? Let’s spend billions on improving our system and protecting our country, rather than concentrating on a lot of empty hand-wringing over “free speech,” about a movie whose concept was just asking for trouble. I suppose if somebody had set off a bomb or run amok with a gun, many of you so offended by Sony’s action - and my comments in this column - would feel the deaths of those strangers were worth it, just so long as both Seth Rogen and James Franco didn’t have their “art” compromised? P.S. Some of the notes I have received recently, asking if I am “aware” of “The Great Dictator” also contain adjectives concerning my patriotism and intelligence. “Jerk” is the only one I can really print in a family column. But I love these readers, too. We all have and are entitled to our opinions.

AST WEEK, FORMER FLORIDA GOVERNOR Jeb Bush announced his intention to "actively explore" a run for president. That announcement spurred spasms of joy in some segments of the Republican Party who have been itching for an effective counter to the enthusiasm of the grassroots right. Those Republicans -- largely coastal donors who scorn social conservatives as rubes, and shun the supposed fiscal extremism of the tea party -- have been searching for a candidate who will buck the base on immigration, who doesn't mind hand-in-glove corporatism, and who, most of all, feels the same way they do about the grassroots. And Jeb Bush promises to fulfill all these criteria. He says he feels "a little out of step with my party" on immigration and recently said that illegal immigration wasn't a "felony" but an "act of love"; his support for Common Core has more than a whiff of cronyism to it; just weeks ago, he told The Wall Street Journal that he would be willing to "lose the primary to win the general without violating [his] principles." This is the dirty secret of the modern Republican Party: For all the talk about grassroots exasperation with the Republican elites, it is the Republican elites who despise the grassroots. Republican elites do not believe in the dismantling of the welfare state; they believe in its maintenance. They do not believe in the unsophisticated free marketeering of the tea party; they believe in a strong government hand on the economic tiller, so long as that hand is benevolent toward their friends. They do not believe in small government; they believe in large government that serves their ends. If given the choice, a few would even select Hillary Clinton as president over Texas Senator Ted Cruz. They stake their claim to leadership of the Republican Party on the nonsensical notion that they have a record of victory. Pointing to the dramatic implosions of candidates like Delaware's Christine O'Donnell, who primaried Mike Castle only to be blown out by Chris Coons in her Senatorial race, and Sharron Angle, who lost to Senate Majority Leader Harry Reid, establishment Republicans state that they -- and only they -- know how to win elections. They abide by "The Price Is Right" strategy for electoral victory: campaign just to the right of the Democratic candidate in the hopes that you will win everyone to that candidate's right. The magical middle, in this view, is where victory lies. And so, in 2008, in an election in which Americans resonated to the theme of war weariness, Republicans establishment geniuses touted a Senator most famous for his foreign policy interventionism. In 2012, coming off an election in which Republicans won a stunning victory thanks to popular hatred of Obamacare, Republicans ran the only man in America outside of Barack Obama to implement Obamacare. Grassroots conservatives reluctantly went along with these nominees after failing to unify around an alternative. Now, in 2016, when Americans have reacted with outrage to President Obama's executive amnesty, and when Hillary Clinton is likely to be the Democratic nominee, establishment Republicans want to run a man whose most famous position is warmth for illegal immigration and is famously chummy with the Clintons (he gave Hillary an award in 2013 for public service). Why nominate this man? The most common explanation: His widely perceived alternative, grassroots favorite, Ted Cruz, cannot win. Cruz, establishment Republicans say, polarizes instead of unifying; he alienates rather than attracting. But that notion springs, once again, from "The Price Is Right" strategy: If the middle voter is your target, Cruz isn't your man. But the middle voter was Mitt Romney's target in 2012, and he got him -- Romney won independents 50-45, but lost the election by five million votes. The middle voter was John McCain's target, too -- so much so that McCain considered naming Democratic Senator Joe Lieberman as his running mate. He lost decisively, too. Will Ted Cruz lose more decisively than either of his predecessors? That's a possibility. But margin of loss is significantly less important than the direction of the political narrative. Party insiders see the 1964 nomination of right-wing Barry Goldwater as a massive defeat. Those outside the party infrastructure see it for what it was: a ground shift in Republican politics that led to the rise of Ronald Reagan. Better to nominate someone who will change the conversation and lose than someone who will reinforce that the parties stand for the same tired politics of failure. Or, perhaps, Cruz doesn't lose at all. Perhaps it turns out that voters are driven by vision and passion rather than bromides from the Yorks and Lancasters of American politics. Perhaps Ted Cruz, or someone like him, actually animates people rather than treating them like widgets to be manipulated by those born to the purple. Perhaps politics isn't "The Price Is Right."

Then comes the many who deplore anything to do with the real reason for the season, being the birth of Christ. There are the agnostics, there is the Detroit chapter of the Satanic Temple that put up a Snaketivity Scene. The group's argument is that the holiday season is celebrated in many different ways. Au contraire, the season is Christmas. Christmas, the birth of Christ. Any other similarity is truly

false. Why pick the very day Christians celebrate the birth of Christ? If you need a holiday of your own, make it at another time. Then maybe we Christians can step on your toes just as you feel you can step on ours! The erection of the manger is a welcome scene right here in Millvale. I am noticing more and more people - yes, even on TV saying,"Merry Christmas." I am glad Christmas is finally over -- not because of the true meaning of it, but rather all the bad publicity that follows, the unending commercials, and the stress those commercials cause. In-Law Relationship Might Never Be Friendship By Amy Dickinson

DEAR AMY: My husband is the youngest of three brothers, and we were married last of the bunch. My older sisters-in-law have become close friends over the years. They have a lot in common -- both are teachers (I work in finance), both are of Swedish decent (I'm Greek), and both have two sons (I have three daughters). We all live in different parts of the country, but spend Christmas in our husbands' hometown. I have tried very hard over the years not to feel like the third wheel, but it's hard when they have so much in common and I can't relate to many of their conversations. I have tried to connect with them individually between Christmases, but I'm always the initiator -- they never reach out to me. I know they maintain close contact with one another, but I rarely hear from them. I hesitate to bring up that I'm feeling left out because I want them to be in a relationship with me by choice, not make the effort out of obligation. Also, once when I indicated that I felt a bit left out, one of them got very offended and I felt I had to apologize for feeling that way. How can I be fair to them (not force them to read my mind), not come off as whiny or needy, and still form a genuine connection with them when there doesn't seem to be room for me? -- Third Wheel Sister DEAR THIRD WHEEL: Your narrative gives every justification for these women to be closer to one another than to you -- primarily, aside from all they have in common, they have known one another longer. I think you are putting a lot of pressure on this relationship by insisting it be a friendship. The fact is that you are all in-laws. The main thing you have in common with these two women is the fact that you are married to brothers. If they aren't deliberately excluding you, and if your three in-laws are amiable enough when you are together, that might be the best you can do -- and that's a lot! Almost any group of three is going to form a triangle, with two points closer to one another. Can you enjoy their company, knowing that at least some of the time, you are going to be an audience to their friendship? Can you be secure enough to accept this (or -- can you fake it)? Don't contact them unless you want to, not because you are hoping for a particular response from them. If you relax into this, you will enjoy the relationship (and perhaps their relationship) more. DEAR AMY: My best friend and I are like brothers. We tell each other everything and are always honest. A couple of days ago, I found out that he was in a relationship with another man for six months. I was suspicious that he was gay and I asked him about it. He said no and I believed him. I told him I didn't care if he was gay, straight, or bi. He is my best friend no matter what. I've had many friendships end because people weren't trustworthy. I don't know if I should confront him with my disappointment. I don't know if I should tell him that I have also been involved with both men and women. I don't want to jeopardize a great friendship, but what should I do? -- Blood Brother DEAR BROTHER: Evidently you two don't actually tell one another everything -- and withholding information is actually more brotherly than you might think. You have both been concealing the truth about your sexual preferences and behavior. You should confess rather than confront. Your honesty should inspire him to also be honest.

BEING A GHOST TOURS operator and investigator for many years now, I have had many scary experiences but the strangest so far happened,

abandoned gaol, but in my own home. It happened about 5 years ago now. I was sitting reading a magazine in the family room by myself. Everything was as normal, TV giving me some background company, kids in their rooms and hubby doing whatever hubbys do. Then out of the corner of my eye I saw movement. I looked up and saw it was my husband going into my stepson’s room. Nothing weird about that, so I looked down again and continued reading my magazine. Just as I started to read again, my stepson came out of his room. I looked up and said to him, "What’s dad doing in your room?" "Dad’s not in my room," was his reply! As he saw my look of puzzlement I explained to him what I had seen. Just then my husband came in the front door!! He had been outside the entire time having a cigarette!! I have no explanation for this. I clearly saw my husband as he reached to open my stepson’s room door. He had the same clothing on, same hair, same everything! About 2 months after this I was in my son’s room folding clothes. My son was 8 years old at the time of the experience I am about to tell you. He and his sister, 10 at the time, were out in the backyard

Neither my husband nor I can explain these incidents and I would very much love to hear from anyone who can. We even thought maybe it was my husband's Dad making a ghostly appearance but that doesn’t explain the same clothes etc. when I saw him. We never told any of the children about my experience so as not to scare them. In addition, check to see if the insulation is an even thickness across the entire attic. Sometimes it can be thicker in the middle and then peter out toward the eaves. Attic insulation is measured according to its R-Value, which measures the insulation's ability to resist heat flow. The higher the R-Value, the better the thermal performance of the insulation. In many climates, the recommended level for homes is R38. If you prefer more insulation, increase the RValue. Insulation is made from different materials, including fiberglass, cellulose and rock wool. It comes in different forms. Rolls and batts are some of the more commonly used types of insulation. Loose-fill insulation is a loose insulation with no backing that is usually blown into a space. Rigid foam and foamin-place insulation are additional types of insulation. The type of insulation used depends on where the insulation is needed and your budget. Certain materials are not applicable for particular uses, and typically insulation that provides a higher R-Value tends to be more expensive. Examine the cost-effectiveness of the type of insulation

Preventing and Treating

FROZEN WATER PIPES FROZEN WATER PIPES and leaks can quickly lead to disaster. Water damage can result in costly repairs, some of which may not be covered by home insurance policies. Preventing frozen pipes and leaks is essential once the mercury starts to dip. Water expands when it freezes, and if it expands enough, it can cause pipes to burst. Yet, burst pipes do not usually occur directly where the ice is forming. Rather, the ice increases water pressure buildup elsewhere in the pipe, typically between the faucet or spigot and the ice blockage. Therefore, adequately protecting the entire length of pipe during cold spells can be necessary.

Any home built in colder climates should have its pipes located on the inside of building insulation. However, pipes in crawl spaces, attics and basements, as well as those located on outside walls, are vulnerable to freezing. To prevent frozen pipes and bursting, follow these tips. · Drain water from outdoor hoses and close inside valves supplying water to outdoor faucets. Keep the external hose bib open to let water drain and to allow for expansion should any water become trapped. · Inspect pipes in areas that are unheated. Insulate any pipes located in these areas. · Heat tape, pipe sleeves, heat cables, and similar ma-

terials can be used to protect exposed water pipes from freezing. · Keep garage doors closed when water supply lines are located in the garage. · Open cabinets indoors to allow heat to reach pipes underneath sinks. · Seal leaks that allow cold air inside. Also, look for air leaks around electrical wiring and vents. · If you will be away from home, keep the thermostat set to no lower than 55 F (12 C). · Keep water trickling out of a faucet when temperatures are very cold. This will relieve pressure inside of the pipe. · If you suspect a pipe has frozen, warm air from a hair dryer can help thaw it out. Never try to thaw a pipe with an open flame. · If a pipe bursts, turn off the water from the main shutoff valve.
