Manufacturers Will Be Severely Affected By N e w B u d g e t Ta x P r o p o s i t i o n – P S C The Private Sector Commission (PSC) on Thursday said that the 2017 budget is a complicated, very difficult to analyze and not is simplified. Chairman of the PSC Eddie Boyer said that “the introduction of tax and penalties in the budget left a bitter taste in the private sector” as it relates to the performance of the economic. When country are going through a slump such as Guyana in terms of the reduction in growth rate, high unemployment, high crime, a slowdown in the business activities and recorded low outputs from a majority of the established revenues such as rice, sugar, agriculture and manufacturing. It’s believed that the government will intervene and rescue the situation similarly to what we are have here. I didn’t see that a clearly evident with the budget," Boyer expressed. Presenting situations which the private sector is concerned within the budget, PSC Secretary Ramesh Dookhoo said the proposed imposition of the environmental tax will prove burdensome on companies such a Banks DIH Limited. Minster Jordan had proposed the imposition of an “environmental levy” of $10 per unit on the importers and local manufacturers of products using non-returnable metal, plastic or glass containers of any alcoholic or non-alcoholic beverage. However Dookhoo is of the view this will negatively impact consumers’ disposable income. He said that a manufacturer will be pay for the maintenance of his Environment Protection Agency (EPA) licence plus the $10, while the importer will only be paying $10 environmental levy. For one manufacturer that amounts to $600M per year plus a possible total tax, at $10, of $900M, Minister Jordan said during his budget presentation. Dookhoo said in the case of Banks DIH, the company has to pay $10M to process its environmental permit, while the cost of maintaining the requirements of the EPA legislation is $600M. And he noted that the introduction of the $10 will result in the company paying $1B. “Is it fair to the manufacturer to pay the $10 and pay the maintenance of the licence and buy the equipment that is environmentally-friendly and maintain those equipment?” he asked.

Parliamentary opposition leader Bharrat Jagdeo said that he and his party would be willing to work with the government to remove the bulk of taxes that the budget has placed on Guyanese citizens. Jadgeo had offered to meet with the government to share ideas and create incentives to help “grow Guyana.” “We are prepared, if such a process is initiated, we are willing to collaborate with the government to share our ideas to grow Guyana, create incentives and enhancing welfare for Guyanese without implementing these draconian measures,” Jagdeo said on Friday at a news conference at the Office of the leader of the opposition. Dr. Jadgeo shifted blame for the 2017 budget from Finance Minister Winton Jordan to President David Granger. He said the president should gather his ministers to listen to all of the concerns and remove “all of these offensive policies that will harm all the people of this country and it will destroy our productive sector.” The opposition leader called on the president to withdraw the 2017 budget or examine the concerns about the “offensive, oppressive measures” which he believe would “devastate the lives of many poor people and will cause the productive sector to regress.” Jadgeo heavily criticize the government for implantation taxes on Internet data, saying at it goes against the government’s own ICT strategies and their push knowledge-driven economy strategy. He flayed the government for the introduction of a 14 percent Value Added Tax (VAT) on water and electricity as well as private education and health services. Public Security Ministry To Enforce Protocol For Police Donations

The Minister of Public Security will examine new protocols for the Guyana Police Force (GPF) to receive donations so that professionalism is not compromised. Minister of Public Security Khemraj Ramjattan on Wednesday in the Ministry’s boardroom, Brickdam, said he will examine establishing protocols that stipulate that donations to the GPF be made through the Ministry. The current operational protocol states that donations to the GPF must be made to the Commissioner of Police. Minister Ramjattan noted that this protocol will be enforced in the meantime so that police officers’ professionalism is not compromised. Donations by businesses often help to meet an immediate need of police stations and officers, Minister Ramjattan noted. “Indeed there are times when the police and or the CPGs (Community Policing Groups)… require the assistance of businessmen and there are genuine businessmen who give without wanting anything in return, and who will never compromise the professionalism of the police force,” the Minister pointed out. However, Minister Ramjattan emphasised that donations received from businesses do not guarantee any protection if they break the law. “We do not want to see businessmen giving and expecting that they, having committed a crime, will now see that CPG group or police force compromising the investigation thereafter,” Minister Ramjattan said. During the process, the 29 yrs. supervisor was struck on his head by the armed bandit, causing a laceration. The report further stated that a public spirited citizen who witnessed the robbery summoned the police who responded within minutes and confronted the men in front of the depot. During the confrontation, one of the unarmed suspects was shot to both legs and the other with the firearm ran in the said depot where they committed the robbery and concealed himself in the ceiling but was extracted shortly after with an unlicensed 9MM pistol with eight live rounds. The other suspect managed to escape and stringent efforts are being made to have him apprehended. The shot suspect

Suspected Bandit Caught By Police

Females Robbed At Gunpoint In Cummings Lodge The ranks of the Guyana Police Force are investigating an alleged armed robbery committed on two females at Cummings Lodge, E.C.D about 2030h. last night, where two handbags containing cash and valuables were stolen. Enquiries disclosed that the women were visiting a relative and on arrival, a silver-coloured Toyota motor car pulled up and a suspect exited the vehicle, brandished a firearm and relieved the women of the said articles. A relative, who witnessed the incident on his CCTV, armed himself with his licensed firearm

and fired several rounds at the bandit, who hastily re-joined the motor vehicle and made good his escape, seemingly unhurt. Investigators are currently reviewing the CCTV footage in an effort to identify the suspect. No arrest has yet been made.

Bus Driver Robbed At Shell Gas Station Ogle A 39 year old minibus driver is hospitalized after being robbed and shot to his back by three armed men, last night on the Liliendaal Public Road, E.C.D. According to Police reports, the victim was at the Shell Service Station at Ogle, E.C.D, making a purchase when he was approached by three men who requested to be taken further up the East Coast. He complied and whilst in the vicinity of the Ocean View Conference Centre, they demanded he hand over all his valuables, having brandished their handguns. He handed over his cell phone and a sum of cash and was instructed to exit his vehicle, to which he refused and was shot to his back, after which the bandits made good their escape. The driver was rushed to the Georgetown Public Hospital Corporation by public spirited citizens where he is awaiting surgery and is said to be in a stable condition. Investigations are in progress.

Focus On 2016 National Budget- Ram & McRae Growth in Real GDP of 2.6% compared with initial and revised targets of 4.4% and 4% respectively. Growth was 3.0% in 2015. Inflation is projected at a rate of 1.3% compared with an initial target of 2.0%. Negative inflation of 1.8% was recorded in 2015. Overall balance of payments deficit of US$29.2 million compared with US$107.7 million in 2015, improving by 72.9%. The 91-day Treasury bill rate decreased marginally from 1.92% in 2015 to 1.89%. The Central Bank rate of the Guyana dollar to the US dollar remained stable at $206.5 while the average market commercial bank mid-rates for the US dollar and the Euro depreciated by 0.2% to $208.21 and 2.0% to $226.17 respectively. The market mid-rates for the Pound Sterling and Canadian Dollar appreciated by 12.3% to $273.93 and 0.3% to $158.82 respectively to September 2016. Current Revenue of $174.8 billion compared with $161.7 billion in 2015, an increase of 8.1% and a shortfall of $1.5 billion or 0.9% from that budgeted. Current Expenditure of $179.0 billion, an increase of 10.9%. Merchandise exports and imports are projected to increase by 19% to US$1.4 billion and by 4.4% to US$1.6 billion respectively. Current account deficit of US$100.8 million (2015: US$181.5 million); and net inflows on the capital account of US$71.6 million (2015: US$71.4 million). Overall fiscal deficit of $38.4 billion compared with $9.3 billion in 2015 and budgeted amount of $33.2 billion. `Gross external reserves at September 30, 2016 for Bank of Guyana of US$610.4 million, an increase from US$598.5 million in 2015, or 2.0%. Size of the Budget: $250Bn, 8.7% increase 2017 Targets Growth in Real GDP of 3.8%. The inflation rate projected is 2.5%. Balance of payments is expected to reverse from an overall deficit of US$29.2 million to an overall surplus of US$20.0 million. Current revenue of $186.02 billion, an increase of 6.4%. Current expenditure of $193.36 million, an increase of 8.0%. Current account to register a deficit of US$45.3 million. Capital account to register a surplus of US$65.2 million compared with the revised and budgeted 2016 of US$71.6 million and US$163.1 million respectively. Overall fiscal deficit of $42.4 billion, an increase of 10%. Ram & McRae’s Comments 1. 2016 showed the second lowest growth rate in the last decade, with a 2.3% in 2009. Average over the last five years of 3.92% down from a high of 5.2% in 2013. 2. Despite the low growth rate, current revenues increased by 8.1%, which will partly be on account of Government agencies now being required to pay VAT on several inputs. 3. New Consumer Price Index targeted for the end of 2017 4. In health care, extremely troubling declines in the socio-economic indicators. The crime numbers may be correct however, the perception is of a different reality with a spike in robberies, some of which may not be included in the serious crimes statistics.

Golden Arrowhead To Be Flown Half-Mass Today According to a press release from the Ministry of the Presidency, Guyana has agreed to a suggestion from the Caribbean Community (CARICOM) Secretariat to join with CARICOM member states to honour the late President of Cuba, His Excellency Fidel Castro Ruiz, by having all National Flags flown at half-mast on Friday, December 2, 2016. According to official communication from the Secretariat, this is an appropriate and meaningful gesture of support and solidarity with the Government and people of Cuba as they pay tribute to their former President. The Golden Arrowhead will be flown at half-mast at all public buildings. The late President Castro was the holder of a honourary award of the Order of the Caribbean Community (OCC).

You-Man-Nabi To Be Observed On Dec 12 The Central Islamic Organization of Guyana (CIOG) has announced a series of programs countrywide to mark the birth anniversary of the Beloved Prophet of Islam, Muhammad (SAS). The programs will commence during the Islamic month Rabi-ulAwal (the month in which the Prophet was born), which started on December 1, 2016. Youman Nabi, has been observed by the organization for decades and is observed throughout the world. The programs will commence with the visit of SHAYKH AHMAD DABBAAGH, a world renowned Sunni Scholar who has done wonderful work for the Ahlus Sunnatwal Jamaat. He is the current Master and Shaykh of Tareeqah Muhammadiyah. He has received further Ijazas from Shaykhs in the Shadhili-Darqawi Tariqahs. Shaikh Dabaagh will visit Guyana from November 30th to December 5th he will deliver the Khutbah at Queenstown Masjid, Georgetown on Friday December 2nd, 2016. Several other programs are slated throughout Guyana for Shaykh Dabbagh these include, Vreed-en-Hoop Masjid on Friday 2nd December 2016 and Tuschen Old Road Masjid on Saturday 3rd December 2016 at 545pm daily. The Youmun Nabi programs will continue with the presence of Shaikh Moeenul Hack Director of Education and Dawah C.I.O.G all across the country.

Prince Harrys Lands In Guyana Prince Harry of Wales departed from Barbados this Friday as he embarked on the final leg of his 15-day tour of the Caribbean. The Douglas DC-3 Guyana Airways in which he was traveling, landed on the Eugene F. Correira International Airport, around the 13:00hrs. He was welcomed by a soldiers and officials, who arranged a small but warm ceremony. The ‘Land of Many Waters’ will enjoy the presence of the 32-year-old monarch, for the period of three days. The Prince’s visit to Guyana will wrap up his two-week visit to the Caribbean on behalf of Queen Elizabeth II. The Prince's first engagement will be visit President David Granger. Later this Friday, Harry will lay a wreath at the national independence monument and in the evening attend a reception hosted by the British High Commissioner Greg Quinn. During this two weeks, Harry has visited Antigua and Barbuda, Grenada, St Kitts and Nevis, St Lucia, St Vincent and the Grenadines as well as Barbados. The visit to the Caribbean coincides with the 50th Anniversary of Independence for Guyana, the 50th Anniversary of Independence for Barbados, and the 35th Anniversary of Independence for Antigua and Barbuda. Missing Station Diary Found The Guyana Police Force has refuted an article in the Friday edition of the Kaieteur News, which stated that “Police Station diary vanishes”. A release from the Police Force noted that the article is inaccurate since the Station Diary in question was filled and replaced by a new one and the filled Diary is properly secured and has not vanished or disappeared as stated in the article. According to reports a diary of the Ruimveldt Police Station containing entries for June 4, 2016, the day a live grenade was lobbed at a Lexus Sports Utility Vehicle (SUV) belonging to owner of the Newspaper Glenn Lall. According to court reports the diary was to be tendered in court yesterday by Police Constable Darson LaRose, when the Preliminary Inquiry (PI) into the grenade attack continued. LaRose is stationed at the Ruimveldt station and attached to the Criminal Investigation Department (CID), Reports further noted that the Constable was scheduled to be cross-examined by the attorneys in relation to entries he made in the diary pertaining to investigation done by him in the matter. However, when Constable LaRose took the stand he said that he was unable to locate the station diary. According to the police witness, he made checks in the storeroom and inquires office of the said police station for the book, but found nothing. He added that he also searched the office of the Station Sergeant and came up empty handed.

CHARLESTOWN, Nevis (NIA) -- Premier of Nevis and minister of finance, Vance Amory, presented the Nevis Island Administration’s $236.3 million tax-free budget, when he delivered the 2017 Budget Address in just over two hours, at a sitting of the Nevis Island Assembly on Wednesday. The theme was “A Revitalization of Skills Development and Entrepreneurship for Economic Success.” Amory said that there is an increase of 22.42 percent in the 2017 budget over that of 2016, which is driven mainly by the Administration’s capital investment budget. The ministries of finance and communications received the largest chunks with $82.3million and $39.7million allocations respectively, which represents 35 and 16.8 percent of the overall budget. Regarding no additional taxes, Amory said the Administration believes that excessive taxation serves as a deterrent to increased economic growth and prosperity. He said it is also the duty of every administration to sustain growth in the economy by expanding economic activities in a way that creates opportunities for its people. “We must continue to create good quality jobs and expand opportunities for entrepreneurial development, in an effort to improve the livelihood and standard of living of our people,” he said. The finance minister noted that $157.29 million of the budget was allocated to recurrent spending, which represents 66.57 percent of the total projected budget expenditure. With regard to collections, Amory stated that the Administration is projecting to collect $140.26 million in recurrent revenue, with the amount of $105.12 million to be generated from tax revenue. Non-tax revenue will contribute to the remaining $35.14 million. When compared to the projected recurrent expenditure of $157.23 million, he said there is a deficit of $16.97 million, which will be covered by the ongoing monthly transfers of $2.5 million from the federal government, as part of Nevis’ fair share of revenue from the processing fees under the citizenship by investment (CBI) programme. However, the premier noted that in spite of the projections, there will be very strict tax collections in 2017. “It is also expected, that the Inland Revenue Department will concentrate on bringing all properties into the tax net to maximize our revenue collection. “This Administration expects every citizen to pay their fair share of taxes, as we endeavour to provide the best service in education, health and public utilities for all at a reasonable cost,” he said. In the area of capital expenditure, $79.01 million is allocated to capital expansion, a 33.44 percent of total projected expenditure. It represents a 120 percent increase when compared to the capital allocation of the 2016 fiscal period. Amory explained that the increase in the capital budget symbolises the determination of the NIA to undertake a number of capital investment projects that are ready for implementation, for which funding has already been identified. He said the Administration will take a strong approach in the ongoing development of the island and seek to establish

public/private partnerships in the process. The new projects along with ongoing ones, he said, form part of the Administration’s infrastructural development programme and underscores the NIA’s commitment towards the continued future development of the island and provide employment for the people of Nevis. Funding for the capital expenditure programme will come from a $2 million loan disbursement from the Caribbean Development Bank (CDB) for the water enhancement project and committed disbursements from the Sugar Industry Diversification Fund (SIDF). In addition, the Administration will seek loan funding from other local financial entities at concessionary rates that will not exceed four percent per annum, to complete funding for those programmes. Amory also stated that the projected recurrent revenue for 2017 is $140.26 million, which represents a 0.58 percent increase over that projected for the fiscal year 2016. He said the projected recurrent spending of $157.29 million, represents a 5.61 percent increase over that of 2016. Salaries and wages account for 48.2 percent; debt servicing 19.45 percent and retirement benefits 5.14 percent, with the remaining amounts allocated to the procurement of goods and services. PARAMARIBO, Suriname -- Alliance Partners of Monaco, which is moving to tap the lucrative drinking water business, has identified Suriname and Finland as the world’s top two sources of high quality drinking water during a press conference this week in Finland. However, the company has chosen Finland because it is three hours away from Monaco. Nevertheless, Suriname isn’t so far from the EU, it borders France’s overseas department of French Guiana, and may have an advantage in tapping the EU market. The Monaco-based company has partnered with Lahti Aqua of Finland to expand their global sale of drinking water in Europe, the United Arab Emirates, Asia and North America. Finnish bottled water is already being sold in Saudi Arabia and the rest of the Persian Gulf. Monaco investor, Guy-Alain Mierczuk, has identified Finland and Suriname as the best sources of high grade drinking water. During a press conference, after a meeting of Alliance Partners and Lahti Aqua in Finland, a French expert said, “Investors have two options for the best sources of drinking water, Finland and Suriname.” Suriname, a multi-racial country, has escaped ethnic and religious bloodletting, is one of the greenest countries on earth, and is located in South America on the northern shore bordering Brazil, Guyana and French Guiana. Alliance Partners group has an investment capital of three billion euros, and is mainly in real estate around the world. It has recently built accommodation for refugees in Germany. Suriname, like Finland, has unspoiled nature, an abundance of fresh water from the Guiana Shield, and is now looking to profit from the growing demand for drinking water across the world. The Netherlands has funded a study to help Suriname develop this industry. Drinking water from Suriname has great export potential, but so far it has not been widely commercialized in the international market. export. The company was then asked to conduct research into the social and environmental impacts before they are allowed to start exporting. Last week, a boat was due to tow a giant bag made from PVC-coated fabric with enough water to fill an Olympic-size swimming pool from Suriname to droughtstricken Barbados and Curacao, as a test run for Amazone Resources’ technology. The Barbados Water Authority, which signed a memorandum of understanding for the test run but is not buying the initial shipment, said in a statement that the accord is part of its long-term plans to tackle the impact of global warming. The trip to Barbados was expected to take five or six days. Ironically, Barbados was impacted on Tuesday by torrential rains and flooding from a local weather system. (Caribbean News Now!)

PROVIDENCIALES, TCI -- An independent election observer mission of the Commonwealth Parliamentary Association (CPA) will observe the forthcoming general election in the Turks and Caicos Islands (TCI) from 8-18 December. The observer mission is being arranged by the CPA, which sent a similar team of observers to the previous election in TCI in 2012. The CPA has sent observer teams to monitor elections in several regional Overseas Territories and countries in recent years. The mission will be led by Jim Wells, a member of the Northern Ireland Assembly. His role will be to act as official spokesman for the mission, be the lead observer, and to oversee the drafting and dissemination of the preliminary and final mission report. In addition to the head of mission, observers from the Caribbean and Americas Region of the CPA – Shivonne White (Montserrat) and Michael Stewart MP (Jamaica) – will be responsible for observing the pre-election day, polling day and election count procedures and will assist in drafting the CPA reports. They will be supported by election experts and analysts Anne Marlborough, Konrad Olszewski and Alasdair Rendall. Prior to election day, meetings will be held with all key stakeholders, and all necessary research and observation will be carried out, including media coverage. The mission will observe aspects including political campaigning, electoral administration, voter registration and accessibility, polling, counting, tabulation and any post-election complaints or appeals. Transparency, impartiality and independence are essential aspects of the mission. An opening press conference will be held by the head of the observer mission on Monday, 12 December, in Providenciales when a statement will be made outlining the mission’s remit and purpose. There will also be a preliminary report published within two days of the election, to be made available on the CPA UK and TCI government websites. Within two months of the preliminary report’s publication, a closing report will be made, providing an overall assessment of the electoral process, setting out the mission’s conclusions and offering recommendations for future elections. BVI Announces New Financial Services Strategy ROAD TOWN, BVI -- BVI Finance launched its 2017 to 2020 marketing and business development strategy at a private event on 23 November 2016. The BVI Finance Strategy Update was held to inform local financial services industry decision makers of the plans BVI Finance has to further develop the British Virgin Islands’ booming financial services industry. The update provided insight on the marketing and business development initiatives, and the progress being made as BVI Finance transitions to become BVI Finance Limited, a private company limited by guarantee to fulfill the role of financial services promotion and business development in a public/private partnership. The event opened with a welcome provided by interim executive director of BVI Finance, Lorna Smith, where she re-introduced the staff to the audience and explained what their roles will be as the organisation transitions into a company. Following the welcome, permanent secretary in the Premier’s Office and chair of the BVI Finance interim board, Brodrick Penn, shared an update on the status of BVI Finance Limited and divulged that it will become a reality in as soon as six weeks. These repatriations are a result of three separate at-sea migrant interdictions in the South Florida Straits. In each instance, the Coast Guard helped secure the US border and prevented these sea voyages from ending in tragedy. “We discourage anyone from taking to the sea and attempting to reach US soil illegally – they are risking their lives with very little chance of success,” said Capt. Mark Gordon, chief of enforcement for the Coast Guard 7th District. “Navigating the Florida Straits can be extremely dangerous for the unprepared on illegal voyages and often leads to injury or death. Coast Guard missions and operations in the Southeast remain unchanged. Migrants located at sea will be repatriated to their country of origin." Once aboard a Coast Guard cutter, all migrants receive food, water, shelter and basic medical attention. The Coast Guard has observed an increase in illegal maritime migration attempts to the Southeastern US from

Cuba. The Coast Guard 7th District estimates 827 Cubans have attempted to illegally migrate via the sea since October 1. In fiscal year 2016, 7,411 Cubans attempted to illegally migrate via the sea compared to 4,473 in fiscal year 2015. Delta Returns To Cuba After 55-year Hiatus HAVANA, Cuba -- Delta on Thursday began regularly scheduled passenger service with nonstop daily flights from the US to Cuba. Flights will depart from Miami, New York-JFK and Atlanta to Havana as the airline makes its return to the Cuban capital for the first time in 55 years. The airline is the only existing US carrier to previously operate passenger service until it was suspended in 1961 due to an unstable political climate and profitability challenges. Delta was also the last US carrier to exit the Cuban market with the suspension of its Havana to New Orleans service. Delta Flight 625 was scheduled to depart Miami International Airport at 8:59 am and touch down at Havana’s José Martí International Airport just after 10 am, making it the first official regularly scheduled Delta passenger flight since service was suspended in December 1961. Delta’s Havana service from Miami and New York links the two top cities with largest CubanAmerican population, while Atlanta represents the largest connection point of passengers to Havana providing more than 150 US cities with one-stop access to Cuba from the world’s largest hub. Delta’s History in Cuba Delta inherited passenger service to Havana, Cuba, from its merger with Chicago and Southern Air Lines (C&S) on May 1, 1953, offering nonstop flights from New Orleans. Delta suspended service on December 6, 1961. From 2002-2004 Delta operated charters between New York-JFK and Havana. In October 2011, Delta began operating up to a dozen charter flights to Havana per week with daily service from Miami and weekly service from Atlanta and New York-JFK. It operated almost 500 trips before suspending service on December 29, 2012. Most recently, Delta operated three ad hoc charter flights in 2015, including one that carried the Minnesota Orchestra back to Cuba for its first performance on the island in more than 85 years. Venezuela Suspended From MERCOSUR Venezuela will be suspended from the Mercosur Regional Trade Bloc this Friday, for failing to meet membership requirements. The information was shared earlier this Thursday by a member of the Brazilian chancellery who preferred to stay anonymous due to the delicacy of the topic. According to Infobae, the official explained that Maduro violated the requirements outlined by the MERCOSUR, in order to stay as an active member of this organization. Two of this stipulations are the promotion and protection of the Human Rights, and the fulfillment of the agreements stipulated by MERCOSUR as a regional body. This stipulations are to be promulgated as laws by the country members. Venezuela had a deadline until December 1srt to achieve those commitments, but failed. It was reported, that the decision wouldn’t be official until December 14 th . After having a general meeting with MERCOSUR foreign ministers. Venezuelan Chancellor, Delcy Rodríguez, expressed via Twitter this Thursday, her frustration towards the ‘rushed’ decision taken by the members of the regional block. She openly posted on the online social network that -“Venezuela does not recognizes this rasp action, supported by diplomats that are destroying MERCOSUR. Venezuela will remain as a member state of the regional block, and will continue to participate with the same right to a voice and a vote in each and every of their meetings”- Rodriguez posted. The chancellor also took the opportunity to make a ‘wakeup call’ to the rest of member states, not to allow ‘intolerant bureaucrats to snatch their mechanisms of integration and rights in the organization’. It is yet unknown if any sanction will be carried against the Venezuelan Government after the suspension. This radical measure is seen as radical but necessary, for the shifting of Venezuela’s ‘course’. The government will no longer have a part of the bloc’s meetings, or trade negotiations. Venezuela will be isolated from the regional common market, until the government complies with the agreements stipulated by the bloc. The diplomatic leadership of MERCOSUR is currently being conducted by its full country members (Argentina, Brazil, Paraguay and Uruguay). IS Group To Step Up Attacks On Europe - Europol Europol has warned that militants from so-called Islamic State (IS) will aim to step up attacks on European targets, as they face defeat in the Middle East. The European police force says more foreign fighters will try to come back to Europe, and "several dozen" capable of attacks could already be there. Their tactics could include car bombs, kidnappings and extortion, it said. But the report plays down the likelihood of attacks on critical infrastructure, such as nuclear sites. It says that IS militants now prefer soft targets, and there is now a greater emphasis on "lone actors" such as the perpetrator of the lorry attack in Nice in July. It warns that some Syrian refugees in Europe may be vulnerable to recruitment by extremists who infiltrate refugee camps. Europe has been shaken by a series of attacks in recent years blamed on IS militants. 'Threat still high' The report said the EU faced a range of threats and attacks from both organised networks and lone actors, either directed or inspired by IS and involving a range of weapons including bladed weapons and vehicles. Home-made, commercial and military explosives in improvised devices such as those used in Syria and Iraq had not yet been used in Europe but this was "conceivable... at some stage", it added. Gambia's Jammeh Loses To Adama Barrow In Shock Election Result Yahya Jammeh, The Gambia's authoritarian president of 22 years, has suffered a surprise defeat in the country's general election. He will be replaced by a property developer, Adama Barrow, who won more than 45% of the vote. Mr Jammeh, who came to power in a coup in 1994, has conceded, said electoral commission chief Alieu Momar Njie. Before announcing the final result, Mr Njie appealed for calm as the country entered unchartered waters. The Gambia has not had a smooth transfer of power since independence in 1965. Mr Barrow won 263,515 votes (45.5%) in Thursday's election, while President Jammeh took 212,099 (36.7%), according to the electoral commission. A third party candidate, Mama Kandeh, won 102,969 (17.8%). "There will be celebrations, there will be disappointment, but we all know we are all Gambia," Mr Njie said, after announcing the results on Friday. Mr Barrow, who runs his own property company, reportedly used to work as a security guard at an Argos catalogue store on London's Holloway Road. On the electoral campaign, he promised to revive the country's economy, which has forced thousands of Gambians to make the perilous journey to Europe. He is leading an opposition coalition of seven parties - the largest opposition alliance since independence, according to the AFP news agency. President Jammeh's defeat comes as a huge surprise. Despite a surge of support for an opposition broadly united behind one candidate, most people expected the status quo to prevail. Hopes weren't high for a peaceful transfer of power, with a crackdown on opposition leaders months before the polls, the banning of international observers or post-election demonstrations, and then the switching off of the internet. But in a place where glass beads are used in place of ballot papers, it seems that the marbles have spoken. The unseating of an incumbent president is not the usual way politics goes in this part of the world - but it's becoming popular in West Africa at least, with Muhammadu Buhari unseating Goodluck Jonathan in Nigeria just last year. Former businessman Adama Barrow now has his chance to tackle the poverty and unemployment which drives so many young Gambians to join the Mediterranean migrant trail every year. A devout Muslim, Mr Jammeh, 51, once said he would rule for "one billion years" if "Allah willed it". "It's really unique that someone who has been ruling this country for so long has accepted defeat," Mr Njie, the electoral commission chief, told reporters. During the campaign, the country's mostly young population seemed to be yearning for change, said the BBC's Umaru Fofana in the capital, Banjul. Trump Names Gen James 'Mad Dog' Mattis As Defence Secretary US President-elect Donald Trump has named Gen James Mattis, a former marine who served in Iraq and Afghanistan, as his defence secretary. "He's our best," Mr Trump said, as he announced his pick in a speech in Ohio. Gen Mattis, who is known as "Mad Dog", was an outspoken critic of the Obama administration's Middle East policy, particularly on Iran. He has referred to Iran as "the single most enduring threat to stability and peace in the Middle East". Mr Trump made the announcement in Cincinnati at the start of a "USA Thank You Tour 2016" for his supporters. "We are going to appoint 'Mad Dog' Mattis as our secretary of defence," he told the crowd. "They say he's the closest thing to General George Patton [World War Two commander] that we have." This was billed as the first stop on President-elect Donald Trump's "thank you" tour of states he flipped from Democrat to Republican in the 2016 election. It ended up being more like an extended end zone dance, an "in your face" primal scream at all his critics and naysayers. He took swipes at Hillary Clinton, to a chorus of "lock her up" chants from the crowd. He bemoaned the lack of support he received from his own party. And, as always, he fired invective at the media, as the boos rained down on the reporters typing away in their cordoned-off pen. The one bit of news he did reveal - that he had picked retired General James Mattis to be defence secretary - was seemingly impromptu. "Don't let it out of this room, promise," he said, to cheers. It was Campaign Trump in top form. He clearly had a script - unveiling his "action plan" for his presidency - but he enthusiastically deviated from it, much to the crowd's delight. "Should I go on just a little bit longer?" he asked. The crowd roared. During his speech he said a divided America must come together, but it seems unlikely any Democrats watching felt like sharing a group hug. Mr Trump has previously described Gen Mattis, 66, as "a true general's general". However, a legal hurdle must be overcome before he can be appointed. Under US law, a retired officer must be out of uniform for at least seven years before he or she can serve as defence secretary. The Republicancontrolled Congress will need to approve legislation bypassing

the requirement so he can take up the role. But at least one Democratic senator, Kirsten Gillibrand of New York, says she will not approve a waiver. "Civilian control of our military is a fundamental principle of American democracy," Ms Gillibrand said in a statement, "and I will not vote for an exception to this rule." Gen Mattis led an assault battalion during the first Gulf war in 1991 and commanded a task force into southern Afghanistan in 2001. The retired Marine Corps officer also took part in the invasion of Iraq in 2003 and played a key role a year later in the battle of Fallujah against Iraqi insurgents. Gen Mattis retired in 2013 after serving as the commander of the US Central Command. Correspondents say his nomination will be popular among US forces. He also received the backing of Senator John McCain, chairman of the armed services committee, who will conduct his confirmation hearing. "He is without a doubt one of the finest military officers of his generation and an extraordinary leader who inspires a rare and special admiration of his troops," Senator McCain said in a statement. Chelsea FC 'Paid Me £50,000 Over Abuse'

A former Chelsea footballer claims the club paid him £50,000 to keep quiet about allegations of sexual abuse by a former chief scout. Gary Johnson told the Mirror he had been abused as a youth player in the 1970s by Eddie Heath, who is now dead. According to the Mirror, in 2015 Mr Johnson signed a confidentiality agreement and accepted £50,000 from the club, but they did not accept blame. Chelsea said they had appointed a law firm to investigate a former employee. The NSPCC children's charity said more than 860 people had called its dedicated football hotline, set up a week ago after several former players alleged past abuse by coaches. The National Police Chiefs' Council said 55 amateur and professional clubs had been linked to police investigations in 17 force areas. Others out there' Mr Johnson, 57, was a member of Chelsea's first team from 1978 to 1981. He joined the club as an 11-yearold in 1970 and said he had been groomed from the age of 13 by Heath. He said once the abuse had begun, Heath would attack him at "every opportunity", adding: "He would get me naked in bed, try more adventurous things." He said: "During the course of this three to four years, he got me to perform in threesomes with other boys, so I know there are other victims out there - it is now up to them if they come forward." Mr Johnson said he had kept the abuse a secret for decades, until the Jimmy Savile scandal had encouraged him to speak out. He claimed the Professional Footballers' Association did not return his calls, but the PFA told the BBC it had spoken to Mr Johnson in May and August 2013, and had advised him to go to the police. Mr Johnson told the Mirror that in 2014 he was advised by police who have not commented on the claims - to "go back to Chelsea". He went to a law firm who approached Chelsea for compensation. "[Chelsea] basically said 'prove it'," said Mr Johnson. "It made me feel like they thought I was faking it." The BBC understands that the confidentiality clause was lifted on Wednesday. 'Gagging order' Mr Johnson said: "Chelsea are one of the biggest and richest clubs in the world. "All their fans deserve to know the truth. I know they asked me to sign a gagging order. How many others are there out there? "I hope and pray no clubs are allowed to cover this up - no-one should

escape justice." Mirror editor Lloyd Embley told BBC Radio 4's Today programme that Chelsea had been right to lift the confidentiality clause, but there were still questions as to why the money had been paid. He said: "Premier League rules would seem to suggest that a club would need to come forward and say if they had evidence of child abuse." 'Clear rules' Football Association chief executive Martin Glenn said: "We have clear rules in the game and if there's any evidence of a breach of those - and hushing up would be one - when it's our turn to apply the rules, we absolutely will, regardless of size of club." In a statement, Chelsea said: "Chelsea Football Club has retained an external law firm to carry out an investigation concerning an individual employed by the club in the 1970s, who is now deceased. "The club has also contacted the FA to ensure that all possible assistance is provided as part of their wider investigation." On Thursday, a number of former Southampton players alleged that they were subjected to years of grooming and sexual abuse by a former club employee. Southampton FC said they would co-operate fully with any police investigation. A former Newcastle United player, David Eatock, also came forward on Thursday, to say he had been abused by coach George Ormond. Sir John Hall, chairman of Newcastle United at that time, said he had not been made aware of any allegations or rumours of abuse when in charge. 'Way beyond football' The sexual abuse charity Safeline said the abuse extended "way beyond" football, into other sports. Neil Henderson, its chief executive, said the football revelations had prompted a 91-year-old man to call in. He said: "He's lived with abuse for 80 years, and the courage of the footballers made him want to speak. "We're getting people from schools, from scouts, from ice hockey, from different walks of life... we need to recognise that there are a lot more victims." (BBC)

UAE Hosts Global Push To Save Antiquities From Conflict Five Nobel Laureates have called for urgent action to save ancient sites from conflict, as a cultural heritage summit opens in Abu Dhabi. France and the UAE are leading a push to create a $100m fund to protect and restore antiquities under threat from extremists and fighting. Historic sites in Syria, Mali and Iraq have been smashed and blown up by Islamist militants in recent years. Others in Syria and Yemen have been damaged by shelling and missiles "Part of our history has been lost forever, with the goal of fanaticism being to undermine our hope for the future," the five said in a statement. They were Myanmar's de facto leader Aung San Suu Kyi, former UN Secretary General Kofi Annan, Liberian President Ellen Johnson Sirleaf and authors Orhan Pamuk and Mario Vargas Llosa. "Urgent action must be taken - the time for powerless expressions of indignation is over," they said. Fifty-five out of a total of 1,052 heritage sites listed by the UN cultural organisation Unesco are classed as "in danger". The fund will help to cover the cost of transporting, safeguarding and restoring affected monuments and artefacts, former French culture minister Jack Lang said. He has said France would contribute $30m to the fund. Representatives from around 40 countries, including more than a dozen heads of state or government - French President Francois Hollande among them - are expected to attend. Earthquakes, pollution and poaching are among the threats to antiquities listed by Unesco. But it is deliberate destruction by IS extremists who believe shrines and mausoleums to be

idolatrous - though still trade looted artefacts - that have grabbed the headlines. The ancient city of Palmyra in Syria, dating back to the 1st and 2nd Centuries, the Islamic mausoleums and mosques of Timbuktu in Mali, and the 3,000year-old remains of the Assyrian city of Nimrud, are among the sites destroyed and damaged by IS militants. But buildings in the Old City in Yemen's capital Sanaa have also been damaged by fighting between the Saudi-led coalition - which includes the UAE - and Houthi rebels. His intention is to defang the upper house of the Italian Parliament, the Senato, by cutting its numbers from 315 to 100, thus reducing its powers dramatically, making it more of a consultative assembly. Yes, if you read to the end of the previous paragraph, you'll probably agree it sounds dull as dust. But, in the eyes of some, the consequences of a "No" vote could be catastrophic. Proponents of the referendum say that the goal is to make the job of governing Italy less complicated. By allowing the cabinet to push through legislation in a reasonable time frame, Italy would become more efficient, productive and prosperous while simultaneously becoming less bureaucratic and bound up in red tape. Italian politics is a noisy, messy, never-ending game of musical chairs, with plenty of motion but little forward movement. The once humming economy is anemic: according to one study, incomes for 97% of Italians haven't gone up in a decade. The country's GDP hasn't really budged since the late 1990s. Some opponents say that the proposed reforms don't go far enough, while others fear that a weakened Senate will eliminate an important check on power. "Foreigners think life in Italy is like walking on water," an Italian woman in Rome recently told me over dinner. "But we are really dragging ourselves through a swamp." Disclaimer: the Italian woman mentioned above is my wife of 32 years. Italy for me isn't just another posting. It's been an integral part of my life since the early 1980s. I'm roughly fluent in Italian, my children are all dual citizens and, for better or for worse, Italy is home. People walk past posters for far-right political movement CasaPound, which is calling for a "No" vote. If "No" does win, the worry is that it will send all the wrong signals to foreign investors and financial markets: First, that Italy is simply unwilling to reform and to tear down its great wall of red tape. Second, if the referendum fails and Prime Minister Renzi makes good on his vow to resign, Italy will plunge headlong into a period of political instability. Many Italian banks already teetering on the edge of bankruptcy could come crashing down, leading to a domino effect that will spread to the rest of Europe. End of the European dream? If Renzi does step down, others could come to power through early elections -- including, possibly, the loud- and foulmouthed comedian-turned-politician Beppe Grillo and his Five Star Movement. Grillo, much like Donald Trump, has capitalized on widespread disaffection with the status quo. His movement, founded in 2009, now appears to garner almost as much support as Renzi's centerleft Partito Democratico. The Five Star Movement, which refuses to call itself a party and won key mayoral elections in Turin and Rome earlier this year, is at best Euroskeptic; at worst Eurocidal. Foreign observers fear that if Grillo comes to power in an early election, he'll call a referendum to scrap the euro, go back to the Italian lira, and perhaps even follow Britain out of the European Union. For Italy -- one of the original participants in the experiment in European unity -- to pull the plug on the EU would be fatal. With it, the European dream would die: borders would go up; the current -- albeit imperfect -- European economic order would evaporate. Sounds grim. But while the foreign media is alarmed about the prospect of a "No" victory, many Italians are surprisingly blasé about the potential consequences. "Italy will not finish at all after this referendum," Massimo Franco, a columnist for the daily Corriere della Sera, recently reassured me with a chuckle, "whatever the outcome." In

The "No" camp spans the political spectrum, from the hard-right, anti-immigrant Lega Nord to the far left, with Grillo's amorphous anti-establishment Five Star Movement somewhere between the two. Giovanni, a skeptical neighbor who likes to keep a close eye on comings and goings on our street, told me "Don't forget: tell everyone you know to vote 'No.'" He is also a supporter of Donald Trump, and recently showed me a used book he bought at a flea market. "L'Arte di Fare Affari"—"The Art of the Deal." When I asked him if he isn't worried about predictions of a post-referendum apocalypse, Giovanni makes a series of complicated hand gestures and bemused, dismissive grimaces. Another supporter of Trump is Matteo Salvini, leader of the virulently anti-migrant Lega Nord. I drove with Salvini in his camper van from one "No" event to another in northern Tuscany last week. Along the way, he boasted of his meeting with the now President-elect before the US election. "The lesson of Trump tells us we must have courage," he told me. The Brexit vote and Trump's victory have put the wind into Salvini's sails, and he's hoping a "No" victory will propel his party closer to power. I met some of the "Si" crowd at a public meeting hosted by Renzi on Saturday in EUR, the Mussolini-era modernist suburb of Rome. "It is my first time to vote," 18-year-old Francesco told me in surprisingly good English. "And I'm going to vote yes, to improve our country to make it similar to other European democracies." "We have to change. It's enough," said Stefania, a woman of a certain age who repeatedly referred to Prime Minister Renzi as a "bravo ragazzo" -- a "good boy." The chance for real change, Renzi said, is a once-in-alifetime opportunity. "Yes or never. This needs to be clear. There will not be another chance." But the Italian people are nothing if not jaded. They greet grand promises with smirks and great projects with a shrug. Wearing a blue baseball cap emblazoned with a big "No," unemployed construction worker Galileo Pasquale cheered the Lega Nord's Matteo Salvini at a rally in the quaint Tuscan town of Camaiore. He is voting "No" because he doesn't like Prime Minister Renzi and wants him to go. But, I asked him, if Italy has had 65 governments since World War II, why do you expect number 66 to be any different? Good question, he replied with a laugh: "Umpteen governments have left us up to our necks in s***." Pasquale is hoping that someone will yank Italy out of it, but he's not looking at politics-as-usual to do so.

At age three, Spears started attending dance lessons in her hometown of Kentwood, Louisiana, and was selected to perform as a solo artist at the annual recital. Spears made her local stage debut at age five, singing "What Child Is This?" at her kindergarten graduation. At age eight, her mother took her to Atlanta, Georgia for an audition in the 1990s television show ‘The Mickey Mouse Club’. She impressed the producers of the series with her aptitude, and great vocals but was rejected due to her short age. Shortly after, Spears started to attend the Professional Performing Arts School, in New York City. Being in this prestigious educational center, gave Britney exposure. She was hired to play in several Off-Broadway Musicals, TV shows and commercials. In December 1992, she was finally cast in ‘The Mickey Mouse Club’ alongside Christina Aguilera, Justin Timberlake, Ryan Gosling, and Keri Russell. The year 1997 was crucial for Britney. She ventured into the world of music. Rejection came along the way, due to the trend of the decade, boys and girl bands such as ‘The Backstreet Boys’ and ‘Spice Girl’ were the craze. But she wanted to sail ‘solo’. She started to record singles in 1998, but it wasn’t until the following year that her voice would be heard nationwide. Her debut studio album, ‘...Baby One More Time’ was released on January 12th, 1999. The album was number one on the U.S. Billboard, and was certified two-times platinum by the ‘Recording Industry Association of America’ after only a month. This was major. Baby One More Time was the equivalent of the Atomic bomb in the charts of the year. Everyone loved Britney. She was bold, sexy, and talented what else could be asked from her. During the decades that followed, Spears made sure that her career and name would reach a coveted place. She became one of the highest paid singer, and one of the most profitable performer of the time. She evolved, and made the world witness of her evolution. Spears has been credited with leading the revival of teen pop in the late 1990s. She became an international pop culture icon. With her soprano vocal range of three octaves and two notes, Spears has hypnotized generations. She is considered today, as a musical inspiration by contemporary artists. Spears has earned her numerous awards such as Grammy Awards, six MTV Video Music Awards including the Lifetime Achievement Award, ten Billboard Music Awards including the Billboard Millennium Award and a star on the

The drought of under-19 schoolboy silverware has ended for Kingston College (KC) after they got the better of a seemingly unbeatable Jamaica College (JC) in the Walker Cup final at the National Stadium today (Thursday). The affair ended 2-0, a comfortable victory for the Fortis of North Street. The goals came from Fabian Grant in the second minute, while Andrew McCatty doubled the lead in the 60th. The result put to bed a 16year wait for a trophy, dating back to the year 2000, when KC last held the same title. There was the fear before the final that a very talented unit, coached by Ludlow Bernard, would end the season with nothing to show, having been ousted from the Super Cup by Wolmer's Boys' and again by the same team in the Manning Cup. They had beaten Wolmer's earlier in the Walker Cup but there were now doubts about whether or not this team had the goods to get over the final hurdle. And JC looked emperious, winning the Manning Cup in comfortable fashion after beating a game Wolmer's. But that doubt went out the window very quickly, as Grant slammed home a drive from 22 yards away to start the ball rolling. Grant's strike hit the underside of the bar and lodged in the corner of the goal. JC

Jansrud Pips Returning Svindal In Super G Opener Aksel Lund Svindal made a fine comeback from injury, but narrowly lost out to Kjetil Jansrud in the super G at Val d'Isere on Friday. Kjetil Jansrud pipped the returning Aksel Lund Svindal to first place in the opening super G race of the FIS Alpine Skiing World Cup season in Val d'Isere. The super G opener was meant to take place in Lake Louise last month, but that race was cancelled after the quality and quantity of snow at the Canadian venue was found lacking. There was no such trouble on the French slopes, though, and it was Jansrud who scored a seventh super G victory of his career after clocking a time of one minute and 21.66 seconds. Jansrud's mark was enough to edge out Norwegian compatriot Aksel Lund Svindal, who had won a super G opener on six occasions, by a mere 0.17secs and earned him a seventh career super G victory. For Svindal, a podium finish marked an impressive return to competitive action after almost a year following a cruciate ligament injury to his right knee as a result of a crash in a downhill race in Kitzbuhel, and he

LeBron James conceded that Cleveland Cavaliers' foul trouble did not allow them to find their rhythm as they slipped to a second consecutive NBA defeat against Los Angeles Clippers on Thursday. Two days after going down 118-101 against the Milwaukee Bucks, the Cavs were once again disappointing as the Clippers - who were on a three-match losing streak - earned a 113-94 victory at the Quicken Loans Arena. "We couldn't get into a rhythm, we did a good job coming out in the first quarter, but the game just got unravelled. All the calls that were going on, we got in foul trouble, some of our big key guys, and they just broke our rhythm, they did a good job. "Those guys played desperate basketball and with them losing the last three, they played some good ball. "Some of our turnovers were forced, some of them were tagged turnovers, I know, I think one of my turnovers was unforced. "Two pretty poor games for sure, but in an 82-game season, you're going to

have a couple of games, maybe a few games in the season, where they're pretty poor. You hope they're not back to back, but it happens. Alleyne, Cornwall Top Averages After Three Rounds Of Regional Four-Day Tourney Anthony Alleyne and Rahkeem Cornwall are the top performers following the first three rounds in the Digicel Regional 4-Day Tournament. Alleyne, the Barbados Pride left-handed opener, has been the most prolific batsman so far with 443 runs from five innings in three matches at an average of 88.60. He entered the first break in the season with four successive scores of 50 runs or more, including a maiden first-class hundred of 186 against Trinidad & Tobago Red Force in the second round of matches at Queen’s Park Oval in the T&T capital of Port of Spain. The 23-year-old Alleyne, a former West Indies Under-19 player, is the only batsman to aggregate more than 300 runs for the season – and only six others – including former West Indies batsman Shivnarine Chanderpaul – have reached the 200-run threshold. Cornwall, the Leeward Islands Hurricanes off-spin bowling all-rounder, has been the most successful bowler so far with 19 wickets at an average of 23.68 runs apiece. The 23-year-old from Antigua & Barbuda has continued in the rich vein of form from the recent West Indies A-Team trip to Sri Lanka, where he was the visitors’ most successful bowler.
