Mayor Says No To Audit Of City Hall’s Accounts
Recently elected Mayor of Georgetown Patrica Chase-Green has stated that no audit of City Hall will be done at the whims and fancies of Opposition Leader Bharrat Jagdeo. Those comments came in light of repeated calls from Jagdeo for the city’s accounts to be audited. Green told the local media that the PPP/C did not heed her call for the city’s accounts to be audited when it was in office. “It is unfortunate that he is calling for an audit now and when I was calling for it under his government, they would have bluntly refused to have that audit”, she stated. The PNCR, which Green is a member part of, reportedly has full control of City Hall for over two decades. The APNU+AFC Coalition Government upon assuming office, conducted a number of audits into state entities and as such, there has been numerous calls by prominent members of society for City Hall to be audited, but to no avail. Allegations of gross financial misconduct, illegal tax deals, and secret deals with supporters of the Coalition Government have plagued the M&CC over the past two decades. Jagdeo has
been calling for a forensic audit into the operations, pointing out that the government has been selective in agencies that it chooses to audit. City Hall lacks accountability and transparency in finances, according to PPP/C Councilor Bisham Capen. The Councilor stated that billions are being spent and no audit or financial reports are being conducted on the spending in accordance with the Municipal and District Act. 28:01. Mr. Capen stated that he along with other councilors are also calling for a forensic audit into the financial operations of the Council but only to be shot down by the Town Clerk, Royston King who gave no reason for doing so. The Councilor believes that his motion is being blocked by King and his associates.

Former Legal Affairs Permanent Secretary Responds To Legal Affairs Minister's Statement In Stabroek News Dear Editor In light of the recent statement issued to the press by Mr. Basil Williams, Minister of Legal Affairs regarding the non-renewal of my contract, I wish to respond. Firstly , I find it obscene that after my contract ended a month ago, July 22, 2016 over a month ago, now the Minister has chosen to go public to make this announcement without any official notice to me. I was made aware of this through the 31 st August edition of Stabroek News. On November 4 th, 2015, after having proceeded on six weeks Annual leave and preparing to resume duties, I received correspondence from the Ministry of Legal Affairs instructing me to proceed on my remaining fifty-two days accumulated Annual leave to facilitate “Special Audit” in expenditures for Law books and computer parts for 2012-2014. Much to my surprise and embarrassment I read in several newspapers on December 8 th , 2015, that the Minister of Legal Affairs, told the media that I was sent on administrative leave. That was an untruth. On December 28 th 2015, two days prior to my resumption of duties, I received another letter from the Ministry of Legal Affairs that I should now proceed on a month’s Administrative leave to facilitate the completion of the Special Audit. On January 26 th I received yet another letter to remain on Administrative leave for an indefinite period given the absence of the final special audit report.. I was subsequently informed that the report was completed and sent to the Ministry of Legal Affairs at the end of January. I was also informed that the report had cleared me of all suspicion of wrong doing as the books and parts could have been a c c o u n t e d f o r. Ye t I r e m a i n e d o n Administrative leave until the end of my contract in July. To date, I have not received any official correspondence with regards to the findings of the special audit report. I requested a copy of itand was told it was at the discretion of the Minister of Legal Affairs to release same. What is disturbing is that Minister Williams feigned ignorance of these books when at a meeting he was told about them. It was even followed up with other discussions on procurement of books for the Ministry. It is grossly unfair for Minister Williams to publicly attack me saying that I could not
account for the books when he knew who had them. I did approve the payment as the Permanent Secretary and the books were used by the former Attorney General and were kept in the Chambers. This outburst can only be deemed as mischievous and a deliberate attempt to discredit me. The Ministry does not store nor stock computer parts, these are bought on a needs basis on the advice of the Head of the Information Technology Department. My role in managing stocks whether books, equipment or any other item, is ensuring the criteria are met for purchasing. It should be noted that while I have oversight of the Stores, the Head of the Accounting Department has the responsibility to ensure all assets and equipment are recorded, issued and managed efficiently. This Head of Department has the day to day responsibility of managing the Stores. This Head of Department remains on the job while I was sent off. It must have eluded the Minister of Legal Affairs that the Office of the Auditor General is constitutionally set up to audit all Government agencies .It was he who asked for a special audit to be conducted by the Office of the Auditor General. It was reported in the media that he did not accept the findings. The Auditor General’s conclusion is final. Is Minister Williams disregarding this? It is my firm belief, that this was all a smokescreen to remove me from the Ministry. When Minister Williams met with me just after taking office, he said he has to ‘change the face’ of the Ministry to reflect there has been a change in Government. In my opinion Minister Williams made no qualms about wanting to remove persons from the Ministry as they were perceived to be supporters of the main Opposition People’s Progressive Party/ Civic. I have had meetings with the Prime Minister Moses Nagamootoo and Minister of Statein the Ministry of the Presidency Joseph Harmon on my matter but to no avail. I applied for renewal of my contract and two days prior to expiration date , of my contract I was in receipt of a mail from Minister Harmon’s office saying the final decision to renew rested with Minister Basil Williams. In the absence of not setting objectives with me and having only worked with me for a few months, he really was in no position to make that judgement. It is very clear that he
paid no attention to the previous Audit and Public Accounts Committee reports. I applied for my gratuity for period 2015 2016 to which I am entitled, to date that has not been approved , not by the Minister of Legal Affairs nor the Minister of State. There must have been drastic policy changes as I know matters relating to Permanent Secretaries are usually dealt with by Office of the President, (now Ministry of the Presidency). All letters instructing me to continue on annual and administrative leave, were signed by the Senior Personnel Officer of the Ministry of Legal Affairs without being copied to Minister of State. No doubt she was instructed by the Minster of Legal Affairs to write to me. After years of hard work, conducting my duties with integrity and transparency, excellent Audit reports and good reviews from the Public Accounts Committee, the careless action of the Minister of Legal Affairs has caused immense embarrassment and damage to my credibility. I am truly saddened and disappointed in the manner in which I was tossed out. We know that women fight a continuous battle for respect, equity and equal treatment. As a professional woman with the relevant skills, experience and qualification, I feel offended at the way this matter was handled by the Minister. As a professional do I not deserve the courtesy of being informed officially? It is no secret that there are agencies where questionable activities have taken place and that were highlighted in the media. Yet no action was taken. Why the double standards? While I have should have no grouse about who the Minister wants as his Permanent Secretary, do not manufacture evidence to discredit me. I did not respond before because I still had and have faith in humanity. I hoped that common sense would have prevailed and this could have been resolved without acrimony. Guyanese Worries About Increasing Crime Rate– Guyana Daily News Poll Recent statistics released by the Guyana Police Force revealed that there was a 19% reduction in crime for the first quarter of 2016, a 9% reduction in reports of murder, 9% decrease in robberies that are gun-related, 8% decrease in robberies underarms, 38% decrease in robberies with violence, 8% decrease in robberies with aggravation, 18% decrease in rape and 22% decrease in break and enter and larceny. Many Guyanese are questioning the legitimacy of these reports and from what percentage are these figures derived. As such, the Guyanese public is not optimistic about government’s crime fighting strategy. A survey conducted by the Guyana Daily News found that 85% of persons are of the opinion that serious crimes are up in the country, especially in the rural areas. Seventy percent of respondents are also of the view that the government is doing nothing to curb the crime situation. The respondents are of the opinion that the police force should do more to combat crime, especially in vulnerable areas. In Berbice the murder rate has increased. A total of 17 murders were committed from the period January 1, 2015 to August 2015. Over the past weeks, there have been a significant increase of murders and robberies in Guyana especially in Berbice. Only a few weeks ago, two bodies were found in the ancient county, one being a teenager who was identified as 14year- old Akeem Grimmomd and the other as 26-year- old Levan Chanderpaul. According to the survey, residents are disgusted at the level of crime in Berbice. Residents are also complaining that there is
little police presence in this area and the response time has been ridiculously slow. According to the United States Department of State Bureau of Diplomatic Sates, Guyana 2016 Crime & Safety Report, the general crime rate in Guyana is above the U.S. national average. It was noted that criminal activities continue to be a major issue, particularly crimes against people and property. The majority of Guyanese are of the opinion that most violent crimes are committed on the coastland and the capital city. However, there have been incidents of violent crimes committed in other parts of the country. The poll shows that in 2015 and 2016, crime increased throughout Guyana.

10% Increase For Public Servants Is All Govt Can Afford - President Granger
President David Granger, speaking on his weekly programme, “The Public Interest” said that the 10% increase for public servants is as much as the government can do as of September 1, 2016. He also said that the final wages and salaries increase offer should not be viewed as unjust, but “what is affordable at present.” He stated that the government wanted to wrap-up this aspect of the expenditure, since it had to complete the 2017 Budget. “It is not unjust; it is what is affordable at present…I am not saying that the public servants do not deserve more but we did everything that is possible.” The President justified the government’s position of 10 per cent for the lowest level of public servants and one per cent for the highest paid by stating that his administration did not anticipate the “volume of indebtedness” that exists stating that “we have not been able to find sufficient funding for the social agencies.” He also noted that the University of Guyana (UG), the public school system and the health system are still in need of adequate funds. He also alluded to the lack of ministerial planning units, and problematic situations at the National Procurement and Tender
Administration Board (NPTAB) but according to the president there will not be a problem in the coming year at NPTAB since mechanisms are being put in place to ensure that these kinks are ironed out.
The President made it clear that talks between the government and the Guyana Public Service Union (GPSU) have not been discontinued and that discussion will be ongoing throughout the year. But the final offer to pay a 10 per cent increase to persons earning $99,000 or less, six per cent to persons who earn between $100,000 and $299,000, five per cent to public servants earning between $300,000 and $799,000, two per cent for those earning between $800,000 and $999,000 and one per cent for those earning above $1M still stands. “We want to continue to speak with the union for the rest of this year so that we have an outcome in 2017 that is satisfactory to both sides,” the President said. The GPSU last
week in a press release said government’s “final offer” on the wages and salaries 10% increase will be decided upon September 2 (today) at the union’s General Council meeting and has maintained its position that public servants should be provided with a “living wage.”

Top Cop Lashes Out At Traffic Ranks Who Fleece Drivers
Acting Commissioner of Police, David Ramnarine at a recent press conference revealed that the random stops made by traffic officers must come to an halt, stating that traffic ranks have been warned that they are only permitted to 'pull a motor vehicle over' if they were seen committing a traffic offence. He continued by condemning officers who set up unauthorized roadblocks, explaining that roadblocks can only be set up if there has been a description released of a motor vehicle and or the occupants. According to Ramnarine, he believes that traffic ranks commit the act of random stops so as to "fleece people" if something is found to be wrong with
the documents of the vehicle. He described this as "disgusting, shameful and humiliating," nothing that ranks who participate in such activities lack "pride and dignity". The commissioner urged the public not to condone the misbehaviors of the traffic officers but to make complaints and follow up on the complaints if they were wrongly stopped and wish for justice to be served. But despite the comments b y t h e P o l i c e Commissioner, there are fresh reports of traffic ranks
stopping motorist and asking for their documents even though an offense was not committed. Meanwhile, some drivers have been calling for more traffic ranks to be on the roadways, given the increase number of accidents.

PPP Raises Awareness On New Global Human Order
A public forum hosted by the People’s Progressive Party (PPP) on Thursday dealt with the New Global Human Order (NGHO), led by Bishop Juan Edghill, Clement Rohee, and Edward “Eddie” Rodney, brother of the late Walter Rodney. Permanent Representative to the United Nations, Ambassador Rudy Insanally was slated to be in attendance but could not make it due to health concerns. The United Nations General Assembly unanimously approved a resolution promoting a New Global Human Order at its 65th session held on December 10. The resolution, “The role of the United Nations in promoting a New Global Human Order” was initiated by the late President Dr. Cheddi Jagan and was co-sponsored by 54 countries. General Secretary of the PPP, Clement Rohee said that the forum was necessary for the public awareness and sensitization of the people to know that it was Guyana who put forward the initiative and as the original proposer, Guyana should be highly vocal about the resolution. The Guyana government made the proposal at the World Summit for Social Development held in Copenhagen in 1995 for the first time. Since then, it has been supported at numerous international forums, including the Caribbean Community, the Non-Aligned Movement, the South Summit, the Organization of the Islamic Conference and the Group of 77. Explaining to the audience the underline concept of the NGHO was Mr. Rodney who said it is based on peoplecentered sustainable development policy and programme aimed at eradicating poverty and the establishment of a more humane system of international relations. Rodney recalled that Dr. Jagan’s inspiration behind the initiative was of the enormous
potential for human development after the end of the cold war and the acceleration of the technological development. He went on to note that the NGHO concerns not only the developing third world countries but the developed countries as well. Reemphasizing the focus on development, Edghill advocated the need for democratic inclusion in the development process. He stated the Peace and development approached must have people at the center of development as human development is vital for economic growth. The resolution, which was first discussed in the General Assembly at its 55th session in 2000 and then discussed again through resolutions approved in, 2002 and 2007. The forum’s initial focus was centered on the growing disparities between rich and poor countries and on human development as it relates to the modern day struggles that developing countries face.

First Lady Comforts Grieving Mum From Aruka River Accident
Georgetown, Guyana – (September 2, 2016) First Lady, Mrs. Sandra Granger, today, offered words of comfort and support to grieving Ms. Ophelia James, who lost two children in an accident on the Aruka River on the evening of Thursday, August 25. Ms. James is currently an in-patient of the Female Surgical Ward of the Georgetown Public Hospital Corporation (GPHC) nursing serval injuries, including two broken ribs, a fractured shoulder blade and punctured left lung, following the collision. The First Lady extended condolences to Ms. James on the death of her two children and spent several quiet moments speaking with her. The attending physician also updated the First Lady on the woman’s prognosis. Oswald Hussein: A Living ‘Totem’
Oswald Hussein is a prominent Guyanese artist born in 1954 as a Lokono Arawak. His wooden sculptures have made his name stand high in the Guyanese Community. As an artist signature, his wooden sculptures reflect colorful memories of his roots, as well as the daily struggle of the common Guyanese. A high dose of expressionism can be appreciated in every piece. A parade of colors that dominate the rigid wooden structure, giving it flexibility making his pieces more than simple objects of admiration, but live displays of art. Starting from the 60s as the projection of the success of the decades to come, Oswald Hussein cemented his notable reputation on the late 80s early 90s with pieces such as ‘Massasekeree’ 1989 and ‘Wepelly’ in 1991, winning the National Visual Arts Exhibition First Price in both years. His fist exhibition was hosted at the Venezuelan Cultural Centre in Georgetown in 1999, with the tittle of ‘Sunset Birds’ and ‘Sunset Birds II’. In 2006 Oswald was offered the position of artist-in-residence at the Horniman Museum in London, taking part of the exhibition called ‘Amazon to Caribbean: Early Peoples of the Rainforest’. With a history of national and international recognition that built his profile as one of the most influential Guyanese artist of the last two decades, Oswald Hussein
has much more to offer still today. With the Indigenous Heritage Month palpating, the presence of the artist community has become vital for the representation of the cultural impact that this significant period of the year has over every Guyanese. Several local talents are scheduled to show their nuances through different exhibitions nationwide. Oswald Hussein, as the living representation of Amerindian heritage, will ‘dress’ the Castellani House in remembrance to this period, displaying 30 pieces of his sculpture on September 14 at the Indigenous Month Exhibition to be held in this location. With the goal to keep amazing his loyal audience, Hussein plans to delight the visitors to the venue, with a mixture of vintage and contemporary pieces, giving the pupils the opportunity to see the evolution of the artist reflected in a unique and exhibit. MATT Calls ForandJournalistic Best Practice a wide range of crimes, most of investment in journalistic best practice.
The Media Association of T&T (MATT) has responded to the decision by local television station CNC3 to sever ties with Crime Watch host Ian Alleyne. The decision was announced by the station in a press release on Thursday after several meetings with the television host. MATT's response also follows a video published by Alleyne, in which he expressed gratitude to CNC3 and called on his viewers to continue supporting Guardian Media Limited. Below is MATT's full release. "Yesterday CNC3 became the third successive media house to sever business relations with the Crime Watch programme and its host/producer, Ian Alleyne. The breakdown of this relationship illustrates again that without serious commitment to sound journalistic principles and conventions by media owners and individual producers, investigative programming and reporting content inevitably succumb under ethical, legal and public scrutiny. While some viewed Crime Watch as sensational reality TV, the show also served a significant public interest. Many viewers relied on it as a window into communities that are relentlessly besieged by inadequate social services
which are ignored by the traditional media. The programme on one hand bordered on exploitation of vulnerabilities while on the other hand it offered visibility and voice to citizens who were otherwise unable to access formal and timely redress through law enforcement and the judiciary. Mr Alleyne's reports and range of interviews filmed on location—including in many outlying areas—contrasted sharply with the output of so-called crime reporting by better resourced newsrooms. Notwithstanding these worthwhile functions, however, Mr Alleyne and media owners failed to inject basic journalistic safeguards into a promising local programme that sustained its popularity over many years and many trials. The frequent breaches of journalistic conventions of which the show has been guilty constitute ultimately a loss of credibility by media brands. MATT hopes that should there be a fourth incarnation of Crime Watch, its best elements that serve the public interest could be reinforced and its weaknesses addressed by consistent and meaningful

Police Heads Want More Support From Army In Crime Fight As Prime Minister Dr Keith Rowley and Opposition Leader Kamla PersadBissessar meet to discuss spiralling c r i m e t o d a y, d i v i s i o n a l p o l i c e commanders say they are unfazed by impending challenges but with no additional resources being allotted to the T&T Police Service, the commanders say other law enforcement agencies can be better utilised to assist them in the fight against crime. In an interview yesterday, head of the South Western Division, Inraj Balram, said his troops were very willing to make the best use of whatever resources were available to
them. Asked whether a stoppage of additional resources would pose a setback to ongoing crime initiatives, Balram said: “Not necessarily. I intend to maximise whatever resources we have and focus on specific areas which pose a problem.” Asked to elaborate, Balram said he wanted to have 24/7 monitoring of coastal areas where drugs and guns were smuggled in. “We do not manufacture guns but the availability of weapons here is cause for concern. As a leader, I want to help the Coast Guard to monitor this but with limited resources only certain areas can be monitored at certain times. Based on the intelligence we gather, we will move accordingly,” he said. He said he would not necessarily need to call out officers from vacation to do that. “We are going to restrategise and use our resources wisely,” he added. He agreed that the Coast Guard and Regiment could be used to boost patrols and assist in roadblocks, sting operations and community problems, adding: “All help is welcome but if we are to get the soldiers to have a permanent presence the minister will have to look at it.” He was hesitant, however, to say whether the private sector should be allowed to contribute to providing resources for the TTPS. “We have to do a study for this because we do not want to undermine the independence of the Police Service as we do our duties,” he added. Balram also said crime and the fear of crime were affecting the economy as it impacted negatively on investor confidence. Saying national security should always get the largest chunk of the fiscal pie, he said he
would continue to ensure his division maintained the best crime detection rate in the country. Head of the Southern Division, Adeline St Louis-Pesnell, said she too was undaunted by news that the TTPS would get no additional resources to fight crime. “I have always felt empowered as the commander but I am mandated to use whatever initiatives necessary to reduce the crime in my division. Despite what the Prime Minister said we will not refuse additional resources because we will be further empowered to implement more patrols, more exercises, more community projects, sting operations, community activities, community patrol officers and so on if we have additional resources,” she said. However, St Louis-Pesnell said she had been calling out staff on leave. “People have been coming off their rest days to assist with the initiatives. We have had some success and we are prepared to persevere and increase our success despite our challenges,” she said. She said while there was no new crime plan they would continue to address criminal migration, deportation and the influx of illegal immigrants in T&T. (Trinidad Guardian)

Pokemon Players Walking Into Traffic —Cops head of the Highways and Traffic Patrol,
The Police Service is urging parents to speak to their children about playing the popular Pokemon Go on their mobile devices while walking, noting yesterday that some of them end up in traffic while engaging in the activity. Speaking at the weekly police press briefing yesterday, road safety co-ordinator, PC Brent Batson, asked that parents must be vigilant and ensure their children are safe while playing the game, which encourages users to hunt for Pokemon characters in various places across T&T. The game was officially launched in T&T early last month and since then Southern Division officers have warned people about venturing into parks late at night playing the game as they could become targets for bandits. While neither Batson nor Supt Mathura Singh,
could say whether people had been physically injured by recklessly wandering into oncoming traffic while playing the game, Batson said they had noticed a trend with game users. Yesterday, Batson said: “During some of our enforcement programmes, we noticed this almost addictive approach by pedestrians using this Pokemon Go Application with the phone. Sometimes they will run into parking lot spaces in front of vehicles, so we are hoping that parents could have that serious conversation with their children.” Singh added that of the 83 people killed as a result of accidents, 23 were pedestrians. While none of these victims were killed playing the game, he warned that some
of those who have been enjoying the game could become a statistic if they were not careful. He added that apart from playing the game, pedestrians should not use headphones and other distracting devices when crossing roads. (Trinidad Guardian)

Teen Stabbed During Argument
A 19-year-old Carenage resident became one of T&T’s 308 murder victims, after he was stabbed to death while liming on Ariapita Avenue, Woodbrook, early yesterday morning. According to reports, Nicholas Jeffers, of L’ A n s e M i t a n R o a d , w a s standing near the corner of Luis Street and Ariapita Avenue around 5 am when he got into an argument with a man. The man reportedly drew a knife and stabbed Jeffers several times in his chest. Jeffers’ cousins, who were liming at a nearby bar, noticed the altercation but by the time they rushed to his assistance his attacker had already ran away. Jeffers was taken to the Port-ofSpain General Hospital in an ambulance but died shortly after being admitted. In a brief interview at the Forensic Science Centre, St James, yesterday, Jeffers’ relatives described him as quiet and peaceful. “He very quiet and was not accustomed liming. He just went out last night as it was Independence Day,” a female relative said. She said Jeffers had graduated from the Mucurapo West Secondary School almost two years ago
and was unemployed. Asked whether his cousins had recognised his attacker or knew what the dispute was about, the relative said no. “They don’t know who it is and they not really talking to us about it,” she said. Investigators had not arrested the suspect up to late yesterday but were interviewing eyewitness and reviewing
CCTV footage of the incident captured by cameras from several businesses. Jeffers’ killing raised the murder toll for the year to 308. There were 282 murders recorded for the same period last year. Detectives of the Region One Homicide Bureau are continuing investigations. (Trinidad Guardian)

Public Utilities Gets Alexandra Place Cabinet has given the green light for the staff of the Public Utilities Ministry to be relocated to the controversial One Alexandra Place building, Port-ofSpain. Minister in the Office of the Prime Minister Stuart Young said so at y e s t e r d a y ’s p o s t - C a b i n e t n e w s conference in St Clair. He said Minister of Public Utilities, Ancel Antoine, and some support staff have already been relocated to the new location. He said when the transfer was completed by the middle of this month, the Ministry of Sport and Youth Affairs would be relocated from Abercromby Street, Portof-Spain, to 2 Elizabeth Street, St Clair, which had been occupied by the Public Utilities Ministry for the past several months. He confirmed that One Alexandra Place was owned by relatives of Attorney General Faris Al-Rawi but said all discussions relating to the new arrangements were done without the involvement of Al-Rawi, who had recused himself from the deliberations. But he assured all matters relating to the premises have been dealt with “completely above board with the highest levels of due diligence.” The building had been rented during the fiveyear term of the former People’s Partnership government at a cost of an estimated $45 million but remained
unoccupied for the entire period. Yesterday, Young confirmed the nonoccupation of the building was an issue but said the new Government, since September last year, had established a sub-committee of the Cabinet to take a look at the matter to determine its suitability for use. He said it was found that the building continued to be suitable for occupation. However, he said there were still outstanding matters to be addressed, including questions about the procurement and outfitting of the building under the former PP administration, adding this aspect may be subject to legal proceedings. He said Cabinet felt the building was unoccupied for far too long to the disadvantage of taxpayers. He added after several ministries bid for the premises it was found Public Utilities was best suited for it. He said a new rental arrangement was also negotiated. He was not prepared to give details but said it would not be as high as what obtained under the former government. “There is not going to be an increase in the cost of rental,” he

Caribbean Corridor Strike Force Partners Seize $60 Million Worth Of Cocaine, Marijuana SAN JUAN, Puerto Rico -- During a period of one week, US (HIDTA) and Organized Crime Drug Enforcement Task Force Immigration and Customs Enforcement’s (ICE) Homeland (OCDETF) that investigates South American-based drug Security Investigations (HSI), working jointly with the trafficking organizations responsible for the movement of Caribbean Corridor Strike Force (CCSF), seized $60 million multi-kilogram quantities of narcotics utilizing the Caribbean worth of drugs and arrested nine individuals for drug as a transshipment point for further distribution to the United trafficking. Islam Karimov: Turkey Announces Uzbek Leader's Death

zbek President Islam Karimov, one of Asia's most authoritarian leaders, has died, Turkey says - despite no official Uzbek confirmation. Mr Karimov, 78 and in power since 1989, was taken to hospital last week after a brain haemorrhage but the government has only said he is critically ill. Uzbek state TV channels have dropped light entertainment programmes. Unnamed diplomatic sources in several countries have confirmed the death, and even funeral plans, to news agencies. Reuters quoted three such sources while Associated Press cited an unnamed Afghan official as saying President Ashraf Ghani planned to attend Mr Karimov's funeral on Saturday. An unnamed Kyrgyz diplomat told AP the country's prime minister had also been invited to the funeral. Mr Karimov has no clear successor. There is no legal political opposition and the media are tightly controlled by the state. A UN report has described the use of torture as "systematic". Mr Karimov often justified his strong-arm tactics by highlighting the danger from Islamist militancy in the mainly Muslim country, which borders Afghanistan. On Friday, Turkish Prime Minister Binali Yildirim told a televised meeting Mr Karimov had died. "Uzbek President Islam Karimov has passed away," Turkish Prime Minister Binali Yildirim said in a cabinet meeting broadcast live. "May God's mercy be upon him, as the Turkish Republic we are sharing the pain and sorrow of Uzbek people." Long before Mr Yildirim's statement, rumours were circulating that Mr Karimov had already died. He had not appeared in public since 17 August. A Russian-based opposition website, Fergana, reported that preparations were under way for his funeral in his home town, Samarkand. Samarkand's airport has been closed to scheduled flights on Saturday.

Florida's northern Gulf Coast, causing flooding and power outages. Hermine made landfall early on Friday, becoming the first hurricane to hit the state in more than a decade. Wind gusts reached 80mph (130km/h), the National Hurricane Center (NHC) said. In the town of Cedar Key, waters rose more than 9.5ft (2.9 metres), among the highest surges ever seen, according to the National Weather Service. It passed through Florida and has now weakened to a tropical storm, making its way through Georgia before heading for the Carolinas. Police in Taylor County, Florida, that has a population of more than 20,000, said the storm had inflicted "severe damage". In the state capital Tallahassee, where people were urged to move to higher ground to avoid flash floods, at least 70,000 homes were without power at one point, affecting 60% of people in the region. "Multiple" roads were blocked by debris and fallen trees, traffic officials in the city said. South of Tallahassee, the town of Cedar Key saw a 6.6ft (two-metre) storm surge, raising high tide to almost 10ft. Images from the town posted on social media showed significant flooding. Governor Rick Scott had earlier declared a state of emergency for 51 counties across the state. "It is a mess... we have high water in numerous places," Virgil Sandlin, the police chief in Cedar Key, told the Weather Channel. “I was here in 1985 for Hurricane Elena and I don't recall anything this bad." Samsung Recalls Note 7 Flagship Over Explosive Batteries

amsung Electronics is recalling its flagship Galaxy Note 7 smartphone and said that battery problems were behind phones catching fire. The decision follows reports in the US and South Korea of the phone "exploding" during or after charging. The South Korean company said customers who had already bought the phone would be able to swap it for a new one. Samsung said it had been difficult to work out which phones were affected among the 2.5 million Note 7s sold. "There was a tiny problem in the manufacturing process, so it was very difficult to figure out,'' the president of Samsung's mobile business Koh Dongjin told reporters. “It will cost us so much it makes my heart ache. Nevertheless, the reason we made this decision is because what is most important is customer safety," he said. The firm said it would take about two weeks to prepare replacement devices.
According to Samsung, the phone has been launched in 10 countries so far but with different companies supplying the batteries. The recall comes just one week ahead of an expected presentation of a new iPhone model from its main rival Apple. This is an extraordinary decision for a tech giant to make based on so few reported incidents - Samsung says it is aware of only 35 cases worldwide. It's bad timing so soon after a big product launch and especially given that Samsung's rival Apple is understood to be preparing to unveil a new iPhone. However, the firm says it has discovered a problem with the battery cell and is halting sales while it inspects its suppliers. People who have already bought the device - which is only available to pre-order in the UK - will be issued with a replacement. Stories about exploding smartphone batteries do make the news from time to time - lithium ion batteries are flammable but very widely used. Reported 'explosions' Over the past few days, several users have reported their phones catching fire or exploding while charging, and Samsung said it had confirmed 35 such cases. A YouTube user uploaded a video under the name Ariel Gonzalez on 29 August of a
Galaxy Note 7 with burnt rubber casing and damaged screen. He said the handset "caught fire" shortly after he unplugged the official Samsung charger, less than a fortnight after purchasing it. Further images of a burnt Galaxy Note 7 were uploaded to Kakao Story, a popular social media site in Korea, on 30 August. A user wrote: "There was another explosion of the Galaxy Note 7. Brock Turner: Stanford Sex Attack Swimmer Freed From Jail
A
student at a top US university whose six-month jail sentence for sexually assaulting an unconscious woman in 2015 was widely criticised for being lenient has been released from prison. Brock Turner, 21, who was a swimming champion, assaulted the woman outside a Stanford University fraternity house. He was freed from the Santa Clara County Main Jail in San Jose, California, after serving three months. Inmates in California typically serve 50% of their sentences before release.
Turner, who left the jail without commenting to journalists, apparently intends to return to Ohio to live with his parents. Under the terms of his release, he faces three years of supervised probation and will be registered as a sex offender for the rest of his life. The local sheriff's office in Ohio said Turner would be treated "no differently than any other sex offender we monitor". The former swimmer's sentence had been widely criticised for being overly lenient. Prosecutors had demanded a sentence of six years in state prison. Judge Aaron Persky, who handed down the sentence, expressed concern about the impact of prison on Turner. In his decision, he said positive character references and Turner's remorse and lack of previous criminal record were mitigating factors. Turner's father, Dan, also sparked outrage
during the case, saying his son should not have been jailed for "20 minutes of action".
Two witnesses said they had seen him sexually assaulting the woman, who was lying on the ground unconscious. The victim, referred to by the pseudonym Emily Doe, then released her victim impact statement publicly. It was read by millions, and praised by US Vice President Joe Biden. She criticised Turner for not admitting the crime and putting her and her family through an "invasive" and "aggressive" trial. Apple Tax: Irish Cabinet To Appeal Against EU Ruling
he Republic of Ireland's cabinet has agreed to appeal against the European Commission's ruling that Ireland granted undue tax benefits of up to €13bn (£11bn) to Apple. The decision was taken after a half-hour meeting of the cabinet. The Irish government previously said it "disagrees profoundly" with the ruling. Apple chief executive Tim Cook said he was "very confident" the ruling would be overturned on appeal. He called the European Commission's decision "maddening" and "political". Dail motion "A motion will come before the Dail (parliament) on Wednesday seeking an endorsement of that decision," said a government spokesman on Friday. The cabinet first met on Wednesday but decided to adjourn until Friday for "further time to reflect on the issues and to clarify a number of legal and technical issues". This is a minority Fine Gael government that includes independents. It is dependent on the support of the main opposition party, Fianna Fáil. Fianna Fáil has indicated that it wants to see an appeal of the commission's ruling, if only to see who is right - Brussels, or Dublin - on whether or not the Irish government had a secret deal with Apple. Also at stake is the credibility of the independent tax authority in the Republic, the Revenue Commissioners. For the government
to turn down 13bn euros, equivalent to the country's annual health budget, is a huge political ask. The government's view is that it is in Ireland's long-term interest not to be seen as a tax haven, but to be seen as transparent regarding its taxation.

Marine Ciarán Maxwell Charged With Terror Offence
Royal Marine from Northern Ireland is in court charged with terror-related offences including bombmaking and storing weapons. Ciarán Maxwell, 30, has been charged with one offence of terrorism, one of fraud and one of possessing cannabis. He was arrested in Somerset last week after searches in Larne and Devon. The serving Marine's arrest was understood to be connected to the discovery of two arms dumps in County Antrim earlier this year. He is charged with manufacturing explosives, making devices and storing them in barrels in hides in England and Northern Ireland. The charges include obtaining articles for use in terrorism - specifically chemicals and components to make bombs - and having an image of an adapted police pass card. He arrived at Westminster Magistrates Court shortly after 15:00 BST. The charges come as part of long-running investigation involving the Security Service (Mi5), the Police Service of Northern Ireland and the South West Counter-Terrorism Unit, as well as Scotland Yard's Counter-Terrorism Unit, says BBC Home Affairs Correspondent Danny Shaw, who is at the court. Searches ongoing Mr Maxwell is accused of carrying out research resulting in "the creation of a library of documents" likely to be of use to terrorists. The Marine, origially from Larne in County Antrim, was taken to a West Country police station in Somerset before being transferred to a London police station last Thursday and questioned on suspicion of being involved in the preparation for acts of terrorism under Section Five of the Terrorism Act. The Daily Mail suggested Mrs Trump may have worked as a parttime escort in New York, and met husband Donald Trump, who is now running for the White House, earlier than previously reported. The claims were "outright lying", lawyer Charles Harder said. Both the blogger and the Daily Mail have since retracted their articles. “These defendants made several statements about Mrs Trump that are 100% false and tremendously damaging to her personal and professional reputation," Mr Harder said in a statement. "Defendants' actions are so egregious, malicious and harmful to Mrs Trump that her damages are estimated at $150m," Mr Harder's statement said. He has filed the complaint before the Circuit Court for Montgomery County in the US state of Maryland. The document states that Melania Trump asks the court to rule against all defendants "in an amount in excess of Seventy Five Thousand Dollars ($75,000) in compensatory and punitive damages". There has been no explanation of the discrepancy. Mrs Trump, 46, was born in Slovenia and moved to the US to work as a model in the 1990s. She married Mr Trump in 2005. Blogger Webster Tarpley had written that Mrs Trump feared her past becoming public. The article on the Daily Mail's website quoted claims published in Slovenian magazine Suzy that the modelling agency Mrs Trump was working for also functioned as an escort agency, court papers show. The newspaper also quoted Slovenian journalist Bojan Pozar, author of an unauthorised

Italy's PM Criticises Government Led Fertility Campaign

taly's prime minister has distanced himself from a campaign promoted by his health minister which encouraged couples to have more children. The Fertility Day campaign was criticised on social media for appearing not to understand the reasons behind Italy's low birth rate. In one advert a woman holds an hourglass next to the words: "Beauty has no age limit. Fertility does." It is feared Italy's ageing population will damage growth and services. Prime Minister Matteo Renzi said in an radio interview that none of his friends had decided to have children after seeing an advert, and that stable jobs and day care were the key to boosting the nation's population. "If you want to create a society that invests in its future and has children, you have to make sure the underlying conditions are there," he added. Critics of the campaign say there are many reasons why Italian women are having fewer children, including high unemployment, low wages, poor maternity rights and inadequate child care. Health minister Beatrice Lorenzin who described the decline in the country's birth rate as "apocalyptic" in May, has now ordered changes to the online campaign. "We did not intend to offend or provoke anyone. If the message has not gone across as w e would have liked we will change it." "Common good" A storm of protest erupted on social media following its launch on Wednesday with many accusing it of being patronising and sexist. One woman on Twitter asked "Which century is it again?" while another said "Appalled. Sure. Italian women are all waiting for the storks, aren't they?" Working women Italy has an ageing population with just 488,000 babies born in Italy in 2015, fewer than in any year since the modern state was founded in 1861. Its fertility rate last year was 1.35 children per woman compared with an EU average of 1.6. Employment among
women in Italy remains stubbornly low compared to other EU countries though, with many complaining of discrimination. Former prime minister Mario Monti tried to stamp out the practise of some employers forcing new staff to sign an undated resignation letter which could be used later to end their employment. Economists say women who became pregnant often fell victim to such a ploy. Earlier in the year Health minister Beatrice Lorenzin proposed doubling child benefits to encourage more couples to start families. (BBC)

Swiss Open 2006 World Cup Criminal Case Against Beckenbauer A Soccer great Franz Beckenbauer is a success. In Germany, the 2006 tournament has denied the claim. "Swiss jurisdiction in criminal suspect in a World Cup fraud case. Beckenbauer's home in Austria was raided for evidence on Thursday on behalf of Swiss federal prosecutors investigating corruption linked to FIFA. Switzerland's attorney general's office said they had opened criminal proceedings against Beckenbauer and three other German members of the 2006 World Cup organizing committee. The four are suspected of fraud, money laundering, criminal mismanagement and misappropriation relating to a payment of 6.7 million euros ($7.3 million) to FIFA in 2005. “Searches of premises or searches on a cooperative basis for the collection of evidence were carried out in eight separate locations (in Austria and Germany) at the same time today," the Swiss federal prosecution office said in a statement. "In addition, various suspects were questioned by or on behalf of the Office of the Attorney General of Switzerland." Beckenbauer's lawyers said he is cooperating with "all authorities involved." “Franz Beckenbauer has supported the Swiss federal prosecutors' investigations since he has known about them, and cooperated constructively in today's search," lawyers Werner Leitner and Michael Nesselhauf said in a statement reported by German news agency dpa. Three of the suspects are past or current members of FIFA' ruling committee: Beckenbauer, Theo Zwanziger and Wolfgang Niersbach. Niersbach, whose term expires in 2019, was banned for one year by the FIFA ethics committee in July for not reporting suspected wrongdoing. The fourth criminal suspect is Horst Schmidt, vice president of the 2006 organizing committee. Beckenbauer, Zwanziger and Schmidt have also been under investigation for suspected bribery by the FIFA ethics committee for several months. The money linked Beckenbauer, then-FIFA president Sepp Blatter, one-time FIFA power broker Mohamed bin Hammam and Robert LouisDreyfus, the late former Adidas executive and former part owner of Swiss marketing agency Infront. That inquiry, by law firm Freshfields, suggested a deeper involvement than previously suspected of Beckenbauer, who later joined the FIFA executive committee from 2007-11. It said the payment by the German federation to FIFA on April 27, 2005, was "falsely declared" by the World Cup organizing committee for an opening gala, but was intended for Louis-Dreyfus. FIFA president Gianni Infantino claims video assistants can minimise refereeing mistakes but insisted the technology will not "cannibalise" football. Infantino was "very impressed" by the use of Video Assistant Referees (VAR) during Italy's 3-1 friendly defeat to France in Bari on Thursday, which helped referee Bjorn Kuipers to make a number of correct decisions. This 'semi-live' approach to VAR testing will continue until 2018, according to Infantino, when the International Football Association Board (IFAB) is due to make a decision on whether or not to introduce the technology into the game. "With VAR, we help the referees and we protect the game," Infantino told FIFA.com. "After this very pleasant experience, we will see where the VAR tests are leading us. "We need more tests. We will continue with testing VAR until 2018 [when the IFAB will decide on VAR]. "We need to and we want to help and protect the referees." The 'semi-live' test in Bari did not involve Kuipers reviewing any incident on the field; instead he was advised via radio communication with a team of assistants with access to video replays. FIFA has not introduced on-site screen reviewing in its testing of VAR, and Infantino moved to cool any fears supporters might have about disturbances to the flow of games. "We must use it in a way that does not have a negative impact on the flow of the game and the game
