Westford’s multi-million fraud trial postponed Former Minister of Public Service, Dr. Jennifer Westford and her personal assistant, Margrette Cummings appeared before Magistrate Judy Latchman at the Georgetown Magistrate’s Court on Thursday for the commencement of their trial. They both had pleaded not guilty to 24 joint charges, which alleged that between August 2011 and April 2015 they stole GYD$639M from the Government of Guyana. The money was allegedly stolen in 24 different tranches ranging from $3.4M to $75M in one instance. Their trial however was postponed after it was realised that Police Prosecutor, Neville Jeffers had the files in “disarray.” Magistrate Latchman gave the Prosecutor until July 26, 2016 at 9:00 hrs to present to the court copies of the files in proper order before the first witness continues to testify. The court heard part of the testimony of Andre Albert Dazzle, who is a current employee of the Ministry of Presidency formerly known as the Ministry of Public Service. Dazzle, who is now the Chief Accountant at the Ministry of Presidency began his testimony by stating his duties at the Ministry which included preparation of financial Budget, preparation of financial reports and the all-round managing of the

accounts department. Dazzle continued his testimony by identifying the defendants and stating what their positions were in the ministry; however before he could go any further, Defense Attorney Neil Boston objected since the questions being asked of the witness was not in the proposed witness statements. Upon clarification, it was recognized that the file which the defense lawyers and prosecutor are using were different. As such, the trial was postponed.-By- Jarred Singh, Guyana Daily News.

3 years jail for woman caught with cocaine in sanitary pad Twenty – six – year old Patima Wednesday and fined $1.8 Isaacs was sentenced to three million after she pleaded guilty y e a r s i m p r i s o n m e n t o n to cocaine trafficking. The c o u r t heard that on July 3, Isaacs was f o u n d with 698 grams of cocaine with a s t r e e t value of $628,200.

Isaacs was heading to New York for a vacation, when she was detained at the Cheddi Jagan International Airport with the illegal substance disguised in a sanitary napkin between her legs and in the handles of a straw bag. She made a petition to the Magistrate for leniency while acknowledging her wrongdoing but her plea did not budge the Magistrate and the sentence was handed down.-By- Rocio Perez, Guyana Daily News.

Police Corporal accused of accepting bribe, granted bail Police Corporal Ronald Fraser was released on $75,000 bail by Chief Magistrate Ann McLennan on Thursday after he denied that he accepted 30 pennyweights of gold from Mark Williamson as a

bribe. The allegations were leveled against him by one of his subordinate ranks to the Office of Professional Responsibility (OPR).His lawyer told the court that complaint by the subordinate rank is due to the fact that Fraser had disciplined him and this is his way of “getting back at him.” The Chief Magistrate granted bail and transferred the case to the Kamarang Magistrate’s Court. It is alleged that between February 01 and 20 2016, Corporal Fraser accepted from Mark Williamson on three separate occasions one ounce of gold valued at $200,000, 9 pennyweights of gold valued at $90,000 and 3 pennyweights of gold valued at $60,000. It is alleged that Williamson, who is also facing charges for procession of marijuana, gave the Corporal the gold as a bribe to “get rid of the case.”- By- Jarred Singh, Guyana Daily News.

Man jailed for breaking into same business twice Chief Magistrate Ann McLennan sentenced Michael Singh to 18 months imprisonment for multiple charges of breaking and entering into the business “Country Pride Ice Factory” located on Robb and King Streets, Lacytown. The man who hails from Enmore, East Coast Demerara, was caught via CCTV camera, showing him breaking into the store on both occasions and removing the items. Singh pleaded guilty to the first charge and guilty with an explanation to the second charge. He told the court that he only stole the items to get money to go to the hospital since he suffers from hernia. It is alleged that between June 3 and 4 2016, he broke into the business by ripping out a door and stole one trolley valued at GY$22,000, a trolley wheel valued at GY$6,000, and multiple ice bags valued at GY$18,000. The second charge stated that between June 28 and 29,, he broke into the same business via a hole about three feet wide and stole a cooler valued at GY$15,000 and one Lasko Fan valued at GY$15,000. After pleading guilty with an explanation to this crime, Singh admitted that he did steal the cooler but he did not steal the fan. Butch

Analysis of imports, revenue for 1st Quarter 2016 at GRA -imports, revenue down Total current revenue for the first quarter of 2016, according to the Bank of Guyana when compared to the last quarter of 2015 went down by 12,946.5M; however when compared to the same period last year there was an increase of $2404.2M. Total tax revenue went down by a staggering $7,581.7M when compared to the latter quarter of 2015 and the total revenue collection fluctuated. Income tax declined by $944.3M when compared to the latter part of 2015; however when compared with the same period last year there was an increase. Property taxes also decreased in the first quarter of 2016 to $242.3M from $272.8M a decline of $30.5M. Taxes on Production and Consumption went down by a

No ‘double dipping’-Minister Lawrence Pensioners must be living in Guyana The Ministry of Social Protection will be putting measures in place to ensure Guyanese who live in other countries do not access a Guyanese pension. This information wa s related to the Government Information Agency (GINA) in a recent interview with Minister of Social Protection, Vo l d a L a w r e n c e . M i n i s t e r Lawrence described it as ‘double dipping’ when persons not living in Guyana, access pension from both the Guyanese government and the country in which they live. “We will be putting an end to persons who are ‘double dipping’…we have persons who believe that it is their right to live in

a foreign country and collect their pensions here…we are saying no, it is not going to happen,” Minister Lawrence said. She added that last year, this issue was brought to the attention of the staff of the ministry who were advised they will be held responsible and surcharged where books are issued with them knowing the persons do not live in Guyana.Persons desirous of accessing old age pension will have to be living in Guyana for a minimum of two years. “In the hinterland regions we know there are persons with more than on identification card who draw (collect) pension under one name in one region then travel to the next and draw under the other name,”

Minister Lawrence explained. Minister Lawrence explained that the issue of double dipping is not limited to accessing pension, but also public assistance for school aged children. She explained that some students are beneficiaries of public assistance in Guyana, but they also benefit from similar assistance in neighbouring Brazil. “To address this, guardians will have to submit an attendance report for the child so that they can continue accessing such assistance,” Minister Lawrence explained. Additionally, the Ministry will be digitalising the pension system to make it more efficient in identifying redundancies in the system. The digitised database will also indicate to the ministry persons who are authorising others to collect their pensions, which is an indication that they are not in Guyana. The digitalising of the pension database will also see greater accountability within the pension system, and probation officers will have more time do additional field work and conduct visitations. The Social Protection Ministry has engaged the Ministry of Public Telecommunications to ensure that the two agencies can collectively run a pilot of this electronic project.(GINA)

Garcia probes results leak

T

his year’s Secondary Entrance Assessment (SEA) results were leaked ahead of the official release date yesterday. In confirming the situation yesterday, Education Minister Anthony Garcia said they were now investigating where the leak originated. Speaking to reporters following the announcement of the country’s third placed SEA student at the Specialist Learning Centre, Wilson Street, St. Augustine, Garcia said, “Yes, I can confirm that some schools knew of the results perhaps yesterday, or even before yesterday.” Pressed for more information on the leak, Garcia said, “That is something we have to look at very carefully. When we go back to the Ministry of Education, I will be meeting with the Chief Education Officer and the staff of technical officers to

see what we can do to ensure this does not recur.” Seeking to reassure students and parents that the integrity of the exam remained intact, he said, “The leak was with respect to the results, but the exam itself was not affected or compromised in any way. As you know, results are very sensitive and we want to make sure that everything is done so that the parents will have faith in the exams. “Even if the leak is a small one, it is something that is of very grave concern to us.” Aadi Anna Lutchmedial, 11, placed third in the national exam with a composite score of 244.779 points. Lutchmedial is the granddaughter of the president of the Zoological Society, Gupte Lutchmedial. To underscore the level of competition and marking scheme, Garcia said the first placed student, Caitlin Brooker of San Fernando TML Primary School, earned a composite score of 245.46 points. He noted that Lutchmedial’s school had managed to secure five other places on the top 200 list. Interviewed minutes after accepting a hamper from Garcia, Lutchmedial expressed joy and relief over the outstanding accomplishment. Cocooned by mom Shabnam and dad Keith, Lutchmedial said, “I feel so happy. I was so stressed out but now I am so relieved.” Overcome at attaining her first choice St Augustine Girls’ High School, Lutchmedial said she did nothing out of the ordinary to prepare for the exam. With shaking hands, Shabnam wiped tears from her eyes as she outlined her daughter's routine, which she said did not include extra lessons except for what was offered in school. Referring to the family support system, Shabnam said, “Consistency is the key. Her hard work paid off and it is truly a happy day for us.” Keith said he never doubted his daughter's ability to achieve success, as she had been at the top of her class since second year. Obama Slows Afghanistan Drawdown, Announces 8,400 Troops Will Remain President Obama put the brakes Wednesday on the planned U.S. troop drawdown from Afghanistan, announcing that some 8,400 will remain there when he leaves office next year. "I will not allow Afghanistan to be used as a safe haven for terrorists to attack our nation again," Obama said, adding that over the years he has made several "adjustments" in their strategy. ""The security situation in Afghanistan remains precarious. I strongly believe...that it is in our national security interest that we give our Afghan partners the best opportunities to succeed." "We are no longer engaged in a major ground war in Afghanistan," he said, but the fight is not over. "Even as they improve, Afghan security forces are still not as strong as they need to be.

The Taliban remains a threat. They've gained ground in some cases." That said, the focus of the U.S. mission — training and supporting Afghan troops, counterterrorism — remains the same, Obama added. Obama had planned to drop troop levels from 9,800 to 5,500 troops by the end of 2016. But a Taliban resurgence has forced Washington to rethink its exit strategy. Last October, Obama announced that the mission in Afghanistan was not over as U.S. forces found themselves battling the Taliban again as well as a new threat in the country from ISIS. He had said 5,500 troops would remain in the country when he leaves the White House in 2017. But in recent weeks the Pentagon has urged

Obama to keep a more robust force in the country. He was flanked in the Roosevelt Room of the White House by Defense Secretary Ash Carter and Marine Gen. Alton Sterling shooting: US authorities to i n v e s t i g a t e Video footage appeared to show two white police officers holding down and fatally shooting Alton Sterling, 37, in Baton Rouge. Louisiana Governor John Bel Edwards said the US attorney's office, the FBI and state police will also be involved. "The video is disturbing to say the least," he said. Baton Rouge Police Chief Carl Dabadie Jr said Mr Sterling was armed at the time of the confrontation, but questions still remain about the circumstances surrounding his death. "Like you, there is a lot that we do not understand. And at this point, like you, I am demanding answers," the chief said. The shooting on Tuesday sparked protests from about 200 people who gathered at the scene where Mr Sterling was shot, blocking roads and chanting: "Black lives matter". The governor called for unity and urged protesters to remain calm as authorities

conduct an investigation into the shooting. "I have full confidence that this matter will be investigated thoroughly, impartially and professionally, and I will demand that's the way it's conducted." Governor Bel Edwards said. Blane Salamoni, a four-year veteran on the force, and Howie Lake II, a three-year veteran, were placed on administrative leave over the death, officials said. The incident comes amid mounting tension in the US over the deaths of black men at the hands of police. There are more than 1,000 deadly shootings by police in the US each year, and disproportionate numbers of those killed are black Americans. Police spokesman Cpl L'Jean McKneely said the officers had been called in after reports that a man selling CDs outside a convenience store had threatened someone with a gun. One of the officers pinned the man's arm to the floor with his

knee and then appeared to pull out his gun and point it at the man. A voice is heard shouting: "He's got a gun. Gun." Then shots ring out and the camera moves away. Mr Sterling, a father of five, died at the scene. Cameron Sterling, Mr Sterling's 15-year-old son, began crying at a news conference as his mother spoke. "He had to watch this as this was put all over the outlets," Quinyetta McMillon, Cameron Sterling's mother said. "As a mother I have now been forced to raise a son who is going to remember what happened to his father." Michael McClanahan, president of the city's local NAACP, which is an African-American civil rights organisation, told reporters Mr Sterling's death was indicative of a greater problem with the "the culture of the Baton Rouge Police Department". Trump praises Saddam Hussein's efficient killing of 'terrorists,' calls today's Iraq 'Harvard for terrorism'

Donald Trump on Tuesday once again expressed his preference for keeping dictators in power in the Middle East. While acknowledging that Saddam Hussein "was a bad guy," Trump praised the former Iraqi dictator's efficient killing of "terrorists" -- despite the fact that Iraq was listed as a state sponsor of terrorism during Hussein's time in power. Trump, who supported the Iraq War before the invasion and in the early months of the war, said the U.S. "shouldn't have destabilized" Iraq before pivoting to praising Hussein. "He was a bad guy -really bad guy. But you know what? He did well? He killed terrorists. He did that so good. They didn't read them the rights. They didn't talk. They were terrorists. Over. Today, Iraq is Harvard for terrorism," Trump said. The remarks came during a rally where he was introduced by Tennessee Sen. Bob Corker, chairman of

the Senate Foreign Relations Committee, who is a potential running mate for Trump. Asked Tuesday night on Fox News about the comments, House Speaker Paul Ryan appeared taken aback by Trump's words. "He was one of the 20th century's most evil people," Ryan said of the former Iraqi strongman. The Clinton campaign jumped on the remarks, with senior campaign adviser Jake Sullivan saying "Trump's praise for brutal strongmen seemingly knows no bounds." "Trump yet again lauded Saddam Hussein as a great killer of terrorists, noting with approval that he never bothered to read anyone their rights," Sullivan said in a statement, after noting Trump has also praised North Korea's Kim Jong Un and Russia's Vladimir Putin. "In reality, Hussein's regime was a sponsor of terrorism -- one that paid families of suicide bombers who attacked Israelis, among other crimes," he said.

"Trump's cavalier compliments for brutal dictators, and the twisted lessons he seems to have learned from their history, again demonstrate how dangerous he would be as commander-in-chief and how unworthy he is of the office he seeks." The presumptive Republican nominee has previously said that Iraq and Libya -- two countries that have become ISIS strongholds -- would be better off if Hussein and Libyan dictator Moammar Gadhafi were still alive and in power in their respective countries. Trump has also previously praised Hussein's prowess at killing terrorists. Hussein was notoriously effective at suppressing dissent in his country, but he frequently targeted civilians and minority groups while in power, which earned him widespread condemnation from the international community as one of the world's worst human rights abusers. Shares slide as Brexit fears take hold The UK's FTSE 100 share index closed 1.3% lower, while US stocks got off to a choppy start on Wall Street. Earlier, the pound fell to $1.2798, its lowest since 1985, before rebounding. Analysts blamed warnings from the Bank of England that Brexit risks were "crystallising" and fears about the UK commercial property market. In afternoon trade, the pound was at about $1.29. Sterling has dropped by about 14% against the dollar since hitting $1.50 ahead of the referendum result. Against the euro, the pound was down 0.9% at €1.1656, having earlier hit its lowest level since 2013. "Pessimistic predictions for sterling are coming true," said Andrew Edwards, chief executive of ETX Capital. "The pound is the chief proxy for the post-Brexit mood in the markets.” Property sell-off Wall Street opened lower before making modest gains, with the Dow Jones, Nasdaq and S&P 500 indexes all rising by less than 1% in morning trade. In the UK, shares in domestic

companies, such as supermarkets, housebuilders and banks, took the biggest hit on Wednesday. Tesco and Morrisons were two of thebiggest losers, with their shares dropping more than 7% after analysts warned of a potential price war among supermarkets. Laith Khalaf, an analyst at Hargreaves Lansdown, said further discounting would squeeze supermarkets' margins at a time when the falling pound is set to make food imports more expensive. The FTSE 100 finished 82 points lower at 6,463.59, while the FTSE 250 - which contains more UK-focused companies - was 65 points, or 0.4%, lower at 15,669.71. Christina Aguilera’s song used in Guantanamo Bay to torture prisoners The news was revealed by the Mexican Newspaper ‘Excelsior’, which at the same time quotes an article of Alex Ross on the ‘New Yorker’ named: “When Music is Violence”. According to the article, the CIA torturers would be using songs in high decibels during the whole day to prisoners of Abu Ghraib, Bagram, Mosul, and Guantánamo. According to Mr. Ross, this is not a new phenomenon; it has been documented before in a variety of places, when certain songs were used as a repetitive way to disturb prisoners, for them to confess their crimes. In Mr. Alex Ross’s article, he quotes the detention of Mohammed al-Qahtani, one of the individuals who reached the United Sated in August 2001, with the purpose of kidnapping the plans for the events that took place on September 11, 2001. Al-Qahtani was detained and tortured with the objective of obtaining relevant information on the clarification of the terrorist attacks, which occurred in New York and Virginia. Torture methods include keeping him standing for hours, sometimes even 24hrs and listening to a Christina Aguilera song named "Genie in the Bottle."The idea of the CIA was, according to the transcription of Mr. Ross interview, was a success. Not only Qahtani, but other prisoners “hated in a special way” Christina’s songs. The only time they would “ask for a favor” to the authorities to lower the volume or turn it off. Why was it so offensive? They used to consider it as an offense to their religion, not only to listen music, but also because it was sung by a woman. Directions Saute the onions. Add other ingredients and cook uncovered 15 minutes. Puree. Add the milk and cook another 5 minutes. Do not boil.

WATERMELON COOLER Ingredients 4-5 cups of seedless watermelon (1 medium-sized watermelon), cut into chunks 1/2 peeled cucumber, cut into chunks 5 -10 mint leaves roughly chopped 3 tablespoons of sugar 1 tablespoon of fresh lime juice a pinch of salt Directions Depending on the size of your blender, you may have to do this in two batches. Divide your ingredients in half, and process it twice if need be. Place all the ingredients in a blender, and process until it smooth. Pour the mixture through a strainer into a bowl, pressing the solids with a wooden spoon to get all the liquid out. Place the watermelon mixture back in your blender and add ice cubes. Depending on how slushy you want it, add your ice cubes accordingly.To get it very slushy, almost like a snow cone, use lots of ice cubes. Serve immediately.

Gayle admits injury worries for Tallawahs

Jamaica Tallawahs captain Chris Gayle has admitted that season. Kelsie Campbell’s CISC success a major confidence boost

Winning two gold medals at the recently concluded Caribbean Islands Swimming Championships (CISC) in the Bahamas has given Jamaica’s Kelsie Campbell a major boost in confidence as she sets her sights on representing Jamaica at the Olympic Games in Tokyo in 2020. In addition to the gold medals, won in the 100 metres butterfly in which she swam a meet record 1:03.48, as well as the 100-metre freestyle, the 18-year-old Britain-based Jamaican also copped a silver medal in the 200-metres freestyle and a bronze in the 50metres freestyle to round off an outstanding performance at the championships where Jamaica won 46 medals, the most by the country since 2004. “I really feel like the CISC in particular is a massive jump on confidence for me,” said Campbell. “I was actually injured in the shoulders for a year and a half so that took me out. I used to be a 200-fly swimmer and I have been slowly progressing and am fully back on track with my fly and I feel like at CISC and after Carifta my fly has really improved and it has given me a lot of confidence.” Speaking with Sportsmax.tv on Tuesday, Campbell revealed that while she had ambitions of trying to make Jamaica’s team to the Olympics in Rio this summer, following the injury and the fact that she only represented Jamaica for the first time this year,

it was all a bit much too soon. “I would have loved to have qualified for the Olympics but having competed for Jamaica for the first time in March and everything being so overwhelming I was disappointed that I haven’t been able to make the cut this time but in four years’ time it is definitely doable.” Jamaica’s 24-man squad set more than 58 records at the meet and finished fourth overall after winning 14 gold, 21 silver and 11bronze medals.(SportMax)

Deschamps urges France to create their own history Didier Deschamps wants France to emulate the trophywinning teams of yesteryear at Euro 2016. Didier Deschamps is hoping his team can write their own chapter in the history of French football ahead of Thursday's Euro 2016 semi-final against Germany. Deschamps was Les Bleus captain when they won the World Cup in 1998 on home soil and Euro 2000 in Netherlands and Belgium two years later. Prior to that, their only success on the international stage was at Euro 1984, when Michel Platini inspired them to glory in another tournament staged in France. The current players will edge a significant step closer to adding their names to the record books if they can beat the world champions in Marseille and Deschamps is aware of the prize on offer. "No-one can change history but there are some new chapters to be written and the players can write them," he said. "This page is currently blank and they need to fill it tomorrow. What has happened before is not important. What happens now is important. "I believe the players have belief in themselves. We know the opposition, they are still the best side in the world but we are going to go out with everything. "We've always had this confidence, this desire to get to where we are today. It's not been a linear process but the players have done everything to get into

the semi-final against Germany." Germany knocked France out of the last major tournament, beating Les Bleus 1-0 in the quarter-finals at World Cup 2014, and Deschamps accepts Joachim Low's men present a major obstacle for his side to overcome. du Plessis eyes momentum for Patriots St Kitts and Nevis Patriots skipper Faf du Plessis is hopeful that a much needed win over St Lucia Zouks on Sunday will give the team much needed momentum in the ongoing Caribbean Premier League (CPL). The Patriots lost their two opening matches to the Jamaica Tallawahs and Guyana Amazon Warriors, but got themselves on the board with a win over the St Lucia Zouks at Warner Park. Batting first the Patriots put on a mammoth 203 for seven, before restricting the Zouks to 145. “It was important for us to try and get a win,” du Plessis said. “We haven’t been playing our best cricket in the first two games so it was good to see that when we play 80 per cent we can do what we did (against the Zouks). There are early indications that there will be at least one major change to the West Indies squad named to play India in a four Test-match series in the Caribbean starting later this month.The first Test is set for Antigua from July 21-25. This as West Indies wicketkeeper/batsman Denesh Ramdin is indicating on social media today that he is being dropped for the upcoming series. He did not make mention of who would be replacing him. According to the 31-year-old Trinidadian, who has played 74 Tests for the West Indies, recently appointed Chairman of Selectors Courtney Browne, himself a former West Indies wicketkeeper, has indicated that the former will not be selected as his Test

average of 25.87 is simply not good enough. “What a rainy day, lil heads up for shotta80 fans wouldn’t be playing in Test series vs India. New chairman says my average isn’t good,” Ramdin posted on his Twitter account. He immediately went on the offensive attacking the chairman of selectors about his career playing for the West Indies. “Life goes on man God is great. What I haven’t done in my test career is drop any batsman to score a double hundred vs WI.” Ramdin was making reference to Courtney Browne’s disastrous dropped catch off Steve Waugh two decades ago enabling the Australian captain to go on and score a double hundred and lead his team to a series win that effectively ended Caribbean side’s reign as the unofficial world champions of Test cricket. He wasn’t done. No excuses for Knight Riders - Bravo Trinbago Knight Riders captain Dwayne Bravo insisted there were no excuses for the team following a disappointing loss to Jamaica Tallawahs in the Caribbean Premier League (CPL) at Queen’s Park Oval on Monday. Fuelled by powerful knocks of 74 of 52 balls from Hashim Amla and 55 of 39 from Colin Munro the home team seemed to have set a defendable total with 191 runs on the board. A patient 108 from Tallawahs captain Chris Gayle, however, would soon undermine their efforts as the Jamaica-based team reached the target with 10 balls remaining. Gayle was fortunate to benefit from a missed stumping off the bowling of Sunil Narine and two dropped catches. On one other occasion, when a catch was taken, with Gayle on 94 off the bowling of Ronsford Beaton it was discovered the bowler had overstepped the crease. “At the halfway stage 190 is very good total for T20 cricket,” Bravo said following the encounter. “No

Antigua pledges support for WICB/WIPA Awards Following a recent announcement by the Prime Minister of Antigua and Barbuda, Hon Gaston Browne, that it will partner with the West Indies Cricket Board (WICB) on the acquisition of the Sticky Wicket facility, there is more support for cricket. Sport Minister, E.P. Chet Greene in a media briefing Tuesday pledged his government’s support for the hosting of the 4th Annual WICB/WIPA Awards ceremony scheduled for Tuesday, July 19 in St. John’s, Antigua. The Minister sees the awards as an additional event in promoting the island as a sport tourism destination. The minister was fresh from his trip where he and a team, including Sir Vivian Richards toured sections of the USA to promote Antigua’s hosting of the first test between West Indies and India from July 21 – 25. “The three winning teams will be celebrated at this event, the under 19 men; women’s and men’s Twenty20 along with the top regional performers,” said West Indies Cricket Board CEO Michael Muirhead, who added that the partnership with “timely” as the Board prepares for a much longer-term relationship with the government and people of Antigua and Barbuda. Meanwhile, Patterson

Thompson, a member of the West Indies Players' Association Executive said Antigua hosting the awards is an opportunity for businesses in Antigua to get more involved in the sport.
