Cash-strapped UG to help finance Resource Mobilization Conference

June 18th 2016

P

rofessor Ivelaw Griffith

The University of Guyana (UG), which has over the last decade and even to this point been described as cash-strapped, will be one of the sources of funding for a Resource Mobilization Conference slated for next week. This was according to newly-appointed Vice Chancellor of the University, Professor Ivelaw Griffith during his first engagement with the media on Friday. Over the years UG’s administration had decried the state of the country’s premier tertiary institution which stems from lack of funds. From inadequate facilities to lack of resources and low wages, the complaints have been numerous. In 2014, the institution’s administration made a drastic move to increased tuition fees, which was a move that was outright rejected by the student population. This resulted in the ‘shutting down’ of the Turkeyen-based campus for over three weeks in protest of the decision. Despite this, the decision was never reversed. And while many had anticipated improvement in the quality of services, complemented with enhanced resources, these were to no avail. Despite these existing circumstances however, the newly-appointed Vice Chancellor has deemed it fit to host a “Resource Mobilization Conference” which he boasted, will be attracting over 48 overseas-based Guyanese; some alums of the institution. “Next weekend we’re hosting a Resource Mobilization Conference and bringing 48

Guyanese from across the diaspora. They will be from Canada, the US, Jamaica, Barbados, Grenada, Trinidad and England. Those Guyanese are not only academics, some of them are in technology, business, banking and science. I’m bringing them to ask one question, “How can you help this University to raise funds?” the VC said. He further went on to reveal that the cashstrapped institution will be one of the source of financing for the conference, which will commence with a formal ceremony at the luxurious Marriott Hotel. The other source of funding, he said, will come from the participants themselves, who will be self-sponsoring their airfare and accommodation here during their stay. The third means of funding will be through donations made to the University by corporate and government entities. He disclosed that one of these entities is the Ministry of Education. Justifying the university’s out-of-pocket expense which the conference will incur, the VC that he will not be associated with any university that does not give back to people. “I will not be associated with any university that only asks but does not give back to people. So the university will be making appropriate contributions to enable those persons locally and internationally to help us get funding” he said. Meanwhile, Professor Griffith is of the view that UG has more needs than the Government can provide presently. As such, he underscored the need for the governing body to extend the perimeters from where it sources funding. “We need to look at the civic community, the business

community and beyond Guyana and build a broad reservoir of resources” he added. Following the opening of the conference on Thursday, the delegation will visit UG’s Tain Campus and the research centre at Johns on Friday, after which they will make their way to the campus at Turkeyen for an assessment tour of the facility.

All A Division Police stations to establish youth groups- Commander cites children changing the way of life in communities

P

olice ‘A’ Division Commander Clifton Hicken

Police stations across the A Division have been tasked with launching youth groups by Divisional commander Clifton Hicken. The A Division Commander was at the time speaking at the launching of a police youth group in the East Ruimveldt community on Saturday, June 18. Commander Hicken said that he has instructed every sub-division within his divisional command to establish community youth groups. “We’re expanding the youth initiative because we see it’s working in terms of building capacity with the police, developing the youths in a positive way and we have more people from the corporate sector and other entrepreneurs coming on board with us,” Hicken told the Government Information Agency (GINA). Hicken pointed out the police has now partnered with the Ministry of Education so that these children from the groups will be comfortably housed when the groups meet. “Now that we have the schools to our disposal, we will try to not only integrate the truancy and the school drop outs but we want to integrate children from the school too,” Hicken explained. The launching of the East Ruimveldt “multitalented” youth group will focus on developing the young people in sports and arts. “We looked at the discipline, we looked at the enthusiasm and we recognised that if they have the right nurture and leadership within that framework they can do wonders in our society,” Hicken told the parents and children at the East Ruimveldt Primary school. An assessment is made in each community and the police work with community leaders to determine focus areas for the youth groups. A Division now has 15 police community youth groups with more than 800 children aged three to 17. “We recognise the need for the police to be part of the community because the community is where we’re from,” Hicken said. The youth groups meet every Saturday and receive structured training in crafts, sewing, woodworks and other life skills. Hicken said the aim is to develop the young people economically so that they in turn can positively contribute to their communities.

The commander reflected how police work in the communities of Albouystown and Agricola has also instilled a sense of cleanliness among residents of these communities. “We understand through our analysis that going back to the community there’s some positive,” Hicken said. Hicken noted that the police have begun to benefit from the youth groups it has been establishing. “The children by themselves changing the way of life in the community because if they see something is wrong they say no don’t do that that is wrong,” Hicken said. The commander added that there is increased trust between residents and the police. “It helps us with our response time, it helps us to solve crime it helps us to prevent crime mostly,” Hicken pointed out. Police A Division Commander Clifton Hicken (standing) looks on as young people of East Ruimveldt community perform a skit at launch of police youth group This is reflected in communities like Mocha located on the East Bank of Demerara. The police youth group, Rising Star, has received strong support from residents Inspector Debbie Handy of the Providence Police Station pointed out. The inspector is responsible for the youth group and works with community leaders and young children in the community. “A lot of children are coming here and they enjoying it. I am happy about that. There are a lot of children at home not doing anything so when they come out here now they learn something,” resident Maria Cave told GINA. Andrew Bennet, a 15-year-old member of the Mocha youth group, says he would like to see more young adults taking part in the group activities. “I want to see more attention for the other adults because most (of them) be gambling and they don’t really take part when the youths have to do things,” Bennet told GINA. However, Bennet is pleased that the group has been positively influencing the younger children and developing them academically. Crime must be recognised as a social issue that must be tackled with partnership Acting Police Commissioner David Ramnarine had said last week that. “The traditional approach

to solving crime that is arrest and prosecute is no longer sufficient,” The Guyana Police Force implemented its social crime prevention programmes as part of efforts to effectively address crime. Along with the community programmes, the police also have a cops and faith community programme. (GINA)

Second Youth Leadership Training Programme concludes As an additional 59 young people, graduated from the Youth Leadership Training Programme, Technical Facilitator to the Minister of Education, Mr. Vincent Alexander urged the group to be the type of leaders who work tirelessly for the good of their communities even as they pursure their own career goals.

In his keynote address, Mr. Alexander spoke on what he believes it takes to make a good leader. He advised that good leaders carry out their duties without looking for a reward. He stated that as leaders, they will be expected to give specific guidance with regards to ideas, vision, organising and mobilising. He added that in carrying out these things, it should be in a manner that shows that they truly enjoy what they are doing, rather than just doing it for an ulterior motive. “I’m not saying leaders shouldn’t be rewarded but as leaders you should be inspired not by the possible reward but by the fact that you love what you are doing and you’d like to see the results of what you’re doing in the community in which you operate. If you give good leadership you will make a difference to your club and community. And the difference which you will make will impact you because you are part of it,” he said.

He expressed hope that the participants will eventually be able to get a full geographic experience of Guyana so that they can learn as much about their country and develop an even greater love for it.

At the end of the presentation, each participant was presented with a certificate and awards were also distributed to participants who were chosen from among their peers for the Best Exemplified Leadership and Most Outstanding Personality awards. This programme is one part of a larger thrust toward youth development and aims at targeting youth from across the country. Youth from the hinterland communities will begin to benefit from these programmes as early as July. With the white paper for a National Youth Policy currently being reviewed, many such initiatives are in the pipeline- some of which have already begun to be executed. Among these include a three-month Heavy Duty Operator training programme currently being conducted at the Kuru Kuru College, as well as other upcoming programmes aimed at providing skills training for youth that could assist in employment. (GINA)

Presidential Advisor on Youth Empowerment, Mr. Aubrey Norton, who is spearheading this initiative, gave an overview of the programme, stating that the structure of the sessions included aspects of leadership, management, event planning, basic psychology, group dynamics, team building, problem solving, decision making, communication and effective speaking. Parts of the session also catered to practical lessons in hopes of merging theory and practice so that the participants could get to apply what they learned.

Chicago man shot dead during Facebook live-stream

Chicago man was shot dead while live-streaming a video of himself on Facebook, police said on Friday. Antonio Perkins, 28, was shot in the head and neck on the city's west side. The video is still available on Facebook and has been watched nearly 700,000 times.

Chicago has one of the worst gun crime rates of any US city. There were nearly 500 homicides last year, and gun violence is up in 2016, police say. (BBC)

It is the second time in less than three months in Chicago that a shooting has been streamed live on Facebook. In March an unidentified man was shot 16 times while broadcasting live. No arrests have been made in either case. Facebook's live-streaming feature allows anyone to broadcast online in real time. It was launched in 2010 but has become more central to the social network's strategy in recent months. The video of Mr Perkins shows him and a group of people talking before gunshots are heard. The phone then appears to tumble through bloody grass before going black. Bystanders can be heard screaming and crying. The video remains on Facebook with a warning message about its graphic nature. A spokeswoman for Facebook said the video does not violate company policy. The social media site would remove a video if it celebrated or glorified violence, she said. Earlier this month, the killer of a French police commander and the commander's partner broadcast on Facebook Live shortly after the killings, urging followers to kill prison staff, police officials, journalists and lawmakers.

former Guantanamo Bay prison living in Uruguay has vanished under mysterious circumstances, The Washington Post reports. Law enforcement is now searching for the former detainee, Jihad Ahmed Mustafa Dhiab, a Syrian national, the paper reported Friday, citing a U.S. official.

quoted Uruguayan Interior Minister Eduardo Bonomi as saying. Dhiab went to Uruguay with five other Guantanamo Bay prisoners in 2014 in a deal between the south American country and Uruguay and the U.S. to resettle detainees seen as posing little threat. He spent 12 years at Guantanamo without being charged after his capture in Pakistan.

“We are coordinating with officials in Brazil and Uruguay to determine his whereabouts,” the official told the paper on background to discuss a sensitive incident. Officials believe Guantanamo still holds 80 prisoners. Dhiab, imprisoned at Guantanamo in 2002 for suspected ties to al Qaeda, may have entered Brazil illegally. According to Uruguayan media, the country’s interior minister said Thursday Dhiab’s can make international trips, but Brazil hasn’t allowed him to enter the country previously, the Post reported. Just this week the Senate passed a defense spending bill that bars shuttering the Guantanamo prison in Cuba. The debate over closing Guantanamo, which President Obama has pledged to do since taking office, could intensify if Dhiab’s disappearance is confirmed. Another Uruguayan government official told the Associated Press that Dhiab traveled legally to Brazil, according to the Post. He hasn't been seen since June 6, a Brazilian online news outlet, Plus55.com, reported Friday. “If Brazilian authorities didn’t allow his legal entry, they can send Dhiab back to Uruguay, but that’s a problem for Brazil,” the news outlet
