HEYS facilitators from six regions trained
G
eorgetown, GINA, June 20, 2016. The Hinterland Employment Youth Services (HEYS) programme continues to train facilitators. Thirty-five (35) persons from Regions Two, Three, Four, Five and Six underwent three days of training at the Indigenous Village, Sophia Exhibition centre. Recently, 24 persons participated in the train the trainers’ sessions for the programme’s implementation in the Mabaruma sub-district, Region One. The three-day training programme saw trainers drawn from seven villages. These in turn will train a total of 120 youths within that sub- district. The HEYS programme utilises an integrated and user-friendly approach to learning, which seeks to give hinterland youth and young adults a chance, or in some cases, a second chance to maximise their full potential, economically and socially. In May, training was initiated for facilitators in Regions Seven and Eight and earlier this month the training was rolled out in three villages in Region Nine; Annai, Aishalton and Lethem for more-than Page1007 facilitators.
Minister of Indigenous Peoples’ Affairs, Sydney Allicock speaking to the facilitators at the Sophia Complex, explained the importance of the training. He said, “Appropriate training is needed and this will help, we believe to ignite the imagination of the young people to become more creative.” The aim of government is to encourage people living in the hinterland to become economically independent. Hence Minister Allicock reminded the facilitators of their importance to the process. “You could make an impact on the young people, you could make an impact on the communities that you work with,” the Minister stated. Additionally, Minister Allicock pointed out that that the hinterland has many hidden talents waiting to be exposed. The provision of the master trainers for the HEYS programme is geared towards unlocking those talents. “This is giving you an opportunity to excel without hindrance because you will be working with a team, and you have the coordinator who is going to be touching
base with you. I myself might check up on you sometimes,” the Minister said.
The HEYS programme is the fulfillment of a commitment by the Government, to positively contribute to improving the lifestyle and standards of living for youth and young adults residing in the hinterland who have an academic or nonacademic need, irrespective of race, gender, religion or political persuasion.

eorgetown, GINA, June 20, 2016. At risk youths will benefit from a new training facility currently under construction in Sophia, according to Assistant Director of Youth, Department of Culture Youth and Sport of the Ministry of Education, Leslyn Boyce. Boyce told the Government Information Agency (GINA) that the new training centre, that is a $100M project, is being built. “We started phase one in our last budget. We are at phase two and that work would commence shortly, so we would be spending another $25M from this budget.” Phase one of the construction was started in the last quarter of 2015, and cost $15M. Boyce said Sophia was chosen for this intervention because it “… is one of the National Service centres so they decided to turn it into a training centre for those persons who are more at risk and less fortunate, because most times you find persons who want to go to the Government Technical Institute (GTI) or whatever institutions. Venezuela starts validating recall referendum signatures
V
enezuelan authorities have begun the process of validating the signatures of those who endorsed a petition for a referendum on whether President Nicolas Maduro should stay in office. The petition had almost two million signatures but election officials said 600,000 of those were fraudulent. Just under 200,000 valid signatures are needed to trigger the next phase of the referendum. Mr Maduro was elected in April 2013 and his term runs until 2019. Opposition politicians have asked those who signed the petition to submit their fingerprints at electoral centres to confirm their identities. They have five days to do so. The opposition wants to remove President Maduro from office. They say that under his socialist government and that of his predecessor in office, Hugo Chavez, the oil-rich country has been mismanaged to the point of collapse. The government says the country's problems, which include the world's highest inflation and shortages of basic goods, are due to an economic war being waged by "imperialist forces". May calling for a recall referendum. They want the vote to be held this year, as its timing is key for what happens next. Should the referendum be held before 10 January and go against Mr Maduro, fresh elections would be triggered. But if the vote were to be held after 10 January in the last two years of Mr Maduro's mandate - he would be replaced by his vice-president and supporter, Aristobulo Isturiz. The opposition still has to overcome a number of hurdles before a recall referendum can be held. If enough signatures on this initial petition are validated, opposition leaders will have to hand in a second petition signed by almost four million people. Only when the electoral authorities have established that the requirements have been met on that second petition will the recall referendum be held. Steps towards the recall referendum 1% of voters on the electoral roll have to sign a petition within 30 days to kick-start the process Signatures have to be validated 20% of voters (almost four million) have to sign a second petition in order to trigger the referendum

For the referendum to be successful, an equal or greater number of voters than those who elected Mr Maduro would have to cast their vote in favour of the recall - he won the 2013 election with 7,587,579 votes (BBC)

Orlando gunman said 'I’m an Islamic soldier' in police call
T
he gunman who killed 49 people at an Orlando gay nightclub described himself as an Islamic soldier in calls made to police during the attack. A partial transcript of the calls between police negotiators and Omar Mateen during the three-hour siege have been released by the FBI.
Police: Ok, What's your name? Mateen: I pledge allegiance to [omitted] may God protect him [in Arabic], on behalf of [omitted]. Police: Alright, where are you at? Mateen: In Orlando.
The 29-year-old mentioned the war in Syria and the France terror attacks during calls to the 911 dispatcher. Mateen died in a shootout with police after authorities stormed the building. The FBI said Mateen spoke to a dispatcher twice during three phone calls made about 30 minutes after he began the attack.
Police: Where in Orlando? [End of call].
Mateen then spoke to Orlando police's Crisis Negotiation Team three times after the first call. During these communications, Mateen identified himself as an "Islamic soldier".An Mateen allegedly made the calls while he held FBI spokesman told reporters Mateen spoke in a "chilling, calm and deliberate manner." more than a dozen people hostage at the He said there was no evidence that a foreign venue. I let you know, I'm in Orlando and I did the shootings. Police: What's your name? Mateen: My name is I pledge of allegiance to [omitted].
Mateen told the negotiator to tell America to stop bombing Syria and Iraq and that was why he was "out here right now". The gunman later said he had a vest, describing it as the kind they "used in France". At about 4:21 am, police removed an air conditioning unit from a Pulse dressing room window to help victims escape. Some of those rescued told police the gunman said he was going to put four bomb vests on victims within 15 minutes but no such vests were found. Members of a swat team stormed the building at about 05:00 local time, exchanging fire with Mateen before he was killed. During the three-hour stand-off, there was no additional gunfire, police said. The transcript release comes a day after thousands of people descended on downtown Orlando to remember the victims in a candlelight vigil.
The groups and people to whom Mateen pledged allegiance were omitted from the excerpt. The FBI had previously said he pledged allegiance to Abu Bakr al-Baghdadi, the leader of the so-called Islamic State. Republican US House Speaker Paul Ryan criticised the decision to redact the transcript as "preposterous". Officials said the reason was to not give credence to individuals who are responsible for previous terrorist attacks and to prevent inspiring future tragedies. Why was Orlando 911 transcript redacted?

US election: Trump 'fires' campaign boss Lewandowski
C
orey Lewandowski (left) has left the campaign for reasons that are unclear
The campaign manager for presumptive Republican presidential candidate Donald Trump is to leave his job. A campaign spokeswoman said Corey Lewandowski would no longer be working on it and said the team was grateful to him "for his hard work and dedication". The exact reason for Mr Lewandowski's departure is not yet clear but sources close to Mr Trump have told US media he was fired. He oversaw the New Yorker's unlikely triumph in the primary contests. Mr Lewandowski told CNN: "I stand by the fact that Mr Trump is a great candidate and is better than Hillary Clinton will ever be." He told the AP news agency that top Trump strategist Paul Manafort had been in operational control of the campaign since 7 April and would not divulge more about
his dismissal. But his departure comes as the businessman faces strong resistance from senior members of his own party over his strident tone, hardline immigration policy and falling poll numbers. Among his critics is Speaker of the House and top-ranked Republican Paul Ryan, who appeared to leave the door open to a possible revolt at next month's convention. When asked on Sunday about reports that party delegates may rebel against voting for Mr Trump at the convention, he said: "They write the rules, they make the decisions." Mr Trump was criticised for his reaction to the Orlando nightclub shooting in which 49 people were killed. Following the attack, he repeated his pledge that the US should ban Muslims from entering the country.
Republicans also started to distance themselves from him following his personal attacks against a Hispanic federal judge overseeing two lawsuits against him. Mr Trump is likely to face Democrat Hillary Clinton in November's election, and there were reports over the weekend that her campaign is way ahead in spending in the key swing states. (BBC)

Rio Declares State of Financial Emergency Before Olympics
S
ÃO PAULO, BRAZIL – On Friday, Rio de Janeiro’s acting governor, Francisco Dornelles, alarmed international media by declaring a financial emergency in the state. However Rio’s mayor, Eduardo Paes assured reporters on Sunday that the current financial crisis faced by the state will have no affect on the 2016 Olympic Games, scheduled to start in the city in less than 45 days.
in the state will be approximately R$19 billion. “If it was a company, the first thing to do would be to request financial recovery (similar to the U.S.’s Chapter 11),” said finance secretary Julio Bueno last week. (Rio Times)
“The crisis of the state has nothing to do with the Olympics. It affects zero of the Games,” said Paes during the inauguration of the Via Expressa Tunnel. “What [financial crisis] affects is the rendering of services. Local media has been reporting that the federal government is expected to announce this week financial aid, to help the city maintain its security agents, public transportation and state public services going during the Olympics. Interim President, Michel Temer, told reporters last week that the federal government would be willing to support financially for the success of the Rio 2016 Games. Analysts forecast that the city will receive more than a half a million visitors during the August 5-21st Olympics and September 718th Paralympics. Yet according to Dornelles due to the extremely serious financial crisis, the state may not be able to comply with all of its obligations during the Olympic and Paralympic events. The text released by the state government talks about the possibility ‘of a total collapse in public security, health, education and mobility’ in the next few months.
