Rohee: Granger Must Ensure PNC Account for Missing Weapons
General Secretary of the People's Progressive Party (PPP), Clement Rohee has noted that President David Granger should ensure that the People's National Congress (PNC) account for the 237 weapons that it was issued by the Guyana Defence Force (GDF). Speaking during a press conference on Monday, Rohee said that the weapons were issued to the Ministry of National Mobilization and Development during the PNC's term in office. According to Rohee, the ammunition were signed for by a “Comrade Sketee” and include 50 Pistols, 100 Magazines, 20 Beretta SMC'S and accessories, 15 M70 rifles, 10 879 guns, 4 x ha's, and 11 Light machine guns. Additionally, seven Smith and Wesson were issued on May 18, 1976 to Parliamentary Secretary to office of the Prime Minister, Mr. Robert Corbin. The General Secretary also stated that the in 2009 when police seized a quantity of submachine guns from criminals who were killed in a shootout at Mahaica, it was discovered that the weapons were among those that were issued to the PNC that was never returned. Rohee is questioning whether this practice is once again happening. “We too are hearing stories and maybe this is what is happening again”.

Pradoville #2 By: Mohabir Anil Nandlall, MP. Attorney-at-Law Over the last few years, much have been said about the Sparendaam Development, better known in the Press, as Pradoville#2. In this public flow of information a lot of inaccuracies have been peddled, and have been repeated so many times that they are now considered “facts”. For the public record, it is important that these inaccuracies be identified and debunked. I will now endeavor to do so. It has been repeatedly stated that the Governments' transmission tower was removed to facilitate Pradoville#2. This is simply not the truth. In terms of time, this tower was removed long before any work had begun at Pradoville#2. Its removal had nothing to do with Pradoville#2. The European Union had funded the expansion of Ogle Airport, which included extension of its' runway to facilitate greater traffic and larger aircraft. It was determined by those in charge of that project and the Guyana Civil Aviation Authority that this transmission tower was in the flight path of aircrafts leaving the airport. They requested the removal of the Tower. The Government agreed to do so. That was the reason for the removal of the Tower. As part of the misinformation, the costs and expenses in relation to the dismantling, removal, transportation and
installation of this tower at another site are all erroneously included in the calculations by those whom have attempted to assets the value of the developmental works at Pradoville#2. This is obviously wrong and has led to exaggerated sums of money being peddled in the public domain as part of the costs of the developmental works which were done at Pradoville#2. All manner of formulae have been employed by those who have attempted to calculate the value of the lands at Pradoville#2. The fact is that the price for which the land was sold, was similar to, or comparable with, the price at which the Government sold lands under its housing program to individuals as well as developers at that point in time. At or about the same time, the Government sold, by way of public tender, a block of land at Liliandaal that is much closer to the City at a price of five million dollars ($5,000,000) per acre. This was the highest offer produced by a public tendering process. Similarly, the Government sold several hundred acres of land on the East Bank of Demerara to private developers at about 45 million dollars per acre. When one calculates the value of a middle income household, hundreds of which the Government sold for one million two hundred thousand dollars ($1,200,000), it approximates to just under five million dollars ($5,000,000) per acre. This is the approximate price at which Pradoville#2 lots were sold. Pradoville#2 has been described as, “ocean front lands” and this has been used to boost its value. An objective assessment would be obliged to take into account, the distance between Pradoville#2 and the City, as well as the fact that one has to access it by driving through underdeveloped areas, using access roads. But these factors are deliberately omitted from the equation by those who are bent on painting a particular picture. It has been argued that the then Cabinet approved a decision to give its members lands at Pradoville#2 below the market
value of those lands, and therefore, the Cabinet and those who received the lands did so, unlawfully. Applying the same legal logic, did the current cabinet and its members not act unlawfully, when they gave themselves a 50% retroactive increase in salary, thereby guaranteeing to each member, a pension of seven-eighths (7/8) of that salary, when the public sector employees were paid a mere 5% increase? In principle, state lands and public monies in the treasury are from the same genus and are all state assess. Therefore, would these Ministers be charged as well? And would the Special Prosecutors who are likely to be hired to prosecute the owners of the lands at Pradoville#2, be unleashed upon these cabinet members also? Or will private criminal charges have to be filed? I cannot imagine that the DPP would enter a nolle prosequi to any private criminal charges filed against current ministers having authorized the institution of charges against the Pradoville#2 landowners. Will criminal charges be instituted against the Forbes Burnham family, who received 5 acres of prime land, east of Sheriff Street, in the vicinity of the Botanical Gardens, given to them by transport, by former President Bharrat Jagdeo? Will these Special Prosecutors be directed to prosecute these charges? What is certain is that interesting times and a lot of work for lawyers lie ahead.

This rhetoric could have consequences for the Granger administration, in that, they (APNU+AFC) are relying heavily on the ABC countries for guidance in many political and economic affairs, but this may be short lived. President David Granger had recently noted that the Burnham socialist ideology is alive but this may not go down well with Trump's foreign Policy. Trump may augur well for the PPP, it can be seen as a blessing in disguise. Without international interference in Guyanese Politics, as in the case of the May 2015 elections, the PPP may do well for the Guyanese People. Their track record of a more prosperous economy, spending confidence and a clearer structured path to the future; on

of dictatorship, mismanagement, rigged elections, dilapidated infrastructure, high inflation and highest among highly indebted countries in the world. A recent opinion poll conducted by the Guyana Daily News revealed that a larger percentage of Guyanese, including many Government supporters are fed up with the increasing crime situation, ailing economy and the constant investigation rhetoric, instead of uniting Guyana and moving the country forward. In other words they are not seeing any light at the end of the tunnel. According to a known Political Commentator, the likelihood of Trump selecting Newt Gingrich as the next Secretary of State (foreign minister), the US could push harder for “regime change in Venezuela” and for retightening of the embargo on Cuba. “If Gingrich becomes Secretary of State, we may well see a more hawkish
foreign policy than under Obama and I can see Newt Gingrich being even more hostile to the regime in Venezuela than Obama has been and Gingrich might not be too open in expanding relations with Cuba and to some extent Guyana.”

President Addresses Strategy for Fighting Crime
President David Granger With a visible increase in the number of crimes, President Granger continues to reiterate that his administration is bent
on the reduction of serious crimes and that is a priority in the eyes of the Government so as to ensure the safety of all citizens in the country. In order to do this the president said that several changes need to be instituted, such as the tightening of border security and control to prevent the transport of illegal guns and narcotics, more street patrols, the presence of mounted police in the hinterland and riverine areas of the country, collaboration between the Guyana Police Force (GPF) and the Community Policing Groups (CPGs), provision of assets such as drones for border monitoring, aerial surveillance, reduction of cash transactions and the implementation of a 'Smart City' programme, which will see cameras being installed along strategic points across the country, the yearly review of gun license and security sector reform, as reported by the Government Information Agency. To rid the country of its current state of crime the president spoke of attacking
the problem at its root so as to ensure effective long term results, and as such he further spoke of cross border crimes since many of the items such as guns and cocaine which are involved in major crimes are not manufactured in Guyana. As such he said certain sectors of the problems will have to be addressed on an international level. Not limiting the problem to international influences the President spoke of individuals who have grown up in bad conditions or areas and as such they have grown up with a mentality that “the solution to their problems or whatever they want to achieve in their life is through the barrel of a gun....”, the President said. As such the President spoke of a strategy to curb the events stating,“We have a strategy and part of that strategy is to limit the inflow and impact of transnational crimes by securing our borders and by working with communities.

Sugar Workers Bemoans Sugar For Oil.
Sugar workers from the LBI area are calling on the government not to forsake the sugar industry for the promising oil finds. In a recent interview with this newspaper, a cane harvester of LBI on the East Coast of Demerara, said that the government is placing a lot of emphasis on the oil finds and is failing to find solutions to the ailing sugar industry. The father of four further stated that the government is closing the Wales estate but hasn't implemented any viable economic plan for the workers of that estate. The harvester stated that Guyana's chances of failure in the oil sector are very high under this present regime because of corrupt practices. “The
country cannot afford another stint as was under the PNC regime. With Guyana's new found wealth, we might be able to benefit, but not at the cost of the sugar industry. If the government continues in its current from we will be the next Venezuela.” He said, the government must stop playing Russian roulette with sugar. Guysuco was high on Cabinet's agenda recently, according to Minister of State J o s e p h H a r m o n . Mr. Harmon told reporters at this week's post cabinet media briefing that some decisions regarding the sector will have to be made by year end. When asked to state what are some options that was presented to the government by the GuySuCo team and if one of those included the closure of
more sugar estates, Harmon said, “There were a range of options that have been presented to Cabinet and I would not want to be very specific with these options but I gave you what I call the continuum of opportunities and that is to say from doing nothing which is maintaining the status quo to diversification.”

the Guyana Daily News that the country lacks a preventative health care system and the curative system is limited in its scope. One patient of the Georgetown Public Hospital related her experience to this newspaper, explaining that she contracted the Chikunguna virus and went to the Georgetown Public Hospital Corporation (GPHC) for treatment and was given Ibuprofen and Naproxen and was told to go home and take bed rest. She further related that it has been quite some time and she is not feeling any better with the drugs she received. Chikungunya is an infection caused by a mosquito and symptoms include fever and joint pain, which typically occur two to twelve days after exposure. Other symptoms may include headache,

and most people are better within a week; the risk of death is around 1 in 1,000, the very young, old, and those with other health problems are at risk of more severe disease. Many economists in Guyana have expressed concerns over the large amount of the Ministry of Public Health's budget that is spent on curative care the government should focus on more preventative measures. The economist expressed his views stating that, some evidence do suggest that there are opportunities to save money and improve health through prevention health care, preventable causes of death, such as tobacco smoking, poor diet and physical inactivity, misuse of alcohol should receive more attention by the government.

Hopeful Boost in Tourism following “FAM Tour” As the marketing of Guyana as one of the most underrated tourist destinations around the world continues, Guyana has recently benefitted from a visit from a team from the National Geographic Magazine who after a five day tour of the country has described it as “one of the nicest, unspool countries in the world” as reported by the Government Information Agency. The two person team from the magazine arrived in Guyana on November 7 on a 'Familiarization Tour or FAM Tour which has been set up by the Guyana Tourism Authority (GTA) which is supposed to see the country being featured in magazines and catalogs around the world as a Prime Nature Tourist Destination.
Speaking to sections of the media was Journalist for the Magazine, Marco Barnveld who described Guyana as “one of the nicest unspoiled countries we have been to…” Talking about how it is they first got to know about Guyana, Barnveld credited t h e A l c o h o l P r o d u c t i o n s e c t o r, specifically the Rum Production, stating that they were “seduced by the rum” to visit Guyana after the taste was introduced to them by a Guyanese while back in America. Barnveld however pointed out that while this was not their main reason for visiting Guyana, it sure played an important part. After being mesmerized by tours of the Garden City of Georgetown and the Interior Regions, the team described
Guyana as unspoilt and beautiful, sounding out their exasperation as to why more tourists are not visiting the country more often, sending praises towards the people that they would have met and the service they would have been treated with. According to the GTA's Logistic Manager, Carla Chandra, the country is set to benefit as it has benefitted before from tours of similar nature.

Bartica in Pursuit of Cleanliness Goal The Mayor and Council of the recently commissioned town of Bartica have revealed that it has set its sight on becoming the cleanest ward in the country and as such it plans to launch an Integrated Solid Waste Management Program as part of its clean up and awareness program before the end of the month. The program will not only benefit the environment but it will also see the creation of jobs for youths as Town Clerk, Pheobe Wallerson revealed that following the implementation, there will be training programs held, which are expected to educate those who are willing to be a part of the program so
that they can and educate others. Wallerson in explaining said, “We will equip them with relevant identification badges, clothes and more importantly the skills to deliver an impacting, interactive, learning session with households.” Following the recent works carried out on the landfill site in Bartica, the Mayor and Council are looking to capitalize on the high spirits of the residents of the town and for them to understand the “need for residents to take ownership and responsibility for their environment and to add to our efforts.” The Council has already expended $15
million towards the landfill and are expected to spend another $5 million on this initiative in an effort to make Bartica “Clean and Green.”

In pursuance thereof and as a part performance of the said agreement, the Defendant advanced to the Plaintiff the sum of sixty million dollars ($60,000,000). 6. The Defendant deposited the said sum of sixty million dollars ($60,000,000) in the Plaintiff's account at the Guyana Bank for Trade and Industry Limited and shortly thereafter, at the bank's location at Anna Regina, the Plaintiff, in the presence of the officers of the Defendant referred to in paragraph four (4) above, paid by cheque the said sum of sixty million dollars ($60,000,000) to some of the farmers from whom he purchased paddy under the aforesaid agreement. 7. However, the said sixty million dollars ($60,000,000) advanced by the Defendant was not adequate to pay for all
the paddy purchased and this was known to the officers of the Defendant who accepted and acknowledged delivery of all the paddy purchased by the Plaintiff under this agreement. 8. Pursuant to and as a part performance of the said agreement, the said officers of the Defendant requested the Plaintiff to fully pay the remainder of the farmers and warranted, guaranteed, promised, undertook and agreed to repay the Plaintiff from the proceeds to be received from the sale of the said paddy by the Defendant. 9. Acting and relying upon on the said warranty, guarantee, promise, undertaking and agreement, the Plaintiff purchased a total of thirty two thousand, six hundred and twenty-two (32,622) bags of paddy, equivalent to 2121 metric tonnes, at the purchase price of ninety million, seven hundred and forty nine thousand, two hundred and fifteen dollars ($90,749,215). 10. Acting and relying upon on the said warranty, guarantee, promise, undertaking and agreement, the Plaintiff applied for and obtained overdraft facilities from the Guyana Bank for Trade and Industry Limited and from that facility the Plaintiff paid to the unpaid farmers the balance of thirty million, seven hundred and forty nine thousand, two hundred and fifteen dollars ($30,749,215). 10. In breach of the said agreement, on the 5th May, 2015, the Defendant only accepted delivery of eight hundred and thirteen (813) metric tonnes of paddy, leaving a balance of one thousand, three hundred and eight (1308) metric tonnes of paddy. 11. The value of the eight hundred and thirteen (813) metric tonnes of paddy was the sum of twenty one million, four hundred and forty seven thousand, four hundred and sixty seven dollars ($21,447,467).

Acting and relying upon on the said warranty, guarantee, promise, undertaking and agreement, I purchased a total of thirty two thousand, six hundred and twenty-two (32,622) bags of paddy, equivalent to 2121 metric tonnes, at the purchase price of ninety million, seven hundred and forty nine thousand, two hundred and fifteen dollars ($90,749,215). 11. Acting and relying upon on the said warranty, guarantee, promise, undertaking and agreement, I applied for and obtained overdraft facilities from the Guyana Bank for Trade and Industry Limited and from that facility I paid to the unpaid farmers the balance of thirty million, seven hundred and forty nine thousand, two hundred and fifteen dollars ($30,749,215). 12. In breach of the said agreement, on the 5th May, 2015, the Defendant only accepted delivery of eight hundred and thirteen (813) metric tonnes of paddy, leaving a balance of one thousand, three hundred and eight (1308) metric tonnes of paddy. 13. The value of the eight hundred and thirteen (813) metric tonnes of paddy was the sum of twenty one million, four hundred and forty seven thousand, four hundred and sixty seven dollars ($21,447,467). 14. My several requests to the Defendant to accept delivery of the remaining one thousand, three hundred and eight (1308) metric tonnes of paddy were futile. 15. As a result, I was forced to sell the one thousand, three hundred and eight (1308) metric tonnes of paddy to C-Rice Inc. of Water Street, Georgetown, at the price of two hundred and twenty five United States dollars ($225) per metric tonne because the paddy was on the verge of spoiling. 16. As a result of the Defendant's aforesaid breach, I suffered loss and damage. GCAA Consults With Operators, Pilots On New System To Enhance Aviation Safety The Guyana Civil Aviation Authority industry it is necessary for the GCCA to (GCAA) on Friday hosted a consultation on Performance Based Navigation (PBN) and Automatic Dependent Surveillance-Broadcast (ADS-B) Implementation with operators and pilots to bolster safety in the aviation sector. The consultation which was held at the Eugene F. Correia International Airport, Ogle saw GCAA's Director-General, Col. (Rt'd) Egbert Fields and Director of Air Navigation Services and operator from Air Navigation Services, Rickford Samaroo making presentations. Fields said that safety is paramount in the aviation industry, explaining that the GCCA will be cooperating with the operators. “I expect their cooperation in return because that is the only way to enhance safety. It is the only path that you and I can take to ensure that the business of aviation continues with Guyana in a safe light,” Fields explained. The Director General pointed out that in order to enhance safety in the aviation

He noted that the GCCA will use the feedback to provide a safe zone in the aviation industry. “We're looking for your ideas to blend with ours, and that blend can only lead to one item, safety. We are moving onwards, we are moving technology to make this industry safe. The ADS-B system will be helpful in knowing where you are, to space you properly, and also in the event of emergencies we will be able to find you quickly,” Fields explained. Fields noted that this system being implemented is costly. He urged the operators to learn as much as they can about it so that it can be utilised efficiently and effectively. Meanwhile, Samaroo presenting on the ADS-B and PBN, told the operators that the PBM system will help with better spacing (of aircraft) in the air. He said air traffic is growing rapidly and there is need to increase capacity of air space
because the air space does not grow. “While we can grow the airport on the ground we can't grow the airspace so ADS-B or surveillance is technology that is used to separate and reduce the spacing of aircraft, and we hope to implement this in its full dimension so we can utilise all its potential and all its benefit that it offers.” Samaroo also noted that the system allows air navigation to have the traffic management system, (an alerting system) be used as a minimum safe altitude for short – term conflict resolution. According to Guyana's Trafficking in Persons (TIP) Act of 2005, human trafficking is the recruitment, transportation, transfer, harboring or receipt of persons by means of threat or use of force or other forms of coercion, abduction, fraud, deception, or the giving or receiving of payment or benefits to achieve the consent of a person having control over another person for the purpose of exploitation, sexual or otherwise. The number of cases of TIP in Guyana is increasing and has been on rise for the last four years. Minister of Social Protection Volda Lawrence, speaking at the Launch of the State of the World Population Report 2016 earlier this week at Umana Ya m a , K i n g s t o n , G e o rg e t o w n ,
TIP seen by her ministry's Counter TIP unit. According to records of TIP cases seen by the Unit, TIP cases have almost doubled when compared to four years ago. Records show that between the months of January to October 2016, there were 103 alleged victims, six of whom were males and 97 were females. According to the Social Protection Minister, the number of alleged cases of TIP was fairly constant from 2012 to 2015 but 2016 has seen unprecedented surge. In 2012 the alleged cases of TIP amounted were 54, in 2013 it was pegged at 56 and then 59 in 2014. In 2015 alleged TIP cases reached 65. “Something is happening because for the period January to October 2016 there has been a significant increase almost doubling, what obtained in 2012,” she explained. However, the Minister cautioned that the data is only suspected cases. “This data refers to the number of suspected cases referred to the Ministry of Social Protection's Counter TIP Unit and not actual confirmed cases within Guyana.” Guyana has been placed on the tier 2
to monitor and combat Trafficking in Persons. The assessment of Guyana was that “The Government of Guyana does not fully comply with the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. Despite these measures, the government did not demonstrate overall increasing antitrafficking efforts compared to the previous reporting period; therefore, Guyana is placed on Tier 2 Watch List for a third consecutive year.” The Office said that Guyana was granted a waiver from an otherwise required downgrade to Tier 3 because its government has a written plan that, if implemented, would constitute making significant efforts to bring itself into compliance with the minimum standards for the elimination of trafficking, and it has committed to devoting sufficient resources to implement that plan. The government released its anti-trafficking action plan in June 2014; however, the government made uneven efforts to implement it during the reporting period.

Ministries Should Work Towards Mending Gaps In Vulnerable Communities – First Lady
First Lady Mrs. Sandra Granger First Lady Mrs. Sandra Granger has stated that an inter-ministry approach should be fostered in lending effective support and multi-sectoral education to teenaged girls and mothers. Ministries should work together towards targeting young females of particular communities, educating them of sexual and reproductive health, the First Lady proffered. Mrs. Granger pointed out that key ministries must play an integral role in ensuring that necessary systems are in place for educating these teenagers. The First Lady has started a number of programmes, working with the various ministries to roll out different projects.
H o w e v e r, i n s t r e n g t h e n i n g t h e foundation among the target group and community, a collaborative effort is needed. “I started to think that maybe (the) Communities Ministry can get involved so that they can have the centres where young people can learn about sexual and reproductive health, learn life skills, get some educational training… Social Protection, Social Cohesion and Public Health, all these ministries can plan how they can strengthen communities so you will have less vulnerability,” the First Lady remarked during a recent interview with the Government Information Agency (GINA). Mrs. Granger said, “When you think about these young people with their lives before them, what they are going to be and how this mother will impact her child, she can't do it if she is working (for) a minimum wage. Maybe she goes to work as a guard, she works at three (pm), 'oh X didn't turn up, so you have to stay until tomorrow morning' so what is happening to her kids, you know (so), we have to be realistic.” The First Lady is a patron of the NonGovernmental Organisation (NGO), Women Across Differences (WAD), and an advocate for its Mothers for Change programme for adolescent mothers. She has been working with NGOs targeting
these young mothers, creating support groups within the respective communities, as well as obtaining donations which will help mothers who struggle to find jobs and other sources of income. Speaking about teenaged mothers who may not have completed their education the First Lady said, “Some of them want to go back to school to finish their education, and we help them with that, some of them want to do cosmetology, child care and care for the elderly and we facilitate that, as well,” Mrs. Granger Lady explained. Mrs. Granger's Self-Reliance and Success in Business Certificate Programme is also another avenue for these young ladies to benefit. At the end of the programme, they should be able to know how to run a business, how to keep records and to examine the business market among other principles. The First Lady has recognised that Guyana has one of the highest rates of teenaged pregnancy within the Caribbean Community (CARICOM) while the grouping carries the second highest rate in the world. “The largest concentration of teenage mothers is in the Sophia area, so we really have to see what we can do to help these girls,” Mrs. Granger said.

Pensioners To Receive Allowances Through New Electronic System
Pensioners will now be able to access their allowances with ease through the Social Protection Ministry's automated system. Assistant Chief Probation and Social Services Officer, Ricardo Banwarie told the Government Information Agency (GINA) that through the automated system, checks and balances will be carried out to ensure the pensioners are receiving their pensions faster. Banwarie explained that it is a system where pensioners will sign on the coupon booklet and access their cash. The pensioners' information will be entered into the data base for the Guyana Post Office Corporation (GPOC) to keep record of pensioners in the system. “Added to that, we will be having the agents, for persons who are shut-ins, persons who are not capable of going to the Post Office to uplift their pensions. We will be able to have the names of the persons who are going to be authorised
to uplift the pension on behalf of the pensioner in our data base,” Banwarie explained. Banwarie noted that the schedule for the new system will be in the print media this weekend. Pensioners can also check with the distribution centres in their region for more information. Banwarie pointed out that there are offices in all 10 administrative regions and there are officers to serve them, especially in the hinterland communities. “Those areas are serviced by probation social officers and we can access information through the Regional Democratic Council (RDC) because officers will be liaising with the Toshaos and the councillors and other volunteers in these communities to get the message out,” Banwarie explained. This new system will not take away the coupon booklet system, but will run parallel with it. Banwarie explained
that, the system will be more transparent. He added that if a pensioner has to relocated, he or she must inform the Post Office. “They would not be able to uplift the coupon booklet where they relocate to if they don't inform us, so it is important that when they move, they let us know so we can document it.” The Ministry will distribute the updated pension booklet on Monday. Banwarie pointed out that pensioners must uplift their nine digit Identification cards or they would not be allowed to uplift their pensions.

Racism in Guyana
With the victory of Donald Trump as the next President of the United States of America, citizens have erupted in a frenzy of deep-rooted hate and racism that was always there but never showed its face until a man who publicly and openly supported racism, discrimination against women and list of applauding behaviours that has left most of America in shock. Reports are flying in from social media of the publicly displayed racism and discrimination against Gays, Latinos, Blacks, and Muslims. Social media websites are full of photos and comments of how gays are being beaten and Muslims women being constantly harassed and having her hijab pulled off. So as Guyanese we have to ask ourselves, “Can this happen to us? Is racism that much of a problem in Guyana?” Guyana celebrates its 50th Independence Anniversary this year. That means fifty years ago the people of Guyana inherited a conical power structured British Guiana. A political structure based on racial division as that was the politics practiced at the
time by the European. In High School history we learned that the Europeans played the race card effectively to stop the blacks and Indians from uniting against them, give preference to Portuguese and Chinese as they shared similar skin colour. All this happened just prior to fifty years ago but even though Guyana gained independence, the trend did not stop. Sixteen years ago, Professor Moses Seenarine in May, 2000 in his book “Intro to Caribbean History: wrote: “Caribbean history comprises of a long and tumultuous colonial past. Guyana and Trinidad both have a rich cultural past, however, it is a history that has been marred by its own people its adopted natives. Much of both countries' history has been soiled: First by the race issues created by the Europeans ten secondly by petty jealousies each race, East Indian and African, had towards each other. But let my point about the ethnic divide be put with more focus: the two races are the two main groups in these two countries a r e E a s t I n d i a n a n d Blacks. My country Guyana's motto is "One People, One Nation, One
Destiny" and likewise Trinidad's motto is "Together we Aspire Together we Achieve" it is indeed ironic that this is far from true.” Professor Seenarine said that ethnic perception among these separate groups has emerged from the divisions of color, religion, place of residence, and occupation. The problem started with the white colonists and was further perpetuated by early leaders. In 2016 not much has changed. Like in America's situation, it may have been sunk to the bottom of the metaphoric “cook up pot” but it is still there, just heat is needed to stir it up.

Sophia Residents To Start Receiving Water In the upcoming week approximately 20,000 individuals of Fields “D” and “E” of Sophia are set to receive water supplied from the Guyana Water Cooperation after a plethora of years without, said Managing Director of GWI, Dr Richard Van-West Charles. According to Charles this is due to the diligent works of the ground staff, the water suppliers were able to carry out refurbishing works on two wells located at Turkeyen and North Ruimveldt to which the areas in Sophia will be attached. In addition to the refurbishment works done, Charles revealed that works are expected to commence on another well in the area so as to strengthen the water which will be
supplied. Works will also be done on the well located at Cummings Lodge as Charles said “we are about to sign a contract for the rehabilitation of Cummings Lodge and once that becomes successful, that whole corridor would be adequately served.” The efforts made by GWI are a part of their plans to eliminate water woes of citizens around the country starting in
the mentioned area and in hinterland areas where they are currently distributing filters.

Tomorrow Is World Diabetes Day
Tomorrow is World Diabetes Day (WDD) which was first introduced in 1991, and founded by both the International Diabetes Federation and the World Health Organization. In reaction to the rise in cases of Diabetes worldwide, it was decided to choose a day of the year to raise awareness of Diabetes and related causes. The day chosen was the birthday of Sir Frederick Banting, a medical scientist who codiscovered Insulin and was the first person to use it on humans. The theme of World Diabetes Day regularly changes. For example, the theme for the day between 2009 and 2013 was education and prevention, and in the past such themes have been used such as human r i g h t s , l i f e s t y l e , o b e s i t y, t h e disadvantaged and vulnerable, and children/teenagers. Various events around the world mark the day including raising awareness in the media, lectures and conferences, sporting events, and leaflet/poster campaigning. “Going blue” is another global event to mark the
day, where people wear blue and landmark buildings and monuments around the world are lit up in blue, to help spread awareness of the day. Diabetes is the common name for a range of conditions including diabetes mellitus type one and diabetes mellitus type two, diabetes insipidus and gestational diabetes. These are all conditions, which affect how the pancreas (an organ in the digestive system) secretes insulin or how the body reacts to this hormone. Depending on the type and severity, diabetes is controlled by dietary measures, weight loss, oral medication or injected or inhaled insulin. There is a wide range of short and long-term complications of diabetes including foot and eye problems and vascular diseases. It is estimated that one in three residents of the United States will develop diabetes at some point in their life. On December 20, 2006, the United Nations (UN) passed a resolution to designate November 14 as World
Diabetes Day. The occasion aimed to raise awareness of diabetes, its prevention and complications and the care that people with the condition need. Governments, non-governmental organizations and private businesses are encouraged to increase awareness of the disease, particularly among the general population and the media. St Lucia Government To Address 'Gross Mismanagement' Of Tourism Board
Tourism Minister Dominic Fedee CASTRIES, St Lucia -- Saint Lucia’s minister for tourism, Dominic Fedee, spoke at length in Parliament on Tuesday concerning what he described as the perilous state of affairs at the Saint Lucia Tourist Board (SLTB), resulting from “gross mismanagement”. He said that the SLTB is now entering a period of significant transition, which explained why government was compelled to make some pivotal moves to restore the viability of the island’s main economic driver and foreign exchange earner -tourism. He noted that the government of Saint Lucia aims to achieve greater results from the tourism sector in the areas of visitor arrivals, cruise tourism and yachting. The minister told the House that the emerging statistics on visitor arrivals for the island along with a diagnosis of the financial standing of the SLTB both present dismal findings. Fedee surmised that some of the responsibility can be apportioned to a lack of clear direction. “There seems to
have been a focus on the land based tourism sector and there wasn’t any clear mandate to promote the island as the destination of choice that it should be for cruise passengers,” he said. “Cruise passenger arrivals year to date to Saint Lucia records a 19.6 percent decline,” the tourism minister added. Fedee said it is very concerning that the SLTB fell below its target figures in several key areas, including the UK and Canadian markets, cruise and visitor arrivals. “We also found our main entity to market our destination, the Saint Lucia Tourist Board, in a very bad financial state. So while the Board had to contend with dwindling budgets because of policy decisions made by the previous dispensation, we saw that they were starting flat-footed with a debt of $6 million,” he explained. The 2016/2017 budget of the SLTB, the minister disclosed, appears to have been almost exhausted by September. “With a
budget of $34 million for the financial year 2016/17, the Board had already spent $26 million by the end of September and so, of the remaining $8 million, $4.8 million was allocated for administrative expenses and $3 million was committed to contracts to UK airlines to operate as marketing, creative and public relations agencies. “No allocation was made in the budget to cover the payables, which continue to be of much concern to the functionality of the Board. Eleven million dollars was allocated to the Saint Lucia Jazz Festival and in actual expenditure was in excess of $14 million. “This represents gross mismanagement and did impede the Board from carrying out its main function of marketing Saint Lucia as effectively as it should,” Fedee said. In the circumstances, he announced that the government will take the bull by the horns and usher in a period of transition and transparency to address the perilous state of affairs at the SLTB. The minister said the time has come for change and the industry has begun to take steps to rescue the island’s mainstay from suffering further losses. The Bills – Betting, Gaming and Lotteries (Amendment) Act and the Jamaica Racing Commission (Amendment) Act – were piloted by minister of finance and the public service, Audley Shaw. Shaw said Caymanas Track Limited, being the sole promoter of horse racing in Jamaica, has over the years been affected by inadequate funding to invest in improving its infrastructure and facilities for better revenue generation. He noted that as a result of the recognition of the need to modernise and transform the horse-racing industry in Jamaica, the decision was taken to privatise the entity. “The process of divestment is far advanced, as the negotiated terms of the divestment transaction have been approved by the government. The passing of these two pieces of legislation, the provision of which would enhance the process, is necessary,” Shaw said. The minister noted that one of the main policy objectives these amendments seek to achieve is to provide the legislative support for the grant of geographic exclusivity with respect to the racing promoter’s licences. Shaw explained that the issue of an investor being provided an exclusive licence is not unusual in a divestment, as investors will want to be assured that they can recoup their investments. “Among the terms of the divestment transaction is the long-

The minister further said it is important to note that the licences to be issued by the Betting Gaming and Lotteries Commission and the Jamaica Racing Commission would be subject to periodic reviews by the regulator. In terms of the Betting Gaming and Lotteries (Amendment) Act, it enables the regulator – the Betting, Gaming and Lotteries Commission – to grant to any promoter, a licence to carry out track betting in prescribed geographic areas. For the Jamaica Racing Commission (Amendment) Bill, it proposes to give the minister the power to grant a licence to operate a racecourse in respect of exclusive geographic areas. “The passage of these Bills is imperative as the final terms have been negotiated for the long-term lease of Caymanas Park in St Catherine and the sale of all personal property owned by Caymanas Track Limited to Supreme Ventures Limited, the preferred bidder,” Shaw said. Outspoken Human Rights Activist, Mary Francis, has called for the appointment of a special commission to appoint Saint Lucian diplomats. “I am not saying that the political parties when they form the government they cannot select the persons of their own persuasion, but to ensure that we get the best type of representation we should have a committee or a commission in place ,” Francis told the Times. The Attorney at Law explained that the body could select from a cadre of persons who are nominated. She noted that in the United States, the Senate has to confirm some appointments. Francis asserted that the time has come when the persons who represent Saint Lucia overseas are trained in international relations and international trade. party affiliation. Her comments were made against the backdrop of the appointment of former National Security Minister, Guy Mayers, as Saint Lucia’s High Commissioner to London. The appointment came despite concerns expressed via an opposition letter to the Prime Minister that was copied to the British High Commission, calling attention to the former Minister’s alleged role in Operation Restore Confidence, an anti crime campaign that resulted in the alleged extrajudicial killing of twelve suspects. The Coordinator of the National Centre for Legal Aid and Human Rights observed that Saint Lucia’s overseas representatives may have to act on behalf of Saint Lucians whose rights are violated by immigration authorities. She disclosed that Saint Lucians overseas are seeking her help and she is unable to assist. “Right next door in Martinique there is a Saint Lucian who is a suspected case of trafficking – she actually sought the assistance of our Consulate in Martinique; up to now I have written the Minister of Foreign Affairs in recent times – not a word,” Francis told the Times. The Human Rights Activist noted that with the heightened spate of criminal activity in Saint Lucia persons who are
witnesses to crime and are afraid of reprisals are “running” overseas to places like England and Canada to seek refugee status. However she said that was not a basis for gaining refugee status. “I am trying to assist a woman in England right now who was a witness to a crime and only recently – in July I think, her brother was murdered,” Francis revealed. She said the British authorities are wondering whether the woman qualifies for residence in the UK. Francis spoke of cases in Canada where gay persons were seeking refugee status, claiming they were victims of persecution. The Attorney at Law told the Times that those were important issues – the protection of citizens at home. “We need Witness Protection schemes so that Saint Lucians will not have to run overseas and try to invoke some kind of refugee status to gain residence in the UK or Canada – these are issues that we have to find solutions to, so I am saying that we have to be careful when we appoint those persons so that we can get credible representation overseas,” Francis declared. Bail Granted To Suspect In 2011 Murder Of Former St. Lucia Carnival Queen Contestant Alisha Hunte was found stabbed to death in her home. The man accused of murdering Alisha Hunte, a former St. Lucia Carnival Queen contestant, was granted bail in the sum of $100,000, when he made an appearance at the Criminal Court on Friday. Tristan Francis, the boyfriend of the deceased, who was represented by Attorney-at-Law Leslie Mondesir was charged with the capital offense.
He appeared before Justice Francis Cumberbatch. Francis is expected to pay half of the total sum of bail in cash and the rest as suitable surety. The 22-year-old woman’s body was discovered lying in a pool of blood with multiple stab wounds in the bathroom of her Trouya apartment on May 18, 2011. Cristina Kirchner Argentinian Authorities confirm the beginning of judicial process against Former Argentine president, Cristina Kirchner, who was formally accused of money laundering and corruption, by federal prosecutor Guillermo Marijuan, on May last. According to El Nacional, she has been
formally accused due to testimonies from Argentinian businessman and accountant, Leonardo Fariña, who gave information about Kirchner's case in search for a reduced sentence. Fariña was arrested in 2014 after finding him guilty of tax evasion. Kirchner isn't the only Argentine president who is suffering corruption accusations. Mauricio Macri is being investigated for omitting his personal links with off-shore companies while being a sworn public official in Argentina brought to light by the Panama Papers. Being identified as one of the global heads of state directly implicated in the 'Panama Papers'. (Panama Papers are 11.5 million leaked documents that detail financial and attorney–client information for more than 214,488 offshore entities). Also named in the Panama Papers was a former personal secretary of both Cristina and her husband Néstor, who on October 27th 2010, while serving as the president of Argentina before his widow. Additionally, Kirchner was also
accused of being involved in dollar future contracts traded by the country's central bank. This last accusations were made by Federal Judge Claudio Bonadio, who rose the investigation against the Argentinian mandatary after allegations that the central bank sold $17 billion worth of dollar futures contracts at artificially low prices. According to reports, the doubtful operations in the Central Bank wouldn't have been possible without the cooperation of the maximum authorities of the Ministry of Economy and the Executive Power. Cuba have seen an amazing boost in almost all the economic spheres, especially on tourism. On November 10, Cuba's National Office for Statistics and Information (ONEI) reported tourist revenue amounting to over 1.2 billion dollars in the first half of 2016, a 15% increase as compared to the same period last year. According to the ONEI the figure only includes revenue from institutions affiliated with the Ministry of tourism. According to the Cuban Newspaper, Granma, the report notes that 2,147,912 international visitors traveled to the island from January through June 2016, an 11.8% increase from the same period in 2015. Revenue from the tourist industry, calculated by the ONEI,

includes accommodation, recreational activities, transport, food and retail services. Canada continues to be Cuba's top emissary market of tourists, with 77,678 travelers from that nation visiting the island during the first half of the year. In geographic terms the majority of visitors to the island come from the Americas, although travelers from Europe, the Middle East and Pacific also constitute an important number, according to ONEI figures. Trump: Obamacare Key Provisions To Remain US President-elect Donald Trump has said he is open to leaving intact key parts of President Barack Obama's healthcare bill. Mr Trump, who has pledged to repeal the 2010 law, said he will keep the ban on insurers denying coverage for pre-existing conditions. He told the Wall Street Journal that he also favoured allowing young adults to be insured on their parents' policies. "I like those very much," Mr Trump said of the two pillars of the bill. It was his meeting with Mr Obama on Thursday that had made him reconsider his calls for an all-out replacement of the Affordable Care Act, he told the newspaper. Asked whether he would implement a campaign promise to appoint a special prosecutor to investigate his defeated Democratic opponent Hillary Clinton over her use of a private email server while secretary of state, Mr Trump said: "It's not something I've given a lot of thought, because I want to solve healthcare, jobs, border control, tax reform." Meanwhile, protesters angered by Mr Trump's election gathered in several US cities for a third night on Friday. Thousands took to the streets of Miami, Atlanta, Philadelphia, New York, San Francisco and Portland, Oregon, voicing anger at the presidentelect's comments about immigrants, Muslims and women. Police in Portland are investigating the shooting and wounding of a protester on a bridge where anti-Trump demonstrators were marching. Officers had earlier used stun grenades to disperse a crowd of hundreds of people in the city centre. In a separate interview with CBS, Mr Trump said the parts of Mr Obama's healthcare bill he was "going to try to keep" were "the strongest assets". He said that while the bill would be repealed and replaced, the changes would provide Americans with "great healthcare for much less money". He made the statement during an interview with the 60 Minutes programme, which is due to air on Sunday Also on Friday Mr Trump put VicePresident-elect Mike Pence in charge of his transition team, replacing New Jersey Governor Chris Christie. "Repeal and replace" - with emphasis on the former over the latter - has been the Republican mantra when it comes to Barack Obama's healthcare reform for the past six years. Candidate Donald Trump echoed this when he labelled the programme a "disaster" and promised something much better if he were elected president. Just days after the US public gave Mr Trump the keys to the Oval Office, however, he said there were parts of Mr Obama's signature legislative achievement worth keeping. The challenge for the president-elect is that the Obamacare features he praises - such as its mandate that insurers cover pre-existing medical conditions - are made possible by portions of the law he has condemned, like requiring all Americans to obtain insurance. Keeping the law's carrots while abandoning its sticks could prove difficult. Complicating the matter is that a "revise and reform" effort may not fly with Mr Trump's ardent supporters and the cadre of archconservative politicians in Congress, who want to tear up the law "root and branch". Mr Trump often broke with Republican orthodoxy while campaigning and didn't pay a political price. He may learn that as president he won't get far without his party establishment's help. During the election campaign, Mr Trump said the government-run health insurance marketplace was "a total disaster" and "a catastrophe". "Obamacare is just blowing up," he said only last month, while promising his own plan would deliver "great healthcare at a fraction of the cost". While running for president, Mr Trump did not offer much detail on what he envisaged would be Obamacare's
replacement. The Republican's plan included tax-deductible health savings accounts and allowing insurers to sell coverage across state lines. His apparent change of heart on Friday comes amid a surge in applications to join the plan from Americans possibly fearful it is about to be overturned. More than 100,000 applicants snapped up Obamacare health insurance on the day after Tuesday's election, this year's biggest sign-up, the Obama administration announced. About 22 million Americans would be without insurance if the law was repealed. Congressional Republicans have voted more than 50 times to undo the law. Though the Republicans have maintained control of the Senate, they cannot repeal the Affordable Care Act in its entirety because under Senate rules, the Democratic minority remain in a position to block the move. The Republicans could, however, starve parts of the bill of funding through a budgetary process called reconciliation. The law has not been without its difficulties. Last month, the Obama administration said the average cost of medical coverage under the bill was expected to rise by 25% next year for those Americans who do not qualify for subsidies. And about one in five consumers would only be able to pick plans from a single insurer, it added. Former President Bill Clinton last month called the unsubsidised portion of the law "the craziest thing in the world". In the US - unlike in many other Western countries - private companies, rather than the government, provide health insurance for most citizens. Controversial trade deal Meanwhile, the Obama administration has suspended its efforts to win congressional approval for a Pacific free-trade deal before Mr Trump succeeds him in January. The deal covers mostly agricultural products and involves 12 countries around the Pacific, but not China. Officials said that after eight years of negotiations the fate of the deal, known as the Trans Pacific Partnership, was in the hands of the next administration. Mr Trump has criticised the accord, describing it as a disaster which would send more jobs overseas. Bagram Blast: Bomber Kills Americans At Afghan Base A suicide bomber has killed four Americans inside Bagram airbase, the largest US military facility in Afghanistan. US Defence Secretary Ash Carter said two members of the armed services and two contractors had died in the attack. A further 16 US service members and one Polish soldier were injured, he added. The Taliban said one of their fighters had carried out the attack, a major security breach in one of the best protected places in Afghanistan. Bagram has been targeted by militants in the past but this is the first time a bomb has exploded inside the base. Just north of the capital Kabul, it has been used as the main military base and airfield by the US-led forces and Nato over the past 14 years. A local government spokesman said the attacker had entered the base early in the morning and was among Afghan labourers reporting for duty when he detonated his vest. Bagram is a heavily guarded military base with many layers of security and protection. The outermost layer is guarded by Afghan forces and second and more inner layers of security are guarded by US forces. High walls, security cameras, and watch towers on the outer perimeters and inside the base are just some of its formidable security measures. A surveillance balloon also watches the entire area. Every person entering the base is searched, in many cases escorted, and must have a pre-arranged meeting with someone inside. The security measures serve not only to protect military personnel on the base, but also to safeguard expensive state-of-the-art military tools, including fighter jets and unmanned aerial technology. US presidents visiting the country fly into Bagram, one of the most heavily guarded places in Afghanistan, because it is seen as more secure than landing in Kabul. General John W Nicholson, US Army commander in Afghanistan, said in a statement: ''[To] the family and friends of those wounded in today's attack, let me assure you they are receiving the best care possible, and we will keep them in our thoughts today." He said the incident was being investigated. Taliban spokesman Zabihullah Mujahid said the attack had been planned over four months. Last December, a Taliban suicide bomber riding a motorbike killed six US soldiers in a village near Bagram in one of last year's deadliest attacks on
foreign troops. The attack on Bagram comes just a day after the German consulate in the city of Mazar-eSharif in northern Afghanistan was hit by a Taliban suicide bomb blast that killed six civilians and wounded some 120 others. The Taliban said on Friday that those attacks were carried out in retaliation for a recent coalition air strike in Kunduz which reportedly killed some 30 civilians. Correspondents say the Taliban are stepping up their attacks before the onset of winter. No confidence' Meanwhile, MPs in the Afghan parliament have dismissed the minister of foreign affairs, public works and social affairs for failing to spend development money allocated to them. A BBC correspondent in Kabul says if the money is not spent, it will have to be refunded to the foreign donors. Mr Ghani's national unity government has been plagued by infighting since it was formed in 2014. Australia's prime minister has been told he will not be welcome at next year's Mardi Gras parade because of his handling of the gay marriage issue. Organisers passed a motion on Saturday not to invite Malcolm Turnbull, who was the first sitting prime minister to attend the last gay pride event. Mr Turnbull, a supporter of marriage equality, backed his party's calls to allow a national vote on the issue. But the stance has angered some who fear a vote would be divisive. Currently, same-sex couples can have civil unions or registered relationships in most Australian states but they are not considered married under national law. Cat Rose, who put forward the motion at the Mardi Gras parade's annual general meeting, accused Mr Turnbull of using last year's event as a "media opportunity". Since then, she added, he had been "nothing but a conduit for homophobes wanting to derail marriage equality through a vindictive plebiscite". "We wanted to express our disgust at his prime ministership as a community and to say that we don't need his phony friendship," Ms Rose said in a statement released on Facebook. "For this reason we are not extending an invitation for him to attend the parade while we wait for equality." Despite opinion polls indicating that most Australians support same-sex marriage, some believe a plebiscite - which would be expensive - could unleash a homophobic campaign. A survey of 5,500 LGBTI Australians conducted in July by advocacy group Just Equal found that 85% opposed holding the referendum. A concert by Sting will reopen the Bataclan hall in Paris for the first time since 90 people were killed by jihadists from so-called Islamic State. Scores of survivors are expected to attend the concert, which is being held on the eve of the first anniversary of France's bloodiest terror attack. Organisers said they decided to reopen the famed Paris concert venue to prevent it becoming a "tomb". Sting will donate the proceeds from the concert to two victims' charities. The Bataclan was the last place the militants targeted on Friday, 13 November 2015. The co-ordinated attack had already struck the Stade de France and restaurants filled with people enjoying their evening. The 130 people who lost their lives that night will be remembered in a series of low-key events over the weekend. But the concert at the Bataclan, where about 1,500 people had been watching American band Eagles of Death Metal when the gunmen burst in last year, is one of the most symbolic. Jules Frutos, who has co-run the venue for the last 12 years, told AFP news agency: "We had to go on after such horror and not leave a mausoleum, a tomb." Mr Frutos contacted British rocker Sting, who first performed at the Bataclan in 1978, about the concert after reading he wanted to help. Sting says he hopes the concert will "respect the memory as well as the life affirming spirit of those who fell". Pakistan Shah Noorani Shrine Bomb 'Kills 30’ At least 30 people have been killed and more than 70 wounded, including women and children, in an explosion at a Sufi Muslim shrine in Balochistan, according to Pakistani media. Emergency services are struggling to reach the site in remote Kuzdar. Worshippers at the Shah Noorani shrine were performing dhamal - a trance-like dance - when the bomb hit. Sufism, a tolerant, mystical practice of Islam, has millions of followers in Pakistan but is opposed by extremists. A BBC correspondent says Sufi devotees have flocked to this popular shrine from all over the country, and from neighbouring Iran. Those critically injured are being transported to hospitals in Karachi 100km (62miles) away, according to local officials. Pakistani Prime Minister Nawaz Sharif condemned the attack and called for speedy rescue efforts. Imran Khan, former cricketer and head of the Tehreek-e-Insaf party, condemned the attack that targeted the "core of our society". Extremist groups in the province of Balochistan have frequently targeted civilians this year. Facebook Bug 'Kills' Users In 'Terrible Error’ An unusual bug on Facebook briefly labelled many people as dead. The error on Friday caused the social network to show a memorial banner on user profiles for people who were still alive. Users posted status updates to reassure friends and family they were not dead, despite Facebook's message. "This was a terrible error that we have now fixed," a Facebook spokesperson said. "We are very sorry that this happened." The message, intended for "memorialised profiles", erroneously appeared on the profile pages of a large number of users including Facebook CEO Mark Zuckerberg. "We hope people who love Mark will find comfort in the things others share to remember and celebrate his life," the banner on his page read. Technology reporters and Facebook users, however, saw a humorous side to the story. "Why Is Facebook Saying I'm Dead?" asked the New York Times' Katie Rogers. "At first, I was indignant. I was definitely not dead. Then I thought I had been hacked. Then I asked a few of my colleagues. Also dead." "Facebook is capping one of the longest weeks in American history by telling everyone that they are dead," quipped The Verge, a technology website, in reference to the presidential election. The memorial feature was introduced by Facebook in 2015 because of a number of high-profile cases where

Syria Conflict: Aleppo Rebels Pushed Back By Assad's Forces Syrian government forces have retaken areas of the city of Aleppo that were lost to rebels in recent fighting. The loss of the territory on the city's western edges was confirmed by the rebels themselves, as well as state media and UK-based monitors. An estimated 275,000 people live under siege in the rebel-held east, where the UN says food rations are running out. Meanwhile a Russian naval force led by an aircraft carrier is said to have moved into position off Syria. Capt Sergei Artamonov, commander of the Admiral Kuznetsov, told Russian state media the battle group had arrived at its designated point in the eastern Mediterranean and was carrying out "joint tasks". The naval deployment has raised fears that Russia, one of Syrian President Bashar al-Assad's closest allies in his fight against the rebels, will step up air strikes reported to have caused heavy civilian casualties. 'It has failed' On 28 October, rebels and Islamist militants in Aleppo began what they called an "epic battle" to break the siege, pounding government-held areas with hundreds of missiles. After early advances, their progress slowed but they took over several strategic points in the west of the city. On Saturday, it was confirmed that government forces had regained control of the al-Minian district and advanced into the al-Assad district. "The epic battle for Aleppo has failed," Rami Abdurrahman, of the British-based Syrian Observatory for Human Rights, was quoted as saying by the Associated Press news agency. The fighting left 508 people dead, including civilians and fighters from both sides, according to his organisation.Ninety foreign fighters were among those killed on the rebel side while 83 Syrian soldiers, 28 Hezbollah militants and 41 other fighters from Iran and Iraq were killed on the government side, the Observatory estimates. "We fought them in every street, house, neighbourhood and schools, and they used mosques to launch attacks,'' a Syrian government commander who identified himself as Nabil told al-Manar TV, the channel run by President Assad's Hezbollah allies in Lebanon. Zakaria Malahifji, head of the political
office of the Fastaqim rebel group fighting in Aleppo, confirmed the army's advance. "Of course, when the regime takes control, it has a negative effect, but there is persistence," he was quoted as saying by Reuters news agency. 'Rations running out' The last remaining food rations are being distributed in rebel-held eastern districts of the city, UN humanitarian adviser Jan Egeland warned on Friday. Without a resupply, there would be no food left to hand out next week, he said. Mr Egeland ruled out airdrops of food, explaining that they were not possible in densely populated urban areas. In other besieged towns like rebel-held Madaya north-west of Damascus, shortages of food, medical supplies and electricity have led to cases of severe malnutrition. Aleppo, Syria's economic hub before the civil war began in 2011, has been divided between the two sides since 2012. Heavy bombardment of rebel-held areas by Syrian and Russian aircraft this autumn provoked an international outcry. Russia's air campaign in Syria, which began in September 2015 using planes mainly stationed at Hmeimim air base near Latakia, has shored up President Assad's position. Hundreds of thousands of protesters have gathered in the South Korean capital, Seoul, to demand the resignation of President Park Geun-hye. Large numbers of police officers are being deployed to prevent demonstrators reaching the presidential palace. Ms Park is accused of allowing her friend, Choi Soonsil, to access government documents without clearance. The president, whose approval ratings have plummeted over the scandal, has said she is "heartbroken". Organisers said one million had turned out to protest on Saturday, while police put the number at 260,000. It is the latest in a series of mass rallies against her over the issue. Ms Choi is accused of trying to extort huge sums of money from South Korean companies and is under arrest on charges of fraud and abuse of power. She was detained last week on suspicion of using her friendship with Ms Park to solicit business donations for a non-profit fund she controlled. The protesters are more raucous than they were last week - still peaceful but there's more chanting than there was then. The focus of the protest is President Park Geun-hye, whose presidential compound (known as the Blue House because of its blue roof) is a short distance from the march and the main stage of the rally. If she is at home there, the noise will be inescapable. Between 20,000 and 30,000 officers are on stand-by around the perimeter of the Blue House. Many are in riot gear. Huge barricades have been erected, with water cannon in position. At the moment, President Park does not face any criminal charges, but people close to her are being investigated for corruption. Her close friend of 40 years' standing has been charged with setting up two foundations and soliciting millions

India Rupees: PM Modi Says Move Had To Be Secret The plan to withdraw high-value rupee notes in India had to be kept secret, Prime Minister Narendra Modi has said. Four days after the launch of the anti-corruption move, long queues continue outside ATMs as people try to exchange the 500 ($7) and 1,000 notes. "It had to be done suddenly but I never thought I will receive blessings for this," Mr Modi said. He hinted that other measures aimed at fighting corruption and the black economy might follow. Urging people to be patient, Finance Minister Arun Jaitley said that it would take a few weeks for banks and ATMs to completely replace the old notes, estimated to make up some 85% of the total currency in circulation. Mr Jaitley said that nearly $30bn in the old notes had so far been deposited in banks across the country. But chaotic scenes can still be witnessed outside banks as public patience is beginning to wear out, says the BBC's Sanjoy Majumder in Delhi. Some traders and small business owners have threatened to go on strike because they have been badly affected, our correspondent says. The opposition has also been critical of the move, saying the rural and urban poor have been hit hardest. But Mr Modi thanked his fellow countrymen who had "accepted the decision in national interest". And he warned that there was "no guarantee" that new measures would not follow after the noteexchange scheme ends on 30 December. He said "no-one would be spared" in the drive against corruption. But "honest people will not face any problem", he added. After Mr Modi's surprise announcement on Tuesday night, the banks were closed on Wednesday. Thousands of panicked Indians have been flocking to banks since they reopened on Thursday. There are limits on cash withdrawals from ATMs and banks. How long have people got to change their old notes? The 500 ($7; £6) and 1,000 ($15; £12) rupee notes are the highest denomination notes in the country and are extremely common in India. Airports, railway stations, hospitals and fuel stations will only accept them until the end of today. People will be able to exchange their money at banks between 10 November and 30 December. How much 'black money' is there in circulation? The actual figure is unclear but correspondents say the issue of "black money" -
which may have been acquired corruptly, or is being withheld from the tax authorities - is a huge problem. India's government hopes to flush out tax evaders and make money that is unaccounted for visible for tax purposes. There have been reports of tax raids in many parts of India. Is there a limit on the amount an individual or household can cash in? An individual can put as much as he or she likes into the bank - but withdrawals are limited so the banking system may end up being flooded with cash. Government guidelines say it is possible to exchange up to 4,000 rupees per day up to 24 November - anything over this will be subject to tax laws. People can also withdraw up to 10,000 rupees from a bank per day and a maximum of 20,000 rupees per week. Are the new notes safer? New 2,000 and 500 rupee denomination notes with new security features are being given to people to replace those removed from circulation. A new 1,000 rupee note "with a new dimension and design" will also be introduced in due course, a senior government official said on Thursday. What will foreign tourists carrying the banknotes do? Egypt Wins Approval For $12bn Loan From The IMF The International Monetary Fund (IMF) has approved a threeyear $12bn (€11bn) loan for Egypt to help the country out of its deep economic crisis. Egypt will receive $2.75bn immediately, with the rest subject to its economic performance and further reforms. IMF Managing Director Christine Lagarde said the bailout would "address longstanding challenges". Egypt's President Abdul Fattah al-Sisi is facing high unemployment and a budget deficit of 12% of GDP. The country has struggled to attract foreign investment since the political turmoil in 2011 and the so-called Arab Spring, which saw former president Hosni Mubarak overthrown. Tourism - traditionally a leading source of income for Egypt - has declined sharply over the past five years. Last week Egypt floated its currency in a move that reduced its value by almost 50% against the dollar in an attempt to strengthen confidence in the economy. The government also increased interest rates by three percentage points to 14.75%, and raised the price of basic commodities and fuel. The moves led to widespread criticism of the president and a drop in his popularity. A big security operation was put in place in Cairo to pre-empt mass demonstrations that had been expected on Friday. Ms Lagarde said the latest "home-grown economic plan" was intended to tackle the country's large budget deficit, low growth and high unemployment rate. She said that further reforms, such as reductions in fuel subsidies and legislation to reduce Egypt's
public sector wage bill, were necessary for the country to move forward. "Resolute implementation of the policy package is essential to restore investor confidence," Ms Lagarde said. In 2013, Egypt's first democratically elected president, Mohammed Morsi, was ousted by the military, led by Gen Sisi, after only one year in power. Mr Sisi was later elected president in May 2014. Goldberg earned an Oscar nomination for her Hollywood feature debut in the 1985American period drama film, 'The Color Purple' and went on become the first-ever solo female host of the Academy Awards. Whoopi was born Caryn Elaine Johnson in Manhattan, New York City on November 13th, 1955. Her father was a priest of the local church and her mother
a nurse and a teacher. Whoopi had a younger brother named Clyde Johnson, who passed away on May 2015 due to brain aneurysm. Her catchy nickname was given by her family as mockery for her gassy stomach, being often compared to a 'Woopy cushion'. The last name Goldberg was added later to add more personality to the already 'curious' name. She went to St Columba's, a catholic local school when she was younger. After the family moved to Virginia, she started to study at the Washington Irving High School, but dropped her studies soon after. Goldberg won her first Oscar, in the Best Supporting Actress category, for her role as psychic Oda Mae Brown in the 1990 blockbuster 'Ghost'. She became the second African-American to collect the Best Supporting Actress award. The first, Hattie McDaniel, won for her performance in 1939's 'Gone With the Wind'. The nineties were a golden decade for Goldberg, ratifying her status as one of the most profitable actress in Hollywood. In September 2007, she signed on as a moderator of the daytime show 'The View', becoming one of the most controversial TV hostess of the time. She has received a number of awards during her career.
