At a news conference held at Freedom House on Monday, Rohee cited a press release that was issued by the APNU+AFC coalition in August 2013, where the opposition was calling on the government of the day, to do more to fight the scourge plaguing Guyana. act now to secure a reversal of the trend of armed robberies and violence against persons.” The General Secretary told the media that the exact narrative and exhortation can be used in today’s context, this time however, with the APNU+AFC in government and to whom the statement is attributed. He further stated that it is indeed mind-boggling to recall that while the APNU was in the opposition it knew exactly what had to be done to address the crime situation in Guyana. But now that it is in the government it is at its wits end not knowing what to do to quell the surge in crime. The

General Secretary is asserting that the David Granger led administration is clearly overwhelmed by the crime situation which has spiraled out of control forcing them to admit by their very actions, that they have failed the people on this front. Rohee is also calling on the Granger administration to provide proof that it has credible evidence of a potential domestic security threat.

President Granger Hopes Trump Changes Views On Climate Change

President David Granger President David Granger believes that in the coming months, recently President-

elect of the United States, Donald Trump will change his stance on Climate change when he is briefed by technical personnel of the previous administration. Asked by reporters on the weekly televised programme “The Public Interest” whether the views of Trump on climate change will in any away affect Guyana’s policies on the topic, the President said, “Well he has just come off the campaign trail and I expected that he has started being briefed by the outgoing technical and political leaders in the Obama administration and I will reckon in next two months he will become more aware that global warming is a reality… I think there is abundant evidence to show that what is taking place in the world is not normal… so I’m quite sure that once he’s in office

and gets the benefit of the advice of the technical people in the US administration, there be some modification of his view.” Donald Trump has a publicly stated positon that he doesn’t believe that climate change is real and doesn’t accept the scientific evidences. He also opposes and wants to dismantle the Paris Agreement of which Guyana was is signatory. Trump views on the environment is that providing clean water in the U.S is top priority. Meanwhile President David granger is currently attending the 22nd Conference of the Parties to the United Nations Framework Convention on Climate Change also known as COP-22, in Marrakech, Morocco, which starts today, November 14 and concludes on the 16th.

Ministry Working To Revive Parent/Teacher Associations In Guyana, parental involvement in the Parent/Teacher Association continues to be a challenge especially at the secondary level. While PTAs seem to function at most primary schools, those PTAs are often small in comparison to the overall population of schools. The Minister of Education has said on numerous occasions that the parentteacher partnership is fundamental to the development of students. It intends to establish a secretariat to specifically reinvigorate, coordinate and manage PTAs across the country. In the interim, M s . N a d i a H o l l i n g s w o r t h , P TA Coordinator has set off on a mission to resurrect Parent/Teacher Associations by first introducing schools to the Ministry’s comprehensive toolkit on Parent/Teacher Associations. This PTA Toolkit is a collection of guidelines and ideas complied over two

years of working with schools and communities in a variety of different settings within Region Six. It outlines the roles and responsibilities of parents and teachers in the Executive Committee and prescribes numbers best practices for a well-functioning parent/teacher association. Since Ms. Hollingsworth’s appointment, she has conducted sessions on Reinforcement of PTA policies and sensitization on the use of the toolkit; Conflict resolution between parents and Head Teacher; Engaged with parents to address their issues; Professional development sessions for members of staff; and awareness sessions on how to facilitate comradery between home and school. In addition, Ms. Hollingsworth has been attending head teachers meetings countrywide to implore that they provide the atmosphere for healthy parent-

teachers’ relationship. Further, the PTA coordinator plans to hold a series of parent forum across the country to help parents to understand their roles and responsibilities in the education process of their children. She is hoping to have these activities on weekends to ensure maximum participation by parents. She is calling on the Private Sector Commission through the MOE to review its policies on releasing employees to attend meetings. (GINA)

Rohee: Surujbally To Demit Office Month End

General Secretary of the People’s Progressive Party (PPP) Clement Rohee said that the party has been reliably informed that the Chairman of the Guyana Elections Commission (GECOM), Dr. Steve Surujbally has decided to demit office with effect from November 30, 2016. Rohee told a news conference on Monday at Freedom House that Dr Surujbally has proceeded on ninety days Annual Vacation Leave (AVL) with effect from September 1, 2016, at the end of which he will vacate office. Rohee also stated that the PPP understands that Dr. Surujbally has already informed President David Granger and the Leader

of the Opposition Bharrat Jagdeo of his decision to demit office at the end of November 2016. According to Rohee, the PPP is concerned that since proceeding on leave, meetings of GECOM have not been held to deal with substantive issues save for one meeting to address administrative matters relating to the ongoing continuous registration. Letters have been written by members of GECOM to Dr. Surujbally requesting the convening of meetings to discuss matters of strategic importance to the work of the Commission.

Miner Bailed On Drugs Charge

Magistrate Fabayo Azore today released 37-year-old Durban Street resident, Joel Chapman on GY$50,000 bail after he appeared before her in the Georgetown Magistrate’s Court charged with being in possession of cannabis. He is slated to return before the court on November 30, 2016 for continuation into the matter.

Chapman pleaded not guilty to the charge, as his attorney in a bail application, informed the court that the accused has two children and is employed as a miner.

The court was also told that Chapman suffered a stroke earlier in the year and is

at risk of a relapse if remanded. Police Prosecution objected to the bail application based on the seriousness and nature of the offence. It is alleged that on November 12, 2016 in the vicinity of Lodge, Georgetown, the accused had in his possession 14g of Cannabis with the intent of trafficking.

Miners Sentenced To 24 Months Jail For Beating Boat Operator

Aaron Paul, 24, and Imran Peters, 21, were sentenced to serve 24 months each in prison after they appeared before Magistrate Fabayo Azore in the Georgetown Magistrate’s Court and pleaded guilty to the charge which read t h a t o n N o v e m b e r 11 , 2 0 1 6 a t Princeville Backdam, Potaro River, they unlawfully and maliciously assaulted

Calvin De Santos with intent to cause grievous bodily harm. It was noted that on November 10, 2016, the duo, who are both employed as miners, had hired De Santos, who is a boat operator, to transport them to and from a location at the fixed price of GY$7,000. However on the day in question the two

accused visited the home of the victim where an argument ensued over the fees, which turned into a physical altercation and saw De Santos being dealt several lashes to the head and body with a piece of wood together with a several kicks and punches about the body. He was rushed to the Mahadia Hospital where he remains hospitalized

‘White Knight’ Road Safety Campaign Launched – Several Arrested For DUI The Guyana Police Force (GPF) traffic ranks took several persons into custody over the weekend for driving above the prescribed alcohol limit during the first White Knight campaign. The White Knight campaign is a collaborative effort of the Guyana National Road Safety Council (GNRSC) and the GPF. The aim of the campaign is to team education awareness with enforcement during strategic roadblocks across the country. At the roadblock on Vlissengen Road and Station Street, Georgetown in A Division, police ranks were administering random breathalyser tests on drivers while the GNRSC members and other stakeholders distributed magazines, pamphlets and encouraged drivers to be safe on the roadways.

Several drivers were reportedly seen taking the breathalyser test and five of them, including a driver who stopped and volunteered to take the test, were found above the prescribed alcohol limit, which is traffic violation that carries a fine for the charge of Driving under the Influence (DUI) of alcohol. Members of the GNRSC spoke to the

drivers about the dangers of their practice before they were taken to the nearest police station. One driver could be overhead telling one GRNSC member, “I don’t do this often. Is only on Fridays I does drink.” Coordinator of the GNRSC Ramona Doorgen shared with the Government Information Agency (GINA) the aim of the campaign, “We trying to encourage them not to drink and drive.

We’re asking them to come on board with us and let us reduce death (on the roadways)…so we won’t have any more deaths on the road for the rest of the year.” Doorgen said that the drivers her team have interacted with have been “very receptive” to the campaign and the efforts of the GNRSC to make the roads safe. In A Divison, roadblocks were also held at Sparendaam of the East Cost of Demerara and Houston on the East Bank of Demerara. Traffic Chief Deon Moore who was present at the Vlissengen Road roadblock told GINA that it was observed that several drivers had designated drivers when they passed through the roadblock.

The White Knight campaign is part of activities for the observance of National Road Safety Month which is being observed under the theme “Life does not have a reset button, drive carefully”. T h e Tr a ffi c C h i e f s a i d a n o t h e r nationwide roadblock will be carried out as part of the campaign “in different areas and with a different tactic”. For the year there have been 109 deaths as a result of accidents on the roadways. Driving under the influence and speeding along with inattentiveness are the leading causes of accidents, Police statistics reveal.

Caribbean Govts Urged To Prepare For More Criminal Deportees Under Trump

Irwine G. Clare, Sr. O.D., head of the Caribbean Immigrant Services in New York NAN – Caribbean governments are being warned to prepare for more criminal deportees to the region under the Donald Trump administration. The warning comes from Irwine G. Clare, Sr. O.D., head of the Caribbean Immigrant Services in New York on the heels of the President-elect’s vow in a 60 Minutes interview aired Sunday, that he will deport 2-3 million criminal immigrants from the United States. “What we are going to do is get the people that are criminal and have criminal records, gang members, drug dealers, where a lot of these people, probably 2 million, it could be even 3 million, we are getting them out of our

country or we are going to incarcerate,” Trump told CBS’ “60 Minutes” Sunday night. Asked for his reaction, Clare last night told News Americas that Caribbean governments “must equip themselves for more criminal immigrants coming back to the region soon and quit being laissezfaire about it.” He said given the region’s dependence on tourism and the issues of crime and guns already being dealt with in many countries in the Caribbean, the addition of more criminal immigrants to the region could present a nightmare scenario. “It’s a caustic situation and it could get nuclear,” Clare said. The Caribbean has been battling with thousands of criminal and other deportees to the region since the 1996 immigration reforms and many have blamed crime in the region on criminal deportees who spent time in US jails and were then sent back to small countries unable to track them or police forces less savvy than the criminals. Trump, who was swept into office amid a wave of support for his vows to kick out millions of immigrants and build a wall, said he would immediately deport at least 2 million undocumented immigrants as soon as he takes office in January. “We’re getting them (criminal immigrants) out of our country,” he said, adding that only after that would he secure the border and

“make a determination” on the millions of undocumented immigrants living in the U.S. Under Trump’s proposal, a person arrested by police — regardless of how serious the crime is, without knowing whether they are present illegally — would be held in jail, and their removal proceeding would begin without due process. Such an approach to enforcement is consistent with Trump’s call to bring back two DHS enforcement programs that rely on local governments, which are being phased out because they didn’t effectively target violent criminals, and opened up the potential of racial profiling. Trump also proposed to “issue detainers for illegal immigrants who are arrested for any crime whatsoever, and they will be placed into immediate removal proceedings if we even have to do that.” The 2 million figure refers to the total number of “removable criminal aliens” as determined by the Department of Homeland Security, and refers to convicted non-citizens in the country legally and illegally. While Trump states it as fact, an independent think tank analyzing immigration policy estimated that more than half of the 2 million are convicted criminals who are not U.S. citizens, but lawfully in the country. We expect them to start next year, they are all ready to go — a couple of course were looking for CIP funds so we are looking alternative funding for those,” he said. IMF Approves US$1.64 Billion Stand-By Arrangement For Jamaica

WASHINGTON, USA -- The executive board of the International Monetary Fund (IMF) on Friday approved a threeyear stand-by arrangement (SBA) for Jamaica to support the authorities’ continued economic reform agenda. Access under the SBA arrangement amounts to about US$1.64 billion (SDR 1,195.3 million), the equivalent of 312 percent of Jamaica’s quota in the IMF. The Jamaican authorities have indicated that they will treat the arrangement as precautionary, and do not intend to draw on the new SBA unless exogenous shocks generate an actual balance of payments need. The executive board approval will make about US$411.9 million (SDR 300.1 million) available, and the remainder in six tranches upon completion of semi-annual program reviews. Following the executive board discussion on Jamaica, Tao Zhang, deputy managing director and acting chair, said: “Jamaica has established a commendable track record of program ownership and implementation under the extended fund facility (EFF). Macroeconomic stability has been entrenched, evidenced by low inflation, the build-up of foreign currency reserves, and a decline in the current account deficit. Fiscal discipline and proactive debt management have helped place public debt on a downward trajectory. Still, growth is low, poverty and unemployment are high, and crime and security challenges impose a serious drag on growth. “The authorities’ request for a stand-by arrangement (SBA), which they intend to treat as precautionary, will provide insurance against unforeseen adverse external economic shocks, while focusing reform efforts to deliver better growth and job outcomes, as well as

reduce poverty, while sustaining macroeconomic stability. “Fiscal discipline and public debt reduction will continue to anchor Jamaica’s reform program. Public sector transformation, another key pillar of the program, will seek to re-orient public resource allocation toward infrastructure, social protection, and security-related spending, while delivering more efficient public services. The ongoing growth-friendly shift from direct to indirect taxes will continue to broaden the tax base and improve the efficiency of the tax system.

The program will continue to protect social spending, while also instituting reforms to strengthen the social safety net. “The Jamaican authorities recognize that enhancing monetary policy credibility and operations for an eventual move to inflation targeting is critical. Key reforms include strengthening the operational autonomy of the Bank of Jamaica, refining the monetary policy signaling and liquidity provision framework, and improving macroeconomic modeling and forecasting. Toward this end, the authorities are committed to maintaining exchange rate flexibility and continuing to build international reserves through market-based purchases of foreign exchange. Furthermore, concrete steps will be taken to further enhance financial sector resilience and promote greater access to credit and financial inclusion. “Supply side reforms are critical to unlock Jamaica’s growth potential and create more private sector jobs. In this context, every effort is needed, in collaboration with development partners, to execute the structural growth reforms recommended by the authorities’ Economic Growth Council. Resources will have to be redirected to

combat crime and ensure national security. Easing of growth bottlenecks will facilitate a stronger private sector job creation, as the government refocuses and streamlines its role. “The authorities’ commitment and commendable track record, together with continued broad-based support for the reform agenda, should help foster its successful implementation.” (Caribbean News Now!)

Marcus Mosiah Garvey, Jr. KINGSTON, Jamaica -- Professor Sir Hilary Beckles, vice-chancellor of The University of the West Indies (UWI) has called on US President Barack Obama to grant a posthumous pardon to Marcus Mosiah Garvey, Jr., for his 1923 mail fraud conviction in the United States. Beckles’ call comes in the wake of Jamaica’s National Heroes Week, the annual celebration of the country’s heroes and martyrs. It also comes at a time when countries and communities in the Caribbean and across the world are observing the United Nations’ declared ‘Decade for People of African Descent’. “Marcus Garvey was the victim of trumped up charges orchestrated by the late J. Edgar Hoover, the famously antiblack director of the US Federal Bureau of Investigation,” Beckles said. “We are today calling on President Obama, himself the victim of racist campaigns to de-legitimize his presidency, to exonerate Garvey before he leaves office. It is the right and proper thing to do.” A global petition campaign demanding that Garvey’s federal record be expunged has generated tens of thousands of signatures.

The founder of the Universal Negro Improvement Association (UNIA), Garvey was a strong proponent of black nationalism, pan-Africanism and self-reliance. He is Jamaica’s first national hero, and is revered by millions throughout the

Caribbean, the United States, Canada, Central and South America and Africa. The late Dr Martin Luther King Jr., in paying tribute to Garvey in the 1960s, said he was “the first man on a mass scale and level to give millions of Negroes a sense of dignity and destiny.” Answering questions on April 9, 2015, following a speech at The University of the West Indies in Kingston, Jamaica, President Obama said: “I think that all people want basic dignity and want basic freedom, and want to be able to worship as they please without being discriminated against, or they should be able to speak their mind about an important issue pertaining to their community without being arrested.” “That’s true today, but it was also true of Marcus Garvey in 1923,” Beckles said. “The principles of reparatory justice on which the Caribbean Reparations Commission are founded, are the same principles that should be applied to repair and restore Garvey’s good name in the annals of US and world history.” The philosophy and teachings of Marcus Mosiah Garvey have long been internationally recognized for its strong and enduring influence on the independence movements in the Caribbean and Africa, on Rastafarianism and on the black liberation and Black Lives Matter movements in North America. In addition to these resources, the communities in the northeast are also seeking to unlock the promising potential for activities such as bird

Caribbean Region First To Be Free Of Local Measles Transmission

CARPHA Executive Director, Dr James Hospedales PORT OF SPAIN, Trinidad -- The Caribbean, and countries of the Americas, are first in the world to be declared free of local measles transmission. This historic announcement was recently made by the International Expert Committee for Documenting and Verifying Measles, Rubella, and Congenital Rubella Syndrome Elimination in the Americas at the 55th Directing Council of the Pan American Health Organization/World Health Organization (PAHO/WHO). This

means that children in the Caribbean are now less likely to be affected by measles, once they are vaccinated. Measles affects mostly children and is one of the most contagious diseases. However, widespread use of the vaccine has led to a great reduction in measles cases in the region. “No local measles cases have been reported in the Caribbean region since 1991,” stated Dr James Hospedales, executive director, Caribbean Public Health Agency (CARPHA). He warned, however, that “we cannot become complacent, as measles still circulates in other parts of the world.” He went on to say, “Due to the high intensity of international travel related to the large tourism sector, the Caribbean region remains at high risk for the importation of measles and rubella cases.” Between 1971 and 1979, more than 100,000 deaths in the Americas were attributable to the disease. Measles is transmitted by airborne droplets or via direct contact with secretions from the nose, mouth, and throat of infected individuals. It can cause serious complications including blindness, severe diarrhoea, ear infections and pneumonia, particularly in children with nutritional problems. Measles is the fifth vaccine-preventable disease to be eliminated from the Caribbean and countries of the Americas, after the regional eradication of endemic smallpox in 1971, polio in 1994, and rubella and congenital rubella syndrome in 2015. UNDP has already delivered 9,000 plastic tarpaulins for roofs and 5,740 mattresses to the Port of Santiago, to assist the needs of the population as a part of its Action Plan in Cuba. Specialized tools, zinc sheets, and roofing modules will be purchased to provide a durable housing solution for 14,300 families. “Cuba has a strong understanding of risks and has been investing in the prevention of natural disasters, and UNDP has always supported their efforts. An example of that was the response to Hurricane Sandy where we worked together to rebuild houses with the participation of communities,” Myrta Kaulard, UNDP resident representative in Cuba stated. She also complimented the effort of the local authorities to save lives and recover the infrastructure. Hurricane Matthew hit the Eastern provinces of Cuba on 4 October with winds of 125-156 mph (200-250 km/hr) and waves up to 26 ft (eight meters) high. More than 600,000 people were affected, and 38,000 homes damaged, officials estimated. With more than 40 years of experience in Cuba, UNDP has initiated, hand in hand with local authorities, an early and resilient recovery process, with emphasis on rebuilding houses, to address the immediate needs and lay the foundations for a long-term recovery and strengthening the capacities of affected communities. Without these banking relationships, businesses are cut off from international trade and financing, families are unable to collect remittances from relatives working abroad, and foreign investors may be unwilling to invest if there is a risk they will be unable to repatriate their profits. A survey conducted by the Caribbean Association of Banks shows banks in 12 countries in the region have experienced loss of correspondent banking, among them The Bahamas, Belize, Guyana, Jamaica, Suriname, Trinidad and Tobago, and countries in the Eastern Caribbean Currency Union. In Belize, the withdrawal of correspondent banking relationships is systemic, with affected banks’ assets amounting to more than half of the domestic banking system’s assets. In other countries, the loss of correspondent banking relationships has not reached systemic proportions but still presents an urgent threat. Increased regulation of banking systems globally -to address concerns about tax evasion and combat money laundering and the financing of terrorism -- has had the unintended consequence of making correspondent banking relationships costlier and less attractive to global banks. Increased enforcement and unclear regulatory expectations present correspondent banks with the possibility of large fines for noncompliance, particularly in cases where local privacy laws prohibit the sharing of information about banks’ customers. Thus, the withdrawal of correspondent banking services is seen as “de-risking” by global banks. Another concern highlighted during the forum is the risk that increased monitoring would push transactions to informal channels, making it difficult to monitor illicit transactions and in effect countering anti-money laundering efforts. Search for solutions IMF officials said de-risking was an issue that the institution regarded as very important for its member countries and reaffirmed the IMF’s commitment to helping countries find solutions, including

technical assistance. “We believe a solution to this issue requires dialogue between countries, regulators and banks, and increased information exchange. This can help clarify regulatory expectations, build trust, facilitate capacity building, and highlight best practices,” Zhang said in his opening remarks. Panelists expressed a sense of urgency to address the impact of derisking on the region. They encouraged policymakers to examine the scope for collective solutions to mitigate the costs to individual countries of introducing measures -- such as taking advantage of better technology to facilitate information sharing and reduce the cost of providing correspondent banking services. Shakeup in Caribbean tourism? The Caribbean forum also featured a lively discussion on the likely impact from the normalization of relations between Cuba and the United States. Panelists agreed the tourism sector was the most likely to be affected. Challenges would arise if, as seems likely, Cuba opens up to tourists from the United States, potentially diverting tourists away from other Caribbean destinations in the short term. However, the consensus among panelists was that the opening up of Cuba should be viewed not as a threat but as an opportunity to expand tourism in the rest of the Caribbean -- an opportunity to become more competitive and to build the Caribbean brand. “The region has shown its resilience on this front before -- when the Dominican Republic emerged as a tourist destination. It can be done again,” Zhang said. Underscoring the need for regional cooperation, keynote speaker Gervase Warner, president and CEO of Trinidadbased Massy Group, called on the region’s leaders to address disadvantages caused by small economies. “There’s no cavalry coming to our rescue,” he said, and challenged them to take a collective approach to solving the region’s problems. US Election 2016: 'Mike Pence' Gifts To Abortion Provider Surge

Donations to US abortion provider Planned Parenthood in the name of Vice President-elect Mike Pence have surged. Donald Trump's running mate, who has been a long-time opponent of Planned Parenthood, will be sent a gift certificate for every donation made. The campaign, aimed at embarrassing Mr Pence, began in 2011 when as an Indiana congressman he introduced several anti-abortion measures. They included the first bill to strip the provider of all federal funding. In March this year, as Indiana governor, Mr Pence signed an anti-abortion bill that is seen as one of the most restrictive in the US, barring abortion in Indiana on the basis of disability, gender or race of the foetus. Parts of that law were blocked by

the courts, but not until after a social media backlash which saw women phoning or tweeting Mr Pence details about their menstrual cycles under the hash tag #periodsforpence.

There had already been a significant rise in gifts to the country's biggest abortion provider in the wake of Mr Trump's election last week. But then over the weekend, many women went on social media to say they had made a donation in Mike Pence's name. Mike Pence's antiabortion stance mirrors that of Presidentelect Trump, who wants to cut funding to Planned Parenthood, and who has in the past said women should be punished for undergoing an abortion if it were made illegal, though he later withdrew the statement.

Planned Parenthood hasn't commented in detail on the post-election trend of donating in Mr Pence's honour. But the organisation said on social media they had been "blown away by the support" and acknowledged that many people are donating in both Mike Pence's and Hillary Clinton's names. The vice president-elect has so far not commented on being the nominal donor of thousands of dollars to the organisation. (BBC)

Assange Faces Sweden 'Rape' Questions In Ecuadorean Embassy

Julian Assange has been holed up at the Ecuadorean embassy since June 2012(PA) Sweden's chief prosecutor is questioning WikiLeaks founder Julian Assange about a rape allegation at the Ecuadorean embassy in London. He denies the allegation that he raped a Swedish woman in 2010. Swedish prosecutor Ingrid Isgren is listening as an Ecuadorean prosecutor puts the questions to Mr Assange. He took refuge in the embassy four years ago, fearing extradition. He says the sex was consensual and believes the allegations are politically motivated. The accusations relate to a visit Mr Assange made to Stockholm in August 2010 to give a lecture. He has refused to travel to Sweden for questioning citing concerns

he would be extradited to the US over WikiLeaks' release of 500,000 secret military files on the Afghanistan and Iraq wars. However, lawyers argue that his extradition from Sweden would be even less likely than from the UK. Mr Assange is accused of raping a woman, named in legal papers as SW, at her home in August 2010. Swedish prosecutors dropped part of their investigation last year because of a statute of limitations. It's taken many months of tortuous diplomatic and legal exchanges just to get the Swedish prosecutor in the door. Under the agreement worked out with Ecuador, the Swedes were not allowed to question Julian Assange directly. Instead questions were to be submitted in Spanish and put to the Wikileaks founder by an Ecuadorian prosecutor. No followup questions were allowed. This may explain why the Swedish prosecutor had been reluctant to question Julian Assange in London, insisting it would "lower the quality of the interview". She changed her mind in March 2015, a few months before lesser allegations made against Julian Assange had to be dropped because of a time limitation. At

the embassy Mr Assange is beyond the reach of the UK authorities. Sweden has issued an arrest warrant for him, which he has appealed against. Shortly after Ms Isgren entered the embassy, a cat - said to belong to Mr Assange - appeared at one of the windows and began watching the journalists and Assange supporters gathered outside. The cat has its own Twitter feed, which says it lives with Mr Assange and is "interested in counterpurrveillance". Confidentiality A statement on behalf of the Swedish prosecutors, quoted by the Press Association, said the investigation would remain confidential, including the interview at the embassy. "Therefore, the prosecutors cannot provide information concerning details of the investigation after the interview," it said. One of Mr Assange's lawyers, Per Samuelson, said his client "is very happy that he finally will be given the opportunity to give his statement to the Swedish prosecution. New Zealand Hit By Aftershocks After Severe Earthquake Strong aftershocks have rocked New Zealand following a 7.8-magnitude earthquake that killed two people. The South Island has seen hundreds of tremors, including a 6.3-magnitude quake, after the initial one struck after midnight on Monday. The epicentre is northeast of Christchurch, near the town of Kaikoura which has been cut off by landslides. A large river dammed up by a landslide also breached its banks, sending a "large wall of water" downstream. Residents around the Clarence River - one of the largest on South Island - were being urged to move immediately to higher ground. Military helicopters and a navy ship are being sent to evacuate more than a thousand people who remain stranded in Kaikoura. The aftershocks have left some communities without power and water, although authorities are slowly restoring supplies. Prime Minister John Key described the scene in Kaikoura as "utter devastation" while flying over the area. He said the damage bill will likely be in the "billions of dollars", according to a statement seen by Reuters. GeoNet, a government-funded project monitoring earthquakes, said the first earthquake was actually two related tremors, and that aftershocks would continue over the next few months. As the aftershocks keep coming, Kiwis up and down the country are sharing the same emotions. Exhaustion from a sleepless night, concern for those still cut off from communication, and sadness for the two people who lost their lives. But there is also real relief. This earthquake was greater in magnitude than 2011's Christchurch tremor, but it didn't bring the same level of devastation. The cost of rebuilding will be huge - major parts of New Zealand's infrastructure have been twisted and snapped out of shape. But as is often the case when disaster strikes, New Zealand's people have pulled

together, checked on their neighbours and offered each other a safe haven. line Authorities have spent the night and day rescuing and evacuating residents along the east coast. New Zealand media reported that a 100year-old woman and her daughter-in-law were pulled out alive from their home in Kaikoura, after the house collapsed in the first earthquake. The younger woman's husband died. A woman also died at Mount Lyford, southwest of Kaikoura, though there are reports she may have died from an existing medical condition. Waves of around 2m (6.6ft) hit the coast shortly after the first earthquake. Authorities have since lifted a tsunami alert, but are still warning people to stay away from the shoreline. Kaikoura, a popular tourist destination with a population of about 3,600, saw its main road blocked by landslides, with telecommunications, water and power supplies cut off. The operation to rescue those that remain stuck there could take several days, with each NH90 helicopter being deployed only able to carry 18 people at a time, Air Commodore Darryn Webb told the Associated Press news agency. Video footage shot from a helicopter showed three cows left stranded on a tiny island of grass after the surrounding earth collapsed from landslides near Kaikoura. Mr Key, the prime minister, told reporters that he believed the number of fatalities would remain low, while civil defence minister Gerry Brownlee said damage to infrastructure appeared to be the biggest problem. One expert told

TVNZ that the low number of fatalities may have been due to the fact that the first quake struck in the middle of the night. “People were safe in their homes, homes might get damaged but they're safer for the people inside," said Ken Elwood from the University of Auckland. The quake also caused damage in Wellington on the North Island, where the city's central business district (CBD) remained quiet on Monday as workers cleared debris and checked buildings. Resident Adam Roland told the BBC: "The CBD's been closed off so most people are either working from home or not working today." GeoNet said the first quake was the strongest to have hit New Zealand since a 7.8-magnitude earthquake in 2009 in a remote area of the South Island. The US Geological Survey measured it at magnitude 7.8, while GeoNet put it at 7.5. New Zealand lies on the Ring of Fire, the fault line that circles virtually the entire Pacific Rim bringing frequent quakes and volcanic eruptions. Teenage Magazine Sparks Anger Over 'Victim-blaming' Rape Advice

Responding to the victim, the column implied that she had been raped because she lied to her mother(SARA JANELLE) An advice columnist's response to a letter about rape has sparked an angry backlash in Singapore and accusations of victimblaming. In the letter to Teenage magazine's agony aunt, the writer, apparently a teenage girl, said she was raped by a friend and had "no-one to turn to". The Dear Kelly columnist said in reply that she had "acted like a girl who had been around" and should be "grateful he wore a condom". It also added that she was too "naive". The teenage girl recounted a series of events in which she had lied to her parents to stay over at a boy's place unsupervised. She drank wine for the first time and had kissed and cuddled the boy before he started to undress her. She said she had had too much to drink and did not protest. She adds that she was unable to remember anything after, but found herself naked in bed the next morning beside him when he told her that he “didn't know" she was a virgin. Kelly Chopard, the writer behind the column, said the victim had "acted like a girl who has been around". "You

gave the idea that everything was okay, you accepted wine, then there was the dancing, kissing," she said in her column. "You can't blame him for thinking a sexual connection was all right. Frankly, I understand why the guy misunderstood." It added that the girl was "naive and inexperienced", adding that she could "be grateful that he wore a condom so there is little fear of an unplanned pregnancy or STD". High temperatures can lead to devastating droughts(GETTY IMAGES) 2016 looks poised to be the warmest year on record globally, according to preliminary data. With data from just the first nine months, scientists are 90% certain that 2016 will pass the mark set by 2015. Temperatures from January to September were 1.2C above preindustrial levels, according to the World Meteorological Organization (WMO). The body says temperatures should remain high enough for the rest of the year to break the previous record. El Nino has had an impact, but the most significant factor driving temperatures up continues to be CO2 emissions. What is climate change? The provisional statement on the status of the global climate in 2016 has been released early this year to help inform negotiators meeting in Morocco, who are trying to push forward with the Paris Climate Agreement. The document says the year to September was 0.88 above the average for the period between 1961-90, which the WMO uses at its baseline. The whole of 2015, which broke the previous record by a significant amount, was 0.77 above the 1961-90 average. While there are still a couple of months to go this year, a preliminary analysis of the October data

indicates that 2016 is very much on track to surpass the 2015 level, which in turn broke the previous high mark set in 2014. "Another year. Another record. The high temperatures we saw in 2015 are set to be beaten in 2016," said WMO secretarygeneral Petteri Taalas. "In parts of Arctic Russia, temperatures were 6C to 7C above the long-term average. Many other Arctic and sub-Arctic regions in Russia, Alaska and north-west Canada were at least 3C above average. We are used to measuring temperature records in fractions of a degree, and so this is different," said Mr Taalas. The report highlights the fact that other long-term climate change indicators are also breaking records. The amount of greenhouse gas in the atmosphere continued on its upward march in 2016. Arctic sea ice continued to melt in significant amounts, while the Greenland ice sheet displayed very early melting this year. Experts believe that the El Nino weather phenomenon played a role in the record warm temperatures seen in 2015 and 2016. They quantify it as roughly 0.2 of a degree - but the bulk of the warming is coming from the accumulation of greenhouse gases. And the impacts of that warming are being widely felt.

Tomorrow is World Diabetes Day (WDD) which was first introduced in 1991, and founded by both the International Diabetes Federation and the World Health Organization. In reaction to the rise in cases of Diabetes worldwide, it was decided to choose a day of the year to raise awareness of Diabetes and related causes. The day chosen was the birthday of Sir Frederick Banting, a medical scientist who codiscovered Insulin and was the first person to use it on humans. The theme of World Diabetes Day regularly changes. For example, the theme for the day between 2009 and 2013 was education and prevention, and in the past such themes have been used such as human r i g h t s , l i f e s t y l e , o b e s i t y, t h e disadvantaged and vulnerable, and children/teenagers. Various events around the world mark the day including raising awareness in the media, lectures and conferences, sporting events, and leaflet/poster campaigning. “Going blue” is another global event to mark the

day, where people wear blue and landmark buildings and monuments around the world are lit up in blue, to help spread awareness of the day. Diabetes is the common name for a range of conditions including diabetes mellitus type one and diabetes mellitus type two, diabetes insipidus and gestational diabetes. These are all conditions, which affect how the pancreas (an organ in the digestive system) secretes insulin or how the body reacts to this hormone. Depending on the type and severity, diabetes is controlled by dietary measures, weight loss, oral medication or injected or inhaled insulin. There is a wide range of short and long-term complications of diabetes including foot and eye problems and vascular diseases. It is estimated that one in three residents of the United States will develop diabetes at some point in their life. On December 20, 2006, the United Nations (UN) passed a resolution to designate November 14 as World

Diabetes Day. The occasion aimed to raise awareness of diabetes, its prevention and complications and the care that people with the condition need. Ending the day at 102 for three the Pride, led by Kenroy Williams (46) and Justin Greaves (41), managed to compile 237 all out, still 140 runs short of the Hurricanes first innings total.
