Magistrate Fabayo Azore has released 52-year-old, Taxi Driver, Peter Thompson on GY$25,000 bail after he appeared before her in the Georgetown Magistrate’s Court charged with unlawfully and maliciously damaging household property. He is slated to return before the court on November 28, 2016 for continuation into the matter. Unrepresented before the court, the father of three had initially pleaded guilty with an explanation. However he revealed to the court that the damage he had done was not on purpose but in fact, he fell down and tried to balance himself but damaged the items in the process. After hearing his explanation, the Magistrate entered a not guilty plea on his behalf and the prosecution did not object to bail. It is alleged that on November 11, 2016 in the vicinity of Georgetown the accused unlawfully and maliciously caused damage to household items in the sum of GY$1,105,000, property of his common-law wife, Rita Howard.

Top Cop Says No Proof Of Legal Firearms Used In Robberies Commissioner of Police, Seelall Persaud yesterday told reporters that he cannot recall that there is proof to support the claim by President David Granger that persons are using legal firearms rented to them by licensed owners to commit crimes. President David Granger recently stirred up controversy when he appeared on “The Public Interest” saying that government is looking to reduce the issuance of firearm licenses since there are cases where “legitimate firearms license holders…rent their weapons out to criminals who would go and rob somebody and maybe give them a part of the loot”. However, Persaud at a press conference said the he cannot recall of any evidence to substantiate that claim. “I don’t recall that evidence has been collected to prove that, in any of the cases…I know that there are a few ongoing investigations where the line of inquiry suggests that. There is a current murder investigation where that is one of the lines of inquiry by the detectives,” he said. Crime Chief, Wendell Blanhum related that so far for 2016 there was one case where a legal weapon was used in a murder but it was later confirmed that the weapon was stolen. “It was not a case where the firearm holder would have rented the gun to the accused,” he explained. The Commissioner explained that the GDF does not go through its data to determine whether a weapon is legal or illegal unless it receives information which suggests that this may be so. The top cop said that is due to the lack of essential technology. “The specimens that we keep are in the thousands and to make that analysis, it’s a manual comparison that you have to do. So, we may in the future, acquire technology that we can put those information in that we collect from the scene; like we do with the fingerprints and automatically it makes that match. Because it’s a manual procedure, we only go with the information that surfaced,” Persaud said. President of the Guyana Association of Private Security Organisation, Christopher Thompson who was also at the press conference expressed concerns about claims of

private security firms also misusing their weapons; a claim he said to be untrue. However, commissioner Persaud said that there is more than one case where security firms have been known to issue firearms to an untrained person.

UG Graduates Urged To Remain And Work Many students who graduated at the 50th Convocation of the University of Guyana told the Guyana Daily News that while they would like to adhere to Dr. Vincent Adams advice to stay and work in Guyana, the government must provide the necessary environment for this to happen. The grandaunts heavily criticized the doctor for his comments, stating that he should have led by example. Dr. Adams is a University of Guyana (UG) graduate, who migrated to the United States (US) and eventually rose to a senior official of that country’s Department of Energy (DOE). Some of the prospective employees called the Doctor’s comments hypocritical, stating that he should “do as he say”. Dr. Adams urged those who graduated to remain and build Guyana because it is destined to become a prosperous nation, even as a number of developed nations frown on foreigners. “At the risk of sounding somewhat hypocritical, I would urge that you stay home in Guyana to take advantage of the opportunities that I foresee on the horizon,” Dr. Vincent Adams, currently Deputy Manager of the DOE’s cleanup efforts at two gaseous diffusion plant sites Ohio and Kentucky, told UG’s 50thConvocation at the Turkeyen Campus, Greater Georgetown. A total of 1,628 students graduated with masters and bachelor’s degrees, associate

degrees, diplomas and certificates. Six students were received Master’s Degree in Internal Medicine/Infectious Diseases, six in Master’s Degree in Public Health and three the Bachelor of Science in Medical Rehabilitation and nine, including UG staffers from the Facilities Maintenance Division, received the Diploma in Industrial Engineering.

City Hall Wants Millions Without Forensic Audit A motion was presented by Georgetown Councilor Junior Garette, for a bailout from central government to the tune of $600 million dollars for City Hall. The motion will then be presented to Communities Minister Ronald Bulkan on November 16, 2016. According to the controversial councilor, the money will be used to assist in clearing City Hall’s debts to its garbage contractors; help with payment of wages and salaries; prepare the City for Prince Harry’s visit and for additional works to be done in time for the Christmas season. Some political commentators have cited the recent auditor general’s report, where it was highlighted that City Hall was given the sum of $300M by central government for the Georgetown restoration initiatives for environmental improvement and improved health and well-being, however, the full amount was expended as at December 31, 2015. The audit revealed that $6.2M was expended for the purchase of a double cab pick-up for the City Police, $52.163M for the bush cutting of the Le Repentir Cemetery and $241.637M for the restoration of Georgetown and that 212 payment vouchers examined

and there were a number of discrepancies were unearthed. As such, they are contending that a forensic audit should be conducted at City Hall before any monies are given to that entity and proper systems should be put in place to ensure checks and balances.

PPP/C Concerned With Judiciary’s Administration Of Justice The People’s Progressive Party/Civic (PPP/C) Parliamentary Opposition yesterday said that it notes with deep concern certain recent development in the Judiciary which it claim is affecting the administration of justice. General Secretary of the Party, Clement Rohee, said at a press conference held at the PPP/C’s Headquarters in Robb Street, Georgetown, that the party was made aware of dire shortage of judges in the judicial system and is also aware that the Judicial Service Commission (JSC) has made recommendation to President David Granger for the appointment of several judges to the High Court and Court of appeal several months ago. Rohee related that to date no such appointment and said one can infer that

the reason because this was because that the appointment of the President. “A reasonable inference one can draw is that the nominees from the JSC (i.e. Judicial Service Commission) do not meet the approval of the executive. This is quite unfortunate because the approval of the executive of the nominees of the JSC is not a constitutional requirement,” he explained. Rohee went on to say that the retirement of Chief justice (Ag) Ian Chang Sc. has created a void in the Justice system. He said replacing Chang with former Justice of Appeal honorable Yonette Cummings-Edwards has left the Court of Appeal with only two Judges and as a result a high court judge put leave his

office and preside over the court of appeal every time it is in session. Rohee said that the PPP/C feels compelled to point that the work of Administrative Law Court is severely affected by this situation. He went on to say that in the circumstance that PPP/C is calling on President Granger Swiftly act upon the JSC recommendation as he is obligation to do under the Constitution.

Increased Patrols For Christmas Season

Commander of ‘A’ Division, Clifton Hicken The Guyana Police Force (GPF) has launched its policing plan for the Christmas season, which will take effect

from November 15 through January 15, 2017. Commander of ‘A’ Division, Clifton Hicken, told a media gathering yesterday that the Christmas plan will target crime, traffic congestion and road accidents, while Georgetown will be divided into five hubs. Mr. Hicken stated that the hubs were created in order to maximize supervision of Police in the city and its environs. He further stated that the sectors will be headed by an Assistant Superintendent, assisted by an Inspector and adequate ranks. He also noted that there will also be heighten special operations by Criminal Investigations Department (CID) Intelligence around the banks and other business places around the city. The Commander further stated that foot patrols will be done between 07:00hrs to 13:00hrs and 12:00hrs to 19:00hrs daily, motor cycles and vehicular patrols will

be round the clock. Addressing the gathering also was Traffic Chief Dion Moore, who said the public will be made aware of any road closure or diversion of traffic. He further explained that focus will be placed with respect to driving under the influence of alcohol; speeding; using hand-held mobile phone, whilst driving; overloaded mini buses/hire cars; touts operating at bus parks; failure to wear safety helmet; failure to wear seat belt; private-hire cars and obstruction- illegal parking. The traffic chief also said that in all divisions, patrols will be done by both cars and motor cycles round the clock as far as possible. He further mention that there will be increased usage of radar guns and breathalyzers along with usage of Closed Circuit Television (CCTV) footages to capture errant drivers.

An unidentified male who drew a loaded firearm at police ranks responding to a report of larceny of sheep, was fatally shot by one of the ranks with a service revolver, about 0620h. this morning in a farm house at Lochaber Village, West Canje, Berbice. Investigations revealed that on November 12, 2016, a cattle and livestock farmer from Betsy Ground, East Canje, Berbice, reported that a flock of 29 sheep was stolen from his ranch at Calabash Creek, East Canje, and based on information received, this morning the victim along with three police ranks, one armed with a service weapon, proceeded to a location at Lochaber Village, West Canje, where the victim positively identified twelve of his sheep tied at the back of a farm house. The ranks then proceeded towards the entrance of the farm house and were immediately confronted by a male, who rushed into the house, armed himself with a handgun and attempted to shoot the armed policeman who followed closely behind him and during this engagement the rank discharged his firearm several times at the suspect who fell. He was rushed to the New Amsterdam Public Hospital where he was pronounced DOA. The body is presently at Arokium Funeral Home awaiting to be identified before a post mortem is done. An unlicensed silver coloured Taurus pistol and six live matching rounds were retrieved. The house was searched and the following articles were found. One (1) plum phone, two (2) silver finger rings, one (1) silver chain, one (1) Compact Laptop Computer, and several electronic gadgets. The first four (4) items were positively identified by one Ravendra Bipram, 27 years, of Anchorville, Port Mourant, Berbice, as his properties. He was allegedly robbed at gunpoint about 1930h. on November 11, 2016, at Smythfield Access Road, New Amsterdam, Berbice, by a male fitting the description of the deceased who brandished and discharged a round in his direction, from a silver handgun. The farm house is allegedly owned by a known convict who lives at Mount Sinai, New Amsterdam, Berbice. As a result, a team of police went to alleged owner Mount Sinai’s home and arrested a 28 year old male from Sand Hills, Berbice River, after an unlicensed Taurus pistol with ten (10) live matching rounds was found on his person. The house was searched and the following articles were found: one (1) laptop computer, seven (7) cellular phones, a pair of binoculars. Two (2) motor cycles, a motor car and a lighting plant were also taken into custody. The owner was not at home. Investigations are in progress. Guyana Police Force Press Release

These proposals centre on education, Information and Communication technology, arts and agriculture and are expected to benefit youth in communities throughout Demerara – Mahaica (Region Four). In an invited comment, the First Lady said that she was pleased that she has been able to offer advice and information to Mrs. Clarke- Solomon, so that her planned projects can come to fruition. “I hope I was able to give her the insight and advice that she needs to get up and running and to run successful programmes here in Guyana…I pointed out to her that several Ministries have programmes she might want to contact them about and she wants to focus on Region Four so I pointed out the NDCs and RDCs who might be good partners for her,” Mrs. Granger said. Guyana’s Attendance Of COP22 Critical To ‘Green’ Development Agenda

President David Granger President David Granger has described Guyana’s ‘green state’ policy as central to the long term development of the country, following a briefing meeting with the technical team attending the 22nd Session of the Conference of Parties to the United Nations’ Framework Convention on Climate Change (COP22) in Marrakesh, Kingdom of Morocco. The President, who arrived, today, was invited by the King of Morocco, His Majesty Mohammed VI to attend the Joint High Level Segment (HLS) of COP22 on November 15, 2016.

Speaking on Guyana’s participation at the event, President Granger, who is slated to be 28th of 156 speakers listed to address the HLS, said that it is critical that Guyana uses the opportunity to advance its case and ensure support for its push toward the development of its ‘green’ agenda and take advantage of the international momentum towards climate resilience and environmental management and protection. “We need to establish partnerships with the international community. We need to work with the institutions, which are propelling the changes taking place in the world at COP21 and 22 in particular… The engagement with the international community is very important and we need to make the world aware of the circumstances in which Guyana finds itself and we need to build partnerships with non-governmental organisations and with other States. We could not do that by staying out of COP22,” he said. Leading Guyana’s technical team at the Pre-COP, which includes Ms. Janelle Christian, Head of the Office of Climate Change, Mr. Marlon Bristol, Head of the Project Management Office and Ms Khandila Ramotar, Climate Change Officer in the Office of Climate Change, at the PreCOP meetings, Ms. Schwiers-Ceres said that they were able to complete a Terms of Reference for capacity building at the

national level so that Guyana is now positioned to gain support for the development of a cadre of trained professionals, who would be able to drive the ‘green’ agenda forward and, importantly, the implementation of Guyana’s Nationally Determined Contribution under the Paris Agreement. In addition to the official programme, the President will participate in a number of bilateral and other high level meetings including a meeting with the Minister of Climate and Environment of Norway, Mr. Vidar Helgesen and SecretaryGeneral of the Commonwealth, Baroness Patricia Scotland. Also on the President’s official agenda is a Lunch, offered by King Mohammed VI in honour of the Heads of participating delegations of the HLS at the Marrakech Real Palace. The European Union Cocktail Reception for the exchange of views on the expected outcomes of the Conference is also on President Granger’s agenda. Minister of Finance, Mr. Winston Jordan is also part of the delegation. More than 100 countries have now ratified the Paris Agreement, which entered into force on November 4, 2016. The first session of the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA1) is taking place in conjunction with COP22. (GINA)

As the 48 Hour Joint Operation Safeguard concluded, one of the major outcomes was the simultaneous search and seizure procedure carried out at the Georgetown and New Amsterdam Prisons during the period. The search at the Georgetown Prison, Camp Street ended with the discovery of 21 improvised weapons and knives, 20 razor blades, 558 grams of marijuana, 22 cellular phones, together with a number of other items. It was noted however that the raid at the New Amsterdam prison did not accumulate as much items but was also successful in ridding the prison of prohibited items and objects. The items found have brought into focus the safety of the officers working for the Prison Service and as such it has been planned that the number of searches will increase so as to maintain safety and control the items being housed in the prison. Forecasters Watching Caribbean For Possibility Of Late-season Storm

By Caribbean News Now contributor MIAMI, USA -- Surface pressures are slowly falling over the southwestern Caribbean Sea, and a broad low pressure system is expected to form in this area during the next day or two. According to

the National Hurricane Center in Miami, environmental conditions are forecast to be conducive for slow development of this disturbance, and a tropical depression could form by late this week or over the weekend while the low drifts northward or northeastward, which could bring rain to the Cayman Islands, Jamaica and parts of Cuba. The chances of a tropical cyclone forming during the next ďŹ ve days are estimated to be 60 percent. If the system strengthens into a tropical storm, with a a closed circulation and sustained winds of 39 mph, the next name on the list is Otto. The Atlantic hurricane season ends on November 30 and tropical storms in November, while infrequent are not unheard of. The last tropical storm to form entirely in November in the Caribbean was Tropical Storm Gamma in 2005 at the end of an extraordinarily active season with a record 28 tropical or subtropical storms, including hurricanes Katrina and Wilma. Caribbean Support For Call On Obama To Cleanup Garvey's Name Before Leaving White House from Marcus Garvey to Martin Luther

Marcus Mosiah Garvey, Jr. CASTRIES, St Lucia -- The head of the Caribbean’s top university is getting support from the region for his call on the departing black American president to clean-up Marcus Garvey’s name before l e a v i n g t h e W h i t e H o u s e . Vi c e chancellor of the University of the West Indies Prof. Sir Hilary Beckles, over the weekend called on US President Barack Obama “to grant a posthumous pardon” to Marcus Mosiah Garvey, Jr., for his 1923 mail fraud conviction in the United States. Beckles has received support from Earl Bousquet, a Saint Lucia-based Caribbean journalist who is also chairman of the island’s National Reparations Committee (NRC). “The Caribbean and the black world need to support Sir Hilary’s call, which is on behalf of the entire Caribbean and in support of a move already under way by Garvey’s family, with the full support of black America,” Bousquet said. Beckles’ call followed Jamaica’s observance of National Heroes Week, the annual celebration of the country’s heroes and martyrs and while Jamaica, the

Caribbean and the world, are observing the United Nations-declared Decade for People of African Descent. The UWI vice chancellor noted that Garvey was the victim of trumped-up charges orchestrated by the late J. Edgar Hoover, “the famously anti-black director of the US’s Federal Bureau of Investigation.” He called on President Obama to exonerate Garvey before he leaves office, because “it is the right and proper thing to do.” Bousquet, a 40-year veteran who was earlier this year awarded the Saint Lucia National Medal of Honour (Gold) “for his Contribution to Journalism”, said Obama “should also be encouraged to expunge the disgraced J. Edgar Hoover’s name from the FBI headquarters building.” He said Obama “should also be encouraged to order a comprehensive probe into and exposure of all Hoover’s dirty deeds against black leaders and others he politically persecuted and falsely prosecuted.” According to Bousquet, “J. Edgar Hoover’s fingerprints are all over the destruction of every black American leader in his time as the head of the FBI,

King. “His dirty deeds are on record in a letter now on the desk of the current FBI director, who claims he keeps it as a reminder of what not to do.” A former press secretary to Saint Lucia’s former prime minister, Dr Kenny Anthony, Bousquet said, “There were no e-mails in Hoover’s time to be exposed by the likes of Wikileaks today. “But, just as the records exist today to show Hoover framed Garvey, so too are the records of his dirty deeds as a racist director who used the FBI as a political tool to frame and punish, suppress and repress, jail and banish black leaders in and from America.” A global petition campaign demanding that Garvey’s federal record be expunged has generated tens of thousands of signatures. Speaking at a local government elections campaign meeting in Fyzabad on Saturday, Rowley said that despite $5.2 billion already being spent on the controversial project, the Government was now scrambling to recover money from OAS Construtora, the Brazilian main contractor which has gone bankrupt. In 2011, the People’s Partnership government signed a contract with Brazilian firm OAS Construtora, for the construction of the highway at a cost of just over $7 billion. (Caribbean News Now!)

Source: perivansolutions.co.uk Jamaica – Fed up with the poor treatment experienced at public hospitals, Jamaicans continue to give the country’s public health-care system a failing grade, revealed a recently conducted survey of the health sector. Health workers’ rude attitude and lack of care and compassion, especially for the poor, terrible service and treatment, and the extremely long wait times to get through were the main things that irked persons who sought medical attention in the public sector. In The Gleaner-commissioned study conducted by Johnson Survey Research Ltd, 44 per cent of the participants ranked the health-care system as ‘not so good’, compared to the miniscule four per cent who rated it as ‘one of the best’ in response to being asked how they would rate the health-care system in Jamaica. Asked why they felt that way, 39 per cent said the wait time was too long and the service too slow; and 22 per cent said health-care workers didn’t care, were rude, and offered poor service. In fact, 20 per cent of the respondents went as far as to say health-care workers “treat you like animals”. Polling 1,200 men and women between ages 18 and 65 during the month of September, the survey sought to gauge Jamaicans’ view of the health-care system and the improvements needed. Of the 75 per cent who believe Jamaicans do not have access to good-quality health care in the country, 57 per cent said the poor in the country were not cared for, hence one needed money in order to get proper health care. Ann-Marie Anderson,

who took her mother to the Kingston Public Hospital (KPH) a few months ago after she collapsed, is among the many Jamaicans who are complaining about the quality of care meted out at public hospitals. “We don’t really have any money, so when she fell down in the kitchen, wi rush her to public. Mi nah lie. Mi wish, mi wish mi had money. Is really the first I go to the emergency there, and because the nurse look at her and say she wasn’t that serious, you know how long wi sit down there waiting before wi see a doctor?” she shared with The Gleaner. She said she was at pains to leave her mother there, but after waiting several hours, she had no choice but to leave her in the waiting area and go to their Richmond Park, St Andrew, home for clothing and other items. When she got back to KPH, her mother was still waiting. “We practically spend the whole day before anybody pay her any mind and mi have to keep asking them. You should hear how them talk to mi till them all start ignore mi. One nurse make mi know them have real emergency, so I must stop bother them.” She continued: “Mek mi tell you something, you dead in this country if you get sick and don’t have money.” Public-health nurse Karen McKenzie admitted that her colleagues could sometimes get “testy” with patients but pointed out that it was at most times out of frustration. Working in the publichealth sector for close to 17 years, including at three of the island’s hospitals, the Christian said it was often “the grace of God that keeps me from exploding sometimes”. “It is not perfect. We don’t have enough staff. We don’t have the things we need. We have to work two shifts sometimes, all three if the person to come relieve you don’t come, and you have to put up with a lot of things from the patients. I know

they say nurses rude to them, but you should hear some of the things that come out of them mouth. You should hear how them threaten us all the time,” she told The Gleaner. “Two wrongs don’t make a right, but respect goes both ways. Both the nurses and the patients and the people who come with them have to do better in how them deal with one another.” McKenzie is calling for the authorities to provide the necessary resources to help ease the burden on the health workers. She also echoed the cry that if nurses were paid better wages, there would be enough to have an equitable nurse-topatients ratio. Stakeholders have long been calling for the Government to adequately fund the health sector in order for it to be properly resourced. Jamaica spends on average five per cent of the gross domestic product (GDP) on the h e a l t h s e c t o r, h a l f o f w h a t i s recommended by international authorities. The dead clergymen have been identified as 27-year-old Pastor Ryan Jackson and 23year-old Deacon Bucklair Smith, both of Rose Heights in St

International Church of Jesus Christ Healing and Deliverance Ministry. The Montego Bay police report that about 5:40 pm police were on an operation in the Kerr Crescent area of Montego Bay when they heard several explosions and went to investigate. The police say two men opened gunfire at them when they got to the location. The police returned the fire, hitting one of the men who, they said, was later found with a 9mm pistol containing six rounds of ammunition. His accomplice managed to escape. Jackson and Smith were found with gunshot wounds and were taken to hospital where they were pronounced dead. The Independent Commission of Investigation has commenced a probe into the incident. A senior investigator told the Jamaica Observer that the former national football representative, who played once for Jamaica on the Under-23 team, was wanted in connection with a murder committed in St James earlier this year. Barbados: Delays Reported At Airport

Barbados Today:-There has been very little indication that the go-slow by immigration and customs officers at the airport at the behest of the National Union of Public Workers (NUPW) has had a major impact on the travelling or business public. The NUPW announced on Friday that the border security agency would take the first leg of industrial action to pressure Government into reversing a decision to revert NUPW President Akanni McDowall to an entry level position, dramatically terminating his acting role in a senior post. When Barbados TODAY visited the Grantley Adams International Airport today there were no signs of delays, with incoming passengers saying they had no complaints. Boxer Kimberly Gittens, who had arrived with her teams from Guadeloupe, described the customs and immigration process as “smooth sailing”. “I actually had a pretty reasonable time coming through Grantley Adams [International] Airport. I didn’t have any issues at all – no luggage issues, no stops at immigration, and that was the same for my teammates and they have actually come and gone. It was smooth sailing,” Gittens said. A similar account was given by a male passenger who arrived on a LIAT flight, which landed at about the same time as a much larger international flight. On Saturday, reports had surfaced of lengthy queues at the immigration checkpoint at the airport’s departure hall. However, one airport worker told Barbados TODAY this was par for the course. “Once September hits there are long lines at departure and long lines in arrival when the big planes land. So a big crowd or a long line is no evidence that there is a goslow,” said the airport official, who spoke on condition of anonymity. However, GAIA Corporate Communications Specialist Keith Goddard confirmed that there “were delays and this was regrettable”. Meanwhile at Terminal 2, staff at LIAT Cargo and Seawell Agencies said they had noticed no difference in the time it took for shipments to be processed or cleared. As a matter of fact, one customs officer told Barbados TODAY he was not sure if the call to industrial action applied to the cargo section as officers there had only learned of the go-slow through the media. At the Bridgetown Port, Custom’s Broker Marcus Evans told Barbados TODAY it has always been busy at the port and today was no different. Port officials confirmed that it was business as usual. However, NUPW General Secretary Roslyn Smith said the industrial action was a success based

on a lower than usual staff turnout and the go-slow. Following a meeting last Friday with a handful of customs and immigration officers, Smith had promised escalated industrial action if the union had not received a favourable response to its demand after the Public Service Commission’s meeting today. Smith had also said the union was confident of the support of its members to the cause. “We are satisfied with the commitment of the representatives. We even had a representative from the airport who have committed to the support of the cause. We have strong representatives throughout the public service,” Smith said at the time. Russian Economy Minister Ulyukayev Charged With $2m Bribe Russia's Economy Minister Alexei Ulyukayev has been accused of taking a bribe to endorse a state takeover. Russia's main anti-corruption body, the Investigative Committee (SK), said he received a payment of $2m (£1.6m). Mr Ulyukayev is the highest-ranking Russian official held since the 1991 coup attempt in what was then the USSR. The SK said he had "threatened" to create obstacles for Rosneft's operations when it took a 50% stake in another state oil company, Bashneft. The minister pleaded not guilty to the bribe charge and saw his arrest as "an act of provocation against a state official", his lawyer said. According to SK spokeswoman Svetlana Petrenko, "Ulyukayev was caught red-handed", receiving a $2m bribe on 14 November for giving a favourable assessment of the Rosneft deal. Investigators asked the court to place him under house arrest, Interfax reported. Mr Ulyukayev's deputy Yevgeny Yelin was appointed later on Tuesday as acting economy minister. Strange' arrest The apparent sting operation came after months of electronic surveillance, including phone-tapping, officials said. Unconfirmed reports said the internal FSB security service had run the entire operation. The arrest was big news on Russia's state-run TV channels. However, sources told the Novaya Gazeta website that Mr Ulyukayev himself did not take any money, contradicting earlier reports, and there was no video footage of his arrest. The economy ministry described the arrest as "strange and surprising". News of the minister's arrest sparked a mixture of shock and bewilderment. A stream of commentators have been telling viewers that this means that no-one is untouchable, or above the law. Even ministers. So on one level, the FSB operation is a clear show of state strength. A message to senior officials and far beyond. But elsewhere there are doubts, and questions about the possible politics behind this. Alexei Ulyukayev is a well-known economic liberal, with a career dating back to the turbulent market reforms of the 1990s. He's against increasing state-control of the economy and opposed the Bashneft privatisation deal which was led by a close and powerful ally of President Putin. So some suggest this could be a dramatic form of payback. More effective, than simply sacking him. Others see a symbolic blow to the liberal camp in government. Who's gaining from this? Alexander Shokhin, the head of the Russian union of industrialists and entrepreneurs, told Russian radio he had serious doubts about the arrest. "You would have to be insane, a month after the deal got legal and political approval, to threaten Rosneft and extort $2 million from [Rosneft Chief Executive] Igor Ivanovich Sechin, who is actually one of the most influential people in this country."You have to think Ulyukayev has spent 25 years in politics and they're portraying him like some kid who acts in that field like a complete novice. "It's hard to tell who's actually gaining from all this, apart from the SK which is diverting

attention away from their generals who are being investigated." If found guilty, Mr Ulyukayev, 60, could face a prison sentence of between eight and 15 years. An economic liberal in the 1990s, he became deputy chairman of Russia's central bank in 2004. He was appointed economy minister in 2013. A very strange privatisation It was only in October that Rosneft, an oil giant controlled by the Russian government, bought 50% of Bashneft for 330bn roubles ($5bn). Bashneft itself was one of Russia's largest state oil companies. Russia is in the middle of an economic slump, largely because of the fall in crude oil prices, and had lined up several state companies for privatisation to replenish state coffers. But the sell-off of Bashneft had been shelved in August, reportedly by the Kremlin because of a dispute over who would take it over. The controversial privatisation returned to the agenda early last month, apparently because of the government's need to raise money. Mr Ulyukayev promised last month that the entire sum paid by Rosneft would go to the Russian budget. Economic liberals had fiercely opposed the idea of a state-owned company acquiring the government's share in another state oil firm. It was seen as a victory for Rosneft's chief executive, Igor Sechin, who has long been a close adviser to President Vladimir Putin. The president said last month that he had been "rather surprised" by the government's earlier position to delay the deal as Rosneft was "strictly speaking" not a state firm as part of it was owned by BP. A Rosneft spokesperson told the Tass news agency it acquired the Bashneft stake "in accordance with Russian law, on the basis of the best commercial offer made to the operating bank". Mikhail Leontyev told Russian TV later that "there cannot be any threat of cancelling the deal". Bashneft was itself taken over controversially by the Russian state when its owner Vladimir Yevtushenkov was arrested. Charges against him were later dropped. (BBC)

"Unfortunately, this is a reality that we are dealing with in America today. There's no place for these types of attitudes in our state." West Virginia Democratic Party Chairwoman Belinda Biafore issued an apology to Michelle Obama "on behalf of my fellow Mountaineers", referring to a nickname for inhabitants of the state. "West Virginia truly is better than this. These radical, hateful, and racist ideals are exactly what we at the West Virginia Democratic Party will continue to fight against," she said in a statement. Government Rejects Leaked Memo's Brexit Claims A spokesman said the "unsolicited document" came from an external accountancy firm and had "no authority". Obtained by The Times, it warns Whitehall is working on 500 Brexit-related projects and could need 30,000 extra staff. And it highlights "divisions within the cabinet" over Brexit strategy. Prime Minister Theresa May hopes to invoke Article 50 - beginning the formal two-year process for leaving the EU - by the end of March next year. The government said the leaked memo entitled "Brexit Update" of 7 November - had been written by an unnamed consultant and was not a Cabinet Office document, as reported in earlier versions of this story. The prime minister's spokeswoman called it an "unsolicited document, not commissioned by the government or distributed widely across government". She added that someone from the accountancy firm Deloitte had produced it and "the individual is not working for the Cabinet Office on this". The person had never been inside 10 Downing Street and had not engaged with officials since Theresa May had become prime minister, the spokeswoman said. 'Worst case plans' The spokeswoman said Deloitte had been part of a team which worked on a specific piece of work after the referendum result, but this had been commissioned by David Cameron, and things had changed since then. She added that the government did not recognise what was in the memo, which criticises Mrs May, who it says is "acquiring a reputation of drawing in decisions and details to settle matters herself" - an approach it describes as being "unlikely to be sustainable". The document also identifies cabinet splits between Foreign Secretary Boris Johnson, Brexit Secretary David Davis and International Trade Secretary Liam Fox on one side, and Chancellor Philip Hammond and Business Secretary Greg Clark on the other. It says: "Every department has developed a 'bottom-up' plan of what the impact of Brexit could be - and its plan to cope with the 'worst case'. "Although necessary, this falls considerably short of having a 'government plan for Brexit' because it has no prioritisation and no link to the overall negotiation strategy." The memo also says big

businesses could soon "point a gun at the government's head" to secure what they need to maintain jobs and investment. The leak comes after Japanese car manufacturer Nissan said it had been given "support and assurances" over trading conditions once Britain leaves the EU. Former Conservative Chancellor Ken Clarke, a prominent supporter of the UK staying in the European Union, told BBC Radio 4's The World at One said of the memo: "I think it's probably entirely accurate. It rings very true." He added: "It's going to take a good six months to work out how to manage the damage [from Brexit]." Meanwhile, shadow chancellor John McDonnell has said the government's "shambolic" approach to Brexit is failing to equip the UK economy for leaving the EU. In a speech, he described the chancellor as isolated from cabinet colleagues and "too weak" to make Brexit a success. However, Mr McDonnell said Labour would not attempt to block or delay the triggering of Article 50 in Parliament. "To do so would put Labour against the majority will of the British people and on the side of certain corporate elites, who have always had the British people at the back of the queue," he said. Facebook’s Fake News Crisis Deepens Despite the best efforts of Mark Zuckerberg to downplay Facebook’s role in the election of Donald Trump, the scrutiny of how fake news is spread on the platform has intensified. Buzzfeed News is reporting that "more than dozens" of Facebook employees have created an unofficial task force dedicated to addressing the issue. Buzzfeed quoted one member of that task force, who did not want to be named over fears for their job. “[Mark Zuckerberg] knows, and those of us at the company know, that fake news ran wild on our platform during the entire campaign season,” the source said. Facebook has not responded to the BBC’s request for comment on Buzzfeed’s report. Meanwhile, Google on Monday announced it would do more to prevent fake news sites from making money through advertising. Shortly after, Facebook made explicit a similar restriction on the use of its ad network. Agitated Zuckerberg Earlier on Monday Facebook denied claims that a tool to whittle out fake news had been created before the election, only to be shelved due to concerns it would make Facebook look like it was censoring conservative views. Mr Zuckerberg appears to be increasingly agitated by the suggestion that fake news was a serious problem on his site. On Saturday night he posted a lengthy update to his profile page defending it. Facebook sign "Of all the content on Facebook, more than 99% of what people see is authentic,” he wrote. "Only a very small amount is fake news and hoaxes. The hoaxes that do exist are not limited to one partisan view, or even to politics." His conclusion: "Overall, this makes it extremely unlikely hoaxes changed the outcome of this election in one direction or the other." That statistic - 99% - has been the subject of much derision as it apparently refers to content of any kind being posted to Facebook. In May, Facebook came under heavy criticism after it was alleged that human editors working on the Trending Topics section of Facebook were removing stories that pushed a conservative or pro-Trump agenda. Mr Obama told reporters that Mr Trump had "expressed a great interest" in maintaining the US commitment to Nato. During the campaign, Mr Trump said he might abandon a guarantee of protection for fellow Nato countries. His statements alarmed the Baltic states, which fear Russian aggression. Article 5 of the Nato treaty commits allies to come to the aid of a member state under attack. However, in July Mr Trump said the US would only come to the aid of allies if they have "fulfilled their obligations to us". The US has long been pressing its European allies to spend more on defence. Calming nerves Mr Obama was speaking hours before his arrival in the Greek capital, Athens, on his final official overseas trip. He will later travel on to Germany and then to Peru. Security has been stepped up in Athens, where anti-US protests are planned. Mr Obama is expected to use his final foreign visit to calm nerves over the forthcoming administration of Mr Trump. The property tycoon's surprise election victory has raised concern among some world leaders after a string of controversial statements he made during his campaign. At a White House news conference on Monday, Mr Obama said his successor had "expressed a great interest in maintaining our core strategic relationships". He said this included "strong and robust Nato" partnerships, which he said would convey "enormous continuity" to the world. Egypt: Mohammed Morsi Death Sentence Overturned protesters during clashes with Brotherhood supporters outside

Egypt's highest court of appeal has overturned death sentences against ousted President Mohammed Morsi and ďŹ ve other Muslim Brotherhood leaders. The Court of Cassation ordered that the six men face a retrial in connection with a mass prison break during the 2011 uprising against Hosni Mubarak. Twenty-one life sentences for other Brotherhood members were overturned. Morsi was elected president in 2012 but was removed by the military a year later after protests against his rule. Although he is no longer at risk of execution, Morsi is serving three lengthy prison sentences relating to other convictions. Morsi and more than 100 other people were sentenced to death in May 2015 after being convicted of colluding with foreign militants - from the Palestinian Islamist movement Hamas and Lebanon's Shia Islamist Hezbollah movement - to organise a mass prison break. Morsi was being held at Wadi Natroun prison in January 2011 when armed men overcame the guards, freeing thousands of inmates. He and his co-defendants, including the Brotherhood's general guide Mohammed Badie, were also found guilty of the murder and kidnapping of guards, damaging and setting ďŹ re to prison buildings and looting the prison's weapons depot. In June 2015, a court upheld the death sentence against Morsi and 98 others after consulting Egypt's Grand Mufti, Shawi Allam. It was not immediately clear why the Court of Cassation overturned the sentences on Tuesday, but a Brotherhood lawyer said it had applied the law correctly. "The ruling was expected because [Morsi's conviction] was legally awed," Abdel Moneim Abdel Maksoud told the Reuters news agency. Morsi has also been sentenced to life in prison for allegedly conspiring to commit terrorist acts with foreign organisations and to another 40 years for allegedly leaking state secrets and sensitive documents to Qatar. He was sentenced to 20 years after being convicted of ordering the unlawful detention and torture of opposition

The prosecution of Morsi has taken place amid a wider crackdown on the Brotherhood, which President Abdul Fattah al-Sisi has outlawed and vowed to wipe out. Morsi's supporters have said the trials are politically motivated and attempts to give legal cover to a coup. They claim they are based on unreliable witnesses and scant evidence. Also on Tuesday, the Court of Cassation approved the decision to release Hosni Mubarak's two sons from prison, the state-owned Mena news agency reported. A lower court ruled in October 2015 that the time Alaa and Gamal Mubarak had spent in temporary detention exceeded the legal limit. Hong Kong Pro-independence Lawmakers Disqualified From Office Hong Kong's high court has disqualified two proindependence lawmakers from taking their seats in parliament. Sixtus Leung and Yau Wai-ching altered their oaths to insult China, and promote Hong Kong's independence from China, when being sworn in last month. Beijing pre-empted the court judgement, ruling last week that legislators who did not take their oath in a solemn way would be disqualified from office. Critics called the intervention a violation of Hong Kong's rule of law. The ruling has sparked large protests in recent weeks, both for and against the Chinese government's involvement. Judge Thomas Au said that Ms Yau and Mr Leung had clearly refused to be sworn in properly - and as such were disqualified from office. He also issued an injunction to stop them from acting as legislators. Ms Yau and Mr Leung condemned the ruling. "The judgement simply reflects that elections in Hong Kong are meaningless," Mr Leung told reporters after the ruling. "Our one role is to represent the Hong Kong people," he said, adding that they would appeal the ruling even though the court costs could bankrupt them. How did the controversy start? Mr Leung and Ms Yau, both members of the pro-democracy Youngspiration party, were elected in September. At their swearing-in ceremony in October the duo unfurled a pro-independence banner and used what is considered to be a disrespectful pronunciation of the word China. Ms Yau also swore while taking her oath. Both their oaths were invalidated - and the government sought to block them from retaking their oaths, saying they should be disqualified altogether. What was the pronunciation issue? During their oath, the duo pronounced China "Shee-na" - a variation on Shina, a term used by the Japanese during World War Two that is considered disrespectful in China. Was Beijing behind the disqualification? Hong Kong is semi-autonomous under the "one country, two systems" framework - in place since the territory was returned to China from the British in 1997. Hong Kong's mini constitution, the Basic Law, states that it handles most of its affairs internally, while Beijing is responsible for defence and foreign affairs. But the Basic Law also allows Beijing the final say in how to interpret its laws. Beijing issued an interpretation last week, saying that oaths should be taken in a way that is "solemn, accurate and complete", and that anyone whose oath is invalidated does not get a second chance to be sworn in. Critics say what Beijing has done is effectively change the law, rather than just clarify how it should be enacted. However, Judge Au said that he arrived at his conclusion independently of China's ruling. What happens next? The seats of Mr Leung and Ms

Yau have been declared vacant, and by-elections will need to be held to fill their seats. However, Mr Leung and Ms Yau say they will appeal against the court decision - and apply for an injunction to stop a by-election in the meantime. It is not clear if the courts will grant an injunction. They would not be drawn on whether they would stand in any by-elections, saying that appealing against the court decision is the priority. "What is the meaning of a by-election if the result can be overruled by the government?" Mr Leung said. The Hong Kong government welcomed Tuesday's court ruling and is certain to fight any appeal. And Beijing has also taken a firm stance. Li Fei, deputy secretary of China's top legislative panel, warned there would be "no obscurity and no leniency" in China's "firm and clear attitude towards containing and striking the Hong Kong independence forces". The court decision ends the immediate question of whether Ms Yau and Mr Leung are still eligible for office. But the judgement, and last week's ruling from Beijing, also have wider implications for Hong Kong's politicians - as they leave open the possibility that other legislators could be disqualified because of their oaths, too. Many pro-democracy legislators are known for expressing their views in parliament in creative ways - for example, by yelling pro-democracy slogans before or after their oaths, or holding yellow umbrellas to show their support for political reform. Following Beijing's ruling, some Chinese officials have suggested that this could have invalidated the oaths of up to 15 pro-democracy lawmakers. Now, several Hong Kongers have begun to attempt to launch legal challenges to disqualify legislators - on both the pro-Beijing, and prodemocracy, sides. One lawsuit even argues that the Chief Executive CY Leung's oath should be invalidated, since he missed out the words "Hong Kong" when he was being sworn in. (BBC)

New Zealand Earthquake: Kaikoura Evacuations Under Way New Zealand rescue workers are evacuating scores of tourists and residents from the town hardest hit by a series of powerful earthquakes. Four air force helicopters have been airlifting people out of Kaikoura on the South Island after battling strong winds and heavy rain earlier. The town, northeast of Christchurch, has been cut off by landslides triggered by the quakes. Hundreds of aftershocks continue to rock the area. Two people were killed in the magnitude-7.5 earthquake that struck the South Island early on Monday. The capital Wellington, at the southern end of the North Island, was also affected. It was then hit by poor weather on Tuesday, with heavy rain and flooding. In one bright spot for the quake recovery, three cows that were filmed stranded on a tiny island after their field collapsed around them have been rescued. The farmer that owns them dug a track and encouraged them to come down. Farmer Derrick Millton was quoted as saying: “They're quiet but they've had a terrible ordeal... You're a clever cow to skip and dance while the land beneath you is disappearing down the hill." Air Commodore Darryn Webb, acting commander of New Zealand joint forces, told TVNZ that approximately 200 people were being airlifted out of Kaikoura. There are an estimated 1,200 tourists at the popular whale-watching spot, along with a population of about 2,000. Two ships and other aircraft are assisting with the evacuations, said the New Zealand Defence Force. Prime Minister John Key said the top priority was to provide desperately needed supplies to Kaikoura. Broken roads and buckled buildings mark the edges of Waiau, one of the towns nearest the centre of the earthquake. But what you notice there most is the army of workers already on the ground, trying to get the town reconnected. New poles are being raised to hold up the electricity lines, water supplies are slowly being restored. We watched as builders pulled down a broken chimney stack from the roof of one of the homes. Its owner, Andrew, showed me the damage inside - the walls are cracked, furniture had been thrown around. But he feels lucky. His parents, who are now staying with him, say their home has been "totalled". While there is relief that everyone here survived safe and well, there is still a sense of anxiety, as the aftershocks continue to roll in. line Police have warned that water and electricity supplies are running low, while hundreds of people remain in evacuation shelters and community centres. At least 1,000 people are being housed in the local marae, or Maori meeting place, in Kaikoura. They had crayfish - the town's speciality for breakfast on Tuesday, after local fisheries' tanks failed with the electricity shortage, reported Reuters. "It's better to use the food than throw it in the rubbish," said local Maori community leader Mark Solomon. Local divers and

fishermen are also working to relocate tens of thousands of paua - a type of mollusc - after the seabed rose out of the water by around 2m (6.6 ft), leaving them stranded, Newshub reports. US Demands Electric Cars Make Noise At Low Speed A US road safety body has demanded that electric cars rule. Eric Bridges, director of the American council of the travelling at low speed make a noise to warn pedestrians. The National Highway Traffic Safety Administration (NHTSA) said the rule was needed because battery-powered vehicles are very quiet. It said the rule would particularly help blind pedestrians, or those with a visual impairment, detect electric cars and hybrids on the road. The new safety rule could help prevent 2,400 injuries a year, said the NHTSA. Danger sense The rule demands that the cars make a noise when travelling either forwards or backwards at speeds of less than 30kmh (19mph). The regulation covers vehicles with four wheels that weigh less than 10,000 pounds (4.5 tonnes). The safety specification requires car makers to use a two-tone signal similar to that currently emitted by heavy vehicles when they are reversing. At higher speeds, said the NHTSA, tyre and wind noise would be loud enough to alert people to the presence of a vehicle. "We all depend on our senses to alert us to possible danger," said Anthony Foxx, US transportation secretary, in a statement. He added that it had become more important to hear vehicles as quieter hybrid and electric cars become more popular. Car makers have until 1 September 2019 to make changes to ensure that all new vehicles are fitted with sound systems to generate the noise. However, it added, half of those on the road one year before the deadline must comply with the

Ingredients 1 lb fine egg noodles 1 lb pork ¼ lb raw ham or ham scraps 2 tbsp shee yow (soya sauce) 1 tsp Chinese spice 2 tsp salt 1 tsp black pepper 2 eggs COCAMAR* cooking oil 2 medium onions ½ lb cabbage 1 oz dried mushrooms, cut finely, if desired 20 - 30 bora beans 1 tbsp vetsin Chopped eschallot **Imported and distributed by SUPERFOODS Preparation Cut the pork and ham into small pieces and season with shee yow, spice, salt and black pepper. Cut all the vegetables into very small pieces. Boil the noodles in salted water for 5 - 7 minutes, strain and pour cold water through to loosen the noodles. Beat the eggs. Make a thin omelette and shred into ¼ inch strips. Heat the oil and fry the meat until tender. Add all other vegetables and fry for about 5 minutes. Add the noodles and fry for a further 5 minutes. Add vetsin. Pile onto a dish, and garnish with stripped omelette, and sprinkle chopped eschallot. Note: Chicken may be used instead of pork.
