GPSU Frustrated At Government Delays In Addressing Salaries

The Guyana Public Service Union (GPSU) yesterday restated its ongoing and mounting concern over what it claims is the government’s failure to bear any meaningful fruit in the various issues on the negotiating agenda between itself and the Government of Guyana. The Union said that it has clearly stated its rejection of the 2016 wages and salaries increase offer made by the Government of Guyana and deemed the payout made by the Government of Guyana in October 2016 to have been an interim measure. In a statement on Tuesday, the GPSU said it remains both disappointed and concerned over the fact that the Government of Guyana negotiators does not appear to attach the deserving level of urgency to treating with the aforementioned issues in a fair and reasonable manner.

“We believe that this posture ignores the continuing anguish and frustration of Public Servants and sends a message that might even raise questions about the extent to which any serious value is placed on the contribution that Public Servants make.” the Union said. The GPSU said that it had expected that the talks by now would have delivered some sort of satisfaction. “It had been the expectation of the GPSU that the negotiations between itself and the Government of Guyana would have, by now, realized much more than an “unreasonable and unacceptable” wages and salaries offer and that we would have at least arrived at a point where the talks would have resulted in some measure of seasonal satisfaction. That, regrettably, has not been the case”

The GPSU is calling on the Government to remove the aura of uncertainty that currently attends the negotiations by immediately and clearly addressing its position on the agreed mechanism for addressing the deadlocked negotiations on wages and salaries and proposing a time line that does not extend beyond the end of November for the resumption of negotiations on the remaining agenda items in the negotiating process.

Many businesses in Charity Essequibo are saddened by the announcement that Citizens Bank will close its Essequibo branch on December 30, 2016 According to bank officials, the bank was commissioned to facilitate the business community and farmers, who were complaining that they had to travel a long distance to Anna Regina in order to conduct their business transactions. The official also stated that the banks services was brought to the community to facilitate the payment of wages and salaries. Several business owners in the Charity area said, “We believe that the bank is closing its operations because business is dead in the area.” According to information reaching this newspaper, the bank cannot sustain its operations cost at the Alphonso Complex Charity Water front; it is estimated that $800,000 is for the rental of the space the bank occupies. Several prominent business owners also express frustration at the business climate in the area and the Essequibo Coast as a whole. Several miners in the area have expressed dissatisfaction about

the closure of the bank in December. “With the closure of the bank in Charity, we are going to lose tremendously with regards to services that were provided by the bank.” Efforts to contact Citizens Bank on the issue prove futile.

Brazil Interested In Soya Beans, Rice Industry In Guyana A high level team from Brazil yesterday met with Chief Executive Officer from the Guyana Office for Investment Mr. Owen Varway in relation to the acquisition of lands for the cultivation of Soya Bean and Rice. The GO-Invest CEO said, “Their (the mission’s) primary interest here is that they are looking for lands; lands on a large scale for rice and for soya beans, mainly because on a scalability it has to be at that level for them to be efficient and for them to compete on the world market with prices.” According to the CEO, the delegation was primarily seeking answers to questions like how to acquire lands; the amount of lands available; the types and suitability of land; the process to establish a business in Guyana; the process by which lands can be repossessed, and the security of lands for investors in Guyana. Many rice farmers on the West Coast are questioning why the Government is allowing foreign competitors in the rice industry and why the government itself is getting into the rice business. Recently the government announced its intentions to convert 485 acres of lands at the Wales Estate to rice. This is according to the Chief Executive Officer of GuySuco, Errol Hanoman. This move is in an attempt to diversify the current Sugar Industry into rice plantation. According to the rice farmers, the government is replacing a failed product with another failing product. The massive Rice Industry in Guyana, which provides employment for at least 100,000 persons, is in shambles. It is struggling for its own

survival now that it has been straddled by many dilemmas, including debts owed by farmers and millers to banks, the closure of the lucrative Venezuelan market. The Venezuelan government has officially booted Guyana from signing another PetroCaribe deal to see the exchange for fuel and rice, as the Spanish-speaking nation has now teamed up with Suriname to pursue such an agreement. The farmers are quoted as saying “the APNU+AFC government is forcing the local rice industry to close down as with the case of the sugar industry” and is calling on the Government to place more emphasis on fixing the local economy.

may have been responsible for the leak of examination papers before the sitting and assessment of 250 nursing students on October 19 and 20, 2016. Nurses who sat the Clinical and Functional examination in October were informed by Principal Tutor of the Georgetown School of Nursing, Cleopatra Barkoye that nursing students may have to re-sit the examinations since it had been discovered that the test papers may have been compromised. Minister of Public Health, Dr. George Norton, yesterday met with media personnel to address the issue and to inform the public on the way forward to having it resolved. Minister Norton said, “This finding has resulted in the Examination Committee of the General Nursing Council deciding to deem the current sitting null and void. The council has indicated that a new examination will be prepared and administered and the respective schools and students will be notified.” Nurses from the New Amsterdam School of Nursing were the first to react to the decision made by the nursing council which was conveyed to them by Barkoye. The nurses refused to re-sit the examination. The relevant authorities involved have met to decide a way forward, more specifically to consider other alternatives in grading the students. “In the meantime we are of the view that no final decision can be made in respect of the rewriting of the examination until a proper investigation is completed,” Minister Norton said. Additionally, investigations into determining the source of the issue are still being sought after. The Public Health Minister added that, “The National Health Policy Committee of the Ministry of Public Health met with the Chairman of the Nursing Council, the Director of the Division of Health Science Education and the Principal Tutor of the Georgetown Nursing School yesterday (November 14), but we were unable to get pertinent answers to questions about this

The Guyana Agricultural and General Workers Union (GAWU) has voiced its concern over reports of the Government’s plan to divest the Skeldon Sugar Factory; the union says that it will not support such a move. In a statement issued by the GAWU on Tuesday, the Union said it “does not support the divestment of the Skeldon Factory and its rich and arable land – a part of our patrimony. Indeed, such an approach, we believe, most entail knowledgeable and responsible evaluators, consultations with the workers and their unions and, indeed, discussions involving the relevant agencies of the country.” The union noted in the statement that its representative on the Board of the Guyana Sugar Corporation (GuySuCo) is unaware of the plans put forward regarding this factory, and has expressed the view that the grounds are being ‘the ground is being fertilised to make a case for the sale of Skeldon at, quite possibly, a giveaway price and the workers and the public are not being adequately informed by the Chief Executive Officer, Errol Hanoman and/or the relevant Government official(s).” GuySuCo Board Chairman Dr. Clive Thomas was quoted in the Stabroek News recently saying that the authorities have already spoken to potential buyers for the factory, and are awaiting the go-ahead from Government to continue those discussions. The union said that that “it is also puzzling that the Skeldon factory now described as a ticking time bomb and requiring an astounding

sum to be put right, yet is attracting interested purchaser/s so eager to talk… Maybe there is more in the mortar than the pestle.” The union questioned whether all board members are aware of the proposal. “Most certainly, the workers of Skeldon and their unions are left in the dark”, the union said. It has reasoned that the cane farmers and others who are directly and indirectly linked to Skeldon Estate would have their life effect if such a decision were made. “At this time, we emphasise our strong disagreement with the position mooted and strongly urge the Government and GuySuCo to desist from such a course and instead to heed the credible and sincere views of the many Guyanese who have grave difficulties to support the selling out of the Estate.” the union said.

Labourer Charged With Murder Magistrate Fabayo Azore has remanded 26-year-old labourer Presley Abrahams after he appeared before her in the Georgetown Magistrate’s Court charged with the murder of Dexter Edwards. He is slated to return before Chief Magistrate Ann McLennan on November 25, 2016 for reassignment. Represented by Attorney Glen Hanoman, the accused was not allowed to plea to the charge; however the lawyer pleaded his client’s innocence stating that Abrahams did in fact sign a Police Statement but complained that corrections were made to the statement by the officers without the knowledge of his client. It is alleged that between November 1 and 2, 2016 in the vicinity of Kamarang, Region 7, Essequibo, he murdered Dexter Edwards. Abrahams was arrested on November 9, 2016.

Twenty – three – year old Tyrone Escord and 26-year-old Colwyn Harding were today remanded after they appeared before the Chief Magistrate Ann McLennan charged with committing the offence of robbery and making use of violence. Both of the accused pleaded not guilty to the charge and are slated to return at the Georgetown Magistrate’s Court on November 24, 2016 for continuation into the matter. The duo, who both appeared unrepresented, heard as their application for bail was t objected to by the Police Prosecution which sighted the prevalence and nature of the offences committed as their major reason. It is alleged that on November 14, 2016 at Barr Street, Kitty, Georgetown, Tyrone, a juice vendor and Harding, a fish cleaner, robbed Jameel Williams of 1 Samsung Cellphone, 1 Pocket Knife and a quantity of cash, total value of GY$21,500. It is also alleged that during the time of the robbery the duo made use of personal violence towards the VC.

Lovers Expected To Be Charged With Murder Alexis Turpin and her alleged lover once again appeared before the court as their matter was called before Chief Magistrate Ann McLennan. However the matter suffered another delay as a further date of adjournment was set for November 24, 2016 when the duo are expected to return again. According to Police Prosecutor, Nevil Jeffords, the matter was unable to be heard today as the file is still outstanding since it is at the Office of Director of Public Prosecutions who had requested that further investigations into the matter be done and further statements from a witness be taken. It is alleged that earlier in the year in July the duo had unlawfully and maliciously wounded Turpin’s ‘child father’ Sherwin Johnson, by beating him with a crowbar, with the intent to cause serious bodily harm. Johnson was admitted to the hospital where he later died as a result of the injuries received from the attack.

Mite Infestation Shuts Down School Pupils of the Montrose Vedic Primary School, Chaguanas, protest outside their school yesterday. PHOTO: ROBERTO CODALLO Pupils of the Montrose Vedic Primary School, Chaguanas, are being attacked by mites, unseen to the naked eye. In some cases, pupils have had mild allergic reactions, including shortness of breath. President of the school’s Parent/Teachers’ Association (PTA), Larry Dilchan, said the situation got worse after a teacher had to be hospitalised for shortness of breath and chest pains. Parents and pupils protested outside the compound yesterday. Dilchan said the PTA had begun protest outside the school. He said they had decided to give the authorities seven days to respond before they protested. He said Montrose Vedic is among the top performing primary schools in Chaguanas and its students were always in the top 100 or 200 places in the Secondary Entrance Assessment examination. The PTA said the school, located in the heart of Chaguanas, is near to the market and food places and was infested with the tiny insects. The mite problem flared up in October last year. He said sources told him the Ministry of Health, through its County Medical Officer, did not give the school a good outlook. He said after the mite infestation last year the ministry contracted the Caribbean Industrial Research Institute (Cariri) to do an air quality test. “To date, we have not seen a copy of the report. Cariri told us we could not get it because the ministry was its customer,” he added. Dilchan said he heard from sources Cariri was not yet paid for the contract. He said the school

On Monday, teachers sent a directive to the relevant authorities that classes would be shut down until the school got a clean bill of health, Dilchan told the T&T Guardian. Panama Papers Law Firm Fined $440,000 By Bvi Regulator

By Caribbean News Now contributor ROAD TOWN, BVI -The British Virgin Islands independent regulator, the Financial Services Commission (FSC), has fined the local arm of the Panama Papers law firm, Mossack Fonseca, $440,000 for its contravention of numerous sections of the Anti-Money Laundering and Terrorist Financing Code of Practice and BVI Regulatory Code. The fine, which is the largest ever issued by the FSC, relates specifically to failures in record keeping, risk assessment and adequate updating of customer due diligence by Mossack Fonseca & Co (BVI) Limited. Commenting, Premier Dr Orlando Smith, said, “Today’s enforcement action clearly demonstrates the effectiveness of the territory’s independent regulator, the seriousness with which it tackles any breaches of its code and, through the adjustments made to its risk assessment framework, an ongoing commitment to strengthening its regime to ensure this remains fit for purpose.” Smith added, “Achieving this outcome in the face of intense international scrutiny is testament to the FSC’s conviction, dedication and willingness to conduct such a thorough investigation whilst holding to account those who fail to comply with the territory’s structure and regulations. Throughout this time, the FSC has co-operated fully with any requests from other international law enforcement agencies who are conducting their own independent investigations and it will continue to do so as this befits its position as regulator of a leading finance centre." He said, “The BVI remains an engaged participant in the international community and is fully involved in initiatives aimed at creating a global tax and regulatory framework that can be implemented consistently to create a level playing field upon which all countries can fairly compete.” Smith also noted that, in addition to the enforcement action

taken against Mossack Fonseca, the FSC has also made adjustments to its risk assessment framework aimed at more consistently detecting potential concerns to reduce the risk of non-compliance whilst also devoting additional resources to assessing the full compliance of all BVI licensed corporate service providers. The announcement follows an in-depth investigation into Mossack Fonseca & Co (BVI) Ltd, following the publication of the Panama Papers in April 2016 that included a thorough six month on-site compliance inspection focused on reviewing specific aspects of the company’s anti-money laundering and risk management procedures; as well as the appointment of a qualified person approved by the FSC to advise on Mossack Fonseca’s business affairs and to provide recommendations on the corrective actions required to bring the licensee into full compliance. According to reports from the sports news website, Inside World Football, Webb’s lawyers managed to postpone the court hearing for the third time and he will now be sentenced next May – two years after his arrest in Zürich on corruption conspiracy charges. It is not clear why Webb requested or was given the adjournment but it continues to impact his possible extradition back to the Cayman Islands to answer charges in another corruption case relating to an $11 million contract scandal at the hospital in George Town. Webb has been charged in that case with fraud and money laundering offences. His business partner, Canover Watson, was convicted after a trial earlier this year and is currently serving a seven-year

place in Webb’s absence, Watson implicated Webb in the fraud, while he attempted to diminish his part in any corrupt practices. Until Webb’s case is completed in the US, however, local authorities in the Cayman islands cannot begin the extradition proceedings. Webb currently remains under electronic monitoring, though he is now allowed to travel further than the confines of his lavish home near Atlanta. Webb was placed under semi-house arrest after raising a bail of around $10 million, based mostly on luxury goods and property. He has admitted racketeering conspiracy, as well as wire fraud and money laundering conspiracy and has given up over US$7.5 million to the US authorities so far. (Caribbean News Now!)

Promoting Caribbean Tourism And Health In A Global Market LONDON, England -- The Caribbean as a tourist destination took centre stage at the World Travel Market, the largest gathering of global tourism stakeholders. Highlighting the work of its tourism and health programme, the Caribbean Public Health Agency (CARPHA) became the first regional health institution to be represented at this forum. Dr Lisa Indar, head, tourism and health programme at CARPHA, met with the secretary general and executive members of the United Nation World Tourism Organization at the World Travel Market on Wednesday 9 November in London. At the meeting, Indar presented the concept and objectives of the tourism and

health programme to this international body, taking the opportunity to bring global recognition to the programme and advocate for assistance and collaboration. She also met with officials of Public Health England (PHE) to discuss strengthening collaboration for improving the detection and response to travel related public health events, thereby contributing to enhancing global security. The World Travel Market is one of the largest gatherings of global tourism stakeholders for the promotion of tourism, as the Caribbean is touted as the most tourism-dependent region in the world, this was an excellent opportunity to meet stakeholders and raise the profile of the region as a

premier tourist destination. With the Caribbean facing health, safety and environmental sanitation (HSE) threats, including disease outbreaks, resulting in declined tourism arrivals, safety and health are key aspect to tourism growth and sustainability. Representation at this event also allowed for meeting with global health and travel and migrant health officers of Public Health England and the promotion and strengthening of collaboration with respect to the Caribbean Travel and Health Network (CATHNet), which aids in early reporting and response to illnesses among visitors from the United Kingdom. Government To Review Ancient Training Schools Act The country’s Minister of Public Safety, who is also the Attorney General said that government has begun to actively review the Training Schools Act of 1891. Steadroy “Cutie” Benjamin said the review is all a part of the government’s Juvenile Reform Project (JRP), which seeks to create a restorative criminal justice system. The JRP is designed to strengthen the island’s primary juvenile justice agencies and provide modern tools and approaches to help juvenile justice practitioners better identify, assess, and treat youth with special mental health needs and other risk factors.

“It is being reviewed as we speak but then again we have a very long agenda for change in the legislation,” Benjamin told OBSERVER media. “We’re just getting the ideas together; we’re going to get the groups together. We’re just in the embryonic stage of this particular process.” A number of aspects of the Act and governing legislation are expected to fall under this lengthy process, and while Benjamin was unable to give a definitive time frame on when tangible changes will be seen, he described the Training Schools Act as “archaic” and “useless in this time”. Benjamin said also that it was too early to

say whether government will recommend the establishment of separate homes for boys who have been abused and for those who have committed criminal offences. “It’s too early at this stage to come with any definitive plans but yes, consideration is being given to all those aspects,” he said. Resident High Court Judge of Antigua & Barbuda, Justice Clare Henry will open the second in a series of consultations on Thursday, geared towards developing model guidelines for the handling of sexual offence cases and treatment of sexual offences, including children. The guidelines form part of a comprehensive approach that seeks to

pre-trial and adjudicatory phases, as well as offenders’ rehabilitation and management. Among the proposed outcomes are increased public confidence to include survivors and witnesses, improved response to the survivor, having a trained and skilled cadre of cross-sectional professionals including judges, court personnel, police and attorneys to efficiently handle sexual violence cases and speedy adjudication of cases. The two-day consultation is hosted by the Judicial Reform and Institutional Strengthening (JURIST) Project in collaboration with the Eastern Caribbean Supreme Court (ECSC) from November 17 to 18, 2016 and will be held at Jolly Beach Resort. Belize was the first country to host this consultation. Other consultations will follow in Barbados and Trinidad & Tobago.

The JURIST Project is a five-year regional Caribbean judicial reform initiative funded under an arrangement with the Government of Canada. The project is being implemented on behalf of Global Affairs Canada and the Conference of Heads of Judiciary of Caricom by the Caribbean Court of Justice (CCJ), which was appointed by the Conference as its Regional Executing Agency. The project has been working with judiciaries in the region, for the past two years, to support their own efforts to improve court administration and strengthen the ability of the courts and the judiciary to resolve cases efficiently and fairly. There are plans to expand beyond the six countries with an overarching goal to establish a judicial system that is more responsive to those affected. (Antigua Observer)

Toddler Drowns In Family Pool

Sephra Sankar The family of little Sephra Sankar was still trying to come to terms with her death yesterday, hours after she drowned in the family’s pool. Undetected by her mother, Sephra, a year-and-four-monthold toddler, also known as “Scoochie,” ventured into the yard and fell into the pool on Monday evening and drowned. She was taken to the Chaguanas Health Facility but was pronounced dead on arrival. Police said between 1.45 pm and

2 pm, Sephra went missing from inside her Las Lomas home and when her mother, Freeda Cruickshank, went looking she found her floating in the pool. Acting Cpl Gopaul, PC Phillips and a party of officers visited the scene and the child’s body was taken to the San Fernando Mortuary for an autopsy. Yesterday when T&T Guardian visited the family’s home at Solomon Drive, foreigners who spoke Spanish were bathing in the pool. Relatives and other members of the family had tents set up for the wake and were power washing the yard in preparation for visitors. In a brief interview, the child’s father, Ricky Sankar, a businessman, said he never let Sephra go outside by herself. Sankar said he received a call that afternoon from the baby’s mother that she had gone missing. “I went to pick up my other son from school and she called me and told me that she was not seeing the child and the doors were locked. I told her to go outside and check,” he said. Sankar said he was not at home at the time and when he called Cruickshank back she did not return his calls.

“When I came home I saw the child on the ground and the neighbour telling her how to perform CPR (cardiopulmonary resuscitation),” he said. He said the pool, which is called El Grande, was used for entertainment purposes in the past and rented out for small parties. “We never used to take her outside alone. Always when we were there we used to take her outside. We have lifeguards here when we have parties. The court wants it like that,” he said. He said baby Sephra had only just started walking and saying one or two words. “She loved her father and she was a very loving baby and always wanted me to lift her up and go with me everywhere I go,” he said. Sankar said up to late yesterday, he did not have any conversations with his common-law wife concerning the toddler’s death. “I don’t know how to start that,” he said. He said the funeral would be tomorrow. When Cruickshank returned from the autopsy she did not want to comment on Sephra’s death. Investigations are ongoing. (Trinidad Guardian)

Mathews was shot in the leg and he along with Gregoire were taken to the St James Medical Facility where Mathews was treated and transferred to Port-of-Spain General Hospital. The shooting took place around noon, police said, adding that Gregoire was known to them as having been arrested

for gun, ammunition and narcotics offences. Arrendell, the mother of Gregoire’s three children —two boys and one girl between 16 years and ten months—said she could not believe when she was told he was dead. “I was expecting it but I didn’t know when. Is years now there was a pulling and tugging with people in the area. It always had a war going on in the area,” Arrendell said, adding she had no idea why someone would have wanted her man dead. She added: “Right now I am feeling depressed and sad because I studying my three children. I just want to say to the killers they do my children the worst. Donald Trump Denies Transition Disarray After Sackings through to him by phone. And he denied that he had requested

Mr Trump tweeted that the process of selecting his new cabinet and other positions was "very organised". US media say two senior members of the transition team working on national security have been forced out. Mr Trump, a property tycoon and Republican outsider, won an unexpected victory against Hillary Clinton. Outgoing President Barack Obama, on a visit to Greece, admitted he and his successor "could not be more different" but vowed to "do everything we can to support the smoothest transition possible," saying democracy depended on it. Mr Trump has already replaced New Jersey Governor Chris Christie with Vice-President-elect Mike Pence as head of his transition team. Media reports say Mr Trump's son-in-law and close adviser Jared Kushner was behind the change. Mr Christie was New Jersey attorney general when Mr Kushner's father was tried and jailed in the state for tax evasion, illegal campaign contributions and witness tampering in 2004. Former Congressman and House intelligence committee chairman Mike Rogers, who was handling national security for the transition, announced on Tuesday that he was leaving. He and another member of the national security team, Matthew Freedman, were sacked, according to the New York Times. Mr Rogers is thought to have been close to Mr Christie, while Mr Freedman is said to be a protege of Paul Manafort, Mr Trump's former campaign manager who quit in August. The former mayor of New York, Rudolph Giuliani - who has been tipped for a senior post - said presidential transitions were always a complex process, and glitches were normal. And Mr Trump himself sought to calm fears of turmoil. "Very organized process taking place as I decide on Cabinet and many other positions," he tweeted. "I am the only one who knows who the finalists are!" He said that contrary to a report in the New York Times, foreign leaders were having no problems getting

security clearances for his children, in order to recruit them as advisers. He did not address whether such clearance had been sought for Mr Kushner, his son-in-law, as reported by NBC News. Mr Trump is due to be inaugurated as president on 20 January 2017. Donald Trump has spent the week since his election holed up in the Manhattan skyscraper that bears his name. He has been looking to fill key posts in his cabinet but the early indications are it is proving a less-than-straightforward task. There have already been calls for Mr Trump to rescind one of the appointments he has made - that of the former head of the right wing Breitbart website Steve Bannon as senior White House adviser. Following a day of meetings, and a reassurance from his press spokesman that he would be staying in for the evening, Mr Trump took to a New York steak house for dinner with his family last night - a break with protocol which left some reporters speculating that he might not be fully comfortable with the sort of scrutiny that comes with the presidency. "The move to get rid of lobbyists in key roles was one of the first decisions made by Vice President-elect Mike Pence in his role overseeing the construction of a Trump administration," it said. "One source said the decision to remove the lobbyists 'makes good on [Trump's] vision of how he wants his government constructed'." Politico quoted a Trump insider as describing the transition battle as a "knife fight". Emmanuel Macron, who is 38, started his own political movement in April(AFP) Former French Economy Minister Emmanuel Macron has announced he is running for president, vowing a "democratic revolution" if elected. The political system was paralysed, he said. "I want to free the energy of the able while protecting the weakest." After serving under Socialist President Francois Hollande, he is now running as an independent. His move has unsettled rivals from both the left and right hoping to represent France's mainstream parties. The conservative Republican party will begin selecting its own candidate in new, US-style primaries on Sunday. Earlier, frontrunner Alain Juppe accused Mr Macron of betraying President Hollande, saying he had "stabbed him in the back". A one-time protege of the president, Mr Macron quit the Socialist government in August amid discontent within the party over his political ambitions. Mr Hollande has not yet confirmed whether he will stand for re-election in April and will

make a decision in the coming weeks. He has the lowest popularity ratings of any post-war French president. Mr Macron, who has never been elected, ended the speculation at a press conference in a Paris suburb. "France is... blocked by corporatism of all kinds," he said, referring to large interest groups. "I reject this system." He will run as head of the centrist En Marche movement he created in April, which now has almost 97,000 members and has received €2.7m ($2.9m; £2.3m) in donations. The movement advocates "new ideas... neither of the right nor the left". Mr Macron repeated the theme on Wednesday, saying: "The challenge is not for me to bring together the left or bring together the right. The challenge is to bring together France." One survey suggests that 38% of French voters believe Mr Macron would be a good president. His candidacy also caused upset among some of the centre-right candidates vying for the Republican nomination. Former Prime Minister Juppe is favourite to win the poll, running on a moderate ticket but he is facing stiff competition from former President Nicolas Sarkozy, who is running a law-and-order campaign, and Thatcherite former PM Francois Fillon. Mr Sarkozy's bid was dealt a blow on Tuesday after new allegations emerged that he had received millions of euros in illegal financing from the regime of late Libyan dictator Muammar Gaddafi. He and his former chief of staff have denied wrongdoing in the case, which involves funding for his successful 2007 presidential campaign. Meanwhile, President Hollande has said France's state of emergency should continue until the election. It was due to be lifted in January, having been in place since the November 2015 terror attacks in Paris. Beverly Whaling had appeared to applaud a Facebook post referring to Mrs Obama as an "ape in heels". She wrote that the post had made her day, but

later said she was referring to the election outcome. A petition calling for the mayor's resignation had gathered over 170,000 signatures. Ms Whaling was the mayor of the town of Clay, which has a population of just 491. The town has no African American residents, according to the 2010 census. In Clay County as a whole, more than 98% of its 9,000 residents are white. Ms Whaling had responded to a Facebook post by Pamela Ramsey Taylor, a local resident who runs a non-profit group in Clay County, which referred to the first lady as an "ape". "It will be refreshing to have a classy, beautiful, dignified first lady in the White House. I'm tired of seeing a Ape in heels," Ms Taylor wrote. Ms Whaling responded with "just made my day Pam". While Clay County has a small population, the furore over the Facebook post spread far and wide. Ms Taylor had already been dismissed from her post. Ms Whaling had already issued a written apology to news media outlets saying that her comment wasn't intended to be racist. "I was referring to my day being made for change in the White House! 'Post-truth' Declared Word Of The Year By Oxford Dictionaries

Oxford Dictionaries say the use of "post-truth" increased during the political campaigns of 2016(REUTERS) Oxford Dictionaries has declared "post-truth" as its 2016 international word of the year, reflecting what it called a "highly-charged" political 12 months. It is defined as an adjective relating to circumstances in which objective facts are less influential in shaping public opinion than emotional appeals. Its selection follows June's Brexit vote and the US presidential election. Oxford Dictionaries' Casper Grathwohl said post-truth could become "one of the defining words of our time". Post-truth, which has become associated with the phrase "post-truth politics", was chosen ahead of other political terms, including "Brexiteer" and "alt-right". It was chosen from a shortlist selected to reflect the social, cultural, political, economic, and technological trends and events of 2016. Oxford Dictionaries says post-truth is thought to have been first used in 1992. However, it says the frequency of its usage increased by 2,000% in 2016 compared with last year, coinciding with the EU referendum and the campaign for the White House in the US. Mr Grathwohl said: "Fuelled by the rise of social media as a news source and a growing distrust of facts offered up by the establishment, post-truth as a concept has been finding its linguistic footing for some time," he said. "We first saw the frequency really spike this year in June with buzz over the Brexit vote and again in July when Donald Trump secured the Republican presidential nomination. "Given that usage of the term hasn't shown any signs of slowing down, I wouldn't be surprised if post-truth becomes one of the defining words of our time."

‘Spasms of history' Dr Claire Hardaker, lecturer in forensic linguistics at Lancaster University, said "freak moments" that get people talking - such as the referendum or the US election - are key to the creation of new words. "When you look back at the dictionary, you get some words that are a spasm of history and they very quickly fall out of use," she said. "They are fashionable, they are trendy and they die. "Others live on and become part of our language. But it is very unpredictable." Shorter words tend to live on for longer, said Dr Hardaker, and there is what she calls a "neologistic razor" to cut down on creations meaning the same thing. "But you need that event, to have that psychological need that there has got to be a word for it, like with post-truth," she added. "There is an enormous amount of discussion around it and it is really important that it reaches a critical mass to give them a way to express it."

The World Service has been called the jewel in the BBC crown The BBC World Service will launch 11 new language services as part of its biggest expansion "since the 1940s", the corporation has announced. The expansion is a result of the funding boost announced by the UK government last year. The new languages will be Afaan Oromo, Amharic, Gujarati, Igbo, Korean, Marathi, Pidgin, Punjabi, Telugu, Tigrinya, and Yoruba. The first new services are expected to launch in 2017. African languages: Afaan Oromo: Most widely spoken language in Ethiopia Amharic: Ethiopia's other main tongue Tigrinya: The main working language of Eritrea, along with Arabic. Also spoken in Ethiopia Igbo: An official Nigerian language. China's Most-Wanted Economic Fugitive Yang Xiuzhu Surrenders

Yang Xiuzhu arrived at Beijing airport on Wednesday (XINHUA) A woman who Beijing named as its most-wanted economic fugitive has returned to China after 13 years on the run. Yang Xiuzhu is accused of embezzling more than $40m (£26m) when working as a public official. Ms Yang, 70, was detained in the United States in 2014 after she tried to enter the country using a fake Dutch passport. She is a high-profile target in Chinese President Xi Jinping's crackdown on corruption. Ms Yang handed herself over to Chinese authorities, according to

China's government watchdog, the Central Commission for Discipline Inspection. Chinese state media said Ms Yang wanted to return to China for medical treatment, after feeling she had not received adequate care in the American prison system. Details of Chinese suspect Yang Xiuzhu on the Interpol website In April 2015, China released the names of 100 suspects wanted for economic crimes and said to be living abroad. Ms Yang was top of that list, with her details published on Interpol's website. Ms Yang amassed a fortune overseeing construction projects as deputy mayor of Wenzhou in eastern China in the 1990s, according to reports in state media. She left her homeland in 2003 and went into hiding. The US immigration agency had confirmed that Ms Yang was being held in a detention facility in New Jersey. China has been pushing to establish an extradition treaty with the United States, but a US State Department spokesperson said, in October, that this was not under negotiation. However the spokesperson, Anna Richey-Allen, also told Reuters that fugitives could be returned to countries without an extradition treaty, if carried out "within the bounds and protections afforded by our constitution and laws". The foreign secretary reportedly told a Czech paper the UK was likely to leave the EU customs union postBrexit - but still wanted to trade freely after. However, Jeroen Dijsselbloem, the Dutch finance minister, said such an option "doesn't exist" and was "impossible". Number 10 said a decision on membership of the customs union had not been made. Mr Johnson reportedly told the Czech newspaper Hospodarske Noviny he did not believe the UK would remain in the EU customs union after Brexit. He was quoted as saying he believed such a move could be done while "maintaining free trade" with EU states, suggesting the UK could remain within the single market. The customs union allows members to move goods without the imposition of tariffs on each other. However, all members also have to apply the same tariffs to goods that are imported from outside the union - which is seen as a disadvantage by some Brexit supporters who want the UK to be able to negotiate its own deals. Speaking to the BBC's Newsnight, Mr Dijsselbloem - who is also president of the eurozone's Eurogroup - said Mr Johnson was putting forward options that "are really not available". "He's saying things that are intellectually impossible, politically unavailable, so I think he's not offering the British people a fair view of what is available and what can be achieved in these negotiations," he said. EU leaders have continually warned that the UK cannot expect access to European markets after Brexit unless it accepts the free movement of labour. Mr Dijsselbloem said that while firms in the UK currently have full access to European markets "without any hindrance or customs duties", some of that "will disappear". CHEESEBURGER-STUFFED GARLIC BREAD Ingredients 1 Plait bread/bagette 1 cup butter (2 sticks), cut into pieces 5 garlic cloves, minced 1 Tbsp parsley, chopped Salt and pepper ¾ lb ground chuck/minced beef 1 Tbsp minced onion 1 tsp salt ½ tsp cracked black pepper 1 tsp onion powder ½ tsp garlic powder 12 slices cheddar cheese Thousand Island for dipping 1 cup mayonnaise ¼ cup ketchup ¼ cup sweet relish ½ tsp minced garlic 1 Tbsp lemon juice Preparation Preheat oven to 350ºF. Melt butter in a pot with garlic and cook until toasty. Remove from heat, season with salt and pepper and stir in chopped parsley. Set aside. Trim ends of bread and cut into quarters. Using a small paring knife, hollow out the middle of each piece. Brush interior with garlic butter. In a bowl, season meat with minced onion, salt, pepper, onion powder and garlic powder. Form mixture into 4 patties. Heat a cast-iron skillet. Working in batches, sear patties until cooked on both sides. Set aside to cool. Mix together ingredients for Thousand Island dressing. Building time! Layer cheese, patty, cheese, patty, cheese, and stuff into bread. Continue with remaining bread. Slice each quarter loaf into thirds and brush each piece with garlic butter. Wrap in foil and bake for 15–20 minutes until golden and bubbly. Serve with Thousand Island dressing.

T&T Are Champions Of The CMRC The South Dakota Circuit exploded on Sunday morning, welcoming local and international drivers to dispute the maximum title at the muchexpected Seaboard Marine Caribbean Motor Racing Championship (CMRC). When the clock marked the 9:00 hrs, the gridded flag waved marking the beginning of the competition. The multitude cheered euphoric when the first engines started to roar. The stands were filled with people from all over the country and the surrounding areas crowded with the masses approaching on a fast pace to witness the competition. It was thrilling. When the cars finally took off, the ‘clash of titans’ was clearly seen on the Group 4 of the All Wheels Drive (AWD). The local team showed a slight lack of organization and boost, but managed to secure a third place on the last leg, thanks to the determination of Kristian Jeffrey and his #261 Mitsubishi EVO 9, who managed to finish strong after being tailed by Jamaican Doug Gore in his #24 Audi TTRS. Team Barbados showed a good combination of gears and determination on the wheel, but wasn’t enough in front of the voracious hunger of the Trinidadians, who fought with nails and teeth to secure the maximum title, leaving Barbados in the second place. Trinidad showed dominance and expertise on the concrete, not allowing for small mistakes make major differences on the races. A well deserve trophy was on its way and the Trinies knew it. When the results were announced, it was official, Trinidad and Tobago was crowned Country Champion of the Caribbean Motor Racing Championship. But Guyana still had a lot more to give on the tracks. The fear of the motorcycles, the Guyanese ‘Death Rider’, Mathew Vieira was still competing on the Tow Wheel Drive (2WD). Even though his performance during the event wasn’t one of the

best of his career, he managed to beat his opponents and score high, earning the Super Stock-Tittle. After sunset, the South Dakota closed its doors. The stands were emptied gradually, and locals could be seen spreading in the horizon. Some would share their bitter sweet feeling about the local team not winning the championship, while others priced their tenacious spirit. Guyana didn’t win the Championship, but hopes are placed high in the next year competition and riders are confident in their capacity to ‘beat’ any future challenges that could come along the way.
