Minister of Natural Resources Rapheal Trotman has made it clear that monies from Government Ministries have not been used for meetings at Congress Place. This response was given by the Minister at a post-Cabinet media briefing on Thursday, at the Ministry of the Presidency to a question about a series of meetings held at the People’s National Congress Reform’s (PNCR) party headquarters. The Minister further noted that these meetings hosted by various Ministers were not unlike those conducted by the previous Administration. “It is common knowledge that prior to coming out of office, coming down Robb Street you could meet the Head of State with his or her security and all of the Ministers would be arranged, and people would go and meet with them. I don’t think this is some aberration that is offensive. If it is something that is foisted on the Ministry of Finance then that is a different matter.” Questions were raised by some sections of the media after advertisements were published, inviting persons to meet with the Ministers at the headquarters of the PNCR, to discuss issues or problems in their communities. Many political commentators have also expressed concerns that

the Government is using the Ministry of Social Cohesion as a “front” to do political work. They are also questioning why the AFC is holding press conference during normal Government work. One political commentator is contending that there is no budgetary allocation for the Ministry of Social Cohesion and that all the Ministry’s expenses are hidden in the books of the Ministry of the Presidency.

Statement by Mohabir Anil Nandlall, MP In 2013, as Attorney General, I piloted a Bill through the National Assembly to publish the Official Gazette Online, and to give legal validity to the online version of the Official Gazette. This was an initiative which I included in the Modernization of the Justice System Project, which was funded by the IADB. Two employees of the Ministry of Legal Affairs were identified by the Project Coordinator and sent oversees for training to implement and administer this initiative on a daily basis. When the Bill became law, the Official Gazette begun to be published online every Friday evening. This was made possible through a collaborative relationship which I established between

National Printers Ltd and the Ministry of Legal Affairs. This initiative was deeply welcomed and appreciated both locally and internationally. At the click of a button persons, living all over the world were able to access, weekly, the important information published in the Official Gazette. More particularly, it offered property owners who are oversees, an opportunity to see whether their properties in Guyana are being fraudulently sold, or whether persons are applying for prescriptive title in relation to the same. Every conveyance of immovable property and a notice of every application for title by prescription are required by law to be published in the Official Gazette. A great volume of other important information is also published in the Official Gazette. The two staff trained to administer this system, have both been politically and/ethnically cleansed from the Ministry, over the last few months. For several weeks now, there has been no publication of the Official Gazette Online. This is absolutely unacceptable. The Attorney General is answerable. This is another blundering act of incompetence. 18th November, 2016

The Guyana Gold and Diamond Miners Association (GGDMA) and the Guyana Women Miners Organisation (GWMO) are upset about the proposal by the Ministry of Natural Resources, which states that miners will be paid 3 percent less than the current world market price for gold. The Ministry of Natural Resources in a statement noted that the discussion on asking gold miners to pay a percentage below the “London Fix” price for gold has been ongoing for many years. The miners noted that with current world price hovering around the $1200 fix price and the high operational cost, it is already difficult to sustain the business. The miners further noted that prime mining land is also very hard to get, they opined that the big mining companies get the cream of the crop. The GGDMA and the GWMO in a joint statement on Thursday called on the government to rethink its position, noting that miners will lose some $8000 per ounce of raw gold. “No miner, under any circumstance will support this proposal. Our two associations are united in this position”, the bodies opined. The release further stated that, at

current market prices of around $1200 and with the Guyana Gold Board’s exchange rate, miners will lose approximately $8,000 for every ounce of gold sold. The bodies further noted that the move will adversely affect local small and medium scale miners. It said that the foreign companies, who mainly export their gold won, will be exempt from the proposal.

The Central Housing and Planning Authority’s (CH&PA) drive to create livable and wholesome communities is in force. Squatters on government lands and reserves are therefore required to remove. Minister within the Ministry of Communities with responsibility for housing, Valerie Adams-Patterson in an interview with the Government Information Agency (GINA) said that the CH&PA’s enforcement officers recently carried out an exercise in Sophia, Georgetown. “As recent as two weeks ago, my team went in there, because after I visited and I did a television programme asking persons, not to continue squatting and told them that we are looking at ways and means to address the issue, we noted that many persons went in after that, and put up new structures. So the enforcement department went in,” the Minister said. During the earlier visit to the community, the enforcement officers who had accompanied Minister Adams-Patterson met with squatters living in existing buildings in the community. The officers had marked those buildings and identified the persons living within, for the Ministry’s rent to own homes that will soon come on stream. Hence, Minister Adams-Patterson explained that in the new exercise none of the old structures were touched. “We are not in the business of putting people on the roads, but they were new structures. Some you could just see the frames, and so the officers went in,” the Minister said. Minister Adams-Patterson explained that the enforcement officers were accompanied by two police officers, but that “was not enough, because the report I got is that people swarmed

them, and wanted to beat the staff and beat the police and so they had to retreat.” The CH&PA will not be deterred and will continue to enforce its strict zero tolerance policy on squatting, the Minister pointed out. “We cannot continue to operate the way we have been operating, order has to come, and if we are trying to do it in a decent manner, and people don’t want to cooperate with us then we have to bring the hammer down. That is not what we want to do, we want to work with people and bring order. So I am appealing to all Guyanese because it is not only happening in Sophia, stop the squatting, we know we have issues with land allocation, we are working on it. EMS Fully Operational From Monday The Guyana Fire Service (GFS) in collaboration with the Ministries of Public Security and Public Health officially launched its National Emergency Medical Services (EMS) at Project Dawn, Liliendaal. The services however will be accessible by members of the public from Monday November 21, 2016 via the existing 912 Emergency calling system. Delivering the feature at the launch of the service, Minister of Public Security Khemraj Ramjattan noted that the establishment of the EMS is one that should have happened a long time ago. According to the Minister, the world is becoming more complex, and it is necessary to have a brigade of men and women who are skilled in various areas. An EMT the Minister stated, “is going to be competent, to know how to deal with the circumstances of a fire, the injured person being there, how he can better handle or she can better handle those circumstances, and that is how we are going to evolve from the developing into the developed.” Also making brief remarks was Minister of Public Health, Dr. George Norton, who noted that the establishment of the EMS is an important step for Guyana. He added that the goal is to have national coverage. The Minister pointed out that the Ministry of Public Health is always looking at ways to improve access and quality of healthcare services for citizens. “With the national EMS, we will be able to provide emergency healthcare services to more Guyanese in a timely manner, countless lives will be saved and we will be able to improve the physical, social and mental wellbeing of all Guyanese,” Dr. Norton explained. National Medical Director of the EMS, Dr. Zulfikar Bux said that the establishment of the service is the turning point of EMS development in Guyana. The goal Dr. Bux stated is to “save the lives of the members of the public who need us the most.” According to Dr. Bux, patients with medical emergencies who contact 912 will have access to treatment within 10 to 15 minutes. Currently there is a total of 137 trained staff to man the medical services which include 110 Emergency Medical Technicians (EMT) and 27 dispatchers. The GFS has five ambulances available for the EMS pilot which will cover areas from Timehri, East Bank Demerara to Enmore, East Coast of Demerara.

No Need For Soldiers On The Streets – Minister Trotman Government does not envision the mass placement of Guyana Defence Force (GDF) soldiers on the streets to fight crime. The recent report in crimes has prompted some to ask about the placement of soldiers on the streets to support crime fighting efforts by the Guyana Police Force (GPF). This was explained to the media operatives yesterday, by Minister of Natural Resources, Raphael Trotman at the post-Cabinet media briefing at the Ministry of the Presidency. The Minister said that that it is only if the state is under threat, and that threat is as a result of criminal or other violent activities within, that troops would be deployed. nTrotman pointed to Chapter 1501 of the Defence Act which determines the use and deployment of military personnel to boost security. The Minister said that members of the military may engage, in a limited way, joint patrols with police counterparts but, “at this point in time, there is no threat to the state that should see the deployment of the military.” He made reference to the recent joint exercise conducted simultaneously at prisons countrywide. This exercise which netted various contraband items such as knives, cell phones, drugs and other items, Minister Trotman stated, could have posed threats if not handled properly. Trotman explained that, “The GDF was rightly and properly deployed for that operation, again rightly and

properly returned to barracks. The sight or spectre of men and women in patrol, in green, we don’t believe should be a regular feature at this point in time.” The Minister pointed out that although there was a higher incidence of reported gun-crimes; Government is not of the belief currently, that the use of the military is necessary. The GPF recently unveiled its Christmas Crime Fighting Strategy which will see increased resources being allocated for patrols and other activities during the next two months.

COTED Members Urged To Partner With Private Sector To Support Region’s Economic Growth Members of CARICOM’s Council for Trade and Economic Development (COTED) were yesterday, charged to work together, to strengthen relationships with the private sector and achieve economic growth and development in their countries. This charge was given by Minister of Trade and Industry of Suriname, Sieglien Burleson at COTED’s 43rd meeting held at the Princess Hotel. Burleson reiterated that there are many challenges faced by countries in COTED. “This raises many questions regarding our ability to transform our economic base, and the time has come for us to be responsible for trade and development, and partner with the private sector to enhance productivity and sustainable growth.” The Minister noted that since the establishment of the CARICOM Single Market and Economy (CSME), the goal is to achieve regional integration and growth within the community. The minister said this can only be possible if the countries work together. “We cannot afford refusal of market exit and burdensome administration procedures in place between each other, let us work together to achieve the bigger goal.” Meanwhile, Assistant Secretary General, CARICOM, Joseph Cox noted that there has been a shift in attitude towards trade. “We as the longest standing integration movement among developing countries should not consider ourselves immune to such tendencies, so our work is cut out for us, and our task is to ensure that all our efforts are pragmatic and strategic, and the structures we create are economically prudent and responsive to the wishes of the people of the community,” he explained. Cox noted the need for faster decision-making and the

implementation of commitments. Cox introduced the two newest members to COTED; Minister in the Office of the Prime Minister with responsibility for Commerce, Industry, Investment, Enterprise Development and Consumer Affairs, Bradley Felix of St Lucia, and Minister of Investment, Trade, Industry and Commerce of Belize, Tracey Panton. Cox urged the two new members to give intense consideration to the matters being discussed, given that they are crucial to the effective functioning of the CSME. “The matters before you are wide ranging in both content and scope. You have a packed agenda before you, although most of the items will not be new to you.” Some of the matters discussed at the meeting include, CSME monitoring and evaluating framework, CSME review of the Common External Tariff (CET), regulatory systems for medicine and action against non-communicable diseases. Taxi Driver Charged With Breaking And Entering Chief Magistrate Ann McLennan today released taxi driver, Kenny Jones on GY$150,000 bail after he appeared before her in the Georgetown Magistrate’s Court charged with breaking and entering. He will return before the court on December 19, 2016 for continuation into the matter. The accused, who is a resident of Freeman Street, East LaPenitence pleaded not guilty to the charge, as his Attorney made a plea for reasonable bail stating his client is the working father of 4 who has to provide for his family. Police Prosecution led by Inspector Neville Jeffords made no objection to the application but however requested that the accused make continuous visit to a nearby police station. His request was granted. It is alleged that on between March 11 and March 16, 2016 at the Eastern Highway, Lamaha the 29-year-old accused broke and entered the dwelling place of Duke Ivan and stole therein a quantity of household items of total value GY$6,047,000.

Teen Farmer Charged With Possession Of Narcotics Nineteen-year old, Soesdyke Farmer Carl DeSantos today appeared before Chief Magistrate Ann McLennan in the Georgetown Magistrate’s Court charged with the being in possession of narcotics with intent of trafficking. The accused was granted bail in the sum of GY$25,000 and will return before the court on December 6, 2016 for report. He was represented by Adrian Thompson and pleaded not guilty to the charge. The lawyer argued that when the Officers conducted the search the narcotics were found on the ground and as such ownership of the cannabis could be anyone in the shop at the time. Police Prosecution however denied the claim stating the the Prosecution facts differ from the story told. It is alleged that on November 15, 2016 at Soesdyke Public Road, police while carry out a search on shop and the occupant of the shop, found in DeSantos’ possession 16g of Cannabis which they believed he had intent of trafficking. It is further alleged that DeSantos was warned of the offence and he admitted to the officers present that the narcotics was in fact his.

Woman Charged With Exploiting Teen For Sex One of the women who was arrested following the raid at the Omai Mining area, Carmalita Thurmun has been remanded until November 24, 2016 after she appeared before Chief Magistrate Ann McLennan charged with trafficking of an underage teenage girl for sexual exploitation. The accused who pleaded not guilty was denied bail following an objection by Police Prosecution who cited the nature and severity of the offence. Thurman along with others were arrested following a joint operation on the mining area by the Ministry of Social Protection, the Guyana Geology and Mines Commission and TIP Task Force of the Guyana Police Force. It is alleged that between June 1 and July 30, 2016 at the Mining Area located in Region 7, Essequibo, the accused recruited, transported, harboured a female teen for the purpose of trafficking.

GUYANA DAILY NEWS A Day Like Today The 18th of November 1978 is remembered in Guyana and the ‘revolutionary act’. The children’s were the first to die, as parents and PAGE 12

On this date, the founder of the ‘Peoples Temple’, American cult leader Jim Jones leaded hundreds of his followers in a mass murder suicide at their agricultural commune in Port Kaituma, small town within the Barima-Waini administrative region of Guyana. More than 900 inhabitants of Jonestown, 304 of them children, died of apparent cyanide poisoning, ingested in a punch. According to later reports, some of the devotees drank the lethal mix whiningly while others were forced to do it at gun point. This resulted in the greatest single loss of American civilian life in a deliberate act until the terrorist attacks of September 11, 2001. Jones was born on May 31, 1931, in rural Indiana, to a World War Veteran and a house wife. He was a Jones childhood was filled with solitude and isolation. He would find comfort spending hours reading books about politics, society and religion. He studied the life of renowned leaders, like Joseph Stalin, Karl Marx, Mao Zedong, Mahatma Gandhi and Adolf Hitler, absorbing their ability to influence the masses to listen and follow their ideals. Religion became his ultimate shield. He found calm in the Holy Scriptures, and ventured to preach his knowledge to the multitude. In the early 1950s, he began working as a self-ordained Christian minister in small churches around Indianapolis. During this time, Jones gained popularity among the African-American community, due to his passionate speeches against racism and segregation. By the mid-50s Jones was already a popular figure. He managed to build the ‘Peoples Temple’ in his hometown, attracting a large quantity of devotees. In 1965, he moved the group to Northern California, settling first in the city of Ukiah and after 1971 in San Francisco. In the late 70s, his church was accused by the media of financial fraud, physical abuse of its members and mistreatment of children. In response to the mounting criticism, the increasingly paranoid Jones invited his congregation to move with him to Guyana, where he promised they would build a socialist utopia (an imagined place or state of things in which everything is perfect). Couple years previous to the migration, several members of Jones congregation had travelled to Guyana to ‘set up’ what would become ‘Jonestown’. A commune comprised by hundreds of small houses, alike to a summer camp. In 1977, Jones and more than 900 Temple members moved to Guyana. But Jonestown turned to be something very far from a ‘Utopic place’. Devotees worked long hours in the camps field, where goods were being cultivated, or doing construction work expanding the settlement for future followers. If a member of the congregation showed an unacceptable behavior, this one would be subjected to harsh punishments. Their passports were confiscated and their letters home censored. By this time, Jones was a regular user of illegal substances to keep his high level of paranoia camouflaged. His mental health was in a rapid detriment, and nervous stimulants were the only way to maintain his profile ‘neat’. Shortly after, reports of alleged violations of the human rights and abuse taking place in Jonestown, reached the USA Congress. Diplomats decided to take the case and headed to Guyana. Congressman Leo Roy and a team of journalist reached Port-Kaituma on November 17th 1978. Jones welcomed the team well, but the next day Jones executed Ryan and the rest of visitors while leaving the commune. After the event, Jones called for a massive reunion with all the members of the congregation, preaching them about the need to execute a

nurses provided them the lethal mix. Is alleged that some adults willfully drank the poison, and others were forced to ingest it. Less than a dozen of survivors were able to see the next morning. Few escaped while the atrocity was taking place, while others had the luck to be away from the camp at the time of the event. By Caribbean News Now contributor PORT AU PRINCE, Haiti -- Just days before the elections scheduled for Sunday in Haiti, the US embassy in Port-au-Prince said that electoral intimidation and violence are unacceptable and have negative impacts on citizen participation in elections, pointing out that the US is taking note of parties involved in electoral violence On Sunday, Haitians will go to the polls to vote for their next president and members of parliament and the US statement comes on the heels of reports that former president Jean Bertrand Aristide has been inciting violence as part of the election campaign of Maryse Narcisse, presidential candidate under the banner of Aristide’s Parti Famni Lavalas, The US embassy applauded the steps taken by the government of Haiti and the Provisional Electoral Council following Hurricane Matthew to ensure that credible elections will occur as scheduled. “We are encouraged by the improvements in the process made by the Provisional Electoral Council and urge all actors to participate fully and peacefully in the democratic process. We encourage all Haitian registered voters to exercise their civic rights and to vote for the candidates of their choice,” the embassy said in the statement. However, it said that the US has noted with concern inflammatory rhetoric and incidents of violence that have occurred during the campaign, adding that, as the CEP noted in its press releases, all political parties have the obligation to ensure that their campaigns are carried out peacefully and in accordance with the law. The embassy further applauded the CEP's statement that it will not tolerate violence as part of the electoral process. “Electoral intimidation and violence are unacceptable and have negative impacts on citizen participation in elections. Antigua-Barbuda PM Calls For Immediate Intervention On Climate Change With US President-Elect MARRAKECH, Morocco -- Prime minister of Antigua and Barbuda, Gaston Browne speaking at a high-level meeting of the 22nd Session of the Conference of Parties (COP22) in Marrakech, Morocco, called on all government and special groupings in the United Nations to commence discussions with the incoming Donald Trump administration in the United States on climate change. “If the United States waivers in its current leadership on climate change, or if it withdraws from its commitments, a chain reaction will be triggered, that will leave the agreement in tatters, and the world in peril,” Browne told the gathering. Browne was making reference to the uncertainty of President-elect Trump’s position on climate change, which was widely discussed during the lead-up to the November 8 elections. “We (the Caribbean) know that global warming; sealevel rise, extreme drought and stronger cyclones, are daggers at the heart of our existence. For us, ‘1.5 to stay alive’ is not a frivolous slogan; it is a constant reminder that, if temperatures continue to rise, our countries will suffer insurmountable losses. In fact, many small island states will disappear beneath

Unemployment Rate In Jamaica Lowest In Five Years By Denise Dennis KINGSTON, Jamaica (JIS) -Unemployment in Jamaica continues to decline, with the figure at 12.9 per cent as at July 2016, the lowest quarterly rate in five years. This is according to the latest labour force survey undertaken by the Statistical Institute of Jamaica (STATIN). The rate for the July quarter was 0.2 per cent lower than the figure recorded for January 2015 and 0.8 per cent less than April 2016. The youth unemployment rate also saw a decline of 1.3 per cent to 29.6 per cent. Director general of the Planning Institute of Jamaica (PIOJ), Dr Wayne Henry, said that the total number of employed persons as at July 2016 stood at 1,186,900, an increase of 39,400 persons relative to July 2015. He said this represents the highest level of employment ever recorded for a single month. The number of employed males increased by 9,700 to 663,100, and employed females by 29,700 to 523,800. The youth employment level also increased by 16,200 to 152,100 persons. Henry, who was addressing the quarterly press briefing at PIOJ’s offices on Wednesday, said the employment levels represent a bounce-back from the impact of the global financial and economic crisis in 2011, which resulted in the loss of 90,900 jobs. The economy has since added 103,300 jobs. The largest increases of employment were recorded in the wholesale and retail of motor vehicle and equipment industry, as well as in

GUYANA DAILY NEWS PAHO Refutes Social Media Claims Over Water Quality In Barbados PAGE 17

BRIDGETOWN, Barbados (BGIS) -- The Pan American Health Organization (PAHO) has denied an allegation circulating on social media that it has warned the Barbados government about the quality of the island’s water supply. In a statement issued this week, PAHO said it supported the Barbados Water Authority (BWA) and the ministry of health on water quality. And further, it stressed, the drinking water quality produced by the BWA met the World Health Organization’s guidelines values. The international organisation made it clear that it does not do independent assessments of water quality and therefore cannot issue any notices to government or the public. “PAHO has not given warnings regarding contamination of the water in Barbados, neither to the government nor to the general public.” “PAHO does not have the authority nor mandate to give national governments warnings regarding water quality,” the statement concluded. Meanwhile, general manager of the BWA, Dr John Mwansa, has assured the public that the water is safe to drink. He explained that the water quality in the local distribution system was monitored every Thursday, and at source on a monthly basis, in collaboration with the ministry of health and the Environmental Protection Department of the ministry of the environment and drainage. The results continued to show that Barbados’ water quality met the World Health Organization’s drinking water standards, he maintained. (Caribbean News Now!)

Solving The Problem Of Mathematics Education In The Region BRIDGETOWN, Barbados -- The Caribbean Development Bank (CDB) recently hosted a two-day workshop for mathematics education stakeholders from across the region. Participants reviewed the current status of mathematics education in the Caribbean, identified current good practices, and came up with strategies to improve students’ mastery of the subject. In the Caribbean, pass rates in mathematics at the primary and secondary level are an area of concern. Pass rates typically do not exceed 60% in any national or regional assessments. Against this background, in 2014, CDB supported research into instructional practices of mathematics teachers in the Eastern Caribbean. The study, conducted by the School of Education, Cave Hill Campus, University of the West Indies, aimed to identify solutions to improve teacher effectiveness and student learning in mathematics. The recently held workshop is a continuation of those efforts. Upon completion, the FAME will be presented to the CARICOM Council of Human and Social Development and the OECS Council of Ministers of Education for adoption and implementation by CARICOM and OECS member countries. “This FAME will assist us in monitoring and evaluating mathematics education in our countries and region. It will help us to take a multipronged approach, it will help us guide systematic and mutually reinforcing strategies in curriculum policy, teacher preparation, effective instructional practice, and accountability for learning in Math,” said Patricia McKenzie, vice-president (operations), CDB. Ronald Jones, minister of

education, science, technology and innovation, Barbados, noted that the workshop provided an opportunity for experts in the education sector to build consensus on actions and strategies to improve mathematics teaching and learning. “We have recognized for a long time, in our region, that mathematics teaching and understanding and appreciation has not been at the level that we would want to be. This exercise will give us…an opportunity to refine our whole idea and thought of taking mathematics teaching forward,” he said. The workshop was held from November 15 to 16, 2016, in Barbados. CASTRIES, St Lucia -- Agriculture leaders in the Organisation of Eastern Caribbean States (OECS) convened for a two-day meeting in St Lucia last week to discuss viable options towards enhancing intra-regional trade of agricultural commodities in the OECS. The workshop, organised by the OECS with the support of the Food and Agriculture Organisation (FAO) of the United Nations, facilitated discussions on key themes such as the free circulation of goods in the OECS, exporter and importer shipping concerns, sanitary and phytosanitary measures and other regulations that impact on trade. Minister of agriculture in St Vincent and the Grenadines, Saboto Caesar, discussed the OECS agriculture shipping initiative as a means to alleviate the over US$500 million dollar food import bill in the OECS. “Once there is a vessel available, it is going to be an engine for growth. Persons who previously did not consider shipping as an option would begin using this as a mode of trade,” Caesar said. The agriculture minister also stressed the need to be creative in crop selection in an effort to delve into new markets. “We already have agriculture commodities moving in the region and we have found that traditional traders are not keen on trying new crops once they have found a niche that works. “This is why it is important that we bring new traders on board who are open to trying new crops and penetrating new markets,” Caesar said. Caesar called on all agriculture ministers and senior officials present to take action and identify a “point person” in each of their ministries to spearhead the initiative and create on-island working groups. The end of 2016 was proposed as the deadline for member states to submit a list of commodities that they would, ideally, like to produce. “We are aware that this not something that would happen overnight, but we have to keep our eyes on the ball,” Caesar said. Director general of the OECS, Dr Didacus Jules, said that efforts have already begun to develop a sustainable relationship between farmers and hotels. “We ultimately want to see a reduction in the food import bill. The partnership of the agriculture and tourism sectors also highlighted opportunities in the emerging market of exotic flowers as an example of new areas for agricultural growth in member states. Union Warns Against Contracts For Workers President of the Antigua & Barbuda Trade Union Congress (TUC) has warned that the growing trend of contract work is making it increasingly hard for some families in Antigua & Barbuda, as there is no job security. According to Sandra Williams, the practice widely utilised in the private sector, is now creeping into the public sector. She was delivering the President’s Address at the opening of the TUC’s 14th Annual Delegates Conference Wednesday night. “We look at the Public Service Commission (PSC) and others that are hiring workers in certain positions, and they are giving them contracts. Some are given contracts for one or two years. They can’t go to the bank and get a loan,” Williams said. She said work must be done “to tackle this monster”. Also, speaking on the issue was former labour commissioner, Hesketh Williams, who said some employers are abusing the process to the detriment of the worker. “Employers are branding legitimate workers as contract workers because they want to get away from paying the statutory provision that they need to pay on behalf of the worker, and so they call them contract workers,” the former labour commissioner said. “But contract workers have a specific definition. Sometimes they are cleaners. Hotelier Says Gov’t Should Weigh Beach Access Against Development A veteran hotelier said the government has failed to strike a balance between hotel development and public beach access for everyone. In an interview on OBSERVER PM, Tony Johnson said access to many local beaches is being lost to hotel development. He said developers and the government need to realise that a balance must be struck when it comes to proper beach access for all residents and tourists. “We have to be careful now in the development of how we get the balance of the beach for the Antiguans and the beach for the tourists. We are bringing more cruise ship people. Where are they going to swim; where are they going to go? Taxis tend to take them to a place like next to Sandals and that can do harm to the Antiguan base tourism which brings in more than cruise tourism,” Johnson said. Morris Bay, which is located close to Curtain Bluff Hotel, has been earmarked for new development, but Johnson said the government is making a mistake since the beach is a popular spot where residents picnic with their families. “Unfortunately, our present government has sold Morris Bay for the development of a hotel, with access to the sea. Justice Henry said yesterday, “The age of children appearing before us in courtrooms as victims has gotten younger.” The judge was speaking at the second consultation on sexual offences cases, which opened yesterday at the Jolly Beach Resort. She stated further that professionals in the legal and social field are being called upon to work with children at a very early age. She suggested that this could be linked to several factors. “Some services suggest that the rise in children at risks of exploitation can be linked to earlier sexual abuse or exposure to overtly sexual content in the media, on the Internet, or via mobile phones.” She said regional efforts in the past to provide both adults and child survivors of rape and other sexual assault with both physical and psychological care, have often fallen short of meeting the “tremendous” need. May Is New Start Date For Road Works

A delay in the work to improve the country’s road network will see the project starting in May 2017 as opposed to the December start date earlier announced by government. A release, on Thursday, said government has secured grant financing from the Caribbean Development Bank (CDB) to cover the cost of the road construction and repairs. Previously, government had indicated it would repair eight roads and construct a new one from Falmouth to Old Road. However, Government’s Chief of Staff Lionel “Max” Hurst now says the initial $1 million estimated to rehabilitate a mile of road is significantly lower than what is currently forecasted, which is leading to the delays. “That is the customary cost to build roads in Antigua. But, when the CDB put out bids, the road builders, not from Antigua, determined they have to put in drains. Take for example, the road coming from the airport. It has aprons on either side, so that whenever there is rain, it goes into aprons, then into drains and gutters,” Hurst said. He said the new estimates will include the cost of building drains along both sides of the roads to be rehabilitated. The rehabilitation of the road on Sir George Walter Highway will see the road being expanded from two lanes to accommodate four lanes of traffic. Hurst said a reduction in the British pound also affected the conversion rate of the monies. “It has become a little more expensive, maybe three or four times more expensive, and therefore you have a fewer number of roads that can be done with the money that is being provided. But the twin quakes led to the rupture of at least six faults, including a newly identified one at Waipapa Bay. Prof Andy Nicol of New Zealand's University of Canterbury told the BBC the Kaikoura earthquake started in the south and travelled north. The largest seismic energies were released about 70km (44 miles) north of the epicentre at Culverden. But the whole

Up to 100,000 landslides were triggered by the quakes, blocking major road and railway routes. Prof Nicol said the landslides would lead to permanent changes in the landscape and a significant amount of sediment would be flushed down the river system. A 150m-high landslide dam has formed on the Hapuku River. Such dams pose great danger as they can collapse without warning, releasing vast amounts of water. Kaikoura itself was completely cut off by landslides. About 1,000 tourists and locals have been evacuated by sea from the small town, which is famous for its whale-watching opportunities. The total damage is estimated to be at least NZ$12bn ($8.4bn; £6.8bn), and emergency work is expected to continued for some time. Meanwhile aftershocks are continuing - there have been more than 2,000 since Monday and scientists say more quakes are likely. (BBC)

A number of Turkish officers posted to Nato have sought asylum since the country's failed military coup in July, Nato's secretary-general has said. Jens Stoltenberg said the officers had requested asylum in the countries where they had been posted but gave no names, numbers or reasons for the requests. The countries involved will consider the cases individually. Turkey has dismissed, suspended, detained or arrested tens of thousands of people since the July coup attempt. Many have been in the military, although others are teachers, policemen, judges and journalists. The Turkish government's crackdown has targeted those it suspects of links to the man it believes masterminded the coup attempt - the cleric, Fethullah Gulen. He lives in self-imposed exile in Pennsylvania in the United States and has denied any involvement.

Mr Stoltenberg said on Friday that "some Turkish officers working in the Nato command structure... have requested asylum in the countries where they are working". German media have carried reports that some members of the Turkish military have requested asylum in Germany. Also on Friday, the UN rapporteur on freedom of expression, David Kaye, warned of a "grim" climate in Turkey since the failed coup. He said: "The conclusions I would say are fairly grim and reflect what I think is a deep sense of restriction on freedom of opinion and expression throughout the country." (BBC)

The scandal provided the catalyst for a major shift towards electric cars and potentially self driving systems. In future VW may be making fewer engines and more electric motors, fewer gearboxes and more batteries. Software and sensors will become ever more important. Japan PM Shinzo Abe: 'I Have Great Confidence In Trump’

Speaking through a translator Mr Abe said "I am convinced that Mr Trump is a leader in whom I can have great confidence” Japan's PM Shinzo Abe has said he has "great confidence" in US President-elect Donald Trump and he believes they can build a relationship of trust. Mr Abe described the 90-minute meeting in Trump Tower, New York, as "candid", with a "warm atmosphere". Some of Mr Trump's campaign rhetoric cast doubt over long-standing US alliances, including with Japan. The meeting was Mr Trump's first faceto-face with a world leader since winning the presidential election. The US and Japan have been key allies since the end of World War Two, when the US helped J a p a n r e b u i l d i t s e c o n o m y. T h e president-elect has vowed to scrap the Trans-Pacific Partnership trade deal, which Mr Abe strenuously supports as a means of countering China's growing economic strength. The deal was approved by the Japanese parliament, despite the likelihood that it would be cancelled when Mr Trump takes office. Mr Trump has also said Japan needs to pay more to maintain US troops on its soil, and has floated the idea that Japan and South Korea should develop their own nuclear weapons to counter the

threat from North Korean missiles. The meeting was reportedly arranged when Mr Abe rang the president-elect to congratulate him, mentioning that he would be passing through New York on the way to an Asia-Pacific trade summit in Peru. Speaking after the meeting, Mr Abe said: "We were able to have a very candid talk over a substantial amount of time. We held it in a very warm atmosphere. "I do believe that without confidence between the two nations the alliance would never function in the future and as the outcome of today's discussion I am convinced Mr Trump is a leader in whom I can have great confidence." The Japanese leader gave few details of the meeting but added the two agreed to meet again for deeper talks on a wider range of issues. Buckingham Palace To Get £369m Refurbishment

Buckingham Place is to undergo a 10year refurbishment costing £369m, the Royal Household has announced. The Queen will remain in residence during the work, to begin next April. Ageing cables, lead pipes, wiring and boilers will be replaced, many for the first time in 60 years, owing to fears about potential fire and water damage. Tony Johnstone-Burt, Master of the Queen's Household, said phased works offered the "best value for money" while keeping the palace running. The works will be funded by a temporary increase in the Sovereign Grant, as

recommended by the Royal Trustees, who include the prime minister and chancellor. This funding change will require MPs' approval. Mr JohnstoneBurt said: "We take the responsibility that comes with receiving these public funds extremely seriously indeed; equally, we are convinced that by making this investment in Buckingham Palace now we can avert a much more costly and potentially catastrophic building failure in the years to come." Yellowstone Park Accident Victim Dissolved In Boiling Acidic Pool specifically looking for an area to soak in the thermal springs, despite the potential danger and warning signs.

The hot pools in Norris Basin are fuelled by volcanic activity under the park The remains of a man who died in a hot spring accident in Yellowstone National Park were dissolved before they could be recovered, it has emerged. Colin Scott, 23, died in June in an illegal attempt to soak, or "hot pot", in the US park's thermal pools. The accident was recorded by the victim's sister on her mobile phone, the incident report says. The grisly details came to light following a freedom-of-information request by local television news.

Established in 1872, Yellowstone National Park is located mostly in the state of Wyoming but extends into parts of Montana and Idaho too. 'Very unforgiving' According to the incident report, Mr Scott and his sister, Sable Scott, left the defined boardwalk area in Norris Basin on 7 June. "The whole area is geothermally active," Yellowstone's deputy chief ranger Lorant Veress told KULR 8, which broke the story. "There's a closure in place to protect people from doing that for their own safety. It's a very unforgiving environment." He said the pair had been

The caldera's activity fuels the thermal pools in the area and it also has the potential for a "cataclysmic" eruption which would change global climate for decades. However, experts at the US Geological Survey, which carefully monitors the area, say "the chances of this sort of eruption at Yellowstone are exceedingly small in the next few thousands of years." The ships sank in 1942 in a remote part of the Java Sea Dutch and British World War Two shipwrecks have mysteriously disappeared from the Java Sea, prompting outrage. The BBC asks experts what could have happened to the vessels. For decades the wreckages of three Dutch warships - HNLMS De Ruyter, HNLMS Java and HNLMS Kortenaer - were lost to the world, sitting at the bottom of the Java Sea. The victims of a fierce 1942 sea battle with the Japanese, the ships had gone down along with 915 Dutch and 259 Indonesian sailors. Their 2002 discovery by amateur divers was a cause for celebration, and the ships were declared war graves. But now it seems they have been lost again possibly permanently - with the Dutch government confirming this week that the ships have vanished from the seabed. The Indonesian navy is investigating. In Britain, the Guardian newspaper reported that three UK warships that had been sunk in the same battle had disappeared as well. Sold for scrap? There is now suspicion that the ships were stolen and sold as scrap metal, a commonplace practice in a region that is littered with old wrecks. The diver who found the wrecks intact in 2002, Vidar Skoglie, told Dutch broadcaster NOS that he believed Indonesians had towed the ships to the port-city of

Surabaya for demolition - although this theory was disputed by an expedition team that recently visited the site. The three ships were located 100km (60 miles) off the Java coast at a depth of between 60 and 70m. Ship salvage experts told the BBC that any attempt to raise and tow huge ageing warships from such depths would be a massive operation involving multiple barges, cranes and trained divers. This raises the question of how the ships could have been taken without authorities noticing - though some have pointed out that Indonesia has a vast coastline, and its navy and coast guard have limited resources. 'Nibbling away’ What was more likely was that locals clandestinely stripped the wrecks in a piecemeal fashion over the years until n o t h i n g w a s l e f t . B a s Wi e b e , commercial manager of salvage company Resolve's Asia operations, said they could have cut away parts of the rotting wreckage using mechanical equipment known as grabs. "If time is not of the essence, you have a barge and equipment, you could just nibble away," said another expert who declined to be named citing political sensitivities. Another possibility is that the ships were blown up into smaller pieces - a cheaper and faster way to disintegrate wrecks. "It is not like an huge explosion like you

see on TV. It's basically fairly contained but enough to break apart the vessel and if you do it a few times, you can just fish out the pieces," said Mr Wiebe. But one expert disputes this theory citing a lack of debris surrounding the ships' imprints on the seabed. "Using regular explosives would create a debris field, and an even bigger one if ordnance remaining onboard exploded as well," said Arnab Chakravorty, from ship salvage firm Ardent Asia-Pacific. Some experts raised the possibility that heavy storms, shifts in tectonic plates, or even the 2004 Indian Ocean tsunami may have caused the ships to drift to a different location. Mr Wiebe cast doubt on that theory given the ships' depth and duration spent at the bottom of the sea. "Over the decades the ships would have filled up with sand, so they would be even heavier now. Even if they moved, they wouldn't have shifted very much," he said. What is certain is that the Dutch have lost an important part of their maritime history - and it remains to be seen whether the ships can ever be found again. (BBC)

The girl, who was terminally ill with a rare cancer, was supported by her mother in her wish to be cryogenically preserved - but not by her father. She wrote to the judge explaining that she wanted "to live longer" and did not want "to be buried underground". The girl, who died in October, has been taken to the US and preserved there. A High Court judge ruled that the girl's mother should be allowed to decide what happened to the body. The details of her case have just been released. The teenager, who lived in the London area and cannot be named, used the internet to investigate cryonics during the last months of her life. The teenager's letter to the judge "I have been asked to explain why I want this unusual thing done. "I am only 14 years old and I don't want to die but I know I am going to die. "I think being cryopreserved gives me a chance to be cured and woken up - even in hundreds of years' time. "I don't want to be buried underground. "I want to live and live longer and I think that in the future they may find a cure for my cancer and wake me up. "I want to have this chance. "This is my wish." The judge, Mr Justice Peter Jackson, visited the girl in hospital and said he was moved by "the valiant way in which she

Future hope Cryonics is the process of preserving a whole body in the hope that resuscitation and a cure are possible in the distant future. It is a controversial procedure and no-one yet knows if it is possible to bring people back to life. There are facilities in the US and Russia where bodies can be preserved in liquid nitrogen at very low temperatures (less than -130C) - but not in the UK. The cost of preserving the body for an infinite amount of time in this case was £37,000. Chrissie de Rivaz, from Cornwall, is one of those people planning to make the journey after she dies. She has saved up the £28,000 to be frozen after her death, as has her husband John. "I can't see any reason to just send me up the flume and I hate the idea of being buried in the ground, so why not take this chance to come back again?" Simon Woods, an expert in medical ethics from Newcastle University, thinks the whole idea is science fiction. He said: "The diagnosis of death is that death is irreversible, and for people who seek cryopreservation, they've died of a serious disease, in this case it's cancer. "The person is in a pretty bad state of health to begin with, and there's absolutely no scientific evidence that the person could be brought back to life.” 'Mr Hero Peter Jackson’ The girl's solicitor, Zoe Fleetwood, told BBC Radio 4's Today programme it had been a "great privilege" to be involved with the case of an "extraordinary individual". When the girl was told about the court's decision, she had been "delighted" and referred to the judge as

"Mr Hero Peter Jackson", her lawyer said. "It was a difficult process. Some might say the girl's mother's attention was directed towards that procedure rather than grieving at this time," Ms Fleetwood added. "But her daughter had passed away, the procedure needed to be carried out." The case had not set a precedent for future cases around cryopreservation, she said.

Family conflict The girls' parents were divorced and the girl had not had any contact with her father for six years before she became ill. While the girl's mother supported her wishes to have her body preserved, her father was against it. He said: "Even if the treatment is successful and she is brought back to life in let's say 200 years, she may not find any relative and she might not remember things and she may be left in a desperate situation given that she is only 14 years old and will be in the United States of America." Although he then changed his mind, saying he respected his daughter's decision, he subsequently wanted to see his daughter's body after her death something to which she would not agree. The judge said the girl's application was the only one of its kind to have come before a court in England and Wales - and probably anywhere else. Need for regulation Mr Justice Jackson said the case was an example of science posing new questions to lawyers. The girl died peacefully in October knowing that her remains would be preserved, but the judge said there had been problems on the day she died. He said hospital staff and bosses had expressed concerns about the way the process of preparing her body for cryogenic preservation had been handled. This was carried out by a voluntary group in the UK before her body was flown to the US for storage. CORNBREAD WITH DRIED TOMATOES AND BASIL Ingredients Dough: 25 g yeast 1 teaspoon of sugar 370 g flour 1 teaspoon of salt 100 g corn flour 2 tablespoons of sunflower oil 250 cc (1 cup) of water Filling: 50 g dried tomatoes 6 tablespoons of olive oil 2 tablespoons of basil Salt Vegetable spray Preparation Dough: In a bowl place the self rising flour with the sugar, barely cover with warm water and let stand for 10 minutes. Sift the flour and salt. Add the corn flour. In the middle of the bowl place the fermented yeast, sunflower oil, and warm water. Mix, knead for 10 minutes. Cover and let rise until it doubles its size. Filling: Remove the dough from the bowl, knead adding flour if necessary so it does not stick. Incorporate the tomatoes, previously macerated with 4 tablespoons of olive oil and chopped basil. Work for 5 more minutes, until they are well distributed. Form small buns using your hands and place each bun on a floured baking dish. Let rise until it doubles it size. Once risen, brush with the remaining oil and add some salt. Cook in a lubricated baking dish in a hot oven during 15 minutes or until they barely brown.
