PNCR Says PPP MP Should Be Sanctioned For Embarrassing Party, National Assembly The People’s National Congress Reform (PNCR) has condemned the recent Facebook status by People’s Progressive Party (PPP) Member of Parliament, Nigel Dharamlall against President David Granger. In a press release to the media, the PNCR said that the behaviour is unbecoming of a member of the National Assembly and must be condemned. “This highly unusual, unprofessional and unbecoming behavior by a sitting member of the National Assembly of the Co-operative Republic of Guyana must be condemned by all members of the legislative branch of government regardless of political affiliation,” the statement noted. The statement further noted that the coalition government has already pointed out that this is not the first time that Dharamlall has “engaged in unsavory behaviour unbecoming of his high office as a member of the National Assembly.” The PNCR pointed out that earlier this year a complaint was made against Dharamlall over “alleged threatening behaviour towards an employee of the InterAmerican Development Bank (IDB) office in Guyana. This complaint was withdrawn only after a request was made by the complainant to the Director of Public Prosecutions Chambers that no further action be taken.” Dharamlall had taken to Facebook to vent his frustration over the prevailing gun related crimes, among other things, but did so in an ‘unacceptable’ way according to PPP Opposition Leader, Dr Bharat Jagdeo. The Opposition leader said that any criticisms made about the mismanagement of the country should be pointed out in a wise manner, adding that it should never become “personal and there are ways to address matters of importance without being hateful.” Jagdeo had said that he had spoken with Dharamlall and made his disapproval clear and fellow Parliamentarian acknowledged his wrong doings and has since “apologized to everyone for it and he has expressed contrition to me that there
will be no repetition of this sort.” Dharamlall later issued an apology on Facebook asking to “bury the hatchet.”

1. I explained to the said Ms. Hussain that at all material times my children and I have been in occupation of the same. 2. I had in my hand at the time, an envelope containing my Certificate of Title, Agreement of Sale and other documents relating to the said property and the said Ms. Hussain took the envelope from me. 3. Ms. Hussain then next requested me to sign certain documents; I explained to the said Ms. Hussain that I cannot read or write and I requested that she reads the said documents to me; she refused to do so. 4. No Plans To Close NICIL- Says Trotman Minister of Natural Resources Raphael Trotman has noted that the government has not taken any decision to dismantle the National Industrial and Commercial Investment Limited (NICIL). The Minister further stated that he believes some of the recommendations are being adhered to because the company was not established to be a “a money making enterprise, a profiteering unit.” He further noted that the leadership of the company is going well. NICIL currently has a new chairman Dr. Grantley Walrond. Minister Trotman did not disclose the cost of the COI into the body, but noted that it was borne by the Government of Guyana. “We certainly did not anticipate the scale in which we would have to hold inquires, the scale was a bit overwhelming, but the budget would be from the Ministry of Finance.” He further noted that the entity’s functions are to responsibly and transparently manage, monitor, develop, improve, hold or dispose of the company’s assets and engage in developmental projects that collectively will contribute to the development of Guyana and its people.

Omai Raid Victims Receiving Support As Investigation Continues Following the raid at the Omai mining area which saw five victims of Trafficking in Persons being rescued, Acting Coordinator if the Counter Trafficking Unit, Tanisha WilliamsCorbin, has reaffirmed the Ministry of Social Protection’s promise to provide support for the victims of such offences. Speaking to the Government Information Agency, Corbin said that following the November 11, 2016 raid on the aforementioned area, ranks from the Guyana Police Force along with officials from the Ministry of Social Protection are currently carrying out investigations into the cases. Results from investigations thus far have revealed that two of the five victims were found to be underage girls, specifically ages 15 and 17. However Corbin mentioned that there are still questions surrounding why it was that the girls were in the area in the first place and as such “Their parents were called in, they were cautioned, and the police are continuing their investigations," said the Acting Coordinator. Together with the two mentioned females, Corbin revealed that the raid also found one ‘young adult’ who was reported missing by her husband and relatives. She has since been returned to her family and investigations surrounding the reasoning behind her captivity are still underway. In addition there was an underage male found who was himself unable to aid in investigations since he was unable to offer his name, address or any other personal information, as such it is the belief that he has been a victim of Child Labour. Investigations surrounding the trafficking of the fifth victim, another underage girl, has made

Joint Service Operations To Become Continuous Following last weekend’s Joint Service Operation and in light of the upcoming Christmas Season, the Ministry of Presidency has revealed that the Guyana Police Force and the Joint Services will continue to carry out operations of a similar nature in targeted area so as to deter the thoughts of individuals who are conspiring to commit crimes. It has been recognized by the Ministry along with the Government that at the moment there is an upward climb in the number of serious and petty crimes that are being committed and as such the operations are necessary. The recently completed 48 Hour Operation was deemed somewhat successful as several raids and patrols around Guyana including at the Camp Street and New Amsterdam Prisons sniffed out multiple illegal items being hoarded. The Ministry of Presidency continues to reiterate that citizens of Guyana are not to be alarmed by the operations but in fact are urged to cooperate with the security forces as to ensure the best possible outcome of the activities and an undisturbed holiday season.

About 0100h. this morning Henry Mendonca, a Venezuelan and a male Guyanese, who both reside in Venezuela, came to Guyana last night and were drinking at Eteringbang Landing, when they had a misunderstanding, during which process, the Guyanese broke a bottle and stabbed Mendonca twice to his abdomen. Charity Man arrested In Relation To Early Morning Robber y A 30 year old, unemployed male from Rubber D am, Charity, Es s equibo Coas t, w ho committed the crime of Larceny from the person on a Venezuelan national at a hotel in Charity, about 0300h. this morning has been arrested and is being processed for court. Enquiries disclosed that the victim, 32 years old, Alexander Gregorio called ‘Alex’, of Portia Ortiz, Venezuela, was standing in the hotel’s lounge, when the suspect approached him and relieved the victim of his brown wallet, which was in his front pants pocket containing US$5,200, his passport, a galaxy cellular phone and escaped. 24 years, of Glasgow Village, EBB, which occurred about 1945h. Last evening at his house, by three masked males, one of whom was armed with a handgun. Enquiries disclosed that the victim who lives with his family in a one flat house was alone at home, when he observed a masked male entering an eastern window and he (victim) immediately ran to his front door in a bid to escape, but was confronted by two masked men, one with a handgun and from which he discharged a round in the house. The bandits then bound the victim hands behind his back, dealt him several cuffs and kicks about his body and demanded he handed over all his valuables. They then ransacked the house and carted off with several cell phones, pieces of jewellery and an undisclosed amount of cash. The matter was reported and he was taken to the New Amsterdam Hospital, where he was treated and sent away. Investigators have retrieved a war head fragmentation from a fridge door in the house as well as a spent shell of a small calibre weapon. No arrest. Investigations are continuing. Alleged Goat Thief Remanded For Gun Possession Twenty-Seven - year old Milton Van Lewin has been remanded after appearing before the New Amsterdam Magistrate's’ Court charged with being in possession of a Pistol together with 10 matching rounds while not being a licenced firearm holder. He is slated to return before the court on November 5, 2016 for continuation into the matter. Represented by Attorney at Law Horatio Edmondson, the accused heard as his Attorney plead his innocence stating that on the day his client was arrested he was a visitor in the home of convicted felon Raymond La Fleur, where the aforementioned illegal items were found and as such the items were not of possession of his client. However the Police Prosecution lead by Inspector Orin Joseph revealed that Prosecution facts differ stating that on the night of November 14, 2016 when the accused was arrested, officers inquired of the defendant as to which part of the house he was occupying at the time. After he would have pointed out to the officers, a search was conducted and the gun along with ammunition was found. Van Lewin was denied bail by the Magistrate after he failed to provide the court with enough information as it relates to a fixed address of residence.

Guyana is preparing the legislative and budgetary groundwork for constitutional reform to begin next year. This is according to Prime Minister Moses Nagamootoo, who announced Friday that he had requested approximately GY$80 million to be set aside in the 2017 National Budget to fund the establishment of a secretariat and the holding of countrywide consultations. The Prime minister told reporters at an Alliance For Change (AFC) press conference that the constitutional reform process could take as much as two years and employ over a thousand people. Prime Minister Nagamootoo said the United Nations Development Programme (UNDP) and the United Nations Children’s Fund (UNICEF) have already pledged to help Guyana with further reforming its 1980 Constitution. He stated that UNICEF has said that its proposed “substantial sum” will be directed to helping make Guyana’s constitution more protective of children. “We would have a needs assessment team from the United Nations to see what is required to undertake constitutional reform and the needs assessment would also involve a financial assessment so that at some appropriate time other international donors and individual member countries could be approached and asked for assistance to carry through the constitutional reform process,” he said. The Prime Minister said Constitution Consultative Reform Bill be tabled in the National Assembly to kickstart the process sometime soon. Questioned on how government intends to win buyin from opposition, Nagamootoo said overtures would be made when the Bill is considered by the national assembly. “At the time when I would have tabled the Constitutional Reform Commission Bill I would expect that there would be some consultation with the opposition in terms of the content of the bill because I would seek to have full support,” he said. Nagamootoo said the reform of the constitution is in keeping with the AFC’s campaign promise to improve governance and “open up the door for greater consultative democracy and participation by all stakeholders including opposition parties.” “We are on the road. It’s going to be easy. It’s going to be a very complex prolonged process but the Alliance For Change is determined that Prime Minister, Moses Nagamootoo constitutional reform must be remain as its priority issue,” he said.
Commissioner Of Information To Account For Performance Prime Minister Moses Nagamootoo on Friday said that Guyana’s Commissioner of Information, Charles Ramson Snr. will to be called upon to account for his performance since holding the position. Speaking at the Alliance for Change’s (AFC) biweekly press conference, Nagamootoo said that the retired Justice Ramson would be formally asked to say whether he has submitted the information for a report to be compiled and submitted to the National Assembly. “I’m not aware that this office has done anything really so being pleased is very subjective. There is a law and the Commissioner of Information is bound by that law to carry out certain functions including receiving complaints and facilitating inquiries into these complaints,” he said. The Prime Minister said that he said was told that commissioner of Information has nothing to report because no one has been asking him for information, however, Nagamootoo insisted that it is Ramson’s duty to file a report to the House. “Well, there is a statutory requirement for a report to be lodged in the National Assembly and we would only know what are the difficulties being confronted by the Commissioner if the Commissioner were to submit those difficulties in writing and have them subjected to scrutiny by the National Assembly,” he said. Ramson’s office is based at one of his privately-owned houses on East Street, Georgetown. A former Attorney General, Ramson was sworn in as Guyana’s first Commissioner of Information in July, 2013. An estimated Commissioner of Information, GYD$2 million is being spent monthly on the COI’s operations in Charles Ramson Snr. accordance with the Access to Information.

COI Recommendations Must Be Put Into Action The APNU+AFC Coalition Government must make public the measures taken as a result of the recommendations of the Commissions of Inquiry (COI) that was conducted by the David Granger Administration. Over the past year, the government spent approximately GYD$300 million to Commissioners for Commission of Inquiries (CoI) and Audits in the various state agencies and ministries. The APNU+AFC came into office with the mantra of investigating any and every one who is suspected to be involved in wrong doings. However, according to the hand-picked Head of these Commissions, all of whom are ex- military personnel, there was wrong doings on part of some former government officials, but the recommendations seem to be thrown aside by the Government. One noticeable case is that of the Prison COI, which attracted the attention of everyone in Guyana and abroad. The deadly March 3 Prion Riot claimed the lives of 17 inmates of the Georgetown Prison. Minister of Public Security, Khemraj Ramjattan had promised to expedite the recommendations from that COI, however, to date nothing is being done to improve the situation of the Georgetown Prisons. The APNU+AFC government was very critical of the PPP while they were in office; their election rhetoric was that there was wide spread corruption under the administration, however, to date nothing is being done with the alleged findings of corruption by the APNU+AFC government.

Higher productivity will also contribute to reduce pressure on forest and fragile ecosystems, and increase
income for small and medium-sized farmers. In 2014, farm and agricultural activities represented 18% of Guyana’s GDP and 20% of its total employment. Due to the impact of climate change, Guyana endures extensive periods of droughts, which constitute a threat to agriculture producers and undermine its food security. There is a lack of information on livestock and agriculture producers, livestock and agriculture systems, and cost structures throughout the country. This lack of data affects consumers, suppliers, governments, private
investors and development organizations. The program w i l l fi n a n c e G u y a n a ’s agricultural census, and strengthen its agricultural information system. Two agricultural centres, that will include research and extension services, will be financed for Regions 9 and 10. In these regions, only 3% of farmers receive technical assistance and training. While there, the Brazilian businesses seeking to do business in the small Eastern Caribbean islands also engaged with their counterparts in the OECS by teleconference. Facilitated by the OECS Secretariat, the teleconference interfaced the Brazilians with the OECS Business Council. The
regional business entity’s chairman Gordon Charles and representatives from Dominica, Grenada, Saint Lucia and St Vincent and the Grenadines said they were interested in attracting Brazilian interest in a wide range of business sectors, from water and alternative energy to manufacturing and tourism. The Saint Lucian and other OECS businesses were also invited by Dr Luis Medeiros, superintendent of foreign trade in (the Brazilian federal state of) Goias, to prepare for a reciprocal visit to his state in the near future. Brazil’s ambassador to Saint Lucia and the OECS Commission, Sergio Couri, said: “While this was the first it will not be the only, or the last” encounter between Brazilian and Saint Lucian and OECS business interests. Charles said it “will now be necessary to put the mechanisms in place to facilitate the business arrangements made during this first contact.”

The mission includes a number of specialists that are analyzing in depth key aspects of the electoral process, including electoral organization and technology, electoral registration, electoral justice and the participation of women. On Election Day the OAS will observe the process from the opening of the polls to the counting of the votes. A team will remain in the country until the tabulation process has concluded. The OAS has accompanied the ongoing Haitian electoral process since 2015. During this period of time the EOM has observed that the electoral authorities have adopted several measures to strengthen the electoral process. “We have seen improvements in comparison to the prior phases of the process, notwithstanding the adverse circumstances,” said Ferreira. The OAS/EOM appealed to the citizens to join in these efforts by coming out to vote in a massive and orderly manner on Sunday and called upon candidates to act in a responsible manner, allowing a democratically elected president, as well as legislators and senators, to take office in 2017. The 25-page report, “Overcoming the Shadow Economy,” argues that, as “economic leaders,” the US and the European Union “have an obligation to force financial centers to comply with global transparency standards.” The US and EU have shown they have the tools to stem the flow of dirty money in the fight against terrorism, but have failed to use these same anti-money-laundering tools as forcefully in the fight against financial corruption and tax dodging, the report says. “Secrecy has to be attacked globally – offshore and onshore,” the report says. “There can be no places to hide.” The new report is an outgrowth of the pair’s initial work on a study committee appointed by the Panamanian government in response to a series of news stories by the International Consortium of Investigative Journalists (ICIJ) and more than 100 media partners.

Stiglitz, a professor at New York’s Columbia University, said in an interview on Monday that he and Pieth decided to go forward with their own report because they believe it’s important to articulate the global solutions to the challenges posed by the shadow economy. Stiglitz said they wanted to address growing concerns about not only Panama but also about other secrecy havens and big nations, such as the US, that play a significant role in the offshore system. American banks, for example, have paid out large settlements over allegations by US authorities that they failed to stem the flow of drug money and other illicit funds laundered through shell companies and offshore accounts.
Pieth and Stiglitz say that the US and EU have the power to force other nations to embrace these and other reforms by simply threatening to cut off access to their financial systems. Puerto Rico Authorities Intercept Vessel And 328 Lbs Of Cocaine; Two Men Arrested AGUADILLA, Puerto Rico -- US Customs and Border Protection (CBP) Air and Marine Operations (AMO) seized 328 lbs (149 kilos) of cocaine on Tuesday after intercepting a “yola” type vessel near Desecheo island and arresting two US citizens onboard. The estimated value of the cocaine is $4.2 million.“Air and Marine Agents engage in complex coordination to detect and stop vessels that attempt to smuggle narcotics though our coastal areas,” stated Johnny Morales, director of Air Operations at the CBP Caribbean Air and Marine Branch.

A CBP DHC-8 Maritime Patrol Aircraft crew detected a small 22-foot wooden “yola” vessel with one outboard engine and two persons onboard, approximately seven nautical miles west of Desecheo Island, Puerto Rico, heading eastbound. Two CBP Interceptors from the Mayaguez
Marine Unit were deployed, reaching the vessel. The Marine Interceptor Agents observed the two men onboard throw packages overboard from a cooler. The agents intercepted the vessel and arrested the two men onboard. AMO assets searched the area and recovered two bricks from the water. Inside the vessel two compartments were found with bricks. The contraband tested positive to cocaine and weighted approximately 149 kilos. The Caribbean Air and Marine Branch is the only federal law enforcement organization in the Caribbean Basin with integrated air and marine interdiction capabilities. It is charged with detection and interdiction of airborne and maritime smuggling and uses organic radar facilities to detect and intercept air smuggling attempts, and airborne radar tracking aircraft to detect maritime smugglers. LIAT Cancels Nevis Service business, so they’ll make a decision to leave.
By Ken Richards BASSETERRE, St Kitts (WINN) -- It would probably be a fair assessment to suggest that Nevis is being seen by LIAT as one of the airline’s non-profitable destinations, resulting in a cancellation of its service to the island. WINN FM asked Greg Phillip, the chief executive officer of the Nevis Tourism Authority, what reasons LIAT has given this time around for pulling out. “The reason basically is the performance of the flights, so it’s the load factor for them that they said it’s not working. That being the case of course they’re going to make a decision, it’s a

WINN FM asked how much the flights on the weekends from Caribbean Helicopters will make up for the absence of LIAT. “I think it will mainly for this reason, we had a contract with them before for them to provide service between Nevis and Antigua and that was before LIAT came on the scene and we were building a good momentum, the loads on the flights were increasing and after LIAT came on board we made adjustments to the schedule etc. So now we are back with CHL providing
that service with CHL we can essentially set the schedules in the way that we know will actually service Nevis and have schedules that will truly fit what we are looking for on Nevis because we know what the traffic is like and when people would want to move between Nevis and Antigua and vice versa,” Phillip said.
WINN FM also asked what about those persons who would want to travel to back and forth during the week. “For us it’s a matter of building, once we begin we are going to start those few days, and we’ll eventually see where the need is and make adjustments accordingly. It’s not that it’s impossible to get to Antigua during the week if you want to travel, there’s obviously the St Kitts airport and the reality is yes, we have the Nevis airport and we promote the Nevis airport for use, but at the same time we really can’t ignore the fact that there’s an airport on St Kitts that also provides access to other places that you can’t necessarily get through on Nevis,” he noted. Disaster Officials Monitoring Increase In Activity At Dominica’s Boiling Lake
ROSEAU, Dominica, Nov. 18, CMC – Visitors to the Boiling Lake – a volcanoHydrothermal feature located in the southern end of the island, have been urged to avoid visiting the area due to a change in water levels. The warning was issued by Office of Disaster Management and the Trinidad and Tobago based Seismic Research Centre (SRC) of the University of the West Indies (UWI), St. Augustine

The Boiling Lake is located in an area next to the Valley of Desolation – the lake levels have dropped significantly and been restored at least seven times in the recorded history – 1876, 1900, 1901, 1971, 1988 and 2004. Earlier this month, visitors to the Boiling Lake reported a significant decrease in water levels, a situation that was confirmed by UWI scientists. The scientists, however noted that changes in water levels at the Boiling Lake are not necessarily related to increased volcanic activity in the area or to geothermal

In the wake of this latest development, the disaster officials report that people are swimming in the lake as the water is now cold, however they have been warned leave the area immediately as the water can return to its original boiling state with little or no warning. The general public has also been told to avoid the area until the activity has subsided and only officials involved in the monitoring of the Boiling Lake should venture in that area. The result from the International Civil Aviation Organization (ICAO) Validation Mission in June 2016 indicated an effective implementation of international standards at 82.38 per cent. This was disclosed by Director General of the Jamaica Civil Aviation Authority
(JCAA), Nari Williams-Singh, at the official opening of the new air traffic control tower at the Norman Manley International Airport (NMIA) earlier this week. “The significance of this achievement is even more evident, considering that the global average is currently at 63 per cent and that of the North American, Central American and Caribbean region is 69 per cent,” he explained. According to Williams-Singh, Jamaica’s compliance through the JCAA has been on an upward trajectory, having achieved 54 per cent in a 2007 ICAO audit and 67 per cent in a 2012 follow-up Validation Mission. He said further confirms Jamaica’s status as a leader in civil aviation administration, adding that the JCAA is committed to maintaining its status as a leader in the region and to be on the cutting
edge at all times. “We are also committed to working with our partners to improve, innovate and continuously adopt new and more effective solutions, while never compromising or dropping our guard when it comes to aviation safety, security and reliability.” Williams-Singh said the new tower conforms to and performs in accordance with the international standards of reliability, safety and operations, which are required for airnavigation systems across the world. The NMIA Air Traffic Control Tower was successfully commissioned following the transfer of operations to the new tower in October 2016, after a period of parallel operations with the old tower to facilitate a smooth transition. The project – launched at the Friends of Crown Heights Educational Center in Brooklyn, is being implemented in partnership with the United Nations’ International Organization for Migration (IOM). “Let me count it a privilege to address you, members of the Vincentian Diaspora in New York,” said Maxwell Charles, a former government minister in the administration of Prime Minister Dr. Ralph Gonsalves, now serving as RIDU Deputy Director. Syria Conflict: Aleppo Hospitals 'Knocked Out By Bombardment’
Civilians in eastern Aleppo have so far received basic care in makeshift hospitals(AFP) Some of the heaviest bombardment so far on Aleppo has left rebel-held parts of the Syrian city virtually without medical facilities, observers say. The World Health Organization says all makeshift hospitals there are out of service, after five days of air and artillery strikes by government forces. Other reports suggest some that hospitals are operational but people are too frightened to use them. Dozens have died since a government assault on Aleppo resumed this week. On Saturday, the Syrian Observatory for Human Rights (SOHR), a UK-based monitoring group, said that at least 27 civilians had been killed in recent government strikes on rebel-held
eastern Aleppo. Medics have in the past been able to bring field hospitals back into operation after strikes, but the lack of supplies is now so severe that this is becoming harder, Reuters news agency reports. The recent bombardment has left streets deserted, with people trying to shelter in their homes. The SOHR says the strikes have been so massive that residents are frightened to use medical facilities. Reuters quotes the WHO's representative in Syria, Elizabeth Hoff, as saying on Saturday that NGOs based over the border in Turkey "confirmed today that all hospitals in eastern Aleppo are out of service". Food running out On Friday the UN envoy for Syria, Jan Egeland, said eastern Aleppo faced a "bleak moment" with supplies low and winter coming.
"My understanding is that virtually all warehouses are now empty and tens of thousands of families are running out of food," he told Reuters. Also on Friday, a volunteer with the White Helmets Civil Defence force told agency AFP news agency that he had "never heard such intense artillery bombardments". His team had been unable to respond to an emergency call because "the shells are falling on the street", he said. Aleppo, once Syria's commercial and industrial hub, has been divided roughly in two since 2012, with the government controlling the west and rebels the east. On 22 September, two weeks after encircling the east and reimposing a siege on its estimated 275,000 residents, the army launched an all-out assault to take full control of the city with the help of Iranianbacked militias and the Russian air force. By the end of October, the strikes had killed more than 700 civilians in the east, while rocket fire had left scores dead in the west, according to the UN. The air strikes resumed on Tuesday after a three-week moratorium declared by the government's ally Russia ended, with more than 100 people reported killed in the past five days. Pope Francis has now chosen close to a third of the College of Cardinals who will ultimately pick who succeeds him. Only cardinals under the age of 80 can vote on the next Pope. Drop Brexit Case Appeal, Senior Tories Urge May
Sir Oliver Letwin (L), Sir Edward Garnier (C) and Dominic Grieve all support triggering Article 50 before the end of March Theresa May should abandon an appeal against the court ruling that means MPs must vote on the UK leaving the EU, leading Conservatives say. Sir Oliver Letwin, former head of the government's Brexit preparations, and two former law officers said the case should not go to the Supreme Court. Instead, they want ministers to bring a bill to Parliament to start the process of Brexit as soon as possible. The government said it would robustly defend its position at the appeal. The MPs voiced their concerns after the Supreme Court decided on Friday that the Scottish and Welsh governments should have a say at the appeal hearing in December. Former minister Sir Oliver, who oversaw a "Brexit Unit" in the Cabinet Office after the referendum, told BBC Radio 4's Today Programme that the Supreme Court hearing could see ministers' powers outside Parliament
curbed. He added that one of the advantages of bringing a "fast and tightly timetabled and constrained bill" to Parliament, giving the government the ability to trigger Brexit without any constraints on its negotiating power, was that it avoided "any risk of the Supreme Court deciding to accord the devolved administrations some rights or even some veto powers" over triggering Article 50. Former Solicitor General Sir Edward Garnier said Mrs May should drop the appeal to avoid expense and a row about judges' powers, while former Attorney General Dominic Grieve said he could not see the point of continuing with the case. All three said ministers should bring a bill allowing the government to begin leaving the European Union triggering Article 50 - as soon as possible. Sir Edward said: "That way you avoid an unnecessary legal row, you avoid a lot of unnecessary expense, but you also avoid an opportunity for ill-motivated people to attack the judiciary, to misconstrue the motives of both parties to the lawsuit,
and you provide certainty." Mr Grieve said: "I can't see the point in the government continuing with the case and also agree that if they enact primary legislation, they will get it through Parliament. "I think their chances of success in court are low." The three MPs all backed the Remain campaign at the June referendum. They all now support triggering Article 50 before the end of March - the deadline set out by the prime minister. Conservative MP Owen Paterson, who was a Leave campaigner, said he believed the government had a "very strong case" for its appeal. "The problem with getting into any saga with courts is you can't predict the outcome," he said, adding that uncertainty over Brexit was damaging for the economy. "My concern is that we deliver on what the people wanted.... There was this huge vote to leave, it has to be delivered. If it is not delivered there will be the most shattering damage to the integrity of the establishment." 'On track' A government spokesman said: "The country voted to leave the European Union in a referendum approved by an Act of Parliament and the government is determined to respect that result. "We will robustly defend our position in the forthcoming appeal. As the prime minister made clear [on Friday], our work is on track and we remain committed to triggering Article 50 by the end of March next year." The High Court ruled in early November that Parliament must vote on whether Article 50 could be invoked. A final judgement from the Supreme Court is not expected until January. (BBC)

Mr Trump and Mr Romney have traded insults in the past(REUTERS AND AP) Republican President-elect Donald Trump is to meet one of his severest critics, Mitt Romney, as he continues to build his transitional team. Media have speculated the post of secretary of state could be discussed. During the election campaign, Mr Romney called Mr Trump a "fraud" and "phony", while Mr Trump said Mr Romney's unsuccessful campaign against Barack Obama in 2012 was "the worst ever". Mr Trump has settled several posts so far, a number of them controversial. The nominee for attorney general, Jeff Sessions, was rejected from becoming a federal judge in 1986 because of alleged racist remarks. Lt Gen Michael Flynn, the new national security adviser, has drawn concern over his strident views on Islam. Separately on Friday, Mr Trump settled three lawsuits for fraud brought against him over his Trump University. He tweeted on Saturday that he had settled "for a small fraction of the potential award because as President I have to focus on our country". Donald Trump will be at his golf course in
Bedminster, New Jersey, all weekend to conduct more meetings with potential appointees. He tweeted: "Will be working all weekend in choosing the great men and women who will be helping to MAKE AMERICA GREAT AGAIN!" 'Choke artist' Asked about the Romney meeting, Sean Spicer, a spokesman for the presidential transition, told reporters, "The president-elect wants the best and brightest people to put this country forward: people who supported him, people who didn't support him." He said Mr Trump usually started conversations by soliciting opinions and thoughts, and then deciding if a candidate warranted appointment. "The conversation with Mitt Romney is just that: an opportunity to hear his ideas and his thoughts," Mr Spicer said. Mr Romney's thoughts back in March were decidedly hostile. He said Mr Trump had neither "the temperament nor the judgement to be president", accusing him of bullying, misogyny and dishonesty. "Prospects for a safe and prosperous future are greatly diminished" if Mr Trump became the nominee, he said. "His promises are as worthless as a degree from Trump University." Mr Trump responded by mocking Mr Romney,
calling him a "failed candidate" and a "choke artist". However, US media suggest the role of secretary of state could be up for grabs, despite former New York mayor Rudy Giuliani being the early frontrunner. Mr Romney would certainly be another link to the Republican establishment, following the appointment of party insider Reince Priebus as chief of staff. Mr Romney in the past has taken a far more critical line on Russia than that suggested by Mr Trump. Ex-ambassador to the United Nations John Bolton, Tennessee Senator Bob Corker and South Carolina Governor Nikki Haley are also in the running. Another of those meeting Mr Trump on Saturday will be James Mattis, a retired Marine Corps general being considered for defence secretary. Gen Mattis oversaw military operations in the Middle East from 2010 to 2013 but disagreed with President Barack Obama's desire for a greater presence in the Gulf. He is not the only candidate though Senator Tom Cotton from Arkansas met Mr Trump on Friday, the New York Times reported. The other key appointments so far are Mike Pompeo as CIA director and Stephen Bannon as chief strategist. 'Stunning reversal' In settling the Trump University class-action lawsuits, Mr Trump "was willing to sacrifice his personal interests, put this behind him, and move forward", his lawyer said. Mr Trump had been sued by former students who paid $35,000 (£28,000) for real estate "secrets" from his "hand-picked" instructors. The lawsuits alleged the school had misled students and failed to deliver on its promises In his tweets on Saturday, Mr Trump said the only thing bad about his election victory was that he would not be able to win the Trump University case in court. Nigel Farage and Donald Trump are accused of adopting "fake anti-elitism"(PA) Labour leader Jeremy Corbyn has accused US President-elect Donald Trump and interim UKIP leader Nigel Farage of adopting "fake anti-elitism". In a party speech, Mr Corbyn said this was "farcical at one level, but in reality it's no joke at all". He told a forum in Loughborough that politicians had to choose between playing on fears or restoring hope. Mr Corbyn also said Labour would not make "false promises" on cutting immigration. 'Rich, white men' "Politicians and political parties have a choice in this age of understandable cynicism," he told his party's National Policy Forum. "Do we play on people's fears and anxieties? Or do we take what might be the more difficult approach - to restore hope? "We can see the choice being taken by politicians on the hard right - to whip up division against migrants, Muslims, Mexicans, women, LGBT people, people with disabilities. "The fake anti-elitism of rich, white men - like Nigel Farage and Donald Trump - is farcical at one level, but in reality it's no joke at all. "We've seen a similar phenomenon in the US since last week's presidential election as we saw after Brexit: an appalling rise in hate crime. "Saying anything to win a vote has consequences on the ground afterwards." Mr Farage campaigned alongside Mr Trump in the race for the White House and was the first
politician from the UK to meet the presidentelect after his election victory. Jeremy Corbyn's message was clear. If you have lost trust in politicians, well, don't go for fake antielitism. Go for the real thing. Him. But in order to distance himself from conventional parliamentarians he renewed his attack on the pre-Corbyn Labour leadership which, he said, he had become too complacent about inequality. He now wants his National Policy Forum to turn the pledges he made in his
leadership campaign in to detailed policy. But while the broad anti-austerity thrust of his message is unlikely to be challenged, he may find the policy forum won't simply rubber stamp all of his ideas. In an internal election for that body's vicechair, the left-wing candidate closest to his own views was roundly defeated. And a potential showdown with critics over future leadership rules has been put on hold as his team believe an early general election is likely. But Mr Corbyn said it was "down to Labour to restore hope - and give people the chance to take back real control", echoing the slogan of the EU referendum's Leave campaign. He said the Tories had "fanned the flames of fear over immigration, whipping up hatred in the referendum campaign - egged on by their UKIP sidekicks". Rejecting some Labour MPs' calls to commit to net migration targets, Mr Corbyn said: "We have to choose a different path; there can be no accommodation, now and never, with hate. "We will not make false promises on immigration targets as the Tories have done or sow divisions, but we will take decisive action to end the undercutting of workers' pay and conditions, reinstate the Migrant Impact Fund to support public services, and back fair rules on migration." The prince described Prince George as a "rascal", and said Princess Charlotte brought a "different dynamic" to family life(PA) Prince William wants his children to grow up with "simple aspirations", he has told a talk show in Vietnam. Speaking on Talk Vietnam, he said: "I would like George and Charlotte to grow up being a little bit more simple in their approach and their outlook." He told the show's host he found materialism "quite tricky" with "people living with an enormous amount of stuff that they don't necessarily need". The TV appearance was made during his first official visit to Vietnam. The Duke of Cambridge had earlier on his trip spoken at an international conference about the number of endangered animals being killed in illegal poaching.
During the interview on the English language show, for Vietnam's national broadcaster VTV, he said he hoped George, three, and one-year-old Charlotte, would grow up "treating others as they would like to be treated themselves". The 34-year-old also
admitted he had "struggled at times" with parenthood, which had come with "wonderful highs and wonderful lows". "I'm very lucky in the support I have from Catherine, she's an amazing mother and a fantastic wife," he said. “But I've struggled at times. Australia Bank Fire Started By Myanmar AsylumbSeeker efore being moved
The fire blackened an ATM in front of the bank branch(EPA) An asylum seeker from Myanmar has been identified as the man who set himself alight in a bank in the Australian city of Melbourne on Friday. The 21-year-old is under guard in hospital after the incident that injured 26 others. He arrived by boat three years ago and had been released from detention pending a decision on his case. It was reported that his benefits had not been in his account when he tried to withdraw them on Wednesday. 'Legal limbo' The man, known to his friends as Noor, set himself alight using gasoline at the Commonwealth Bank of Australia branch in the Melbourne suburb of Springvale. Five bystanders suffered burns and 21 more smoke inhalation.
Video taken by eyewitnesses of the immediate aftermath showed flames inside the bank branch and thick black smoke, according to the Australian Broadcasting Corporation. The suspect had arrived in Australia as an unaccompanied minor and was awaiting receipt of a refugee visa. The man was reportedly of mixed Muslim parentage. Although he is partly Rohingya - the Muslim community that lives in Rakhine state near the Bangladesh border and which has been denied citizenship and freedom of movement by the government he reportedly lived in southern Myanmar. He had been detained in a camp on Christmas Island in the Indian Ocean
to Melbourne. The president of the Australian Burmese Rohingya Organisation, Habib Habib, told the Melbourne Age: "He has been suffering and his friends say his welfare payment was not received and he couldn't pay his rent." He had returned to the bank each day after finding his money was not available on Wednesday. Mr Habib said: "This system makes all of them crazy. They're in legal limbo." Refugee and asylum seeker advocate Pamela Curr told the Age the man was also was known to have mental health problems. The department of immigration has set up a fast-track system to process about 30,000 asylum claims. Ms Curr said this had caused uncertainty in the c o m m u n i t y. D e p u t y P r i m e Minister Barnaby Joyce expressed concern for those who were burned in the incident. "There's nothing more disturbing than a burns ward. The video was apparently filmed by a passenger in April (Photo blurred by BBC for legal reasons)(THE SUN) Footage appearing to show a tram driver nodding off at the controls on the same line where a crash killed seven people is being "urgently investigated". The clip, apparently captured on a passenger's mobile phone in April, was sent to the Sun newspaper. It said the video had been recorded about three miles from the site of the 9 November derailment in Croydon, south London, which also injured 51. Mayor of London Sadiq Khan said he was "extremely concerned" by the footage. In the 30-second clip, a driver - who is not the same one who was involved in last week's fatal crash - appears to drift in and out of sleep as the tram moves
along. He is seen apparently struggling to remain upright, and passengers can be heard expressing shock as the tram approaches the next stop. Mr Khan said people would be "understandably very worried" by the footage, and called for an immediate investigation. "I will make sure any necessary action is taken, and that all steps are taken to make sure these trams are as safe as possible." The BBC has not been able to verify the footage for itself, but Transport for London said it was carrying out urgent inquiries. A Transport for London spokesman said it had asked operators First Group to take all necessary action and report back as soon as possible. First Group said it had not previously seen the video, but added: "If the situation is as it appears then this is completely unacceptable and

Reggae Boyz Face Crucial 2017 - Whitmore Less than two months ago, with a pair of 2016/17 Scotiabank CFU Men’s Caribbean Cup games approaching, Theodore Whitmore was given another opportunity to manage Jamaica. He delivered, guiding the Reggae Boyz to the third-round, Group 1 title with wins over Guyana (4-2, away) and Suriname (1-0, home), securing advancement to the competition’s semifinals and earning a place in the 2017 CONCACAF Gold Cup. It was a confidence-boosting accomplishment for a Jamaica side still feeling the hurt of early elimination from qualifying for the 2018 FIFA World Cup. Whitmore, who had three previous spells at the national team helm, believes that the page has been turned. “The 2018 World Cup Qualifiers were a difficult campaign to take in for all Jamaicans,” the 44-year-old told CONCACAF.com “However, 2017 can be a silver lining in a way for us. Winning the Caribbean Cup and Gold Cup can bring back the optimism about our national team. This is a big opportunity to hop in FIFA Rankings, get more local players to play overseas and be higher seeded for tournaments. It truly is a massive year ahead for us.” Last year, Jamaica reached the Gold Cup final for the first-ever time, ultimately falling 3-1 to Mexico. That success heightened expectations. After an incident with a Jamaican media outlet earlier in September, head coach Winfried Schafer’s status was clouded as the Jamaica Football Federation turned to Whitmore. With a return to the Gold Cup viewed as being essential to the restorative process, Whitmore relied on a roster comprised only of Jamaican-born players for the Caribbean Cup encounters. That approach paid off handsomely. “All the players displayed a high level of intensity,” expressed
Whitmore. “It shows that the local players and Jamaican-born players who play overseas can help us get the results we need. We are not short of talent in this country. There is an abundance of raw talent.” Whitmore scored two goals for Jamaica at the 1998 FIFA World Cup and is the only person to lift the Caribbean Cup trophy as a player and a head coach. His keen eye for talent left him impressed by a pair of local competitors. "Rosario Harriot and Ewan Grandison,” Whitmore identified. “I was very pleased with their performances as two local (based) players and this shows that if you guide local players and give them the chance they can offer a lot to the country.” Although Whitmore’s future has yet to be settled, he would appreciate the opportunity to remain in the post. “These are a set of players I would love to work with going forward with additional players to add to the core if I am involved,” he finished. Olivier Giroud was Arsenal's super-sub, popping up with a last-gasp, and largely undeserved, equaliser to snatch a 1-1 draw from Manchester United. The Gunners turned in a listless performance in this fixture a year ago when expected to win in their attempts to keep pace with Leicester City, Marcus Rashford making a sparkling Premier League debut for a youthful side, and they largely fared little better this time around. Much more established just nine months on, Rashford replaced the suspended Zlatan Ibrahimovic in attack for United - captain Wayne Rooney demoted to the bench in a week that has seen him in the headlines for a drunken night on England duty. David de Gea did not have a single save to make before Juan Mata steered the excellent Ander Herrera's cutback home with 20 minutes to play. Looking to strike first among this weekend's early title protagonists, Arsene Wenger racked up a 12th Premier League game without victory against Jose Mourinho. JFF President Burrell Hails Award-winning Andre Blake President of the Jamaica Football Federation, Captain Horace Burrell extends special congratulations to Jamaica's No. 1 Goalkeeper, Andre Blake, for being named MLS Allstate Goalkeeper of the year. With 24 per cent of the vote, the 25year-old Blake beat out the New York Red Bulls' Luis Robles and the Colorado Rapids' Tim Howard, who won 14 and 13 per cent of the vote, respectively. Blake, who was the number-one pick in the MLS SuperDraft in 2014, won the starting job this season and started 32 games, helping the Union reach the playoffs while securing six clean sheets. Bolt, the three-time Olympic triple gold medalist, became the first sprinter to win the 100 metres, 200 metres and the 4 x 100m relay at three consecutive Olympic Games. Only two other track and field athletes have won nine gold medals at the Olympic Games – Paavo Nurmi and Carl Lewis – have won as many. In Rio, Bolt won the 100m in 9.81, the 200m in 19.78 and anchored Jamaica to 37.27 seconds in the men’s sprint relays. Thompson, 24, became the first ever Jamaican to win the sprint double at the Olympic Games when she won the 100m in 10.71 and the 200m in 21.78s. She was also the first woman since Florence Griffth-Joyner in Seoul in 1988 to accomplish the feat. She won a silver medal as a member of Jamaica’s women’s sprint relay team.
