Smuggling Continues To Affect Businesses Many business dealing with electrical among others.
Many businesses in the Corentyne area have complained to the Guyana Daily News that smuggling continues to adversely affect their businesses negatively. The business owners are contending that there is alleged collusion with officials from the Guyana Revenue Authority and unscrupulous business owners. The business owners are alleging that the Berbice Anti-Smuggling Squad (BASS) representatives are assisting smugglers to bring goods into the country. According to reports reaching this newspaper, it is alleged that the schedule of operations by the Guyana Police Force and other officials are made available to the smuggler by the officials from BASS, the smugglers would then act on this information with regards as to when to transport goods.

Region Nine Residents Consulted On Phase Two Of Hinterland Housing Programme Residents of Sand Creek and surrounding communities in Region Nine were engaged by Minister within the Ministry of Communities, Dawn Hastings-Williams and team on phase two of the sustainable housing programme on Thursday. The programme is being funded by the Inter-American Development Bank (IDB) at the cost of US$3.1M, in collaboration with the Government of Guyana. Minister Hastings-Williams noted that residents will play an integral role in determining the type of houses that will be decided on. The Minister said that government is keen on ensuring that residents in communities countrywide benefit from housing projects, and not only persons living on the coastland. “…we also have persons in the hinterland who are in need of housing. It may not be the same type of housing on the coast, it may not be three, four, or five-storey buildings…but we also have our housing needs in the hinterland,” the Minister stated. Minister Hastings-Williams pointed out that one of the aims of the project is to create employment for residents within the communities in which it will be launched. According to the Minister, residents will be tasked with providing the materials necessary for building the houses, and for which they will be paid. Additionally, the Minister said that skilled persons from the communities will be hired to construct the houses. “Monies that are being spent on this project will be circulated in the community instead of bringing somebody from somewhere else to build these houses for you,” Minister HastingsWilliams explained. Another objective of the housing programme is to provide potable water to the residents. The Minister told residents that very soon, Guyana Water Incorporated (GWI) workers will be visiting their communities. The Minister stated that,
“Wherever there is improvement that is needed to be done, we will look at that to ensure that you have safe drinking water.” The housing programme also seeks to improve the sanitary conditions of the residents. Minister Hastings-Williams said that on visits to some hinterland communities; it has been observed that sanitary facilities are either absent or in terrible condition. “Where there is a need for that, the project will either build a latrine, or according to what is your priority needs,” the Minister stated. In the community of Sebai, in the Matarkai Sub-District of Region One, 15 families have been selected to benefit from the housing programme. Through this project, government aims to build on the success of an earlier project that was initiated in 2009 and wrapped up in 2015, by providing better access to housing, potable water, sanitation and the promotion of women's empowerment. Minister Hastings-Williams said that the sustainable housing programme is geared at providing a good life for all citizens.

Infrastructure Works On Hospitals Being Done To Decrease Overcrowding. With high levels of congestion at the Georgetown Public Hospital Corporation continuing to be a problem, infrastructural and rehabilitative works on the Linden Hospital Complex (LHC) are underway and moving apace as one of the Ministry of Public Health's Capital Projects. According to the Director of Regional Health Services, Dr. Kay Shako, the works being done will see the old building being rehabilitated to house a ten-bed surgical ward and a patient's' waiting room which is estimated to cost close to $20M. In addition to the works on the old building, there is planned construction for a Canteen, with all the works to be done by Barron's Exclusive. In addition to the works being done on the building there is ongoing construction of a $13.5M Waste
Furnace at the location which is being carried out by ANIDAN Contractors. The construction works being done under the Ministry of Public Health's $28B allocation from the 2016 Budget, of which $11.5B was spent during the ďŹ rst half of the year. Only last week there were complaints arising at the a press conference held by the CEO of the GPHC which stated that due to the lack of facilities at the Hospitals and Clinics out of Georgetown and the high level of referrals to the GPHC, the hospital was beginning to suer from severe overcrowding problem which saw high risk patients being unable to receive treatment. The 2016 Budget allocation, together with the rehabilitation works being
done on the LHC, was expected to see the $1.5B completion of a health centre at Experiment, Bath Settlement, and one Yawong health center, Mountain Foot, Region Eight.

Government Should Adopt EITI Policy For Oil And Gas Sector.

Business Community Stunned By Domestic Security Threat Many business owners have complained to the Guyana Daily News that they were in a state of shock when they read a statement by the Ministry of the Presidency informing the Guyanese people that the government has received credible information about a potential domestic security threat.
According to a survey conducted by the Guyana Daily News, many Guyanese indicated that there is an upsurge in crime and at least two businesses are robbed every day, excluding private citizens. Many shoppers from the busy Regent Street, Georgetown area said, “This move by the
government to conduct a joint operation, shows that the Guyana Police Force's report that crime is going down every month is a fabrication.� Several monthly reports released by the force indicated that crime has decreased when compared to the same period in 2015.

AFC First Congress Set For January
Prime Minister Moses Nagamootoo on Friday announced that the Alliance For
Change (AFC) will be hosting its National Biennial Congress in January 2017. The Congress, which is supposed to be held every two years will be the party's ďŹ rst since being elected in to power as part of the AFC+APNU (A Partnership for national Unity) collation government. The prime Minister, who is also the party's acting chairman said that the congress well he held n region 3 contrary to norm, which is usually held in region 4. The Party's leadership positions which will be contested at the Congress includes the positions for Party Leader, Chairman, Vice-Chairman, General
Secretary and Treasurer. The current Leader of the AFC is Khemraj Ramjattan who serves as Minister of Public Security and Vice President and is also one of the founding members of the party in the current government. It is unclear whether he will be challenged for the position but reports emerging from within the part all point to alleged challenger in Cathy Hughes for Party's Leadership. Hughes is the current Minister of Public Telecommunications and well respected thought Guyana. Hughes was nominated for the Prime Ministerial Candidate at last congress which was held on October 25, 2014.

Cost Effective Hydroponic Farming Expected To Become Large Scale
Guyana has always been recognised as the 'Breadbasket of the Caribbean' and as such the National Agricultural Research and Extension Institute (NAREI) has been looking into more modernised methods of farming such as Hydroponic Farming so as to increase the country's output of crops and more specifically Cash Crops. Hydroponic Farming is a method of farming in which the crop is grown in a nutrient rich solution or medium such as gravel or paddy husk as opposed to traditional farming which is done in soil. In an attempt to implement the method of farming on a large scale, NAREI has begun to do extensive research into the most cost effective methods and the extent of the crops that can be grown via the method. It has been noted that the Cash Crops such as peppers, lettuce, cucumber, tomato and cabbage have

NAREI's Hydroponics Research Assistant, Jonathan Melville who spoke to the Guyana Information Agency, spoke extensively on the positive economic impact that Hydroponic Farming will have on the economy stating that the method of farming is becoming one of the most cost effective methods of farming around the world and as such the Institute is looking not only for research but for large scale implementation. Melville explained “We want to promote the use of hydroponics on a wider scale so it's not just for research, but also for implementation so that the common person can say 'yes, this is something that looks not just interesting but it actually
sounds like a bring money into my operations' thing,” In comparison to the traditional method of farming Melville spoke of the betterment of Hydroponics since the crops are planted in a liquid medium rather than soil and as such there is a direct decrease in the chance of loss of crops that will affect investment. In addition to the possible loss of crops, other activities such as the removal of weeds are cut and as such cost is decreased.

Education Ministry Should Address 21st Century Educational Challenges. According to the Government Information Agency (GINA), the Government of Guyana through the Ministry of Education, recognising the vast potential Information and Communication Technology (ICT) is to the empowerment of Guyanese to meet developmental challenges and strengthen the economy, has embarked upon a mission to equip teachers with laptops through the e-Governance programme. Many trainee teachers of the Cyril Potter College of education are not optimistic about this move by the government to distribute laptop to modernize the education system. The students expressed their views as to how the government should go about preparing the education system for the 21st Century and the inevitable oil and gas sector. The redesigning of the education system to effect learning outcomes, skills, and attitudes that will speak to the needs of the new oil and gas economy, ensuring
that vulnerable students, such as the bilnd and handicap stay in school to complete their education. Further to this it was expressed by the students that developing new approaches to student assessment and data collection in areas such as absenteeism, school dropouts among other areas. The prospective teachers also said that it is very important that the APNU+AFC government support and improving teacher development programmes in key areas that is necessary for educational development. Another key area is enhancing instructional leadership and curriculum management at all levels of the schools, these should include changes that would include oil and gas and other natural resources, they suggested Several second year students also said that the government should improve the quality and efficiency of preschool and primary school education They further stated that these laptops
should be given to the students rather than the teachers, as was in the case of the One Laptop Per Family (OLPF), by doing this the country will be producing more efficient computer users at an earlier age. However, if the government wants to make the teachers more adaptable to computer usage, then the government should promote computer training among teachers to ensure that they can effectively integrate computer usage in delivering the curriculum. Promoting information technology application in school administration which will cultivate interest in lifelong learning must be a priority for the administration.

Emergency Medical Services Now Available A major part of the East Coast of Demerara along with the spanning areas to Timehri, East Bank Demerara are set to benefit from the Emergency Medical Services starting tomorrow following last week's launch of the service by Minister of Public Security Khemraj Ramjattan and Minister of Public Health, George Norton at Project Dawn, Liliendaal. Reports by the Government Information Agency stated that come Monday, November 21, 2016 members of the Public will be able to access the 137 manned Medical Service via the 912 Emergency Number. The 137 employed individuals is said to include 110 Emergency Medical Technicians (EMT) and 27 dispatchers, with the Guyana Fire Service providing 5 Ambulances which will service the area.
Speaking at the launching the Minister revealed that the establishment of such a Service is one which is long overdue and with the changing of times it is important t have trained professionals in the respective fields. An EMT the Minister stated, “is going to be competent, to know how to deal with the circumstances of a fire, the injured person being there, how he can better handle or she can better handle those circumstances, and that is how we are going to evolve from the developing into the developed.” Minister Norton in giving his remarks stated that the launch of this EMS is only the first as it is the Government's hope for National Coverage. “With the national EMS, we will be able to provide emergency healthcare services to more Guyanese in a timely manner, countless lives will be saved and we will be able to improve the physical, social and mental
well being of all Guyanese,” Dr. Norton explained. Member of the public are expected to receive medical attention within 10 to 15 minutes after contacting the 912 Emergency Number.

Government To Use Guyana-Uganda Mentorship Programme For Oil Development Guyana is the beneficiary of a mentoring exchange programme found in the block are estimated to be within the range of 800M with Uganda. This was facilitated by Chatham House's New Petroleum Producers Group. “Uganda was chosen and approved as a suitable mentor for Guyana having recently completed its preparation for oil production set to begin in 2017,” Minister of Natural Resources Raphael Trotman pointed out. The Minister was at the time speaking at a recently concluded Chatham House seminar at the Cara Lodge, Quamina Street, Georgetown. Guyana will seek to draw from the “unique and open exchange programme” as it prepares for oil production with the next five to seven years. The Ministry of Natural Resources has been working with international partners to develop the sector in time for producing the high quality crude oil. The relatively low oil prices on the world market afford Guyana the chance to wisely and prudently develop the oil and gas sector, Minister Trotman noted. “We have entered the petroleum industry at a conservative and watchful time, when literally every cent matters more than ever. Our focus therefore, is directed into deliberate considerations of the possible returns on such an investment, and how to maximise them for the benefit of our nation,” Minister Trotman said. Last year, commercial quantities of oil were discovered off the Stabroek Block which is currently being explored by oil companies such as ExxonMobil and Hess Corp. Hydrocarbons
to 1.4B barrels of high quality crude oil. International crude oil prices are trading at just around US$50 a barrel. Minister Trotman said consideration has to be placed on how to stretch Guyana's dollars to ensure effective management of the emerging sector. “The government has embarked on a process of resource management that will recalibrate our performance and change our trajectory to better align her nation with her destiny,” Minister Trotman pointed out. Guyana To See Improved Special Needs Educational Sector
Minister of Education, Dr. Rupert Roopnarine while addressing the
gathering at the Diamond Special Needs School in recognition of the grant obtained by the Ministry from Exxonmobil for the development of Special Needs Education in Guyana has enforced the Government of Guyana's commitment to the development of the education of teachers across Guyana in the specific field. The Minister in his remarks, explained his understanding that Special Needs teachers need to receive constant guidance in the field and that his Ministry along with that the Government understands that in order for children with special needs to obtain better education the process must first begin with the educating of teachers on the topic. As such he revealed the Ministry's possible partnership with the 'Step by Step Foundation for children with autism, stating “The foundation and the
school it runs can provide excellent theoretical and practical training opportunities for the Ministry's teachers.” Not only limiting the problems that people with disabilities in Guyana faces to not being able to receive proper education, the Minister said that more has to be done to address other issues affecting the individuals. Dr. Roopnarine stated “We need to improve public awareness, and reduce the stigma associated with the physical, mental and behavioural challenges of our special needs children.” The grant provides for the Education of teachers through the University of Guyana's, Institute of Distance and Continuing Education (IDCE). It also allows for funds to be distributed towards disability friendly physical works to be done on the Diamond Special Needs School.

Telecoms Ministry Reveals 2017 Plans
The Ministry of Public Telecommunications will be upping its game in relation to the services it offers to citizens. Minister of Public Telecommunications, Catherine Hughes said her Ministry will work with all stakeholders to ensure 2017 is a transformational year. Minister Hughes was speaking about the sector's plans as she delivered an address at the re-opening of the Guyana Telephone and Telegraph's (GTT), Brickdam branch. This is the telephone company's third 'Customer Experience Store'. The Minister added that by the end of 2017, the passport office will be completely digitised. Persons will only have to visit the office when it's time to collect their travel document or if they need to take a photograph. The Government is looking to apply the same services for births and deaths. Another key component that the Ministry will be looking at is expanding the broadband and internet access out of the coastal area into the hinterland, especially poor and rural communities. The Telecommunications Minister said the Ministry is proposing to hold five Hackatons for 2017. This follows the success of the inaugural one held recently at the Arthur Chung Convention Centre (ACCC). Minister Hughes noted that five apps came out of the Hackaton. A security application was created whereby citizens can report on crime while another links markets and farmers. Minister Hughes also made a call for Guyanese to, “start thinking differently”. The Telecommunications Minister noted that oftentimes “we have the mentality that things cannot be done because it's Guyana, but once our thinking is changed things will get done.” She stated, “We have to (start) embracing the use of plastic, we have to stop walking with millions of dollars, it does not make sense, what we don't realise that there is a financial cost to operate a financial system that is heavily dependent on cash,” Minister Hughes explained. The Public Telecommunications Minister noted that her Ministry did not receive all the finances that they required, but pointed out that the Ministry had received enough to do quite a number of things. Minister said that the Ministry is exploring other opportunities. The Minister said “ some of the projects will need to be designed so that they can possibly go the GRIF (Guyana Redd + Investment Fund) instead of the Consolidated Fund.” The Minister noted that the highlight for her and the Ministry of Public Telecommunications was the passage of the Telecommunications Bill. “This sets the stage for the things that we were talking about doing.” Hughes noted that with the passage of the bill, small businesses which would have interest in the rural communities
in terms of providing, internet access or cable access can now do so.

Man Hanged By Angered Multitude In Bolivia In the city of Reyes, at the north of was 37-year-old Elvis Cesar Alcazar, western city of La Paz. Bolivia, an angered multitude hanged an alleged rapist, who was accused of violating a 4-year-old girl. A a c c o r d i n g t o t h e Ve n e z u e l a n Newspaper, El Nacional, Jose Roca, Mayor of the city explained to the media, that the 4 year old girl (whose name was kept anonymous) reached the city of Reyes with her family earlier this week, to assist to her grandmother's funeral. The family noticed the absence of the minor after the burial, and went on her search. The intents of the family proved unfruitful and proceeded to contact the local police department. The oďŹƒcers later found the lifeless body of the minor with sings of sexual abuse. The alleged perpetrator of the violation
who was identiďŹ ed and captured by angry neighbors of the area, who stated seeing the man holding the little girl earlier that day. The police then proceeded to apprehend and jail Alcazar, who later confessed being the author of the crime. However the indignation of the family and neighbors was greater. The same day, the multitude headed where the alleged perpetrator was kept prisoner and 'knock down' the jails door. It was reported that the angered citizens undressed Alcazar and dragged him onto the streets with a rope around his neck, then hanged him from a tree in the central Plaza. According to previous investigations, Alcazar had criminal records with a background of child molestation, in the

Photo: Earl Bousquet CASTRIES, St Lucia -- The November 14-17 Brazilian-OECS Business and Parliamentary Mission to Saint Lucia and the OECS has ended with several projects identified for follow-up by business interests in Brazil and Saint Lucia – and the rest of the OECS. While there, the Brazilian businesses seeking to do business in the small Eastern Caribbean islands also engaged with their counterparts in the OECS by teleconference. Facilitated by the OECS Secretariat, the teleconference interfaced the Brazilians with the OECS Business Council. The
regional business entity’s chairman Gordon Charles and representatives from Dominica, Grenada, Saint Lucia and St Vincent and the Grenadines said they were interested in attracting Brazilian interest in a wide range of business sectors, from water and alternative energy to manufacturing and tourism. The mission includes a number of specialists that are analyzing in depth key aspects of the electoral process, including electoral organization and technology, electoral registration, electoral justice and the participation of women. On Election Day the OAS will observe the process from the opening of the polls to the counting of the votes. A team will remain in the country until the tabulation process has concluded. The OAS has accompanied the ongoing Haitian electoral process since 2015. During this period of time the EOM has observed that the electoral authorities have adopted several measures to strengthen the electoral process. “We have seen improvements in comparison to the prior phases of the process, notwithstanding the adverse circumstances,” said Ferreira. The 25-page report, “Overcoming the Shadow Economy,” argues that, as “economic leaders,” the US and the European Union “have an obligation to force financial centers to comply with global transparency standards.” The US and EU have shown they have the tools to stem the flow of dirty money in the fight against terrorism, but have failed to use these same anti-money-laundering tools as forcefully in the fight against financial corruption and tax dodging, the report says. “Secrecy has to be attacked globally – offshore and onshore,” the report says. “There can be no places to hide.” The new report is an outgrowth of the pair’s initial work on a study committee appointed by the Panamanian government in response to a series of news stories by the International Consortium of Investigative Journalists (ICIJ) and more than 100 media partners.

Stiglitz, a professor at New York’s Columbia University, said in an interview on Monday that he and Pieth decided to go forward with their own report because they believe it’s important to articulate the global solutions to the challenges posed by the shadow economy. Stiglitz said they wanted to address growing concerns about not only Panama but also about other secrecy havens and big nations, such as the US, that play a significant role in the offshore system. American banks, for example, have paid out large settlements over allegations by US authorities that they failed to stem the flow of drug money and other illicit funds laundered through shell companies and offshore accounts.
Pieth and Stiglitz say that the US and EU have the power to force other nations to embrace these and other reforms by simply threatening to cut off access to their financial systems. Puerto Rico Authorities Intercept Vessel And 328 Lbs Of Cocaine; Two Men Arrested AGUADILLA, Puerto Rico -- US Customs and Border Protection (CBP) Air and Marine Operations (AMO) seized 328 lbs (149 kilos) of cocaine on Tuesday after intercepting a “yola” type vessel near Desecheo island and arresting two US citizens onboard. The estimated value of the cocaine is $4.2 million.“Air and Marine Agents engage in complex coordination to detect and stop vessels that attempt to smuggle narcotics though our coastal areas,” stated Johnny Morales, director of Air Operations at the CBP Caribbean Air and Marine Branch.

A CBP DHC-8 Maritime Patrol Aircraft crew detected a small 22-foot wooden “yola” vessel with one outboard engine and two persons onboard, approximately seven nautical miles west of Desecheo Island, Puerto Rico, heading eastbound. Two CBP Interceptors from the Mayaguez
Marine Unit were deployed, reaching the vessel. The Marine Interceptor Agents observed the two men onboard throw packages overboard from a cooler. The agents intercepted the vessel and arrested the two men onboard. AMO assets searched the area and recovered two bricks from the water. Inside the vessel two compartments were found with bricks. The contraband tested positive to cocaine and weighted approximately 149 kilos. The Caribbean Air and Marine Branch is the only federal law enforcement organization in the Caribbean Basin with integrated air and marine interdiction capabilities. It is charged with detection and interdiction of airborne and maritime smuggling and uses organic radar facilities to detect and intercept air smuggling attempts, and airborne radar tracking aircraft to detect maritime smugglers. LIAT Cancels Nevis Service business, so they’ll make a decision to leave.
By Ken Richards BASSETERRE, St Kitts (WINN) -- It would probably be a fair assessment to suggest that Nevis is being seen by LIAT as one of the airline’s non-profitable destinations, resulting in a cancellation of its service to the island. WINN FM asked Greg Phillip, the chief executive officer of the Nevis Tourism Authority, what reasons LIAT has given this time around for pulling out. “The reason basically is the performance of the flights, so it’s the load factor for them that they said it’s not working. That being the case of course they’re going to make a decision, it’s a

WINN FM asked how much the flights on the weekends from Caribbean Helicopters will make up for the absence of LIAT. “I think it will mainly for this reason, we had a contract with them before for them to provide service between Nevis and Antigua and that was before LIAT came on the scene and we were building a good momentum, the loads on the flights were increasing and after LIAT came on board we made adjustments to the schedule etc. So now we are back with CHL providing
that service with CHL we can essentially set the schedules in the way that we know will actually service Nevis and have schedules that will truly fit what we are looking for on Nevis because we know what the traffic is like and when people would want to move between Nevis and Antigua and vice versa,” Phillip said.
WINN FM also asked what about those persons who would want to travel to back and forth during the week. “For us it’s a matter of building, once we begin we are going to start those few days, and we’ll eventually see where the need is and make adjustments accordingly. It’s not that it’s impossible to get to Antigua during the week if you want to travel, there’s obviously the St Kitts airport and the reality is yes, we have the Nevis airport and we promote the Nevis airport for use, but at the same time we really can’t ignore the fact that there’s an airport on St Kitts that also provides access to other places that you can’t necessarily get through on Nevis,” he noted. Disaster Officials Monitoring Increase In Activity At Dominica’s Boiling Lake

Earlier this month, visitors to the Boiling Lake reported a significant decrease in water levels, a situation that was confirmed by UWI scientists. The scientists, however noted that changes in water levels at the Boiling Lake are not necessarily related to increased volcanic activity in the area or to geothermal

In the wake of this latest development, the disaster officials report that people are swimming in the lake as the water is now cold, however they have been warned leave the area immediately as the water can return to its original boiling state with little or no warning. The general public has also been told to avoid the area until the activity has subsided and only officials involved in the monitoring of the Boiling Lake should venture in that area. The result from the International Civil Aviation Organization (ICAO) Validation Mission in June 2016 indicated an effective implementation of international standards at 82.38 per cent. This was disclosed by Director General of the Jamaica Civil Aviation Authority
(JCAA), Nari Williams-Singh, at the official opening of the new air traffic control tower at the Norman Manley International Airport (NMIA) earlier this week. “The significance of this achievement is even more evident, considering that the global average is currently at 63 per cent and that of the North American, Central American and Caribbean region is 69 per cent,” he explained. According to Williams-Singh, Jamaica’s compliance through the JCAA has been on an upward trajectory, having achieved 54 per cent in a 2007 ICAO audit and 67 per cent in a 2012 follow-up Validation Mission. He said further confirms Jamaica’s status as a leader in civil aviation administration, adding that the JCAA is committed to maintaining its status as a leader in the region and to be on the cutting
edge at all times. “We are also committed to working with our partners to improve, innovate and continuously adopt new and more effective solutions, while never compromising or dropping our guard when it comes to aviation safety, security and reliability.” Williams-Singh said the new tower conforms to and performs in accordance with the international standards of reliability, safety and operations, which are required for airnavigation systems across the world. The NMIA Air Traffic Control Tower was successfully commissioned following the transfer of operations to the new tower in October 2016, after a period of parallel operations with the old tower to facilitate a smooth transition. I don't think it is in United States' interest to want to go there,” said Griffith Griffith does not expect the US to stand by idly and allow the destabilization of Guyana's border, but he said a lot of the work would be done behind the scenes. “I don't necessarily see them being active, being out front but the fact that you may not see things happening out front does not mean that things are not happening behind the scenes and so I would not be in any panic mode about a negative unintended consequence for our border with Venezuela in relation to any new action by President Trump,” he said.

Syria Conflict: Aleppo Hospitals 'Knocked Out By Bombardment’
Civilians in eastern Aleppo have so far received basic care in makeshift hospitals(AFP) Some of the heaviest bombardment so far on Aleppo has left rebel-held parts of the Syrian city virtually without medical facilities, observers say. The World Health Organization says all makeshift hospitals there are out of service, after five days of air and artillery strikes by government forces. Other reports suggest some that hospitals are operational but people are too frightened to use them. Dozens have died since a government assault on Aleppo resumed this week. On Saturday, the Syrian Observatory for Human Rights (SOHR), a UK-based monitoring group, said that at least 27 civilians had been killed in recent government strikes on rebel-held
eastern Aleppo. Medics have in the past been able to bring field hospitals back into operation after strikes, but the lack of supplies is now so severe that this is becoming harder, Reuters news agency reports. The recent bombardment has left streets deserted, with people trying to shelter in their homes. The SOHR says the strikes have been so massive that residents are frightened to use medical facilities. Reuters quotes the WHO's representative in Syria, Elizabeth Hoff, as saying on Saturday that NGOs based over the border in Turkey "confirmed today that all hospitals in eastern Aleppo are out of service". Food running out On Friday the UN envoy for Syria, Jan Egeland, said eastern Aleppo faced a "bleak moment" with supplies low and winter coming.
"My understanding is that virtually all warehouses are now empty and tens of thousands of families are running out of food," he told Reuters. Also on Friday, a volunteer with the White Helmets Civil Defence force told agency AFP news agency that he had "never heard such intense artillery bombardments". His team had been unable to respond to an emergency call because "the shells are falling on the street", he said. Drop Brexit Case Appeal, Senior Tories Urge May

Sir Oliver Letwin, former head of the government's Brexit preparations, and two former law officers said the case should not go to the Supreme Court. Instead, they want ministers to bring a bill to Parliament to start the process of Brexit as soon as possible. The government said it would robustly defend its position at the appeal. The MPs voiced their concerns after the Supreme Court decided on Friday that the Scottish and Welsh governments should have a say at the appeal hearing in December. Former minister Sir Oliver, who oversaw a "Brexit Unit" in the Cabinet Office after the referendum, told BBC Radio 4's Today Programme that the Supreme Court hearing could see ministers' powers outside Parliament
curbed. He added that one of the advantages of bringing a "fast and tightly timetabled and constrained bill" to Parliament, giving the government the ability to trigger Brexit without any constraints on its negotiating power, was that it avoided "any risk of the Supreme Court deciding to accord the devolved administrations some rights or even some veto powers" over triggering Article 50. Former Solicitor General Sir Edward Garnier said Mrs May should drop the appeal to avoid expense and a row about judges' powers, while former Attorney General Dominic Grieve said he could not see the point of continuing with the case. All three said ministers should bring a bill allowing the government to begin leaving the European Union triggering Article 50 - as soon as possible. Sir Edward said: "That way you avoid an unnecessary legal row, you avoid a lot of unnecessary expense, but you also avoid an opportunity for ill-motivated people to attack the judiciary, to misconstrue the motives of both parties to the lawsuit,
and you provide certainty." Mr Grieve said: "I can't see the point in the government continuing with the case and also agree that if they enact primary legislation, they will get it through Parliament. "I think their chances of success in court are low." The three MPs all backed the Remain campaign at the June referendum. They all now support triggering Article 50 before the end of March - the deadline set out by the prime minister. Conservative MP Owen Paterson, who was a Leave campaigner, said he believed the government had a "very strong case" for its appeal. "The problem with getting into any saga with courts is you can't predict the outcome," he said, adding that uncertainty over Brexit was damaging for the economy. "My concern is that we deliver on what the people wanted.... There was this huge vote to leave, it has to be delivered. If it is not delivered there will be the most shattering damage to the integrity of the establishment." 'On track' A government spokesman said: "The country voted to leave the European Union in a referendum approved by an Act of Parliament and the government is determined to respect that result. "We will robustly defend our position in the forthcoming appeal. As the prime minister made clear [on Friday], our work is on track and we remain committed to triggering Article 50 by the end of March next year." The High Court ruled in early November that Parliament must vote on whether Article 50 could be invoked. A final judgement from the Supreme Court is not expected until January. (BBC)

Mr Trump and Mr Romney have traded insults in the past(REUTERS AND AP) Republican President-elect Donald Trump is to meet one of his severest critics, Mitt Romney, as he continues to build his transitional team. Media have speculated the post of secretary of state could be discussed. During the election campaign, Mr Romney called Mr Trump a "fraud" and "phony", while Mr Trump said Mr Romney's unsuccessful campaign against Barack Obama in 2012 was "the worst ever". Mr Trump has settled several posts so far, a number of them controversial. The nominee for attorney general, Jeff Sessions, was rejected from becoming a federal judge in 1986 because of alleged racist remarks. Lt Gen Michael Flynn, the new national security adviser, has drawn concern over his strident views on Islam. Separately on Friday, Mr Trump settled three lawsuits for fraud brought against him over his Trump University. He tweeted on Saturday that he had settled "for a small fraction of the potential award because as President I have to focus on our country". Donald Trump will be at his golf course in
Bedminster, New Jersey, all weekend to conduct more meetings with potential appointees. He tweeted: "Will be working all weekend in choosing the great men and women who will be helping to MAKE AMERICA GREAT AGAIN!" 'Choke artist' Asked about the Romney meeting, Sean Spicer, a spokesman for the presidential transition, told reporters, "The president-elect wants the best and brightest people to put this country forward: people who supported him, people who didn't support him." He said Mr Trump usually started conversations by soliciting opinions and thoughts, and then deciding if a candidate warranted appointment. "The conversation with Mitt Romney is just that: an opportunity to hear his ideas and his thoughts," Mr Spicer said. Mr Romney's thoughts back in March were decidedly hostile. He said Mr Trump had neither "the temperament nor the judgement to be president", accusing him of bullying, misogyny and dishonesty. "Prospects for a safe and prosperous future are greatly diminished" if Mr Trump became the nominee, he said. "His promises are as worthless as a degree from Trump University." Mr Trump responded by mocking Mr Romney,
calling him a "failed candidate" and a "choke artist". However, US media suggest the role of secretary of state could be up for grabs, despite former New York mayor Rudy Giuliani being the early frontrunner. Mr Romney would certainly be another link to the Republican establishment, following the appointment of party insider Reince Priebus as chief of staff. Mr Romney in the past has taken a far more critical line on Russia than that suggested by Mr Trump. Ex-ambassador to the United Nations John Bolton, Tennessee Senator Bob Corker and South Carolina Governor Nikki Haley are also in the running. Another of those meeting Mr Trump on Saturday will be James Mattis, a retired Marine Corps general being considered for defence secretary. Gen Mattis oversaw military operations in the Middle East from 2010 to 2013 but disagreed with President Barack Obama's desire for a greater presence in the Gulf. He is not the only candidate though Senator Tom Cotton from Arkansas met Mr Trump on Friday, the New York Times reported. The other key appointments so far are Mike Pompeo as CIA director and Stephen Bannon as chief strategist. 'Stunning reversal' In settling the Trump University class-action lawsuits, Mr Trump "was willing to sacrifice his personal interests, put this behind him, and move forward", his lawyer said. Mr Trump had been sued by former students who paid $35,000 (£28,000) for real estate "secrets" from his "hand-picked" instructors. The lawsuits alleged the school had misled students and failed to deliver on its promises In his tweets on Saturday, Mr Trump said the only thing bad about his election victory was that he would not be able to win the Trump University case in court. Nigel Farage and Donald Trump are accused of adopting "fake anti-elitism"(PA) Labour leader Jeremy Corbyn has accused US President-elect Donald Trump and interim UKIP leader Nigel Farage of adopting "fake anti-elitism". In a party speech, Mr Corbyn said this was "farcical at one level, but in reality it's no joke at all". He told a forum in Loughborough that politicians had to choose between playing on fears or restoring hope. Mr Corbyn also said Labour would not make "false promises" on cutting immigration. 'Rich, white men' "Politicians and political parties have a choice in this age of understandable cynicism," he told his party's National Policy Forum. "Do we play on people's fears and anxieties? Or do we take what might be the more difficult approach - to restore hope? "We can see the choice being taken by politicians on the hard right - to whip up division against migrants, Muslims, Mexicans, women, LGBT people, people with disabilities. "The fake anti-elitism of rich, white men - like Nigel Farage and Donald Trump - is farcical at one level, but in reality it's no joke at all. "We've seen a similar phenomenon in the US since last week's presidential election as we saw after Brexit: an appalling rise in hate crime. "Saying anything to win a vote has consequences on the ground afterwards." Mr Farage campaigned alongside Mr Trump in the race for the White House and was the first
politician from the UK to meet the presidentelect after his election victory. Jeremy Corbyn's message was clear. If you have lost trust in politicians, well, don't go for fake antielitism. Go for the real thing. Him. But in order to distance himself from conventional parliamentarians he renewed his attack on the pre-Corbyn Labour leadership which, he said, he had become too complacent about inequality. He now wants his National Policy Forum to turn the pledges he made in his

But while the broad anti-austerity thrust of his message is unlikely to be challenged, he may find the policy forum won't simply rubber stamp all of his ideas. In an internal election for that body's vicechair, the left-wing candidate closest to his own views was roundly defeated. And a potential showdown with critics over future leadership rules has been put on hold as his team believe an early general election is likely. But Mr Corbyn said it was "down to Labour to restore hope - and give people the chance to take back real control", echoing the slogan of the EU referendum's Leave campaign. He said the Tories had "fanned the flames of fear over immigration, whipping up hatred in the referendum campaign - egged on by their UKIP sidekicks". Rejecting some Labour MPs' calls to commit to net migration targets, Mr Corbyn said: "We have to choose a different path; there can be no accommodation, now and never, with hate. "We will not make false promises on immigration targets as the Tories have done or sow divisions, but we will take decisive action to end the undercutting of workers' pay and conditions, reinstate the Migrant Impact Fund to support public services, and back fair rules on migration." The prince described Prince George as a "rascal", and said Princess Charlotte brought a "different dynamic" to family life(PA) Prince William wants his children to grow up with "simple aspirations", he has told a talk show in Vietnam. Speaking on Talk Vietnam, he said: "I would like George and Charlotte to grow up being a little bit more simple in their approach and their outlook." He told the show's host he found materialism "quite tricky" with "people living with an enormous amount of stuff that they don't necessarily need". The TV appearance was made during his first official visit to Vietnam. The Duke of Cambridge had earlier on his trip spoken at an international conference about the number of endangered animals being killed in illegal poaching.
During the interview on the English language show, for Vietnam's national broadcaster VTV, he said he hoped George, three, and one-year-old Charlotte, would grow up "treating others as they would like to be treated themselves". The 34-year-old also
admitted he had "struggled at times" with parenthood, which had come with "wonderful highs and wonderful lows". "I'm very lucky in the support I have from Catherine, she's an amazing mother and a fantastic wife," he said. “But I've struggled at times. The alteration from being a single independent man to going into marriage and then having children is life-changing." Australia Bank Fire Started By Myanmar AsylumbSeeker efore being moved
The fire blackened an ATM in front of the bank branch(EPA) An asylum seeker from Myanmar has been identified as the man who set himself alight in a bank in the Australian city of Melbourne on Friday. The 21-year-old is under guard in hospital after the incident that injured 26 others. He arrived by boat three years ago and had been released from detention pending a decision on his case. It was reported that his benefits had not been in his account when he tried to withdraw them on Wednesday. 'Legal limbo' The man, known to his friends as Noor, set himself alight using gasoline at the Commonwealth Bank of Australia branch in the Melbourne suburb of Springvale. Five bystanders suffered burns and 21 more smoke inhalation.
Video taken by eyewitnesses of the immediate aftermath showed flames inside the bank branch and thick black smoke, according to the Australian Broadcasting Corporation. The suspect had arrived in Australia as an unaccompanied minor and was awaiting receipt of a refugee visa. The man was reportedly of mixed Muslim parentage. Although he is partly Rohingya - the Muslim community that lives in Rakhine state near the Bangladesh border and which has been denied citizenship and freedom of movement by the government he reportedly lived in southern Myanmar. He had been detained in a camp on Christmas Island in the Indian Ocean
to Melbourne. The president of the Australian Burmese Rohingya Organisation, Habib Habib, told the Melbourne Age: "He has been suffering and his friends say his welfare payment was not received and he couldn't pay his rent." He had returned to the bank each day after finding his money was not available on Wednesday. Mr Habib said: "This system makes all of them crazy. They're in legal limbo." Refugee and asylum seeker advocate Pamela Curr told the Age the man was also was known to have mental health problems. The department of immigration has set up a fast-track system to process about 30,000 asylum claims. Ms Curr said this had caused uncertainty in the c o m m u n i t y. D e p u t y P r i m e Minister Barnaby Joyce expressed concern for those who were burned in the incident. "There's nothing more disturbing than a burns ward. The video was apparently filmed by a passenger in April (Photo blurred by BBC for legal reasons)(THE SUN) Footage appearing to show a tram driver nodding off at the controls on the same line where a crash killed seven people is being "urgently investigated". The clip, apparently captured on a passenger's mobile phone in April, was sent to the Sun newspaper. It said the video had been recorded about three miles from the site of the 9 November derailment in Croydon, south London, which also injured 51. Mayor of London Sadiq Khan said he was "extremely concerned" by the footage. In the 30-second clip, a driver - who is not the same one who was involved in last week's fatal crash - appears to drift in and out of sleep as the tram moves
along. He is seen apparently struggling to remain upright, and passengers can be heard expressing shock as the tram approaches the next stop. Mr Khan said people would be "understandably very worried" by the footage, and called for an immediate investigation. "I will make sure any necessary action is taken, and that all steps are taken to make sure these trams are as safe as possible." The BBC has not been able to verify the footage for itself, but Transport for London said it was carrying out urgent inquiries. A Transport for London spokesman said it had asked operators First Group to take all necessary action and report back as soon as possible. First Group said it had not previously seen the video, but added: "If the situation is as it appears then this is completely unacceptable and

An investigation also found no malfunction of the braking system. The seven people killed in the crash were Dane Chinnery, 19, Philip Logan, 52, Philip Seary, 57, Dorota Rynkiewicz, 35, and Robert Huxley, 63, all from New Addington, and Mark Smith, 35 and Donald Collett, 62, both from Croydon. A further 51 people were taken to hospital, with eight of them suffering injuries described by London Ambulance Service as serious or life-threatening. Joe Biden was born into a Catholic th family on November 20 1942, in Scranton, Pennsylvania, USA. He was the first of four siblings, with a sister, Valerie, and two brothers, James and Frank. At the age of 10 he moved to Delaware, a small Mid-Atlantic state at the Northeast of the country where he spend most of his childhood. Biden attended the Archmere Academy in Claymont, Delaware. He was a lover of sports, during his high school years, Biden was an active football player, being one of the best of his team. He used to play baseball as well. Academically, Biden used to stand as an above average student, and a natural leader. He was usually elected president of the class during his junior and senior years. Biden graduated from high school in 1961.
After college, he started to work at a Law Firm in Wilmington, the largest city of Delaware. This period was crucial for Biden's career. He stablished himself Democrat defender, even though he disliked some of the racial politics that this party promoted at the time. Joe soon started his own firm, Biden and Walsh Corporate Law, but it wasn't too lucrative. He paid his bills working as a real estate agent. In 1969, he secured his place as a County Council of New Castle, the northernmost counties Delaware. In 1972, he ran for the Delaware Senate elections, with a surprise victory wining at the age of 29, th becoming the 5 youngest Senator in congress at the time. Today is Universal Children's Day
The Universal Children's Day is dedicated to promoting the well-being and human rights of the world's children, especially those suffering the impacts of poverty, armed conflict, discrimination and exploitation. The date of the observance -- 20 November -- marks the day on which, in 1989, the United Nations General Assembly adopted the Convention on the Rights of the Child. Today, we reaffirm our obligation to do everything in our power to enable all children to survive and thrive, learn and grow, have their voices heard and reach their full potential. This year, I wish to emphasize the importance of ensuring that the commitments made by the international community to the world's children are extended to a group of children who are often forgotten or overlooked: those deprived of their liberty. Far too many children languish in jail, mental health facilities or through other forms of detention. Some children are vulnerable because they are migrants, asylum seekers, homeless or preyed on by organized criminals. Whatever the circumstances, the Convention dictates that the deprivation of liberty must be a
measure of last resort, and for the shortest time. Our aim must be to pursue the best interests of the child, prevent the deprivation of liberty and promote alternatives to detention. With that in mind, and further to a request by the General Assembly, the United Nations is preparing a Global Study that aims to shine a light on the scale and conditions of children deprived of their liberty and secure the protection of their rights. The study will gather relevant data, identify good practices and help countries grasp the worrisome magnitude of the phenomenon and design measures to address it. A coalition of UN actors has come together to assemble resources and expertise to take the study forward. I strongly support this effort and urge Member States to do so as well. This year's observance falls at a time when 60 million people have been forcibly displaced from their homes – more than at any time since the Second World War. Almost half of them are children fleeing oppression, terrorism, violence and other violations of their human rights. This observance also comes following the landmark adoption
of the 2030 Agenda for Sustainable Development, which can point the way towards peaceful, prosperous and inclusive societies for all. Achieving the Sustainable Development Goals will depend crucially on reaching the most vulnerable children. Reggae Boyz Face Crucial 2017 - Whitmore Less than two months ago, with a pair of 2016/17 Scotiabank CFU Men’s Caribbean Cup games approaching, Theodore Whitmore was given another opportunity to manage Jamaica. He delivered, guiding the Reggae Boyz to the third-round, Group 1 title with wins over Guyana (4-2, away) and Suriname (1-0, home), securing advancement to the competition’s semifinals and earning a place in the 2017 CONCACAF Gold Cup. It was a confidence-boosting accomplishment for a Jamaica side still feeling the hurt of early elimination from qualifying for the 2018 FIFA World Cup. Whitmore, who had three previous spells at the national team helm, believes that the page has been turned. “The 2018 World Cup Qualifiers were a difficult campaign to take in for all Jamaicans,” the 44-year-old told CONCACAF.com “However, 2017 can be a silver lining in a way for us. Olivier Giroud was Arsenal's super-sub, popping up with a last-gasp, and largely undeserved, equaliser to snatch a 1-1 draw from Manchester United. The Gunners turned in a listless performance in this fixture a year ago when expected to win in their attempts to keep pace with Leicester City, Marcus Rashford making a sparkling Premier League debut for a youthful side, and they largely fared little better this time around.
