It is to be recalled that Nagamootoo was quoted as stating; “I want to start by humbling the power of the President, the excess powers of the Executive…” Rohee questioned, “how will the Prime Minister be able to press Harmon when he is powerless in light of the fact that the Cummingsburg Accord is now dead and buried with the AFC as mourners and as witnesses to the burial.”

After all the affidavits were filed and after detailed written submissions were presented by Attorneys-at-Law representing both sides, the Chief Justice (ag.), Madam Justice Yonette CummingsEdwards ruled in favour of Gaytrie Singh and granted to her the following orders: (i) a Declaration that the taking of possession of the Applicant's Agreement of Sale and Certificate of Title in respect of property known as and situate at Lot numbered 902 (nine hundred and two), Plantation Westminster, Parfaite Harmony, in the County of Demerara, in the Republic of Guyana, by Certificate of Title, on the 23rd day of November, 2015, by servants and/or agents of the Central Housing and Planning Authority, the Ministry of Housing or any other Officer of the State, are in violation of the Applicant's fundamental right and freedom as is guaranteed to her by Article 142 of the Constitution of Guyana; (ii) a Declaration that the summary forfeiture or expropriation or compulsorily acquisition or taking of possession of any land held by Transport or Certificate of Title on the ground that the Transportee or the Title holder is in violation of or has breached any term or condition contained in any Agreement of Sale in respect of the said land or any Transport or Certificate of Title in relation to the said land, more particularly, a condition which mandates the Title holder or the Transportee to be in occupation of the said land, is unlawful, contrary to and in breach of Article 142 of the

Constitution of Guyana, in breach of natural justice, arbitrary, oppressive, unreasonable, capricious, null, void and of no effect; (iii) a Conservatory Order prohibiting servants and/or agents of the Central Housing and Planning Authority, the Ministry of Housing or any other Officer of the State from entering upon, remaining, occupying or in any manner whatsoever interfering with the Applicant's quiet and peaceful possession, occupation and enjoyment at her property known as and situate at Lot numbered 902 (nine hundred and two), Plantation Westminster, Parfaite Harmony, in the County of Demerara, in the Republic of Guyana, by Certificate of Title. Additionally, the Judge ordered the State to pay to Gaytrie Singh $200,000 in damages. The Central Housing and Planning Authority had threatened and attempted to confiscate dozens of core homes which were allocated under the PPP/C Government to single parents. All these persons were either issued a Transport or a Certificate of Title. Hopefully, this ruling puts this issue to rest finally.

PPP Condemns Human Rights Body For Silence On Crime Situation General Secretary of the Opposition People’s Progressive Party (PPP), Clement Rohee says the Party has taken note that the Guyana Human Rights Association (GHRA) has not uttered a single word on the crime situation in Guyana nor expressed any concerns whatsoever as regards the victims of the spiraling crime situation. Rohee, a former Home A ff a i r s M i n i s t e r, t o l d a n e w s conference at Freedom House on Monday that “the uncanny silence by the GHRA on the crime situation is reminiscent of its silence on the racial and political discrimination and victimization as well as the witchhunting exercises currently being executed by the APNU+AFC coalition

administration against persons who, in their view are perceived as supportive of the PPP/C administration.” He went on to note that “The GHRA has not uttered a single word expressing concerns over the arbitrary and capricious dismissal of 1,972 Amerindian youths from 187 Amerindian villages and communities previously employed as Community Support Officers (CSOs) under the Yo u t h E n t r e p r e n e u r s h i p a n d Apprenticeship Programme (YEAP).” According to the Rohee, the GHRA has completely overlooked the fact that these young Amerindian people have been discriminated against, denied the right to work, equality and protection by the State.

“The GHRA has turned a blind eye to this glaring act of discrimination and victimization of the Amerindian people, who, under the United Nations Declaration on the Rights of the Indigenous People, the International Covenant on Economic and Cultural Rights, the International Covenant on Civil and Political Rights and the Vienna Declaration preserves their right to be protected by the State of Guyana who is party to these Conventions and Declaration.” The PPP condemned the GHRA for neglecting and adopting “what is clearly a biased position on the crime situation as well as in respect of the plight of the Amerindian people.”

Government Could Lose Billions In Irregularity any other goods for which delivery can be permitted without any risk to the collection of any duty and other monies payable upon the goods. A permit is supposed to be issued when immediate release of such goods is necessary to avoid unusual loss or inconvenience to the importer. Goods that qualify for processing through the PID facility include goods perishable in nature e.g. hatching eggs, fruits; medical supplies, goods for use on Government projects/contracts that are subject to duties and taxes, fuel, raw materials for local manufacturers. The authority to approve and issue a PID has been delegated to the Head of Customs and Trade Administration.

Auditor General, Deodat Sharma According to Auditor General Deodat Sharma there hs been “serious breaches� of the Customs Act by the Customs and Trade Administration. The Auditor General warned that this can contribute to severe loss in revenue as was the case in the past. Regulations under the Customs Act provide for the issuance of a Permit for Immediate Delivery (PID). Immediate delivery according to the Customs Act. refers to the procedure which an importer can take delivery of a shipment as soon as it is unloaded and inspected. As was reported, the Customs Regulation 50 (2), a permit for immediate delivery prior to goods being entered may be issued for perishable goods and

The Auditor General further stated that Regulation 50 (9) made under the Customs Act requires that goods for immediate delivery be entered within 10 working days from the date of the permit for the delivery of such goods, this excludes Sundays and public holidays. As was reported, Sharma said that the examination of a sample of 220 entries in the PID Register revealed that 68 entries with a total Cost Insurance and Freight value of $8.682 billion and assessed taxes of over $3.5B were entered on an average of 16 days over the stipulated time frame. Many businesses have complained to the Guyana Daily News that the Food and Drugs department is contributing to the lengthy delay in businesses getting the necessary stamp of permission.

Rohee Takes On Freddie Kissoon, KN For Attacking Cuban Doctors

General Secretary of the People’s Progressive Party (PPP), Clement Rohee General Secretary of the People’s Progressive Party (PPP), Clement Rohee, has noted that the APNU+AFC coalition administration has maintained an eerie silence on the attack by Kaieteur News columnist Freddie Kissoon on Cuban Trained Medical Doctors. Rohee, during the PPP’s weekly press conference at

Freedom House pointed out that an Editor’s Note to a letter penned by Adoniyah Benjamin, a Cuban trained doctor, Mr. Kissoon claimed that he did not say “all doctors,” but referred to “many of them”. “However, his informant and collaborator on the subject, Mr. Adam Harris, in his Sunday Column “Cytotec use is giving me nightmares” contradicts Mr. Kissoon, when he stated; “Sadly, he (Mr. Kissoon) painted with a large brush and smeared every Cuban trained doctor…” According to Rohee, “It is clear from this that all Cuban trained doctors have been condemned and their professionalism brought into dispute by the Kaieteur News. The silence by the Granger administration on this matter and worse yet, its failure to support the young professionals and to condemn the Kaieteur News for this travesty is merely further evidence of the

uncaring nature of the regime.” Rohee told reporters that Kissoon and the Kaieteur News have no doubt taken a cue from the APNU+AFC coalition administration who have demonstrated a noticeable level of disdain for Cuban scholarship returnees whether in the field of medicine or other disciplines. “Further, the PPP notes that in spite of a contractual agreement which binds the Cuban trained doctors to five years of public service and in light of the prevailing shortages of medical staff countrywide, some ninety-two (92) trained doctors are still awaiting placement, having graduated and completed their compulsory one year internship.” He further noted, “This unpleasant, insecure situation has been going on for about one year now. Since November 2015, the doctors have been complaining that they were being pushed around by the Ministry of Public Health and that they have received vague responses to their queries as regards registration and placement.”

60 Months Jail For Duo Busted With Marijuana and David Streets Kitty, Georgetown, contents of the bags after it was Douglas

Mark Douglas and Fawad Hamid who were busted with 130 lbs of compressed Marijuana hidden in salt bags were today found guilty by City Magistrate Judy Latchman and sentenced to 60 Months imprisonment each and to pay a fine of GY$80,764,500. Prior to hearing their fate this morning, the duo had appeared before the court and pleaded not guilty to the charge of being in possession of the illegal substance with the intent to traffic the said narcotics on March 12, 2016. They were initially released on bail. It was noted that on the day in question in the vicinity of Sheriff

police officers in plain clothes approached the two men whilst on Sheriff Street. However Hamid upon seeing the men approach Douglas fled the scene in his car which contained the said narcotics. Officers, after a pursuit and exchange of gunshots, managed to catch the accused and the narcotics were found. In defense Hamid had stated that he was unaware of the

Ex-Cop Jailed For Unlicensed Gun, Accomplices Remanded

The three men were allegedly about to rob a Gas Station and who led police officers in a high speed chase, today appeared before Chief Magistrate Ann McLennan in the Georgetown Magistrate’s Court jointly charged with one count of being in possession of a firearm and ammunition while not being a licensed firearm holder and another count of robbery under arms. One of the three men, Ex-Police Officer, Devon Chase pleaded guilty to the

charge of being in possession of the firearm and ammunition and was fined GY$60,000 and sentenced to serve two years imprisonment. He however pleaded not guilty to the charge of robbery under arms. The other two men, Frederick Boyce and Eloy Livan both pleaded not guilty to both charges and were remanded to prison. All three men are slated to return before the court on December 13, 2016 for continuation into their matters.

It is alleged that on November 3, 2016 in the vicinity of Eccles, East Bank Demerara the three men robbed Alvin Ramnaraine of approximately GY$1M in cash and items. Frederick Boyce was also separately charged with the June 25, 2015 robbery of Sasenarine Sankar in which he was robbed of approximately GY$1.38M in cash and items. He entered a plea of not guilty and will return on the same aforementioned date for continuation.

Accused Bandit Pleads Innocent A man, suspected to be a bandit, who was beaten by residents of the South Ruimveldt area after he and another, Colin Amos, had allegedly broken into a home in South Ruimveldt and robbed the homeowner at gunpoint, today lead his defense before Magistrate Judy Latchman after appearing in the Georgetown Magistrate’s Court. The accused, who made the choice to stay in the holding box and give his

testimony, recounted from the day of the incident, where he noted that he followed his ‘buddy’ into an unknown area in South Ruimveldt under the pretense that his ‘buddy’ was going collect money owed to him. Goodluck said he remained outside the house while his ‘buddy’ went inside. He recounted that a few moments later an argument ensued between his friend and a gentleman who proceeded to attack his friend and him. Goodluck went on to state that after a

moment of fighting the homeowner started shouting thief and residents of the neighbourhood soon came running and attacking him. He stated, that had it not been for the intervention of a ‘big boy’ Police Officer, he probably would have died. Upon completion of leading his defense the accused was not asked any questions by the prosecution. The accused is expected to return before the court later this month for continuation into the matter.

The Coalition declared Friday, November 18, as Caribbean Alcohol Reduction Day and it was observed under the theme “Misuse of Alcohol is a Bigger Problem than You Think”. The purpose of the day is to sensitise the people of the Caribbean to the harmful effects of the abuse of alcohol, and to encourage them to drink less and live better. In a message issued by Healthy Caribbean Coalition, “Excessive drinking of alcohol is a major health risk occurring particularly increasingly among the youth. Alcohol is one of the four risk

Eighteen percent of the all current alcohol drinkers are using alcohol at levels which can be harmful to health. The ministry of health and social development has set up a subcommittee under, National Health and Wellness Advisory Committee to address alcohol and tobacco issues. The committee, which is led by the ministry of health and social development, is chaired by deputy secretary, Natalie Smith with members of the committee comprised of the Royal Virgin Islands Police Force, the ministry of finance, BVI Health Services, and the BVI Cancer Society. Currently the health promotion unit is conducting research to help guide a national population base programme on the reduction of harmful alcohol use in the Territory. Barbudan Burnt During Camping Trip Airlifted To Antigua

Police said they are questioning a Barbuda man in connection with an incident that left one of his friends with burns to his body. Bernie John, formally known as Bernie Gray, was airlifted to the Mount St John’s Medical Centre nursing burns to his back following an incident which occurred on Friday, around midnight.

Up to yesterday, the 50 year old was said to be in stable condition, with what has been described as second degree burns. OBSERVER media was told the injured man had been crying out for pain to his back, when he was brought over to Antigua. Reports indicate John was camping with some friends when an alcoholic beverage was spilt over him and he was set on ďŹ re. John was rushed to the Hanna Thomas hospital for treatment and was later airlifted to the mainland. OBSERVER has since

learnt that police took the people who were with John at the time of the incident into custody for questioning, but up to press time no one had been criminally charged. (The Daily Observer)

Suriname Economy In Deep Recession, Says IMF With limited action by the authorities to raise interest rates from their deeply negative levels, there has been a move out of local currency assets, with bouts of exchange rate depreciation and rapid increases in consumer prices. Inflation reached 77 percent in September 2016. Leigh said that without a significant policy adjustment, Suriname risks deepening instability, with sharp exchange rate depreciation and accelerating inflation. There is limited financing to cover essential government spending -including public wages, pensions, and social support to the most disadvantaged -- and the risk of resorting to central bank financing of the budget exists.

Photo: Ivan Cairo By Ivan Cairo Caribbean News Now contributor PARAMARIBO, Suriname -- The economic outlook for Suriname remains challenging, the International Monetary Fund (IMF) said at the conclusion of its regular 2016 Article IV consultation. For 2016, a GDP contraction of 9 percent is projected, following a 2.7 percent contraction in 2015. The deep recession reflects a number of factors, including spillovers from the closure of the Suralco alumina plant and the contractionary impact of the fiscal adjustment. The IMF’s mission chief for Suriname, Daniel Leigh, said at a press conference on Friday, that income from the Merian gold mine, which officially opened on Thursday, will support economic activity, and it is expected that the recession will ease in 2017. Inflation is projected to be 60 percent at end-2016 and to decline in 2017. Import compression has narrowed the external current account deficit, which is projected at below 4 percent of GDP in 2016. A current account surplus of about 2 percent of GDP is expected in 2017, on the back of exports from the new gold mine. The budget deficit is projected at about 6 percent of GDP in 2016, with the debt-to-GDP ratio projected to reach near 70 percent of 2016 GDP. The government has brought the fiscal deficit below 6 percent of GDP and implemented a number of planned reforms, including preparations for VAT introduction. However, the decisions to freeze fuel pump prices in nominal terms and partially reverse the increase in electricity prices, according to the IMF, is reducing available public sector resources by an estimated 0.8 percent of annual GDP per month. Priority spending, including on social transfers, undershot envisaged levels.

The IMF representative argued that there are few policies in place to address rising inflation, international reserves are critically low and, owing to the recession and currency depreciation, banks face risks of a further deterioration in credit quality. While President Desi Bouterse recently said that the government is holding off phasing out electricity subsidies due to raising concerns within the populace, the IMF said this was not a good move. The institution warned that, due to the dire economic situation, restructuring measures such as raising fuel taxes, containing the wage bill for public servants and raising electricity tariffs should be implemented as soon as possible. “Our assessment is that it’s urgent to take actions because people’s purchasing power is going down,” Leigh said regarding the current economic situation in Suriname. Under A Fiscal Control Board, Puerto Rico Voter Abstention Is At An All-Time High

Image by Kike Estrada SAN JUAN, Puerto Rico -- As the world anxiously observed the US elections, Puerto Rico, a US territory, also held its general election on Tuesday, November 8. And in a place that prides itself for historically having very high voting participation, turnout in these elections reached a new low. While the pro-statehood New Progressive Party (PNP in Spanish) is celebrating that its candidate, Ricardo Rosselló Nevares, was elected governor and that they achieved a majority in the Legislature, the fact remains that voter participation for these elections reached only 55.09%, according to the official numbers of the State Electoral Commission (Comisión Estatal de Elecciones, or CEE, in Spanish). This number is extremely low, considering that Puerto Rico traditionally has had a turnout of well over 75%. This year's numbers represent a huge drop from 78.19% in the 2012 election.

Another point of interest is the fact that Ricardo Rosselló won the election with only 655,626 votes, or 41.76%. This is the number that is usually used when discussing by how much a candidate won an election. Bear in mind that Puerto Rico has a population of roughly 3.5 million, of which approximately 2.9 million were registered to vote. This means that the governor was elected only by a little over 22% of registered voters, or roughly 19% of the population. This is the first time that a candidate for governor has been elected to office with such low numbers. One of the main theories for the widespread abstention is that these are the first elections held under the fiscal control board imposed by the Puerto Rico Oversight, Management and Economic Stability Act, or PROMESA. Composed of seven unelected members, the fiscal control board was created by the US Congress with bipartisan support and imbued with powers that override Puerto Rico's already limited constitution. With the aim of tackling the archipelago's $72 billion debt, the board answers only to Congress, not the Puerto Rican people. This has prompted many to question whether even having elections was worth the trouble, since the board has control over the government's budget, revenues and operations. It is worth pointing out that some of the voters who abstained from participating in this election may have done so out of the conviction that to vote in Puerto Rico means to validate colonial rule. Historically, this has been a position long held by some supporters of Puerto Rican independence. The two political parties hardest hit by voter abstention were the Puerto Rican Independence Party (PIP in Spanish) and the Working People's Party (PPT in Spanish). Because the electoral law in Puerto Rico is rather archaic, both parties now have to start yet again the

long and uphill process of gathering signatures in order to be considered an official political party with representation and participation at the electoral commission due to their low amount of votes each got in this election -- 2.13% and 0.34%, respectively. University of Puerto Rico professor of political sciences Ángel Israel Rivera, writing for the digital magazine 80 grados, called for a reform of the electoral system in Puerto Rico: “If the problem is properly looked at, the 2016 elections could be a good moment to initiate a massive movement of indignant people in favor of CHANGING the electoral system in Puerto Rico. A system that is so unfair and s o limited that it produces bipartisanship or a hegemonic single party and nothing else. Why? Well, because the way to elect legislators is predesigned to exclude smaller parties and independent candidates from the legislative assembly. A system that is so antidemocratic that a party could win the representation of an entire district with only 40% of the vote, in spite of other parties obtaining 60%, combined. In other words, disregarding the fact that the “winning” party is actually in the minority. A system that makes it extremely difficult for minority parties, if they enter the legislative assembly, to promote and affect legislation because the majority party (be it the PPD or PNP) believes itself with the right to always, or nearly always, to govern and to legislate through a partisan caucus.” ‘We know…it won't be him calling the shots’ This phenomenon of high voter abstention has garnered very little comment in mainstream media, which in the days immediately following the election was busy commenting on a novelty in Puerto Rican elections: the two independent candidates.

In spite of this, they managed to obtain 11.12% and 5.73% of the votes, respectively, thanks in large part to their use of social media during their campaigns and the general malaise of the population towards the two main political parties that dominate the Puerto Rican political scene: the Popular Democratic Party (PPD) and the PNP. Considering that both candidates were relative unknowns at the time they announced their candidacy, the figures are considerable. Another reason for the little attention Puerto Rico's high voter abstention has largely been overlooked is that most of the attention was focused on the US

presidential victory of Donald Trump and the implications for Puerto Rico. Indeed, comparisons were being made between Trump and Ricardo Rosselló since before the election. Ricardo Rosselló is the son of the controversial former Governor Pedro Rosselló (1993-2000), whose administration is notorious for having contributed a sizable amount of the $72 billion debt that Puerto Rico now struggles against. Also writing for 80 grados, journalist Manuel Martínez Maldonado had this to say a day before the election: “Like Mr Trump, Mr Rosselló entered lying. He exaggerated his skills, landed a job he didn't deserve [at the University of Puerto Rico], has been accused of plagiarism, of copying the supposed plans he has for the country from documents that

already exist and repeats what we have already heard before with banal adornments. …[W]e know that should he be elected governor, it won't be him calling the shots.” It remains to be seen whether or not voters in Puerto Rico will continue to abstain from participating in future electoral events or if this is only because the archipelago is still reeling from a year full of bad news regarding its economy and sovereignty. The only thing that seems clear is that the next four years will be hard for both the people of Puerto Rico and the new administration, which isn't favored by a majority of the population. Human Rights Lawyers Under Threat In Cuba HAVANA, Cuba -- Members of Cubalex, a Havana-based organization of human rights lawyers, have been subjected to months of harassment and intimidation by the Cuban authorities for their work. Progressively since September, Cuban authorities have intimidated members of Cubalex (Legal Information Center), a non-government organization, not recognized by the Cuban authorities, which provides free legal and human rights advice in Havana, the capital. On 23 September, according to its director, Laritza Diversent, authorities searched Cubalex’s centre of operation without warrant, confiscated a number of laptops and documents, and forced at least one woman to undress. The provincial prosecutor in Havana provided notice to Cubalex that it was under a tax investigation. According to Cubalex, since then, state prosecutors have summoned at least two members of the organization for questioning. Cubalex stated that the interviews, which reportedly lasted up to one

hour and 45 minutes, were filmed, leading members to believe that the authorities were seeking information to criminalize activities of the organization. According to Cubalex, authorities have also questioned people who received advice and information from their centre. Cubalex’s director reported that she has been stopped and questioned a number of times at the airport during her recent trips. She believes her home, which provides a base for Cubalex’s activities, is under surveillance. One of Cubalex’s members, Julio Ferrer Tamayo, reported being strip searched and detained during the search of Cubalex on 23 September and remains in custody. On 13 October, the Inter-American Commission on Human Rights (IACHR) and the Special Rapporteur for Freedom of Expression issued a press release expressing concern at retaliation actions of the Cuban state against Cubalex, an organization dedicated to defending freedom of expression.

In 2015, a number of articles appeared on pro-government blogs that appeared to defame Diversent. Cubalex members were the subject of precautionary measures issued by the IACHR in April 2015. The IACHR asked that the Cuban authorities take measures to safeguard the lives of Cubalex members and ensure their humane treatment. Kashmir 'Freedom Anthem' Released To Controversy

The song emphasises Pakistan's claim to disputed Kashmir(OMAR AHSAN) A song that describes "atrocities" in Indian-administered Kashmir has been released in Pakistan, causing controversy. BBC Monitoring's Tulika Bhatnagar traces its origins and impact. The Kashmir Anthem Song is dedicated to separatist militant Burhan Wani, whose death in July sparked the worst violence the region has seen for years. Disputed Kashmir is claimed in its entirety by India and Pakistan and has been a flashpoint for decades, sparking two wars between the countries. Released last week, the song emphasises Pakistan's claim to the territory. It begins with a voice-over by producer Omar Ahsan, who vows that this land (referring to Pakistan) will ensure that Kashmir's struggle (for freedom) shall continue. The track sounds like a rock ballad at times, with electric guitar riffs and fiery vocals. But it is also infused with traditional Sufi music. "We wanted to reach out especially to the younger generation who connect with new music and don't go for old, traditional things. This music style has folk tunes that evoke pain and grief in a way that will appeal to the

younger generation. There is melody, romance and pop," Mr Ahsan told the BBC. He claimed that within 48 hours of its release, the anthem received more than 20,000 views and 1,000 shares The song has received a lot of attention in the Pakistani media. It features singers Ali Azmat, Umair Jaswal and Alycia Dias. Several Pakistani artists refused to sing on the track, fearing a backlash from their Indian fans. One of the singers, Umair Jaswal, claims he has lost at least 10,000 fans from "across the border" on his Facebook page after posting news about the song. But he insists the "anthem" is not anti-Indian in its content. "We have a humanitarian issue going on in Kashmir," he told Pakistani newspaper The Express Tribune last month. "It's time we put the focus back on Kashmir." It's unsurprising that the anthem might have upset some Indians. "Kashmir, which is also Pakistan, this paradise on earth, this valley, now has freedom as its destiny," the chorus goes. Wani appears in the anthem's video in stills that show thousands attending his funeral procession. The Indian government considered Wani a terrorist, but for many Kashmiris he represented the spirit and political aspirations of a new generation.

Other visuals highlight the unrest in Kashmir, including images of prominent separatist leaders and protesters hurling stones at Indian forces. Mr Ahsan told BBC Hindi that his team "initially waited for a few months" before deciding to go ahead. "We expected the civil society in India and the country's music fraternity to make a documentary or a song about the plight of the Kashmiris," he says, adding that this had not happened. There are now plans to shoot a film for the anthem out of Pakistan-administered Kashmir. Ignored by Indian media? It is the "remarkable resilience" of the Kashmiri people against India's "unending atrocities" that inspired the anthem, Mr Ahsan said. This is not likely to be the view among many Indian commentators. India has blamed Pakistan for fomenting months of unrest since the death of Wani, a charge that Islamabad denies. And it's notable that Indian media have been slow to pick up on the song's release despite Kashmir being a much-covered topic otherwise. On social media, however, the song is spreading. Twitter users, including some with news pages named after Kashmir, have picked up the song and are sharing the video. And when the anthem was launched, the president of Pakistan-administered Kashmir, Sardar Masood Khan, was present. He was shown on television encouraging other Pakistanis "to also play a role in supporting the cause of the Kashmiris". There has been no significant reaction yet from India. Mr Trump spent the weekend interviewing candidates for top jobs in his cabinet. "I want to be respectful of the office and give the president-elect an opportunity to put forward his platform and his arguments without somebody popping off," Mr Obama said at a forum in Lima, Peru. But, he added, if an issue "goes to core questions about our values and our ideals, and if I think that it's necessary or helpful for me to defend those ideals, then I'll examine it when it comes". The president described himself as an "American citizen who cares deeply about our country". Speaking at a news conference to mark the end of the AsiaPacific Economic Cooperation (Apec) summit, Mr Obama reiterated that he

would extend to Mr Trump's incoming administration the same professional courtesy shown to his team by his predecessor George W Bush. Mr Bush has refrained since leaving office from commenting on Mr Obama's presidency. "I don't think it does any good," he told CNN in 2013, after Mr Obama was elected for a second time. "It's a hard job. He's got plenty on his agenda. It's difficult. A former president doesn't need to make it any harder. Other presidents have taken different decisions; that's mine." Mr Bush's stance falls in line with tradition. US presidents tend to avoid criticising predecessors or successors. Mr Obama was clear that he would not weigh in on Mr Trump's decisions while he was still in office. But his suggestion that, as a private citizen, he would seek to defend "core values" comes amid mounting concern among civil rights groups and others about Mr Trump's political appointments. The presidentelect's chief strategist, Steve Bannon, was previously the head of Breitbart, a website accused of promoting racism and anti-Semitism. And Mr Trump's national security adviser, Gen Michael Flynn, has previously likened Islam to a "cancer" spreading through the US. Mr Trump's nominee for attorney general,

Mr Trump also says that his wife, Melania, and their 10-yearold son Barron will not move into the White House straight away. They would move "very soon, right after he finishes school", he said. 'Smarter message' Mr Obama, meanwhile, said his first priority after leaving office was to take his wife, Michelle, on holiday, and "get some rest, spend time with my girls and do some writing, do some thinking". Asked about the failure of the Democratic party's campaign under Hillary Clinton, Mr Obama criticised the "micro-targeting" of "particular, discrete groups", arguing there should have been an effort to reach out to the entire country. Mrs Clinton has been criticised for focusing her energy on certain demographics, including Latinos and women, who were believed to support her, at the expense of a more inclusive campaign. North Dakota Pipeline: Police Fire Water Cannon At Protesters

Morton County Sheriff's Department posted a picture on Facebook on Sunday evening, showing the latest clash with pipeline protesters.(MORTON COUNTY SHERIFF'S DEPARTMENT) Police in North Dakota have used water cannon against demonstrators protesting against an oil pipeline. Morton County Sheriff's Department said protesters, who had gathered on a closed bridge near the Standing Rock reservation, had started fires. Sioux tribes and allies have been protesting for weeks amid fears the pipeline will pollute water supplies. Demonstrators said rubber bullets were also fired, but police did not confirm those reports. One person was arrested. This latest clash involved an estimated 400 demonstrators at Backwater Bridge, which has been closed by local authorities since late October. Activists at the scene reported on Twitter that police had used water jets in sub-freezing temperatures, and fired rubber bullets, which injured some in the crowd. Angela Bibens, a

representative for the Water Protectors Legal Collective, said, "Our legal observers have reported sound cannons, rubber bullets have been deployed, mace and the water cannon." The sheriff's department

wrote in a Facebook post that the scene resembled an "ongoing riot". Hundreds of people have been arrested during weeks of mass protest over the $3.7bn (£3bn) Dakota Access construction project. The United Nations has previously criticised security forces for using excessive force against the protesters. India Train: Rescuers End Search For Survivors At Crash Site

Rescuers have been pulling out debris with machines and crowbars(EPA) Rescue workers have called off the search for survivors in the wreckage of the train that derailed in India's northern Uttar Pradesh state, according to police. At least 142 people died when the Indore-Patna Express came off the rails at 03:00 local time on Sunday (21:30 GMT Saturday), near the city of Kanpur. The railway ministry has listed 180 of the more than 200 people injured. The cause of the crash is unknown, but some reports point to a fractured rail. Not all of the victims have been identified yet, leaving relatives to search for missing family members at nearby hospitals and at the crash site. At least 58 people are said to be in critical condition. Train accidents are fairly common in India, where much of the rail infrastructure and rolling stock is out of date, but Sunday's crash was the deadliest in 14 years. Hundreds took part in the rescue operation, using machines to cut through the mangled metal or using their bare hands to remove the debris, as police held back curious onlookers from nearby villages. Two carriages were completely smashed up

beyond recognition. Several other carriages were hanging off the tracks p r e c a r i o u s l y. P e r s o n a l e ff e c t s o f passengers - bags, clothes, water bottles were strewn all over the place. I saw a woman's red dress hanging off the roof of a carriage. Two giant cranes tried to remove carriages that had already been cleared of bodies, but it proved difficult due to the heavy damage. I saw one carriage that was being lifted up suddenly fall to the ground - the crane could not handle it properly. Late on Monday, rescue crews lifted the last of 14 wrecked cars from the tracks. No other bodies were found underneath the wreckage. Zaki Ahmed, the police inspector general in Kanpur, confirmed the rescue operations were over. A spokesman for the railway added: "The rail line has been cleared and some restoration work is on. The line will be fit for traffic in few hours from now." The crash happened on one of India's busiest rail junctions. According to the Indian Express the carriages were outdated. The report said the government had promised earlier this year to upgrade all trains. A railway spokesperson also noted the train had been carrying far more passengers that

it was supposed to. Although the official number of passengers on board was about 1,200, the Times of India said as many as another 500 could have been on the train without tickets, citing unnamed railway officials as sources. Passengers, most of who were sleeping at the time of the crash, described horrific scenes. One survivor, Ravish Kumar told the BBC, he was jolted awake when the the train suddenly stopped: "My cousin and I were sleeping in a different coach than my family. This decision saved our lives. "We woke up when the train suddenly stopped and we all fell on the floor of the coach. I went out and saw the coach my family was in had broken into three pieces. "Five members of family - including my mother, sister, uncle and grandmother died in the accident." Another man from Patna said he spotted a hand sticking out in the debris wearing a ring which he recognised as his brother's. "I'm certain that it's my brother's body but it's not been removed yet," he told the BBC. Indian Prime Minister Narendra Modi, who expressed his condolences, promised compensation to the victims' relatives and injured passengers, and said he had spoken to Railways Minister Suresh Prabhu. On his own Twitter account, Mr Prabhu warned that "strictest possible action will be taken against those who could be responsible for accident". Angela Merkel, German Chancellor, To Seek Fourth Term

Could Angela Merkel lead until 2021? Germany's centre-right Chancellor Angela Merkel has announced that she will run for a fourth term in office. She told her Christian Democratic Union (CDU) party in Berlin she expected her toughest campaign yet and would "fight for our values and our way of life". An election is due to be held next year after four years of coalition with the Social Democrats (SPD). Mrs Merkel's poll ratings have slipped since the height of her popularity but she retains wide support. The chancellor, who has been in office since 2005, is also being challenged by the populist right-wing AfD party. She announced she would stand again after meeting party leaders at CDU headquarters. She told reporters that the decision to run for a fourth term had been "anything but trivial after 11 years in office". She added that she expected challenges from both the right and the left of the political spectrum. In September, Mrs Merkel accepted responsibility for election defeats for the CDU in several states and conceded that her open-door

policy towards migrants was a factor. Germany expected up to 300,000 migrants to arrive in the country this year, the head of the country's federal office for migration and refugees said earlier this year. In 2015, Germany received more than a million applications for asylum. She's kept Germany guessing for weeks, but it looks as though Angela Merkel has finally answered the so called K-frage (chancellor question). A poll for one Sunday newspaper (in German) found that 55% of Germans would vote for her. Mrs Merkel's approval ratings have gone up and down in recent months as a result of her refugee policy but they remain the envy of other world leaders. Even so, she will be battling the tide of populism that swept Donald Trump to victory in the States and which is also washing across Europe. The anti-Muslim party Alternative fuer Deutschland (AfD) is likely to win seats in the national parliament next year. It's highly unlikely to take Mrs Merkel down but it is leaching votes from Germany's established political parties. Those parties are - by and large - likely to be relieved by Mrs Merkel's decision. In the past few years

the job of German chancellor has become one of the most powerful political positions in the world. The next incumbent must not only lead the country but deal with a fragmenting EU, in a world which may be much changed by the new US administration. It's widely (sometimes grudgingly ) accepted here that there simply isn't another realistic candidate for the job. As one broadcaster put it: "Angela Merkel - the indispensable". Rohingya Villages 'Destroyed' In Myanmar, Images Show

A security operation in Maungdaw, Rakhine state, was launched in early October and continues to this day(AFP) More than 1,200 homes have been razed in villages inhabited by Myanmar's Muslim Rohingya minority in the past six weeks, Human Rights Watch says. The group has released a batch of new satellite images that it says show 820 structures were destroyed between 10-18 November. The military is conducting security operations in Rakhine but the government denies it is razing homes. The Rohingya are one of the world's most persecuted minority groups. The BBC cannot independently verify the extent of destruction in Rohingya villages as the government has blocked international journalists from visiting the area, from where tens of thousands of people have fled. The government of Myanmar, which is also known as Burma, says that the Rohingya are setting fire to their own homes to attract international attention. Human Rights Watch previously identified 430 destroyed buildings in three villages from satellite images released on 13 November. Presidential spokesman Zaw Htay accused the group of exaggeration in responding to that

A massive security operation was launched last month after nine police officers were killed in co-ordinated attacks on border posts in Maungdaw. Some government officials blamed a militant Rohingya group for the attack. Security forces then sealed off access to Maungdaw district and launched a counter-insurgency operation. Rohingya activists say more than 100 people have been killed and hundreds arrested amid the crackdown. Soldiers have also been accused of serious human rights abuses, including torture, rape and executions, which the government has flatly denied. It says militants have attacked helicopter gunships providing air support to troops. Bangladesh has beefed up its security presence on the border as hundreds of Rohingya try to flee there. Myanmar held its first openly contested election in 25 years last November, with Nobel Laureate Aung San Suu Kyi's National League for Democracy winning a landslide victory. Though she is barred from the presidency due to a constitutional rule, Ms Suu Kyi, who serves as State Counsellor, is seen as defacto leader. But her government, led as it is by a former human rights icon, has faced international criticism over the situation in Rakhine state. "Instead of responding with military-era style accusations and denials, the government should simply look at the facts and take action to protect all people in Burma, whatever their religion or ethnicity," Human Rights Watch Asia Director Brad Adams said. He added: "A government with nothing to hide should have no problem granting access to journalists and human rights investigators.'' Presidential spokesman Zaw Htay says the international media is misreporting what is going on. How has the international community reacted? An international delegation was allowed to visit the area earlier this month but achieved only "limited results", UN special rapporteur on Myanmar Yanghee Lee said on Friday. France Sarkozy: Ex-president Exits After Defeat

Nicolas Sarkozy has now lost his second bid for re-election as president(AFP) French ex-President Nicolas Sarkozy has been knocked out of the contest for a centre-right presidential candidate and signalled his withdrawal from politics. Admitting defeat, Mr Sarkozy endorsed Francois Fillon, a free-market liberal who won Sunday's first round with 44% of the vote. Alain Juppe, who like Mr Fillon is an ex-prime minister, finished second. They will face each other in a run-off next Sunday. The winner will compete in next year's presidential election. The winner of the Republican primary is likely to make the presidential run-off, where he or she will probably face far-right leader Marine Le Pen. With the governing socialists unpopular and divided, it seems unlikely that any left-wing candidate will survive the first round in April. More than four million people turned out to vote in Sunday's primary, a far higher number than expected. Polls suggest that the centre-right candidate will win the second round in May. In his concession speech, Mr Sarkozy, 61, said: "I have no bitterness, I have no sadness, and I wish the best for my country." Announcing that he would step back from politics, he added he would now "embark on a life with more private passions and fewer public passions". Mr Sarkozy retreated from public life after he lost the

presidency in 2012 but staged a comeback in 2014 to lead a revamped centre right. He told reporters he now supported Mr Fillon, 62, whose "political choices" he said were closer to his own than Mr Juppe's. Mr Fillon served as Mr Sarkozy's prime minister during the latter's presidency between 2007 and 2012. Since his return to politics two years ago, Mr Sarkozy has seen his dominance of the centre-right leach steadily to his rivals. He banked on a hardright agenda, sailing close to the policies of far-right leader Marine Le Pen on issues like security, immigration and French identity. Whether it is his policies that have apparently alienated France, his previous record as president, or the scandals that have dogged him since he left, Mr Sarkozy is out of next year's presidential race before it has truly begun. Monkey Attack On Girl Sparks Deadly Ethnic Clashes In Libya

thnic fighting has left at least 20 people dead in the south Libyan town of Sabha after an incident with a monkey, medical sources say. The

pet monkey assaulted a schoolgirl, leading her family to seek revenge. Three young men were killed along with the animal in initial fighting. Days of fighting followed between the Awlad Suleiman and Guedadfa groups. Casualties may be greater as the death toll is reportedly for the Awlad Suleiman group only. Reports suggest tanks, rockets, mortars and other heavy weapons were used in the fighting, in which at least 50 people were also wounded. The three men with the monkey

at the time of the assault were from the Guedadfa community, the same as the late Libyan leader, Muammar Gaddafi. It appears the monkey may have pulled off the girl's headscarf as well as s c r a t c h i n g a n d b i t i n g h e r. T h e relationship between the two communities is said to have been strained for many years. Sabha is a hub for trafficking in migrants and arms in Libya's often neglected south. suicide bomber has killed at least 27 people at a Shia Muslim mosque in the Afghan capital Kabul, police say. At least 35 more people were wounded in the blast at the Baqir ul Olum mosque in the west of the city. The attack came as worshippers gathered for a religious ceremony. So-called Islamic State (IS) said that it was behind the blast. It is the latest of several recent attacks on Afghanistan's Shia community claimed by the Sunni Muslim militant group. Monday's bombing took place at lunchtime

(08:00 GMT) during a service to commemorate the death of Imam Hussein, the Prophet Muhammad's grandson and a Shia martyr. Officials said the attacker was on foot and blew himself up among crowds inside the building. Eyewitnesses said the service was almost over when the bomb was detonated. "I was inside the mosque and the Mullah was reading the prayer," Ewaz Ali, 50, who suffered minor injuries, told the Associated Press news agency. "Suddenly a huge explosion happened, then everywhere was dark." Another worshipper, Nadir Ali, told AFP news agency the blast had created a cloud of dust: "When the dust settled down, I saw the mosque was full of flesh and

blood. I was injured in my waist and had to crawl out of the mosque." Local reports suggested children were among the dead. There has not been a proper census for more than 40 years, but it is estimated that around 20% of the Afghan population are Shia Muslims - the rest are Sunni. Most Shia Muslims come from the Tajik and Hazara ethnic minorities. Afghan government Chief Executive Abdullah Abdullah urged the country not to fall victim to "enemy plots that divide us by titles". (AP) The UK government is considering inviting US President-elect Donald Trump for a state visit, Downing Street has said. The Republican, who beat Democratic rival Hillary Clinton in the election earlier this month, is due to take office on 20 January. Earlier this year, MPs debated the idea of banning Mr Trump from the UK. But the government has stressed the importance of maintaining the "special relationship" between the countries. Prime Minister Theresa May's official spokeswoman said: "An invitation for a state visit is one of the things that is under consideration following the election of a new US president. One of the issues under consideration is the 2017 state visits." State visits are formal trips to the UK by foreign heads of state from overseas. American actress, directora and producer, Goldie Jeanne Hawn Goldie Jeanne Hawn, one of the most bankable Hollywood actress between the late 60s to the early 80s, is turning 71-years-old today. Goldie was born in Washington, D.C on November 21st 1945. Her mother was the owner of a school dance and her father was a band musician. Goldie was an energetic child. Alastair Cook saw reasons to be encouraged in England's performance against India despite suffering a 246-run defeat in the second Test on Monday. Having started the final day in Visakhapatnam on 87-2 in their battle to salvage a draw, England promptly collapsed to 158 all out to fall 1-0 behind in the five-match series. Sunday's season finale in Abu Dhabi will mark the end of the Swede's second season with Sauber, having made his Formula One bow with Caterham in 2014. He collected nine points in 2015 but has been unable to add to his tally this year and has been outperformed by teammate Felipe Nasr. But Sauber have kept faith in the 26-year-old, who opted to retain him in the paddock for a third season. "It is great news that I will be racing for another year for the Sauber F1 Team.
