GAWU Detects Increasing Political Interference In Sugar Industry revealing and is at odds with previous pronouncements by the Government.

The apparent heightening of political interference within the sugar industry in recent weeks and months is of concern to the Guyana Agricultural and General Workers Union (GAWU) and by extension thousands of sugar workers. In a press release the media, the union quoted Minister of Natural Resources, Raphael Trotman at a recent postCabinet press briefing saying “…administrative staff of the Wales Sugar Estate, West Bank Demerara would have to wait a bit longer as government continues to identify alternative estates for their placement”. GAWU have said that they found the Minister’s announcement startling and

The Union recalled that the Government last year advised that the Guyana Sugar Corporation Inc (GuySuCo) would operate independently and its administration would be confined to the Board and Management. In fact, the union q u o t e d t h e C o r p o r a t i o n ’s Chairman, Professor Clive Thomas in the November 01, 2015 Kaietuer News article:- “GuySuCo’s recent success is also proof that political interference was a severe toxic element in the industry and to the Corporation. That is done with.” In view of the “toxic” repercussions that political interference brings it, the union said that it was in indeed surprising that fairly straightforward, administrative decisions concerning the Corporation have attracted and are attracting Cabinet’s attention. GAWU said that this represents a major shift in attitude by the Government to the sugar industry. It would be interesting to

learn of the motivations behind the seeming change. They also said that they are concerned about what other decisions are being addressed about the industry at the Camp Ayangana meetings.

Another concern to the union was that at same post cabinet brief, the minster was again quoted as saying “…the question becomes now, what to do with lands, so government is looking at several options”. According to the union, this revelation, confirms its suspicion that there was and still is no clear roadmap regarding the future of Wales Estate. GAWU is contending that if simplistic and straight-forward decisions are being considered at the highest levels of Government then the sugar industry can very well be on a perilous path in which political considerations could very well take precedence over other important considerations vital to the industry’s success. The union is urging the decision-makers to carefully consider the path they have embarked and the serious repercussions they can have on morale and the proper functioning of the allimportant sugar industry.

Education Minister Should Come Clean On Durban Park Project – WPA Member Minister of Education, Dr. Rupert Roopnaraine

Executive Member for the Working People’s Alliance (WPA), Dr. David Hinds is calling on Dr. Rupert Roopnaraine to explain to the nation what his role was in Homestretch Development Inc, a company which was created to collect donations for the construction of the Durban Park project. President David Granger had said during his televised program the Public Interest “Dr. Rupert Roopnaraine has not committed any error. In fact, he was a representative on the company that was formerly established. We have not concealed the company. He represented the government’s interest because the celebrations which we had aimed at, at that time of the establishment of the company, concerned largely the 50th anniversary celebrations. So please don’t attach any blame or any fault to him.” But Dr

Hinds noted that Roopnaraine should speak for himself by explaining to the public his role in the company and why he was party to keeping that information secret. “My thinking is this matter will not go away tomorrow and I implore my leader, colleague and friend not to hide behind the President’s explanations, but to speak for himself. I do not believe that Dr. Roopnarine has engaged in any impropriety, but when his integrity is called into question, he owes his party and the country an explanation. Dr. Roopnarine has a history, political legacy and tradition to uphold.” Dr. Hinds said that the government should disclose the details surrounding the project. “If there is nothing to hide—and I believe there was nothing sinister—then why not make the information public? Like many of the problems this government has created for itself, this one speaks to a culture that privileges secrecy when openness is the wiser and politically sensible way to go,” he noted. Dr. Hinds noted that the government should be responsible and not put itself in a position that would embarrass itself. Finally, Dr. Hinds further noted that if the government continues to get into these issues, then they might have something to hide.

PPP/C Wants Government Bring Back Christmas Bonus For Joint Services

The People’s Progressive Party (PPP) is calling on government to pay the traditional end of year one month taxfree salary to ranks of the Joint Forces and Customs Anti-Narcotics Unit (CANU) in anticipation of the coming Christmas holidays. Speaking on Monday at the party’s headquarters, General Secretary of the

PPP, Clement Rohee said that President David Granger had expressed government’s gratitude to ranks of the Guyana Defence Force and encouraged them to “keep on soldiering, to keep making sure that Guyana is a safe place for prosperity” and recently sating on his weekly “Public Interest” television programme that the money invested by government in the Security Sector “was well spent” implying that he was pleased with the performance of the Joint Forces.

Therefore rewards are in order for services rendered in 2016 by the Joint Services. Rohee said that it can be recalled that on assumption to office, “the Granger administration knocked out the traditional and additional one month tax-

free salary paid to ranks of the Joint Services while awarding the hierarchy of the APNU+AFC hefty salary increases much to the annoyance and displeasure of ranks of the Joint Services and their families who look forward to the annual top-up which was put in place by the PPP/C administration since 2002.”

In addition to calling on the government to re-instate the annual and traditional tax-free one month salary to the Joint Services the PPP said that the government must urge the Guyana Sugar Corporation (Guysuco) to re-instate the Annual Production Incentive (API) to sugar workers and to pay out this year, an increase on the $50,000 end of year Christmas bonus to all public servants.

The mother of an alleged mastermind behind the Corentyne murder and her accomplice today reappeared before Chief Magistrate Ann McLennan in the Georgetown Magistrate’s Court after being charged with the offence of deliberately attempting to obstruct the course of justice in their last appearance on November 22, 2016. They are Shinella Indarally, 45 and Mary Anne Lionel, 25, respectively. In their appearance before the Magistrate today, the women made an application to be granted bail, however the application was denied as the magistrate reasoned the nature of the offence they are charged with and the possibility that if they are granted bail they would look to interfere with other witnesses in the matter. Their matter was transferred before Magistrate Leron Daly, in Court 2 of the Georgetown Magistrate’s Court where the duo will appear on December 14, 2016 for a fixture for the commencement of trial. It is alleged that on November 19, 2016, the women offered a Police Corporal the sum of GY$4M for the release of four men who were arrested following investigations into the death of Berbice Carpenter, Faiyaz Narinedat. It is also alleged that in addition to the release of the detained men, the women requested that the officers investigating the matter forfeit their efforts to locate and arrest the alleged mastermind behind the Murder, Marcus Bisram.

Men Charged With Murder Of Security Guard For High Court Trial Two of the three men who were jointly charged with the 2014 murder of Sterling Products security guard, Wilbert Stewart, were today committed to stand trial before the High Court by Magistrate Fabayo Azore. Orin Arthur and Uree Voswick heard today as the Magistrate passed down her verdict. The other man who was charged with the offence, Ryan Paddy died during the March 3, 2016 prison riot at the Georgetown Prison, Camp Street which claimed the lives of 16 others. It is alleged that the men while attempting to commit a robbery on Sterling Products, on December 8, 2014 at Providence, East Bank Demerara, shot and killed Stewart who was armed and on duty at the said moment of the attempted robbery. Reports indicated that the men relieved Stewart of his weapon before trying to make their way into the finance department of the building injuring Gabriel Dass during the process.

Two Charged With Road Death Of 4-Year-Old

Aeranand Boodram, 21, and Derrick Bailey, 56, who were the drivers of vehicles, involved in the accident which claimed the life of 4-year-old Abiola Providence on September 10, 2016 today appeared before Chief Magistrate Ann McLennan charged with the offence of causing death by dangerous driving. Both of the accused were granted bail in the sum of GY$400,000 each and are slated to return before Magistrate Leron Daly on December 20, 2016. Boodram, who was represented by Attorney Glen Hanoman pleaded not guilty to the charge and heard as his Attorney made an application for bail, while Bailey appeared unrepresented and entered the same plea. Police Prosecution however objected to the men being granted bail stating the prevalence of the incident and the fact that a life was lost. It is alleged that on the day in question, Bailey was the driver of Motor Car PMM 1426 in which Providence was a passenger, which was reversing out of the Royal Castle parking lot located at the corner of Sheriff and Garnette Streets, when Boodram who was the driver of Motor Pickup GMM 3500 that slammed into the motor car causing Providence to be flung out of the vehicle window to her death.

However, since Panama has no attorney discipline process worthy of the name, expect Messrs Mossack and Fonseca to continue to operate their firm, which constitutes a clear and present danger to financial institutions in North America and Western Europe, for some time in the future, courtesy of a system where a lawyer can buy a law degree for cash, and obtain a law licence, and later routinely return to the practice of law after serving a term of imprisonment for a felony, and where no lawyers are ever disbarred. Commentators Differ On The Efficacy Of Raising Reparations During Prince Harry’s Visit A sociologist and coordinator of the Black Agenda Project has suggested that Antigua & Barbuda and other countries should have used the visit of Prince Henry to the Caribbean to clearly outline specific concerns about the reparations agenda. David Mohammed said this would have been instrumental especially in light of the fact that the matter was ruled out by former UK Prime Minister David Cameron in his 2015 visit to Jamaica. Cameron ruled out making reparations for Britians’ role in the historic slave trade and urged Caribbean countries to move on. “I think the opportunity should have been grasped to put these serious issues to Prince Henry otherwise known as Harry, rather than being mesmerised by his mere presence,” Mohammed said. In 2011, the heads of government of the Caribbean Community unanimously agreed to a 10-point plan of action for reparations that was drafted by Chairman of the Caricom Reparations Commission, Sir Hilary Beckles. Included in that plan was a full formal apology, repatriation,

development programmes for indigenous people, cultural institutions, public health crisis, psychological rehabilitation and technology transfer. Prince Harry ended a three-day visit here l a s t Tu e s d a y o n b e h a l f o f h i s grandmother, the Queen of England, to mark Antigua & Barbuda’s 35th anniversary of Independence. However, the government was heavily criticised for making the Prince’s visit an occasion for much “pomp and ceremony” while the issue of reparations was ignored. In an open letter to the British Royal on the same day of his departure, the Antigua & Barbuda Reparations Support Commission urged Prince Harry to help seek reparatory justice for the descendants of enslaved Africans or have his visit here condemned as “another paid holiday”. The commission’s chairman Dobrene O’Marde called on the Prince to “be mindful of the fact that your country and people extracted more wealth

from our enslavement and colonisation than any other.” O’Marde also warned the Prince that his visit will be “condemned as simply another paid holiday jaunt of a descendant of a privileged British class continuing to wallow in the spoils of the European ‘economic powerhouse’ created by the blood and labour of African peoples and their descendants.” Former prime minister of St Kitts & Nevis, Dr Denzil Douglas said while many would have wanted the matter of reparations to be discussed with the Prince, he would not have been best suited to discuss the “highly” sensitive matter. Pundits Say Daniel Is Wrong Choice For UPP Deputy Leader challenge the old guard and move the new leadership with

Dr Oswald Thomas (photo courtesy social media) The opposition United Progressive Party (UPP) has been told that it made a huge mistake in appointing long-serving Member of Parliament (MP) Wilmoth Daniel as its deputy leader. The UPP filled two positions left vacant by former senator Dr Jacqui Quinn by recommending Chester Hughes for the Senate, and announcing that Daniel was the new deputy leader. Citing health concerns, Dr Quinn resigned both positions in October. However, as Director of Political Affairs at New York’s Paramount Communications Inc, Dr Oswald Thomas puts it, the appointment of the St Phillip South MP, Daniel, represents a re-introduction of the old guard. “I think the deputy is pre-2004, and I don’t think we have that same dynamic going on and I think that [UPP Political Leader Harold] Lovell could have done much, much better than Brother Daniel. I think Brother Daniel’s best days have passed him,” Dr Thomas said. Dr Thomas suggested that the Antigua & Barbuda Labour Party (ABLP) is probably in power today because it was there to

Grant said it is difficult to fathom why Lovell would re-invent the same “political playbook” as Spencer did in 2004. “It just reproduces a very strange and challenging image of the United Progressive Party if it gets back into office, having the same kind of contortion and difficulties within the government itself,” Grant said. “I am hoping that this is a tactical move and not a strategic move. I am hoping that it is a short term move and that something else may be at play that we don’t know about.” Last week, Daniel said he will be a good deputy because he has a genuine love and commitment to the people, his years of experience in politics and his willingness to serve. Meantime, Dr Thomas is also of the view that the vacant position of a deputy and a senator within the UPP presented a perfect opportunity to re-unite with the MP Joanne Massiah faction. He said Lovell has a perfect opportunity to reach out to the embattled All Saints East and St Luke MP, and others for unity talks. “He should have used that olive branch and go to Massiah, and say, ‘let us put our differences aside, come accept the deputy role and let us bring back Anthony Stuart, Winston Williams and all others and let’s get this thing done’,” Dr Thomas said. Gov’t Blames UPP For Power Purchase Extension

Minister of Information Melford Nicholas (OBSERVER media photo) The government of Antigua & Barbuda has laid the blame for the need to extend a Power Purchase Agreement (PPA) with the Antigua Power Company (APC) on the former United Progressive Party (UPP) administration. That pronouncement was made by the Minister of Information, Melford Nicholas, during Friday’s post-Cabinet press conference. “What we inherited was a situation where the APC had a claim against the government and it found its way all the way to the Privy

Council. At the end of the day we were faced with the issue of funding a liability of $220 million. “Or we had to find a creative way given the cash flow reality of the Antigua Public Utilities Authority [APUA],” he said. Nicholas argued that the government had little choice but to extend the agreement. However, he contended that there was benefit in the new deal as APUA would increase its ownership stake in certain engines operated by APC. APC filed the multimillion-dollar suit against the government and the EXIM Bank of China for over $220 million. The Hadeed-owned firm claimed that the then Baldwin Spencer-led UPP administration, reneged on the second phase of a joint venture contract for APC to provide the country with 50.9 megawatts of electricity and instead entered an agreement with the Chinese government to construct the Wadadli Power Plant. Last week, the government reported that it had extended a PPA with APC until 2034. APC provides more than 80 per cent of the country’s electricity. Meanwhile, Nicholas also reported that the Wadadli Power Plant is still not fully functional. “[The engines] are still not in a position to be used. None of the engines are working. They are still not in a position to provide any service or relief to the Antigua Public Utilities Authority or the government,” he declared. (The Daily Observer)

New MASL Executive Elected

A new executive of the Media Association of Saint Lucia (MASL) has been elected. The election took place Sunday. The new executive comprises Miguel Fevrier – President, Stan Bishop – Vice President, Jenna Anne Gaston – Secretary, Glen Simon – Treasurer, Rehani Isidore – Communications Officer/Assistant Secretary and Sharefil Gaillard – Floor member. The position of a second flood member is expected to be filled shortly. The new MASL President, in his acceptance speech, said he was humbled by his election. “I stand here before you humbled that you have chosen to place your trust in me to lead what I believe is a fine, dedicated and trustworthy group of individuals to manage the affairs of the Media Association of Saint Lucia,” Fevrier stated.

He described the last few years as being” tumultuous” for the media. “I’m sure you will agree with me when I say the fourth estate is being treated like the number one joke,” the MASL President declared. Said Fevrier: “I say this, not to ridicule, point fingers or lay the blame on any individual or group of individuals, but to highlight the fact that for whatever reason, the spirit of disunity is pervasive among the media fraternity.” He declared that under the new leadership that must and will change. “Let there be no selectivity in how we defend a member who may find themselves on the wrong side of any group – be it a political party or otherwise,” Fevrier said. He noted that MASL is a membership organization, but must remember as the 4th estate, the number one priority remains the education and dissemination of reliable, factual information to the people of Saint Lucia. Fevrier said as such, the organisation’s voice must be heard, and input sought on issues of national importance. He told the Times there would be a thrust to create new membership of the MASL. Fevrier said the new MASL Executive will also push for the education of its members. He announced plans to obtain within the first year of the new executive, a special cordon for the media when they arrive on crime scenes, media identification cards for members and preferential parking in certain areas. Dead Body Discovered In La Clery

(Cecil Lionel) (Gregory Smith) A dead body was discovered in house at La Clery on Sunday. The house was occupied by forty-eight year old Gregory Smith, neighbours told the Times. They said Smith had not been seen since Friday. One of Smith’s neighbours, Cecil Lionel, told the times that on Sunday morning at about 7:30 after coming from work he went to the house and called

“I peeped through the window and saw a lot of flies. The place was smelling,” he disclosed. He said he summoned Smith’s family and the police. According to Lionel, Smith’s dead body was found in the basement of the dwelling house. “They found him almost naked,” he explained. Smith was a Contractor who was taking care of the house for a friend who is overseas, Lionel said. Elizabeth St Rose, the Aunt of the deceased, described

Smith as a quiet individual who was never in trouble with anyone. She said it was a shock to hear of his sudden death. “They say that he took a fall – he had concussion behind his head; I guess he bled to death,” St Rose disclosed. Another Aunt was in tears on hearing news of the death. “It was a shock. It was sad because last Sunday he was right there helping my cousin putting up blocks,” Rosaline St Rose told the Times. Harry, who is on a 15day tour of the Caribbean, met with the leading cricketer before an exhibition match began at the stadium which is named after the sportsman which was live-streamed by the Government of St. Lucia. As the match got underway, locals tweeted that Harry, 32, was on ‘top form’. The Prince wore a bright yellow team shirt emblazoned with the word ‘Captain’ across the back. Earlier this year, Darren Sammy became the first captain to lift the World T20 trophy twice when West Indies secured a dramatic last-gasp victory over England in the final in Kolkata. Harry also met a group of youngsters in

the grounds of Pigeon Island National Park, where he spoke about the privileges and ‘huge responsibility’ of being a senior member of the Royal Family. The prince admitted to the teenagers he will spend his entire life earning the respect of society for the privilege his position and status as a grandson of the monarch affords him. But as ever with Harry there was a lighter tone when he met the group in the grounds of Pigeon Island National Park and he told them: ‘Firstly I don’t have a crown or a cape, sorry about that’, and he went on to say that he did not live in a castle. The prince spoke to the young people after he had officially unveiled a plaque designating the Castries Water Works Reserve and surrounding rainforest as St Lucia’s contribution to The Queen’s Commonwealth Canopy Project. Harry went on to say: ‘Being born with a lot of privilege comes with a lot of responsibility. ‘But I like to think I’m going to have to spend the rest of my life earning the respect for that privilege, and trying to make a difference for the rest of my life.’

Harry’s travels have already taken him to Antigua and Barbuda, and St Kitts and Nevis, two countries where the Queen is head of state and he will visit three more of her realms, Barbados, Grenada, and St Vincent and the Grenadines. The Commonwealth nation of Guyana will be the final stop. During his tour Harry will mark the 50th anniversary of independence for Barbados and celebrate the same historic milestone in Guyana. This is the second time Harry has tried his hand at cricket during the tour; earlier this week he joined Antigua’s cricketing Knights and local children for a friendly match. West Indies player Sir Curtly Ambrose said the Prince’s cricket skills were ‘okay’ adding after the event: ‘It seemed to me like he’s played cricket before – watching his stance and the way he hit the ball it looked to me like he’d played some sort of cricket.’ ‘He (Harry) said to me that I’ve shrunk a bit since he last saw me, but he was good fun he really enjoyed himself and for me it was a real honour to meet him,’ he said. During the trip, Harry also warned there was no second chance in the fight against climate change in a passionate speech where he called on ‘all of us’ to adjust our ways of life to help reverse the problems affecting the planet. The prince’s comments came in an address, delivered in the grounds of Pigeon Island National Park, to launch St Lucia’s contribution to the Queen’s Commonwealth Canopy initiative. It aims to create a network of 52 protected areas of woodland or rainforest from each member state of the Commonwealth, in recognition of the Queen’s lifelong commitment to the Commonwealth. Cuba's late revolutionary leader Fidel Castro Fidel Castro was the longest serving leader of the 20th Century having seized power in 1959 when he overthrew Fulgencio Batista, who was the elected President of Cuba from 1940 to 1944, and dictator from 1952 to 1959. Fidel Castro Ruz Castro was born on August 13 th , 1926, in Birán. A small town in eastern Cuba. His father was a wealthy Spanish sugarcane farmer who first came to the island during the Cuban War of Independence (1895-1898).His mother was a beautiful domestic servant for his father’s family. After attending a couple of Jesuit schools. Castro enrolled as a law student at the University of Havana in 1945. While there, he became interested in politics, joining the anti-corruption Orthodox Party and participating in an aborted coup attempt against the brutal Dominican Republic dictator Rafael Trujillo. In 1950, Castro graduated from the University of Havana and opened a law office. At this point the situation in the island was decadent, due to the

The Cuban Revolution In July 1953, Castro led about 120 men in an attack on the Moncada army barracks in Santiago de Cuba. The assault failed, Castro was captured and sentenced to 15 years in prison, and many of his men were killed. Castro and his men were released in 1955 as part of an amnesty deal with the Batista government. Castro ended up in Mexico, where he met fellow revolutionary Ernesto Guevara, better known as ‘Che’, and plotted his return. The following year, Castro and 81 other men sailed on the yacht ‘Granma’ to the eastern coast of Cuba, where government forces immediately ambushed them. The estimated 18 survivors, including Castro, his brother Raúl and Guevara, fled deep into the Sierra Maestra Mountains in southeastern Cuba with virtually no weapons or supplies. In 1958, Batista tried to ‘suffocate’ the out the rebellion with a massive offensive, completed with air force bombers and naval units. The guerrillas held their ground, and expelled Batista from the country on January 1 st , 1959. Castro arrived in Havana a week later and soon took over as prime minister. His ascent to Power In 1960, Castro nationalized all USA owned businesses, including oil refineries, factories and casinos. This prompted the United States to end diplomatic relations and impose a Trade Embargo that still stands today. Meanwhile, in April 1961, about 1,400 Cuban exiles trained and funded by the CIA landed near the Bay of Pigs with the intent of overthrowing Castro. But their plans ended in disaster.By 1961, Castro declared himself as a Marxist-Leninist, following the policies of this ideology he structured the new government. By this

time, Cuba was becoming increasingly dependent on the Soviet Union for economic and military support. In October 1962, the United States discovered that nuclear missiles had been stationed in the island, setting off fears of a World War III. In return, USA President John F. Kennedy publicly consented not to reinvade Cuba and privately consented to take American nuclear weapons out of Turkey. The Life in Cuba under Castro’s rule After taking power, Castro abolished legal discrimination, brought electricity to the countryside, provided for full employment and advanced the causes of education and health care, in part by building new schools and medical facilities. But he also closed down opposition newspapers, jailed thousands of political opponents and made no move toward elections. This forced thousands of Cubans to leave the Island, often for the United States. From the 1960s to the 1980s, Castro supplied military and financial aid to various leftist guerilla movements in Latin America and Africa. Nonetheless, relations with many countries, with the notable exception of the United States, began to normalize. Cuba’s economy collapsed after the disintegration of the Soviet Union in 1990. This allowed the United States to expand sanctions even further. Even though the island have been limited from countless resourced since the implementation of the embargo, Fidel continued to develop the health and education system. Russian Chess Champion Yuri Yeliseyev Dies In Moscow Fall

Yuri Yeliseyev was admired in Russia as a grandmaster with original solutions to chess problems(RUCHESS.RU) Russian chess champion Yuri Yeliseyev, 20, has died after apparently plunging from a balcony on the 12th floor of a Moscow apartment block. A fellow chess grandmaster, Daniil Dubov, said Yeliseyev had been trying to reach another balcony but slipped. Yeliseyev reportedly practised parkour, an urban challenge which involves climbing or leaping across roofs, fences or other

man-made obstacles. He became world junior chess champion in 2012 and was a grandmaster aged 17. He won the Moscow Open 2016 chess tournament and ranked 42nd among Russian grandmasters. His world ranking was 212. Police quoted by Gazeta.ru news website said the marks on his body pointed to his having plunged from the 12th-floor balcony on Saturday night. “Tonight my close friend died - an outstanding chess player and analyst, one of the most talented people I know, Yura Yeliseyev," wrote Daniil Dubov on Facebook. "He was trying to climb from the window onto a balcony on the 12th floor but lost his grip." The apartment block is on Moscow's Pyatnitskoye Avenue, in an area dominated by highrise housing. The Russian chess team's national coach, Sergei Yanovsky, said Yeliseyev "was a very talented chess player, a very bright lad, he was always very popular in the team". "Yura always

Aleppo Siege: Third Of Rebel-Held Syria City Taken By Forces

Syrian soldiers seized the area of Masaken Hanano at the weekend(EPA/SANA) Syrian government forces have captured a third of the rebel-held territory in eastern Aleppo, monitors say. The advance, after heavy bombing from the air, is a major blow for the armed opponents of President Bashar al-Assad. State TV said government troops were dismantling mines and explosives and continuing their advance. Thousands of civilians have fled the besieged districts after a weekend of heavy fighting. Hundreds of families have been displaced within the area. Rebel fighters have been driven out of more neighbourhoods of their long-held enclave in eastern Aleppo, as Syrian government forces continue to advance. Both state TV and the UK-based monitoring group, the Syrian Observatory for Human Rights, said that the district of Sakhour had fallen to the Syrian army. This would cut through the middle of the previously rebel-held territory, dividing it into two. While it is very difficult to find out exactly what is happening in besieged eastern Aleppo, activists say it appears that after further fighting on Monday the rebels have lost all of the northern neighbourhoods they controlled before the weekend, leaving them with about two-thirds of the territory they had in the city. Russia's defence ministry says Syrian government troops have captured 12 districts, or 40% of the territory, from the rebels. Aerial bombardment of rebelheld areas was continuing on Monday, according to the monitors. The Syrian army and its allies launched a major

offensive to retake control of Aleppo in September. Thousands of residents of east Aleppo have fled to areas controlled by government forces and Kurdish groups since the fighting intensified on Saturday. The Syrian Observatory for Human Rights said as many as 10,000 residents fled to government-controlled western areas and a Kurdish-run northern district. State media showed men, women and children being transported to government-held areas on green buses. Kurdish groups who control the Sheikh Maqsoud area of Aleppo provided images showing people fleeing the rebelheld neighbourhoods into a Kurdishcontrolled district. A spokesman for the Syrian Kurdish PYD party told Reuters that 6,000-10,000 people had fled into the district. Scott Craig, the spokesperson for the United Nations High Commissioner for Refugees in Syria, told the BBC that there were 250,000 people in need of assistance in eastern Aleppo, 100,000 of them children. Food supplies were gone, he said. "The situation on the ground in eastern Aleppo is almost beyond the imagination of those of us who are not there," Mr Craig said. Seven-year-old Bana Alabed, who has gathered thousands of Twitter followers with her tweets from Aleppo, said on Sunday that her home in the east of the city had been bombed. On Monday morning, her account tweeted: "Under heavy bombardments now. In between death and life now, please keep praying for us." Jump media playerMedia player help Last week the United Nations' humanitarian chief, Stephen O'Brien, said that hundreds of civilians had been killed or injured since the bombardment of eastern Aleppo resumed six days earlier. He also highlighted deaths and injuries resulting from mortar and rocket attacks from rebel-held areas into western Aleppo. This advance follows two weeks of relentless aerial bombardment, as the government and its allies renewed their

assault on the rebel-held portion of Aleppo. It followed a three-week pause in the Russian and Syrian bombing of the area, which ended on 15 November. There are no fully-functioning hospitals left in the rebel-held territory and food ran out earlier in November. UN envoy Staffan de Mistura estimated last month that there were 8,000 rebel fighters in eastern Aleppo. Retaking the whole of Aleppo, Syria's second largest city, is a key aim of the Syrian government. The east of Aleppo has been held by rebel factions opposed to President Bashar alAssad for the past four years. The loss of eastern Aleppo would be a devastating blow for the rebels. Government forces have taken more and more territory from them since Russia intervened to back its ally, President Assad, in September 2015. Iranianbacked militias and Russian air strikes have helped Syrian government forces to break the deadlock. Russia says its air force is active in other parts of the country, but has not operated over Aleppo since the pause. The tide is clearly turning in Aleppo in favour of the Assad regime raising serious questions about the ability of the disparate rebel groupings to maintain a significant area of control in northern Syria. The recapture of the city would be an important symbolic achievement for President Assad - underlining the fact that despite all the calls for his departure, Russian and Iranian support has been able not just to maintain him in power, but has enabled the regime to go onto the offensive. Indeed, external military support has been crucial. After years of gruelling attritional combat the regular Syrian army, despite new arms supplies from Moscow, is a shadow of its former self. The battle for Aleppo has depended upon air power and a variety of proIranian militias, including Hezbollah fighters on the ground. This has cemented Iran's key role in the conflict, which may have consequences in the future. (BBC)

Great Barrier Reef Suffered Worst Bleaching On Record In 2016, Report Finds

Warmer waters has led to the worst destruction of coral ever recorded on the Great Barrier Reef(ARC CENTRE OF EXCELLENCE FOR CORAL REEF STUDIES) Higher water temperatures in 2016 caused the worst destruction of corals ever recorded on Australia's Great Barrier Reef, a study has found. Some 67% of corals died in the reef's worst-hit northern section, the ARC Centre of Excellence for Coral Reef Studies report said. The situation was better in the central section, where 6% perished, while the southern reef is in good health. But scientists warn recovery could be difficult if climate change continues. Coral bleaching happens when water temperatures rise for a sustained period of time. In February, March and April, sea surface temperatures across the Great Barrier Reef were the hottest on record, at least 1C higher than the monthly average. “Some of the initial mortality was down to heat stress," said study leader Professor Terry Hughes. "The coral was cooked." How bleaching occurs Far more has been lost through gradual starvation, after the coral expelled the colourful algae zooxanthella, which turns sunlight into food. This is what leads to the white,

skeletal appearance of the coral, which is left without its main source of energy. The study also found that the coral which survived the bleaching have now come under greater threat from predators such as snails and crown of thorns starfish. This year's mass bleaching was the worstever recorded on the Great Barrier Reef, following two previous events in 1998 and 2002. Professor Hughes is certain that the increased water temperature is the result of carbon emissions, and warns that climate change could bring annual bleaching within 20 years. "Most of the losses in 2016 have occurred in the northern, most pristine part of the Great Barrier Reef," he said. "This region escaped with minor damage in two earlier bleaching events in 1998 and 2002, but this time around it has been badly affected." Where is the damage? One of the worst-hit areas is around Lizard Island in Far North Queensland, where around 90% of the coral has died. Dr Andrew Hoey, whose team charted the area, said the impact was far worse than feared after an initial survey in April. "It's devastating to get in the water somewhere you've been coming for almost 20 years, and it's just knocked it on its head," he said. "There's very little

coral cover left there. It was dominated by the acropora - the branching corals but we lost most of them." Lizard Island is home to a research station, where scientists from across the world have come for decades to study marine life One of its directors, Dr Anne Hogget, said this was by far the worst event to hit the Great Barrier Reef since she started working there in 1990. "We had bleaching here in 2002," she said. "We thought this was bad at the time, but this has blown it completely out of the water." She is hopeful that the reef is capable of recovery, but fears it may not b e g i v e a n o p p o r t u n i t y, a s s e a temperatures continue to rise. "The trajectory is not good," Dr Hogget explained. "We keep pumping carbon dioxide into the atmosphere, and this happened absolutely because of that." What happens next? On the central and southern parts of the Great Barrier Reef, where bleaching was not as prevalent, there is concern that it has been misreported, with one magazine even publishing an obituary of the reef earlier this year. Tourism operators like Michael Healey from the Quicksilver Group are keen to point out that many sites were unaffected, but there is concern for the reef's long term health. "Without the Great Barrier Reef, we wouldn't survive," he said. "So it is absolutely of the utmost importance that we ensure that our politicians and everyone else in our community and around the world are doing what they can." The Australian Government has published a long-term sustainability plan for the reef, and pledged financial support for research into coral bleaching. The 2050 plan identifies the need to help make the reef more resilient to climate change in the future, while trying to lower carbon emissions. Mr Healy argued even those not financially involved had a stake in the reef. "I'd say every human on the planet does," he said. (BBC)

Zimbabwe Note Launch Stokes Currency Fears

(REUTERS) Zimbabwe has launched its own money for the first time since the country's dollar was abandoned seven years ago amid rampant inflation. The bond note, which is worth one US dollar - the country's main currency since 2009 - is raising fears of a return to the ill-fated local dollar. The move, first announced in May, has fuelled some of the biggest protests in a decade against President Mugabe. The government has issued the bond note to tackle a worsening cash shortage. It hopes the cash substitute, which is legal tender in Zimbabwe but is not valid outside the country, will halt the flow of US dollars going overseas. Initially, an amount worth $10m is being introduced into circulation in two and five dollar denominations. Business groups have welcomed the move as a way of boosting economic growth. However, major opposition parties, workers and civil society groups are planning further protests this week. And in the run-up to the notes' release, Zimbabweans queued for hours to withdraw their US dollars amid fears the bond notes would not be able to keep parity. The Reserve Bank of Zimbabwe has always steered clear of referring to the new bond notes as currency. For ordinary Zimbabweans, memories of the

collapse and demise of the Zimbabwean dollar in 2009, and the hyperinflation that caused its destruction, still rankle. So, it's a question of "when is a currency not a currency?" Withdraw from a bank today in Zimbabwe and you'll be issued with bond notes, which are officially interchangeable with the US dollar at a rate of one to one. You can take the notes to the shops and exchange them for goods. All very well and good, you'd think. But what a currency needs is confidence, and on the streets of Harare there seems to be precious little of that. There were few alternatives for the Reserve Bank the economy is experiencing a chronic shortage of US dollars, which have been the main currency of use for the past seven years. But such is the fear that the bond notes will be unable to hold their parity with the dollar that their

introduction has sparked the largest antigovernment protests in years. If the current experiment with bond notes even looks like taking a step backward to the hyperinflation of seven years ago, not only will the economy's very survival be in jeopardy, so too will the government's. Zimbabwe's central bank has assured people the notes' release will be controlled, including weekly withdrawal limits of $150 worth. Under a proposed law, anyone found guilty of defacing the notes could face up to seven years in prison. They will become one of nine currencies accepted as legal tender in the c o u n t r y. Morocco Broadcaster Aologises After Advising Women To Hide Bruises

The segment on Channel 2M demonstrated how it was possible to hide bruising with makeup(CHANNEL 2M) A Moroccan TV channel has apologised after broadcasting a show advising women how to hide signs of domestic violence using makeup. Channel 2M, which featured the clip last week, has admitted that the footage was "completely inappropriate". In the broadcast, a woman is seen resting in a chair while makeup is

applied to conceal fake bruises around her eyes. The video was later removed from the channel's website. In the clip, featured on the show Sabahiyat, the host of the show offers tips on how to make the appearance of bruising "disappear" using foundation and toners. "We hope these beauty tips will help you carry on with your daily life," the host suggests after demonstrating how to mask the signs of violence. The controversial video was shared on Tw i t t e r a n d F a c e b o o k , r e c e i v i n g

widespread condemnation. "A real outrage to the cause of women for which we are fighting constantly," wrote Khawla Bélchiti on Facebook. Another Facebook user, Tracie Wayling, said the decision to air the show was "despicable," adding: "There is no excuse for such a 'mistake' when it is so extraordinarily purposeful." An online petition, which has received hundreds of signatures since it was posted on Change.org, includes a link to the footage. The petition calls for action against 2M and Sabahiyat, adding that domestic violence should not be covered up, but that instead it was time to "condemn the aggressor!". "We denounce the message of normalisation with violence against women. We demand severe sanctions against this show," the petition reads. In a statement posted on Facebook, the broadcaster offered "sincere apologies" and admitted that the segment was a "misjudgement". It promised to take action against those responsible. Brexit: Legal Battle Over UK's Single Market Membership

(REUTERS) The government is facing a legal battle over whether the UK stays inside the single market after it has left the EU, the BBC has learned. Lawyers say uncertainty over the UK's European Economic Area membership means ministers could be stopped from taking Britain out of the single market. They will argue the UK will not leave the EEA automatically when it leaves the EU and Parliament should decide. But the government said EEA membership ends when the UK leaves the EU. The single market allows the tarifffree movement of goods, services, money and people within the EU. The EEA, set up in the 1990s, extends those benefits to some non-EU members like Norway, Iceland and Liechtenstein. Non-EU members are outside the Common Agricultural Policy and customs union, but get barrier-free trade with the single market in return for paying into some EU budgets and accepting the free movement of workers. If the courts back the legal challenge and give Parliament the final say over EEA membership, then MPs could vote to ensure that Britain stays in the single market until a long-term trading relationship with the EU has been agreed. 'Not automatic' The pro-single market think tank British Influence is writing to Brexit Secretary David Davis to inform him that it will seek a formal judicial review of the government's position. The group warned that if the government did not get a clear legal opinion it could potentially end up acting outside the law. All EU member states are in the European Economic Area and it had been assumed that when Britain leaves the EU it would automatically leave the EEA

as well. But some lawyers argue that leaving the EEA would not be automatic and would happen only if Britain formally withdraws by triggering Article 127 of the EEA agreement. The legal question is focused on whether the UK is a member of the EEA in its own right or because it is a member of the EU. Is this good or bad news for the government? If MPs do get to decide on Article 127, they could potentially overcome the government's small majority and keep Britain inside the single market after Brexit. This would infuriate Brexiteers, but pro-EU campaigners say MPs would feel able to do this because people voted, they would argue, in the referendum to leave the EU and not the single market. Paradoxically, though, the legal uncertainty over EEA membership could also end up being good news for the government. If its negotiations with the EU went badly, and no deal looked likely, the UK could threaten to stay inside the EEA after Brexit. This would be politically hard for the government to sell as it would still involve EU workers moving freely within the UK. But it might be economically better than having to rely on World Trade Organisation rules which could involve high tariffs and barriers to trade. The ability to stay on in the single market means Britain could force the EU into accepting a transitional period for the UK to avoid an economic cliff edge. This would be a useful stick for UK negotiators to have up as there appears to be no mechanism for the EEA to force out one of its members. Professor George Yarrow, chairman of the Regulatory Policy Institute and emeritus professor at Hertford College, Oxford, said: "There is no provision in the EEA Agreement for UK membership to lapse if the UK withdraws from the EU. "The only exit mechanism specified is Article 127, which would need to be triggered." In other Brexit developments: A pro-Brexit campaign group says it has abandoned plans for a demonstration outside the Supreme Court ahead of next

week's Article 50 legal hearing. Downing Street said the UK was only party to the EEA agreement through its EU membership and the government's position was clear that "once we leave the EU we will automatically leave the EEA". The PM's official spokeswoman said Theresa May was focused on delivering the will of the British people with regard to Brexit and preparing for the upcoming negotiations. Conservative MP and Brexiteer Dominic Raab said: "Rather than coming up with new legal wheezes to try and frustrate the will of the people, these lawyers should be working with us to make a success of Brexit. In a bid to put a stop to false feedback, people can now write only five reviews a week of items not bought via the online store. The change applies to most products and is part of efforts to clamp down on people selling positive comments. The change is Amazon's latest step in its battle to ensure users trust its listings. Earlier this year,

Amazon began suing sellers for buying fake reviews and then imposed tougher restrictions on companies that offered free products in return for customers' ratings. Users can still review as many items as they like if the goods are purchased via the website. "The change makes a lot of sense. There has been a massive clampdown on fake, bogus and heavily influenced reviews recently," said Patrick O'Brien, retail analyst at Verdict Retail. In October, Amazon announced the end of

''incentivised reviews". While direct compensation for reviews had never been allowed, there was an exception reviewers could until last month post a review in exchange for a "free or discounted product as long as they disclosed that fact", according to Amazon's website. Now, that has changed. Such reviews can appear on the site only via Amazon's own program, Vine. Five's the limit Amazon published its updated rules in its Customer Service section. "You can submit five nonAmazon verified purchase reviews each week, starting on Sunday," it says. Amazon also reserves the right to restrict reviews of certain products to users who have bought it via the site if "unusually high numbers" of reviews are submitted in a short period of time. "Amazon's review system is very impressive in terms of the volume of reviews there, it's far superior to those of competitors," said Mr O'Brien. "The new rules will make it very difficult for people who are trying to make money by selling fake reviews. It does show Amazon is taking this matter seriously."
