“Present Model” Of GuySuCo Has Failed – President Granger

P

resident David Granger on his weekly televised Programme “The Public Interest” said that the current model of the Guyana Sugar Cooperation

Inc. (GuySuCo) has failed. Reluctant to say whether GuySuCo is failing or has failed when asked by reporters, the president alternatively poised that the “present model” of GuySuCo failed. President Granger reminded that the sugar industry is over 300 years old. He stated that the “single and oldest continuous industry history in Guyana” has been hemorrhaging and there has to be change as the Government cannot afford to keep bailing out the company. However, the Head of State related that the “nature of the change” is still to be decided. Meanwhile, the government last week had noted that the closure of some of the operations of the GuySuco is likely to be considered as an option by a Cabinet sub-committee before the end of year. “All of these are the options; these are all options because if you are going close down anything you have to consider the workers and how you deal with them…we are still in early days where that is concerned,” Minister of State, Joseph Harmon had told a recent post cabinet briefing. President Granger said, “One of the biggest problem we have is GuySuCo,” which he noted is costing the government billions of dollars and if they didn’t had the problem, the monies would have been invested in other sectors. He reasoned that “we (the government) are really hemorrhaging because of what we had inherited in terms in of the Guyana Sugar Cooperation…”

Wife Of Guyanese Cricketer Robbed, Suspect Caught By Security Firm

Suspect being taken into police custody Lester Crandon wife of Guyanese Cricketer, Royston Crandon was

robbed on Sheriff Street, Georgetown on Monday. The perpetrator was apprehended at the corner of David and Sheriff Street, moments after the

woman raised an alarm. A visibly traumatized Crandon told the Guyana Daily News that she was robbed of approximately $300,000 in cash, two smart phones and bank cards, which she left in her car which was parked outside a popular business establishment on Sheriff Street. According to the woman, she left the items in a bag in her car and went into the business establishment to purchase an item, when she noticed a man who walked in behind her and was looking very suspicious. She further noted that then noticed a man with a brown umbrella with his head in her car and she ran outside and raised an alarm. By that time the man already had the bag in his possession, and handed it over to a blue Raum, which was waiting some distance away. The suspect then ran southwards along Sheriff Street. By this time a nearby security firm (Sheriff Security) was alerted and chased the suspect, who was apprehended at the corner of David and Sheriff St. The police were prompt on the scene and took the suspect into custody.

The suspect who hails from Vreed-enHoop, WCD, and works in the interior, was in a house at Fourth Avenue, Bartica, when police acting upon information received swooped down on the premises about 1600h., conducted a search and found one hundred and thirty- three (133) grams of cannabis in small zip lock packets. The Minister met with the miners in the presence of a representative of mining company, Romanex Guyana to assuage mistrust that still lingers among miners. Earlier this year, the Ministry of Natural Resources brokered an agreement, through mediation between the company and the miners from the Marudi area who were in dispute over the use of mining claims which are held by Romanex in the Marudi Mountain. Miners and businessmen and women who operate in the Marudi area sought assurance that the displacement of their shops

OLPT DISTRIBUTION MOVES INLAND 9 including a visit to the Radio

Distribution of Laptop computers to the nation’s teachers is ongoing and last week (ended 4 November) teams from the eGovernment Agency which has oversight of the One Laptop programme, distributed 1,138 computers to teachers in Region 6 East Berbice – Corentyne. Today, Monday November 7, approximately 300 laptop computers were distributed to teachers in Region 7 at the Bartica Secondary School.

On Wednesday November 9, part of the team will travel to Region 9 where they will assist Minister of Public Telecommunications, Catherine Hughes, to hand out 470 laptops to teachers at Annai, Aishalton and Lethem. The eGovernment Agency comes under the purview of this M i n i s t r y. M i n i s t e r H u g h e s i s expected to combine several activities in her team’s trip to Region

Paiwomak station at Bina Hill to speak with broadcasters and technicians. On Friday November 11, the eGovernment team moves to Mahdia to hand out 200 laptops to teachers in Region 8. The distribution schedule was designed by the Ministry of Education before the rollout began on the day following the October 5th launch of the One Laptop per Teacher (OLPT) initiative. Government Committed To Bringing People Together -Minister Ally Tells Leguan Residents At Unveiling Of 52 Foot Murti Georgetown, Guyana – (November 7, 2016) Minister of Social Cohesion, Ms. Amna Ally said that the government of Guyana’s greatest task is to unify the nation for the good of all Guyanese and added that the administration is committed to achieving this goal. The Minister made these remarks, yesterday, during her address to the residents of Leguan in Essequibo Islands-West Demerara (Region Three) at the unveiling ceremony of a 52 foot murti (statue) of Lord Hanuman at the Rama Krishna Blenheim/Leguan Mandir. The Minister said that the goal of bringing people together has its challenges but that the administration is committed to ensuring the good life for all of the citizens of Guyana. “I encourage you to love and respect each other, care for each other [and] work together in unity and dispel any attempt to divide you and you will be at ease and comfort with your inner self. Do not let politics destroy you progress in life. Let us build ourselves, our community and our country and surely we will be proud of ourselves,” she said. Touching on development works occurring on the island, the Minister also highlighted the recent road construction that were undertaken as well as rehabilitative works to the sea defences, schools and drainage canals, and stated that these are all promises that have been fulfilled in an aim of ensuring that the residents of the island are comfortable and enjoy the good life. She commended the residents for the construction of the murti, stating that such structures help to establish, express and enhance the community’s relationship with God. “The murti contains the living presence of the deity. It is more than a physical representation or a meditational tool… When an image like this is prepared according to spiritual prescriptions and is ritually infused by a spiritual authority, according to your beliefs, it becomes especially worthy of and conducive to worship,” she said. Minister within the Ministry of Public Infrastructure, Ms. Annette Ferguson, who also attended the event, expressed that it was an honour to, not only, celebrate with the residents, but to also learn about the significance of the murti and to be educated in the Hindu culture. Pandit Sunil Sharma said that he was extremely grateful for the contributions made by the community and members of the Mandir towards the construction of the murti. He added that he was very grateful that Ministers Ally and Ferguson were able to join in the celebration of this special event for the community. The 52 foot murti of Lord Hanuman now reportedly stands as the largest in Guyana. Pandit Sharma said that the structure, which cost over $5 million, took approximately two years to be completed. One Month After Hurricane Matthew, Needs In Haiti Remain Vast, UN Reports

Photo: UNFPA/Eddie Wright PORT AU PRINCE, Haiti -- As Haiti struggles to recover from the massive destruction wrought by Hurricane Matthew, which pummelled the tiny country one month ago on October 4, the United Nations warned that, while its seems as if “the world has moved on”, Haiti’s needs are vast, exemplified by the nearly 600,000 children being stalked by disease, hunger and malnutrition and in need of assistance. “One month after the hurricane, life for more than half a million children in Haiti is still far from back to normal,” said Marc Vincent, Haiti representative for the UN Children’s Fund (UNICEF), in a news release. “Too many children are still homeless, hungry, out of school and in danger. We are scaling up our response and are determined to help as many of them as possible as fast as we can.” Too many children are still homeless, hungry, out of school and in danger UNICEF said there have been at least 1,000 suspected cholera cases among children in the past month. Out of 219 cholera treatment centres in the country, 18 have been damaged in the worst-hit departments of Grand’Anse and South, further complicating efforts to contain the disease. The total destruction the Category 4 storm inflicted on crops, food stock and livestock in some of the worst affected areas have left over 800,000 people in need of immediate food assistance and more than 112,000 children at risk of acute malnutrition. An estimated 50,000 children have been left homeless and are staying in temporary shelters . Another 3,500 children living in institutions need help accessing nutrition, water and sanitation services. Up to 80 per cent of hospitals and health centres in Grand’Anse have lost their roofs. An additional seven health centres in Grand’Anse, four in South and three in Nippes are no longer operational. More than 700 schools have been affected and about 86 schools have been used as temporary shelters, causing school disruption for at least 150,000 children. UNICEF is working with national and other partners to provide basic

assistance to the most vulnerable children. They are providing 100,000 people a day with safe water, organizing a cholera vaccination campaign that will be launched this week to immunize up to 900,000 people, and providing cholera prevention kits that contain water purification tablets, soap and oral rehydration salts. Between 100 and 200 kits are distributed every day. In addition, they are delivering an integrated package of services to prevent and treat malnutrition among children under five as well as pregnant and breastfeeding mothers living in the hurricane affected areas, replenishing vaccines and restoring the cold chain so that routine immunization can resume in the health centres that are still operational and in mobile clinics, and distributing emergency medical supplies to 18 health centres. Joint actions also include setting up mobile child friendly spaces where vulnerable children and families can receive psychosocial support, and training 60 volunteers to staff them, and repairing 22 schools and distributing school-in-a-box and early childhood development kits so that children can resume their learning as soon as possible. UNICEF requires over $23 million through the end of the year to meet children’s humanitarian needs following the hurricane, including for the cholera response. So far, it has received a mere $6 million. Jens Laerke, spokesperson for the Office for the Coordination of Humanitarian Affairs (OCHA), told reporters in Geneva that, according to the latest figures from the authorities in Haiti, Matthew has so far caused 546 deaths and left 438 people injured. He said that needs are vast, especially in the areas of quality water, education, shelter, child protection, health and nutrition. A total of 1.4 million people are in need of humanitarian assistance, and an estimated 40 percent of them are children. The UN emergency humanitarian appeal for $120 million is far only 33 percent funded. Haiti needs support to restore, rebuild health services Haiti needs support to restore and rebuild its health services at various levels, ranging from cholera treatment centers to community health centers to major hospitals, according to Dr JeanLuc Poncelet, the Pan American Health Organization/World Health Organization (PAHO/WHO) representative in Haiti. In the country’s south, “the government faces challenges in restoring health facilities in affected areas and urgent repairs to restore functionality have been identified,” he said. In Sud Department, 28 percent of health facilities sustained severe damage and eight percent are closed, while in Grand’Anse, 43 percent of health facilities were severely damaged and seven percent are closed. Of the 74 cholera and acute diarrhea treatment facilities in Haiti, 34 are fully functional, while 40

sustained various levels of damage. Restoring health services to a functional level requires not only fixing structures, but providing electricity and water and sanitation, as well as helping many health workers who themselves have been severely affected by the hurricane’s destruction, according to the Haiti ministry of public health. “The major needs are to renovate existing health structures with durable repairs, to increase humanitarian assistance to rural areas, and to improve water quality and sanitation,” Poncelet said. The latest figures from the Haitian government show that 175,509 Haitians are still living in shelters, while more than 1.4 million people are in urgent need of humanitarian assistance. PAHO/WHO teams identified five priority areas of action for the health sector, estimating that $9 million in emergency funding is needed to carry out essential activities. These priorities are: restoration of health care delivery capacity and access to health services in the most affected areas; increased epidemiological surveillance to support early detection and timely management of disease outbreaks; intensification of vector-control and protective environmental health measures in impacted areas; rapid and effective response to cholera outbreaks in affected communities; and support for efficient coordination of humanitarian assistance and management of information to effectively address the most urgent humanitarian needs. A vaccination campaign is planned to start November 8, targeting 820,000 people in 16 communes affected by Hurricane Matthew and that have reported cholera cases or deaths. To prevent additional cholera cases, which are likely to increase in the rainy season from now until December, it is also important to advance on water purification, health promotion, and sanitation at the same time. Bettina Luescher, spokesperson for the World Food Programme (WFP), said that the agency has delivered food to 400,000 people, as part of its work to support the Government in its work. The situation is dire on the ground, with huge logistical challenges, but together with its partners WFP has reached people by truck, helicopter and boat. Some 140,000 people are still displaced and living in temporary shelters. The food situation is worrisome: in areas hit by the hurricane crops have been destroyed, along with livestock and seeds, local markets are running out of food and the prices of imported goods are rising. The planting season is supposed to happen this month and will be affected, which meant in turn that the next harvest, in the early months of 2017 will be affected. WFP aims to reach 800,000 people. In order to do that, it has appealed for $58 million overall and still needs $40 million urgently. (Caribbean News Now!)

Police Investigate Discovery Of US$2 Million In Container

PORT OF SPAIN, Trinidad, Nov. 6, CMC – The discovery

of approximately US$2 million in a container at the Port of Point Lisas on Friday has promoted a full investigation by the police, Interpol and regional agencies. A release from the Port Lisas Industrial Development Company says the cargo containing the money arrived here Wednesday aboard one of the company’s scheduled container carriers. The release said that using normal protocol, the customs officers and port officers referred a flat rack containing ply board to the Point Lisas Container Examination Station (CES) for further review. The contents were checked by customs and police officers who discovered the money. The Newsday newspaper reports that authorities in Jamaica will be contacted to assist in the high-profile probe. Three Cabinet Ministers To Address Brazil-OECS Business Forum In St Lucia

RODNEY BAY, St Lucia -- Three government ministers are down to address an upcoming forum aimed at attracting Brazilian business to Saint Lucia and the Organisation of Eastern Caribbean States (OECS). The Brazilian parliamentarian and entrepreneurial mission arrived in Saint Lucia this weekend to start the multifaceted November 11-17 island tour that will involve meetings with local counterparts and leading business organizations. It will also include practical ‘How to Do Business’ sessions with Saint Lucian and OECS investment and government entitles, while the parliamentarian accompanying the Brazilian investors will also meet their Saint Lucian counterparts. The government of Saint Lucia is giving top priority to the mission’s visit and Prime Minister Allan Chastanet has appointed three Cabinet ministers to attend and participate in the proceedings. Minister in the Office of the Prime Minister responsible for commerce, industry, investment, enterprise, development and consumer affairs, Bradley Felix; minister in the ministry of finance, Senator Ubaldus

Raymond; and minister in the ministry of external affairs, Sarah Flood-Beaubrun, will be among top speakers at a November 14 seminar to introduce the Brazilian entrepreneurs to ‘Doing Business in Saint Lucia’. The three ministers will tell the visiting parliamentarians and entrepreneurs – and local counterparts – what the Saint Lucia government’s present strategies are for the island’s development and how they can be part of such plans. The ministers in the ministries of finance and external affairs will deliver opening remarks at the business seminar, while Felix, an exbanker who oversees the day-to-day administration of the government’s business affairs, will speak on ‘Strategies for Saint Lucia’s Development’. Along with others from the OECS Commission and the island’s top investment agency Invest Saint Lucia (ISL), Felix will outline the government’s various development strategies, while other well-placed speakers will identify the legal mechanisms involved and sources of financing. The seminar on ‘Doing Business in Saint Lucia’ will also be addressed by ISL CEO

McHale Andrew, who will speak on ‘The Legal Framework for Doing Business in Saint Lucia’ and ‘Sources for Financing Investments in Saint Lucia’. But it will not all be only about the Brazilians investing in Saint Lucia. They are also interested in investing in the other OECS member states, especially Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis and St Vincent and the Grenadines. To this end, Dr Brian Francis, OECS regional director for economic affairs and regional integration will address the seminar on ‘Investing in the OECS’. The Brazilian delegation will be in Saint Lucia for a full week and will be meeting local business counterparts already identified. The Brazilian Embassy said arrangements are in place and the entrepreneurs will be coming from five of Brazil’s large federal states: Rio Grande do Sul, Santa Catarina, Paraná, Goiás and Pará -- and their interests range from tourism and construction to alternative energy, water harvesting and desalination, as well as services. Brazilian ambassador to Saint Lucia, Sergio Couri, said, “There’s much and growing local interest in the seminar and the opportunities it will bring through building of the bridges for investment between Brazil and Saint Lucia and the wider OECS region.” He added, “It is also significant that the Brazilian mission of entrepreneurs and business-related parliamentarians is visiting Saint Lucia in the middle of the island’s official observance of Business Month in November.” While here, the Brazilian business and parliamentary delegation will also meet with representatives of the island’s business sector, including the Chamber of Commerce, St Lucia Hotels & Tourism Association and the Saint Lucia Tourist Board. Jamaica To Give Historical Pardons To National Heroes And Freedom Fighters

This year was no exception. Leading up to the date, minister of culture, gender, entertainment and sport, Olivia ‘Babsy’ Grange, announced in parliament that the criminal records of four national heroes and a number of freedom fighters involved in four significant events throughout Jamaican history were to be expunged and statutory pardons issued: “The Cabinet has approved drafting instructions in respect of legislation which will cause the expungement of the criminal records of notable freedom

fighters, national heroes, supporters, sympathizers and participants by association who were involved in the 1760 Chief Tacky’s St Mary rebellion, the 1831/32 Christmas rebellion, the 1865 Morant Bay rebellion and the 1929 campaign of the People's Political Party.” The last item refers to Jamaica’s first modern political party, founded by Marcus Mosiah Garvey – perhaps the most admired national hero among Jamaicans. Garvey was charged with contempt of court in September 1929, after criticizing Jamaica's legal system as “oppressive” and calling for laws to punish judges who were unfair. He was convicted and sentenced to three months’ imprisonment and a £100 fine. This move follows the Holness administration’s recent belated attempts to bolster a failed petition to the White House to grant Garvey a posthumous presidential pardon for his 1923 conviction for mail fraud, for which he was deported from the United States to Jamaica. The public response to the government's move was largely positive. The issue was discussed on the

On the prime minister's Facebook page, Jamaicans also commented, such as Jam San: “It's about time! Thank you M. Grange!” Paul Bogle, a Baptist deacon living in rural St Thomas (apparently free born) was a strong supporter of another national hero, George William Gordon. In 1865, he led a protest march to Morant Bay Court House, where hundreds of slaves were killed in a confrontation with colonial forces. Bogle was captured and hanged soon after. Gordon, a landowner in the same parish who campaigned for justice for enslaved Jamaicans, was arrested, charged and executed for his involvement in the Morant Bay rebellion. Samuel “Daddy” Sharpe, also a Baptist leader in Montego Bay, organized the Christmas Rebellion of 1831. What was intended as a nonviolent protest was brutally suppressed by the military, with hundreds killed or subsequently executed. Sharpe was hanged in 1832. Interestingly, Chief Tacky, who led one of the earliest slave rebellions, is not a national hero. His pardon is of particular interest to activist Derrick “Black X” Robinson, a r e s i d e n t o f S t M a r y, w h o h a s campaigned for years for Tacky to achieve official national hero status. In recent years, Robinson has made an annual pilgrimage – on foot – from the Tacky monument in Port Maria, to the capital, Kingston, a distance of about 26 miles. He paid an official visit to then opposition leader Andrew Holness in 2014. Saint Lucia Government’s Naked Self Promotion

If it is completely uncomfortable that “we are overtaxed” and “basically the country is in a mess”, the government of Saint Lucia certainly highlighted this by the compulsive utterances of at least two cabinet ministers, aided by the silence of cowardly institutions. At a very rapid pace, our national identity, the land, the people, the light continue to erode; and that was instantly more shocking, with the best of a bad lot of shameless hypocrites, a preexisting condition to the book of Lamentations, now look irreparable in such a tumultuous period. First, it was the admission by minister for home affairs, justice and national security, Hermangild Francis that it is a fact that some mothers here are actually trafficking their children, unwittingly, forgetting he was, as a deputy commissioner of the Royal St Lucia Police Force [RSLPF], party to this age old custom and culture of abuse and now, adding to more useless talk, “As a society we need to speak with one voice”. We would be better served if he were to exercise his constitutional power. Second, with absolute authority, the minister for economic development, housing, urban renewal, transport and civil aviation, Guy Joseph, told the world how he outsmarted the Taiwanese embassy in Saint Lucia and, by extension, the government and people of Taiwan, to “pretend” that projects under the Constituency Development Programme (CDP) financed by the Taiwanese had not happened and submit documentation. If this as is so

described, this borders on fraudulent practices, much less a “creative means” of doing business that has everything wrong about it. It’s worth taking Guy Joseph’s public confession seriously, as this may have made clear norms or acute worry echoing all over, painfully in a country since independence that struggles to define its principles, values and society from the shackles of adherent slavery. An abstract expression of a political culture goes with the saying that a people who elect corrupt politicians are not victims but accomplices, and that also shapes that culture. So, if a coalition can be draw from the activities described in the controversial report on financial operations of Town and Village Councils; and notwithstanding the rule of law for economic and social stability, the refusal to impose punishment for willful blindness or outright lies by government actors is an epidemic of short-circuiting legal structures to allow and protect theft, and Ponzi schemes instead of encouraging competition and entrepreneurship. Perhaps there is an equal delusion that Saint Lucia is corrupt to the core and, yes, there are grave issues to consider about the political process, and to start tackling the systemic shortcomings. Therefore, it is imperative that willful and intentional refusal to abide by the rule of law must come to an end, not only for the poor people and five bag marijuana users, but for the government itself, its agencies and individuals within those agencies. Notwithstanding the emphasis on transparency, integrity and the common assertion of faith, carried as a badge of honour, self proclaimed prayer warriors and the silence of the righteous is deafening. However, albeit with a toothless Integrity Commission in Saint Lucia against the backdrop of a dysfunctional justice system, it took a level head of wisdom, lawyer and former magistrate, T. Nigel Toussaint to inform an ill-defined cabinet of ministers in reference to Guy Joseph that: “…This is the government, how are you going to leverage the entire country on other people who engage in business practices are listening to this, were out asking everybody for

assistance and come back and talking about how we backdating documents and we’re pretending like things didn’t happen in order to submit to request, which means you’re requesting on information that’s not correct, that’s false. “I wish someone would sit some of these guys down and really explain to them what they need to do. This whole thing with the contracts, this is a legal issue, this is not an issue for Mr Joseph and I hope Cabinet sits around the table… and deals with this on legal principles, because this is a legal issue.” And third, following a forum cohosted by the International Monetary Fund (IMF) in Trinidad and Tobago, Prime Minister Allen Chastanet and his “hyperconfidence”, unsuspectingly alluding that he will not rule out the IMF as an option to revive an ailing economy, three consecutive years of negative growth: “Over the last five years the performance of Saint Lucia’s economy has been generally weak with real output averaging negative 4 percent.” Interestingly, this might explain his outlook as St Lucia’s spiral to happy VAT reduction in which I stated: “Over the years, the country’s tax systems haven’t raised enough money to pay for overall expenditure, contrary to the prime minister’s arbitrary conclusion that the people are ‘overtaxed’; nonetheless irresponsible for not taking into account new debt, government handicaps and ongoing increase in recurrent expenditures.” If that was not enough, the back of an envelope “pretend” maths that discloses a planned reduction from 15 percent, to 12.5 percent of the dreaded VAT, yet includes many other “creative means” of taxation does not avoid an outlook for Saint Lucia’s high public indebtedness, which is murky for deficit and growth. The turning point for the government’s naked self promotion must begin with addressing vulnerabilities, and severely handicapped nature, coupled with a strong medium-term plan to achieve sustainability of public finances and policy measures that prioritize national infrastructure projects. Saint Lucia Government’s Naked Self Promotion (Cont’d) E v i d e n t l y, m o s t d o n ’ t w a n t t o acknowledge the elephant in the room for fear of irritating anyone, mindful of their own dependence on a kleptocratic or tyrannical government; but, accordingly, efforts to diversify energy sources, reduce the costs of doing business, and improve efficiency by boosting competitiveness to the inland revenue department, national insurance corporation (NIC), St Lucia air and sea ports, and various statutory bodies, customs and excise department, the public service, diplomatic missions, ministers of government and ministries must be cut by very significant amounts to strengthen growth prospects and budget surplus over the medium term. The way out is a truthful accounting of financial illness [corruption], willful blindness to the rule of law, and the lack thereof. Getting the balance right is all too important on trade imbalance, energy, tax policies and deploying sustainable technologies that are based on science, technology, engineering and maths (STEM) rather than pie in the sky subsidies models of mendicancy, and outdated development models to which the country will remain stalled both at the mercy of foreign interests and behind the

curve, much less to sustain a decent way of life. Actually, it is more prudent that jobs will not recover on a durable basis, with a government that “pretends” to tell the truth to international donors and financers, much less keep electoral promises. Current economic measures don’t add-up to the threats of defaults and bankruptcy, amid governance instability and “pretend” nature. Changes would have to occur at a rapid pace to bring about prosperity, even if those changes would produce severe short-term economic discomfort. Finding a better way means no more kick the can down the road and “economic activity” funded by the addiction to borrowing that the country cannot repay, except if relying on the concept of ‘odious debt’ that developing nations should not be required to repay debts incurred. Good luck with that. Meanwhile the confidence to borrow and lend is diminishing the economic balance that needs urgent restoration, whereby investors can allocate capital and expect the best returns. Naturally, correcting imbalances of enablers of ‘steering’, ‘kleptocracy’ and ‘ignorance’ and tackling the education

system that exist cannot truly fill the vacuum and have an economic recovery absent the will to act. The mathematical facts by the CDB make the conclusion clear and inescapable: “At present, Saint Lucia’s growth potential is around 2%, which is inadequate to reduce the stubbornly high unemployment and raise the standard of living of its citizens.” It is inevitable that, government will need to implement “revenue reforms” in the light of dwindling reserves, soft returns, limited ability to borrow and the lack of sustainable export capacity and trade deficits. Saint Lucia can return to its former status without equal, but not by those who use financial trickery and deceit as a means of enriching themselves at the expense of the public. This traditional concept of corruption and a sense of security in that regard need to be disrupted and shattered. Failures to abide by the rule of law, economic structure and back of an envelope maths, leads to an inevitable collapse of Saint Lucia’s economic system, government or both. Even then, the common decency and virtues of Saint Matthew 5:1-11 may be called into question. (St. Lucia Times)

Self Defence Advocated After Spate Of Rapes

The Caribbean Committee Against Sex Crimes is encouraging men, women, and children to learn selfdefense techniques so that they are less likely to be at the mercy of rapists and other criminals. “There are simple Karate or Jiu Jutsu moves that allow a small person to disable a much larger attacker if executed effectively,” the Committee asserted in a statement. The statement commended the work of the Association of Professional Martial

Artists (APMA) in providing self defence training to victims of sexual violence and to the citizens of Saint Lucia at large. The Caribbean Committee Against Sex Crimes issued the statement in the aftermath of reports of the attempted rape of a ninety-three year old woman in Desruisseaux last week. “Thankfully this elderly woman was able to fight off a drunk man in his 50s, however, many victims of rape are not so lucky,” the

Committee noted. It reminded the public that no one is truly safe from the depraved desires of rapists. According to the Committee, rapists will target men, women, and children regardless of age or appearance. “The nonsensical stereotype of a rape victim being a scantily dressed woman who is “asking for it” by her glamorous appearance has no g r o u n d i n g i n r e a l i t y, ” t h e organization observed. The Caribbean Committee Against Sex Crimes reiterated calls for the establishment of sex offender registries both locally and regionally in order to combat the scourge of rape and other sex crimes. It stated that proper policies to support and protect victims of sex crime are also important in rehabilitating victims and increasing the number of successful convictions of sex criminals. The organization commended the Gros Islet Debate team on its upcoming Youth Debate on the implementation of a National Sex Offenders Registry , to be held on Saturday, November 12th at the Gros Islet Municipal building at 5pm. The ministry, however, denied their death resulted from a germ spread from a baby rescued from a latrine in September, as a newspaper claimed on Friday. The minister made reference to an incident on September 14 in which a newborn baby was rescued from a latrine pit in and was taken to the MCMH, where he died on September 18. Four other babes also died in about a week after the rescued baby was admitted to the hospital

-which has one of the lowest infant mortality rates in the Organisation of Eastern Caribbean States. The ministry said it would be a breach of confidentiality to publish patientspecific information, adding that the public should bear in mind that a newborn baby is only sent to the NICU in the first place if that child is born prematurely or has some other life-threatening medical condition. “Despite the best efforts of medical professionals, some of these children are unfortunately lost for various reasons. A premature child may die as a result of: infections contracted in the womb, abnormal development of the baby’s organs and other reasons or complications,” the statement said. The ministry said the MCMH has made significant strides in paediatric care in the

Mr Jutting, 31, has pleaded guilty to manslaughter by reason of diminished responsibility. He has denied two counts of murder. "You must approach this with intellectual honesty, not coloured by passion or disgust that you feel at the dreadful acts which the defendant has admitted he carried out," Deputy High Court

Judge Michael Stuart-Moore told the jury. "The point that he has an appalling private life is neither here nor there." Police found the bodies of Sumarti Ningsih, 23, and Seneng Mujiasih, 26, in the banker's luxury flat in November 2014. Prosecutors say Ms Ningsih was tortured for three days after arriving at the flat in Hong Kong's Wan Chai district on 25 October. In one video shown to the jury on Tuesday, he is heard asking her if she loved him before torturing her. The footage was shown to jurors on individual screens. 'Abnormal mind' Judge Stuart-Moore told the jury of four women and five men to consider if Mr Jutting was of "abnormal mind" at the time of the killings. The former Bank of America employee has been diagnosed with

and sexual sadism. Defence witness Richard Latham, a consulting forensic psychiatrist in the UK's National Health Service, said Mr Jutting's disorders had progressed to the "most severe end of the spectrum" by the time of the killings. He also added that Mr Jutting's ability to control his behaviour was "substantially i m p a i r e d " . H o w e v e r, t h e prosecution argued that Rurik Jutting was able to form judgements and exercise self control, filming his victim's torture and shooting videos where he discussed various issues such as the killings and his sexual fantasies. "Nine out of 10 visa applications from India are already accepted," she said. But she said the UK could give ground if Indians who overstayed their visas could be returned more swiftly. "The UK will consider further improvements to our visa offer if, at the same time, we can step up the speed and volume of returns of Indians with no right to remain," she told reporters. Her government also intends to make it easier for wealthy Indian business executives to come to the UK. A small group of high-networth individuals and their families will be offered access to the Great Club - a bespoke visa and immigration service - to make visa applications smoother. Thousands of Indians on work visas will also be able to join the Registered Travellers Scheme which will mean they can get through UK border controls more quickly. "As we leave the EU, we want to ensure that the UK remains one of the most attractive

Mosul Battle: Kurdish Forces Push Into IS-held Bashiqa

Artillery bombarded IS positions inside Bashiqa as the operation to retake the town began(AP) Iraqi Kurdish Peshmerga forces are battling Islamic State militants inside a town north-east of the city of Mosul. Hundreds of Peshmerga fighters, backed by artillery and US-led coalition air strikes, advanced on Bashiqa from three directions on Monday morning. By the early afternoon, they had taken control of about half of the town, according to the Iraqi military. Bashiqa was surrounded two weeks ago as part of a wider offensive by

Iraqi pro-government forces to retake Mosul. Iraqi special forces and army units entered the city's eastern outskirts six days ago, and have since pushed into a number of districts. However, their progress has been slowed by suicide car bombs, booby traps and the need to engage in house-to-house fighting along narrow streets. Mosul, which fell to IS in 2014, is the jihadists' last major urban stronghold in Iraq. Artillery and aircraft bombarded Bashiqa, about 12km (8 miles) from Mosul, before the Kurdish operation to clear the town got under way. As the attack progressed, a correspondent for the Kurdish news agency, Rudaw, reported that the militants inside were putting up limited resistance. A number had targeted Peshmerga positions with suicide bombs or blown themselves up when surrounded, without causing any casualties, he said. Rudaw posted a video showing what it said was a bus packed with explosives that was

destroyed in a coalition air strike on the edge of Bashiqa. On Sunday evening, the US special presidential envoy to the multinational coalition against IS, Brett McGurk, declared that the three-week offensive on Mosul was "very much on track". “Everything in Mosul is ahead of schedule on all axes of advance but Daesh, as we expected, is putting up a fierce fight and I expect this will take some time to conclude," he said, using a pejorative term for IS based on the acronym of a previous name in Arabic. Mr McGurk also outlined how he expected the operation to retake the IS-held northern Syrian city of Raqqa, launched by a US-backed alliance of Syrian Kurdish and Arab fighters earlier on Sunday, would proceed in "very deliberate phases". "There is an isolation phase which began today, and there will be subsequent phases to make sure that that we kick [IS] out of Raqqa," he added. (BBC)

Labour 'Won't Frustrate' Brexit Process

Sir Keir Starmer called for consensus on the UK's Brexit negotiating stance Labour will not "frustrate" the process of triggering talks on the UK leaving the European Union, shadow Brexit secretary Sir Keir Starmer has said. He said his party would push ministers to reveal plans for negotiations with the EU before Parliament debates them, but added that it should be possible to achieve this by "consensus". The High Court has ruled that MPs and peers should vote on triggering Brexit. But the government is appealing against the decision. Brexit Secretary David Davis is due to address the Commons at 15:30 GMT following the High Court's decision last Thursday that Parliament should have a say before the UK invokes Article 50 of the Lisbon Treaty, which triggers up to two years of formal EU withdrawal talks. Ministers argue they do not need the consent of MPs and peers to make this choice, because they have sufficient powers already. A further hearing is expected to take place at the Supreme Court early next month. Speaking on BBC Radio 4's Today programme, Sir Keir said: "The Labour Party accepts that the government has a mandate to leave the EU. They have no mandate for the terms on which we leave. “We will not frustrate the process by

simply voting down Article 50, but we are absolutely clear that before we get to that stage the government must put its plan before Parliament." Sir Keir said once the government had laid out its negotiating plan, Labour would insist on "discussions" in Parliament on the proposed terms. He added: "We can't have a vote in a vacuum, but we can't proceed with this approach where the prime minister says, 'I hold all the cards to the future of the UK in Europe and its relationship with Europe and the world and I'm not going disclose even the basic terms to Parliament'. So of course we need that discussion." The campaigners who brought the High Court case against the government say that allowing Parliament a vote is vital to the functioning of a democracy. Their lead claimant, investment manager Gina Miller, said a parliamentary vote would prevent ministers acting like a "tin-pot dictatorship". There is some debate about whether a vote at Westminster on invoking Article 50 would require a full Act of Parliament, or whether it could happen much more speedily by MPs and peers agreeing to a resolution - a written motion. A Downing Street spokesman declined to "engage in speculation". He added that the High Court ruling had not been "explicit" but "the logical conclusion is it

would require an Act of Parliament". Meanwhile, Suzanne Evans, one of the three candidates for the UKIP leadership contest, told Today that judges could be "subject to some kind of democratic control" following the High Court's decision. She did not want to undermine "their judicial independence", but added: "I suppose that in this case, we have had a situation where we have judges committed to stay in the European Union... "I'm questioning the legitimacy of this particular case. We know that the legal profession threw a collective hissy fit when we voted to leave." But Sir Keir called this "irresponsible", adding: "Some of us have worked in countries where judges do what governments tell them. We know that's wholly corrosive to the rule of law and democracy." Prime Minister Theresa May has promised to invoke Article 50 by the end of next March and insists the High Court's ruling will not affect this plan. But Scotland's Brexit minister, the SNP's Michael Russell, said he could not imagine any circumstances in which his party's MPs would vote in favour of triggering Article 50. Following Mr Davis's statement to the Commons, a separate debate will take place on Brexit's potential effect on workers' rights. Nuclear Weapon Missing Since 1950 'May Have Been Found’

'Lost nuke' bomb replica(ROYAL AVIATION MUSEUM OF WESTERN CANADA) A commercial diver may have discovered a lost nuclear bomb off the coast of British Columbia near the Haida Gwaii archipelago. Sean Smyrichinsky was diving for sea cucumbers when he discovered a large metal device that looked a bit like a fl y i n g s a u c e r. T h e C a n a d i a n Department of National Defence (DND) believes it could be the "lost nuke" from an American B-36 bomber that crashed in the area in 1950. The government does not believe the bomb contains nuclear material. It is sending naval ships out to the site to verify the find. Mr Smyrichinsky says he came upon the device while diving off the coast of Pitt Island near Haida Gwaii in early October, which is near the Alaskan border with British Columbia. It was "bigger than a king-size bed", perfectly flat on top with a rounded bottom and had a hole in the centre just "like a bagel," he told the BBC. "I found something really weird, I think

it's a UFO," he joked with his fellow divers once he came to shore. The area is remote, and Mr Smyrichinsky says he had to wait a few days before he could go into town and find somebody who might know what it is. One of his friends, an "old-timer" from the area, had an idea: "Maybe you found that nuke they lost here in the 50s!" Cold War secret The story of the lost nuke has plagued military historians for more than half a century. In 1950, American B-36 Bomber 075 crashed near British Columbia on its way to Carswell Air Force Base in Texas. The plane was on a secret mission to simulate a nuclear strike and had a real Mark IV nuclear bomb on board to see if it could carry the payload required. Several hours into its flight, its engines caught fire and the crew had to parachute to safety. Out of a 17-person crew, five didn't make it. The American military claims the bomb was filled with lead and TNT but no plutonium, so it wasn't capable of a nuclear explosion. The crew put the plane on autopilot and set it to crash in the middle of the ocean, but three years

later, its wreckage was found hundreds of kilometres inland. Dirk Septer, an aviation historian from British Columbia, says the US government searched the wreckage but couldn't find the weapon. "It was a mystery to everyone," Dirk Septer told the BBC. "It was the height of the Cold War and they were just paranoid that the Russians would get a hold of it." Crew members have said they dumped the bomb in the ocean first, fearing what the payload of TNT could do on its own if it were detonated. A spokesperson for DND told the BBC the department had conferred with its American counterparts, and that the object the diver found could very well be the bomb. The American military do not believe the bomb is active or a threat to anyone, he said, but Canada is sending military ships to the site to make sure. But while the military and the diver believe they may have found the lost nuke of Bomber 075, Septer says the diver's location is totally wrong, given what we know about the plane crash. "It could be anything," Septer said. "Whatever he found, it's not the nuke." (BBC)

Hong Kong Lawmakers Barred By Beijing From Office

Pro-independence elected lawmakers Sixtus Leung and Yau Waiching have refused to pledge allegiance to Beijing when being sworn in. Beijing has now interpreted a section of Hong Kong law to mean any official who does not swear the oath properly cannot take office, said state media. The move comes after weeks of chaos in the Hong Kong legislature. There were also protests, and some scuffles, in Hong Kong on Sunday night, with at least four arrests. Hong Kong's Chief Executive CY Leung said his government would "fully implement" the ruling. Hong Kong is semi-autonomous under the "one country, two systems" framework in place since it was returned to China in 1997. But its mini constitution, the

Basic Law, states Beijing still has the final say in how to interpret its laws. For Hong Kong's democracy movement, China's intervention is a challenge to freedom of expression and judicial independence, but for Beijing the bigger picture is paramount. All talk of independence is seen as threatening and elsewhere in China, separatism is a crime and campaigning for independence results in a lengthy jail term. To allow elected members of Hong Kong's legislature to use such a high-profile public platform to insult China and talk of a Hong Kong nation was unthinkable. Hong Kong's courts do still uphold the freedoms promised when Britain handed the territory back to China nearly two decades ago. But this intervention from Beijing is a reminder that China is determined to decide the limits of those freedoms. The question for Hong Kong's young democracy activists now is where to take their defiance next. The interpretation by Beijing's rubberstamp parliament, the National

People's Congress (NPC), marks Beijing's most far-reaching intervention in Hong Kong since the handover. Mr Leung and Ms Yau belong to the Youngspiration party, which sprang from the 2014 Occupy Central pro-democracy protests. They have called for Hong Kong to break away from China entirely. They were elected in September, and have attempted to take their oaths several times, but each time have provocatively changed the wording. Their attempts included using a variation of a derogatory word for China, and displaying a proindependence banner. Their oaths were invalidated amid chaotic scenes in the Legislative Council (LegCo). China's intervention came before a local court could issue its own ruling on whether the pair could be sworn in again. The Beijing ruling states that lawmakers taking their oaths must do so "sincerely and solemnly". They must "accurately, completely and solemnly" read out the portion of the oath that swears allegiance to Beijing, it said. Failure to do so would disqualify the lawmaker from taking office. While it does not name them, the ruling effectively means Mr Leung and Ms Yau will not be allowed to take their seats. A spokesman for Beijing's state council was quoted by Xinhua as saying the move was "absolutely necessary", and "complies with the common aspiration of the entire Chinese people" including those in Hong Kong. Li Fei, deputy secretary of China's top legislative panel, warned there would be "no obscurity and no leniency" in Beijing's "firm and clear attitude towards containing and striking the Hong Kong independence forces". Australian Burglar Shot With Bow And Arrow

The thief escaped in a getaway car after being hit with an arrow(GETTY IMAGES) A burglar in Australia was shot in the "buttocks or lower back area" with a bow and arrow after being confronted by an angry homeowner, police say. The intruder stole cash, car keys and other property from the house in

Sydney on Sunday afternoon. The homeowner, a 68-year-old man, used a wooden bow to challenge the thief as he tried to steal a car. The robber ed the vehicle and jumped a fence but was shot from behind as he ran to a parked getaway car. He managed to use the vehicle to escape. It was not immediately clear from reports how serious his injuries were. "Police seized a number of items from the location, including the bow and similar arrows," a spokesman for New South Wales police told the BBC. "We believe that the arrow is still with the injured party", he added. Police forensic oďŹƒcers will examine the scene at Wattle Grove, in the city's southwest.

Australian laws do not always favour the homeowner when an intruder is injured or killed, taking into account whether a person acted in self-defence or used "excessive force". Under New South Wales law, in cases where someone is killed, self-defence cannot be presented as a full legal defence if someone is protecting their property or trying to prevent trespass. The police have opened an investigation into the breaking and entering, and are also making inquiries into the actions of the property owner. They have not yet brought any charges. He accused Ukrainian President Petro Poroshenko of backing corrupt officials who, he said, were undermining his reform efforts in Odessa. Mr Poroshenko appointed

him Odessa governor in May 2015, with a remit to fight corruption in the key port city. Mr Saakashvili also criticised the huge wealth of some Ukrainian politicians. His resignation followed that of the Odessa police chief and fellow Georgian, Giorgi Lortkipanidze. "In Odessa region the president is personally supporting two clans," he said - clans which he described as criminal and corrupt. "This is going on quite openly. Odessa region is being handed over not only to corrupt people, but also to enemies of Ukraine," he said. "I'm sick and tired of all this. So in this situation I decided to resign and start a new phase of struggle." 'Brazen billionaires' He did not specify what role he would take up

next. He expressed disgust over the fortunes that some Ukrainian politicians revealed recently in official declarations. He said "they declare brazenly that they have billions in cash alone, and on top of that they get state aid - from those very pensioners who collect their last kopecks with shaking hands to avoid dying of hunger". Mr Saakashvili was granted Ukrainian citizenship after leaving Georgia, where his presidential term ended in 2013. Soon after, he was accused of abuse of power - charges that he denies and says are politically motivated. First Female US Attorney General Janet Reno Dies

(AP) The first woman to be US attorney general, Janet Reno, has died at home in Miami from complications linked to Parkinson's disease, US media say. Ms Reno, 78, was at the centre of several political crises while serving under President Bill Clinton between 1993 and 2001. She was criticised for a deadly raid on the Branch Davidian cult compound in Waco, Texas after just weeks in office. Sect leader David Koresh and some 80 followers were killed during the raid. Questions were asked afterwards about the legality of the FBI raid and why it was that so many people were killed. Ms Reno survived the aftermath of the raid to become the longestserving attorney-general in the 20th

Andy Hall, British Labour Rights Activist, Flees Thailand

(REUTERS) British labour rights campaigner Andy Hall has left Thailand after a three-anda-half year legal battle with a pineapple processing company accused, in a report he contributed to, of abusing its workforce. The dismissal of one set of charges against the British activist was confirmed by Thailand's Supreme Court last week. However, he was convicted in September on two other counts under sweeping criminal defamation and computer crimes laws and was given a three-year suspended prison sentence. He also faces civil complaints by the pineapple company, Natural Fruit, which is demanding around $12m (£9.6m; €10.9) in damages. But it was the prospect of further criminal charges over another group of workers he is supporting that persuaded Mr Hall that he should leave Thailand and not return. He and the 14 migrant workers from Myanmar (Burma) - who have alleged abusive treatment at the hands of a farm which supplied the big Thai poultry processor, Betagro, with chickens -

recently had defamation lawsuits filed against them. Before he left Thailand Mr Hall told the BBC that he felt that the prospect of having to contest continuous lawsuits filed against him would make it impossible for him to defend migrant workers' rights effectively. The situation for human rights defenders, he said in a statement made as he prepared to depart, has rapidly deteriorated in Thailand, with significantly increased risks. The challenge confronting Mr Hall is one faced by many Thai activists as well. Unlike many countries, defamation is a criminal charge that can carry a twoyear prison sentence. These days it is commonly used alongside the tougher Computer Crimes Act, which mandates a sentence of up to five years in prison. Two years ago, the editors of a small n e w s l e t t e r, P h u k e t w a n , w e r e prosecuted by the Thai navy for an article in which they quoted a Reuters news agency report alleging Thai military involvement in human trafficking. They were finally acquitted last year, but the effort of defending

themselves contributed to the newsletter being shut down. In June this year three prominent human rights defenders were prosecuted under the same two laws by a unit of the Thai military over a report they took part in which alleged the use of torture against military detainees in southern Thailand. The laws were also invoked by a military officer, who filed charges against the niece of a conscript who was beaten and tortured to death because she had published details of an internal army investigation into his death. Criminal defamation and computer crimes cases are usually accepted for indictment by the courts in Thailand lawyers describe the bar for accepting such cases as very low. Defendants must post bail to avoid immediate imprisonment, and then fight their cases over hearings which can stretch out over many years, with no prospect of recovering their legal costs even if they win. The cases are also usually heard in the location where the plaintiff files the complaint, forcing defendants to travel for each hearing. Questions have also been raised about some of the verdicts reached by Thai courts. Andy Hall's lawyers believed they would win the cases against him because he was not quoted in the Finnish report and did not write it, but had only contributed background research. Some human rights groups have described the cases against Mr Hall as "judicial harassment" aimed at inhibiting investigations into labour abuses. They have called repeatedly for the criminal defamation and computer crimes laws to be repealed, arguing that they are a serious impediment to freedom of expression in Thailand. (BBC)

PUMPKIN SPICE CARAMEL RICE KRISPIES Ingredients 5 tablespoons of PALMBOOM* butter 1 and 1/2 teaspoons of pumpkin spice seasoning 2 (10 ounce) bags of mini marshmallows 1 teaspoon vanilla extract 1 tablespoon of MILKO* milk solution 1 (11 ounce) bag of caramel squares 1 tablespoon of MILKO* milk solution 6 cups of rice cereal

Preparation Melt your butter and pumpkin spice seasoning together over low heat. When your butter is melted, stir in the vanilla extract and 1 full bag of the marshmallows and half of the second bag. While the marshmallows are melting you can go ahead and unwrap and melt your caramel squares. (Make sure you stir your marshmallows every couple of minutes while they are melting). Throw the caramels in a bowl and heat them in the microwave for 30 seconds at a time, stirring in-between each interval, until they are smooth and melted. Then whisk in 1 tablespoon of milk. Once your marshmallows in the pot are melted, add in the last of the marshmallows and the tablespoon of milk and stir just until they are coated. After you stirred in the milk and the marshmallows, add in your rice cereal. and stir to combine. Once that’s all combined, spray your pan with non-stick spray or coat it in butter and add HALF of the mixture to your pan and flatten it out. Here’s a little tip to help you flatten it and keep your sanity: spray a piece of parchment paper with non-stick spray and then lay it (sprayed side down) on the pan over the rice krispies, and use that to press them flat. Just make sure you don’t smash them down too hard or your treats will be really hard. After you’ve flattened your first layer, pour all of the melted caramel and spread it evenly over the top. Now you can add your final layer of the rice krispie mixture and using the same piece of parchment paper, flatten them out over the caramel. Let them cool to room temperature and then slice and serve!!
