Guyanese Want A More Effective Judiciary Many Guyanese have complained to the Guyana Daily News that they are frustrated with the crime situation and concerned about the recent statements by Minister of Legal Affairs, Basil Williams. Minister of Legal Affairs and Attorney General, Basil Williams told the Government Information Agency (GINA) in a recent interview that government will be considering alternative sentencing and pre-trail liberty in order to address overcrowding in prisons. “The whole idea is to try to weed out these offences that are clogging up (the prisons). Sometimes some people who are there for a six-month sentence could have had some other sentence,” Minister Williams had explained. Many persons who spoke to the Guyana Daily News said, “The government should focus more on the judiciary in getting faster trials and swift justice and should not remand persons for lengthy periods before commencing trials, instead of focusing on alternative sentencing”. Another person also related that the majority of the prison population at the Camp Street prison are persons who are on remand, which means they have not been found guilty or innocent. “How will they find alternative sentencing when someone is not guilty?” Retired Chancellor of the Judiciary, Justice Cecil Kennard had noted that too many young Judges and Magistrates are appointed to the bench and that they lack the necessary experience.

Social Cohesion Ministry Using State Resources To Do ‘Party Work’ – Edghill

Former Junior Finance Minister, Juan Edghil Many cultural groups in Guyana have asserted that the Ministry of Social Cohesion is not serving in the best interest of the Guyanese people. One group which represents Amerindian Culture, told the Guyana Daily News that the Social Cohesion Ministry is failing in its mandate to bring social harmony among the six races of Guyana. The Amerindian leader further stated that the Coalition Government has hijacked the functions of the Ethnic Relations Commission (ERC), which in the past had done serious work towards the creation of a united Guyana. He further stated that the PPP Government always worked for

national unity but the manner in which it is now being handled will not bring results. He also stated that he believes the Coalition is more interested in giving the impression that all Guyana is behind the government. The leader contended that there cannot be social harmony when the new government has unleashed a campaign of victimization and discrimination against the Amerindians and other races in Guyana. Echoing these sentiments is, former Junior Finance Minister Juan Edghill, in his presentation to the National Assembly on Friday last where he noted that the Ministry of Social Cohesion is another manifestation of the Ministry of National Development and Mobilisation. Mr. Edghill stated the Ministry is doing “party work” using State resources. During an interview with this newspaper, Bishop Edghill said that all the known activities held by the Ministry of Social Cohesion across the country do not represent work to bring Guyanese together. The Member of Parliament further stated that the Ministry is using the activities as a “front” to get access to funds to do political work and pay political staff including the Hinterland area. Mr. Edghill is calling for the expenditure of this Ministry be made public, since there is no budgetary allocation. He said that the expenditure of the Ministry could easily be hidden in the expenses of the Ministry of the Presidency because they are going through the books of that agency.

Former GMC's General Manager, Nizam Hassan The Guyana Rice Development Board (GRDB) is reportedly set to hold a meeting today following Monday’s criminal charge against General Manager, Nizam Hassan. Hassan, the current General Manager of the GRDB, could be relieved of his position at the rice board following the fraud charges. Hassan, who is a former General Manager of

Corporation (GMC), appeared in court on Monday faced with fraud charges relating to transactions that occurred while he was in charge of that entity. Reports are that the GRDB Board is scheduled to meet today, where they would most likely discuss Hassan’s current status with the board. He is an ex-officio board member. Ye s t e r d a y, M i n i s t e r o f Agriculture, Noel Holder, related to media that he could not immediately say whether Hassan would be asked to proceed on leave pending the outcome of the criminal charge. “I will have to be guided by Cabinet. What I can tell you is that the GRDB board is to meet (today) to discuss the issue. The

way forward,” the minister said. Hassan reportedly was still at work the day after he and Ministry of Agriculture Engineer, Hanniel Madramootoo, his wife Felicia De SouzaMadarsamootoo and Directors of the Trinidadbased Constantine Engineering and Construction Services Limited- Phillip Madramootoo were charged. The charges were reportedly instituted on the advice of the Director of Public Prosecutions. It was alleged that between October 28, 2010 and April 25, 2012 they conspired with each other to commit the offence by continuously approving

to the contractor of the engineering firm for works that were incompetently and incorrectly done with inferior materials to rehabilitate the GMC; despite knowing that such works should not have been approved. They have to return to court on December 7, 2016. Arrest warrants have been issued for the Directors of Phillip Madramootoo and Nizam Ramkissoon who are directors of Constantine Engineering and Construction Services Limited. They are jointly charged with conspiracy to commit a misdemeanor of procuring money to be paid by false pretense with intent to defraud between October 28, 2010 and April 25, 2012.

Many Human Right Activists in Guyana are not optimistic about the Ministry of Social Protection’s plan to establish a committee aimed at protecting young girls. “This is not sufficient to deal with the issue, government needs to put more emphasis in this area, there must also be a more responsible minister to deal with the high incidence of issues affecting young girls,” some activists said. They further stated that it was very disgusting to know that the Minister of Social Protection, Volda Lawrence referred to rape as “deflowering” and is questioning, how the Minister can protect young girls. They quipped that the government must allocate more resources in the 2017 budget for the department, hire qualified staff and do more public awareness campaigns. Abuse in general is harmful especially to young girls, who may experience a range of emotional, psychological and physical problems and trauma as a result of being abused or neglected. All forms of abuse are likely to result in emotional problems for the individual, in particular, a lack of self-esteem and distrust of adults. The longer the abuse goes on, the more serious are the effects, that’s why the government needs to tackle the issue stronger. According to a report in the Government Information Agency, the Ministry of Social Protection will be partnering with various Ministries and Non-Governmental Organisations (NGOs) in 2017 to establish a committee aimed at protecting young girls. Minister Lawrence explained that following the recent high level meeting on adolescent girls and teenagers, the Ministry is awaiting a report to establish the committee to respond to challenges facing young girls. “At the conclusion of that report, we will be able to set up a committee so that our approach to addressing our adolescents and our girls, in particular, will be a holistic one because we recognise from the Ministry of Social Protection’s side that we have to ensure that we have strong families who can take care of their children, who can be able to go out to work knowing that their children are safe,” Minister Lawrence explained.

Home Of PPP General Secretary Robbed The Ixora Avenue, Eccles, East Bank Demerara Investigators have already visited the scene. home of People’s Progressive Party (PPP) General Secretary, Clement Rohee was earlier today burglarized by three men who were reportedly armed with guns and knives. They escaped with an undisclosed sum of cash together with other items including jewellery, after tying up and beating the two maids who were in the house at the time. Speaking to the media was Rohee who was not at home during the incident but said “Three men armed with guns and a knife entered the back – tied them up with duct tape took them upstairs to the upper flat; began demanding gold and cash. Of course they [maids] know nothing about that. They assaulted them for a brief while, a few kicks and so on; they began to ransack the house from top to bottom.” Rohee further stated that he was informed that the ordeal lasted about 20 minutes. When questioned as to whether he believed the incident was random, Rohee responded with uncertainty but said that there must have been something that drew them to his house rather than People’s Progressive Party (PPP) the neighbouring ones. Murder Convict Charged With Assaulting Inmate Calvin Daly appeared before Chief Magistrate Ann McLennan in the Georgetown Magistrate’s Court charged with assault which he allegedly committed on November 6, 2016. Unrepresented before the court, Daly 38, who is currently serving a 15 year sentence for murder, pleaded guilty to the charge. The matter was adjourned and the accused will return before the court on November 18, 2016 for sentencing. The court heard that on the day in question, Daly while being a prisoner at Georgetown Prison, Camp Street, unlawfully and maliciously assaulted Dwayne King, who is another prisoner at the Georgetown Prison.

Man Remanded For Robbing Wife Of Guyanese Cricketer Chief Magistrate Ann McLennan today remanded Jose Hopkinson who is charged with robbing Lester Crandon, who is the wife of Guyanese Cricketer, Royston Crandon. The accused will return before the court on November 18, 2016. Hopkinson, 28, pleaded not guilty to the charge and told the court that he did not commit the act but in fact he was in a nearby store with his girlfriend when the virtual complainant raised an alarm. Hopkinson also made claims of being assaulted by police officers. However the Police Prosecution denied the claims, stating that Hopkinson was identified in the matter and he has similar offences before the court. It is alleged that on November 7, 2016 on Sheriff Street, in the vicinity of the Electronic City Building, he robbed the woman of a Shoulder Bag valued at GY$30,000, a Samsung Cellphone valued at GY$64,000, one Guyanese Passport and GY$140,000 cash.

Annandale Man Charged For Causing Road Death Fifty-nine-year old Michael Fraser of Annandale, East Coast Demerara was today released on GY$250,000 bail and instructed to return before the court on November 30, 2016 after he appeared before Magistrate Fabayo Azore in the Georgetown Magistrate’s Court charged with causing death by dangerous driving and driving under the influence of alcohol. The accused pleaded not guilty to the charges. There was no objection to bail by the Police Prosecution as it was revealed that the accused is currently on station bail; however his driver's license will be suspended for the duration of the trial. It is alleged that on November 15, 2016, Fraser drove motor vehicle - PSS 8813 in a manner dangerous to the public causing the death of Virgil Cummings. It was further alleged that on the same date in question on Nelson Mandela Public Road, Georgetown, the accused operated the motor vehicle while under the influence of alcohol.

Minister within the Ministry of Communities with responsibility for Housing, Valerie Adams-Patterson has suggested that a survey be carried out to address a number of land acquisition and land related issues existing in Region Two. Adams -Patterson, who visited Lima Sands, Essequibo, on Monday, told residents that the Ministry of Communities is aware of the issues that affect residents who are trying to acquire land. Some of these include squatting and overcrowding. Residents complained of persons acquiring more than one house lot while others are finding it difficult to get one. A number of complaints and issues have been brought to the attention of the Minister, who said that her Ministry, along with other land titling agencies would have to prepare surveys to ascertain the facts before legally addressing them. Minister Adams-Patterson added that, “I know that there are issues here, there are issues of squatting, and there are issues of persons owning more than one house lot and some still waiting to have one. We are going to deal with these issues with the help of you and your officers, the senior officers and so in this region.” “Some of the land or most of it is owned by the Guyana Lands and Surveys, not every piece of land, even if it has a house on it is owned by housing, so before we can intervene we have to first establish who owns (the land).” Minister Adams Patterson explained. While in Region Two, held public consultations on whether the age to apply for house lots should be changed from 21 years to 18 years and awarded 12 Home Improvement Subsidies. Several other public consultations planned for communities across Guyana.

Georgetown, Guyana – (November 9, 2016) President David Granger said that Guyana looks forward cooperating with the Republic of South Africa in the area of climate change and environmental management as part of this country’s continued push toward the development of a ‘Green State’. The President made these comments today following an Accreditation Ceremony at State House, where the new non-resident High Commissioner of the Republic of South Africa to Guyana, Her Excellency Xoliswa Nomathamsanqa Ngwevela presented her Letters of Credence to the President. “We look forward to sharing our experiences on the mitigation of the impact of global warming, the demarcation of national parks, the designation of protected areas, the generation of energy from renewable sources and the protection of wildlife with the Republic of South Africa,” the President said. The two countries established diplomatic ties on November 4, 1994 and President Granger highlighted Guyana’s advocacy in support of the dismantling of apartheid in South Africa. “Guyana employed every available international forum, including the Caribbean Community, the Commonwealth, the Non-Aligned Movement and the United Nations, to agitate for an end to apartheid in South Africa. Guyana sponsored and co-sponsored resolutions, at the United Nations, which condemned this racist system and which called attention to acts of brutality committed against opponents of this system,” the Head of State said. Additionally, the President said that Guyana welcomed antiapartheid politician Oliver Reginald Tambo to Georgetown in 1987, celebrated Nelson Mandela’s release from prison in 1990 and celebrated the introduction of majority rule in the Republic of South Africa in 1994.“These events and achievements vindicated the solidarity between our peoples,” President Granger said. The High Commissioner stated that it is an honour to be chosen by her country to be the representative to Guyana and this part pf the world and that she hopes to make a difference in the advancement of the bilateral interests of the two countries. “Your Excellency, as we all know, people to people relations are an integral part of state and government relations. Hence it is imperative that we find ways to boost tourism… because that is usually a catalyst to create linkages between people, businesses and institutions working together. We hope we can change that so our bilateral contact can improve,” she said. The High Commissioner also noted that though the Republic of South Africa remains non-resident in representation to Guyana, that this would change some time in the future to support the expansion of political and economic diplomacy especially with countries of and with an African Diaspora. By Caribbean News Now contributor LONDON, England -- New British Prime Minister Theresa May has called on Dominica-born Baroness Scotland, the Commonwealth secretary general, to answer allegations of extravagant spending based on documents leaked from the Secretariat, saying Scotland would be judged on how she reformed the institution. Speaking to reporters on a visit to India, the prime minister was asked about several days of reports connected to Scotland in relation to excessively large sums to refurbish the official residence of the secretary-general, the London Guardian reported. The latest accusation is that Scotland was granted an “education allowance”, although her children are grown up. The allegations are said to have come from a whistleblower who used to work for the Commonwealth. Other British newspapers joined in the chorus of criticism of Scotland, including an op-ed saying that she “must get a grip or quit”. According to Oliver Kamm writing in The Times, “It’s a betrayal of the ethos of her organisation, at an especially terrible time in Britain’s external relations… Sadly, Lady Scotland gives every indication of treating her role as a sinecure rather that a public service. She needs to get a grip or go.” The Mirror newspaper reported that May “piled pressure” on under-fire Scotland, who faces mounting criticism of her allegedly lavish spending on her official residence. The Sun newspaper said that, in a withering putdown, May “told brazen Baroness Scotland she had one last chance to save her job as she waded into the row over the peer’s extraordinary spending. Speaking in New Delhi, May said: “Obviously the UK is a strong supporter of the Commonwealth – we believe as an organisation it has a role to play in dealing with shared challenges around the world such as human rights. “We believe it does need to operate as effectively and efficiently as possible. That means there does need to be reform of the secretariat. For Baroness Scotland, of course she needs to respond to the allegations that have been made. She will be judged on how she delivers on that need for reform for the Commonwealth secretariat to be operating effectively and efficiently.” Scotland’s office has blamed “a profoundly disaffected individual” for leaking “false, misleading and distorted allegations”. A spokesman said of May’s comments: “We are grateful for the prime minister’s support of the secretary general and appreciate her backing for the reforms secretary general Scotland is undertaking on behalf of the Commonwealth and its more than two billion citizens.” Just days before she left for India, according to The Sun, May delivered a “hammer blow to scandal-hit Baroness Scotland by publicly withdrawing support for embattled Commonwealth boss”. Despite being pressed several times by reporters, May’s official spokeswoman refused to say she had the backing of the prime minister, saying merely that May supported the role of the secretary general rather than Scotland personally. “The PM

supports the role of secretary general of the Commonwealth and the important work the office does,” she said. Downing Street also directly refuted a claim by Scotland that she had received a “wonderful letter” from the prime minister dated October 31, expressing support for her work. However, officials said the letter was in response to other correspondence and only indicated support for the work of the Commonwealth, not Scotland personally. Amid the ongoing reports of alleged financial profligacy and cronyism by Scotland, Indian officials are said to be reviewing whether the country should remain in the 52-member grouping or cut its financial contributions and divert the money saved towards the UN – which has been a principal platform for recent Indian diplomatic efforts. “Remaining in the Commonwealth is a legacy issue… But, this (reducing funds) is still a possibility if the situation persists,” sources told The Wire, an independent news website operating out of New Delhi. Official sources told The Wire that India has been “concerned” about the recent controversies surrounding Baroness Scotland, as well as the general direction of the multilateral body in its development and political agenda. Alarm bells went off in Indian government circles in July after a British newspaper published a series of articles accusing Scotland of hiring a new “transition team” with the help of an outside consultancy firm belonging to a “friend”. Following her appointment in April of this year, Scotland quickly began bypassing normal procedures, against the advice of Secretariat officials, to hand out £192,000 (US$240,000) of lucrative contracts to friends. She appointed two friends, Matthew Doyle and Joe Phelan, as her special advisers on £16,000 (US$20,000)-a-month contracts. “Baroness Scotland is under intense pressure to explain why two former Labour flunkeys have been put on her payroll at such vast expense,” The Sun said. And she handed her fellow Labour peer and close friend, Lord Patel of Bradford, a £30,000-a-month consultancy to be her “change manager” in a deal criticised by British MPs. Scotland reportedly bypassed the Commonwealth’s normal tendering process by hiring Patel, who the baroness apparently calls her “partner in crime”, as a consultant without putting the job out to other bidders. Although she cited his company’s “proven track record”, it faced being struck off by the Companies Registrar three years ago because it appeared to be inactive. It is unclear how many full-time staff, if any, his company employs. It does not advertise and has no website or telephone number, and its address is Patel’s home. The peer and his wife Yasmin are the firm’s only directors. Parliament would expect nothing less.” Scotland also hired one of Patel’s friends, former BBC journalist Barnie Choudhury, as the Commonwealth’s director of communications – even though someone else was doing the same job. A source told The Mail on Sunday: “There were secret meetings to decide how to explain it away to the media.” Another issue is the appointment of former Barbadian diplomat Lolita Applewhaite as head of Scotland’s private office at the Secretariat. As previously reported, Applewhaite was heavily involved in Scotland’s campaign for the position of secretary general, including accompanying Scotland on visits to other Caribbean countries. However, Applewhaite has exceeded the age at which she should be employed at the Secretariat since, other than the secretary general, everyone must be under 60 years of age. Notwithstanding its professed commitment to transparency, the Secretariat has failed to respond substantively to requests for comment on this and other matters. In a letter to the then 53 Commonwealth high commissioners, Scotland claimed that the transition team was to help reduce her learning curve and allow her to “hit the ground running”. She also countered reports about her lavish expenditure on the official residence in London’s Mayfair. While a refurbishment budget of £250,000 (US$313,000) was agreed in January before Scotland took over, the costs have since ballooned to an acknowledged £330,000 (US$413,000) and possibly as much as £450,000 (US$563,000) according to media reports – an increase of anywhere between 32 and 80 percent. Scotland admitted that it was “true that proposals were made for various upgrades after my assumption of duty, in light of the official use I propose to put the residence to rather than it just being a family residence” However, her explanation appears to have cut no ice with New Delhi, as reflected in the Indian government’s continuing uneasiness about her role. “We are the fourth largest financial contributor to the Commonwealth. We have concerns in how [the budget] is being spent,” sources told The Wire. “She was already under a cloud when she came in, so after that, when the reports about renovations are published, these compound our worries about her effectiveness,” Indian officials said. According to The Mail on Sunday, criticism of Baroness Scotland is also mounting among diplomats in other countries, along with calls from British MPs for a parliamentary probe of her use of public funds. One of her Scotland’s predecessors, Sir Don McKinnon, secretary-general from 2000 to 2008, said on Saturday: “I see these things, and I’m worried for the sake of the Commonwealth.” Referring to one of the Commonwealth’s smallest member states, he added: “It’s very hard to stand up in front of the prime minister of Tuvalu and say we’ve just blown your cheque on one small item.” Scotland won the post of secretary-general with fewer than 50 percent of the votes at the Commonwealth heads of government meeting (CHOGM) in Malta a year ago, becoming the first secretary-general ever to be elected on a minority vote. While Scotland was nominated for the post by her country of birth, Dominica, on the basis that it was ‘the Caribbean’s turn’ to fill the post, she was effectively considered a British candidate, and open lobbying by Australia, Britain and Canada (ABC) was reportedly hard for other member countries to resist. There is now an increasing conviction in New Delhi that Scotland will pursue the ‘ABC’ agenda. “We are anticipating that she will push their socio-economic agenda,” sources told The Wire. With the recent departure of the Maldives from the Commonwealth, 30 small states remain part of the group. These countries are the main beneficiaries of development projects like the Commonwealth Fund for Technical Cooperation (CFTC) and the trade financing fund. Indian officials say that the main utility of the Commonwealth for New Delhi has been to maintain an interface with small island states. “We don’t have many missions in most of those places, so the Commonwealth is a good platform for engagement,” an official said. India is one of the principal sponsors of the Small States Office in New York and Geneva, which is a shared space for a dozen permanent missions of the smaller Commonwealth members. Due to the economic crisis in the last few years, there has been an incremental reduction by several countries in their financial contributions to the Commonwealth. According to the Commonwealth Secretariat Revised Strategic Plan issued in December 2015, there has been a drop of £11 million (US$13.8 million) a year in funding. India contributes over £1 million (US$1.25 million) to the CFTC, with additional funds for the secretariat, Commonwealth foundations, offices in New York and Geneva, and the youth program. Recently, India also pledged to make up to $100 million of incremental trade finance available over a period of three years to the Commonwealth Small States Trade Finance Facility. About two months ago, a proposal was floated for revising the financial contributions from member states. India had “reservations” about this proposal. A Commonwealth spokesperson, however, denied that there was any such suggestion. “The Commonwealth secretariat is already under financial strain and has a limited budget. CARACAS, Venezuela -- Inflammatory speeches, flamboyant personalities, and an omnipresence in citizen and mainstream media that can't be contained. These attributes and many more have compelled netizens to compare US presidential candidate Donald Trump and late Venezuelan president Hugo Chávez, and these ideas have only gained traction online as the presidential race has reached its peak: A lot of the discussion has taken place on Twitter, where new campaigns comparing Trump not only to the late Venezuelan president, but also to other Latin American authoritarian heads of state, circulated online -- often as part of efforts to urge Latin American voters to vote for Democratic candidate Hillary Clinton. On the Latino comedy channel Flama, Venezuelan stand-up comedian Joanna Hausmann expanded on comparisons she made previously on the Internet in 2015: “Listen, when it comes to leaders like this, it does not matter that they’re from the left or the right or center or whatever, political inclinations shouldn’t change scary reality that this these men make the world a worse place […] They would make entertaining TV characters, sure, but they make dangerous leaders.” On Milly Channel's YouTube channel, some of these elements were evident in more detail in Spanish. The vlogger pointed at the ways in which both political leaders have concentrated on stirring the emotions of their followers. Indeed, a critical tactic for both leaders has been an incendiary and often off-the-cuff media presence. Both leaders used Twitter to promote a larger-than-life presence on social media, speaking plainly and using crude humor to attract audiences in the millions. And both have combined this with powerful positions in mainstream television. On Aló Presidente, Venezuela's charismatic socialist leader would pontificate about national politics for hours on end, and regularly mock the missteps of politicians who fell out of his favor. Trump hosted the enormously popular TV program “The Apprentice,” and whether he wins or loses, he appears poised to launch a new cable television network, “Trump TV.” Both men have also threatened lawsuits against journalists who write stories critical of their policies and practices. Of course, there are significant differences in the kinds of policies and visions for society that the two leaders advocate. Trump endorses a socalled “trickle-down” economic model that he says will support the growth of businesses by giving benefits to entrepreneurs, while Chávez pushed a government built on redistributive tax policies and state practices. Chávez also had years of experience in politics and government before he ran for president. On the blog “Latin America Goes Global,” Juan Nagel points at the differences between Chavez's and Trump's campaigns, urging his readers not to forget the economic and political crisis that resulted in Venezuela thanks to Chavez's presidency -- a collapse he says wouldn't be possible in the United States, even under Donald Trump, because of the strength of the United States’ public institutions: “Chávez was

UN-backed Cholera Vaccination Campaign Kicks Off In Haiti PORT AU PRINCE, Haiti -- A vaccination campaign against cholera began on Tuesday in the areas of Haiti hit hard by Hurricane Matthew, with support from the United Nations and other institutions. “Today in Haiti marks the first day of a vaccination campaign against cholera in areas ravaged by Hurricane Matthew,” Stéphane Dujarric, the spokesman for the UN secretary-general, told reporters in New York, noting that the campaign is supported by the Pan American Health Organization/World Health Organization (PAHO/WHO), the UN Children’s Fund (UNICEF) and others. “The target population is estimated at 820,000 people over one year of age. Activities will focus on municipalities most vulnerable to cholera outbreaks in the two southern departments of Grand’Anse and Sud, where there have been significant destruction of water and other supply systems,” Dujarric said. According to a news release from PAHO/WHO, the decision of WHO and other members of the Global Task Force for Cholera Control to approve the request of the Haitian ministry of health (MSPP) to bring one million doses of oral vaccine against cholera is based on the goal of reducing the burden of cholera cases on health care facilities, and of reducing deaths in the departments of the Sud and Grand’Anse. In the release, PAHO-WHO representative Dr Jean-Luc Poncelet stressed the importance of the leadership of MSPP in this vaccination campaign. Some municipalities in the southwest peninsula have reported outbreaks of cholera since the hurricane hit on October 4, “so it is important to work together and with partners to build local capacity for clinical management of cases in the cholera treatment centres,” he said. Poncelet noted that PAHOWHO will support the ministry of health in activities including development of tools and technical support as well as reception, storage and transport of the vaccines and supplies in departments, municipalities and institutions. PAHO/WHO will also support

training of vaccination staff supervisors and operators, and the coordination, collection and analysis of information, monitoring and evaluation, he added. “The vaccine is an additional intervention which will help us to save lives, but does not replace the efforts that the government supports in the field of water and sanitation,” emphasized Dr Daphne Benoit, Haiti’s minister of public health. Earlier in the day, Alessandra Vellucci, the director of the UN Information Service in Geneva, told reporters that as of 7 November, the appeal for Haiti was still only 36 percent funded. Police: Sex With Underage Person Not ‘Legally’ Rape Saint Lucia Police have been explaining why under the criminal code, a person who has sexual intercourse with someone who is underage will not be charged for rape. Acting Corporal at the Prosecution Unit, Anne Joseph, has said that while in the United States there is an offence of statutory rape, the situation is different in Saint Lucia. Joseph observed that a person under the age of sixteen cannot give consent to any sexual act. She noted that for that reason, consent cannot be withdrawn. “Rape deals with not giving consent or withdrawing consent and the person persists and commits the sexual assault,” Joseph told the MBC Television programme – Police Insight on Monday night. The police officer observed that as a result, the charge of rape is not instituted because an underage person cannot consent to sex. “It begs the question if you cannot give consent how can you possibly say at a certain point that you did not give consent or you withdrew consent?” She told her audience. Joseph disclosed that rape speaks to sexual intercourse with an individual without that person’s consent, according to Section 123 of the Criminal Code. Sections 126 and 127 of the code speak to sex with a minor or a young person – a minor being a child below the age of twelve and a young person being between the ages of twelve and sixteen, it was explained. It was revealed that data from the Northern division indicate that in 2013 there were fifty such reports of sexual intercourse with a minor and sexual intercourse with a young person. There were seventyone reports in 2014, fifty eight in 2015 and for this year so far, forty-two reports. There are two Vulnerable Persons Units – one in the North and the other in the South, which spearhead investigations into the reports. Acting Corporal Joseph noted that according to Section 119 of the Criminal Code, an individual in a position of trust or authority becomes aware of a case of suspected physical or sexual abuse of a child and fails to report it either to the police or to the Division of Human Services can be held criminally liable. The Criminal Code defines a person of trust as including a parent, a guardian, a teacher, a medical practitioner,

T&T Hoped For ‘Hillary’ Headlines Locally, there had been certain high hopes for “Hillary” headlines today. That’s what some T&T politicians—from both the People’s National Movement Government and Opposition United National Congress - had been wishing for in yesterday’s US presidential election. That is, along with millions of other supporters of Democrats candidate Hillary Clinton as opposed to fans of the Republican’s Donald Trump. US media reported a record high voter turnout in yesterday’s election to elect the 45th President of the United States. Many states reported long lines of voters from as early as the 6 am and 7 am start of polls. Key development was an early surge of Hispanic voters—particularly from the crucial south and south west swing states - from as early as 8 am. This was projected as a good start for Clinton, who held strong Hispanic support as well as among US blacks, women and the college educated. Initially it wasn’t seen as a good sign for Trump, whose supporters included men including white men - and non- college educated people. In Florida alone—a key battleground—an estimated 6.4 million early voters were reported. Early voting began in recent days. Swing states like Florida determined the outcome. Other such states included Georgia, Virginia, Ohio, New Hampshire and Iowa. Miami, Florida resident, T&T-born Irwin Alexander and his family, were among early voters last weekend. Alexander said, “This eased the burden substantially, preventing long lines from accumulating on election date. In Florida, 60 per cent of the electorate had already cast their ballots prior to yesterday. As a result, yesterday’s election day lines in Florida were short. “Early balloting was brisk and during our visit to the polling station there were approximately 75-100 people in line. The process took no more than 15 minutes from start to finish. Yesterday’s voting was for folks who didn’t vote early. Only a couple states don’t have early voting and in those states yesterday, the lines were long.” US citizens in T&T had already voted via absentee ballots since the October 15 deadline for such voting. Ballots for absentee voting were issued electronically 45 days before the election. Submissions were sent to the US or sent to the US Embassy. This added to the 46 million early votes cast before yesterday’s election day exercise. The BBC, reporting on the first female contender for the US presidency, yesterday featured 44 other female leaders who have helmed countries - among them, BBC listed former prime minister Kamla Persad-Bissessar. Persad-Bissessar, another Clinton supporter, said of the US election: “Throughout its 240-year history, the United States has been ruled by men. Many women around the world were looking to Hillary to join the list of female leaders in the world and make the USA the 45th country to have had a female leader. “She led a dignified, positive campaign that has energised women everywhere who looked forward to the results with great anticipation that she would shatter the toughest glass ceiling to become the first female President of the United States. She has inspired and empowered millions of girls and women across our planet.” However, PersadBissessar’s colleague UNC MP Fuad Khan, who has been sporting an ‘I like Trump’ T-shirt, said: “I like his style. I didnt’t care about people ribbing me about him and if he pulled through I’d be glad - it would only mean I’m very good at choosing winners.” PNM & UNC backed Hillary However, PNM lady vice-chairman Camille Robinson-Regis said, “My family—here and in the US—all held the hope of ‘Hillary headlines’ (on today’s papers). “My brother, who lives in the key swing state of Florida, had been campaigning for Hillary and

canvassing for votes for her. I told him if Hillary didn’t win I’ll blame them squarely. My brother—and cousins in New York who are all registered Democrats—were among millions of early voters. “They all understand the history that a victory by either Presidential candidate would have made and they’ve expressed concern if Trump won, what that would mean, especially for the Caribbean people, due to his immigration policies. “But what I find truly amazing is that a country as liberal and advanced like the US took 200 years to have a woman on the ballot of one of the major political parties. “I was also struck that the very first votes cast on election day just after midnight yesterday was in a tiny New Hampshire community with eight people - four voted for Clinton, two for Trump, one for an independent and one for the last Republican Presidential candidate, Mitt Romney.” Robinson-Regis said the perceived “drop” in black community support for Clinton might have been because it was measured against the huge wave of such support that came out for Barack Obama in previous elections. Opposition MP Dr Bhoe Tewarie, who lived in the US for almost 10 years during in his youth, said his daughter—an attorney—and her husband, who live in the US, went out to vote for Clinton very early yesterday. “Most of the people I know in the US are Democrats. My few Republican friends, have—in this race—been very tortured by the situation,” Tewarie said. “America has become a very divided country in the face of a growing diversity in its population, so there have been cultural and ethnic tensions as well as regarding immigration. Trump capitalised on that. There’s a worrisome global breeze that’s signalled by Trump, the Brexit vote and growing emergence of nationalist fervor.” He added: “It has serious implications for the globalisation setting in for the last several decades and has serious implications for small states like ours, who have gone along with the globalisation trajectory and process and must now respond to a change of thinking in the dominant economies of the world. We have to watch and prepare for this.” Further analysis of the US results will be done on Friday, when the Sir Arthur Lewis Institute of Social and Economic Studies holds a panel discussion on the post-election future. Debate topics includes whether a new era in US political campaigning has begun, how US-Caribbean relations will be affected, what the results means for the US immigrant population, especially the Caribbean diaspora and if pre-election concerns about internal unrest will materialise. The Director of the Saint Lucia Tourist Board (SLTB), Louis Lewis and his Deputy, Tracy Warner-Arnold, spent their last day on the job yesterday, reliable sources have told the Times. According to the sources, the government decided to pay them off to allow them to leave the SLTB ahead of their due departure date. Both Lewis and Warner-Arnold recently quit their posts. Lewis was due to officially leave in January next year while Warner-Arnold was due to leave later this month. Although the two have not spoken publicly about their decision to quit, well-informed sources have told the Times that there has been a level of ‘disquiet’ at the SLTB. The government has plans to transition the SLTB to a Tourism Authority. In this regard, reliable reports indicate that SLTB staff were informed yesterday that they would have to reapply for jobs in the new entity. According to information obtained by the Times, the staff members were also informed that in due course termination letters will be prepared. Roget Questions System Used By CSO In Jobless Research Following a jump in the unemployment rate, president of the Joint Trade Union Movement (JTUM) Ancel Roget, is questioning the research methodology used by the Central Statistics Office in tabulating the latest figures. The latest data from the CSO indicates that the unemployment rate increased from 3.8 per cent in the first quarter of 2016 to 4.4 per cent in the second quarter—April to June 2016. But Roget, who also heads the Oilfields Workers’ Trade Union (OWTU), said those figures were inaccurate. He said his research team had been tabulating unemployment figures across the divisions represented by his union and unemployment was significantly higher than what was presented by the CSO. Accusing the CSO of “jerrymandering” statistics for political gain,” Roget called on the CSO to declare its research methodology. “This is something we have always spoken about. We have an issue with the method they use to calculate unemployment. Over what period of time they look at and what number of people they use to calculate unemployment levels.” He added: “We must remember there is a significant number who have not regained employment after being laid off.” Among these are 1,000 plus OAS workers and over 650 workers from ArcelorMittal. Roget pointed out that many employers were laying off workers without declaring it to the Minister of Labour. Roget also noted that trade unions represented only 20 per cent of employees. “Because the process to get recognition is so onerous, we have 80 per cent of employees being non-unionised,” Roget added. Asked whether JTUM and the National Trade Union Centre will be tabulating their own unemployment statistics and revealing it to the public, Roget said this was not the focus right now. He said the trade union movement was more concerned with changing the Retrenchment and Severance Benefits Act and other anti-worker labour laws, including the Industrial Relations Act. “We are certain that there are thousands of people who have been sent home. We can pull together our statistics but we are certain that if we change the Retrenchment and Severance Benefits Act and make it more unattractive for employers, then more workers jobs could be saved,” Roget said. CSO RESPONDS Contacted yesterday, a senior official at CSO said it was not true that statistics were being manipulated for political gain. “We have a methodology that is internationally accepted and these latest figures would have been compiled by experts in the field. It is not us following any methodology of the Government,” the official said. Asked whether data from the trade union movement was incorporated, the source said no. “We normally conduct a survey of households called the continuous sample survey of population and this is our main instrument for collecting data on our labour force. We may also use secondary data of different types to be able to corroborate what we are seeing. The continuous sample survey is what we take to households so we gather first-hand information,” the official explained. The source also said there was no need for the CSO to try to get a better system in place to get key data on unemployment as the standards already used were internationally acceptable. Economist Indera Sagewan-Alli said given the number of challenges facing the CSO she was concerned about the validity of the 4.4 per cent unemployment rate. She called on Government to create employment opportunities by offering incentives to encourage the manufacturing sector and the agricultural sector. Labour Minister Jennifer Baptiste-Primus could not be reached on her cellphone yesterday. Her assistant said she was engaged in several meetings and could not speak to the T&T Guardian. Several messages were left for the minister but she did not respond up to late yesterday. Latest statistics Based on the latest CSO data the labour force fell from 641,900 to 640,900—a decrease of 1,000 or 0.2 per cent. The labour force participation rate fell from 61 per cent to 60 per cent while persons employed fell from 617,800 to 612,400—a decrease 5,400 or 0.9 per cent. Imbert Orders PS To fix BIR’s Problems Finance Minister Colm Imbert is promising to give whatever support is necessary to fix the problems at the Board of Inland Revenue (BIR) building in Port-of-Spain after staff walked out due to health and safety concerns for the second consecutive day. The minister said yesterday he had asked the permanent secretary of the Ministry of Finance and the chairman of the Board of Inland Revenue to address concerns raised by president of the Public Services Association Watson Duke. On Monday, Duke led the workers in a walkout, saying many of them were falling sick because of the conditions at the building which houses their offices. He said letters had been sent to Imbert about the concerns but the union got no response. Contacted yesterday, Imbert told the T&T Guardian he had directed the PS and the chairman of the BIR “to deal with this issue as a matter of urgency.” However, Duke said no one had contacted him or the union on the matter. He said he would give “whatever support is required at my level,” but he said “they (the PS and chairman of the BIR) are the first responders in a matter of this nature. “The union and the workers are prepared for the long haul. It is within our rights and no injunction would stop us,” he added. He said for far too long the pleas of the union and the workers have fallen on deaf ears. “The PNM has been in Government for one year, they know about the problem but yet they have done nothing,” he said. Duke admits that apart from the inconvenience to the public in doing business at the BIR, the Government loses big time when the office is closed “because collection of taxes is affected through no fault of the public or the workers. The blame for this falls squarely on the Government when no money is collected,” he said. Duke said the authorities “have to treat with it. It is critical and workers are well within their rights to protest.” He promised they would continue to walk off the job sites as long as the issues were not addressed. Duke said there needed to be “a structural engineering report with regard to the state of all the floors (at Trinidad House), a report on OSHA compliance, electrical inspection of the building, the fire service needs to come in and ensure the building has enough extinguishers in the event of a fire, the air condition needs to be fixed... people are getting sick,” he added. EBC Rejects Two Kenrick UNC Candidates Preudhomme (St. Ann’s/Cascade/Mon Repos West);

The ruling People’s National Movement (PNM) is the only party fielding a full slate of 137 candidates for the November 28 Local Government election, since the Opposition United National Congress will only have 135 candidates. Yesterday, the UNC issued its list of candidates, without names of candidates for the Woodbrook and Southern Port-of-Spain seats in the Port-of-Spain corporation area. UNC chairman David Lee said two of UNC’s candidates who filed nomination papers on Monday for those two seats were rejected by the Elections and Boundaries Commission. He said this was due to alleged discrepancies with documents from two supporting UNC personnel who had to sign the candidates’ nomination forms. One of the Independent Liberal Party’s (ILP) eight candidates, Junior Mitchell for Enterprise South, also dropped out since he encountered a problem with his documents, ILP leader Rekha Ramjit said. How much 'black money' is there in circulation? The actual figure is unclear but correspondents say the issue of "black money" is a huge problem in India.

Newspapers described serpentine queues at ATMs(AFP) Indian Finance Minister Arun Jaitley says "honest people" have no need to worry about a decision to scrap 1,000 and 500 rupee notes. Mr Jaitley said the move would flush out tax evaders, adding that all old notes deposited in banks would be subjected to tax laws. The surprise move, announced on Tuesday evening, is part of a crackdown on corruption and illegal cash holdings. The announcement was met with shock in India. Media described the move variously as a "surgical strike" on tax evaders in the country's overwhelmingly cash-based economy and a "big bang note". The banknotes declared illegal tender represent 85% of cash in circulation in India. Mr Jaitley said that the move would also help India move towards a cashless economy, saying that farmers could "now keep their money in banks". He added that new 2,000 (about $30; £15) and 500 rupee denomination notes to replace those removed from circulation would be injected into the economy over the next "three to four weeks". On Tuesday there were long queues at ATMs as people tried to withdraw 100 rupee notes, which are still legal. Banks and ATM machines were

shut on Wednesday. The most affected are likely to be small traders, vendors and labourers but newspapers were quick to point out that India's wedding season, due to start in a few days, will also be hit hard."Black money and corruption are the biggest obstacles in eradicating poverty," Prime Minister Narendra Modi said in his address to the nation on Tuesday evening. He said the move would "cause some hardship" but asked people to "ignore" it, calling the step a "celebration of honesty". People will be able to exchange their old notes for new ones at banks over the next 50 days but they stopped being legal tender at midnight on Tuesday. There are also going to be limits on cash withdrawals from ATMs starting on Thursday. The move is designed to lock out money that is unaccounted for - known as "black money" - which may have been acquired corruptly, or be being withheld from the tax authorities. Finance Secretary Shaktikant Das warned people with large amounts of hidden cash that banks would closely monitor the exchange of old notes for new ones. The case involved an Italian-Brazilian couple who wanted to give their son both their surnames, as is traditional in many Latin countries. After their request was rejected by Italian authorities, they took the case to the ECHR, which ruled in their favour in 2014.

Arizona Police Kill Suspect In Officer's Shooting Death late Tuesday, and officers returned fire on the man who was barricaded inside a cabin near the city of Show Low. Afghan 'Green-eyed Girl': Pakistan Deports Sharbat Gula fled Soviet-occupied Afghanistan as a child. She and millions of other Afghans sought refuge in neighbouring Pakistan and Iran. After her arrest in Peshawar, near the border, on 23 October she pleaded guilty to all charges and was fined 110,000 rupees ($1,100). She could have faced years in prison. Pakistan has started cracking down on refugees living in the country amid rapidly deteriorating relations with Afghanistan and India. The celebrated "Afghan Girl" picture was taken by photographer Steve McCurry in 1984 in a refugee camp in north-west Pakistan, during the Soviet occupation of Afghanistan. It led to one of the most recognisable magazine covers ever printed. Pakistani policemen escort Sharbat Gula as she leaves hospital before being taken to the border(AFP) An Afghan woman made famous by a National Geographic cover in 1985 has been deported from Pakistan after she was convicted of having fake ID papers. Sharbat Gula had served a 15-day prison sentence in hospital where she was treated for hepatitis C. She and her four children were handed over at the border. She is expected to meet President Ashraf Ghani in Kabul. Gula, whose is remembered for her haunting green eyes,

The major security breach has seen a hoaxer interfering with incoming passenger flights at Melbourne Airport, in Tullamarine, and Avalon Airport, in Avalon, on at least 15 occasions, the Australian Federal Police (AFP) said in a statement. "As a result of the unlawful interference with air traffic control broadcasts over several weeks, the AFP has today issued a call for public help for any information that will result in the identification and arrest of the person responsible."

ABC News, a local media service, reported one incident where flight data viewed on FlightRadar24 shows the plane was within 275 feet of the runway at Melbourne Airport before the plane began climbing again. Airservices, Australia's air navigation service provider, said that no passenger safety was compromised on any of the flights as a result of the fake radio calls to pilots. The AFP added that while incredibly serious, travelers should not be concerned about their safety and security while visiting the Melbourne area. "The airlines have been briefed to ensure the advice has been passed on to their pilots and to ensure appropriate measures are in place," said Chris Sheehan, the AFP's acting assistant commissioner. The End Of The USA Electoral Elections The Beginning Of A Doubtful Journey The 9th of November 2016, will be remembered as the day the Democrats was tangible. The polls were showing a tight race in world temporarily ‘stopped’ to witness the ‘clash’ of two titans. Hilary Clinton as the Democratic candidate and Donald Trump as the Republican candidate. After a long campaign, the two elected candidates from both parties would final face their fate in one last battle. The decisive one. There will be no turn back from here. Last night America became an ‘arena’ and the world was the fearful spectator. Voters were requested to assist to the polls from early hours in the morning. And many did so. Trump and Clinton supporters ratified their positions, marking their ballots with an X next to the candidate in question. The process lasted over 12hrs. It was endless for those who wanted/needed this seemly eternal nightmare to be over. The social media from all over the world, followed the process from its very beginning reflecting the frustration of millions who could be direct or indirectly affected by the final results. Some Facebook users started to post humorous Memes about how irrational would it be for the Republican candidate to win the elections, Twitter followed by flooding its site with sarcastic comments from desperate users. Instgram displayed the most creative selection of celebrity reactions about the on-going process. All was ‘well’, America had to decide and the globe expected the best. Worries were yet not needed to be taken. The clock marked the 19:00hrs (local time). According to international updates, the first polls were supposed to start closing around that time, and so they did. Like me, some of my coworkers were anxious about reaching home to sit and ‘enjoy’ of the end of one of the most controversial campaign in American history. Television stations were the elections were being broadcasted, could be heard from the streets. Neighbors could be seen sitting on their doorsteps, taking about the uncertainty in America and how to cope with the changes that were about to take place, no matter if the winner was a Republican or a Democrat candidate. There was a slight tension. But was bearable. Polls started to close, and the results weren’t alarming. It was still possible to have a decent meal without having gagging reflects or shaky –cold hands holding the remote. The 21:00hr arrive. And CNN anchors started to reveal a vague analysis about the possible course or model that the results will follow for the next ‘couple’ hours. At this point a slight anxiety started to take over the media. The Republican candidate was obviously taking the lead, and even though the Democrat was holding a fight, there was a red ‘wave’ flooding the USA map. ‘Too Early to call’, was the phrase used by the anchors referring to those states, which results were yet inconclusive. Phrase that became the main source for anxiety and panic attacks, if you were a Democrat supporter. It was then the 24:00hr. At this point a defeat wasn’t yet clear, but signs of struggle to keep up with the race, from the

percentage, but an overwhelming difference when votes were counted individually. States expected to make a difference due to their Democratic background, turned ‘red’. Swinging states like Arizona, Florida, North Carolina and Ohio ‘tilted’ towards the Republican candidate as well. At the first hour of November 9, little was expected to change, but there was still hope for those in blue. Tears could be seen running down the cheeks of the Democrats supporters, who silently gathered to wait for the results at the New York's Javits Center. After 2 hours and a half after midnight (local time), it was clear. Trump was going to become the 45th President of the United States. Statement that became official minutes after when the Republican candidate announced his victory in front hundreds of republicans supporters, at New York’s Hilton Midtown Hotel. It was the end. The race was over. The internet almost crashed by the tsunami of poured mixed feelings all over social media. Celebrities expresses, grief fear and anger on twitter. Arianna Grande posted: “I’m in tears”, Lindsay Lohan said: “Retweet if you want a recount”, Lady Gaga posted: “Say A Prayer America”.

A Day Like Today On this day in 1938, German Nazis launched an intense campaign of terror against Jewish people named ‘Kristallnacht’ or ‘Night of broken glasses’. Their homes and businesses in Germany and Austria were destroyed within 24hrs by German troops. More than of 7,500 Jewish businesses were severely damaged and countless homes, schools, graveyards and synagogues (Jewish temple), vandalized. More than 100 Jews were killed in the act, and over 30,000 men were arrested, many of whom were then sent to concentration camps for several months. Kristallnacht represented a dramatic escalation of the campaign started by Adolf Hitler in 1933 when he became chancellor to purge Germany of its Jewish population. Campaign latter denominated ‘The Great Holocaust’. On November 7th the third Secretary of the German Embassy, Ernst Vom Rath was murdered by 17-year-old German Jewish refugee, Herschel Grynszpan. Crime that was used as a ‘solid’ excuse for the launch of Kristallnacht, as a military campaign of terror. Jewish weren’t only killed and their properties vandalized. The survivors of this Nazi rage, were forced to pay 1 billion marks (or $400 million in 1938 dollars) for Vom Rath’s death. Most of the families didn’t have this large amount of money in their possession, being forced to give away their properties. Shortly after, the Nazi government enacted discriminatory policies that essentially excluded Jews from all aspects of public life. Over 100,000 Jews fled Germany, but the families that couldn’t escape the frenzy, committed suicide. Some countries broke diplomatic relations in protest to this horrific set of events. RECIPE OF THE DAY: CHICKEN FAJITA POTATO BOMBS Ingredients 8 medium potatoes, roughly chopped and peeled Water to boil potatoes 2 tsp chili pepper Salt and pepper 1 Tbsp COCAMAR* cooking oil 3 garlic cloves, minced 1 cup onions, diced 1 cup bell pepper, diced 6 chicken thighs, diced 2 tsp chili powder 2 tsp ground cumin Mexican cheese mix 3 eggs 2 cups breadcrumbs COCAMAR* cooking oil for frying Salsa

Preparation Bring water to a boil, add the roughly chopped potatoes. Boil until potatoes are tender. Drain, then season with salt, pepper and 1 teaspoon of chili pepper; mash. Set aside to cool. Heat skillet with vegetable oil. Add minced garlic, onions, and bell pepper. Cook until onions are translucent. Add diced chicken, season with salt and pepper, chili powder and cumin. Cook until chicken is done. Set aside to cool. Grab a handful of the mashed potatoes and form a patty. Take a heaping spoonful of the chicken mix and plop into the middle of the patty. Add cheese and form the patty into a ball. Repeat with remaining ingredients. Dip the potato balls into egg and breadcrumbs. Repeat. Fry in vegetable oil until golden brown and crispy. Enjoy with salsa!

T&T Football: Bostock Withdraws From Soca Warriors Squad Due to personal reason, John Bostock has withdrawn from the Trinidad & Tobago national team ahead of World Cup qualifiers against Costa Rica (November 11, home) and Honduras (November 15, away), the Trinidad & Tobago Football Association announced Tuesday. The England-born midfielder was given clearance by FIFA only a day earlier to represent the Caribbean power, but informed head coach Stephen Hart that he regrettably could not travel to join the squad. Bostock, who plays for Lens in the French second division, issued a statement signaling of hopes of making his T&T debut soon. “As many may know it has been a long process in receiving the clearance from FIFA,” Bostock told TTFA Media. “So understandably it is now with deep regret that due to personal reasons that I’m unable to disclose, I cannot play for Trinidad & Tobago at this stage. “I wish coach Stephen Hart and the boys all the best for the upcoming games. I will of course be following the matches closely and God willing I will be able to make my international bow in the not too distant future.” Hart added: “I had a conversation with him where he was emotional in expressing his withdrawal due to a family situation which he did not want to disclose. “We have 23-players in the squad and we will get on with the business of preparing for Friday’s match. The mood is good and upbeat after the first couple of sessions and everyone appears to be in a good physical and mental state of mind based on how things have
