GCCI ANNUAL REPORT 2019/2020 GEORGETOWN CHAMBER OF COMMERCE & INDUSTRY

OUR MISSION, VISION & CORE VALUES CHAMBER PROFILE The GCCI is the oldest and largest private sector representative organization in Guyana. Having been established in 1889 it is a member-driven and professionally staffed non-profit association of business people committed to improving the economic climate and quality of life in Guyana. We are legislatively mandated under the Georgetown Chamber of Commerce and Industry Act - Chapter 89:03 of the Laws of Guyana. The Chamber’s strength lies in the size and diversity of its membership—both large and small businesses from virtually every sector are represented.

MISSION The GCCI represents the voice of the business community in Guyana and strives to advocate policies, stimulate trade and investment, connect businesses, sustain economic growth and expand member opportunities with the aim of contributing to a stable and sustainable economic and social environment in Guyana where businesses can prosper.

VISION • Commitment - The Chamber is in business for business and is committed to preserving a stable economic environment, responding to members’ needs, connecting businesses together, improving prosperity and business opportunities within Guyana. • Integrity - The Chamber is a non-partisan, open, honest and accountable organisation, which bases its decisions on driving and supporting business development in Guyana. Our members also subscribe to a Code of Conduct in the execution of their operations. • Courtesy - It remains a core value of the Chamber that the contribution of its Council, its staff and members is valued and appreciated. • Collaboration - The Chamber values strong working relationships with other agencies and stakeholders.

GCCI ANNUAL REPORT 2019/2020

EXECUTIVE DIRECTOR’S REMARKS Colleagues in the private sector, friends of the sector, and Guyana, it is my pleasure once again to address you in my capacity as the Executive Director of the Georgetown Chamber of Commerce & Industry in this, the 130th Annual Report; the report for the period operating year 2019/2020. Your Chamber continues to be an extremely vibrant and dynamic business support organization, consistently innovating on its mandate and redoubling its efforts to support the business community. This past year, we have grown, over and above any previously imagined heights, onboarding 120 members over the past 12 months – a record number of members. Standing almost 350 members, the Chamber’s composition is a testament to the diversity in size, sector and entrepreneurship in Guyana. From the outset, I would like to thank all members, who continue to engage, support, contribute, comment and critique the work of the Chamber in a constructive and material way. Your contributions are invaluable.

PROGRAMME OF WORK & EXECUTION Over the past 12 months, your Chamber has engaged in an ambitious programme of work broadly focused on private sector development in Guyana. This programme of work has been expansive, including but not limited to: advocacy and lobbying efforts, forums, seminars, workshops, networking events, speaking engagements, hosting inward and outward trade missions, providing branding and marketing opportunities and, private sector development programmes targeted at MSMEs. Throughout this Annual Report, you will note that the volume of work done in each of these areas is immense, particularly when juxtaposed against the size of the Secretariat of the Chamber – 7 staff. Through staff specialization and strong ‘esprit de corps’, the Secretariat is able to ensure that it consistently outputs high level and quality of work on a consistent basis. At the Chamber, we understand the importance of information to strategic management decisions in the fast-paced contemporary business environment. As such, we have begun to streamline the Chamber, with a specific focus, as a hub for information related to trade, commerce and industry in Guyana. It is this that led to the Chamber creating and filling the post of ‘Trade Officer.’ This will ensure that members receive accurate and timely information for collective and consensual decisions to be made for important matters related to regional and international trade, and for members to be able to access new markets. In this, our collaboration and working relation with agencies and departments such as Guyana Office for Investment (GO-Invest), Ministry of Business, Ministry of Foreign Affairs and commercial divisions of diplomatic missions are consistently improving. Such an endeavor compounded by faster and more efficient dissemination of information makes membership wholly advantageous and puts our members one step ahead in today’s competitive environment.

PRUDENT FINANCIAL MANAGEMENT Strong internal controls and prudent management allow us to remain a financially autonomous organization. This is critical to us at the Chamber as this enables us to maintain an independent voice for the business community. This year, we report a healthy operating surplus of $7.34M – a 10 percent increase in operating surplus. This represents a turnaround from a few short years ago where the Chamber was in severe deficit. This robust surplus comes even as the Chamber undertakes larger, more high-profile events. This in particular is a testament to the support by our members who continue to be active, supportive and embracing of the Chamber.

CHALLENGES IN THE IMMEDIATE FUTURE The external environment influences, to a large extent, the trajectory of the business community’s performance; the Chamber is no different. The Chamber depends on its membership, their performance and, by extension, their support to ensure that it remains viable. The novel Coronavirus at time of penning, provides a challenging environment for businesses as it has caused disruptions to global value chains, physically restricted consumers and generally, declined the pace of commerce globally. This deadly virus, having reached Guyana in recent weeks, has taken lives and continues to afflict pain on the Guyanese population and the world at large. It is my hope that all members of the Chamber, their families and Guyanese stay safe and protect themselves from this virus.

CONCLUSIVE REMARKS In closing, I wish to thank the members of the Georgetown Chamber of Commerce & Industry for their unwavering support and continued dedication. Your commitment plays an important role in private sector growth and, by extension, national development. I also wish to personally thank the staff of the Chamber who continues to make the magic happen, almost like the veritable Rumpelstiltskin, spinning straw into gold. To my dear friends, family and colleagues, thank you for your support. I look forward to an even stronger upcoming year as we seek to grow our Chamber, strengthen Guyana’s private sector and improve our beautiful country. Richard N. Rambarran Executive Director

GCCI ANNUAL REPORT 2019/2020

PRESIDENT’S MESSAGE on the 130th Annual General Meeting of the Chamber

INTRODUCTION It is my distinct pleasure to address you on the 130th Annual General Meeting of the Georgetown Chamber of Commerce & Industry (GCCI). Established by an Act of Parliament, the Chamber enjoys a truly unique feature, in this regard. Your Chamber continues to grow from strength to strength and has, in recent times, redoubled its commitment to innovate on its mandate. We have worked in the past year to continue what my predecessors started, and to build upon that as we seek to usher in a new era of Guyana’s development – one where the private sector continues to lead as the engine of growth. As Guyana seeks to build a sustainable, resilient economy in the face of challenges, so too does the GCCI aim to continue its evolution into a diverse organization that thrives in spite of headwinds. I would like to use this opportunity to thank all the members of the GCCI, both new and long-standing members, who continue to support this organization as we drive Guyana’s growth and the nation’s prosperity.

GLOBAL CONTEXT AND GUYANA’S ECONOMY IN 2019 Global economic growth during the year 2019 hovered around 2.9 percent, however Guyana experienced growth higher than the average, with Gross Domestic Product (GDP) growth of around 4.6 percent. The performance of 2019 closed a decade of strong economic performance for Guyana where, the benefits of fiscal consolidation and institutional strengthening of the previous decade, acted as the foundation. The already strong economic performance, that characterized the first five years of the decade, was bolstered by the discovery of commercially viable quantities of offshore oil reserves in 2015 with Exxon’s Liza-1 discovery. Whilst Guyana’s growth was strong during the first five years, this discovery and subsequent ones, saw Guyana being catapulted, from being regionally known, into international stardom within a relatively short period of time. Having had continued discoveries through to 2019 for a total of 16 discoveries, Guyana now boasts approximately 8 billion barrels of oil as its proven reserve. Further, the momentous ‘first oil’ occasion in January 2020 acted as a milestone, with the shift of the narrative from Guyana as a potential producer to Guyana as an oil producing country when the Liza Destiny lifted her first barrels of oil. Since then the Government of Guyana has exported 1,000,000 barrels of crude for a price of US$55,000,000 and has collected a royalty of approximate US$1,200,000 on the total sales of crude from the Exxon led consortium.

DAMPENING PROSPECTS FOR 2020 Unfortunately, this bright prospect for 2020 has been dampened by developments both domestically and internationally. Internationally, changing tides in the global economy have been abound. These shifts are two-fold and mutually reinforcing. Firstly, there has been a significant reduction in the pace of economic activity due to the novel Corona virus (COVID-19) pandemic. Secondly, prices have collapsed in the petroleum sector as a result of the production war between Russia and Saudi Arabia, as well as collapse in global demand due to the pandemic. COVID-19 is leaving an indelible mark on Guyana and, undoubtedly the world, in fact world statistics at the time of writing are that 2.4 million people are infected, 185,000 deaths and 730,000 recovered. I would like to take a moment to remember all who have lost their lives and their loved ones to this virus which, even up to the time of penning, has no known cure or treatment. The second phenomenon of the collapse in oil prices, for instance currently a barrel of Brent Crude is trading at US$34.11, serves as an important warning to Guyana to ensure that the economy is diversified, balanced, and not solely dependent on the petroleum sector which can be extraordinarily volatile. As a result of the discoveries of petroleum reserves, Guyana’s economy will undergo a structural change in the near term, as the country transforms from being a net importer of petroleum, to a net exporter. This transformation GEORGETOWN CHAMBER OF COMMERCE & INDUSTRY

7

changes the balance of the equation for Guyana, shifting from a country which benefits from a collapse in oil prices, to one which is acutely afflicted by these collapses. It becomes necessary therefore to ensure that public financial management of the economy is robust in order to avoid a malaise of economic problems that ensue in an environment of weak policy and legislative framework. Domestically, Guyana has been afflicted by COVID-19 which, in addition to posing an economic problem, is a major public health risk to the Guyanese people. Guyana’s statistics are - 23 people have been infected with 4 persons having died as a result of the infection This public health crisis, unprecedented in its nature in independent Guyana has regrettably coincided with a crisis in the political arena that has afflicted the quality and extent of our national response to the pandemic. As regards the domestic political crisis, the General and Regional Elections (GRE), held on March 2nd, 2020, continued to face delays in announcing results through subterfuge by actors involved with the Guyana Elections Commission (GECOM). This has pushed the country’s populace to their wits ends of patience and should not be experienced by any country, let alone a state such as Guyana with a history marred by politically related conflict and tension. It is our hope that in the near-term, constitutional reform becomes more than a rallying cry for political parties and is undertaken with zeal and gusto to ensure the protection and preservation of our fledgling democracy. In this regard, it is of extreme importance to note that the GCCI will always stand on the side of the rule of law & democracy. It is imperative that all Guyanese who desire to live in a prosperous, modern nation be supportive of these fundamental principles and ensure that we never slip into dark days of being a pariah state.

THE CHAMBER In spite of the challenging environment confronting Guyana, the GCCI over the past year, continues to improve its standing and evolve as a Business Support Organisation (BSO). The heart of the Chamber is its membership and, during the past twelve months, the increase in membership stands as a testament to the growing confidence in the representation and services which the Chamber offers. Over the past year, 2019/2020, the Chamber has added 120 new members, a number unprecedented in the history of the Chamber; and thus, by a great measure of distance, the GCCI is the largest BSO in Guyana, comprising in excess of 340 members. These members continue to benefit from lobbying of the Chamber, networking, workshops, forums, seminars, information sessions, inward and outward trade missions, advertising opportunities whilst being supported by a competent cadre of highly professional staff. Contained in our Annual Report for this period, you will find a detailed list of activities which the Chamber has undertaken. Noticeably, the Chamber continues to perform more functions, host more events and continuously expand on its product-offering. This is key in ensuring that our members receive value-for-money. Our financial position remains strong for a BSO and has, over the past decade, The Net Surplus was G$7.7M for year 2019, an improvement in performance over the previous year’s surplus of G$6.6M. Additionally, Cash and Cash Equivalent have improved from G$30.4M in 2018 to G$44.2M in 2019 as at end year. This increase in cash and cash equivalents is as a result of increased revenue from the Chamber and, overall, a more efficient operation which allows for the accumulation of cash of the period. It is important to mention that should the domestic and global economy rebound in the near future, that the revenue stream for the future looks promising as we continue our efforts to increase membership to the Chamber and grow our financial base.

ACKNOWLEDGEMENTS I would like to thank my colleagues at the Chamber of Commerce, the Councilors, for entrusting me with the responsibility to lead this prestigious organization over the past year. Your continuous efforts and time to improving the private sector, and by extension, nation development, ensures that our country continues to move in the right direction. Your counsel, wisdom and collective support have certainly assisted in making this tenure easier and worthwhile. I would like to thank the Executive Director, and the staff of the Chamber’s Secretariat. Their diligent work in executing the decisions of Council, the Executive Management Committee and Committees ensures that our vision transforms into reality. I am extremely happy to know that we are supported by a group of young, dynamic and zealous individuals who are not only are committed to their job, but also are committed to improving the state of the private sector and Guyana. To all agencies and stakeholders who continue to work with the Chamber in support of the business community, I would like to acknowledge the role you play in ensuring that the private sector grows and is able to function in an environment which accommodates business. A sincere thank you must be extended to the media who, in their indefatigable manner, ensures that our messages reach the Guyanese population. I would like to give a special thank you to our members, who are also our sponsors of events, activities, publications and other forms of fund raising that we do.

Most importantly, to all our families, friends, supporters and well-wishers who stood by us through difficult moments and gave us the strength to keep going, your support is truly appreciated. Let us use this opportunity to reflect on our successes and failures which have gone before us, be humble enough to accept them, and be wise enough to learn from them. Let us all continue to work harder to support the growth of this great nation, forging together in unity as one people, in one nation, with one destiny. Thank you. CONFIDENTIALITY PROVISIONS IN LOCAL CONTENT POLICY UNUSUAL AND UNNECESSARY – GCCI PRESIDENT Feb 19. 2020 “If a local content policy espouses transparency as its driver, then it must have provisions that make data open and available. Confidentiality provisions in Guyana’s local content policy are not necessary. They are unusual. That sums up the views of the President of the Georgetown Chamber of Commerce and Industry (GCCI), Nicholas Deygoo-Boyer, who appeared on the Monday edition of the Kaieteur Radio programme, Petroleum 101.”

LOCAL CONTENT POLICY WOULD MITIGATE RISK FOR INVESTORS – GCCI PRESIDENT Nov 23, 2019 President of the Georgetown Chamber of Commerce and Industry (GCCI), Nicholas Deygoo-Boyer has made a strong case for the implementation of a Local Content Policy before First Oil. The businessman addressed the final day of Guyana’s second annual Guyana International Petroleum Business Summit and Exhibition (GIPEX) at the Marriott Hotel yesterday. There has been staunch advocacy for local content policy and legislation, and criticisms of the past policy drafts have been widespread. For Deygoo-Boyer, going into oil production before a local content policy is passed would be a failure on Guyana’s part.

GECOM’S FAILURE TO HOLD ELECTIONS IN 2018 MUST HAVE REPERCUSSIONS - GCCI Dec 01, 2019 “The query behind the Guyana Elections Commission (GECOM) failing to hold an election when called upon—as a result of the successful No Confidence Motion against the government in December 2018—has to be laid at the feet of those in captaincy of the organization such as its Chief Executive Officer (CEO) and the Commission. The stinging rebuke of the Commission was had this past week when key members of the domestic business community, met for the Georgetown Chambers of Commerce and Industry’s (GCCI) annual Award Ceremony at the Georgetown, Marriott Hotel. GCCI President, Nicholas Deygoo-Boyer, in addressing the business leaders, pundits, politicians and members of the diplomatic community, juxtaposed the situation with inherent repercussions had the same obtained in the private sector.”

GCCI SLAMS GOVT. OVER POLICY IMBALANCE FAVOURING FOREIGNERS Nov 26, 2019 “The inability of local companies—large and small—to effectively compete with the plethora of foreign counterparts that are flooding Guyana in light of its emerging oil and gas industry was glaringly illustrated in articles carried in Kaieteur News over the weekend. The reportage further demonstrates the need for the government to take a serious look at the way the domestic business community is faring, through action or inaction on the part of the administration, according to President of the Georgetown Chamber of Commerce, Nicholas Deygoo-Boyer.”
