Whittaker’s condemnation shows that the Should there be an amnesty for those PPP understands the spirit of the Constitution who have stolen from the nation? DEAR EDITOR, If finding the stolen monies and cars and lands and gold is taking this long, then imagine what time it will take to investigate and persecute the perpetrators. Just about every department that has been audited so far – including the Office of the Presidency – is found to have had contemptuous levels of fraud and skullduggery obtaining within them. And the audits are far from over. The DPP and the police force, to which these matters will have to be turned over, have their own problems with tainted officers and those still loyal to the last administration. It is very possible that there will be internal maneuvers to foil the investigations of certain persons, who might have secrets for some of the investigating officers. The quandaries that the Government faces are manysided. There is the plethora of investigations on the one hand and the insufficient staffing on the other.
Additionally, there are the possibilities of interferences and disruptions of the resultant investigations. Editor, in light of these realities, I am wondering if the Government should not now allow for some kind of a financial amnesty. The United Nations has signaled its interest in assisting the Government with the recovery of the people’s money. This means that those who thought that they could hide money will soon realize that there are persons trained in finding said monies and that those monies will be found. However, because of the looming complications which will arise from the sheer volume of crooks and fraudsters who will be unearthed, I am thinking that those who have stolen from the treasury should be made to fess-up, beforehand. Just like those with illegal guns were given the chance to return them without lawful incrimination, just so those
who have embezzled the country’s money should be given a chance to come in with the money or tell the authorities where the monies can be found. And those who do should, similarly, not be subject to indictment. However, just like the Prime Minister and the Minister of Social Protection asked the judiciary to look upon those committing gun related crimes (after the gun amnesty period), the judiciary must be alerted to maximize the penalties for those found guilty of stealing the tax payers’ money (after the financial amnesty). There will be those in the upper echelons of the political and societal strata who will foolishly think that their arms are longer than that of the law and will not acquiesce to any such amnesty. DEAR EDITOR, I am a daily reader of your newspaper and can’t understand why Kaieteur News can’t do a better job of investigative journalism in determining Bharat Jagdeo’s earnings versus accumulated wealth. As a public official his earnings must be part of the public record. Add them up
year by year and you will have gross earnings. It may not be very difficult to figure out net earnings. Since he has had no other jobs of consequence, that should be a very fair estimate of cash available to him. Then value his assets...this will start the conversation on how he is able to afford them.
This information should be published and Mr. Jagdeo put on the spot to give answers. You might even surprise yourself and force government to prosecute him..if the gap is too great. Your paper seems to genuinely care about Guyana and its future, but you need to do a better job in this area. Concerned reader
Is it that difficult to determine Jagdeo’s earnings versus accumulated wealth?
DEAR EDITOR, As some continue to pursue the issue of bringing the opposition into the Cabinet one cannot lose sight of what happens day-to-day in governance. An opposition has its role and it is expected that it will discharge its responsibilities guided by laws and timehonoured principles. This role includes opposing, supporting and proposing where necessary, and a responsible opposition will do so sensibly. Among the role of the Cabinet is to ensure good day-day stewardship of the nation’s affairs through policies and actions guided by time-honoured principles and laws. There is a missive by former Minister of Local Government Norman Whittaker accusing the government of appointing political operatives as Regional Executive Officers (REOs), without informing the public that REOs are not appointed by the Public Service Commission. The REO while in service to the public is not a Public Service Commission employee. This notwithstanding, it does not mean if government is serious about elevating the delivery of public service that it should not seek to appoint persons of technical competence and take the necessary steps that would see this job being one of a career public servant. Whittaker has drawn to the public’s attention the number of Regions won by the PPP/C and is inferring
that his party will not be deterred from managing the regions. In principle he has a point, given that the Constitution has enshrined the right to self-determination (devolution of power) to the people through the Local Democratic Organs, under which regional and local governments fall. Yet, it was under the leadership of this man as Local Government Minister he moved into every area that the PPP did not have the majority, dismantled Neighbourhood Democratic Councils (NDCs) and replaced them with PPP members and supporters. In the Regional Democratic Councils (RDCs), won by the APNU and AFC all the REOs that were appointed were either members or supporters of the PPP. The condemnation by Whittaker is indicative that the PPP understands the spirit and intent of the Constitution and timehonoured principles, but refused to embrace same during their stewardship in office. Having done the same thing that they are today condemning, this nation ought to pay attention to the consequences of having both the PPP and APNU+AFC sitting in the Cabinet and making decisions which will impact on the day-to-day lives of the people. The possibility of
persons collaborating in their own interest and not the people’s interest is real and poses potential dangers to the people’s welfare and good governance. The current government needs to apply a principle when making decision by asking itself ‘Did we condemn while we were in opposition the decision we are about to make?’ For if was wrong under the PPP it cannot be right now. This ought to be a basic litmus test for any government respecting of the will of the people and demonstrating to the people that their desire for change not exchange has been heard loud and clear and will be respected. On 11th May the people have spoken and there must be growth in our political discourse, government’s actions, respect for laws, and the citizens’ fundamental rights and freedoms. Guyana insists on bilateral talks with Venezuela The Government of Guyana has insisted that it wants continued discussions on bilateral matters with Venezuela, but a simmering border controversy will have to be settled with the United Nations. Venezuela has reenergized its century old claims of almost two-thirds of Guyana’s lands and now a significant area of coastal waters, sparking a tense diplomatic spat between the two countries. Venezuela is facing general elections and the territorial claims are widely seen as a diversion from that country’s internal turmoil, which includes food and other critical supplies shortages. The actions of Venezuela came after US-owned ExxonMobil announced that it found significant evidence of oil in this country’s waters—in the maritime area that the neighbouring country is now claiming. Minister of Foreign Affairs, Carl Greenidge, in a statement Thursday, said that he had made it clear since June to the National Assembly, that Guyana is ready to have discussions with Venezuela on bilateral matters. “I wish to confirm that Guyana remains committed to that position. However, in relation to the search for a solution to Venezuela’s contention of nullity of the
1899 Arbitral Award, we rely on the provisions of the Geneva Agreement which Guyana has scrupulously observed, and on which the Secretary General of the United Nations is engaged.” Greenidge noted that on August 29, he received a team from the United Nations. “That team was sent by the UN Secretary General to solicit our views on the way forward and we expressed those views to the Secretary General.” This week, Venezuela’s President, Nicolas Maduro, reportedly said that he has suspended the approval process for a new ambassador from Guyana, after Minister Greenidge in meetings last weekend in Florida allegedly attacked Venezuela. However, the Minister yesterday said that Guyana has a right to speak on matters affecting it. “Furthermore, I did not act on a sudden urge to visit the United States. I had a long-standing invitation to address Guyanese and interested persons in the USA on matters affecting Guyana and those of interest to the Caribbean.” He said that he was invited to Miami and what was said there did not differ in any way from what he said before. The land and maritime claims, Greenidge pointed out, is a legitimate matter of concern to Guyana and other CARICOM States, and also be to the international community as a whole. “Venezuela must recognize that such actions, along with its pursuit of its spurious claim despite the restrictions

and the Berbice Bridge Company Inc. (BBCI). The businessman said that it was indeed a sad day when he learnt that a select group “routinely favoured by the former Jagdeo administration,” was given controlling interest of the BBCI when they were only financing less than five percent of the cost of the Berbice Bridge. According to Badal, news about the arrangement sent shock waves throughout the local business community. He said that the arrangement has a striking similarity to the former administration’s planned ownership structure of the controversial Marriott Hotel. Badal said that the Marriott deal will be remembered as one “which saw taxpayers putting more than US$40M while a ghost investor was invited to pay US$8M for a controlling twothirds majority.” He lamented that in both cases, the former Chairman of National Industrial and Commercial Investments Limited (NICIL), Winston Brassington, and the former President were the architects of such corrupt arrangements. The businessman said that questions must be asked about the intent to defraud the people of Guyana. Badal said that it is in the public interest that the cost

U.S. sees military talks with Russia on Syria as important next step: Kerry LONDON (Reuters) U.S. President Barack Obama believes that holding military talks with Russia on Syria is an important next step and hopes they will take place very shortly, Secretary of State John Kerry said yesterday. Russia, which is building up a military presence in Syria, was quick to say that Moscow was also ready for talks with the United States. At a meeting in London with United Arab Emirates Foreign Minister Abdullah bin Zayed, Kerry said the U.S. president hoped that talks would “help define some of the different options available to us as we consider next steps in Syria”. “Our focus remains on destroying ISIL (Islamic State militants) and also on a political settlement with respect to Syria, which we believe cannot be achieved with the long-term presence of (President Bashar al-) Assad,” Kerry told reporters. “We’re looking for ways in which to find a common ground.” The United States opposes Russia’s support for Assad, and the Pentagon last
year cut off high-level discussions with Moscow after its annexation of Crimea and intervention in Ukraine. But Russia’s buildup at Syria’s Latakia airbase raises the possibility of air combat missions in Syrian airspace. Heavy Russian equipment, including tanks, helicopters and naval infantry forces, have been moved to Latakia, U.S. officials say. Earlier, a Syrian military source said that troops had started to use new types of air and ground weapons supplied by Russia. Kerry said the United States wanted to find “a diplomatic way forward”.
“Everybody is seized by the urgency. We have been all along but the migration levels and continued destruction, the danger of potential augmentation by any unilateral moves puts a high premium on diplomacy at this moment,” he added. Millions of Syrians have fled the four-year conflict and the UAE foreign minister said his country had taken more than 100,000 Syrian refugees over the last four years. THERE IS NO NEED FOR A FORENSIC AUDIT The government has announced that a forensic audit will be undertaken on the pension roll. This column had previously called for a verification process of those receiving old-age pensions because the numbers, believed to be in excess of 40,000 seem prohibitively high considering the size of our population and the life expectancy. It is suspected by this columnist, and also by the late Sheila Holder of the Alliance for Change, that the old-age pension roll was padded. There was never any suggestion that it was deliberately padded by the authorities. But it could have been padded by persons who
wanted to enjoy the pension even though they may not have qualified. This would include persons who are resident overseas and who are still finding ways to receive their pension locally. There is therefore a clear need to have the pension roll verified. But there is no need at this stage for a forensic audit. This is a case of placing the cart before the horse. What first needs to be established is whether the list is padded. Only when it has been established that the list is padded can a determination be made as to whether it was deliberately done by persons in official positions. It is a waste of money at this stage to have a forensic
audit done. What should have happened was that the government should have hired a qualified statistician. That statistician would have extracted a representative sample from the pension roll of over 42,000 persons. That sample need not be more than 100 persons. The persons undertaking the exercise would have then verified through physical checks and cross- checks with the immigration authorities whether the persons on the sample were eligible for the pension. Based on the numbers of ineligible persons found, the statistician would be able to conclude whether the list is padded. It is only after this is

It may well be that indeed only eligible persons are on the roll and all that is needed is minor sanitization to cater for persons who recently died and need to be taken off the roll. In this case there would be no need to probe further. If on the other hand, it is concluded that there is padding of the list, then it needs to be established how this padding took place. Were phantoms receiving pensions? In this case, this
would have had to involve fraud. Were persons living overseas receiving pension? This also would have involved fraud. Either way, you do not need forensic auditors. The fees of auditors are fairly high because they are skilled professionals. As such their services should only be employed where it is necessary. You do not need a forensic auditor to undertake the verification of the pension roll. You just need a good statistician to develop a sample and a few kids just out of school to undertake the verification of the hundred persons in the sample. This
is all you need. The government will save millions of dollars. But it seems as if forensic audits are now the latest fashion in the government. Many had hoped that reducing the VAT would have been the latest fad, but it seems as if the public will have to wait until next year for the miserly one per cent VAT reduction.
President pushed eco-tourism opportunities in Toronto The visit to Canada by President David Granger and First Lady, Sandra Granger, was described as engaging and interactive. According to Minister of State, Joseph Harmon, the President reported that the Guyanese Diaspora in Canada have a great interest in what is happening back home. Informing the media of Cabinet deliberations this week, Harmon said, “So enthused was the President that he has already instructed Minister of Business, Dominic Gaskin, that he must assemble a team of Members of Cabinet, and others within
the Ministry, to go back to Canada, and to revisit and hold discussions with those who had interactions with President Granger, along the line of returning and investing in their country.” The President and First Lady were in Toronto, Canada, for a three-day visit over the weekend. He used the occasion to repeat calls for Guyanese to return and invest their skills and capital to help move Guyana forward. It was reported, too, that, that President Granger entertained discussions regarding investment proposals, from a group of
business persons, who are serious and optimistic about investing in Guyana’s Hinterland and other areas in the country. The President and First Lady were accompanied by Minister of Social Cohesion, Amna Ally. The three were able to offer insights on “the huge eco-tourism potential in Guyana’s Hinterland, just waiting to be exploited.” Together they expounded the idea that it is preferable for Guyanese in the Diaspora, to return and work to develop an excellent eco-tourism product.

After Fanon, Said and James, do we still accept this theoretical idiocy? A volcano of denunciation erupted last month, and rightfully so over the composition of state boards which had razor-thin representation from women. It is socially beautiful to see a society where women representation is strong. We are into the 21st century where women should have long taken their justified place in society. The controversy over the next Commonwealth Secretary-General rages on, but I have not detected any support by our women groups for Baroness Patricia Scotland. If she makes it, then that would be the first time a woman made it in that
position. Let us speculate that our women are not interested, there is another argument about Barone s s S c o t l a n d that needs polemical engagement. I will preface my polemical entry by saying whether it is a man or a woman, a Dominican or a Trinidadian or an Antiguan, Caricom leadership should select the most qualified and eligible person. I may add the footnote that there is no theory that is valid about consensus in integration movements. In June last year, EU leaders disagreed on the choice of Jean-Claude Juncker for the
EU Presidency with Britain voicing intense vexation at his candidacy. There haven’t been many examples of consensus in integration blocs in foreign policy. The EU has been riveted with dissention among its leaders on consensus in foreign affairs, the latest being the Syrian refugee crisis. A huge row has broken out between Austria and Hungary. President Burnham of Guyana was the maverick in the Caricom leadership. He chose to go it alone in many foreign policy crises. Burnham broke with his Caricom counterparts over the American invasion of Grenada and Cuban military intervention in Angola. If there is disagreement within Caricom over a Caribbean choice to fill the vacancy of Commonwealth Secretary-General, it is nothing unusual in integration systems. In this column I am not going to offer my choice. My argument here is a rejection of a discourse that I think has become totally discredited
from the early sixties onwards. Some of the learned minds that have demolished this thinking were fantastic nonwhite scholars from the Third World itself. I can think of Franz Fanon and CLR James from this region. There is the superb work of the Palestinian scholar, Edward Said. What these men have done for Third World epistemology and philosophical reclamation is simply phenomenal. On reading them you become learned in an understanding of how the colonial mind of the conquered subject worked in those times and how it still works. In the Third World today, a scholar runs the risk of being derogated if he or she argues that a non-white leader can better be trusted to run the affairs of the world, because Third World people have been the subject of brutal colonialism so we are always on guard to confront the white-man’s conspiracies. What Fanon told us is that the non-white leader might very well deliver us into the prison of the white man.
What we in the Third World need to do, is be aware at all times that darkskin may not translate into freedom for dark-skinned people; that dark skin may very well be accompanied by dark mind. I have read several times that Baroness Scotland is not the right choice because she is too distant from the Caribbean and may be biased in favour of the UK. I cannot seriously denounce that perception because I haven’t done the research on the Baroness. It may or may not be true. But my contention is that there may be people right here in the Caribbean that are just like the Baroness only that we may be deluded into thinking they are not like the Baroness because they live and work among us, while the Baroness hobnobs with the British establishment. If Caricom is going to choose a consensus candidate, then choose the person based on qualifications and experience, and let the best candidate win but leave out the use of a

In my life I have seen white Americans, white Britons, white Canadians fight equally hard for the dignity of nonwhite people. I have seen my own Third World people, East Indians, Africans, Arabs, Chinese with colonial minds so saturated with colonial values that even the white colonizer may be more antiwhite than these people. There is no theory in the social sciences that validates the argument that non-white leaders in the Third World have a more liberating psychology. I have never seen it since the end of colonialism.

$23B was set aside for paying outstanding PetroCaribe sums - Harmon
Rice being loaded By Jarryl Bryan In the wake of protests from rice farmers demanding answers from the government on the $23B which was earmarked for the rice sector during the budget presentation, Minister of State Joseph Harmon has said that the money was set aside for paying off outstanding sums under the PetroCaribe agreement. This was communicated during a post cabinet media briefing yesterday at the Ministry of the Presidency. Commenting on whether the money had been disbursed towards the shipment payments, however, the Minister pointed out that the budget had only recently been passed. “The budget was only completed recently, and there
are processes that are now being put in place. Funds are now being made available. Actual flow of funds would have been allowed once the President had signed into law the Appropriations Act,” Harmon said. Minister Harmon noted that he could not be specific on whether the money had been paid. The government’s official position on the crisis enveloping farmers, some of whom are still owed and are in deep financial problems, is that millers have already been paid for the rice and paddy they supplied to the Government, in keeping with obligations. Thus, it is left to the millers to pay farmers for their paddy. This stance and the delay
in credible information being provided has not gone down well with some rice farmers from Regions Two, Three, Five and Six, who have picketed the Ministries of Agriculture and the Presidency, in addition to the office of the Region Six (East BerbiceCorentyne) administration. Under the PetroCaribe oil for rice agreement, Guyana bought oil from Venezuela at concessionary prices, while at the same time shipping as much as 34 per cent of its total rice exports to the Spanish speaking country. Guyana is not the only
country to have participated in the PetroCaribe agreement, as several Caribbean states have also signed agreements with Venezuela for oil. For Guyana’s part in the trade agreement signed in 2009, Government established the PetroCaribe fund and agreed to pay a part of the money for the oil up front, with the rest to be paid over a number of years at a minimal interest rate. Rice farmers and millers involved in the industry were to be paid from the fund. The Government would deduct the money and the Guyana Rice Development Board (GRDB) would disburse it. Venezuela, a country with enormous oil producing potential but with a lackluster rice industry, would also benefit under the initiative, while Guyana- which recorded production figures of over 600,000 tonnes last year- would have a viable rice export market. However, upon their entry into the Government following the May General and Regional Elections, A Partnership for National Unity/Alliance for Change (APNU+AFC) had announced that they found an ‘empty’ PetroCaribe fund. It was later revealed by the Prime Minister Moses Nagamootoo that the previous People’s
Progressive Party/Civic (PPP/ C) administration had used the money to fund Government agencies and several projects- the Guyana Power and Light (GPL) is reported to have got US$115M, the Ministry of Housing got US$10M and US$16M went to funding the $3.6B Hope Canal project. This, the Prime Minister had noted, was contrary to where the PPP had insisted the funding had come from during their time in office, which is the treasury. Meanwhile, rice farmers and millers, who are no strangers to being owed millions because of late payments in contravention of the Rice Factory Act, were left to ponder when they would be paid. This also comes against the backdrop of record breaking rice production figures with each succeeding year. The Rice Factory Act mandates that payments be made in full to rice farmers by millers within 42 days of receipt of paddy. Things further unraveled when the new Minister of Finance Winston Jo r d a n was told in no uncertain terms that the oil producing giant would not be renewing the oil for rice trade agreement under the PetroCaribe deal after it comes to a natural end on November 16.
Minister of State Joseph Harmon Further revelations followed from the government side that the PPP had known that the Venezuelans would not renew the contract, but faced with upcoming General and Regional elections, had kept silent. This is something that the PPP has unequivocally denied, and instead blamed the new Government for the empty PetroCaribe fund it reportedly inherited. After coming into office, the Government released some $800M in June to the GRDB for payments to millers. In July, a directive was given by the Venezuelan rice officials that Guyana must halt its rice shipments. It was later revealed that this was because Guyana was exceeding its shipment schedule. Millers were also told to take back their rice, which had been packaged for Venezuela, but was left sitting on the wharf.

As the coalition government pursues a series of forensic audits into various state agencies, Nirmal Rekha appears to have abandoned his post as Finance Secretary. In the interim, he has been replaced by the Deputy Finance Secretary, Ms. Louise Bouyea. This development was disclosed to the members of the media yesterday by Minister of State, Joseph Harmon. The Minister said that Cabinet was briefed by
Finance Minster, Winston Jordan on this matter. Harmon said that Rekha had proceeded on leave which came to an end on July 31. Since then, Rekha has not returned to his post. The Minister of State said that several attempts were made to contact Rekha but calls even to his home went unanswered. However, Harmon understands that Rekha was in contact with his secretary at least on two occasions after July 31.

Gang war escalates in Camp Street Prison
Romel Ross Police and prison authorities were called out last night to quell a brawl between rival gangs in which inmates set mattresses alight and which left a 19-year-old prisoner hospitalized with stab wounds. The vendetta is said to be between inmates from Agricola and East Ruimveldt, and has resulted in at least two recent execution-style killings. Injured last night was remand prison Romel Ross, 19, of Agricola, East Coast Demerara. He was rushed to
the GPHC with what appeared to be multiple stab wounds, but did not appear to be in a critical state. Relatives said that Ross has been in prison since January. He has reportedly been attacked twice before, and a relative said that they had pleaded with prison authorities to have him isolated for his safety. Kaieteur News was told that members of one gang has threatened to harm inmates from Agricola, and that this stems from the recent murder of 23-year-old Kellon Hinds, called ‘Baige,’ who was gunned down a few weeks ago in East Ruimveldt. He was killed hours after being released from custody. Hinds himself was a suspect in the murder of Sherwyn Barrow, who was slain in ‘warlock’, East Ruimveldt last May. Shawn Barrow, a relative of the slain Sherwyn Barrow, was charged last week for Kellon Hinds’ murder. He is currently an inmate at Camp Street.
Bush Lot woman’s death a suicide The death of a Bush Lot mother of three adult children is being treated as a suicide. The 47-year-old apparently died several days after she drank poison and was hospitalized at the Suddie Public Hospital. The woman’s death comes several months after a popular rice farmer took his own life. There are now reports that the woman and her husband were experiencing domestic problems. According to a report from Region Two, between January and June of this year, 69 persons attempted suicide while 52 cases were treated. There were 19 deaths. The Region has established a suicide committee to deal with the prevailing issue. (Yannason Duncan)

Colombian Army Major used fake ATM cards to withdraw $1.8M – court hears A 42-year-old retired Major from the Colombian army, is accused of swiping a total of $1.8M in five days from the coffers of a local bank by using fake cards at the Automated Teller Machines (ATM). He visited several of its branches. Freddy Riveria Vargas reportedly targeted Guyana Bank for Trade and Industry (GBTI) Limited branches, starting from Lethem, Central Rupununi on July 17, continuing with several city locations and ending at the bank’s Bagotstown, East Bank Demerara branch. It is said that in one day, the Colombian made withdrawals in Lethem and then made his way to the Bank’s Water Street, Georgetown Location, taking $320,000 with him. In one day, he bagged $530,000, using the same location - Regent Street - twice and later the Water Street branch, Georgetown. Vargas appeared before Magistrate Judy Latchman at the Georgetown Magistrates’ Court yesterday and denied the 12 counts of simple larceny. He was remanded to prison. The court heard that on July 17, last at Lethem, Vargas stole $120,000 of GBTI’s money. The next day (September 18), he is accused of returning to the said bank and stealing $230,000. Later the very day, he reportedly ventured from the Central Rupununi bank to the city, where at Water Street branch he got his hands on $90,000 using the fake ATM cards. It is alleged, too, that on July 19, he returned to the Water Street ATM and stole $100,000 while at the bank’s Regent Street branch, he pocketed a total of $430,000, taking $230,000 and $200,000 on separate occasions. The court heard that on the very day, the former army major made his way to the bank’s Providence location
and stole $160,000. Vargas continued and reportedly travelled to GBTI’s Vreed-enHoop, West Coast Demerara location and stole $60,000. The next day (September 20), the 42-year-old reportedly travelled to the Providence location and made off with $100,000. He purportedly struck at the Ashmin’s Mall, High Street ATM taking $90,000 of GBTI’s money. The court heard that the Colombian national’s spree continued. He is accused of returning to the bank’s Water Street branch on July 21, this time making off with $140,000. He also stole $360,000 from GBTI’s Bagotstown, East Bank Demerara branch. Media reports indicate that it was on this day, that Vargas’s spree came to an end. It is said that he was arrested as he was about to make another withdrawal at an ATM. When checked, Vargas reportedly had a number of ATM cards in his possession. According to reports, it was on the cameras attached to the bank’s branches across the country that Vargas was seen withdrawing cash. He has since been charged with 18 counts of simple larceny and the court heard yesterday that he will be facing more charges. He is being represented by Attorney-at-Law Latchmie Rahamat. She appeared for him in association with Attorney-at-Law Peter Hugh. Rahamat told the court that the retired Colombian serviceman was on a visit to Guyana and was staying at the Princess Hotel, East Bank Demerara. It is there that he was taken into police custody, she said. Rahamat said that Vargas has similar matters pending before Magistrate Ann McLennan (in the said Georgetown Magistrates’ Court). He was granted bail, she said, but he has not been able to raise the money to post
Police have detained two men following the discovery of a large cache of ammunition at Black Water, Mahdia, on Thursday. A police release stated that ranks conducted a search on two men at Black Water, Mahdia, during which they found 14 twelve-gauge shotgun cartridges, 76 rounds of .38 ammunition, one hundred 9mm. rounds and one hundred and fifty .32 rounds. During the past eight months, police have recovered 81 illegal firearms. These include one submachine gun, 46 pistols, 21
revolvers, six shotguns, six rifles and a pen-gun. This compares to 53 illegal firearms that were recovered by this time last year. Government officials have urged civilians to use the recent one-month firearm amnesty to turn in illegal weapons and ammunition. At a personal level it is my profound political conviction that Guyana will only realize its full potential when national unity is achieved. I also believe that executive power sharing must be the corner stone of that unity- I am concerned that premature talks can be counterproductive and will push the struggle for national unity backwards. Hebrew family ushers in holy month All around the world, conscientious Israelites will be celebrating their ancestral biblical cultural holy days. These holy days that fall in the month of Ethanim and the weekly Sabbath days are the threads that bind the Israelites to their God, the Creator, who mandated they keep His laws, statutes and commandments as a family and as a people. At this time each year the individuals and communities engage in a conscientious personal atonement based on inner self-reflection. Founded upon good values and righteous principles, this season revolves around spiritual correctness. These days are the cultural observances that were kept by their fore parents. The Israelite people were given these days and seasons to be celebrated with thanksgiving, praise and reverence by the Almighty Creator. Ethanim starts with a holy day called Yom Teruah. This day heralds in the seventh and most holy month on the Hebrew calendar with blasting of trumpets, which began on the 16th September 2015. Yom Teruah is a joyous occasion celebrated with singing praises and exaltation to their Creator. In Hebrew Israelite culture, the day of Yom Teruah begins the season of repentance and the days after are days of contemplation,
reflection, and cleansing of the mind in preparation of the second and highest holy day of Ethanim, Yom Kippor. Yom Kippor or Day of Atonement is observed 10 days after Yom Teruah (25th September, 2015) and is reverenced as a day of fasting, prayer, supplication, meditation and repentance. On this day Israelites seek forgiveness from their Creator for sins committed and from their brother or sister whom they may have offended or wronged. Five days after Yom Kippor o n t h e 1 5 t h o f Ethanim (30th September) they will observe the first day of Chag Succoth or Feast of Booths, this feast lasts for seven days. This feast is a humbling remembrance of their exodus from ancient Egypt and during this Feast, Israelites are required to dwell in booths for seven days, in remembrance of the fact that they dwelt in booths when their Creator freed them from Egyptian bondage. Chag Succoth is also a festive occasion as it is celebrated at the end of the harvest season having gathered in the produce of the field. On the 22nd Ethanim (7th October), the final holy day of the Holy Season is observed, Shemini Atzeret or Eight Day Solemn Assembly. It is a solemn day of reflection on the mercies and goodness of the Creator in their lives.

Ex-con jailed for Baroombar break-in A 41-year-old ex-convict, who broke into a popular city strip club and made off with a set of kitchen items, was given a nine-month jail term yesterday. Years after serving time on a larceny charge, Bernard Shaw, of Lot 7 Enmore, East Coast Demerara, was taken
back to the Georgetown Magistrates’ Court where, before Magistrate Ann McLennan, he readily confessed to the crime he committed on Wednesday. The court heard that on September 16, last, at North Road, Bourda, Georgetown, Shaw broke and entered Baroombar and stole a microwave oven and gas cylinder. The items, which belonged to Tyrone Hamilton, amounted to some $47,000. Police Prosecutor, Corporal Deniro Jones, told
the court that Shaw was employed to do odd jobs around the strip club. The man, according to the Prosecution, has no fixed place of abode. On Wednesday, Hamilton secured his business premises and left. When he returned, he discovered that the items were missing. When the footage from the Close Circuit Television (CCTV) system was reviewed, it showed the 41-year-old entering and leaving the entity. Hamilton reported the
matter to the police and Shaw was later apprehended by the police. He was charged with Break and Enter and Larceny. According to the Prosecutor, the items were recovered. In mitigation, Shaw begged the Magistrate for leniency, saying that he is sickly. The court heard too that he was sentenced to two years’ imprisonment on a simple larceny charge in 2006. With his guilty plea before the Magistrate, Shaw was sentenced to two years’ imprisonment.

Barbados Commerce Minister lashes out at US for hurting regional rum industry
BRIDGETOWN, Barbados – Barbados’ Commerce Minister Donville Inniss has given the United States a tongue lashing for continuing to support Puerto Rican and US Virgin Islands rum producers with a “coverover” tax at the expense of Caribbean rum producers. He said it was posing a significant challenge to manufacturers and maintained that the US move was “wrong and goes against the fundamental tenets of fair trade”. Cover-over subsidies are annual payments from the US government to the US Virgin Islands (USVI) and Puerto Rico out of federal excise taxes. When a bottle of rum is
produced in either the USVI or Puerto Rico, and then sold in the US, the federal excise tax on that bottle is returned to its place of production. Inniss said that put regional rum manufacturers at a disadvantage. “It has done and can do considerable damage to the economies in the region, and we have been lobbying over and over again for that coverover tax to be removed,” he said as he addressed a recent West Indies Rum and Spirit Producers Association cocktail reception. “I make this point and I really cannot apologize for it. I don’t know that the current occupant of the White House has been of any tremendous
benefit to us in the region, certainly when it comes to matters like these. I am very hurt because I have seen many entities in the region challenged by decisions made in the White House in the last couple of years that have me very concerned.” Before an audience which included the European Union’s Ambassador Mikael Barford, Inniss argued that the tax made it difficult for regional rum to compete in the US market against similar products being manufactured in the US Virgin Islands and Puerto Rico. At the same time, he praised the rum producers for focusing on niche markets, branding and pitching their products above what the competitors were offering. And he urged bars, restaurants and hotels around the region to serve West Indian products first and foremost. “That is something that the government of Barbados and regional governments, I am sure, will continue to support, but it doesn’t belie the fact that what the US did and continues to support under President Obama, of all people, is fundamentally wrong.” (Caribbean 360)
Caracas (AFP) - A Venezuelan military plane crashed on the border with Colombia during an operation to intercept an “illicit aircraft,” with the fate of the two pilots unknown, the government said yesterday. The two countries have been locked in a border conflict for a month, after Ve n e z u e l a n President Nicolas Maduro ordered the c l o s u r e of part of the frontier, saying some of his military were attacked during an anti-smuggling operation by Colombian paramilitaries. Ahead of yesterday’s
crash, the Venezuelan plane was chasing an “illicit aircraft that entered the northwestern part of the country (Venezuela) headed south toward the border with Colombia”, Defense Minister Vladimir Padrino Lopez said in a statement. He said “gangs in the area are trying to use our territory to traffic drugs produced in Colombia to Central America and the Caribbean.” Lopez’s ministry said it was launching a search for the pilots and was investigating the causes of the accident. In a tweet, Maduro
expressed “all the support and solidarity of the country for the Bolivarian Military Aviation, lift up the morale and continue the fight.” Venezuela has stepped up its military presence over the past month. Maduro has also ordered the deportation of some 1,500 Colombians, while about 20,000 others have fled out of fear of being expelled, unleashing a major diplomatic crisis. Maduro and his Colombian counterpart Juan Manuel Santos will meet in Quito on Monday to try to resolve the border conflict.
BBC News - The US has announced eased restrictions on business and travel with Cuba, the latest move by President Barack Obama to improve relations with the country. The rules, which go into effect on Monday, relate to travel, telecommunications, Internet-based services, business operations, banking and remittances.US businesses will now be allowed to open up locations
in Cuba. The changes come as the US and Cuba normalise relations after 53 years. “A stronger, more open USCuba relationship has the potential to create economic opportunities for both Americans and Cubans alike,” said US Treasury Secretary Jacob Lew in a statement.“By further easing these sanctions, the United States is helping to support the Cuban people in their effort to achieve the political and economic freedom
necessary to build a democratic, prosperous and stable Cuba.” Authorised travellers will be permitted to open and maintain bank accounts in Cuba, senior administration officials said yesterday. Close relatives will now be allowed to accompany authorised travellers going to Cuba for educational, journalistic, humanitarian or religious activities or research.

Prime Minister Dr Keith Mitchell made the announcement following his return from China, saying tourism was also among items high on the agenda during his trip. Grenada is set to become the second country in the region after The Bahamas to conclude such an agreement with Beijing. Mitchell said with Chinese investor Charles Liu’s multi-million dollar tourism project in Mt Hartman, an air services agreement with China will be a fillip for the local economy. “We proceeded to do so, so we are going to be the
second country in the Caribbean that has signed on officially to air service agreement with the major project being planned by the Chinese investor Charles Liu in Mt Hartman area, which is almost a billion dollar investment,” Mitchell said. “If we can be able to have an air service agreement to get some form of transport from China to the Caribbean and to Grenada specifically, it can have enormous impact on the economy of our country,” he noted. China is planning to initiate a regular flight to Cuba by way of Montreal, Canada, next month. The Grenadian leader said his government plans to work with Cuba in order to benefit from a Chinese flight in the region.
“That sort of reinforces the idea that we had that the opening up of Cuba t o tourism may not n e c e s s a r i l y, a s s o m e people might have thought, a ff e c t u s n e g a t i v e l y. I t might in fact enhance our tourism product, because the attraction to Cuba will also be attraction to the Caribbean region as a whole,” Mitchell said. Gastro outbreak in Dominica following Tropical Storm Erika ROSEAU, Dominica (CMC) – Dominica health authorities are reporting an increase in cases of gastroenteritis following the passage of Tropical Storm Erika late last month that killed more than 30 people. The Ministry of Health said that a total of 153 confirmed cases of the disease had been recorded since the storm struck the island on August 27. “The most affected areas are Portsmouth, St Joseph and Roseau Health Districts,” the ministry said in a statement, adding “as a result the Ministry has heightened its Public Health Response including its Public Education Campaign which has been ongoing pre-Erika. EAST COAST CRICKET BOARD SETS THE RECORD STRAIGHT DEAR SPORTS EDITOR, We wish to respond to a letter published in the national newspapers written by one Charles Selman and titled “Cricketers deserve the truth on the East Coast Cricket Board”. He asked question that if the East Coast Board was really a functioning entity? Incidentally, isn’t the East Coast Board struck off strength from the Demerara Board? And that the East Coast Cricket Board (ECCB) is informing the public that it is also known as the East Coast Demerara Cricket Association (ECDCA). The name “East Coast Demerara Cricket Association (ECDCA)” is directly related only to the ECCB and has been used in the past at the Demerara Cricket Board (DCB) level as a matter of convenience. The membership of the DCB are all referred to as “Associations” and so ECCB
at the DCB level was referred to as the Association that is in charge of cricket on the East Coast of Demerara. While we used the name ECDCA, the constitution of the DCB clearly states since the formation of the DCB in 1991 to present that the ECCB is a constituent member. The name ECCB and ECDCA have been used at the DCB interchangeably under the DCB president Mr. Bissoondyal Singh in 2009 who was the President of the East Coast Cricket Board then and now. So these facts are well documented. The real issue is that there are reports that some who have been trying tirelessly on the East Coast to dismantle the ECCB for the purpose of the upcoming DCB elections. We will now highlight the series of events. 1. There was the formation of an East Coast Cricket Committee (ECCC) to usurp the functions of the
ECCB / ECDCA which according to the press was managed by one Mr. Anil Persaud. After the membership of the ECCB resisted, a series of closed doors meeting were convened on the East Coast unknown to the ECCB / ECDCA and informed our membership that the ECCB has been struck off of the DCB constitution and the new body will be the ECCC. We immediately convened two (2) Ordinary General Meetings (OGMs) of our membership and presented them with the facts including the DCB constitution and the Cricket Administration Act 2014. 2. Another attempt again was made to dismantle the ECCB by approaching the High Court for an ex-parte injunction to stop us from performing the functions of the ECCB. Realizing the serious consequences, the ECCC suddenly presented itself in the press as the ECDCA with Mr. Anil Persaud being an Executive Member and even requesting that our membership get ready to restart some competition. We immediately again this time via a press release made it vehemently clear that the ECCB and ECDCA are one and the same and is unrelated to the ECCC or the East Demerara Cricket Board (EDCB). What is important to note is that Mr. Anil Persaud tendered a 2009 minutes of the DCB in the High Court as an exhibit which clearly stated the name “ECDCA” and signed by Mr. Bissoondyal Singh the then President of the DCB who was also the President of the ECCB at that time and currently. At the elections of the DCB in 2009 the ECCB executives were the delegates although the minutes reflected ECDCA. So how could Mr. Anil Persaud be an Executive Member of the ECDCA? When, where, who and by what process was he elected as an executive member of the ECCB or the ECDCA? Or did

The Flying Stars Cycling Club, under the patronage of Randolph ‘Ducky’ Singh will host the 13th Annual Victor Macedo Memorial Cycle Road Race tomorrow morning starting at 07:30hrs. Members of the squad selected by the Georgetown Dominoes Association (GDA) to participate in the upcoming international tournament slated for Puerto Rico paid a courtesy call to Minister of Tourism Cathy Hughes on Thursday last. President of the GDA president Faye Joseph briefed the minister about the association and their upcoming tours including the World Championships which is set for July 2016 in Antigua, while GDA secretary Barbara Marshall and the team’s Public Relations Officer Orin Boston thanked the Hughes for hosting the players. The Minister stated that she is impressed with the organization, adding that dominoes is an important
sport and culture which brings people together. She added that her ministry is excited to work with such an organisation which helps to promote tourism. “Every individual that departs these shores is an ambadassor for Guyana so it’s a wonderful opportunity to meet the dominoes team. These players will be interacting with individuals from several other countries so it’s a wonderful opportunity for them to promote Guyana,” she posited. Joseph indicated that the GDA is willing to partner with the ministry to promote tourism. She expressed confidence that the team will excel in the tournament which starts on September 23.

I also want to say thank you to the teachers who sacrifice their Saturdays to be with their students,” Cummings stated. Jones in his presentation commended both Courts and Banks DIH for coming out and supporting not only sport, but the development of young people as well. He said that the respective contributions will not be in vain since the

According to the fresh medical bulletin issued by the BM Birla Hospital in Kolkata, Dalmiya was “clinically better”, but was still in the coronary critical care unit. “Mr Jagmohan Dalmiya was admitted last night with chest discomfort and underwent coronary angiography. Clot was aspirated out to establish good flow in coronary arteries,” the medical bulletin issued at 10.30 am on Friday stated. “Today, he is clinically better with improvement in ECG. He is being monitored at the hospital with medication as per protocol.” According to one of the senior officials at the Cricket Association of Bengal (CAB), where Dalmiya was elected as president for
an eighth consecutive term in July, doctors had indicated there were still some clots that needed to be cleared: “We have been told that although one of the clots has been removed, it is only partially removed. There are few more.” In the first bulletin, issued late Thursday evening, the doctors had said that “multiple lesions were observed with total occlusion of left anterior descending coronary artery.” The CAB official said Dalmiya was talking, but was not allowed any visitors since he was under critical care. The official added that doctors had indicated if the recovery goes smooth Dalmiya will likely be out of the hospital “within 72 hours” from today. But according to the hospital spokesperson it was too early to determine as to when Dalmiya would be discharged.

Administrators of the Guyana Boxing Association (GBA) will continue to utilize the venue as they attempt to reinstate the sport to its former number one position locally. To this effect, more than 50 boxers of different weight categories will climb into the ring when the GBA presents the 2015 National Intermediate Championships at that venue
starting tonight. Boxers out of the nation’s top gym will bare fists in what is anticipated to be a night of fistic fury and entertainment. The Republican Boxing Gym punched its way to top honours last year over its arch rivals, the Guyana Defence Force and the fierce rivalry is bound to continue in this tournament. Recently, boxers from the New Opportunity Corps have joined the fray, albeit with minimal successes yet they continue to persevere. To this effect five pugilists travelled to Georgetown from their Onderneeming location to
throw down the gauntlet on their foes of the other participating gyms. Those traveling to the city are Steffon Fordyce, Okefi Husbands, Andrew Newton, Lennox Walton and Kellon Isaacs, under the guidance of coach Lawrence Kellman and the latter individual is oozing confidence that his charges will do well. Hours after arriving in the Capital City, the four pugilists spoke with Kaieteur Sport and expressed confidence that they will indeed do well. All of the boxers said that they are satisfied that they have trained hard for this tournament and are ready to show off their wares. Mr. Kellman admits that the team is yet at its infancy stage but posits that the boys are confidently rearing to go. Several other gyms are will be contesting the championships, which promises to produce fireworks including, Young Achievers (YA), Forgotten Youth Foundation (FYF), Andrew Lewis Boxing Gym (ALBG), Carryl’s Boxing Gym (CBG) Harpy Eagles Boxing Gym (HEBG), Rose Hall Jammers (RHJ) and the Essequibo Boxing gym (EBG). The home team, Monedderlust Football Club will lock horns with the Guyana Defence Force (GDF) in feature play with the opening game bringing together East Demerara’s Buxton United and City side Fruta Conquerors from 18:00hrs. All the teams have exuded confidence so far with preparation prior to the start being second to none. On show will be a new cadre of footballers for Guyana’s future thrust at the regional and international levels, while the senior players will hope to hold their own while seeking to guide the younger brigade. The main attraction tonight between Monedderlust and the GDF will be a mouth watering shindig as both sides would be seeking to gain full points in their quest to stake a claim for the big prize in the Genesis segment of the league. Monedderlust is not known as a major force in the league format of the game but did create a name for them in the knock-out format and will be aiming to graduate to this level which would present bigger challenges, in a positive way. More playing time will certainly bring out the best in the young and seasoned players barring any serious injuries and it will also be a serious test for the main tacticians, Coaches of all the teams.
