Deidre D. Myers Deputy Secretary of Commerce for Workforce Development Office of Economic and Workforce Policy Oklahoma Department of Commerce Deidre Myers currently serves as the deputy secretary of Commerce for Workforce Development at the Oklahoma Department of Commerce. Her teams provide economic, demographic and labor data analysis to state leadership, develop and advise on economic policy formulation and perform business intelligence for recruitment and expansion. Her office leads numerous statewide initiatives to grow and upskill the state’s workforce.

Previously, Myers managed state economic and community development programs, directed a national project for the Corporation for National and Community Service, administered the state of Massachusetts’ AmeriCorps program and served as a Peace Corps volunteer in Cameroon.

Bill Millett Founder and CEO Scope View Strategic Advantage As founder and CEO of Charlotte, N.C., based Scope View Strategic Advantage, Bill Millet has dedicated his life-long career to economic development. Millet has served as executive director of two regional councils of governments in South Carolina and principal for development at a major architectural practice.

Founded in 1996, Scope View delivers substantial and sustainable value to private, nonprofit and public clients in a broad range of organizational and business development areas. While Scope View’s work initially centered in the Carolinas and Virginia, its client base now includes organizations in 20 states and in the District of Columbia.

TRACK 2 Healthy Communities Welcome to the Northeastern Oklahoma Regional Alliance’s 6th Annual Summit.

It has been six years since we came together originally as a region to talk about issues affecting rural Oklahoma.

Concerns range from workforce development and education to tourism and infrastructure needs. Since that original summit, community leaders all across northeast Oklahoma have joined together and accomplished many successes.

NORA has championed broadband access for rural areas. Northeast Oklahoma is now seeing increased access through local cooperatives and other providers who are deploying access to these areas. NORA sponsored a dialog on education and the importance of having an educated workforce to attract jobs and economic growth in the region.

This culminated in a hugely successful education summit in Pryor that spurred conversation throughout the entire state. NORA has led the discussion on health care access in rural Oklahoma and has worked to bring emergency medical services to our most rural residents.

While we acknowledge there is more work to be done, the NORA board of directors is proud of the direction and accomplishments of this organization. We are proud of our members and our partners who have stood steadfast with us in the belief that rural Oklahoma is worth fighting for and understand that together we are empowered to move our region forward.

TRACK 3 Transforming Economies

Community growth is grounded in unlocking a community’s greatest asset – people. Connecting local business and community leaders with the tools and knowledge creates positive community outcomes.

A healthy community reflects a sense of mental and physical wellbeing and is the foundation for achieving all other goals.

Good health is often taken for granted but is essential for a productive society. For example, every community needs a healthy workforce upon which to build its economy, and healthier students are more equipped to learn and be successful academically.

Viable local economies ensure sustainable communities. Achieving this requires participation from all sectors of the community, both to determine community needs and to identify and implement innovative and appropriate solutions.

Build a Better Workforce

A community’s ability to prosper in the knowledge economy is determined by its ability to attract, retain and develop highly skilled and knowledgeable workers.

New skill sets are needed by workers to meet the demands of employers.

The competition for skilled workers is stronger than ever and quickly becoming international. In the post-recession economy, talented workers have many options on where to work and live. While there are no silver bullets, attracting the workforce of the future is key.

Healthy Communities – Rural Health Care is Going Regional

Locally owned businesses build strong communities by sustaining vibrant main streets, linking communities economically and socially, contributing to local causes and ensuring important decisions are made locally by people who live in the community and who feel the impact of those decisions. Retailers provide needed goods and services, boost community sales tax revenues and help local economies maximize growth through tourism. The panel will discuss making the most of our main streets and how tourism and service exporting “grow” the rural economies.

Changes in health care are putting rural medical services at even greater risk,

and regional approaches are necessary to ensure adequate services. Hear how

becoming regional, as well as providing specialized health services to rural

communities in the region.

Public Schools through Business Engagement

High school graduation is the gateway to entering the workforce and higher

education. High school graduates earn significantly more than dropouts; and

on average, 23 percent of Oklahoma students leave school between ninth

grade and graduation. The 12 for Life program is an innovative partnership

between schools and businesses that allows students to finish course work

and earn a diploma. The program provides educational and employment

opportunities, encouraging students at risk of dropping out of high school to

finish and earn their diplomas.
