Gainesville Regional Utilities

Y

ou may have missed this during the holiday season, but in early November Gainesville Regional Utilities (GRU), Gainesville, Fla., purchased the former Gainesville Renewable Energy Center and its 102.5 MW biomass power facility for $750 million and which will really cost GRU about $1.2 billion figuring 30-year utility system revenue bonds in the equation. This appears to be good news, bringing some sense of normalcy (even at those costs) to a project that has experienced its share of shakeups. GRU is a multi-service utility owned by the city of Gainesville and is recognized as the fifth largest municipal electric utility in Florida. The buyout cut short a 30-year power purchase agreement in place between GRU and GREC, which required the city to pay $70 million annually or another $1.9 billion or so over the next 27 years. Bottom line: $1.2 billion is better than $1.9 billion. Better yet: the city and GRU will actually own the facility. In 2007, the city and utility became serious about biomass power as an option, especially to bring much needed diversity to the GRU power generation portfolio, and awarded the contract to American Renewables for the development of the plant. Construction on GREC began in June 2011 and was completed in October 2013. The $500 million facility soon began commercial operation with the intention to utilize 1 million tons of wood biomass annually procured through BioResource Management. But the plant, which was already under local scrutiny because of the power purchase agreement, began encountering problems, from noise complaints to a lawsuit filed by one of its primary biomass suppliers, who said GREC had changed its biomass requirements in mid-stream, causing this supplier to lose out. A judge ordered GREC to pay the supplier $4.6 million. It was also difficult for GRU to manage the plant, from the outside so to speak, as part of its energy portfolio. The city tried to buy the plant for $400 million in 2013, but was turned down by the ownership partnership of Energy Management, Inc., BayCorp Holdings, Starwood Energy and Fagen Power, LLC. Then last August the Gainesville City Commission voted in favor of the $750 million purchase and the deal was struck. Immediately, GRU changed the name of the operation from GREC to Deerhaven Renewable.

Doing extended outages now and then, the plant was running for system reliability reasons immediately before the purchase. As of early January, the plant was running and receiving biomass, including Hurricane Irma storm debris along with traditional sources. Plans are for the plant to run a regular schedule in 2018 at near full capacity. GRU says the projection for fuel pricing and the unit efficiency make it one of the most cost effective in GRU’s generation fleet. The goal is for the plant to have greater turndown (25-30%). An initial assessment is that it will need some modifications to allow it to run with the flexibility needed within the GRU system. GRU is near the conclusion of testing that will determine what modifications are needed. Meanwhile, BioResource Management remains the primary contractor for biomass procurement. One of the drivers for the acquisition was Ed Bielarski, general manager of GRU, who came to Gainesville in 2015 and walked into this situation. “I came with a vision of restoring faith in a utility blemished by this lopsided agreement,” Bielarski says, referring to the original PPA. “This (new) deal closes the chapter on a decade of political divisiveness related to biomass rhetoric, unproductive grandstanding and misinformation.” Meanwhile, GRU now owns a modern plant and has greater operational flexibility.

rganizers of the fifth Wood Bioenergy Conference & Expo announced the completion of the keynoters lineup for the event to be held April 11-12 at the Omni Hotel at CNN Center in Atlanta, Georgia, USA. However, much of McCurdy’s talk will address Pinnacle’s seventh plant, a new one the company is constructing in Entwistle, Alberta. The facility has been focused on processing pine roundwood. Rentech is Selling Fulghum, NEWP Rentech has filed for Chapter 11 bankruptcy while proceeding to sell its Fulghum Fibres, New England Wood Pellets and Atikokan, Ontario wood pellet facility properties. The subsidiaries of the Rentech company conducting its Fulghum Fibres business in the U.S., which

have not filed for bankruptcy protection, entered into an Asset Purchase Agreement with an affiliate of Scott Davis Chip Company, Inc. of Brent, Ala. for the sale of the assets of that business. The closing of this transaction is subject to specified closing conditions, including the approval of the Bankruptcy Court. The Fulghum base purchase price is $28 million (which includes the assumption of approximately $20 million of debt). Scott Davis Chip Co. is a family owned business that operates a chip mill, trucking firm and other assets. Rentech purchased Fulghum Fibres in 2013 for $112 million, including 32 wood chip mills, six of which were in South America. Also, the subsidiaries of the Rentech company conducting its New England Wood Pellet business, which have not filed for bankruptcy protection, entered into an Asset Purchase Agreement with

Lignetics of New England, Inc., a subsidiary of Lignetics, Inc., for the sale of the assets of that business. The NEWP purchase price is $33 million (approximately $10 million of which is expected to be used to pay off debt). Lignetics is the largest residential wood pellet manufacturing company in the U.S., with pellet manufacturing plants on both the East Coast and West Coast. Rentech acquired New England Wood Pellet and its three pellet manufacturing facilities in 2014 for $35 million. The subsidiary of the Rentech company that owns the Atikokan Facility entered into an Asset Purchase Agreement with 2607043 Ontario Inc., an affiliate of True North Timber, a forest resources company, for the purchase of the assets of the Atikokan operations. The Atikokan purchase price is CAD$3.2 million (approximately

CAD$1 million of which is expected to go toward debt). Rentech’s Wawa wood pellet facility in Wawa, Ontario remains idle. Rentech has applied to the Ontario Superior Court of Justice for the appointment of a receiver and manager to facilitate the sale or liquidation of the Wawa plant.

Steeper, Silva Partner On Renewable Crude Steeper Energy, a Danish-Canadian clean-fuel company, is partnering with Silva Green Fuel, a Norwegian-Swedish joint venture, to construct an industrial scale demonstration plant at a former pulp mill located in Tofte, Norway with plans for a commercial scale project. Steeper will license its proprietary Hydrofaction technology to Silva, who will build the facility over the next 18 months. The demonstration plant will use woody residues as feedstock that are converted to renewable crude oil and, in turn, will be upgraded to renewable diesel, jet or marine fuel. Steeper’s Hydrofaction technology harnesses water brought to super-critical conditions, to cost effectively convert biomass to high value liquid biofuels. The partnership between Silva Green Fuel and Steeper will confirm engineering data and design protocols to de-risk future commercial scale facilities planned to be built by Silva and will be offered by Steeper globally to other biofuel project developers. According to Steeper Energy’s co-founder and CEO, Perry Toms, “This partnership positions Steeper Energy as a leader in providing advanced renewable fuels that can not only help reduce net carbon emissions, but also produce in-demand renewable diesel for use in heavy and long-haul transport sectors.” Silva is a joint venture between Norway’s Statkraft, a leading company in hydropower internationally and Europe’s largest generator of renewable energy, and Swe-

den’s Södra, a cooperative of 50,000 forest owners with extensive forestry operations and a leading producer of paper pulp, sawn timber and bioenergy. Steeper’s biofuel can be easily integrated into existing petroleum infrastructure and is physically comparable to fossil fuels. Although initially focusing on lowvalue forestry by-products such as forest residues or mill wastes such as sawdust, Steeper’s technology can also utilize many other biomass feedstocks, including urban organic wastes, agricultural residues, animal manure and algae. Steeper Energy is actively entertaining partnerships with biomass aggregators or energy producers to develop similar commercial-scale projects.

Torrefied Pellets Plant Planned For Estonia Baltania, a 100% owned subsidiary of Dutch private equity investment firm Momentum Capital, has made a conditional investment decision to commission an industrial scale torrefaction bio-coal plant in Vägari, Estonia. Value of the investment is approximately EUR 45 million. Providing that all conditions of the investment decision are met, the construction of the bio-coal plant will start in Q2 2018. Baltania’s production will focus on torrefied bio-coal pellets produced from sustainable woody biomass. The bio-coal pellets can be used to partially or to fully replace fossil coal in electrical power or heat generation plants as a sustainable alternative without significant additional investment in plant conversion. The bio-coal plant will be commissioned on CEG’s torrefaction technology. The output capacity of the bio-coal plant will be approximately 160,000 tonnes of torrefied bio-coal pellets per annum. The main customer base will consist of utility companies in Nordic countries and Central Europe. The investment of approximately

EUR 45 million will be funded by Momentum Capital together with other investors and financial institutions. European Union has approved a NER300 grant of EUR 25 million for the torrefaction project. The torrefaction project will be carried out in cooperation with the Estonian Ministry of the Environment. The bio-coal plant investment will have a significantly positive impact on employment in surroundings of Vägari. The bio-coal plant will offer directly at least 30 jobs in production, added with many overhead support opportunities via third party local businesses to be selected. In addition, approximately 300 jobs will be created in harvesting and logistics, and more than 200 temporary jobs are to be created during construction of the bio-coal plant. Pöyry, one of the world’s leading engineering and consulting companies, has been assigned to carry out a torrefaction project feasibility study on behalf of Baltania.

In the quest to produce affordable biofuels, poplar trees are one of the Pacific Northwest’s best bets—the trees are abundant, fast-growing, adaptable to many terrains and their wood can be transformed into substances used in biofuel and highvalue chemicals that we rely on in our daily lives. But even as researchers test poplars’ potential to morph into everything from ethanol to chemicals in cosmetics and detergents, a commercial-scale processing plant for poplars has yet to be achieved. This is mainly because production costs still are not competitive with the current price of oil. A University of Washington team is trying to make poplar a viable competitor by testing the production of younger poplar trees that could be harvested more frequently—after only two or three years—instead of the usual 10- to 20-year cycle. Their results, published this summer in two papers, point to a promising future for using poplar coppice for biofuel. “Our research proved that poplar coppice can be a good option to meet the cheap, high-volume criteria of biofuel feedstock,” says lead author Chang Dou on both papers, a doctoral student in UW’s Bioresource Science and Engineering program. “Our findings are significant for the future biofuel industry, and the ultimate goal is to take poplar coppice biofuel a step closer to the pump.” Poplar wood chips from older trees have been the focus of most research, mainly because wood parts contain the highest concentration of sugar, which is important for making ethanol and chemicals. Earlier studies show that poplar wood chips are a viable biofuel source, but costs still don’t pencil out, especially since trees are cut

just once every 10-plus years. Additionally, other tree parts go to waste when only the trunk is used, making the process more inefficient and wasteful. However, if poplar were planted close together like an agriculture crop, and whole trees were harvested on a much quicker cycle, it could make sense from a cost perspective and offer a short return on investment—and be more attractive for farmers. “We have the environmental incentives to produce fuels and chemicals from renewable resources, but right now, they aren’t enough to compete with low oil prices. That’s the problem,” says Renata Bura, a UW associate professor in the School of Environmental and Forest Sciences and the senior author. Bura’s research is part of the Advanced Hardwood Biofuels Northwest project funded by U.S. Depart-

The project, directed by UW professor Rick Gustafson, is a consortium of universities and industries led by the UW whose goal is to lay the foundation for a Pacific Northwest biofuels and bio-based industry based on poplar feedstock. For this study, trees in Jefferson, Ore.—one of the four study sites— were planted in rows close together in spring of 2012 and harvested less than two years later before the leaves had fallen. The UW team first tested whether entire young poplar trees could be converted into sugar by a process that uses high temperature, pressure and enzymes to break down the wood materials into sugar. From there, it is possible to make ethanol, acetic acid, lactic acid and other valuable chemicals by fermenting the sugar. After processing the trees, the researchers found that leaves are poor performers and lowered the overall sugar output, not just because leaves are naturally low in sugar, but they also contain other chemicals that impede the sugar-releasing process. When scaled up to a commercial operation, leaves should be removed and may be used for other purposes, such as feed for animals. They also tested whole poplar trees from the same plot in another conversion process that uses much higher heat—upwards of 500 de-

grees Celsius—to transform the tree materials directly to bio oil in a process called “pyrolysis.” Research is under way to convert this dark brown oil to a transportation fuel that resembles gasoline or diesel. In the experiment, the researchers found that including leaves didn’t make a big difference to the quality of the resulting bio oil. When scaled up, producers could ultimately save time and money by not separating leaves from branches to achieve similar quality oil. The young poplars used in the study have similar properties to shoots that would sprout from a stump in a true coppicing operation. Using that cutting method, it is possible to harvest trees every two years for up to 20 years without the added effort and cost of pulling up roots, preparing the soil and planting new trees that is required in usual planting regimes. Ultimately, the researchers say that coppice poplar is likely the best balance of cost and reliability for Pacific Northwest growers to produce biofuel. “Currently, we are looking at how we can grow poplar for monetized ecosystem services,” Bura says. “In the future, we envision a bio-based industry that will provide multiple environmental benefits, will invigorate rural communities and will serve as a bridge to a fully developed biofuels industry.”

Pinnacle Seeks Public Offering Pinnacle Renewable Energy Inc, a wood pellets producer owned by Canadian private equity firm Onex Corp., has filed a preliminary prospectus with the Toronto Stock Exchange for an initial public offering of its common shares. The company, which serves large European and Asian power generators such as Drax Group Plc, RWE

Ag and Mitsubishi Corp., expects to raise about C$175 million ($136.10 million) from the share sale. The offering could be the secondbiggest renewable energy IPO in Canada after TransAlta Renewables Inc. raised C$221 million in 2013, according to Thomson Reuters data. Low Impact Harvests

A decade after the first export pellet plant started up, recent research shows the industry operates sustainably.

emember those heady days a decade ago, when Green Circle and Dixie Pellets were the first two mills to start up in 2008? And soon after a stream of similar projects were announced, kicked around and in some cases greenlighted, leading to today’s industry that features almost 20 export pellet mills scattered from Virginia to Texas in close proximity to Gulf and Mid Atlantic ports. The industry’s annual production is approaching 5 million tons with a collective annual capacity of 6 million tons.

As with any major natural resource-based industrial expansion, there’s bound to be critical assessments from environmental groups, and the pellet industry has seen its share of ginned-up controversy from groups such as the Dogwood Alliance, which has made the most noise over pellet industry harvesting practices. “For as long as I’ve been in the business, we have had these groups that hate the idea of industrial forestry,” says Dean McCraw, consulting forester and owner of McCraw Energy, who’s worked in Southern fiber management for decades. “I never understood their campaign of lies and hatred for the industry, as the alternative to forestry is what?”

FSC, SFI, PEFC, and SBP. Each program requires regular audits by independent, third-party auditors. This information, plus the greenhouse gas emissions calculations for sourcing, production and transport, are then reported to European regulators who determine compliance with laws and regulations. In addition to sustainability certification programs, industry also relies on an extensive network of state and federal forestry and environmental laws to ensure sustainability and limited environmental impact. In the U.S., both industrial and non-industrial private landowners operate and manage their forests according to state forestry best management practices (BMPs) and are also subject to federal, state and local laws and regulations, including the Clean Water Act, Clean Air Act, and Endangered Species Act. Ginther also cites the recent research showing that wood fuel pellet harvests make up a small amount of overall logging activity and the FS FIA Program that has shown stable and increasing timber inventories in many regions despite population growth and urban development. “This is thanks to strong markets for wood fiber, which make forest land more valuable, and lead to more forests and healthier forests overall as landowners are incentivized to replant and sustainably manage their lands,” he says. ducing carbon emissions, he adds. “The industrial pellet industry has tapped into an underutilized natural resource in the U.S. South and developed a sustainable, innovative supply chain that can take this raw material and deliver it to the world in the form of densified renewable fuel that provides a low-carbon, baseload substitute for coal,” Ginther says.

Investments In Sustainability As the world’s largest industrial wood pellets producer, Enviva is making major investments in sustainability. Here, Enviva’s Jenkins details some of the company’s programs and efforts: “As businesspeople, the last thing we want to do is reduce the long-term productivity of the forests in our sourcing regions, and as responsible forest stewards, we work hard to ensure that ecologically sensitive forests stay intact,” Jenkins says. “We strive to be leaders in environmental stewardship and we know we can always do better. Our Track & Trace (T&T) supply chain transparency program is a one-of-a-kind system that makes it possible for

us to track every ton of wood we buy back to its origin in the forest or at a sawmill.” The T&T program is audited by NSF International (an independent third party) and provides stakeholders with unmatched supply chain transparency, Jenkins says. “We are able to continuously monitor the types of forests and harvests from which we source in order to ensure our feedstock aligns with the value we place on people and forests.” T&T features a Forest Trend Map based on time-series data from the U.S. Forest Service that displays changes in overall forest conditions in the Southeastern U.S. and in each of Enviva’s forest supply areas. T&T also features the Enviva Wood Supply Map, which provides detailed information on actual timber harvests around each of Enviva’s facilities, including harvest site, landowner type, forest type, harvest type, years since last harvest, the number of acres harvested and the percentage of the harvest volume provided to Enviva for wood pellet production. The information is available at www.envivabiomass.com/sustainability/track-and-trace/. “As the T&T system matures, we expect to learn more and incorporate our findings into our operations and procedures,” Jenkins says, adding the T&T online data is updated quarterly, with six months’ worth of data always being available, and historical summaries are posted as well. Jenkins notes that Enviva does not source wood from sensitive ecosystems. Working with the U.S. Endowment for Forestry and Communities, Enviva decided not to accept biomass from four sensitive types of bottomland hardwood forests—certain cypress-tupelo swamps, Atlantic white cedar stands, low pocosins, and Carolina bays. And to help preserve some of the most special tracts of bottomland forests, Enviva started the Enviva Forest Conservation Fund, managed by the Endowment. Enviva is investing $5 million into the Fund over 10 years. Counting additional investments and grants, Enviva and Endowment officials hope to support the protection of at least 35,000 acres of bottomland forests. Thanks to the 2016 Enviva Forest Conservation Fund grants, more than 1,200 acres of bottomland forests have already been preserved with perpetual easements, and counting grants made in 2016 and 2017, the Fund has already made possible the preservation of about 4,000 additional acres of bottomland forests. In 2016, Enviva and the Endowment convened a panel of experts from NGOs, state agencies, private industry, and landowners to recommend enhanced bottomland forest management practices and ways to increase implementation and also identify research or knowledge gaps. A significant outcome from the panel prcess was the augmentation of high conservation values (HCV) protection using a tract-by-tract assessment, Jenkins says. “Before buying any biomass, Enviva assesses each tract to make sure it’s not a high conservation-value forest as well as to ensure that it meets our other high standards for sustainability,” she adds. According to Jenkins, the Enviva Forest Conservation Funds Request For Proposal (RFP) for 2018 announced

Future Looking ahead, it’s important to maintain and expand efforts to promote sustainability. McCraw notes that pellet producers need to be proactive and not reactive in the face of increased scrutiny. He cites the landowner assistance programs that were popular during the era of integrated forest industry companies. Landowners would sign right of first refusal contracts with mills that would in turn offer landowners forest management assistance, discounted seedlings or other benefits. “This would assure that the harvested stands are regenerated, which is the real backbone of sustainability,” McCraw says. Jenkins believes an emphasis on transparency reflects a sustainability commitment, as evidenced by Enviva’s Track & Trace pro-

Weir Engineering Completes Valve Work Weir Engineering Services has partnered with Lynemouth Power Station at Ashington, UK to contribute to the project that will convert the plant from a coal fired to a biomass fired power station, including the overhaul of 11 butterfly valves and gearboxes. An engineering team from service facility in Alloa (Clackmannanshire, Scotland) overcame the challenge of dealing with valves in very different conditions, after being repaired by several companies over the years. The valves were installed in 1972 when Lynemouth Power Sta-

tion started to generate electricity from coal. The project to convert the station to biomass was confirmed after its acquisition by Energetický a Průmyslový Holding (EPH), and will allow the plant to generate up to 420 MW of low carbon electricity. The quality standards applied by the customer required an extensive report of the differences found, detailing defective, worn or damaged components, along with the proposed repair strategy. After a process of stripping down, cleaning and inspection, including Non-Destructive Testing (NDT), the team noted that most of the coating was worn and, in some cases, peeled off. Actuator mountings on the gearboxes and gearbox housing had also suffered severe corrosion. Brian Fairley, Supervisor at Weir, comments, “Each valve required a bespoke design to cater for the variety of different dimen-

sions for disc and shaft seals. In order to carry out the overhaul, our expert team measured each body and disc to calculate the required seal dimensions. The bearing trunnion housing of the valves had been machined out over the years and replaced with different solutions, again all solutions were bespoke, so we’re proud to have met the challenges posed by the project and delivered for this customer.” The shafts had also suffered from wear due to the ingress of debris from failed shaft seals. The team machined them back and resprayed metal surfaces to recover the required design dimensions. They also agreed to a standard size to repair, or removed the helicoils of the valve body flange holes, which had been fitted in different sizes and locations on valve flanges. Along with the 11 butterfly valves and gearboxes, the teams in

Alloa and Teesside (Middlesbrough, England) completed the overhaul of 42 turbine relief valves, three lid assemblies, three in situ seat replacements, 48 onsite overhauls of valves, seven condensate extraction pumps, seven booster pumps, two CW pumps; and two main boiler feed pumps. Two Nash pumps have also been added for overhaul and the Weir team is supporting Lynemouth by installing all overhauled pumps. James White, Contract Engineer, explains, “The differences found in the valves made the spares identification and manufacturing a serious challenge. However, we’ve delivered a very successful result for the customer. As a result of this project Lynemouth Power Station now has fully overhauled valves fit for a further 10 years of power generation. Also at Lynemouth: Cement-based technology has been used to provide anti-corrosion protection to steel at a new materials handling facility under construction at Lynemouth Power Station. Cemprotec E942, a high performance, anti-corrosion cementitious coating, has been specified by Sir Robert McAlpine to protect new steel piling totalling 1,500 m2 to ensure that the 20-year design life of the steelwork is achieved. E942 is manufactured by Flexcrete Technologies Ltd., part of the AkzoNobel group of companies. Cementitious technology was chosen for this project due to the ability of Cemprotec E942 to provide enhanced chemical and abrasion resistance while ensuring rapid completion of the coatings work due to limited preparation requirements of the steelwork. The Power Station is being converted from coal burn generation to biomass in order to supply the National Grid with up to 390 MW of low carbon electricity, supplying enough power for almost half a million residential homes. The biomass conversion will save 1.5 tonnes of carbon dioxide in comparison to coal.

Sir Robert McAlpine is constructing the materials handling facility at the power plant and an anti-corrosion coating was needed for protection of the sheet piling in the new rail offload areas. CSC Services UK Ltd, a specialist repair and coatings contractor to the power and water industries, was appointed to carry out the application work. The interlocks between the sheet piles and any voids were first filled with Cemprotec Clutch Filler, a uniquely formulated cementitious material for sealing the surface gaps between piles prior to the application of a Flexcrete cementitious anti-corrosion coating. A 1 mm stripe coat of Cemprotec E942 was then applied over welds, flanges, cut edges, plates and all fixings including nuts and bolt heads. Cemprotec E942 is a waterborne, epoxy and cementitious modified polymer coating which provides innovative standalone, anti-corrosion protection. It can be applied to damp substrates and achieves bond when just surface rusting has been removed. With a water-based composition, Cemprotec E942 releases no strong odor or hazardous solvents during application and is non-toxic, so can be applied in enclosed locations. Cemprotec Edge Scrim was embedded on all welds and cut edges before a 1mm coat was Cemprotec E942 was spray applied to the complete surface area of the sheet piles. Just 30-60 minutes later a second 1 mm coat was applied to provide excellent anti-corrosion protection. Cemprotec E942 is CE-marked in compliance with the demands of BS EN 1504.

All Hands On Deck At MGT Teesside In December 2017 the number of staff working on the MGT Teesside biomass power plant construction in Teesside, UK passed 500, including 280 from Teesside and a further 130 from the wider North East. In the same month progress on the steel structure of the 73 m high

boiler house reached the point where mechanical installation of the boiler itself can now begin, a process which will take over a year and be done by specialist contractor Atlantic Projects Company. TeesREP will be fuelled by wood chip and pellets and by around 2020 will generate electricity for the equivalent of 600,000 homes, creating hundreds of construction jobs and then more than 100 full time roles. To help find the right people for the right jobs, MGT Teesside and Redcar and Cleveland Borough Council have set up a training and employment hub in Grangetown, a few miles from the project’s doorstep. Ben Elsworth, CEO of MGT Teesside, says it wasn’t just the workers on site that would benefit: “Almost 120 different companies from Teesside and the North East have been sub-contractors and suppliers to the project. Many other jobs, for example roles in head office, sales support services and logistics have been supported by the project.. APC, which has an even higher proportion of local workers than average on site, ran a number of recruitment campaigns through the hub. Project Director Billy Nolan says, “Our ability to deliver relies on having a pool of qualified and skilled trades with practical experience. We committed at the outset to maximize the use of local talent and it’s paid off as we’ve been overwhelmed by applications from local people and have been able to find a huge proportion of our workforce in the region. We will continue to work with MGT, TR and the hub to maximize opportunities for qualified local people.” TeesREP is a “blue book” project, meaning that contractors building the project have signed an agreement with unions Unite and GMB to use the National Agreement for the Engineering and Construction Industry for in-scope trades. Funding for 20% of the project cost is provided by the UK Research Foundation, Arq Coal Technologies LLC, and Beijing Baota Sanju Energy Science and Technology Co. Ltd. The grant will allow CAER and its community partners to complete a front end engineering design (FEED) study for a 5 MW electric equivalent polygenerating unit utilizing waste coal fines and biomass as feedstocks. CAER will be recycling two Eastern Kentucky products—sawdust and coal fines—to help create localized power generation in Perry County. “I’ve always believed that localized and regional power generation would work well in many Kentucky communities, particularly throughout rural Kentucky,” says Jack Groppo, a principal research engineer at CAER and faculty member in the UK Dept. of Mining Engineering, who is working on this project. “We have a tremendous amount of coal fines left over throughout Kentucky coal fields as well as a strong, vibrant lumber industry that has industrial waste as well. This project will allow us to combine those two products to create fuel that will help power rural Kentucky communities for years to come.” As part of the project, CAER will partner with several businesses based in Hazard, including Gay Brothers Lumber, Blackhawk Mining and the Hazard-Perry County Economic Development Alliance. CAER will use biomass (sawdust) from Gay Brothers Lumber and will utilize waste coal fines from Blackhawk Mining. The model location will be located at the Coal Fields Regional Indus-

Drax Biomass Starts Up Urania Pellet Plant Drax Biomass Inc., a leading producer of industrial wood pellets in the Southeast, started produc-

tion at its newest facility, LaSalle BioEnergy in Urania, La., in late November. The facility, which was built in 2015 by German Pellets, was purchased by Drax at auction last April. A series of upgrades and repairs has been ongoing at the plant since the acquisition. The asset was a strategic investment considering LaSalle BioEnergy’s proximity to an abundant wood basket and its production capacity that supports Drax’s strategy of increasing selfsupply. LaSalle BioEnergy will employ 78 and is the third pellet plant in the Drax Biomass portfolio including Morehouse BioEnergy in Bastrop, La. and Amite BioEnergy in Gloster, Miss., both of which Drax built from scratch. The LaSalle wood pellet manufacturing facility, which is 160 miles northwest of

Baton Rouge, can produce 450,000 metric tons of wood pellets per year. The Morehouse and Gloster facilities, both commissioned in 2015, can each produce 450,000 metric tons annually as well. Drax Biomass had previously signaled its intent to pursue the acquisition of financially distressed pellet manufacturing assets. The company’s strategy is to self-supply 20-30% the wood pellets required by its Drax Power Station in the United Kingdom. Drax generates 7% of the UK’s electricity, and 70% of the electricity Drax produces is made using compressed wood pellets, having converted three 660 MW generating units from coal fired to biomass. It is considering converting its remaining three coal fired units to gas and/or biomass as Britain plans to phase out coal by 2025.

■ product news Biomass-To-Fuel Plant Begins In Log Yard The year-old AC Global Energy (ACGE) plant near Knoxville, Tenn. is a new production facility

designed to convert biomass into drop-in-the-tank fuel. The facility was developed as a turnkey operation for ACGE to process locally harvested pulpwood into energy products.

At the front end of the process is a log loading station that receives truckloads of wood to be fed into a primary chipper. In the center of the loading station is a purposebuilt Sennebogen 818 M rubbertired log-loader, which unloads and stacks the wood, then feeds it to a Laimet helical chipper. The wood chips go through secondary processing before entering a patented CHyP (Cellulose to Hydrogen Process) reactor for conversion into a hydrogen-rich synthetic gas. ACGE is a Singapore-based development company specializing in “clean energy” projects. According to John Borden, ACGE’s Business Development Manager in North America, the Knoxville plant is just the first of multiple sites that the company foresees for other nearby centers in the future. “The system is highly scalable, but it’s also economical for smaller production sites, too,” Borden explains. “Any location with a good supply of biomass nearby can put this technology to work economically.” As the Knoxville operation ramps up in 2018, Borden expects to see it processing as much as 500 tons of wood per day and output up to 7,000,000 gallons of drop-inthe-tank diesel annually. Secondary streams produce marketable co-products including wood vinegar and premium bio-char. The Sennebogen 818 M provides ACGE with a versatile, purpose-built machine that can handle multiple duties as the operation works up to full capacity. “We considered installing a more tradi-

tional stationary loader near the feed deck,” Borden says. “But we decided that a rubber-tired log loader would give us more flexibility. We equipped it with a Timber Grab SGH rotary log grapple to load the incoming wood. We also have an orange peel attachment that the 818 M can use to transfer chips. We receive some of our biomass as chips, instead of logs, so the 818 M is always ready to handle those loads as well as

feeding chips into the next stage of the process. It’s even strong enough to pull a decent size log trailer. Borden says the operators like how the 818 handles and the elevating cab gives them a direct look into the trucks they’re unloading. The first few trucks were taking longer to unload but, with some experience now, they’re down to about 15 minutes per truck. “I will definitely be looking to

Sennebogen again when we’re ready to open our next plant,” Border adds. “We’re very happy with the service from their distributor here, Power Equipment. Once the CHyP process and the rest of this operation is fully verified, we will be set to repeat the program in new locations.”
