For A Good Year T

his issue, the first of this magazine’s fifth year in existence, is partially given over to the Wood Bio Guide. This is a section devoted to listings of manufacturers and products for the wood pellets, biomass power, biofuels and in-woods harvesting sectors of the industry. It’s still in its infancy—this being only the third year we’ve produced it—and it’s extremely important that your information is in here and that it’s correct. Speaking from experience, it takes time to build and shape these special reference guides, but we’re confident the Wood Bio Guide will evolve into the industry’s leading directory, as has been the case for directories we do in three of our other magazines—Timber Harvesting, Timber Processing and Panel World—for their respective industries. Jennifer has traveled and written for us since 1987. Fortunately, as of last May, we had already hired an associate editor, so our loss of “manpower” won’t be as overwhelming as it could have been. So far, she seems to be a perfect fit, especially in the woods on her initial visits to various logging jobs throughout the South. ● The next Bioenergy Fuels & Products Conference & Expo is scheduled for March 18-19, 2014, to be held in the Grand Ballroom North of the Omni Hotel at CNN Center in Atlanta, Georgia. Wood Bioenergy and Panel World magazines serve as media hosts of the event, which is held every other year. The 2012 Bioenergy Expo featured 45 speakers, 75

equipment and supplier exhibitors and boasted a total attendance of 400. In a post-event survey, 100% of the attendees said they definitely or possibly took something home from the conference and expo that would be useful in their business. The Bioenergy event will again be followed by the Panel & Engineered Lumber International Conference & Expo on March 20-21. Many exhibitors and attendees participate in both events. ● This issue of Wood Bioenergy also features two indepth articles, one on the state of the industrial pellets industry, and the other on how the “new” bioenergy industry is impacting the in-woods markets. To give you some idea on the rapidly evolving wood pellets business, several new pellet plant projects were announced even after Dan Shell had started his research for the article. Two of those plant project announcements came from Drax of the United Kingdom. Chuck Davis, CEO of Drax Biomass International, answered a few questions about those projects beginning on page 8. 2013 promises to be another eventful year for the new generation wood bioenergy industry. We’re excited to be a part of it.

Here Comes Drax

EDITOR’S NOTE: Drax Biomass International, Inc., a wholly owned subsidiary of Drax Group plc, a major electricity generator in the United Kingdom, announced in mid-December it will build two wood pellet plants in the Southeastern U.S. The manufacturing facilities, Amite BioEnergy in Gloster, Mississippi, and Morehouse BioEnergy in Morehouse Parish, Louisiana, are expected to start full operations in 2014 with combined production capacity of 900,000 metric tons. The company also plans to build a port storage and loading facility at the Port of Greater Baton Rouge. Based in North Yorkshire, UK, Drax Group earlier announced its intention to transform itself into a predominantly biomass-fueled generator. Initially,

Drax plans to convert three of its six coal-fired generating units in the UK to run on sustainable biomass. The Drax Group is investing in the modernization of its boilers and the construction of facilities to store 700,000 metric tons of wood pellets. CEO Chuck Davis has more than 20 years of experience in energy infrastructure development, project finance, and general management. Prior to joining DBI, he was a senior advisor with Morgan Stanley Infrastructure Partners, and previously was executive vice president and Head of Development at Vercipia, a joint venture of BP and Verenium, a second-generation biofuels company. He also held worldwide senior management positions at InterGen, a global power generation

company, including a position as managing director for InterGen’s United Kingdom business. Davis answered a few questions from Wood Bioenergy magazine upon the announcement of the Drax wood pellet projects in the U.S. WBE: Given the conversion activities of Drax in England, how long have you been considering the Southern U.S. as a biomass raw material source for your plants? CD: Drax has been burning biomass for the last nine years and over that period we have spent much time getting to understand the global fiber market. It became apparent that initially concentrating on North America as a supplier of the resource was the right fit for our business. We then spent time evaluating the various options available to us in North America. WBE: How long did you intently scour the South for possible locations of your two wood pellet plants, and what were the deciding factors? CD: We investigated opportunities in the U.S. Southeast over the course of several years. We decided to focus our initial investment in the Gulf Coast due to rich fiber resources in the area and existing logistical infrastructure. WBE: Will these plants bring in logs as well as reduced woody raw materials (chips, etc.)? CD: The feedstock will be woody material from sustainably managed forests. We will purchase pulpwood from thinning and harvest tracts. We will receive top wood pulpwood from sawtimber tract harvests as well – it is customary to utilize as much material as possible. We are buying direct from industrial and private landowners. WBE: Europe appears to be incorporating woody biomass into its electrical generation infrastructure? This must be a great challenge for power companies such as Drax, to change directions. Can you comment on those challenges? CD: Carbon abatement is central to the business strategy of Drax. With increasingly stringent environmental legislation, our environmental performance is our biggest challenge and emissions of carbon our biggest constraint. Burning increasing amounts of sustainable biomass in place of coal is the major strand of our carbon abatement strategy. Improving our overall efficiency and working with partners on a standalone carbon capture and storage demonstration plant are the other two strands. Drax has long been an advocate of the benefits of generating electricity from sustainable biomass. Drax be-

lieves that through burning sustainable biomass in place of coal we have an important role to play in helping the UK meet its legally binding climate change targets. WBE: What did your research indicate as to biomass raw material availabilities as you were considering wood pellet plant locations in the South? You must feel confident of the sustainability of this resource in the South. CD: The abundance of sustainable fiber resources in Mississippi and Louisiana was one of the key drivers for locating our plants in the region. We are confident in the high quality of the sustainable forest management in the catchment areas of our locations and of the longterm fiber availability in these areas based on extensive market analyses and historical forest resource data. Given the decline in demand over the past few years, forest owners welcome the prospect of new, alternative markets. We expect that our demand will support both direct and indirect economic activity in the communities in which we will operate. WBE: Which power plant or plants overseas will your new wood pellet plants ship material to? CD: We will ship material to Drax Power Station, which is located in the UK (situated in the North of England). WBE: When was your U.S. office of Drax Biomass International created, and will Drax continue to add resources to it? CD: We set up an office in January 2012 in (Burlington) Massachusetts that serves as our U.S. headquarters. We expect to add future resources at our manufacturing and port facilities. WBE: Is Drax Group considering building wood pellets plants in other parts of the world? CD: For our initial projects, we have chosen to focus on North America. WBE: What is your timeline with regard to the order of construction and startup of these projects? CD: We expect that Amite BioEnergy in Gloster, Mississippi will be the first project to commence construction, planned for early 2013. Three to four months later, we expect to break ground on Morehouse BioEnergy in Morehouse Parish, Louisiana. Finally, we would expect construction of the Port facility in Baton Rouge to begin shortly thereafter. Our plans are, therefore, that Amite will be the first operational project. Construction work on these three projects will be ongoing simultaneously.

in the news ■ Pellet Plant Planned For Thunder Bay Resolute Forest Products plans to build a wood pellet plant adjacent the company’s sawmill in Thunder Bay, Ontario. Construction is expected to begin soon and is scheduled for completion in 2014. The company has signed a 10-year agreement to supply Ontario Power Generation with 45,000 metric tons of pellets annually. Resolute will invest C$10 million in the construction of the plant, adding to investments of approximately C$120 million the company has announced for its Ontario operations since 2011.

Biomass Power Plant Project Gains Footing Green Power Solutions will build a biomass power plant in Dublin, Laurens County, Georgia, creating 35 permanent jobs with an initial capital investment of $95 million. The project is the culmination of more than 18 months of collaboration between Beasley Forestry Products and Land Care Services. Having already received approval from the Georgia Public Service Commission, the GPS plant is expected to be the largest renewable energy qualifying facility developed to date in Georgia. The GPS power plant will be located just outside East Dublin off Ga. 199 at an existing paper mill in Laurens County that was recently purchased by SP Fiber Technologies, LLC. The planned capital expenditures will allow GPS to provide the steam required for the paper mill’s daily operations and to generate 56 MW of electricity that will be provided to the electrical grid. GPS will provide base load power, which will be sold to Georgia Power Co. under a 20-year power purchase agreement. GPS will also construct a new wood yard in connection with the project and expects to utilize in excess of 1 million tons of roundwood, bark and other woody biomass an-

erations beginning in 2015. Beasley Forest Products LLC, located in Hazlehurst, operates the largest production hardwood sawmill in the U.S., producing more than 90MMBF annually. Land Care Services LLC, based in

Dublin, is a grading and specialty services contractor. Most of the fuel for the new plant will come from north of Appling County, and may include some hardwood waste from Beasley Forest Products.

Enviva Secures Funds For Plant Construction Enviva LP has closed on a $120 million Senior Secured Credit Facility, the company’s first corporate borrowing. “This substantial commitment by the Joint Lead Arrangers and the other financing banks is an important step in right-sizing Enviva’s balance sheet,” says Steve Reeves, the company’s Executive Vice President and Chief Financial Officer. “As one of the first credit underwritings of its kind in the emerging biomass renewable energy sector, we’re delighted by the strong show of confidence from leaders in the banking industry.” The proceeds of the debt offering will be used to complete the construction of two new 500,000 metric ton per year pellet mills, one each in Virginia and North Carolina, and to increase the storage capacity of Enviva’s deep-water port terminal in Chesapeake, Virginia to approximately 100,000 metric tons.

Biomass Is Focus Of Seminars In Indiana Woody Biomass in Indiana was the title of a series of seminars and field tour held September 26-28 in Madison, Ind. The meeting was sponsored by the Dept. of Forestry and Natural Resources, Purdue University, the Indiana Society of American Foresters (ISAF) and the Indiana Chapter of the Wildlife Society (IWS). Indiana and adjacent states are noted for high valued and high quality species such as walnut and white oak and relatively small tracts of timber interspersed within dominate agricultural lands. Therefore the area has not been targeted for biomass production but some opportunities exist and biomass harvesting is occurring. Purdue University is conducting a biomass harvest of 100 acres which was the basis for the field tour and future demonstrations. Both ISAF and IWS held techni-

cal sessions for their memberships. At the ISAF session, Best Management Practices for Harvesting Biomass (Jeff Settle, Indiana Dept. of Natural Resources) and the Impact of Biomass Harvesting at Different Levels of Intensity (Deahn Donner, U.S. Forest Service) were discussed. Leibering and Sons, Inc. discussed how their harvesting operation could be used to thin high valued hardwood stands to improve future growth and quality. The IWS session focused on the impact of biomass harvesting. Ecological Sustainability of Woody Biomass Harvesting (Chris Webster, Michigan Tech. University), Coarse Woody Debris in Managed and Unmanaged Hardwood Forest (Mike Jenkins, Purdue University), Maintaining Wildlife Populations in Intensively Managed Forests (Tracy Rittenhouse, University of Connecticut), and Public Percep-

tions of Woody Biomass Harvesting in the Midwest (Lana Narine, University of Missouri) were all part of the program. The second day morning session subjects included Why Use Woody Biomass and Developments in the Central States (Daniel Cassens, Purdue University), Economics and Policy Issues Related to Cellulosic Biofuels (Farzad Taheripour, Purdue University), Technology for Harvesting and Processing Woody Biomass (Ed Meadows, Consultant), and Urban Trees for Mulch and Energy (Lindsey Purcell, Purdue University). The afternoon session included presentations of Biodiversity Impacts of Biomass Harvesting (Deahn Donner, U.S. Forest Service) and Poplar Plantations as Woody Biomass—Indiana Experience (Rick Meilan, Purdue University). A panel discussion to address

current and future uses of woody biomass was composed of David James, Domtar Paper Co., LLC; Nathan Smith, Koetter and Smith; Randy Brewster, Tri State Forestry Services; Mark Harrison, Recast Energy; and Rob Horton, Hoosier Energy. Recast Energy is nearly ready to accept wood for use to generate electricity and power while Hoosier Energy is looking at native wood and poplar plantations as a future green fuel source. A field tour of a whole tree harvesting site took place on the third morning. The site is a 100 acre tract on the Southeast Purdue Agriculture Center at Butlerville, Ind. The harvesting was done by Werner Logging of Jasper, Ind. Equipment on site included an 800 HP Morbark chipper with grapple feeder. ■ in the news EPA Finalizes Regs For Industrial Boilers U.S. Environmental Protection Agency finalized changes to Clean Air Act standards for boilers and

certain incinerators, increasing the rule’s flexibility and dramatically reducing costs. As a result, 99% of the approximately 1.5 million boilers in the U.S. can meet the new standards by conducting periodic

maintenance or regular tune-ups or don’t even come under the jurisdiction of the rules. The final rule cuts the cost of implementation by individual boilers that EPA had proposed in 2010. The rules set numerical emission limits for less than 1% of boilers— those that emit the majority of pollution from this sector. For these high emitting boilers and incinerators, typically operating at refineries, chemical plants and other industrial facilities, EPA says it is establishing more targeted emissions limits that protect public health and provide industry with practical, cost-effective options to meet the standards.

Researchers Eye Poplar As Bioenergy Stock Researchers at Clemson University’s Pee Dee Research and Education Center and Ridgeville-based ArborGen Inc. have collaborated to plant thousands of poplars at the Pee Dee center to determine if certain varieties of the tree are suitable for bioenergy stock. Last year, ArborGen planted four species of poplars at the Pee Dee center. Some of those trees already have grown taller than 20 ft. and show great promise for emerging bioenergy markets worldwide, says ArborGen’s David Brown. In November, Brown and his collaborator at Clemson, crop physiologist Jim Frederick, planted 690 varieties of Populus nigra (“black poplar”) to learn which are best suited as bioenergy stock and as “parents” for making hybrids with P. deltoides, the local eastern cottonwood that grows healthily in the U.S. Brown and Frederick planted more than 3,000 trees, which they will monitor and evaluate during the next few years. The approximate rotation length is five to six years, by which time some may be more than 50 ft. tall. The trees will sprout again and grow from the cut stumps, thus they need to be planted just once.

Industrial wood pellet exports from the U.S. to Europe doubled from 2009 to now, and are set to double again by 2014.

U

.S. pellet producers who are selling into export markets in Europe are coming off an eventful year that’s seen demand continue to grow— though not as quickly as some had hoped—and some certainty gained concerning the UK market and its renewable energy utilization goals going forward. Meanwhile, industrial pellet capacity in the U.S. continues to zoom upward as new plants came on line last year, while even newer plant projects were announced.

UK Decision In 2012, a big impact on North America’s industrial pellet industry came from the United Kingdom’s Dept. of Energy and Climate Change (DECC), which published a “consultation” decision on the direction of British renewable energy policy for the near future. Concerning the growth of the UK’s renewable energy utilization and the role of biomass as fuel, the decision was long-awaited and added to uncertainty on both sides of the Atlantic for pellet and power producers alike. Ultimately, the DECC decision cut both ways: halting some projects in the UK, but providing the certainty to allow multiple pellet mill projects in the U.S. to go forward. In essence, the DECC’s decision going forward favors the continued growth of biomass co-firing and biomass conversion at existing UK coal-burning power plants, while placing a cap on generating capacity coming on line for new, dedicated biomass power plants. The non-

legislative cap, which covers the next five years, is set at 400 MW for new, dedicated biomass generating capacity that will be supported under the country’s Renewable Obligation Certificate (ROC) system. Through the UK’s Renewables Obligation (RO) program, licensed electricity suppliers are required to source a percentage of the electricity supplied from eligible renewable sources, including both dedicated and co-fired biomass. This percentage increases up to 15.4% by 2015-16. The ROCs are issued for each MWh of renewable electricity generated and are tradable. Companies comply with the program by acquiring ROCs from generation or purchase, or paying a buy-out price. In this way a market value is provided for electricity generation from renewable sources while providing incentives for electricity producers and users to increase renewable energy usage. By establishing the 400 MW cap on new, dedicated biomass generating capacity, DECC officials believe there will be more progress made in the process of taking coal-fired generating capacity off-line (or converting it), while at the same time upholding ROC value. According to a DECC statement, “We are determined to strike the right balance between encouraging investment in renewable electricity and ensuring value for consumers.” Due to its “non-legislative” nature, the cap on dedicated biomass generating capacity can be exceeded. But once the 400 MW level has been reached, UK biomass

generating plants coming on line afterward may be subject to lose some of the incentives that plants under the cap enjoy. According to the DECC decision, once the cap is reached, the DECC will entertain another round of public comment “consultations” on how to proceed with incentives and the impact new dedicated biomass generating capacity will have on the ROC program. As part of the decision, and because of inherently better energy utilization ratios, combined heat and power generating facilities (CHP) are exempt from the UK’s dedicated biomass generating cap once they receive certification under the DECC’s CHP Quality Assurance Program. December 2012, the initial proposals announced in September provided the certainty that may have led to several project announcements on this side of water: ● Enova Energy Group subsidiary Enova Wood Pellet Group announced plans to build three pellet plants in Georgia and South Carolina, each scheduled to produce 450,000 tons each. First plant named is in Waynesville, Ga., and it recently won approval from the Middle Georgia Regional Commission to move forward. The facility will start up in 2014. Enova followed up in December with an export terminal lease agreement with Georgia Kaolin Terminals in Savannah to use the facility for pellet storage and shipment. The terminal’s extensive infrastructure and rail handling system give Enova the largest Atlantic Coast shipping capacity of any single industrial pellet producer selling to the UK and European market, company officials say. ● General Biofuels Georgia announced a new pellet plant in Sandersville, Ga. that will produce 400,000 metric tons annually, beginning in first quarter 2014. ● Fram Renewable Fuels revealed plans to expand its operation with a new pellet plant in Hazelhurst, Ga. that will produce 500,000 metric tons a year. Combined with its existing plant near Baxley, Ga., Fram will produce more than 900,000 metric tons annually once the new facility starts up in 2014. ● Top U.S. pellet producer Enviva closed on a $120 million corporate borrowing in November that will be used to complete construction on new pellet mills at Courtland, Va. and Northampton County, NC—and increase storage capacity at its Chesapeake, Va. Port terminal to 100,000 metric tons. Once completed this year, the new facilities will push Enviva production to more than 1.5 million metric tons annually. ● In October and November, major UK power producer—and soon to be major North American pellet producer—Drax Group made two big decisions related to the DECC announcement. After the DECC proposals were published, Drax officials (see interview page 8) announced the company was shelving plans to build three new dedicated biomass generating plants in the UK and would instead go with a project to convert half of its existing massive 4,000 MW plant at Selby (Western Europe’s largest coal-burning plant) to burn wood pellets. First of the threephase conversion project will go on line this year, and will be completed by 2017. Afterward, the company plans to make a decision on converting the remainder of the plant to wood pellets.

second half of 2012, average capacity was more than 400,000 tons annually. The stage is being set for several years of overcapacity, some say. Harold Arnold, President of Fram Renewable Fuels, notes the fire last year at the large RWE generating plant at Tilbury in the UK. The February blaze took the 750 MW all-biomass plant offline for months, and left an estimated 1 million tons of pellets stranded, causing price decreases. “The unexpected fire set the stage for a flooding of the market with over-production,” Arnold says. “Our company fared better than some because of existing contracts in place, but the market even today continues to be saturated with oversupply.” Arnold says he’s still looking for more signs the projected demand growth will materialize. “The hoped for increase in demand from the UK market is still just that, with no real movement. We plan to continue working on our production costs and manufacturing methods to drive cost from the process.” Exports of wood pellets from the U.S. to the European Union (EU) doubled from 2009-2011, and the EU took in an estimated 1.5 million tons of U.S. wood pellets in 2012, according to Wood Resources International (WRI). Projections for the future of EU pellet consumption vary, but all are pointing well upward, from a rough consensus among third-party observers of 1520 million tons annually by 2020, to projections by some European interest groups of pellet usage in the 60-80 million ton range across the EU by that time. In fact, WRI noted in December that the U.S. had become the world’s largest pellet exporter in 2012, surpassing Canada largely on the strength of increased capacity in the Southeastern U.S. Total North American exports to the EU (including Southeastern U.S. and Canada, set a record 760,000 tons in the second quarter 2012, with shipments from the U.S. South rising 13%.

Biomass Markets

I

n recent years loggers in many parts of the U.S. have heard announcements of wood bioenergy or pellet plants, some of which have come online, providing new markets, while others have yet to. By most accounts, interest in in-woods chipping for biomass, and the purchase of chippers and grinders, is growing, but slowly. There is uncertainty about delivery prices, and the low price of natural gas has slowed demand for bioenergy. Still, many see trends that have them predicting an uptick in 2013. According to several observers, many loggers have adopted a wait-and-see mentality. In some states, admittedly, this is a non-issue for loggers saddled with an underdeveloped and unreliable market to consume wood residue for biomass purposes other than boiler fuel. Other states, however, are hotbeds of biomass development. According to Morbark’s Larry Burkholder, North Carolina and Virginia are the key states for pellet plants right now, with Enviva adding facilities there. Jim Mooney, Executive Director of the Virginia Loggers Assn., says they are seeing an increase in both biomass energy and pellet markets. “The growth has been slow, but we are poised for a larger amount coming on line in 2013 of both types. A number of our members have added chippers this year and more are looking.” Mooney points out that delivery price, still an unknown, keeps

many in a “wait and see” mindset. “While optimistic, most are still cautious.” Mooney believes that, if and when all the announced projects become a reality, there will be shortfall of in-woods capacity to meet the demand. Burkholder also cites activity in Mississippi, Alabama and Georgia. While conventional pellet plants have long counted on sawmill residues for raw material, Enviva, Florida’s Green Circle Bio Energy and Georgia Biomass (the world’s largest pellet mill, consuming 1.5 million tons) bring chips and treelength material into the mix, like a pulp mill. “With clean air and emissions standards movements, this will be a going thing,” Burkholder says. “It’s a big part of our business plan.”

European Influence As much of U.S. pellet production, especially from the South, heads for European markets, European pellet demand impacts the U.S. forest industry in several ways. In terms of regional wood demand, the EIA (Energy Information Administration) estimates that the U.S. South will provide 6 million metric tons of pellets to Europe by 2020. Exports in 2012 were about 1.5 million tons. If EIA estimates are accurate, new facilities will be developed to produce 4.5 million tons of pellets, meaning approximately 9 million tons of new wood markets may develop. The demand for in-woods chipping and grinding machinery because of bioenergy is very “fluid.”

4% of the South’s 2009 wood market, but can certainly be of importance to local landowners and loggers. According to the Georgia Forestry Commission’s Nathan McClure, the European demand for pellets can have a significant impact on local stumpage. “We have seen in two different situations that an increase of 1+ million tons of wood markets in a local community can increase the stumpage price of pine pulpwood by $5 $6 per green ton. One situation involved past development of OSB and the other involved wood pellets.” McClure adds that an increased demand for small diameter wood coupled with decreased lumber demand in the last five years may be causing changes in product classification by diameter class for pine. “Pine chip-nsaw stumpage prices have recently been similar to pine pulpwood prices in areas of high competition for pine pulpwood. Wood pellets and pulp uses will likely continue to increase the value in some areas where markets expand and I expect that the chip-n-saw class will continue to be marketed locally for the highest value product, whether pulpwood, wood pellets or small dimension lumber.” Expanding pine forest inventory in larger diameter classes is also a contributing factor, McClure says. According to the Georgia Forestry Commission’s 2011 forest inventory data, Georgia had 80 million more green tons of pine sawtimber than it did in 2002, and 23 million tons more in the 10 in. tree diameter class alone. McClure says that renewed concerns for sustainability documentation may prove to be the greatest impact of expanding pellet markets and bioenergy. “This is not new to the South, but these new markets have highlighted the level of interest in forest certification that began with the hardwood lumber industry and the paper industry.”

Biopower Along with pellet plants, more loggers are finding new markets in wood-burning power plants, like the GREC (Gainesville Renewable Energy Center) in Florida, the 100 MW facility set to come online later this year. Owned and operated by American Renewables, the GREC has had some feedback from local res-

idents since the price of natural gas has come down since the plant was approved in 2009, but Gainesville Regional Utilities is contracted to purchase power from the plant for the next 30 years, and Burkholder has no doubt this will be a positive for loggers in the area. “GRU will be big, but they won’t be taking material yet and nobody is going to get too excited till they are ready,” he says. Still, he says, stumpage prices have already gone up dramatically in the last six months— from $3 to $8 for in-woods chips. The Southeast is where the majority of wood biomass activity is happening in the U.S., and Burkholder believes this is due to resource sustainability. Georgia has been one of the most active states, a hotbed of bioenergy announcements or proposals. Based on informal reports from the Georgia Forestry Commission, the 10 biomass facilities currently operating or under construction consume a combined (estimated) 3.5 million tons of wood (about 10% of that is from facilities that are still under construction or that only just began operation, finalizing startup). Of that, about 800,000 tons goes to generating 70 MW of biomass power, according to the GFC’s McClure, in addition to another 180,000 tons going to a CHP (combined heat and power) plant. Multiple other facilities have been proposed in Georgia and delayed or abandoned for various reasons, and the state has at least eight current proposals to develop other biopower facilities. If those plans come to fruition, it could mean more than 5.4 million tons of woody biomass, with two more companies proposing to develop or expand CHP facilities using an additional million tons of biomass. McClure says that two or three of these might still move forward, but most likely the rest will not. He cites three major causes for delay or cancellation of biopower and CHP facilities: unclear policy on carbon emission regulation from the EPA; the recent low price of natural gas; and the economic recession which has downgraded forecasts for future electricity needs. Taken together this is not an environment that encourages heavy investment in expensive biomass facility development. pact of natural gas on wood biomass. He points to several proposed biomass facilities, particularly in the northern part of the state, but many have closed, and he indicates two primary reasons that have thus far prevented it from becoming a viable industry. First, there were too few facilities spread out over too great a distance, making hauls from the raw material source so far as to be cost prohibitive. Second, natural gas has offered prices that undercut the cost of wood biofuel. On the opposite side of the country, Steven Bick, PhD, of Northeast Forests, LLC in Thendara, NY, says that 2012 brought a great deal of frustration for wood biomass producers in the northern part of his state. One electrical plant closed and another had numerous shutdowns. At the same time the anticipated opening of a 50 MW plant at Fort Drum had many ramping up in preparation. As a result, supply was very high and demand was low, causing prices to drop.

New Year Jeff McLaughlin, North American mobile chipper sales manager for BRUKS Rockwood, reports slow sales in 2012. McLaughlin attributes this to uncertainty in the economy, emission and greenhouse gas regulations and whether production tax credits in the renewable energy industry would be extended. “Many biomass projects that have been on the table have been postponed or held back from moving forward as a result.” On the other hand, Travis Lint, Large Equipment Sales Manager

for Bandit Industries, Inc., reports that interest in bioenergy applications increased in 2012 over 2011. “Sales of Bandit biomass processing equipment steadily gained in ’12. We ended the year strong and have started ’13 with a larger backlog of equipment orders than we have seen in a long, long time.” Looking ahead to 2013, Lint foresees an interesting year. “More power plant and pellet plant openings will take place. We are expecting the increased demand for wood fiber products from in the woods chipping and grinding applications to also increase the value of woody biomass products.” Lint isn’t alone in his anticipation of an improved 2013. McLaughlin agrees, that if the production credit is extended, he expects in-woods chipping to pick up slightly in 2013 as power producers have a better idea of what to expect tax-wise. California’s Carleson says that the industry in his state is still hopeful that wood biomass may make a comeback there. With state law mandating 20% alternative fuel sources by 2020, many industry representatives in the state have continued to urge Governor Jerry Brown and the public utilities commission to take steps to help make wood energy a part of that package. Likewise, Bick expects demand to pick up in the coming year. “This large electrical demand supports a harvesting infrastructure that is eager to supply the more specialized heating markets,” Bick explains. “Heating markets need a better (quality) chip and a much higher level of service in terms of delivery times, but they are willing to pay for it.”

■ product news Materials Handling Contract Awarded Jeffrey Rader Corp. has been awarded a contract to supply a complete biomass fuel material handling system to Gemma Power Systems, LLC for the ETEC Woodville Renewable Power project in Woodville, Texas. The system will be part of a 49.9 MW biomass fueled power plant, which will provide power to members of several electric cooperatives that are part of East Texas Electric Cooperative (ETEC). The material handling system is designed to unload and store just under 3,000 tons per day. The biomass material handling system by Jeffrey Rader includes truck dumpers, processing equipment, an open stockpile for storage, underpile traveling screw reclaimers, all interconnecting belt conveyors, structures and associated equipment. Delivery of the equipment will begin in April 2013. The power plant is scheduled to begin operation in late 2014. In mid-December Gemma Power Systems received “full notice to proceed” from East Texas Electric Cooperative. Gemma Power Systems is a wholly owned subsidiary of Argan, Inc., which designs and builds energy plants through Gemma Power Systems. These energy plants include traditional gas as well as alternative energy including biodiesel, ethanol, and renewable energy sources such as biomass, wind and solar.

A Tri-Mer UltraCat catalyst filter pilot unit was tested recently by Enginuity Energy in a series of three burns averaging 40 hours each. This UCF was built for 3,000 ACFM at 438°F. PM loading was 5 lb/hr. or higher. The UCF removed all visually detectable PM, resulting in very low stack opacity. Testing is being conducted to quantify capture of PM10, PM2.5, and submicron particulate. Enginuity also monitored CO in the stack, which never exceeded 100 ppm.
