I don’t know about you but in our house we’re already talking about beyond Christmas and the New Year. Easter eggs have so far not ventured into our conversations, but as far as I’m concerned I have only just got comfortable with calling and writing this year as 2011! Time seems to have just flown past; no need to tell me this happens more as you get older, I am just not listening! So welcome, one and all to the final Scallywag of 2011, the winter issue. As ever, we have tried to keep this a ‘winter’ issue with a Christmas feel. Although most of us tend to focus on Christmas at this time of year, if you are feeling the economic pinch, you might need ideas to keep the youngsters entertained and your purse intact. In this issue’s Out & About we have included Clitheroe Castle Museum and the ever-popular Museum of Science & Industry in Manchester city centre. Both venues a bus ride away but suitable to visit anytime especially on a cold, wet day. I am really pleased to include a feature on Keeping Rossendale Babies Safe; the feature hopes to provide guidance and support to many questions that our health professionals get asked over and over again. We have included an article from Deborah Hayden-Pawson, who is a Rossendale Family Law solicitor, she has provided an insight on family law issues, again a huge grey ‘area’ for most of us, but one that as time goes by, we increasingly need help and support with. By popular demand we have run a follow-up article outlining the Admission process to Primary Schools for Rossendale. We felt it was important to highlight some of the more significant points again, in order to avoid confusion and maximise the chances of parents getting their chosen school for their child. It is supported by adverts from some of our local schools in Rossendale. More importantly the article will detail what the key dates are – don’t miss the deadline! As this year comes to a close we can reflect on the ups and downs we’ve encountered in our lives over the year. I do so hope you can all look back with more ups than downs! I wish you a wonderful Christmas or winter holiday, I hope the New Year brings you whatever you wish for!

Happy Birthday Stepping Stones! Stepping Stones, the Special Needs Therapy Unit in Haslingden, celebrated its 30th Anniversary in August of this year with a special event at Tor View School. The day was a great success, with many of the past and present children and their families joining in with the celebrations. Everyone agreed the highlight of the day was the releasing of 30 balloons, each one having a personal message attached and asking the finder of the balloon to contact the unit saying where it was found. The fun included a great disco, buffet, tombola, book stall and photo albums
spanning over 30 years with pictures of the children, many of whom aren’t so little now!!!! One family came all the way from London to attend the event. Not only was the day one of celebration, the Unit also managed to raise much needed funds for the Stepping Stones Parents Association Charity. All agreed it was a special day to catch up with the past and the present. A week after the event phone calls came through from people finding the balloons, from Stacksteads to as far as Grantham, and that’s 125 miles away!

f you haven’t been to the Museum of Science and Industry lately, it is definitely worth another look. Over the last 12 – 18 months large parts of it have been re-developed and new attractions added making it a fantastic full day out for families with children of any age.

There is a large “Air and Space” hall, full of old aeroplanes and other items relating to Manchester’s history of transport manufacturing, and the “Power Hall” containing many huge steam engines which used to power mills in the area. In fact there is far more than one day’s visit here. Luckily entrance is free and you can go back as often as you wish. This time my son wanted to visit the newly refurbished “Experiment!” gallery. This is the gallery specifically aimed at children, designed to build enthusiasm for science. It is now much bigger than it was but many of the exhibits and demonstrations were familiar from the last time we were there. You can see how easy it is to lift a car (if you have the correct gearing), watch your skeleton working as you ride a bike, test you reaction speed and learn about viscosity. There are lots of buttons to press, wheels to turn and noises to make, all at small child height. The other new thing we tried out was the 4D cinema. It’s 3D with added extras like moving seats, blowing winds and smells. There is a charge for the cinema but it was the only thing we paid for all day, so I can’t complain. The film we saw (we had a choice of two on the day we visited) was about 15 minutes long, about an animated fly and his buddies hitching a lift on Apollo 11 to the moon. The advertised age

range is “4+ at parent’s discretion” and I’m sure it would be fine for most small children, as long as they can sit unaccompanied and wear the 3D glasses. Access all around the museum is completely pram/buggy/wheelchair friendly with wide ramps and big lifts. There are a few cafés selling the usual stuff at regular museum prices, or there are picnic areas set aside if you prefer to take your own food (or buy some cheaper food from one of the shops in Manchester). The museum shop is also larger now and well stocked with decent quality toys as well as an extensive range of books. There is a car park at the museum with charges ranging from £7.00 to £3.00 depending on what time you arrive, or you can get a tram to Deansgate/Castlefield which is a five minute walk away from the museum entrance. The museum is set around one of the world’s oldest railway stations, Liverpool Road. This was the Manchester Termius of the first ever inter-city passenger railway, the Manchester to Liverpool Railway. The booking hall has been partially rebuilt to give an idea of how it would have looked when it opened in 1830, but the rest of the site, the old carriage sheds and warehouses, now house extensive exhibitions charting the industrial history of Manchester. You can learn about the history of science in Manchester, water treatment and sewage, how gas was supplied to

chools and early years providers have to follow a structure of learning, development and care for children from birth to five years old. This is called the Early Years Foundation Stage (EYFS) and it enables your child to learn through a range of activities.
Where the EYFS applies
All maintained/independent schools or registered early years providers in the private, voluntary and independent sectors caring for children from birth to five must use the EYFS. Keeping Rossendale Babies Safe In Rossendale, the number of babies who die before their first birthday has been historically high. It is higher than the North West and national averages. Whilst much is known about the preventable factors to reduce infant mortality nationally and internationally, there is still ongoing work to investigate why some babies don’t reach their first birthday.

Top 10 Tips for Baby Safe
I
n East Lancashire as a whole, 128 babies died in a 4 year period, recent work has shown that the following Top 10 Tips do reduce the risk and help to create a healthy environment for baby: Don’t fall asleep with Your baby, either in bed or on a sofa. It’s especially dangerous for your baby to sleep in your bed if you are a smoker, have been drinking alcohol, take medication or drugs that make you drowsy, feel very tired or if your baby was premature or was low birth weight. Don’t forget, accidents can happen, you might roll over in your sleep and suffocate your baby, your baby could get caught between the wall and the bed or your baby could roll out of your bed and be injured. Put your baby to sleep on his/her back with their feet at the bottom of the cot so they can’t wriggle down under any covers. It is not safe for babies to sleep on their fronts or sides. Babies settle more easily on their backs if they have been placed to sleep that way from the very first day. If your baby is less than six months old and you find him asleep on his tummy, gently turn him onto his back. Don’t feel you need to keep getting up all night to check on this. After this age, babies can usually roll onto their backs themselves so leave him to find his own position. It can be dangerous if your baby’s head gets covered when she sleeps. Place her with her feet to the foot of the cot, with the bedclothes firmly tucked in and no higher than her shoulders, so she can’t wriggle down under the covers. Keep your home smoke free and don’t let others smoke near your baby. Babies are healthier if they are kept smoke-free. Cut smoking in pregnancy – dad too. The only way to keep babies smoke free is never to smoke in the home. Your baby is still at risk if you open windows, smoke in a different room, or use a fan, vaporiser or ioniser. Ask visitors to smoke outside. Don’t take your baby into smoky places. Always put your baby to sleep in a cot, and have the cot in your room for the first six months. The safest place for your baby to sleep for the first six months is in a crib or cot in a room with you.. It’s very dangerous to sleep together with a baby on a sofa, armchair or settee and it is also risky to sleep a baby alone in an adult bed.
Check your baby isn’t too hot by feeling their tummy. Hands and feet will often feel cool to the touch and this is normal. Babies don’t need especially warm rooms. All-night heating is rarely necessary. Babies should never sleep next to a radiator or in direct sunlight. To keep an eye on the temperature buy a simple room thermometer. If your baby is under a year old don’t use a duvet, quilt, pillow, electric blankets or hot water bottles. Only use one or more layers of light blankets. There has been one study showing an increased risk of cot death for swaddled babies. Breastfeed your baby. Breastfeed your baby and it will help keep him safe. It’s the natural and best way to feed him and it increases his resistance to infection.
Get your baby fully immunised. Have your baby immunised and go for checkups. Babies often have minor illnesses. If your baby is unwell, make sure he is not too hot and drinks plenty of fluids, wake him for regular drinks if necessary. If you are pregnant contact your Midwife early so that you and your unborn baby receive all the care you can.
Try not to worry, contact your Health Visitor or Midwife for Reassurance.
Register with your local Children’s Centre, they have lots to offer, during pregnancy and through your child’s early years.

n the Autumn we ran an article outlining the Admission process to Primary Schools for Rossendale. We thought it was important enough to run through again some of the more significant points in order to avoid confusion and maximise the chances of parents getting their chosen school for their child.

hool Admissions – September 2012 So let’s start with the basics: • Children are not legally required to start school until the term following their fifth birthday. In Lancashire, however, all children who have their fifth birthday between 1 September 2012 and 31 August 2013 may start school in September 2012 if their parents / carers wish it. • Either parent can apply on-line (www.lancashire.gov. uk/e-admissions) or complete a paper application form. Completed paper application forms should be returned to our Local Area Education Office, at The Globe, St James Square Accrington, BB5 0RE. 01254 220742 or 01254 220718 • In addition Voluntary Aided and Foundation Primary Schools may require a supplementary form. This is not a legal requirement but must also be completed if you want your application to be assessed against the schools admission criteria.
• All applications must be submitted by Sunday 15 January 2012. Offers of Primary School places will be issued by second class post on Monday 23rd April 2012. The letters may therefore arrive at parents’ home addresses at various times depending on the postal service in a particular locality. • The place offers can be viewed on the Lancashire County Council website after 8pm on the same day only for those who have applied on-line. • If the initial offer is not for your preferred primary school, you should wait for the offer letter for further guidance. • If you have submitted both a paper application and an on-line application your offer may not be available via the on-line system.
Parents are asked to give THREE choices of school, in order of preference, rather than just nominate a single school. The three preferences will be judged against each school’s published admissions criteria, and the highest preference school for which the admissions criteria are matched will be the one for which a place is offered. This sounds complicated, but it isn’t really. What it means is that a child may not fit the criteria for their first preference school (if, for example, the child does not have a religious affiliation which that school requires), so a place could be offered at the second preference school, or even the third, if they fit the criteria there. It is important to remember that our Children’s Services Authority will issue offer letters for all maintained primary schools in Lancashire, that is to say for Community, Voluntary Controlled, Voluntary Aided and Foundation Schools. Therefore you will only receive a single school offer for a Lancashire primary school. Christmas – love it or loathe it, it’s almost upon us. The shops have been reminding us of its imminence for weeks or should I say months and now the adverts are sent to tempt us into parting with our hard earned cash. If you are anything like me, and I hope for your sake you aren’t, the New Year is welcomed in by a hefty Credit Card bill. I’m just about straight again when the shops begin their yearly taunt all over again!
Stress Free Christmas?! By Rachel Green
So, why do I do it? I still haven’t worked that one out. Some years I have tried to be terribly organised and buy in advance. Then I forget how much I already have and only realise just quite how overboard I’ve gone when I begin to wrap! My children have been through some lovely ages and stages where just about everything in the shops seems perfect for them. Pester power is so incredibly powerful, even though I swore I would never give in! My circle of present buying friends has continued to grow, as has the size of their families! But most of all, I want everyone to have a wonderful time, have all their wishes come true and a Christmas to remember. Unfortunately, this ultimately means I remember it for the following year on a monthly basis.

She has a present shape for each member of the family stuck to the fridge onto which everyone sticks a picture of or writes an idea for a gift throughout the year. By the time birthdays or Christmas come around and Auntie Mabel is asking what little Johnny wants, I can just post her the idea most suitable! Perfect. Everyone’s happy. 4.
The present on the fridge seems to have stopped the pestering for me too. Find it, stick it, zip it!

I have finally had a present buying cull! I plucked up the courage to phone my friends and distant relatives and say, ‘Look, I don’t know how Christmas is for you, but it’s all getting a little out of control for me. Would you be terribly offended if we didn’t buy Christmas presents for each other this year? Perhaps if we just get for the children?’ You know, so many people were completely relieved! Just make sure if you do that one, you don’t leave it too late, as some organised souls may have got your present stored away already!
So, what can I do about it? 1.

I am still going to try and be terribly organised, buying in the sales and spreading the cost throughout the year – but with a difference. This year, I have paid a regular amount, small but steady, into a savings account to cover the cost of Christmas. Any purchases have come out of this and I have kept an up to date list of what and for whom.

Everything is still perfect for my little angels and yes, they would love them, but do I really have the space? Will that toy that needs 16 batteries not just get on my nerves after hours of continuous playing? What about granny? Wouldn’t she

One of the best presents I ever gave was also one of the cheapest ( also a pinched idea, this time from Martin Lewis, Money Saving Expert)… you know how young children love boxes? Well find the most enormous box you can, fill it with balloons (helium filled if you’re feeling rich!) and pop in a few stocking filler type presents. Wrap the box and wait to see their faces. My daughter loved the fact she had a giant box, the balloons were a hit and the box became a myriad of things over the day, the other presents didn’t get a look in. But that one has to be quick, before they’re too old and say, ‘But where’s my real present mum?’

brilliant day out! Rawtenstall Market, having started the season with Clogs on t’ Cobbles on 27 November, will have entertainment throughout December including St Peters School Choir on 10 December and Whitworth Band on 17 December. Make a note in your diary - Father Christmas will be visiting the market on 22 December giving out treats and finding out what your loved ones want for Christmas!

Child Inheritance of Property
Q; I recently remarried and we are having a baby soon. We both have children from previous relationships living with us. We sold our respective properties to buy a larger one to accommodate us all. What is the position regarding the house for the children if anything should happen to one or both of us? A; The first thing you need to find out is how your home is legally owned – if you own it as what is known as “joint tenants”, then if
one of you dies the other will automatically inherit all of the house. You may agree that this is what you would want to happen, but if you want your respective children to inherit your share of the house you should make a will and hold the property in trust. You can then make sure your children ultimately inherit your share of the house, whilst giving your spouse the right to continue living in it. There may be tax implications in relation to the way you want to leave your assets, so always take professional advice.

Q; My grandchildren live with my son’s ex-wife. He does not see the children. Can I insist that my former daughter in law allows me to see the children, especially at Christmas? A; Unfortunatly you do not have automatic rights to see your grandchildren. The courts use the term “contact”, which can mean any form or contact with children, such as letters, phone calls, cards and presents, as well as seeing them face to face. It is always a question of what is best for the children. That may depend on factors such as their age, level of understanding and their own wishes and feelings. The courts encourage parties who are in dispute about children to mediate initially and see if a way forward can be agreed. If it cannot, then you would be able to ask the court to consider looking at your application for contact. If the court agrees that you can start proceedings then it will take all of the facts and circumstances into account, as outlined in the Welfare Checklist of the Children Act 1989 Section 1.
Unhelpful Bank
Q; I am self employed and found that due to the recession I need to claim on an insurance I took out to cover payments on a loan. The bank has rejected my claim. What can I do? A; It seems that you took out a Payment Protection Insurance (“PPI”). Many policies were mis-sold by lenders in the last decade. If the lender is refusing to honour the claim the PPI may have been inappropriately sold to you. The policy terms need to be checked – what are you covered for and for how long? It may be that you should re-claim the cost of the original policy from the lender together with interest. Beware though that if you are in arrears with the loan the lender will insist on you repaying arrears before receiving any monies, but the Financial Ombudsman Service guidance says that you cannot be forced to repay arrears. Check all of the loans and credit cards you have had (and repaid) to see if you were sold PPI – most people do not even know that they had it! See more here: www.financialombudsman.org.uk
