HBA Hosts OSHA Training

Occupational Safety and Health Administration Compliance Officer Todd Sieleman recently led a threehour training course at the HBA. He discussed local findings by OSHA as well as current regulations, enforcement, and upcoming changes. He reported that the local OSHA office investigated 14 fatalities in the Kansas City area last year, up from the 9 that occurred in 2014. Approximately half of those deaths were fall related.

Sieleman also informed members of a possible increase in penalty fees: “Come August, OSHA penalties are estimated to go up 82-90 percent.” If passed, this will be the first time fees have been raised since 1990. Other agencies have gradually incorporated increases in inflation into their penalties, but OSHA has not. The huge jump in fees would tie the 1990 penalty rate to the current Consumer Price Index (CPI). However, the rate changes are not guaranteed at this point and will be affected by this year’s Congressional Budget as well as the decisions of the outgoing Administration.

Missouri Congressman Visits Local HBA

As part of Bringing Housing Home™, members of the Home Builders Association of Greater Kansas City met on March 11 with Congressman Emmanuel Cleaver II (D-MO) to talk about important issues in the homebuilding industry. One of the main topics of discussion was FEMA’s recent floodplain rule that, due to new and somewhat arbitrary mapping, would have vastly expanded the areas of land that require flood insurance. As Ranking Member of the Subcommittee on Housing and Insurance, Rep. Cleaver worked with NAHB to support more realistic and less harmful measures with the help of fellow legislator Rep. Maxine Waters (D-CA). Members also congratulated the Congressman on his recent success in creating the first bill since 2010 to pass the House without a negative vote. Known as the “The Housing Opportunity Through Modernization Act of 2015,” the legislation was a bipartisan effort by Rep. Cleaver and Rep. Luetkemeyer (RMO) to improve and create additional

efficiency in housing programs for low-income families and reduce homelessness for veterans.

George Schluter also informed the Congressman about the upcoming ICC hearings in October and talked about the various code changes that have been proposed by the Department of Energy, many of which could be deemed unnecessary. According to Schluter, “most builders already perform above and beyond the current code requirements in order to construct the highest quality house for their clients.” Rep. Cleaver expressed interest in the hearing process and indicated that he might drop by to observe come October.

A Sea of People at the Home Show HBA staff realized that this year’s home show would be exceptional when tickets for the VIP presentation by Chip and Joanna Gaines sold out in less than one minute. The 2016 show exceeded expectations with huge crowds on all three days, vendors who were sold out of product by Saturday, and long lines waiting to tour the Darol Rodrock Farmhouse. What’s the Average Profit Margin of Single-family Builders? Industry benchmarks on profit margins, asset levels, and equity positions are important because they allow businesses to compare their performance to their peers, and that can be extremely helpful in identifying areas for improvement and increasing efficiencies. This is the reason why NAHB periodically conducts a survey asking single-family builders nationwide to (confidentially) provide their income statements and balance sheets. Complete results can be found in the recently released Cost of Doing Business Study: 2016 Edition, showing that profit margins continue to increase, but have yet to reach 2006-levels. Builders reported an average of $16.2 million in revenue for fiscal year 2014, of which $13.2 million (or 81.1% of

revenue) was spent on cost of sales (i.e. land costs, direct and indirect construction costs), thus leaving them with a gross profit margin of 18.9% ($3.1 million). Operating expenses (i.e. finance, sales and marketing, general and administrative, and owner’s compensation) consumed another $2.0 million (12.5% of revenue), and as a result, builders posted an average net profit (before taxes) of $1 million – a 6.4% net profit margin. Profitability levels in 2014 are the highest reported in the Cost of Doing Business series since 2006. That year, the average gross profit margin for singlefamily builders was 20.8%; it then fell dramatically to 14.4% in 2008; and has been rising slowly but steadily since, up

to 15.3% in 2010, 17.4% in 2012, and 18.9% in 2014. The net profit margin, meanwhile, went from 7.7% in 2006 to -3.0% in 2008, barely turned positive in

Kansas Area Council Hears from Local Officials

Ed Eilert, Chairman, Johnson County Board of Commissioners speaking at Kansas Council meeting. Over 50 HBA members gathered on March 23 at the Brookridge Country Club for the first quarter Kansas Area Council meeting. Speakers included Mark Wassom, the new Chief Building Official of Olathe and Ed Eilert, Chairman of the Johnson County Board of Commissioners. Wassom stated that he hopes to avoid permit and inspection delays such as were experienced last summer due to city staffing problems. He reported that two new inspectors have been hired for field work and he is planning to hire a part-time inspector to handle in-office tasks. A longer-term project that should greatly improve the permitting process is the implementation of new software. He hopes to have the new system (known as Intergov) in place by early to mid-2017. In answer to a question regarding the goal for permit turn-around times, Wassom said that the department’s goal is three days for residential permits and 10 days for commercial projects. Ed Eilert, Chairman of the Johnson County Board of Commissioners spoke on current conditions in Johnson County. Eilert shared the startling prediction from Wichita State University that the

population of Johnson County will double in the next 50 years and that 1/3 of all Kansas Citizens will live in Johnson County at that point in time.

Eilert reviewed the two major issues that the commissioners are currently facing: the need to rebuild the Tomahawk Creek waste water plant (originally built in 1945) and plans to construct a new courthouse. A sales tax proposal for courthouse construction may appear on the November ballot.

Confined Spaces Regulation Now In Effect

PROMISE

A temporary stay of enforcement by the Occupational Safety & Health Administration (OSHA) on the Confined Spaces in Construction Standard ended on March 8, 2016. The rule became effective Aug. 3, 2015. The confined space standard applies to workers who enter spaces that are not designed for continuous occupancy and are difficult to exit in the event of an emergency, such as manholes and crawl spaces.

Are You Charging Enough? If you’re unsure about how much you should be charging for your services, you’re not alone. Pricing- and profitfocused educational sessions were among the most popular at the 2016 International Builders’ Show. A common question many builders said they (hate to) get from their clients is: “How much are you trying to make on this?” At that point, doubts about your markup may start to creep in. But the fundamentals to creating a successful pricing strategy – and subsequently larger profits – are quite simple, said Bob Peterson, CGR, CAPS, CGP, owner and founder of Associates in Building + Design in Fort Collins, Colo. It all starts by acknowledging that home building isn’t just a hobby for you. “You’re in this business to make money. Don’t be ashamed to admit to the client that you will be making a profit from the project,” Peterson said. “Sure, some of your competitors might try to undercut you, but many of them probably won’t be your competitors for long because that type of business model is less sustainable.” The unique skills of qualified builders have value, Peterson explained, so it’s up to you as the business owner to determine what those skills are worth.

After establishing the value of your work, Peterson suggests the following to determine how to reach your magic markup number: • Stop guessing on costs. Know your exact overhead. If the phones suddenly stop ringing, you need to know exactly how much it will cost to open your doors each day. • Determine your minimum markup. Before you take on a project, know exactly how low you can go and still maintain a healthy gross profit margin. • Create a budget. Sounds simple, but for many, budgets seem more intimidating than scaling a high-rise condominium or wielding a 5,000RPM circular saw. Experienced business owners can use history as their guide. New business owners, however, may be better off seeking advice from a trusted peer, rather than from an accountant. • Refine your client management skills. Sticker shock is increasingly common among clients who enjoy watching do-it-yourself and homeshopping shows. It takes great skill to bring some clients back to the reality of their current market and budget. • Don’t forget to pay yourself. With so many other expenses to pay for, you may sometimes overlook the fact that you’re the one taking on all of the risk. NAHB Kids to Shine in New Contest What does home building mean to you? If you are a kid, NAHB wants to know. We’re asking the children of home builders, remodelers, developers, trade partners and anyone else involved in this great industry to design a poster that shows what Mom or Dad’s job means to them. We know you’re making an impact in your communities through the great work you do in housing, and we’re sure your kids know that too. Whether they are part of our business or just in our hearts, home building is about

family. Let’s capture the great work our craftsmen and innovators do through the eyes of our children. Here’s how:

Make sure your email also includes your name, company, HBA, phone number, and a few words about your NAHB Kid. Entries must be received by June 24, 2016.

• Ask your “NAHB Kid” (18 or younger) to design a poster. • Make sure you read the rules at nahb. org or contact KCHBA staff for a copy of the rules.

Judges will vote on the submissions, and the winning NAHB Kid’s design will receive $1,000. Mom and Dad’s HBA will also get $1,000. We’ll share this winning poster with HBAs across the country to use in their recruitment efforts.

• Ask your child to put the words, “We Are NAHB. Welcome Home” somewhere in the design. Take a photo of the finished work and email it to NAHBKids@nahb.org.

February Permits Point Toward a Busy Spring Local cities and counties issued 399 single family building permits during February—the highest February count since 2007, according to the Home Builders Association of Greater Kansas City’s (HBA) monthly Residential Building Permit Statistics report. The 2016 year-to-date total of 664 is an increase of 164 over the first two months of 2015. In addition to single family building, 77 new units of multi-family structures were permitted in February. “Record low interest rates, an improving job market and dwindling inventory should continue to support growth in new home building,” said Executive Vice President Sara Corless. “Local builders will welcome potential buyers as they have the opportunity to tour nearly 350 new homes during the Spring Parade, April 23 through May 8th.” The growth in building activity is spread throughout the eight county area with every county showing an increase from this time in 2015 except Leavenworth (down only two units). Kansas City remains the top permitting city with 138 units in 2016 followed by Olathe at 70, Overland Park at 58, Lenexa reporting 52 and Lee’s Summit with 30. The top ten permitting jurisdictions are rounded out with Blue Springs, Raymore, Grain Valley, Platte County and Shawnee. In a wrap up of 2015 statistics, the HBA identified the list of most active permitting home builders in the metropolitan area. Summit Custom Homes tops the permit list with 262, followed by Sallee Homes with 174, Prieb Homes at 128, James Engle Custom Homes with 112 and PC Homes at 91.
